1. Political and Economic Governance in the Balkans and Eastern Europe Compared

Abstract:
The not-yet EU member states of the Balkans and three states of Eastern Europe – Georgia, Moldova and Ukraine – have much in common: geographic proximity to the EU, political priority to become members of the EU, and similar struggles to improve their political and economic governance in line with EU standards and values. The EU’s main differentiation between the two groups is over the ‘membership perspective’, which has been offered to the Balkans but not to the East Europeans. Beyond this formal political stance, however, in practice the EU been extending virtually the same comprehensive array of economic and political instruments to both groups by signing Association Agreements with the three Eastern European states. This paper breaks new ground by comparing the record of both groups in terms of the quality of their political and economic governance. Using original material and existing sources, it finds that the two groups are comparable at two levels; it looks at both the frontrunners and laggards in each group. Most striking is that the East European frontrunner, Georgia, ranks even slightly ahead of the Balkan frontrunners. This leads into a case for reconsidering the EU’s present political doctrines over both its enlargement and neighbourhood policies, which are manifestly obsolescent. The paper concludes with three options for how the EU might adapt to these realities and make consequential policy changes.

The strategic calculus changed in Europe with the 2014 Russian seizure of Crimea and its ongoing war against Ukraine. Compounding the dilemma of an aggressive Russia, is the application of ambiguity to create a clock of uncertainty that prevents a decisive response to counter its destabilizing activities. However, this application of ambiguity is easily defeated, if nations are willing to take concerted efforts now to preempt and deter further Russian aggression. Project 1704 provides an honest assessment of the tenuous strategic environment that now envelopes Eastern Europe and offers specific recommendations on how to continue the 70 years of unparalleled peace that most of Europe has enjoyed.

3. A Political Economy of Slum Spaces: Mathare Valley

Abstract:
The starting point of the paper is the spatial characteristics of slums when it seeks to explain why rulers tend to neglect the welfare of their dwellers: they don't have to. Their economies are fairly closed. While located close to the centers of power, their high population density implies that they cover small space and are easy to cordon off in case of danger. The ease of control from the outside allows rulers to spend less attention to the control of their complex inside. Particularly when a slum is based on shack architecture, the high degree of mutual monitoring among dwellers may cause sharp shifts in the control regime of crime. The emphasis on spatial configurations motivates the focus on one specific slum: Mathare Valley. Paths back to colonial rule are outlined. The paper is stylistically unkempt.

4. Bosnian General Elections of 2010 and the Post-Election Crisis

Abstract:
This paper examines the 2010 general elections in Bosnia and Herzegovina (BiH) and the post-election crisis. Currently, Bosnia‟s political system is the result of the Dayton Accord that stopped the Bosnian war in 1995. Bosnia is described as a country with a multi-party system that regularly holds free, fair, and competitive elections. The 2010 elections brought significant changes to the composition of legislative assemblies at the cantonal, entity, and state levels. SNSD1 continued to dominate among the Bosnian Serbs, while HDZ2 and HDZ 19903 received the highest votes in the Croat majority areas. SDP,4 as only self-declared multi-ethnic party, won the majority of votes among Bosniaks. SDA5 secured almost the same number of seats while the Party for Bosnia and Herzegovina6 suffered the biggest loss. The phenomenon of each constituent people voting for their respective ethnic parties continues to characterize Bosnia‟s elections. Election results showed that there must be a wide range of political parties creating a parliamentary majority due to a rather complicated way of decision-making and law-passing procedures in Bosnia‟s political system. It triggered several waves of political crises since the leaders of political parties were not able to agree on a Prime Minister and other ministerial posts.

Abstract:
The Transnistrian conflict continues to be one of the most important issues facing political parties and the expert community in Moldova. Since the start of the post-communist transition period, political parties have routinely felt the necessity to articulate their approaches to solving the conflict. During both electoral and inter-electoral periods, the Transnistrian issue has occupied a special position on the country's political agenda. This has required political parties to take a stance on the issue. Similarly, the country's expert community, which includes academics, political analysts, and media commentators, has struggled with the need to explain and interpret the conflict to their audiences. In presenting such interpretations for the general public, they could not avoid formulating their own positions on potential causes of and solutions to the conflict.

This paper looks at the Armenian transition towards democracy, focusing on the internal and external dimensions of the process. Internally, we consider the decision-making structure, with particular emphasis on the role of leadership, the development of political parties and changes in civil society. Externally, our attention is focused on neighbourly relations and external actors, including international organisations, particularly the European Union (EU), and its specific instrument, the European Neighbourhood Policy (ENP). The paper aims to shed light on the democratisation process in Armenia and the role of the EU in this process, by looking at the relationship between Brussels and Yerevan, at the instruments and strategies in operation, and at the international context in which these changes are taking place.

7. From Dayton to Brussels: Constitutional Preparations for Bosnia's EU Accession

Abstract:
The citizens of Bosnia are united in wanting EU accession and its benefits. However, the constitution as it stands will greatly inhibit Bosnia's ability to move toward accession. Under the current constitution, ethnically based political parties still can thwart the state and prevent Bosnia from entering the EU. The constitution vests power in two entities, the Federation and the Republika Srpska, granting most governmental functions to them and only the most limited powers to the central government. Despite numerous state-building reforms, it is questionable whether the state can implement the broad range of measures the EU requires for accession. With the high representative's departure scheduled for June 2007, the state's capacity to implement the accession requirements becomes critical. A recent report by the Venice Commission outlines the reforms necessary to prepare the state for the accession process. Only Bosnia's politicians can undertake the fundamental changes required for accession. In response to this challenge the leaders of the major political parties undertook a consensus-driven process facilitated by representatives of the Institute, the Public International Law and Policy Group, and the Dayton Project. The goal was to produce a package of constitutional amendments by October 2005 to strengthen the state. Over twelve months, representatives developed amendments clarifying group rights, individual and minority rights, and mechanisms for protecting the “vital national interests” of Bosnia's constituent peoples. They also included reforms to strengthen the government and the powers of the prime minister, reduce the president's duties, and streamline parliamentary procedures. The parties presented their agreement to parliament, and on April 26, 2006, the package failed by two votes to achieve the necessary two-thirds majority. To answer the question of where Bosnia-Herzogovina (BiH) goes from here, the parties decided to wait until after elections in October 2006 to resubmit the package to parliament, in hopes that its political alignment will change enough to ensure passage.

8. CERI: "Shadow States"? State building and national invention under external constraint in Kosovo and East Timor (1974-2002)

Abstract:
Kosovo and East Timor have often been jointly considered for their common experience of new 'international protectorate'. These two territories were 'liberated' in 1999 by multilateral interventions' and thereafter ruled by United Nations transitional administrations. This feature is at the core of nearly all comparative exercises about the two territories to this day. However, another less obvious set of resemblances calls for renewed attention: it was indicated by the post-liberation resilience of indigenous institutions that had emerged during the 20 to 25 years of resistance. From this initial observation, I spent months in the field between 2000 and 2003 and uncovered a wider array of similarities. Three main parallels appeared. In both, the clandestine resistance networks, described here as 'crypto-states' have directed their strategic choices on the resort to violence according to perceived international opinion, while remaining a hybrid association of anti-state kinship groups and 'modern' urban elites, with the result of producing a dual discourse on nationhood: exclusive and militant on the one hand, inclusive and 'liberal' on the other.

10. The question of Serbia

Abstract:
Five years after the fall of Slobodan Milosevic, it is still not clear where Serbia is heading. Indeed, it is not yet clear what, or even where Serbia is. Serbia is not a state with international legal personality, but a constituent republic of the State Union of Serbia and Montenegro. Although the Republic of Serbia functions in most respects as a de facto independent state, its foreign policy and defence are in the hands of ministers of the State Union. In practice, both mainly speak for Serbia because Montenegro has established its own Foreign Minister. The republics use different currencies and their economies do not form a single market – customs controls are maintained at the mutual border. The State Union is barely functional and could dissolve if Montenegro votes for independence, which may happen in 2006.

Abstract:
Since independence, the Ukraine has made progress in establishing a system of democratic civilian control over the Armed Forces. The regulatory-legal basis which governs the activity of security structures and which defines the different aspects of civil-military relations has basically been established. These regulatory-legal structures co-ordinate and oversee the activity of these security structures. Co-operation between different authorities in matter pertaining to the formation of the defence budget and the development of state programmes in the military sector is gradually improving. Ideological indoctrination has loosened its hold on Ukraine's security structures and democratic values are formally now the foundation of their activity.

Abstract:
This article examines the political conditions shaping the creation of new institutional capabilities. It analyzes bank sector reforms in the 1990s in three leading postcommunist democracies–Hungary, Poland, and the Czech Republic. It shows how different political approaches to economic transformation can facilitate or hinder the ability of relevant public and private actors to experiment and learn their new roles. With its emphasis on insulating power and rapidly implementing self-enforcing economic incentives, the “depoliticization” approach creates few changes in bank behavior and, indeed, impedes investment in new capabilities at the bank and supervisory levels. The “deliberativ e restructuring” approach fostered innovative, cost-effective monitoring structures for recapitalization, a strong supervisory system, and a stable, expanding bank sector.

Abstract:
The finalized "Return to Europe" of the new EU members states of Central and Eastern Europe (CEE) has created a whole new ballgame for Eurosceptic political actors. In rational choice terms, the costs of Euroscepticism (and even Eurorejection) have gone down dramatically, while the benefits will most probably go even further up. While the effects of EU accession on the party systems of CEE are multifold, this paper develops one possible effect: the transformation of the already present regional divide within CEE countries into a populist, anti-EU center-periphery leavage.

14. CERI: The European Union's New Neighbours. Identity-based Strategies and Politics in the Ukraine, Belarus and Moldova

Abstract:
Since May 1, 2004, the Ukraine and Belarus have become the European Union's new neighbours. Moldova is bound to follow suit with Romania's entrance, scheduled for 2007. Enlargement of the EU to the East has sparked debates on what relations the EU should have with its new border states that are not slated for membership in the near future. The discussion has led to the design of a European Neighbourhood Policy (ENP) that blends a regional approach based on shared values with a process of differentiation taking into account the specific characteristics of each country involved. Since their independence, the Ukraine, Belarus and Moldova have developed different identity-based strategies that the new ENP hopes to address while avoiding the creation of new divisions. These strategies in fact oppose those who wish to incorporate European values into their country's political model and those who, on the contrary, reject these values. The relationship between identity and politics is all the more crucial for the EU's eastern neighbours since it involves practices with a low level of institutionalization, in the areas of nation-building, the political system as well as foreign policy. A comparative approach confirms the idea that the EU's new neighbours constitute a regional specificity due to their common past as Soviet republics and their geostrategic position. It also points up the differences between these states as they gradually transform into discrete political spaces with nationalized modes of identification and politicization.

This paper addresses three questions regarding Security Sector Reform (SSR) in Turkey: First, under what objectives of the SSR concept does the discussion of the Security Sector Reform in Turkey fall, or, put differently, what is the relevance of the post-Cold War SSR agenda-–coming as a response to Western reorientation of security priorities–for the reform of the guiding principles, structures, and operations of security institutions in Turkey? The second query concerns the nature of SSR in Turkey, problems contained therein, and its impact on the system, if not on the country's chances for accession to the EU, and on the civil-military equilibrium in the new millennium. The final question explores the lessons to be learned from the objectives and trajectories of Turkey's SSR agenda. These questions, and corresponding answers, will be organized in the following five sections.

Oil-rich Azerbaijan, which borders Iran, Turkey and Russia and is still scarred from its defeat by Armenia ten years ago, gives cause for both hope and concern. The October 2003 election of Ilham Aliyev to the presidency that his late-father, Heydar, had held almost from independence, highlighted the stark choices which now face the country. Its government is a carefully designed autocratic system, which the father and former Soviet-era politburo member began to construct in the late 1960 s, with heavy reliance on family and clan members, oil revenues and patronage.

18. Party Competition in Post-Communist Europe: The Great Electoral Lottery

Abstract:
This article suggests that the academic emphasis on rational choice and political-sociological approaches to party development has led to a misleading impression of convergence with Western patterns of programmatic competition and growing partisan identification in the Central European party political scene. As an alternative thesis, the author argues that the very character of 'transition' politics in Eastern Europe and the necessarily self-referential nature of the parliamentary game has structured party systems in those countries, and that the differences between the party systems in this region are critically related to experiences under communism (–a political-historical explanation). The paper argues that, in order to cope with a practical lack of public policy options in major areas such as the economy, parties have had little choice but to compete over operating 'styles,' rather than over substantive (ideologically based) programmatic alternatives. The development of parties incumbent in government since 1989 may be compared to the development of catch-all parties in Western Europe in terms of the competitive logic of weakening/avoiding ideological positions in order to embrace a large constituency. However, successful parties in Eastern Europe lack the 'baggage' of an ideological past and the history of mass membership and a class or denominational clientele – their defining characteristic is that they try to appeal to all of the people all of the time.

Abstract:
This working paper deals with the complex, turbulent and contradictory history of the Balkans region. It is argued that the tragic realities confronting the region derive mainly from its asymmetric geopolitical, economic and cultural position, and its high degree of vulnerability and dependence on Western Europe and the Near East. It suggests that it is possible to study the history of the region by examining processes of both internal fragmentation and external subordination. While the paper cannot constitute a complete or systematic study of the Balkans, it presents and overview of the most salient features in the region's historical, politico-economic and cultural development. Two case studies, Yugoslavia and Kosovo, help to highlight the broader trends.

Abstract:
Elections are a key element in any political process because of their rule-legitimating function. They are, therefore, frequently used instruments at different levels of the political process (from local government to presidential elections) and in most types of political systems (from democracies to single-party totalitarian systems). In democratic and democratizing systems in particular, elections serve a variety of different purposes in addition to legitimating rule, including providing an institution for the expression of the popular will and providing mechanisms for peaceful change in government.
