Like the majority of modern states, non-recognized or de facto states are governed indirectly through elected representatives who are entrusted with the task of carrying out most of the functions of government. Issues of representation are central to an understanding of modern polities and have therefore generated substantial academic interest with regard to the identity and performance of representatives. Non-recognized states have largely been spared such detailed scrutiny of their domestic politics and patterns of representation, even though requests by these states for recognition draw increasingly on claims to democratically-secured genuine representation.

Abstract:
International Relations (IR) needs democratising. Currently, IR theorising remains under the hegemony of a singular worldview ('warre of all against all') with a singular logic ('conversion or discipline') for all actors and activities. This top-down, state-centric, and exclusivist approach is fundamentally anti-democratic for a field of inquiry and practice crowded with multiple worlds. The Humanities, we propose, will help to mitigate these totalitarian tendencies by expressing and examining what hegemonic IR cannot but must: that is, a richness of being in global life. We present Ang Lee's 'Lust/Caution' (2007) as an example. If seen as an allegory for Taiwan-China relations, this film shifts attention from the national security state, a defining concern for hegemonic IR, to the trans-national solidarities that bind peoples and societies despite inter-state conflicts, thereby offering a way out of the statist impasse that incarcerates the region. This approach extends beyond recent calls for a 'linguistic' or 'artistic' turn in IR. Culture, we argue, can serve as a method.

The European Union 27 currently rely on Russia for almost 38% of their imported natural gas; this dependency will become significantly greater if European states implement their currently formulated energy policies. With plans to phase out nuclear power in several European countries, the EU goal to reduce coal consumption thereby lowering greenhouse gas emissions, and the depletion of domestic sources of gas, reliance on Russia will rise to 50 to 60% of all gas imports within the next two decades if different energy policies are not adopted. The EU and greater Europe will soon find themselves in an extremely dangerous position due to the everincreasing dependence on Russian natural gas. These countries must work together now to produce a coherent diversification strategy.

It is no surprise that this lack of understanding has resulted in both significant simplifications and sweeping generalizations, to include the Reuters headline noted above. Even the term, “Rumsfeld's Transformation,” accounts for neither the historical influences that led to his vision, nor the multiple components of this transformational effort.

Abstract:
Since the beginning of the US-led intervention in Afghanistan and the fall of the Taliban-regime in Kabul, the international community has focused on the implementation of security, the political transformation and the economic (re-)construction of the country. Through resolutions of the UN Security Council, civil and military Stability/Reconstruction (S/R) operations have been set up to provide assistance to the weak Afghan government. The efforts of ICM in Afghanistan have led to a surge in civilian activities provided by the armed forces and have caused an increased debate on the legitimacy , principles, range and rules of civil-military interaction.

Abstract:
Raise the issue of Pakistan's nuclear program before almost any group of Western security analysts, and they are likely to throw up their hands. What might happen if the current Pakistani government is taken over by radicalized political forces sympathetic to the Taliban? Such a government, they fear, might share Pakistan's nuclear weapons materials and know-how with others, including terrorist organizations. Then there is the possibility that a more radical government might pick a war again with India. Could Pakistan prevail against India's superior conventional forces without threatening to resort to nuclear arms? If not, what, if anything, might persuade Pakistan to stand its nuclear forces down? There are no good answers to these questions and even fewer near or mid-term fixes against such contingencies. This, in turn, encourages a kind of policy fatalism with regard to Pakistan.

1487. Democracy and Human Rights in the European-Asian Dialogue: A Clash of Cooperation Cultures?

Whereas the European Union (EU) favors a formal, binding, output-oriented, and to some extent supranational approach to cooperation, the Association of Southeast Asian Nations (ASEAN) is based on informal, non-binding, process-oriented intergovernmental forms of cooperation. This article addresses the question of whether these differences between European and Asian cooperation norms or cultures can account for interregional cooperation problems in the areas of democracy and human rights within the institutional context of EU-ASEAN and the Asia-Europe Meeting (ASEM). The author argues that a clash of cooperation cultures basically occurs in both forms of interregional collaboration between Asia and Europe, with slight differences due to the institutional context: while disagreements over the question of democracy and human rights between the EU and ASEAN have led to a temporary and then a complete standstill in cooperation, the flexible institutional mechanisms of ASEM seem, at first glance, to mitigate the disruptive effects of such dialogues. Yet informality does not remove the issues from the agenda, as the recurrent disputes over Myanmar's participation and the nonintervention norm favored by the Asian side of ASEM clearly indicate. Antagonistic cooperation cultures thus play a significant role in explaining the obstructive nature of the interregional human rights and democracy dialogue between Asia and Europe.

Hacia el final de 2000, el entonces Presidente de Corea del Sur, Kim Dae-jung, recibió el Premio Nóbel de la Paz otorgado por su trayectoria de lucha en favor de la democracia y de la paz, en la península coreana. Ese mismo año, antes de recibir la condecoración, Kim Dae-jung se había reunido con su homólogo de Corea del Norte, Kim Jong Il, en una Cumbre histórica en Pyongyang. Este encuentro se transformó en el símbolo de su Sunshine Policy, política que Kim Dae-jung desarrolló hacia Corea del Norte durante su Presidencia entre los años 1998 y 2003. En la reunión, el Sur y el Norte concordaron en que era importante consolidar la confianza entre ellos, lo que quedó estipulado en la Declaración Conjunta de la Cumbre. Kim Dae-jung reiteró su compromiso de incrementar la confianza mutua en la península, por lo menos, en dos discursos durante el mismo año (Kim, 2000b; Kim, 2000c). Su comportamiento con el Norte llevó a que Levin y Han (2003: 31) afirmaran que una característica distintiva de su Sunshine Policy era la disposición de Kim Dae-jung a confiar en Kim Jong Il, aun sin tener evidencias claras sobre las cuales basarla. La importancia de la confianza en los planteamientos de Kim Dae-jung lleva a cuestionar las características de este concepto y el rol que puede jugar en la búsqueda de la paz. Su estudio es relativamente nuevo en las Relaciones Internacionales, a excepción de la literatura sobre las medidas de confianza mutua en el ámbito de la seguridad. 1489. The (Non) Impact of UN Sanctions on North Korea

This study finds that North Korea's nuclear test and the imposition of UN Security Council sanctions have had no perceptible effect on North Korea's trade with its two largest partners, China and South Korea. Before North Korea conducted an underground nuclear test, it was widely believed that such an event would have cataclysmic diplomatic ramifications. However, beginning with visual inspection of data and ending with time-series models, no evidence is found to support the notion that these events have had any effect on North Korea's trade with its two principal partners.

1492. War and Peace in Early Modern East Asia: Hierarchy and Legitimacy in International Systems

Abstract:
Between 1368 and 1841 – almost five centuries – there were only two wars between China, Korea, Vietnam, and Japan. These Sinicized states crafted stable relations with each other, and most of the violence and instability arose between these states and the nomadic peoples to the north and west of China and Korea. Building on the “new sovereignty” research in international relations, I argue that the status quo orientation of China and established boundaries created a loose hierarchy within anarchy that had much to do with the period of peace. Built on a mix of legitimate authority and material power, the China-derived international order provided clear benefits to secondary states, and also contained credible commitments by China not to exploit secondary states that accepted its authority. Korean, Vietnamese, and even Japanese elites consciously copied Chinese institutional and discursive practices to craft stable relations with China, not to challenge it. International systems based on legitimacy and hierarchy are not unique to early modern East Asia, and incorporating these insights into our theories of international society has implications for the contemporary world as well.

Abstract:
Interest in more comprehensive institutional arrangements for Northeast Asia have been given a fillip by the suggestions emerging from the Six Party Talks on North Korea's nuclear program. The following paper looks at regional interactions on energy and related policies. It asks whether the regional actors see conflicts emerging within the region in their individual attempts to solve their energy security concerns, or whether they envisage cooperative ways for resolving such problems. In the light of this, it asks whether there could be a functionalist basis arising from energy cooperation for a wider process of community-building in Northeast Asia.

The economic approach of comparative and historical institutional analysis (Aoki 2001, Greif 2006) has virtually never been used in theoretical studies of healthcare incentives. This paper seeks to help fill this gap by exploring the explanatory power of such an approach for understanding incentives in China's healthcare delivery system. It focuses on positive analysis of why China's health system incentives evolved the way they did. The first section analyzes the institution of physician dispensing (MDD) and reforms toward separation of prescribing from dispensing (SPD), in historical and comparative perspective. It shows, for example, how MDD was a self-reinforcing institution; the longer a society remains under MDD, the higher the associated costs of supplier-induced demand can be before implementing SPD becomes the efficient self-enforcing social institution. Rapid technological change and adoption of universal coverage are likely to trigger SPD reforms. The second section seeks to explain the pattern and impact of price regulation and hospital payment reforms in contemporary China, which also reflect the legacy of MDD.

1496. The Effect of Informal Caregiving on Labor Market Outcomes in South Korea

Abstract:
Embedded in traditional culture perpetuating family-centered elderly care, informal care is still viewed as a family or moral issue rather than a social and policy issue in South Korea. Using newly available micro data from the Korean Longitudinal Study of Aging, this study investigates the effect of informal caregiving on labor market outcomes in South Korea. By doing so, this study provides evidence to inform elderly long-term care policy in South Korea, and also fills a gap in the international literature by providing results from an Asian country. Empirical analyses address various methodological issues by investigating gender differences, by examining both extensive and intensive labor market adjustments with two definitions of labor force participation, by employing different functional forms of care intensity, and by accounting for the potential endogeneity of informal care as well as intergenerational co-residence. Robust findings suggest negative effects of informal caregiving on labor market outcomes among women, but not among men. Compared with otherwise similar non-caregivers, female intensive caregivers who provide at least more than 10 hours of care per week are at an increased risk of being out of the labor force by 15.2 percentage points. When examining the probability of employment in the formal sector only, the effect magnitude is smaller. Among employed women, more intensive caregivers receive lower hourly wages by 1.65K Korean Won than otherwise similar non-caregivers. Informal care is already an important economic issue in South Korea even though aging is still at an early stage.

1497. Leading Without Followers: the Political Economy of Japan's ICT Sector

Despite global leadership by Japanese firms in sectors such as automobiles, precision equipment, and various high tech components, Japanese firms in the ICT sector have followed a persistent pattern of leading without followers. While leading the domestic market to ever-high levels of sophistication, sometimes beyond that of most other advanced industrial countries, Japanese ICT companies have retreated dramatically from international markets. Moreover, in technology after technology, Japanese ICT firms invest heavily, undertake extensive R, and for network technologies, deploy infrastructure rapidly, only to find that global technological trajectories shift in a different direction. While globally successful Japanese industries were able to use their domestic market as a springboard into international markets, Japan's ICT sector became decoupled from global markets, trapping Japanese firms in the domestic market.

1498. Skilled Emigration and Skill Creation: A quasi-experiment

Abstract:
Does the emigration of highly-skilled workers deplete local human capital? The answer is not obvious if migration prospects induce human capital formation. We analyze a unique natural quasi-experiment in the Republic of the Fiji Islands, where political shocks have provoked one of the largest recorded exoduses of skilled workers from a developing country. Mass emigration began unexpectedly and has occurred only in a well-defined subset of the population, creating a treatment group that foresaw likely emigration and two different quasi-control groups that did not. We use rich census and administrative micro data to address a range of concerns about experimental validity. This allows plausible causal attribution of post-shock changes in human capital accumulation to changes in emigration patterns. We show that high rates of emigration by tertiary-educated Fiji Islanders not only raised investment in tertiary education in Fiji; they moreover raised the stock of tertiary educated people in Fiji—net of departures.

1499. The Experience with Regional Economic Cooperation Organizations: Lessons for Central Asia

Since the collapse of the Soviet Union, Central Asia has witnessed repeated efforts to strengthen regional integration through cooperation with the establishment of a number of regional organizations with Central Asian participation. In this paper, we review the experience with regional cooperation initiatives and organizations in Central Asia and the rest of the world. Using a typology of regional organizations that we have developed for this paper, we review the functions and performance of selected regional organizations and compile evidence more generally on the experience with regional cooperation around the globe. Based on this we draw some lessons to help Central Asian countries, their partners and their regional organizations respond effectively to the opportunities and challenges of regional cooperation and integration. Central Asian countries need to realize that effective cooperation is not easy. It takes time and requires a flexible, constructive approach of all major partners. It also requires effective leadership by key countries, institutions and individuals and a careful selectivity for membership and for the mandate of the organization. Where multiple regional organizations overlap in membership and mandate, it is essential to address the risk of costly duplication. The paper concludes with an assessment of the specific implications for the Central Asia Regional Economic Cooperation Program.
