  • Abstract: The accepted wisdom about dictators is that they rule their political systems in an essentially arbitrary and willful manner. Their leadership colleagues are said to live in constant fear of the dictator, always vulnerable to his will and always looking to defend themselves against him. The leadership is shown as a Hobbesian “war of all against all” as the leader rules with no real restraint. This paper challenges that view. It will explain why such a view of leadership politics in authoritarian systems is inadequate, and will illustrate this by looking at two of the most egregious dictators of the twentieth century, Joseph Stalin and Mao Zedong.

  • Abstract: Since presidential term limits were (re)adopted into many constitutions during the third wave of democratization, 207 presidents across Latin America, Africa, the Middle East, and Asia have reached the end of their terms in office. Of these, 30% have attempted to contravene term limits whereas 70% have stepped down in compliance with tenure rules. Furthermore, of the presidents who have attempted to alter tenure restrictions, some have succeeded in fully abolishing term limits, others have only managed a one-term extension, while a minority have failed in their bids to secure any additional terms in office. What explains these divergent trajectories? On the basis of a series of statistical analyses, I argue that trends in electoral competition over time are the best predictor of the range of term limit contravention outcomes across the board, with the least competitive elections permitting full term limit abolition and the most competitive elections saving off attempts at altering executive tenure rules. Furthermore, results show that failed contravention attempts are true borderline cases, rather than instances gross miscalculations of success by the president and her party, in that they feature less competitive elections than non-attempt cases but more competitive elections than successful contravention cases. These findings suggest a linkage between political uncertainty and constitutional stability more generally.

  • Abstract: On 5 January, the first anniversary of the deeply contested 2014 elections, the most violent in Bangladesh's history, clashes between government and opposition groups led to several deaths and scores injured. The confrontation marks a new phase of the deadlock between the ruling Awami League (AL) and the Bangladesh National Party (BNP) opposition, which have swapped time in government with metronomic consistency since independence. Having boycotted the 2014 poll, the BNP appears bent on ousting the government via street power. With daily violence at the pre-election level, the political crisis is fast approaching the point of no return and could gravely destabilise Bangladesh unless the sides move urgently to reduce tensions. Moreover, tribunals set up to adjudicate crimes perpetrated at the moment of Bangladesh's bloody birth threaten division more than reconciliation. Both parties would be best served by changing course: the AL government by respecting the democratic right to dissent (recalling its time in opposition); the BNP by reviving its political fortunes through compromise with the ruling party, rather than violent street politics. With the two largest mainstream parties unwilling to work toward a new political compact that respects the rights of both opposition and victor to govern within the rule of law, extremists and criminal networks could exploit the resulting political void. Violent Islamist factions are already reviving, threatening the secular, democratic order. While jihadi forces see both parties as the main hurdle to the establishment of an Islamic order, the AL and the BNP perceive each other as the main adversary. The AL and its leader, Prime Minister Sheikh Hasina Wajid, emphasise that the absence from parliament of former Prime Minister Khaleda Zia and her BNP make them political non-entities. Yet, concerned about a comeback, the government is at-tempting to forcibly neutralise the political opposition and stifle dissent, including by bringing corruption and other criminal cases against party leaders, among whom are Zia and her son and heir apparent, Tarique Rahman; heavy-handed use of police and paramilitary forces; and legislation and policies that undermine fundamental constitutional rights. The BNP, which has not accepted any responsibility for the election-related vio-lence in 2014 that left hundreds dead (and saw hundreds of Hindu homes and shops vandalised), is again attempting to oust the government by force, in alliance with the Jamaat-e-Islami, which is alleged to have committed some of the worst abuses during that period. The party retains its core supporters and seems to have successfully mobilised its activists on the streets. Yet, its sole demand – for a fresh election under a neutral caretaker – is too narrow to generate the public support it needs to over-come the disadvantage of being out of parliament, and its political capital is fading fast as it again resorts to violence. The deep animosity and mistrust between leaders and parties were not inevitable. Despite a turbulent history, they earlier cooperated to end direct or indirect military rule and strengthen democracy, most recently during the 2007-2008 tenure of the military-backed caretaker government (CTG), when the high command tried to re-move both Sheikh Hasina and Khaleda Zia from politics. Rather than building on that cooperation, the two leaders have resorted to non-democratic methods to undermine each other. In power, both have used centralised authority, a politicised judiciary and predatory law enforcement agencies against legitimate opposition. Underpinning the current crisis is the failure to agree on basic standards for multi-party democratic functioning. While the BNP claims to be the guardian of Bangladeshi nationalism, the AL has attempted to depict itself as the sole author and custodian of Bangladesh's liberation. The International Crimes Tribunal (ICT), established by the AL in March 2010 to prosecute individuals accused of committing atrocities during the 1971 liberation war, should be assessed in this context. While the quest to bring perpetrators to account is justifiable, the ICTs are not simply, or even primarily, a legal tool, but rather are widely perceived as a political one, primarily for use against the government's Islamist opposition. In short, the governing AL is seen to be using the nation's founding tragedy for self-serving political gains. The AL needs to realise that the BNP's marginalisation from mainstream politics could encourage anti-government activism to find more radical avenues, all the more so in light of its own increasingly authoritarian bent. Equally, the BNP would do well to abandon its alliances of convenience with violent Islamist groups and seek to revive agreement on a set of basic standards for multiparty democracy. A protracted and violent political crisis would leave Sheikh Hasina and Khaleda Zia the ultimate losers, particularly if a major breakdown of law and order were to encourage the military to intervene; though there is as yet no sign of that, history suggests it is an eventuality not to be dismissed. The opportunities for political reconciliation are fast diminishing, as political battle lines become ever more entrenched. Both parties should restrain their violent activist base and take practical steps to reduce political tensions: the AL government should commit to a non-repressive response to political dis-sent, rein in and ensure accountability for abuses committed by law enforcement entities, reverse measures that curb civil liberties and assertively protect minority communities against attack and dispossession of properties and businesses; the AL should invite the BNP, at lower levels of seniority if needed, to negotiations aimed at reviving the democratic rules of the game, including electoral reform. It should also hold mayoral elections in Dhaka, a long-overdue constitutional requirement that would provide opportunities to begin that dialogue; and the BNP should commit to non-violent political opposition; refrain from an alliance with the Jamaat-e-Islami that is enhancing the Islamist opposition's street power with little political return for the BNP; and instead demonstrate willingness to engage in meaningful negotiations with the AL to end a crisis that is undermining economic growth and threatening to subvert the political order.

  • Abstract: Between the late 1980s and the late 2000s, many countries in Southeast Asia were viewed, by global democracy analysts and Southeast Asians themselves, as leading examples of democratization in the developing world. By the late 2000s, Thailand, Malaysia, Indonesia, the Philippines, and Singapore all were ranked as "free" or "partly free" by the monitoring organization Freedom House, while Cambodia and, perhaps most surprisingly, Myanmar had both taken sizable steps toward democracy as well. Yet since the late 2000s, Southeast Asia's democratization has stalled and, in some of the region's most economically and strategically important nations, gone into reverse. Over the past ten years, Thailand has undergone a rapid and severe regression from democracy and is now ruled by a junta. Malaysia's democratic institutions and culture have regressed as well, with the long-ruling Barisan Nasional (BN) coalition cracking down on dissent and trying to destroy what had been an emerging, and increasingly stable, two-party system. Singapore's transition toward contested politics has stalled. In Cambodia and Myanmar, hopes for dramatic democratic change have fizzled. Only the Philippines and Indonesia have stayed on track, but even in these two countries democratic consolidation is threatened by the persistence of graft, public distrust of democratic institutions, and continued meddling in politics by militaries.

  • Abstract: On 22 May, for the twelfth time in Thailand's history, the army seized power after months of political turbulence. This is not simply more of the same. The past decade has seen an intensifying cycle of election, protest and government downfall, whether at the hands of the courts or military, revealing deepening societal cleavages and elite rivalries, highlighting competing notions of legitimate authority. A looming royal succession, prohibited by law from being openly discussed, adds to the urgency. A failure to fix this dysfunction risks greater turmoil. The military's apparent prescription – gelding elected leaders in favour of unelected institutions – is more likely to bring conflict than cohesion, given a recent history of a newly empowered electorate. For the army, buyer's remorse is not an option, nor is open-ended autocracy; rather its legacy, and Thailand's stability, depend on its success in forging a path – thus far elusive – both respectful of majoritarian politics and in which all Thais can see their concerns acknowledged.

  • Abstract: This paper contributes to the debate on the role of democratic participation in complex systems of governance. It takes a process-oriented constructivist approach asking how transnational activism over time contributes to the construction of access and voice from below and uses the Asia-Europe Meetings (ASEM) to analyze how interactions between civil society and global governance institutions shape concrete forms of participation. The paper shows that transnational activism triggers both discursive and institutional changes within the official ASEM process leading to an informal, fragmented, and fragile institutionalization of civil society participation. However, the paper reveals a division between civil society organizations with some, such as business representatives, having preferential access and voice in comparison to more contentious organizations. The paper explains this fragmented form of democratization as the result of three interrelated processes: the particular history and economic origins of the ASEM; international developments particularly in the ongoing economic crisis; and domestic developments within individual countries (in particular China) which have begun to favor controlled access for civil society participation.

  • Abstract: This monograph analyzes the interconnections between the democratic institutionalization of the newly independent states of Ukraine, Georgia, and Belarus, their political (in)stability, and economic development and prosperity. By introducing the concept of regime mimicry into the field of public administration, this monograph extends the epistemological frameworks of the democratization school to the phenomenon of political culture. Successes and failures of the democratic institutionalization processes in these countries largely depend on the ways their institutional actors reacted to internal and external disturbances of their domestic political, econmic, and cultural environments. While Georgia's political culture revealed the highest degree of flexibility in accepting the externally-proposed institutional frameworks and practices, the bifurcate political culture in Ukraine impeded its democratic institutionalization, while the rigid political culture in Belarus completely stalled the process of institutional transformations.

  • Abstract: Corruption has become a perennial issue that has shackled political parties to a groundswell of unpopularity in Indonesia. In the run up towards the 2014 General Elections, it is envisaged that such an issue may jeopardise the electability of certain political parties. This report explores the influence of corruption cases on the elections by first highlighting the current status of competing political parties in the 2014 elections. The report then looks at the notable corruption cases that have an adverse effect on the political parties. The report concludes with four points. First, how utilising the "corruption-card" has become the new weapon of choice among political parties. Second, how the acute problem of corruption signifies that Indonesia's democratic consolidation process is far from over. Third, how shadowy affairs between political parties, their elites and the media can and should be constantly monitored. Lastly, the need to strengthen and continuous evaluation of the Corruption Eradication Committee (KPK) to prevent unnecessary interventions by political parties in the future.

  • Abstract: The Democratic Party (PD) – the incumbent party that won a majority sweep in the 2009 general elections, conferring Yudhoyono his second presidency – is now experiencing a dramatic reversal of fortunes. The party's electability rate has dipped significantly from its heyday peak of 21 per cent in 2009 to a meagre 7 per cent in 2013. A convention based on democratic proceedings ha s been hatched as part of a last - ditched effort by PD with the express purpose of generating the requisite publicity before legislative elections commence in order to restore confidence among its voters. While the convention has been proceeding apace, its impact on the electorate and on the image of the party as a whole has been disappointing. This report analyses the reasons why PD's novel attempt at a democratic convention failed to rejuvenate the party like its predecessor the Golkar party did a decade a go. Included in the analysis are scenario analyses of the various outcomes of the convention, given the plausible choices that party Chairman Susilo Bambang Yudhoyono may take in consideration of the current dire status of PD.

  • Abstract: Following the implementation of Law No. 2/1999 on political parties by former president Bacharuddin Jusuf Habbibie, the multiparty system has been championed as the more prominent feature of the rapidly democratized Indonesian political landscape in the post-Suharto era. he implementation of such a law replaced the three-party system that had previously been dominated by the single hegemonic political vehicle of the New Order, Golkar or Golongan Karya [the Functional Groups], for almost 26 years. In the 1999 General Elections (GE), Indonesia witnessed an exuberance of new political parties. A total of forty-eight new political parties joined the 1999 election, the first free and fair democratic election since the 1955 GE. While the number of political parties may seem overwhelming, such a political turnout is not surprising given the degree of plurality of Indonesian society. In the 2004, 2009, and 2014 GE respectively, 24, 38, and 12 national political parties competed.

  • Abstract: Bangladesh could face a protracted political crisis in the lead-up to the 2013 elections unless Prime Minister Sheikh Hasina's government changes course and takes a more conciliatory approach towards the political opposition and the military. In December 2008, following two years of a military-backed caretaker government, the Awami League (AL) secured a landslide victory in what were widely acknowledged to be the fairest elections in the country's history. The hope, both at home and abroad, was that Sheikh Hasina would use her mandate to revitalise democratic institutions and pursue national reconciliation, ending the pernicious cycle of zero-sum politics between her AL and its rival, the Bangladesh Nationalist Party (BNP). Three and a half years on, hope has been replaced by deep disillusionment, as two familiar threats to Bangladesh's democracy have returned: the prospect of election-related violence and the risks stemming from an unstable and hostile military.

  • Abstract: Over the last few years, the Eastern Mediterranean has been increasingly fraught with growing competition between regional players, most notably Turkey, Cyprus, and Israel, signalling an apparent return of power politics in regional relations. Of all actors involved, Turkey stands out for being both an ever more influential power and a source of serious concern to other countries in the region due to its greater assertiveness and perceived hegemonic ambitions. Against the backdrop of recent regional developments and their international implications, including the dispute over drilling rights off Cyprus' coasts, Turkey's image as a constructive and dialogue-oriented country, a critical achievement pursued by a generation of Turkish politicians, diplomats and officials, risks being replaced by one of an antagonistic/assertive power. Facing the first serious challenge to its claim to embody a benign model as a secular Muslim democracy and a responsible international actor, Turkey should not indulge in emotional reactions. It should opt instead for a more moderate and balanced approach based on the assumption that only cooperation and constructive dialogue, even with rival countries, can help it realize its ambition of being the regional pivot.

  • Abstract: The new government in Myanmar has made a series of liberalising gestures over the past year, raising hopes that it is serious about meaningful political reform. Coming after national elections in November 2010, the release from house-arrest of the pro-democracy icon, Aung San Suu Kyi, and by-elections in 2012, many observers are concluding that Myanmar is finally embarking on a process of genuine democratisation. Aung San Suu Kyi is among those who have expressed optimism over future changes in the country, with her confidence bolstered by the release of hundreds of political prisoners in recent months. As ties with Western governments slowly thaw, there is now a high probability that sanctions and other restrictions on trade and investment will be lifted over the next year or so, and foreign investors are taking note of the opportunities that could soon present themselves.

  • Abstract: Turkey has undergone significant legal and institutional reforms regarding minority rights and cultural rights in the past decade as part of a reform process to meet political criteria for EU membership. However, it has not been studied so far if this increasing institutional compliance has also led to transformations at a normative level in the public discourse in Turkey. To explore this question, this paper presents the results of a qualitative media analysis that I conducted on the restoration and reopening of an Armenian church in 2007 – a milestone for the Republic as churches were destroyed or doomed to vanish for nearly a century since the Armenian Genocide in 1915. The restoration of the Sourp Khatch/Akhtamar Church became a showcase for Turkey's self-promotion as a 'tolerant nation'. However, the church was notably made accessible to the public as a museum that initially lacked the cross on its dome and was conceived to only host a religious service once a year. This opening of a church-museum is a symbolic instance in Turkey's ongoing transformation process in which tolerance and plurality have become prominent keywords in politics and public debate. Yet, as the findings suggest, they do not so as a reflection of European norms, but rather stand for a rediscovery and reinterpretation of Turkey's Ottoman past practices as a multi-religious empire. I show, however, that this reinterpretation occurs on the shaky grounds of a blindfolded view of the past, in particular the denial of the Armenian Genocide, and on the denial that minorities are still endangered in present day Turkey. I conclude that, without an acknowledgement of the Armenian Genocide, Turkey's nostalgic embracement of the Ottoman past and representation of norms such as tolerance as the 'true' Turkish/Islamic norms do not stand for a norm internalization or a norm adaption process, but instead, for a disconnection between norm and practice.

  • Abstract: Electoral rigging has hampered Pakistan's democratic development, eroded political stability and contributed to the breakdown of the rule of law. Facing domestic pressure for democracy, successive military governments rigged national, provincial and local polls to ensure regime survival. These elections yielded unrepresentative parliaments that have rubber-stamped extensive constitutional and political reforms to centralise power with the military and to empower its civilian allies. Undemocratic rule has also suppressed other civilian institutions, including the Election Commission of Pakistan (ECP), which is responsible for holding elections to the national and four provincial assemblies, and local governments. With the next general election in 2013 – if the Pakistan Peoples Party (PPP)-led government completes its full five-year term – the ruling party and its parliamentary opposition, as well as the international community, should focus on ensuring a transparent, orderly political transition through free, fair and transparent elections.

  • Abstract: Nepal is entering a new phase in its fitful peace process, in which its so-called "logical conclusion" is in sight: the integration and rehabilitation of Maoist combatants and the introduction of a new constitution. The Maoists, the largest party, are back in government in a coalition led by the Communist Party of Nepal (United Marxist-Leninist), UML party. Negotiations, although fraught, are on with the second-largest party, the Nepali Congress (NC), to join. Agreement is being reached on constitutional issues and discussions continue on integration. None of the actors are ramping up for serious confrontation and few want to be seen as responsible for the collapse of the constitution-writing process underway in the Constituent Assembly (CA). But success depends on parties in opposition keeping tactical threats to dissolve the CA to a minimum, the government keeping them engaged, and the parties in government stabilising their own precariously divided houses. It will also require the Maoists to take major steps to dismantle their army.

  • Abstract: Indonesia has long been associated with neopatrimonialism, corruption, collusion, and nepotism as the main modi operandi of politics, economics and public administration. Despite various measures and initiatives to fight these practises, little evidence for a significant decline can be found over the years. Rather, longitudinal analysis points to changes in the character of neopatrimonialism. Based on more than 60 in-depth interviews, focus-group discussions, and the analysis of both primary and secondary data, the aim of this article is, first, to describe the changes that have taken place, and, second, to investigate what accounts for these changes. Political economy concepts posit the amount and development of economic rents as the explanatory factor for the persistence and change of neopatrimonialism. This study's findings, however, indicate that rents alone cannot explain what has taken place in Indonesia. Democratisation and decentralisation exert a stronger impact.

  • Abstract: DR. RICHARD JOHNSTON: Welcome everyone to the welcome lecture from S. Y. Quraishi to the Comparing Elections and Electoral Systems in North America and India Conference. My name is Richard Johnston. By a vote of three to one, I was chosen as the person to do the introduction so I was not present at the time the vote was taken, but I am actually very pleased to be asked to do this. Just so you know, my current affiliation is the University of BC, but I am a former Penn person. It doesn't feel very former at the moment, I'll say, which is very pleasant. Anyway, my task is not to talk about me, but to introduce S. Y. Quraishi, the Chief Commissioner for Elections for India. I can't underscore how big a deal it is for us to have Dr. Quraishi here. The position is recognized in the Constitution of India. It is an enormously important role. This is the largest election task in the world. Not only does the Elections Commission take care of the Parliamentary elections, Lok Sabha elections, but also Presidential and Vice-Presidential elections, and elections in several states. So Dr. Quraishi is responsible for organization of elections, certainly to a Canadian, on an unimaginable scale. He is the seventeenth Chief Commissioner. He has been so since the third of July last year and served on the Commission for four years before that.

  • Abstract: The Helsinki Summit in 1999 represents a turning point for EU–Turkey relations. Turkey gained status as a formal candidate country for the EU providing a strong incentive to launch democratic reforms for the ultimate reward of membership. Since 2001, the country has launched a number of reforms in minority rights. Many controversial issues, such as denial of the existence of the Kurds, or the lack of property rights granted to non-Muslim minorities in the country, have made progress. Even though the reforms in minority rights may represent a tremendous step for the Europeanization process of Turkey, the compliance trend in minority rights is neither progressive nor smooth. While there is a consensus within the literature about the acceleration of reforms starting in 2002 and the slow down by 2005 in almost all policy areas, scholars are divided into two camps regarding the continuing slow down of the reform process or the revival of the reforms since 2008. I argue, in the present paper, that the compliance process with minority rights in Turkey is puzzling due to the differentiated outcome and the recent revival of behavioral compliance. I aim to shed light on the empirical facts in the least-likely area for reform in the enlargement process. Through a detailed analysis of minority-related reform process of Turkey being an instance of ongoing compliance, the paper contributes to the literature divided on the end result of Europeanization in the country recently.

  • Abstract: Against the background of successful developmental experiences in East Asia this report discusses the relevance of the developmental state concept to conditions in Africa. In her contribution Charity Musamba reviews the main theoretical literature on the developmental state and identifies four key features which have informed successful implementation in East Asian countries. With regard to Africa, she challenges the “impossibility theorem” and supports African analysts who defend the need for a democratic developmental state in Africa. Peter Meyns analyzes the development path of an African country, Botswana, which – not withstanding certain weaknesses– can be seen as an example of a successful developmental state in the African context.

For over a decade, at the invitation of the Chinese Ministry of Civil Affairs and the National People's Congress, The Carter Center has worked to help standardize the vast array of electoral procedures taking place in this new democratic environment and foster better governance in local communities. Since 1996, The Carter Center has observed numerous village elections, provided training to local government officials on electoral procedures, and helped conduct a nation-wide survey on villager self-governance.

  • Abstract: What explains the EU compliance of Turkey's ruling Justice and Development Party (AKP)? Since it came to power in 2002, AKP has launched legislative reforms in order to meet the European Union's political membership criteria (i.e., democracy, rule of law, human rights and minority rights). These reforms are puzzling since they happened in the absence of the two conditions of compliance argued in the literature: (1) credible EU political conditionality, (2) liberal ruling parties in EU candidate states. I argue that AKP's pro-EU reform agenda is explained by neither a belief in the possibility of membership via democratization (credible conditionality) nor liberal political identity. Rather, democratic measures under AKP are instrumentally induced. Two broad political motivations have guided AKP's reform commitment: (1) the electoral incentive to please Turkey's pro-EU membership electorate as well as AKP's conservative/religious constituency eager to see freedom of religion expanded under EU conditionality, (2) the motive to use reforms to weaken domestic secular forces (i.e. the military and high courts) and “survive” as a party with Islamist roots in Turkey's secular political system. The paper supports the argument with evidence gathered from original coding data for both conditionality and compliance as well as process-tracing.

  • Abstract: Despite his commitment to develop a democratic, modern state, President Hamid Karzai placed many former warlords in positions of power, particularly in the provinces. Many observers, Afghan and foreign alike, have decried the inclusion of warlords in the new governmental structures as the chief corrosive agent undermining efforts to reconstruct the state. Indeed, warlord governors have not been ideal government officials. They have employed informal power and rules, as well as their personal networks, to preserve control over their respective provinces. Informalized politics of this kind is the antithesis of a technocratic, rule-based approach to governance and entails considerable costs, from inefficiency to corruption and human rights abuses.

  • Abstract: Far from being a bulwark against the spread of extremism and violence from Afghanistan, Tajikistan is looking increasingly like its southern neighbour – a weak state that is suffering from a failure of leadership. Energy infrastructure is near total breakdown for the second winter running, and it is likely migrant labourer remittances, the driver of the country's economy in recent years, will fall dramatically as a result of the world economic crisis. President Emomali Rakhmon may be facing his greatest challenge since the civil war of 1992-97. At the very least the government will be confronted with serious economic problems, and the desperately poor population will be condemned to yet more deprivation. At worst the government runs the risk of social unrest. There are few indications that the Rakhmon administration is up to this challenge. To address the situation, the international community – both at the level of international organisations and governments – should ensure any assistance reaches those who truly need it, place issues of governance and corruption at the centre of all contacts with the Tajik government, and initiate an energetic dialogue with President Rakhmon on democratisation.

  • Abstract: Despite successful elections and a lasting military ceasefire, Nepal's peace process is facing its most severe tests yet. Major issues remain unresolved: there is no agreement on the future of the two armies, very little of the land seized during the conflict has been returned, and little progress has been made writing a new constitution. Challenges to the basic architecture of the 2006 peace deal are growing from all sides. Key political players, particularly the governing Maoists and the opposition Nepali Congress (NC), need to rebuild consensus on the way forward or face a public backlash. International supporters of Nepal must target assistance and political pressure to encourage the parties to face the threats to peace.

  • Abstract: The bizarre prosecution and conviction of opposition leader and Nobel Peace laureate Aung San Suu Kyi for violating her house arrest has returned attention to repression in Myanmar, as preparations were underway for the first national elections in twenty years, now scheduled for 2010. This further undermined what little credibility the exercise may have had, especially when based on a constitution that institutionalises the military's political role. The UN Secretary-General's July visit, which produced no tangible results, added to the gloom. But while the elections will not be free and fair – a number of prominent regime opponents have been arrested and sentenced to prison terms over the last year – the constitution and elections together will fundamentally change the political landscape in a way the government may not be able to control. Senior Generals Than Shwe and Maung Aye may soon step down or move to ceremonial roles, making way for a younger military generation. All stakeholders should be alert to opportunities that may arise to push the new government toward reform and reconciliation.

  • Abstract: Despite the aftershocks of a natural disaster, the economy of the region's most populous nation still manages to produce unprecedented prosperity for its citizens. Its government is omnipresent, fueling this growth by building roads, canals, and new manufacturing plants, while seeking to eradicate collective constraints of a bygone era. Individuals respond to the new economic opportunities by becoming more industrious, more inventive, more acquisitive, more bourgeois, more capitalist. In the midst of such sudden economic transformation, the government struggles to maintain political stability. When protests erupt in the countryside, it suppresses them or co-opts their leaders. In an effort to reduce political tension, it allows a measure of personal liberty and speaks frequently of the need for reforms. It recognizes the importance of public opinion, doing everything it can to cultivate, manage, and control its expanding influence, especially in times of crisis and when the nation finds itself on the world stage. It frequently remodels administrative rules and habits applying to the whole nation, issuing edicts from the center that are routinely ignored in the provinces. And to the surprise of all, it launches a new system for the whole nation of local assemblies chosen by local voters, while inviting all residents to express and address local grievances in each of even its tiniest far-flung villages.

  • Abstract: The idea of democracy, brought into being on an Athenian hillside some 2,500 years ago, has travelled far, and today attaches itself to a growing number of political projects. In everyday political talk, as well as in the specialised fields of the political and social sciences, terms like “spreading democracy,” “promoting democracy,” and, of course – “imposing democracy” – have become ubiquitous. Underlying such talk is a belief in democratic universalism; the idea that, as Larry Diamond, erstwhile advisor to Paul Bremer in Iraq, has put it: “Every country in the world can be democratic.” Yet, even as the ambition is asserted to spread democracy across the globe, our conceptions of what democracy is have narrowed: to a “checklist” model, a prescriptive blueprint, based almost entirely on Western experience.

  • Abstract: The April 9, 2009, legislative elections in Indonesia marked the beginning of the third set of national elections since a return to democratic rule following the end of the New Order of former President Soeharto and the first based on an open-list system. This was the world's largest centrally administered, single-day election, with more than 171 million names on the voter register and approximately 519,000 polling stations. Thirty-eight political parties contested nearly 19,000 seats in national, provincial, and district assemblies, while an additional six local parties competed for seats in Aceh province.

  • Abstract: Does development lead to the establishment of more democratic institutions? The key to the puzzle, we argue, is the previously unrecognized fact that based on quantitative regime scores, countries over the past 50 years have clustered into two separate, very distinct, yet equally-common stages of political development—authoritarian states with low levels of freedom on one side an d democracies with liberal institutions on the other side of a bimodal distribution of political regimes. We develop a new empirical strategy—exploiting exogenous world economic factors and introducing new panel data estimators—that allows for the first time to estimate the effects of development as well as unobserved country effects in driving democracy at these different stages of political development. We find that income and education have the least effect on democracy when authoritarian regimes are consolidated and that only country effects, possibly accounting for institutional legacies, can lead to political development. Ironically, it is in highly democratic and wealthiest of nations that income and education start to play a role; however greater wealth and better educated citizenry can both help and hurt democracy depending again on what the country's institutional legacies are. Far from accepting the notion that much of the developing world is cursed by unchanging and poor long-run institutions, policy-makers should take note that with democratization we also see country-specific factors that in turn condition the difference income and education make for democracy.

  • Abstract: Nepal's peace process faces a crucial test this month. Elections for a Constituent Assembly (CA) are likely to go ahead on 10 April 2008 as scheduled but political unrest and violence could mar – or even derail – preparations, and the aftermath could bring turbulence. Elections in a delicate post-conflict situation are never straightforward and Nepal has many possible flashpoints, not least that the two armies that fought the war remain intact, politically uncompromising and combat-ready. Once results are in, all political players must be prepared for a difficult period in which they will need to compromise to make the CA an effective body, extend the number of parties with a role in government and urgently tackle crucial issues left aside during the campaign, including security sector reform. The international community has an important election observation function and should listen to Nepal's political and civil society groups in assessing the credibility of the process.

  • Abstract: Bangladesh is under military rule again for the third time in as many decades. Although the caretaker government (CTG) insists its plans to stamp out corruption and hold general elections by December 2008 are on track, its achievements have been patchy, and relations with the major political parties are acrimonious. Efforts to sideline the two prime ministers of the post-1990 democratic period have faltered (though bot h are in jail), and the government has become bogged down in its attempts to clean up corruption and reshape democratic politics. Even if elections are held on schedule, there is no guarantee reforms will be sustainable. If they are delayed, the risk of confrontation between the parties and the army-backed government will grow. There is an urgent need for all sides to negotiate a peaceful and sustainable return to democracy.

  • Abstract: The Taliban has created a sophisticated communications apparatus that projects an increasingly confident movement. Using the full range of media, it is successfully tapping into strains of Afghan nationalism and exploiting policy failures by the Kabul government and its international backers. The result is weakening public support for nation-building, even though few actively support the Taliban. The Karzai government and its allies must make greater efforts, through word and deed, to address sources of alienation exploited in Taliban propaganda, particularly by ending arbitrary detentions and curtailing civilian casualties from aerial bombing.

  • Abstract: Contrary to the common approach in the literature, the economic and other forces that push countries toward democratization are continuous rather than discrete. This paper argues that failure to account for the latent variable of "incipient democracy" can bias estimates of democracy's determinants. The paper presents a new avenue by which economic integration can foster democracy, one that focuses on the means for democratization rather than the motive. This strengthening of civil society is identified as a necessary component of economic integration with modern distributed production, though we would not expect to see it in autocracies dependent on natural resource trade. The arguments are applied to the case of China.

However, Afghanistan's media development remains incomplete. Since it still faces many challenges, the international community must continue to assist and support it.

  • Abstract: International Relations (IR) needs democratising. Currently, IR theorising remains under the hegemony of a singular worldview ('warre of all against all') with a singular logic ('conversion or discipline') for all actors and activities. This top-down, state-centric, and exclusivist approach is fundamentally anti-democratic for a field of inquiry and practice crowded with multiple worlds. The Humanities, we propose, will help to mitigate these totalitarian tendencies by expressing and examining what hegemonic IR cannot but must: that is, a richness of being in global life. We present Ang Lee's 'Lust/Caution' (2007) as an example. If seen as an allegory for Taiwan-China relations, this film shifts attention from the national security state, a defining concern for hegemonic IR, to the trans-national solidarities that bind peoples and societies despite inter-state conflicts, thereby offering a way out of the statist impasse that incarcerates the region. This approach extends beyond recent calls for a 'linguistic' or 'artistic' turn in IR. Culture, we argue, can serve as a method.

  • Abstract: This is the 15th public opinion poll conducted in Ukraine by IFES. This report details findings from the latest IFES survey in Ukraine and references findings from earlier surveys done in Ukraine. The fieldwork was conducted from August 28 – September 11, 2007 with 1265 respondents throughout Ukraine. This sample comprised a national sample of 1,200 respondents and an over-sample of 65 respondents in Kyiv. The data has been weighted by region, age, and gender to be nationally representative for the adult (18+) population of Ukraine. The margin of error for a sample of this size is plus/minus 2.75%. The fieldwork and data processing for the survey were conducted by GfK Ukraine, based in Kyiv. Funding for the survey was provided by the United States Agency for International Development (USAID).

  • Abstract: On May 30, 2003, the Burmese military regime orchestrated violent attacks by progovernment militia on Aung San Suu Kyi, the leader of the National League for Democracy (NLD), and her supporters as they traveled outside Mandalay. At least four of her bodyguards were killed, as were a significant number of others. She has been in prison since then. Following the attacks, the regime arrested more than 100 democracy activists, imprisoned at least a dozen, shut down NLD offices across the country, and closed schools and universities. This is the bloodiest confrontation between Burma's military rulers and democracy supporters since 1988, when the government suppressed a popular uprising against the regime and thousands were killed.

  • Abstract: President Musharraf faces the most serious challenge to almost eight years of military rule. Opposition has gathered momentum following his failed attempt to remove the Chief Justice of the Supreme Court of Pakistan. Moderate political parties, all segments of civil society and the public at large are vociferously demanding restoration of democracy and rule of law and the military's withdrawal from politics. The choice is not whether a transition will come but whether it will be peaceful and orderly, through free and fair elections, or violent. Musharraf and the high command are tempted to retain their power at all costs. Several of their options - particularly emergency - could portend disaster. Rigged or stalled elections would destabilise Pakistan, with serious international security consequences. Especially the U.S., needs to recognise its own interests are no longer served by military rule (if they ever really were) and use its considerable leverage to persuade the generals to return to the barracks and accept a democratic transition through free and fair parliamentary, followed by presidential, elections this year.

  • Abstract: President Pervez Musharraf, facing his most serious challenge in nearly eight years of authoritarian rule, is likely to try to retain power despite growing opposition. Rumours abound in Pakistan that he will declare a state of emergency, which would suspend fundamental rights and in effect mean martial law. Given an increasingly assertive opposition following his 9 March 2007 decision to remove the Chief Justice of the Supreme Court, Iftikhar Mohammad Chaudhry, it will be impossible for the president and his military backers to maintain the status quo. Western friends of Pakistan, most influentially the U.S., can tip the balance by delivering a clear message that emergency rule is unacceptable and Pakistan should return to democratic government by holding free, fair and democratic elections by the end of the year.

  • Abstract: The September 2006 coup in Thailand, despite its damage to democratic development, opened the way for improved management of the conflict in the Muslim South. Prime Minister Surayud Chulanont's interim government has overhauled some of its predecessor's worst policies and signalled willingness to address longstanding grievances. But verbal commitments in Bangkok have been difficult to translate into changes on the ground, and relations between security forces and local communities continue to be strained while violence mounts. Thais outside the South have exerted pressure for a return to heavy-handed crackdowns on suspected militants. The government must respond to the escalating attacks, but with care – widespread arbitrary arrests and civilian casualties would only increase support for insurgents.

  • Abstract: After the Taliban regime was driven out of Afghanistan in late 2001, the United States and other members of the international community undertook efforts to establish and stabilize a liberal democratic form of government in that country. Such an undertaking is a monumental task, fraught with many obstacles and challenges. This paper looks at several of the obstacles to democracy in Afghanistan, to include the absence of a democratic history and tradition, an endemic culture of corruption, a pervasive narcotics trade and drug trafficking problem, tribalism and ethnic divides among the population, and finally the lack of support or assistance from neighboring Pakistan. The author proposes five possible strategies and adjustments to current efforts by the international community, led by the United States and International Security Assistance Force (ISAF). If these strategies are adopted, the environment in Afghanistan will be more secure, the government more stable, and liberal democracy will have a much greater chance of taking hold and flourishing. Afghanistan and this region of the world will also be less likely to harbor terrorist operations and organizations such as al-Qaeda and the Taliban to threaten the democratic nations of the world.

  • Abstract: Noted observers of trends in democratic transition reckon that the last quarter of the twentieth century may prove to be “the greatest period of democratic ferment in the history of modern civilization. ”The disintegration of the Soviet Union and dissipation of the East-West divide gave dramatic impetus to this trend, providing us with a wide perspective on the process of political transition and the many pitfalls faced when striving to replace entrenched autocracies with pluralistic liberal democracy. Eastern European states under the sway of Soviet communism represent an example of relatively stable and orderly transition in which political and economic development were supported by a wealth of underlying institutions and encouraged by the prospect of joining the European Union. On the other hand, former Soviet republics that became independent states have, with the exception of the Baltics, experienced more difficulty shedding the Soviet heritage of authoritarian government, centralized economic controls, the culture of corruption, and unfamiliarity with individual rights and responsibilities inherent in democracy to develop effective political and economic institutions. While they have all experienced political transition, it has not necessarily brought these new countries closer to liberal democratic governance.

  • Abstract: It is my pleasure to be here this afternoon. I think what we normally say is that there's no free lunch. Today I think it is my great honor to address the distinguished members and guests of the Asia Society today. As you are all friends of Thailand, or at least friends of Asia, I must say I feel quite at home. At the very least, I know that here, if I say I am Thai, no one will ask what I think about reunification with the mainland!
