1. Keeping the momentum in European defence collaboration: An early assessment of PESCO implementation

Abstract:
Between March and November 2018, the 25 participating member states launched 34 projects, with the core aim of addressing the EU’s capability shortfalls. In May 2019, a call for a third round of project proposals will be launched. The IISS undertook an early assessment of how PESCO projects are carried out, to assess whether the momentum on the ground has continued since the projects were announced at the political level. A strong pace of implementation would require detailed timelines, deadlines and financial plans, as well as clear links with EU capability requirements. Questionnaires were sent to the projects’ country leads, and were complemented by interviews and secondary-source research. We looked at various dimensions of implementation: timelines, financial commitments, stakeholder involvement and the projects’ relation to strategic autonomy. The results are mixed. After the dissolution of the Soviet Union, most of Europe went on a “strategic holiday”. The West had won and the future was bright. Even the fact that at its weakest the Russian Federation was still able to create frozen conflicts at its borders did not dent this optimism. Defence spending in Eu- rope was plummeting throughout the 1990s, and all the way to 2014. NATO’s prevailing paradigm changed from being a collective defence organi- sation more to something of a collective security actor, with many main missions and a plethora of partnerships. After the shock of 9/11, the Alliance focused on counter-insurgency operations in Afghanistan. Military capabilities required to fight a modern near-peer adversary atrophied even further. In this context, some Allies did not take their eyes off Russia – primarily Poland and the Baltic States. Yet they were perceived by major Western Allies as nuisances requiring psychological counselling, as countries who had been traumatised by their harsh history and hence had become incapable of embracing this new reality of partnership with Rus- sia. Even the Russian military aggression against Georgia in 2008 did not change that Zeitgeist. US Secretary of State Hillary Clinton presented her “reset” button to the Russian Foreign Minister Sergei Lavrov just seven months after Russian tanks rolled into Georgia.

3. Policing Bosnia and Herzegovina 2003-05: Issues of Mandates and Management in ESDP Missions

Abstract:
The European Union Police Mission (EUPM) in Bosnia and Herzegovina (BiH) represents a watershed development for the EU and its emerging European Security and Defence Policy (ESDP). Never before has the EU organised and managed this type of stabilisation programme. In some ways, the launching of EUPM defined a new stage in the evolution of the EU itself, and certainly of the ESDP. An examination of the implementation of the EUPM in 2003-06 and the current planning for an EU mission in Kosovo suggests that a process of institutional change and learning has occurred among EU and national officials. At the same time, it is apparent that significant improvements are still necessary in the coordination between and within EU pillars as they relate to ESDP operations. To that end, this study focuses on five important challenges revealed by EU field operations in BiH: mission mandates; personnel expertise, recruitment and training; program design, implementation and assessment; reporting and decisionmaking procedures and structures; and the functions of EU representatives in the field (EU Special Representatives, Commission Head of Missions and Member States). Lastly, it also suggests the means to materially improve EU crisis response, paying special attention to lessons learned during the first EUPM and from EU efforts to address organised crime in BiH.

4. Labour Markets and Employment Development in South East Europe

Abstract:
In contrast to the Central European transition countries, the economies of South East Europe (SEE) have been facing complex and interrelated political and economic problems. The dis solution of Yugoslavia combined with market losses, war in Bosnia and Herzegovina and Croatia, sanctions finally culminating in the Kosovo conflict were the main causes of political and economic instability in the whole region. Taking into account these factors, output recovery has been much slower in SEE than in the Central European countries. Measured in purchasing power standards, Croatia is the best per former in the region, with its GDP at about 38% of the EU average. Next comes Bulgaria (32%), whereas the respective values f or Serbia and Montenegro and Albania range between 15-17%. Looking at the economic performance in the 1990-2002 period, Croatia and Romania reached almost 94% of their pre-transitional level in 2002, followed by Bulgaria and Macedonia (about 88% each). Serbia and Montenegro, the worst-affected, reached only about half of what it was in 1990. The cumulative output decline there was one of the largest among all the Central and East European countries.

5. Management of National Security Sector - Bulgarian Experience

Abstract:
The notion of national security could be perceived in a narrow meaning or in an exceptionally broad meaning. Using this term in broader sense creates opportunities of binding mutually the functions and the responsibilities of almost all state institutions, local administration and municipalities in almost all spheres of public life. But such a perception hides a danger of dilution and chaotic shift of responsibilities between agencies for some of their paramount activities. And sometimes the broader sense could mislead even governments in their decision-making process. Let me give you a brand new Bulgarian example. Recently the Supreme Administrative Court stopped temporarily one of the biggest privatisation deals- those on Bulgarian tobacco holding known as "Bulgartabac". Striving for acceleration of the privatisation process and finding no other opportunity to overrule the court's decision about a concrete buyer, the government passed a bill, in which only the parliament is authorised to make decisions on the privatisation of fifteen of the biggest state companies, among them Bulgarian Tоbacco Holding, Bulgarian Railways, Bulgarian Airlines. Those decisions cannot be protested by the prosecution and overruled by the court. The only motivation of such exclusive procedure was the "exceptional importance of these companies for the national security". The bill was adopted by the National Assembly with shake majority, but was vetoed by the President.

Abstract:
The countries of the Southern Caucasus (Armenia, Azerbaijan and Georgia) experienced seventy years of one-party centralized management of the security sector – a heritage they share with all other former Soviet Republics (though precise time spans vary). Independent state-building can be expected to be slow, and it has further been vexed by armed conflicts which are far from being permanently settled and which have led to considerable numbers of IDPs and refugees in Georgia and Azerbaijan. This specific situation has naturally slowed the build-up of security sectors much different from the local post-Soviet replica of the once union-wide complex of security services.

Abstract:
There are many precedents for establishing a National Security Council (NSC), but no strict rules to follow. Countries tend to develop their own models based on the pre-existing institutional structure of the government and the specific needs of top officials. In the United States, the NSC has evolved over a 50-year period; different presidents have assigned it different roles and different National Security Advisors have given the position different personalities.

11. Serbia: Military Intervention Threatens Democratic Reform

The Yugoslav Army's arrest on 14 March 2002 of a leading Serbian politician and a U.S. diplomat signals that for the first time the Army has openly entered the political arena and is explicitly attempting to set limits on political debate and policy. Serbian politicians will cross those red lines at their peril. The nationalist, conservative and corrupt military, which as the incident demonstrates is at least substantially beyond civilian control, seems intent on protecting important elements of the Milosevic legacy and is apparently now prepared to intervene more openly to influence negatively a broad range of policies, including the domestic reform agenda, cooperation with the Hague Tribunal, and relations with neighbouring countries. That Serbia is struggling to decide whether its course is toward the European mainstream or the reactionary polity of a Belarus should be of great concern to the international community.

Abstract:
Political control of armed forces is not a problem that has confronted only liberal democracies of the twentieth century. Even less is it an issue challenging only the democratizing societies of Central and Eastern Europe in the l990s. The crucial dilemma -- that a separate armed body established in order to protect a society might pose a threat to that same society -- goes back to antiquity. The ever-relevant question of who guards the guards was a central issue in Plato's dialogue The Republic, written about 2,500 years ago. Plato, in presenting what he considered to be the right order of society, described the military state as a deviation. Ancient Greece and the Roman Empire were both confronted with the dilemma `sed quis custodiet ipsos Custodes?' The question has remained the same over the centuries, but as armed forces and society have changed, the nature of the problem has also changed.
