1461. Services Trade and IT-enabled Services: A Case Study of India

Abstract:
Services trade has assumed considerable significance for the Indian economy. The role of IT and IT-enabled services (ITES) is particularly worth mentioning in this context. The growth of this sector has not only helped to improve the current account balance of India, but also generated income and employment. This paper anlyses data on services trade provided by IMF for different countries across the globe and examines India's position in relation to other countries. In particular, the paper compares India's exports of IT and ITES (clubbed together in IMF classification under other business and computer services categories) vis-à-vis some of its competitors in this field as far as international trade is concerned. The paper then looks at the trade in IT-enabled outsourcing services from India and examines the strengths and weaknesses of India as an outsourcing location.

1462. The Mongol Connection: Russia's Asian Entry into European Politics

The end of the 15th Century saw what was beginning to be known as Europeans coming into first contact with the 'new world' to their West, and driving the Moor out of Europe to their South. In what contemporaneity thought of as 'the North', i.e. what we would now call the East, a less conspicuous but nonetheless highly consequential development took place. Beyond Poland, a new political entity was making itself felt in such a degree that diplomatic relations had to be sought with it. This was Muscovy, led by Ivan III. Russians shared an experience with Christians in the South Balkans and the South Iberians; they had fresh experience with being ruled by non-Christians, more specifically, by the Mongols who were based in their tent capital Saray at the Volga. I start with a presentation of Mongol and Rus' political organization at the time of the invasion in 1240, and discuss Rus' as a suzeraign system which was part of the Golden Horde empire (which was itself in the early decades part of the Mongol empire). I then ask how, once the Golden Horde fell apart and Muscovy emerged as a separate polity, Muscovy's Mongol connection coloured its entry into the European states system. My conclusion is that, since Muscovy itself chose to seek recognition among other things as successors to the Mongol Golden Horde and since it did so by dint of a number of practices that were taken directly from the Mongols, European powers were warranted in seeing Russia as a partly Asian polity. The argument is framed as a critique of the English School's proclivity for treating sequences such as these as cases of 'expansion of international society'. I attempt to demonstrate that such a perspective cannot account adequately for what should rather be treated as relations between cultures.

A retired colleague at NUPI, who had been a prisoner of war during the Nazi occupation of Norway, once remarked: “The problem of youth movements has always been that they take on a life of their own, and are not easily controlled by the mother party.” On the other hand the mother party may use exactly this 'unruliness' to its favour when illegitimate targets are to be achieved. If the youth branch can be used to do political “dirty work”, while the mother party itself remains “clean” and lawful, then an additional strategic advantage may be gained. My colleague remembered the deeds of the Third Reich and the Nazi youth movement with apprehension, hoping that the new world would not see the likes of these.

The Russia-Georgia conflict has transformed the contemporary geopolitical world, with large consequences for peace and security in Europe and beyond. Moscow's initial moves into South Ossetia as large-scale violence broke out there on 7-8 August were in part a response to a disastrous miscalculation by a Georgian leadership that was impatient with gradual confidence building and a Russian-dominated negotiations process. But Russia's disproportionate counter-attack, with movement of large forces into Abkhazia and deep into Georgia, accompanied by the widespread destruction of economic infrastructure, damage to the economy and disruption of communications and movement between different regions of the country, constitutes a dramatic shift in Russian-Western relations. It has undermined regional stability and security; threatened energy corridors that are vital for Europe; made claims with respect to ethnic Russians and other minorities that could be used to destabilise other parts of the former Soviet Union, with Ukraine a potential target; and shown disregard for international law.

Abstract:
The government of Thai Prime Minister Samak Sundaravej is struggling for political survival and has handed the military full responsibility for tackling the violent insurgency in the Muslim-dominated Deep South, which has claimed more than 3,000 lives in the past four years. The military has restructured its operations and has made headway in reducing the number of militant attacks, but temporary military advances, though welcome, do nothing to defuse the underlying grievances of the Malay Muslim minority. For that to happen, the otherwise preoccupied government needs to find the will and energy to undertake a serious policy initiative.

1466. Indonesia: Pre-Election Anxieties in Aceh

Three years after the 15 August 2005 signing of the Helsinki Memorandum of Understanding between the Indonesian government and the Free Aceh Movement (Gerakan Aceh Merdeka, GAM), Aceh is politically vibrant but on edge. The sources of unease are several. As preparations get underway for the April 2009 parliamentary elections with 44 parties – six local, 38 national – in contention, the military is worried about Partai Aceh, the GAM party, winning control of local legislatures and challenging Jakarta's authority. Partai Aceh is worried about overt or covert interference from Jakarta, and smaller parties are worried about intimidation by Partai Aceh. Election officials are concerned a dispute between Jakarta and Aceh over candidate requirements could delay the polls, and other struggles with the central government are brewing. Everyone is worried about the health of Governor Irwandi Yusuf, a GAM leader with unparalleled ability to manage competing demands in post-conflict Aceh, who suffered a sudden illness – officially undisclosed but widely reported as a slight stroke – in August.

It examines the presentation of Islam in the schools—especially in Tashkent Islamic University, seen as the premier training institution for secular teachers of Islam—and the presentation of Islam in the mass media.

Our current telephone subscriber base stands at 273 million, with an annual compounded growth rate of 42 percent since 2002. The number of cellular phone subscriptions has tripled over the past year and is 233 million at present [December 2007]. India looks set to achieving the stated target of 500million telephone subscribers by the end of 2010.

Energy issues are a central feature of economic and political debate. The debate focuses not only on the growing regional energy demands from China and India, but also on the cyclical and structural factors in the international energy market that are significant and that lead to considerable uncertainties about energy accessibility, prices and supply reliability. For the Asian region, considerations of supply security are increasingly part of global energy security concerns. The global debate about long-term resource availability and supply, particularly of oil and gas, centres on the questions of whether adequate resources will exist to meet growing global demands in the next twenty-plus years, or whether the resources are adequate but will not be brought to market because of underinvestment and related higher costs in the oil and gas industry. Options for alternative supply sources and alternative fuels are, at the same time, becoming constrained by concerns about the impacts on climate change and, in the case of biofuels, on food and feed supplies. Adjustments to the expected continuing increases in energy trend prices will be generally difficult for developed countries, including Australia, but especially so for developing countries including those in Asia.

1472. Keeping an Eye on an Unruly Neighbor: Chinese Views of Economic Reform and Stability in North Korea

Beijing viewed North Korea's explosion of a nuclear device in October 2006 as not only an act of defiance to the international community and a threat to regional stability, but also an act of defiance toward China. Chinese officials admit that their toolbox for managing the North Korean nuclear weapons challenge must now include a combination of pressure and inducements. Three considerations underpin Beijing's aid policy toward North Korea: 1) protecting China's military-strategic environment; 2) maintaining security and stability along the Sino-DPRK border; and 3) sustaining economic development and political stability in the three Chinese northeastern provinces that border North Korea. There are intense debates among Chinese analysts over: 1) whether North Korea will give up its nuclear weapons; 2) the strategic value of the DPRK to China; 3) whether the Sino-DPRK treaty should be revised, abandoned, retained and its ambiguity stressed to enhance deterrence; and 4) the likelihood of a rapid improvement in U.S.-DPRK relations and how such a development would affect Chinese interests. Chinese analysts are generally less concerned with North Korea's immediate economic prospects than they were last year, reporting severe but stable conditions. Inflation has subsided and market mechanisms have largely replaced government rations as the primary means for securing a livelihood. In contrast to last year, when Chinese analysts were consumed by the seeming zero-sum choice between stability and reform facing the North Korean leadership, North Korea's slightly improved economic situation seems to have allayed the immediacy of Chinese concerns about North Korea's economic stability. Chinese experts report no fundamental change in North Korea's economic policies following the 2002 reforms. Chinese analysts provide conflicting assessments of whether government attempts to prohibit selling of grain in markets are succeeding and the extent to which the grain rationing system is working. Chinese DPRK specialists are encouraged that the DPRK has haltingly adopted some agricultural and market reforms and allowed greater autonomy to individual factories and enterprises. But they acknowledge that North Korea has not yet allowed farmers to act independently of their work teams, a step China took as early as the late 1970s that raised productivity sharply. Chinese analysts anticipate that reforms will continue as long as they do not threaten central government control. Chinese analysts widely assert that the North Korean system remains stable and they are confident that it will remain so for at least several years absent the sudden death of Kim Jong Il or external interference aimed at destabilizing the regime. In the long run, however, sustainable development through economic reform remains an essential prerequisite for stability, and North Korea's ability to move down that path is not yet assured. There are numerous indicators that the Chinese examine to assess stability trends in North Korea. These indicators are grouped in the following manner: 1) factionalism in the regime and potential challenges to Kim Jong Il's leadership; 2) political controls and ideological education; 3) influences from the outside; 4) the general public's loyalty to the Kim family; 5) crimes and illicit activities; 6) the economy, food supply, and economic reform; and 7) Kim Jong Il's health and the leadership succession. Chinese analysts see few signs of immediate instability in any of these areas at present, but they worry that the potential for instability may grow. In the event of instability in North Korea, China's priority will be to prevent refugees from flooding across the border. If deemed necessary, PLA troops would be dispatched into North Korea. China's strong preference is to receive formal authorization and coordinate closely with the United Nations (UN) in such an endeavor. However, if the international community did not react in a timely manner as internal order in North Korea deteriorated rapidly, China would seek to take the initiative in restoring stability. Contingency plans are in place for the PLA to perform at least three possible missions in the DPRK: 1) humanitarian missions such as assisting refugees or providing help after a natural disaster; 2) peacekeeping or “order keeping” missions such as serving as civil police; and 3) “environmental control” missions to clean up nuclear contamination resulting from a strike on North Korean nuclear facilities near the Sino-DPRK border and secure “loose nukes” and fissile material. There is apparent new willingness among Chinese institute analysts and PLA researchers to discuss the warning signs of instability in North Korea and how China might respond if the situation gets out of control and threatens Chinese security. Some Chinese experts say explicitly that they favor holding a discussion on stability in North Korea in official channels with the United States, including possible joint responses in support of common objectives such as securing nuclear weapons and fissile material. Other analysts maintain that such discussions are premature.

1473. Political Economy of Government Responsiveness: Policy Choices and Rural Incorporation

Abstract:
The literature of political development has long advocated the importance of integrating the rural countryside into mainstream political institutions. This paper argues that rural incorporation is best understood within the context of pro-peasant policy innovations targeting specific constituencies in an electorate. While there are important preconditions that set the stage for rural incorporation (legitimacy of the political party, party organization), rural incorporation is fostered when credible commitments are made to voter blocs. Combining case-study analysis and formal modeling, this paper focuses on the reasons pro-peasant policies lead to rural incorporation but not necessarily regime durability. Insights derived center on the importance of credible commitments to party dynamics, the path dependence of early elections, and the decision parameters of constituencies with limited information.

1474. Estimating the Impact of the Hajj: Religion and Tolerance in Islam's Global Gathering

Abstract:
We estimate the impact on pilgrims of performing the Hajj pilgrimage to Mecca. Our method compares successful and unsuccessful applicants in a lottery used by Pakistan to allocate Hajj visas. Pilgrim accounts stress that the Hajj leads to a feeling of unity with fellow Muslims, but outsiders have sometimes feared that this could be accompanied by antipathy toward non-Muslims. We find that participation in the Hajj increases observance of global Islamic practices such as prayer and fasting while decreasing participation in localized practices and beliefs such as the use of amulets and dowry. It increases belief in equality and harmony among ethnic groups and Islamic sects and leads to more favorable attitudes toward women, including greater acceptance of female education and employment. Increased unity within the Islamic world is not accompanied by antipathy toward non-Muslims. Instead, Hajjis show increased belief in peace, and in equality and harmony among adherents of different religions. The evidence suggests that these changes are more a result of exposure to and interaction with Hajjis from around the world, rather than religious instruction or a changed social role of pilgrims upon return.

Abstract:
On January 11, 2007, China launched a missile into space, releasing a homing vehicle that destroyed an old Chinese weather satellite. The strategic reverberations of that collision have shaken up security thinking in the United States and around the world. This test demonstrated that, if it so chose, China could build a substantial number of these anti- satellite weapons (ASAT) and thus might soon be able to destroy substantial numbers of U.S. satellites in low earth orbit (LEO), upon which the U.S. military heavily depends. On February 21, 2008, the United States launched a modified missile-defense interceptor, destroying a U.S. satellite carrying one thousand pounds of toxic fuel about to make an uncontrolled atmospheric reentry. Thus, within fourteen months, China and the United States both demonstrated the capability to destroy LEO satellites, heralding the arrival of an era where space is a potentially far more contested domain than in the past, with few rules.

Abstract:
This working paper argues that Russia is in the process of re-branding itself internationally, with a variety of normative arguments increasingly creeping into its wider international discourse. By appealing to norms, Russia tries to reformulate the key messages it sends to the world and implant the concept of its power worldwide. Yet given that Russia's normative messages are often met with scarce enthusiasm in Europe, it is of utmost importance to uncover how the normative segment in Russian foreign policy is perceived, evaluated and debated both inside Russia and elsewhere. Within this framework, this paper focuses on a set of case studies highlighting the normative and non-normative dimensions of Russian foreign policy. These include Russia-EU transborder cooperation, Moscow's policies towards Estonia, Poland, Ukraine/Georgia and the UK, Russian strategies in the 'war on terror' and energy issues.

1477. Thailand: Calming the Political Turmoil

Street protests are threatening to bring down the government led by the People Power Party (PPP) just nine months after it won a decisive victory in general elections. Clashes between pro- and anti-government protesters have left one dead and 42 people injured. Mass action is hurting the economy, including the lucrative – and usually sacrosanct – tourism industry. The replacement of Samak Sundaravej with Somchai Wongsawat as prime minister is unlikely to defuse tensions. The immediate need is to restore the rule of law and authority of the government – not because it is perfect, but for the sake of stability and democracy. In the medium and longer term, the priorities must be to resolve political differences through democratic processes and to address the root causes of the current divisiveness, including the gap between the urban rich and the rural poor. Overthrowing the government – by street protesters or a military coup – will do nothing to resolve the political polarisation that is tearing Thailand apart.

1478. Migration Experiences of North Korean Refugees: Survey Evidence from China

Chronic food shortages, political repression, and poverty have driven tens of thousands of North Koreans into China. This paper reports results from a large-scale survey of this population. The survey provides insight not only into the material circumstances of the refugees but also into their psychological state and aspirations. One key finding is that many North Korean refugees suffer severe psychological stress akin to post-traumatic stress disorder (PTSD). This distress is caused in part by experiences in China. However, we demonstrate that it is also a result of the long shadow cast by the North Korean famine and abuses suffered at the hands of the North Korean political regime. These traumas, in turn, affect the ability of the refugees to hold jobs in China and accumulate resources for on-migration to third countries. Most of the refugees want to permanently resettle in South Korea, though younger, better-educated refugees have a greater inclination to prefer the United States as a final destination.

The image of China's peaceful rise, which the Chinese government is keen to enforce in the world, stands in contrast to the view of China's ascent as a threat. China's economic and military growth is perceived as a potential threat to the (East) Asian security structure and as a challenge to the preponderance of the United States. Even though the PRC is more active in international and regional organizations­and better integrated in the international community­than ever before, the ambiguity of China's true political intentions is still dominant.

Sri Lanka's government must address the security needs and land-related grievances of all ethnic communities in its Eastern Province or risk losing a unique opportunity for development and peace. Muslims, Tamils and Sinhalese all feel weak and under threat, and recent ethnic violence could easily worsen. The government must devolve real power to the newly elected provincial council, end impunity for ongoing human rights violations and work to develop a consensus on issues of land, security and power sharing with independent representatives of all communities, including those from opposition parties.
