2. Process Lessons Learned in Yemen's National Dialogue

Abstract:: On January 25, Yemen's National Dialogue Conference (NDC) closed after more than ten months of deliberation. The flagship process within Yemen's post-Arab Spring transition, the NDC has been lauded as a positive model of inclusive and constructive negotiation. In Tunisia, Libya, Bahrain, and Sudan, similar national dialogue processes have been mooted or are under way. The NDC made significant progress on a daunting range of governance, structural, and social contract issues. It broke through political and social barriers to engage a broader scope of political parties, actors, and civil society–a precedent that will be difficult to roll back. Despite these achievements, the NDC missed its concluding deadline because of a deadlock over the fundamental dilemma: the future status for southern Yemen and the structure of the Yemeni state. A partial solution was brokered, but only by extending the transition process and leaving tough issues to be resolved later. Meanwhile, other challenges, from unemployment to serious humanitarian shortfalls to rampant insecurity, also remain unresolved. The public has grown increasingly skeptical that either the NDC or the transition process will result in a government that responds to their needs. The verdict is out on the ultimate legacy of the NDC. Even at this early stage, however, the hurdles the NDC has faced may provide lessons for other countries considering such processes. At a minimum, exploring how certain process elements may have contributed to achieving the NDC's goals or not might suggest further areas for research, reflection, or continued engagement in the next stages of transition. Other countries considering a national dialogue should streamline the agenda to the extent possible, weighing carefully which political issues do or do not lend themselves to a large-scale public forum, and ensure an appropriate balance between the national dialogue and other transitional processes.

As polarization has deepened, the concern with engaging in dialogue to bridge differences has intensified. The relationship between these mediation efforts and support for systemic reform will be a pivotal factor in the Middle East's future political trajectory.

4. Jordan: The Geopolitical Service Provider

Abstract:: Jordan is in the eye of the Arab cyclone. It remains stable while surrounded by chaotic political situations in Syria, Iraq, Palestine and the Sinai Peninsula. Jordan has not experienced the massive demonstrations aimed at regime change that have been seen elsewhere in the region, and its relative stability has enabled it to cash in on the geo-political services it provides. These services include: hosting refugees from Palestine, Iraq or Syria; remaining a reliable ally for many international powers; featuring a strong army that plays a stabilizing role in the region; serving as an intermediary when neighboring countries need a host or a dealmaker; and providing qualified Jordanian workers to fill open vacancies for companies and countries, especially in the Gulf. The current stability in Jordan matches well its historic capacity to resist and adapt to shocks. However, the contemporary situation of the labor market reveals that the weaknesses observed in the countries having experienced revolutions (e.g., Tunisia and Egypt) are also present in Jordan; labor market participation is low with very few women active, and the unemployment rate of educated young people is worrisome. Both the number of Jordanians working abroad and the number of migrant workers in Jordan show the discrepancy between demand and supply of labor in Jordan. This could become problematic, since the economic situation has been worsening, notably with fewer public jobs available. Hence there is a need for international donors to keep supporting Jordan in a difficult regional environment, for the government of Jordan to wittily manage the balance between Transjordanians and West Bankers in the near future and for new workers to alter their expectations in searching for opportunities outside the public sector.

5. The Flawed Strategic Debate on Syria

Abstract:: Dating from Bashar al-Asad's first suppression of mass demonstrations in April 2011, the war in Syria is now 3 years old, has killed more than 130,000 Syrians, and displaced nine million Syrians, two million as refugees into neighboring countries. Foreign intervention has increasingly shaped the course of the fighting and will continue to have substantial regional consequences. The complexity of this bitter, nominally internal struggle has dampened American enthusiasm for joining the fray or even paying much attention to Syria, notwithstanding the chemical weapon attacks on Gouta, east of Damascus, last August, which captured the attention of the American people, media, and policy community. With an international taboo broken and a Presidential redline crossed, public debate spiked in August-September 2013 over U.S. interests in Syria and the limits on what we will do to secure them. Debate did not result in a consensus for action.

7. Mediating Transition in Yemen: Achievements and Lessons

Abstract:: Yemen remains the only site of an Arab Spring uprising that has ended in a negotiated agreement and a structured, internationally supported transition process. As Jamal Benomar, the United Nations Special Adviser to the Secretary-General on Yemen, stated, “Yemen was definitely heading towards a Syria-type scenario” before international actors, including the United Nations (UN), helped to shepherd a complex transition process, which continues at the time of writing. Benomar, with support from a wide array of stakeholders, helped avert an escalating conflict in Yemen by stepping in to offer the good offices of the UN secretarygeneral without waiting for the UN Security Council or the embattled Yemeni regime to demand UN action. Benomar's interventions— including bringing Yemen's major political parties together amid the uprising—helped ensure that the country did not devolve into civil war when President Ali Abdullah Saleh stepped down after thirty-three years in power. That is, the UN opened a space for dialogue where none had previously been considered possible.

11. Bringing Back the Palestinian Refugee Question

Abstract:: The Palestinian refugee question, like the refugees themselves, has been politically marginalised and demoted on the diplomatic agenda. Yet, whenever the diplomatic process comes out of its current hiatus, the Palestinian leadership will be able to negotiate and sell a deal only if it wins the support or at least acquiescence of refugees – because if it does not, it will not bring along the rest of the Palestinian population. Refugees currently feel alienated from the Palestinian Authority (PA), which they regard with suspicion; doubt the intentions of Palestinian negotiators, whom they do not believe represent their interests; and, as one of the more impoverished Palestinian groups, resent the class structure that the PA and its economic policies have produced. As a result of their isolation, refugees in the West Bank and Gaza are making demands for services and representation that are reinforcing emerging divisions within Palestinian society and politics. There arguably are ways to address refugee needs, both diplomatic and practical, that are not mutually exclusive with core Israeli interests. This report examines what could be done on the Palestinian side to mitigate the risk that the Palestinian refugee question derails a future negotiation.

Abstract:: On April 29, 2011, the first Syrian refugees crossed the border into Turkey. Two years later, the country hosts some 600,000 Syrian refugees—200,000 of them living in 21 refugee camps with an additional 400,000 living outside of the camps (see charts 1 and 2 below). These estimates, reported by both the Turkish government and the Office of the UN High Commissioner for Refugees (UNHCR), are conservative. Indeed, officials working directly with refugees on the ground suggest that the number living outside of the camps may be as high as 800,000.

Abstract:: Nearly 3 years since the start of the Syrian civil war, no clear winner is in sight. Assassinations and defections of civilian and military loyalists close to President Bashar al-Asad, rebel success in parts of Aleppo and other key towns, and the spread of violence to Damascus itself suggest that the regime is losing ground to its opposition. The tenacity of government forces in retaking territory lost to rebel factions, such as the key town of Qusayr, and attacks on Turkish and Lebanese military targets indicate, however, that the regime can win because of superior military equipment, especially airpower and missiles, and help from Iran and Hizballah. No one is prepared to confidently predict when the regime will collapse or if its opponents can win.

Abstract:: This report investigates the civil defence-civilian protection interface in the Occupied Palestinian Territory (OPT). Findings show that international support to Palestinian civilians' safety is divided along the lines of civilian protection and civil defence. There are also striking differences between the Gaza administration's and the Palestinian Authority's (PA) approach to the interface of civilian protection and civil defence. The former has an explicitly gendered view and integrates internal and external threats to safety. At present, the PA is committed to the Hyogo Framework of Action and its approach reflects the international aid policy approach. However, gendered examples suggest that the cultural value basis of civil defence is not very different in the West Bank and Gaza Strip. Interviews with officials from West Bank municipalities show varying levels of awareness of civil defence law and national strategy, and variations in municipalities' existing civil defence practices in the West Bank. Existing plans and policy documents focus on natural hazards and appear to be gender blind, which, in the light of past experiences in the OPT and elsewhere, may increase violence against women in emergency situations. The report concludes that the encouragement of communitybased emergency preparedness by the PA and the international community reflects the privatisation of important segments of safety and protection to families and households.

Abstract:: As the situation in Syria continues to deteriorate, could the humanitarian crisis afflicting the country and its neighbors provide an entryway for regional cooperation? This policy paper examines how regional responses to humanitarian crises have succeeded or failed to meet humanitarian objectives in order to inform approaches to contemporary crises. It also assesses whether such regional responses contributed to strengthening regional integration and cooperation, paving the way for increased regional stability and an improved capacity to respond to emergencies. The report explores two different humanitarian crises: the war in the former Yugoslavia in the 1990s and Cyclone Nargis in Myanmar in 2008. Examining the ways in which countries in each region and regional organizations addressed humanitarian needs, it draws a number of lessons that could be applied in contemporary crises: Regional ownership over the response is crucial, but not necessarily spontaneous. External actors can usefully contribute through a balanced mix of pressure and technical support. Preexisting regional organizations can provide a valuable institutional framework on which to build the response. An approach that focuses on the specific needs of the most vulnerable individuals can help to depoliticize discussions while strengthening trust among regional stakeholders. Complementary policy-level and expert-level processes can equip the response with both political commitment and regular working relationships for addressing tangible needs.

22. Somalia Redux? Assessing the New Somali Federal Government

After more than 20 years of conflict, crisis, and statelessness and 12 years of ineffectual transitional authorities, the Somali federal government (SFG) has been widely welcomed as Somalia's first “post-transition” government. It has been greeted with such a groundswell of optimism that many observers, including British Prime Minister David Cameron, have drawn parallels with the “Arab Spring” that has transformed parts of the Middle East. Abstract:: Yemen is the most troubled state in the Arabian Peninsula. It remains in a low - level state of civil war, and is deeply divided on a sectarian, tribal, and regional level. A largely Shi'ite Houthi rebellion still affects much of the northwest border area and has serious influence in the capital of Sana and along parts of the Red Sea coast. Al Qa'ida in the Arabian Peninsula (AQAP) poses a threat in central Yemen, along with other elements of violent Sunni extremism, there are serious tensions between the northern and southern parts of Yemen, and power struggles continue between key elements of the military ruling elite in the capital and outside it.

24. Make or Break: Iraq's Sunnis and the State

Abstract:: The question of Sunni Arab participation in Iraq's political order that has plagued the transition since its inception is as acute and explosive as ever. Quickly marginalised by an ethno-sectarian apportionment that confined them to minority status in a system dominated by Shiites and Kurds, most community members first shunned the new dispensation then fought it. Having gradually turned from insurgency to tentative political involvement, their wager produced only nominal representation, while reinforcing feelings of injustice and discrimination. Today, with frustration at a boil, unprecedented Sunni-Shiite polarisation in the region and deadly car bombings surging across the country since the start of Ramadan in July, a revived sectarian civil war is a serious risk. To avoid it, the government should negotiate local ceasefires with Sunni officials, find ways to more fairly integrate Sunni Arabs in the political process and cooperate with local actors to build an effective security regime along the Syrian border.

Abstract:: Transitional justice is the provision of justice in the transition from one form of government, often perceived as illegitimate, unjust, and tyrannical, or an anarchic society, to one that observes the rule of law and administers justice. It also is about choices: how to allocate scarce prosecutorial, judicial, police, and prison resources. The goal is to make the rule of law ordinary. A 2004 report of the United Nations (UN) Secretary-General on the rule of law and transitional justice in conflict and postconflict societies observed that most examples of transitional justice involved states emerging from civil war or widespread civil unrest such that government became impossible.

The conflict entered a new phase in June 2013 with the direct involvement of Hezbollah, which sent troops to help al-Assad's regime fighting the armed insurrection. This event has had significant repercussions not only for the Syrian conflict itself but also for Lebanon. The aim of this paper is to shed light on the reasons that have led Hezbollah to engage openly in the Syrian conflict and what the consequences of such a decision could be, both for the country's and the party's future. The author argues that the party's involvement in the conflict is primarily a primordial necessity as the current Syrian regime is one of Hezbollah's strongest allies in the region without being a vital one. Thus the loss of the Syrian regime has the potential to pose new difficulties to the movement but would not necessarily imply its destruction.

Organizations provide the vital mechanisms that mobilize and convert resources into combat power as well as applying that combat power against the enemy. This is true not only of conventional militaries, but also of insurgent and terrorist groups. Organizational capacity is thus a crucial determinant of success in conflict. Stephen Biddle, for example, attributes heavy causal weight for success in modern conventional military conflict to the relative capacity of military organizations to employ a set of techniques he terms “the modern system.” Philip Selznick argues that organization is equally crucial for success in political combat, where subversion of other organizations is as important as brute force.

Abstract:: Local demonstrations in the provincial town of Da'ra in March 2011 fuelled the eruption of unprecedented popular demonstrations and protests throughout Syria. The Syrian leadership's half-hearted promises of reforms were accompanied by brutal repression that propelled the conflict into escalating violence and ultimately a vicious and complex civil war. Dismayed by the unfolding events, a number of countries and regional organisations imposed sanctions on Syria with reference to the regime's grave human rights abuses from 29 April 2011 onwards. As the conflict has drawn out a substantial battery of international sanctions has been developed, most significantly by the USA, Turkey, the League of Arab States and the European Union. Aimed initially at bringing the repression to a halt and, later, to an increasing extent at weakening the Syrian regime, the sanctions have primarily targeted: equipment and material used for monitoring and repression; the Syrian oil and energy sector; the banking and financial sector; and there are also sanctions targeted at individuals believed either to be responsible for or assisting in the regime's oppression.

Abstract:: U.S. policy toward the continued rule of Syrian President Bashar al- Asad is partly based on the impact his rule has had in Syria. Asad's fall might not bring improvement for the Syrian people. But the argument that Asad, odious as he may be, provides stability now looks less and less convincing. Whether Asad stays or falls, the current Syrian unrest could have profound implications on the Middle East in at least four ways: the impact on Iran, Asad's closest strategic partner; the perception of the power of the United States and its allies; the stability of neighboring states; and the impact on Israel. The more Asad falls on hard times, the more Tehran has to scramble to prevent damage to its image with the “Arab street” and to its close ally, Lebanese Hizballah. Asad's overthrow is by no means assured, and U.S. instruments to advance that objective are limited. The U.S. Government decision to call for his overthrow seems to have rested on a judgment that the prospects for success were good and the payoff in the event of success would be high.

Abstract:: In transitioning countries such as Afghanistan and Iraq, women are increasingly finding their rights limited by state and religious leaders. Cultural and national stereotypes can be quickly overcome by the shared backgrounds, accomplishments, obstacles, and aspirations of women in transitioning countries. Women living in countries in transition value opportunities to network with women from other countries in similar situations. Women leaders from Afghanistan and Iraq have genuine concerns about the challenges facing women in the Arab Spring. Their valuable opinions are based on their own experiences of overcoming those challenges. It is essential that women work together and with men to further women's rights. Women must plan for a transition before it happens and have a strategy of work going into the transition process. Laws empowering and protecting women do not work if they are not enforced. International donors need a long-term view of women's programming, as much of the required work will take time. Donors should consider nonurban areas when working with women, and when possible nonelite partners, as these leaders understand the limitations of local conditions. It is possible for women's groups to find common ground with religious leaders.

Abstract:: The August 5th 2012 attack that killed 16 Egyptian soldiers in the nexus where Gaza, Egypt and Israel meet has spurred Egypt's greatest effort to reassert its authority over the Sinai since recovering the territory from Israel in 1982. Nevertheless, armed Bedouin groups backed by jihadi allies continue to confound their efforts. Only the integration of Sinai's Bedouin into Egypt's security, political and economic fabric will restore the buy-in of the indigenous population that is vital for both the success of the country's military campaign and the stabilisation of this strategic corridor linking Asia to Africa – and of post-revolutionary Egypt itself. The identities of the attackers have yet to be made public. Most were likely Sinai Bedouin, with perhaps some Palestinian support. But the fact that this attack is not an isolated incident and has been succeeded and preceded by many others suggests that North Sinai has become an environment for the killing of Egyptian soldiers and the destruction of Egyptian installations. This report examines the causes of the prevailing anti-government temperament in North Sinai, which is home to approximately 75% of Sinai's half a million people; tracks the development of quasi self-rule since the fall of Mubarak; and offers a few suggestions for the stabilisation of Sinai within a future regional economic and security framework.

Abstract:: A simmering conflict over territories and resources in north-ern Iraq is slowly coming to a boil. In early April 2012, the Kurdistan regional government (KRG) suspended its supply of oil for export through the national Iraqi pipeline, claiming Baghdad had not fully repaid operating costs to producing companies. The federal government responded by threatening to deduct what the oil would have generated in sales from the KRG's annual budget allocation, poten-tially halving it. This latest flare-up in perennially tense Erbil-Baghdad relations has highlighted the troubling fact that not only have the two sides failed to resolve their dif-ferences but also that, by striking out on unilateral courses, they have deepened them to the point that a solution appears more remote than ever. It is late already, but the best way forward is a deal between Baghdad and Erbil, centred on a federal hydrocarbons law and a compromise on dis-puted territories. International actors – the UN with its tech-nical expertise, the U.S. given its unique responsibility as well as strategic interest in keeping things on an even keel – should launch a new initiative to bring the two back to the table.

Abstract:: While spared from internal turmoil, Israel and the Palestinian Territories have nonetheless been affected by the region's political transformation brought about by the Arab Spring. Reflecting what can be described as Israel's “bunker” mentality, the Israeli government has characterized the Arab revolutionary wave as a security challenge, notably given its concern about the rise of Islamist forces. Prime Minister Netanyahu has capitalized on this sense of insecurity to justify his government's lack of significant action when it comes to the peace process. On the Palestinian side, both Hamas and Fatah have lost long-standing regional backers in Egypt and Syria and have had to contend with their increasingly shaky popular legitimacy. This has spurred renewed efforts for reconciliation, which however have so far produced no significant results. Against this backdrop, the chances for a resumption of serious Israeli-Palestinian peace talks appear increasingly dim. An effort by the international community is needed to break the current deadlock and establish an atmosphere more conducive for talks. In this context, the EU carries special responsibility as the only external actor that still enjoys some credibility as a balanced mediator between the sides.

Abstract:: As messy as it has been and unfinished as it remains, Yemen's transition accomplished two critical goals: avoiding a potentially devastating civil war and securing the resignation of President Ali Abdullah Saleh, who had ruled the impoverished country for over three decades. It also cracked the regime's foundations, while making it possible to imagine new rules of the game. Still, much remains in doubt, notably the scope and direction of change. The nation essentially has witnessed a political game of musical chairs, one elite faction swapping places with the other but remaining at loggerheads. Important constituencies – northern Huthi, southern Hiraak, some independent youth movements – feel excluded and view the transition agreement with scepticism, if not distain. Al-Qaeda and other militants are taking advantage of a security vacuum. Socio-economic needs remain unmet. The new government must rapidly show tangible progress (security, economic, political) to contain centrifugal forces pulling Yemen apart, while reaching out to stakeholders and preparing the political environment for inclusive national dialogue.

Abstract:: Changing with rapid speed, the current political geography of the occupied Palestinian territory has de facto come to undermine a two-state solution and is turning the official aim and end point of international negotiations at best into a naïve mirage for policymakers and at worst into a façade for a very different political game playing out in the occupied territory of the West Bank and Israeli-annexed East Jerusalem: that of Israel's ongoing territorial expansion into Palestinian land. The study shows how the settlement policies inside what are internationally-recognised Palestinian territories are not merely undermining the realisation of the two-state solution: the territorial claims put forward and pursued in practice and their anchoring in strategies of legitimisation reach far beyond international legal standards. This reveals a very different political narrative embedded at the core of the conflict from that projected by those images often appearing in the mainstream media and policy circles: a narrative of an ongoing struggle over land detached from any 'Peace Process' measures.

Abstract:: The purpose of this report is to understand and outline the financial architecture that sustains the Haqqani faction of the Afghan insurgency. The Haqqani network (hereafter “the network” or “the Haqqan is”) is widely recognized as a semi-autonomous component of the Taliban and as the deadliest and most globally focused faction of that latter group. What gets far less attention is the fact that the Haqqan is also appear to be the most sophisticated and diversified from a financial standpoint. This report will illustrate that the Haqqani business portfolio mirrors a mafia operation, and illustrate why an understanding of the illicit business side of the network is critical to enriching our understanding of the group. In addition to raising funds from ideologically like minded donors, an activity the Haqqan is have engaged in since the 1980s, information collected for this report indicates that over the past three decades they have penetrated key business sectors, including import-export, transport, real estate and construction in Afghanistan, Pakistan, the Arab Gulf and beyond. The Haqqan is employ violence and intimidation to extort legal firms and prominent community members, and engage in kidnap for ransom schemes. According to investigators, they protect and engage in the trafficking of narcotics and the precursor chemicals used to process heroin (although to a much lesser degree than other factions of the Afghan Taliban). The Haqqan is also appear to operate their own front companies, many of which appear to be directed at laundering illicit proceeds. The broad range of business activities in which the Haqqan is engage suggests that the pursuit of wealth and power may be just as important to net work leaders as the Islamist and nationalistic ideals for which the Haqqan is claim to fight.

Abstract:: The field of religious peacebuilding has begun to move closer to the mainstream of conflict resolution practice and theory. The 2011 unrest in the Middle East and North Africa—the Arab Spring—reflects ongoing challenges and opportunities for the field. American and European nongovernmental organizations, agencies in the U.S. government, academia, and international organizations—sectors that once held religious issues at a distance or understood religion mainly as a driver of violence—increasingly engage religious communities and institutions as partners in creating peace. Meanwhile, religious organizations that have been involved in creating peace for decades, if not longer, increasingly have institutionalized and professionalized their work, suggesting ways that religious and secular organizations could coordinate their efforts more closely. The U.S. Institute of Peace's own programs on religion reflect the development of the wider field, having moved from research and analysis to on-the-ground programming to foster interfaith dialogue in the Balkans, Nigeria, Israel-Palestine, and Sudan. In addition, it has trained religious actors in conflict management in Sri Lanka, Iraq, and Colombia and developed peace curricula based on Islamic principles for religious and secular schools in Pakistan, Indonesia, the Philippines, and elsewhere. As the U.S. field of religious peacebuilding continues to develop, challenges include integrating further with secular peacebuilding efforts, engaging women and youth and addressing their priorities, working more effectively with non-Abrahamic religious traditions, and improving evaluation, both to show how religious peacebuilding can reduce and resolve conflict and to strengthen the field's ability to do so.

Finding the right way forward for Syria, however, is proving elusive and so we turn to philosophy and, in particular, to Just War theory for guidance. Though often criticized as a soft or unrealistic approach to foreign policy, principles like just cause and proportionality guide our way through the moral enigma that has confounded the international community since the uprising began. The answers are far from easy. As the battle for Syria rages on, the most ethical, and difficult, thing to do might just be to stay out.

Abstract:: In Egypt, security sector reform (SSR) hinges on achieving democratic reforms, particularly the reconstitution of an elected parliament and preparation of a new constitution that defines the roles and responsibilities of military and security institutions based on transparency, accountability, and respect for civilian authorities. In this highly political process, arranging the disengagement of Egypt's military from government and the economy will be essential. Democratically elected leaders will need to consult widely while keeping an open door to reformists in the security sector. At the same time, the police and security establishments must be transformed into effective, accountable, and politically neutral law-enforcement bodies that deliver human security and protect human rights. Downsizing the security services to a number consonant with its professional mission is vital. Egypt's new president will play a central—although not exclusive—role in advancing the above aims. He will have to forge a wide societal consensus on the boundaries of SSR. He will also have to reach an accommodation with military leaders to ensure that SSR initiatives receive their support. The responsibility for advancing SSR lies with Egypt's political community. The international community can help by supporting elected officials and providing technical expertise and economic support.

Abstract:: The Arab Awakening opened the door to democratic political change in the Middle East and North Africa (MENA). Security sector reform (SSR) is an integral component of the nascent democratic process in the region. While SSR is a long-term process, it should be a key part of institution building in the new democracies. Democracy requires security institutions that are open, professional, and responsive to public needs. The transitions to democracy are varied in nature and scope. SSR will differ by country and must be tailored to the political realities and specific circumstances of each state. The international community can foster successful SSR processes by calibrating its assistance according to the reform efforts in each country. A general or “one-size-fits-all” approach to SSR will not be successful. A sense of political powerlessness, an unresponsive bureaucracy, a general lack of opportunity, economic stagnation (including high unemployment), and repressive security forces all contributed to the Arab Awakening. As a result of the upheaval, democratic forces in several of the MENA countries are pushing for transparency and accountability in the security services. SSR must be undertaken in a holistic manner, couched within the framework of overall democratic reform and linked to other broad policies such as justice sector reform, evolution of the political process, and economic development. SSR will only be achieved if it is integrated and pursued in unison with these larger processes of democratic change. The international community, especially the United States and the European Union, need to foster democratic developments and, in particular, to support and coordinate SSR.

58. Breaking Point? Yemen's Southern Question

Abstract:: Ten months of popular protest spiked by periodic outbursts of violence have done little to clarify Yemen's political future. Persistent street protests so far have failed to oust President Ali Abdullah Saleh or bring about genuine institutional reform. The country is more deeply divided between pro- and anti-Saleh forces than ever, its economy is in tatters and both security and humanitarian conditions are deteriorating. Amid the uncertainty fuelled by this lingering crisis, the country's unity—and notably the status of the South—hangs in the balance. Old grievances are coming into sharper relief and, among some, secessionist aspirations are gaining steam. There remains an opportunity for Yemen's rulers, opposition groups and protesters to reach agreement on a political transition that would give priority to the Southern question and redefine relations between centre and periphery, for example by moving toward a federal model. Should this chance be missed, the conflict risks getting bloodier. And Yemen's unity could be a thing of the past.

59. The Iraq Federal Police

Abstract:: In 2004, the U.S.-led coalition and Iraqi security forces faced a growing challenge from insurgents and militia groups as the country drifted toward civil war. In street battles with heavily armed insurgent and militia groups, Iraq's fledgling police units mutinied under fire and resigned en masse, pointing out shortfalls in the U.S. police training program. In response, the U.S. government transferred leadership of the U.S. police assistance program from the State Department to the Defense Department, which created heavy police tactical units capable of dealing with armed groups. At the same time, the Iraqi interior ministry independently organized police commando units composed of former Iraqi soldiers that successfully fought alongside U.S. military forces. In 2005, the installation of a new Iraqi government and the escalation of sectarian violence brought a change in the composition of the Iraqi police commando units. The new interior minister, a senior Shiite party official, enabled members of Shiite militia groups to take over the police commando units and engage in the kidnap, torture, and murder of Sunnis. To control police death squads, the U.S. military combined all of Iraq's heavy police and police commando units into a new entity, the Iraq National Police (INP). In October 2006, the U.S. military began a program to retrain police commando units that were engaged in sectarian violence. Over the following year, Iraq's new interior minister, Jawad al-Bolani, undertook a program to reform the INP, appointing a new commanding general, purging the officer corps, and inviting a training team from the Italian Carabinieri to provide advanced instruction for INP units. In 2007, INP units successfully partnered with U.S. combat brigade teams that were deployed to Baghdad as part of President Bush's surge of U.S. military force into Iraq. Over the next two years, the valor of Iraqi constabulary units and their acceptance in both Sunni and Shiite areas brought a new name, the Iraq Federal Police (IFP), and the deployment of an IFP unit to every province in the country. Lessons learned in the development of an indigenous police constabulary in Iraq should be applied to current and future stability operation.

60. Lessons from Embedded Provincial Reconstruction Teams in Iraq

Abstract:: Embedded provincial reconstruction teams (ePRTs) were small State Department- led units inserted into U.S. combat brigades in Iraq from 2007 to 2010 to support military counterinsurgency efforts at the local level. During major combat operations in 2007 and into 2008, ePRTs provided important support to military counterinsurgency efforts. As U.S. combat units wound down these efforts and withdrew from towns and cities, ePRTs did useful-but harder to quantify-work in mentoring local officials. Combat brigades and ePRTs generally worked well together. However, some units were unsure of how best to employ civilians. The military and civilians also sometimes had differing views on issues of short-term versus long-term goals. Despite problems, ePRT veterans believe that they had a positive effect in both supporting military counterinsurgency efforts and helping local Iraqi officials prepare for self-reliance. Interviewees identified a variety of operational problems that detracted from ePRT mission accomplishment. The Iraq ePRTs are now history, but as the United States continues to use civil-military teams in Afghanistan, these observed lessons need to be learned and acted upon.

Abstract:: Desperate to survive at all costs, Syria's regime appears to be digging its grave. It did not have to be so. The protest movement is strong and getting stronger but yet to reach critical mass. Unlike toppled Arab leaders, President Bashar Assad enjoyed some genuine popularity. Many Syrians dread chaos and their nation's fragmentation. But whatever opportunity the regime once possessed is being jeopardised by its actions. Brutal repression has overshadowed belated, half-hearted reform suggestions; Bashar has squandered credibility; his regime has lost much of the legitimacy derived from its foreign policy. The international community, largely from fear of the alternative to the status quo, waits and watches, eschewing for now direct involvement. That is the right policy, as there is little to gain and much to lose from a more interventionist approach, but not necessarily for the right reasons. The Syrian people have proved remarkably resistant to sectarian or divisive tendencies, defying regime prophecies of confessional strife and Islamisation. That does not guarantee a stable, democratic future. But is a good start that deserves recognition and support.

Abstract:: Who the rebels are in Libya has been a common question surrounding the revolution that overthrew Muammar Gadhafi. This report maps out the factions in Libya's east, centering on Benghazi. It identifies the various groups, their narratives, their part in the revolution, and emergent grievances that could translate into instability or future conflicts. Libyans share a strong sense of historical narrative and ownership of the recent revolution, but complexities lie within that ownership. There are tensions between the youth movement and the National Transitional Council; between local Libyans and returning members of the Libyan diaspora; between secular groups and religious ones, particularly the Muslim Brotherhood; within militia groups that did the fighting; and among Libya's tribes and ethnic groups. The widespread sense of ownership of the revolution, which kept morale high during the fighting, has translated to expectations of quick improvements, both overall and in people's day-to-day lives. Managing expectations will be key to ensuring that tensions within Libyan society do not overcome the sense of unity that the revolution fostered. International actors should ensure that local ownership of the political process remains at the fore and is not undermined. In addition, research is needed to understand the situation in Libya more clearly, in order to identify ways that the international community can support, aid, and advise local efforts in forming a stable and secure environment in Libya.

Abstract:: Even before the popular wave from Tunisia and Egypt reached Yemen, President Saleh's regime faced daunting challenges. In the north, it is battling the Huthi rebellion, in the south, an ever-growing secessionist movement. Al-Qaeda in the Arabian Peninsula is showing mounting signs of activism. Sanaa's political class is locked in a two-year battle over electoral and constitutional reforms; behind the scenes, a fierce competition for post-Saleh spoils is underway. Economic conditions for average Yemenis are dire and worsening. Now this. There is fear the protest movement could push the country to the brink and unleash broad civil strife. But it also could, and should, be a wake-up call, a catalyst for swift, far-reaching reforms leading to genuine power-sharing and accountable, representative institutions. The opposition, reformist ruling party members and civil society activists will have to work boldly together to make it happen. The international community's role is to promote national dialogue, prioritise political and economic development aid and ensure security aid is not used to suppress opposition.

66. Iraq's Uncertain Future: Elections and Beyond

Abstract:: As a rule, Iraq's post-Saddam elections have tended to magnify pre-existing negative trends. The parliamentary polls to be held on 7 March are no exception. The focus on electoral politics is good, no doubt, but the run-up has highlighted deep-seated problems that threaten the fragile recovery: recurring election-related violence; ethnic tensions over Kirkuk; the re-emergence of sectarianism; and blatant political manipulation of state institutions. The most egregious development was the decision to disqualify over 500 candidates, a dangerous, arbitrary step lacking due process, yet endorsed by the Shiite ruling parties. Under normal circumstances, that alone might have sufficed to discredit the elections. But these are not normal circumstances, and for the sake of Iraq's stability, the elections must go on. At a minimum, however, the international community should ramp up its electoral monitoring and define clear red lines that need to be respected if the results are to be considered legitimate. And it should press the next government to seriously tackle the issue – long-neglected yet never more critical – of national reconciliation.

Abstract:: The continued expansion of Israeli settlements in the West Bank seems to have finally locked in the permanence of Israel's colonial project. Israel has crossed the threshold from the Middle East's only democracy to the only “apartheid regime” in the Western world. But outside intervention may offer the last hope for a reversal of the settlement enterprise and the achievement of a two-state solution to the Israel-Palestine conflict. Since the US is no longer the likely agent of that intervention, it is up to the Europeans and to the Palestinians themselves to fashion the path to self-determination in the occupied territories. Essential to the success of these efforts is setting aright the chronic imbalance of power between Israel and the Palestinians. If left to their own devices – including, as some have proposed, to reconcile their conflicting historical “narratives” – the further usurpation of Palestinian lands, and the disappearance of the two-state option, is all but ensured.

Abstract:: Fifteen years after its launch, the impact of the Barcelona Process on the Palestinian Territories is in need of a reassessment. Despite some initial improvements in the political and economic structures, the Euro-Mediterranean Partnership alone has failed to anchor a peace deal between Israel and the Palestinians. In response, the European Neighbourhood Policy was launched to bring out a number of new foreign policy instruments, which induced substantial reforms. Yet the win by Hamas in the 2006 elections brought a halt to the EU's aid and diplomacy. This boycott proved detrimental, as it widened the rift between the main parties to the point of no reconciliation. Whether the Union for the Mediterranean proves any better than its predecessor policies in the region remains to be seen. This publication aims at providing a broad picture of the EU's policies towards the Palestinian Territories, in order to draw lessons from them and offer proposals for the way ahead.

Abstract:: Darfur, an arid region in western Sudan, has become synonymous with genocide, though many have been reluctant to describe the situation there in such terms, not least the African Union (AU). As the conflict between Government of Sudan and the Sudan People's Liberation Army/Movement (SPLA/M) raged on for over two decades, long-standing tensions in Darfur were neglected. Meanwhile, negotiations led by the Inter-Governmental Authority on Development (IGAD) culminated in the Comprehensive Peace Agreement (CPA) in January 2005, marking the end of Africa's longest running civil war; a conflict that had claimed the lives of approximately two million people and displaced millions more. However, the marginalisation of Darfur meant that the celebrations marking the end of the north-south conflict were short-lived, as news of mass murder involving government soldiers and their infamous militia allies, the Janjaweed, eclipsed the much celebrated deal. In Darfur, the Government and Janjaweed were pitted against the Sudan Liberation Army (SLA) and the Justice and Equality Movement (JEM), the two groups that had taken up arms against the Islamist government in early 2003.

Abstract:: Focusing on the evolving views of the 77 U.S. Senators who voted to authorize the use of force in Iraq in 2002, we seek to explain why some political leaders changed their views markedly from 2002 to 2008 and others did not. We argue that in view of the great preponderance of evidence that the initial premises of U.S. intervention in Iraq were not fulfilled, Bayesian updating cannot by itself explain the persistence of divergent views on Iraq. It is also puzzling that a half-dozen senators persisted in their support of Bush's position on Iraq even though this may have contributed to their electoral defeat. We use a combination of political and psychological variables, including ideology, party affiliation, safety of the senator's seat, military service, cognitive style, and presidential aspirations to explain why some senators changed their public positions on Iraq within a year, others did so by 2006, still others in 2007, and some changed very little in more than five years. We combine these variables into a typological theory and test it against a qualitative analysis of 20 senators' views on Iraq. We conclude that our model is relatively successful in predicting not only when senators' views changed but what rationales they gave for why their initial expectations were not borne out. We also note several senators who prove important anomalies for our model, including Senators Lieberman, who was the only Democrat who did not move toward opposing Bush's policies, and McCain, who thus far has not moved toward the political center on Iraq despite having effectively secured his party's nomination.

Abstract:: Prematurely and exaggeratedly highlighted by the regime, belatedly and reluctantly acknowledged by the opposition, the presence of a powerful Salafi strand among Syria's rebels has become irrefutable. That is worrisome, but forms only part of a complex picture. To begin, not all Salafis are alike; the concept covers a gamut ranging from mainstream to extreme. Secondly, present-day Syria offers Salafis hospitable terrain – violence and sectarianism; disenchantment with the West, secular leaders and pragmatic Islamic figures; as well as access to Gulf Arab funding and jihadi military knowhow – but also adverse conditions, including a moderate Islamic tradition, pluralistic confessional make-up, and widespread fear of the kind of sectarian civil war that engulfed two neighbours. Thirdly, failure of the armed push this past summer caused a backlash against Salafi groups that grabbed headlines during the fighting.

Abstract:: In 2003, the Danish government launched the Partnership for Dialogue and Reform (PDR) with the dual objective of 1) establishing a basis for improved dialogue, understanding and cooperation between Denmark and the Arab region; and 2) supporting existing local reform processes in the Middle East and North Africa. With the first objective, which is the focus of this study, PDR was intended to demonstrate the trivialization of Huntington's thesis of a clash of civilizations that Al Qaeda, only few years before, had brought back to the limelight of international politics and endeavoured to prove. PDR was to show populations in Europe and the Arab world that there was indeed a strong, shared agenda between the so-called West and the mother-region of the Islamic world and that mutual misconceptions and prejudice could be overcome through the joined pursuit of this agenda of progress.

Abstract:: Absent a change in current trends, further political violence in Sudan will be hard to avoid. Lack of governance capacity in the South and failure to resolve key issues between the North and South are important factors that can lead to political violence surrounding the referendum, slated for 2011, on whether the South secedes or remains part of a united Sudan. The parties need a shared sense of confidence about post-2011 futures. The North should be encouraged to cooperate in the referendum process and accept the outcome. The Government of Southern Sudan (GOSS) should devote more energy and resources to governance and service delivery rather than building military capability. The international community needs an assistance strategy focused on enhancing the GOSS's capacity to deliver services through local governments. The United States and the international community should pressure and assist the parties to promptly pass referendum legislation and address fundamental issues (e.g., oil and boundaries) before the referendum.

Abstract:: The Israeli-Syrian track has been an important component of the Arab-Israeli peace talks due to its integral role in reaching comprehensive peace in the Middle East. The latest round of indirect peace talks between Israel and Syria was initiated under the sponsorship of Turkey on May 21, 2008, and by the end of 2008 both sides were ready to start the direct talks. However, in protest of Israeli aerial and ground offensive in Gaza in December 2008, Syria halted the indirect talks with Israel. Several factors, including the lack of American endorsement; Olmert's weak prospect in Israel due to the ongoing corruption investigation; approaching early elections, and the rise of rightist parties in Israel, topped by the Israeli offensive in Gaza, rendered the conciliation efforts futile.

Bush relinquishes the reigns as Commander-in-Chief to President Barak Obama, it is fitting to reflect on how the country will remember President Bush in years to come. Whether or not one agrees with his decision to commit U.S. forces to military action against Saddam Hussein and his Ba'ath Party regime in Iraq, it is clear that Bush's legacy will largly be determined by how Iraq turns out--whether as a stable, free, and peace-loving democracy or something short of that. There is certainly plenty of room for continued improvement in the conditions on the ground and ample time for the political, security, and economic situation to yet deteriorate. Abstract:: Candidate Obama pledged that his Middle East policy would include re-engagement with Syria; President Obama will find that the past is not easily overcome. The reasons behind his vow remain pertinent. Syria holds important cards in Lebanon, Iraq and Palestine, is Iran's most important Arab ally and has substantial influence over Hamas and Hizbollah. There are indications of potential common ground on which to build, from resuming Israeli-Syrian negotiations, to consolidating progress in Iraq to blunting the rise of jihadi militancy and sectarianism. But significant obstacles to healthy, mutually beneficial relations remain, along with a legacy of estrangement and distrust. They dictate the need for a prudent approach that seeks first to rebuild ties and restore confidence. It will be critical to reassure Damascus that the U.S. is interested in improving relations and resolving the Israeli-Arab conflict, not in regime change. It is also equally critical not to compromise on core principles such as Lebanon's sovereignty or the integrity of the international tribunal investigating the assassination of former Prime Minister Rafiq Hariri.

84. Nurturing Instability: Lebanon's Palestinian Refugee Camps

Abstract:: The vast Palestinian refugee population is routinely forgotten and ignored in much of the Middle East. Not so in Lebanon. Unlike in other host countries, the refugee question remains at the heart of politics, a recurrent source of passionate debate and occasional trigger of violence. The Palestinian presence was a catalyst of the 1975-1990 civil war, Israel's 1982 invasion and Syrian efforts to bring the Palestine Liberation Organisation (PLO) to heel. Virtually nothing has been done since to genuinely address the problem. Marginalised, deprived of basic political and economic rights, trapped in the camps, bereft of realistic prospects, heavily armed and standing atop multiple fault lines–inter-Lebanese, inter-Palestinian and inter-Arab–the refugee population constitutes a time bomb. Until the Arab-Israeli conflict is resolved, a comprehensive approach is required that clarifies the Palestinians' status, formally excludes their permanent settlement in Lebanon, significantly improves their living conditions and, through better Lebanese-Palestinian and inter-Palestinian coordination, enhances camp management.

Abstract:: The top concern for both Riyadh and Damascus remains blowback from Iraq: the ascendance of ethnic and sectarian identity and the spread of Islamist militancy. The need to contain this threat is the dominant force that shapes their relations with Iraq. Both Syria and Saudi Arabia have a vital interest in ensuring that Iraq's emerging political order is inclusive of Sunni Arab Iraqis, who have not yet been fully incorporated into Iraqi institutions. Syria and Saudi Arabia do not look at Iraq in isolation, nor do they assign it top priority among their foreign policy concerns. For them, Iraq is merely one element in a comprehensive view encompassing other regional players (including the U.S. and Iran) and other regional crises, particularly the Arab-Israeli conflict. Lingering resentment and bitterness toward Washington is now mixed with intense curiosity and modest optimism about President Barack Obama. Saudis still bristle when recalling how the Bush Administration sidelined Riyadh on Iraqi matters; as do Syrians, who believe the previous administration was intent on isolating and undermining Damascus. Iraq remains very much isolated in its neighborhood. Recent Progress on regional cooperation notwithstanding, these two neighbors are still focused more on containment than engagement.

Abstract:: It is become common to argue that a special relationship exists between the United States and Israel and that this relationship explains unconditional American support for Israeli policies. These arguments generally focus on the period after the 1967 war. This makes examination of the period immediately before this time especially useful for understanding the nature of American relations with Israel. If this period marks the beginning of a special relationship, then there should be initial indicators of that relationship and its impact on the policy making process. In 1967, American policy was initially designed to accomplish the relatively modest goal of preventing an Israeli preemptive attack while building support for a multilateral plan to reopen the Gulf of Aqaba. Yet, the United States ultimately failed to achieve either objective. Given the potential danger of war to American interests, a strategic analysis of this case might predict active and vigorous efforts, using all aspects of American power, to prevent conflict. The puzzle is why this did not occur. By examining a purely systemic explanation for American actions in 1967, this paper will explore the complexities and tensions in the United States-Israel relationship in 1967 and investigate the nature through which domestic politics and decision making factors influence American foreign policy.

Abstract:: “I am sure they (the IDF soldiers) committed this crime.” I read these words just after I had finished the first draft of this paper on 1 February 2009. Oakland Ross, the Toronto Star journalist, was quoting Dr. Ezzeldeen Abu al-Aish who had trained at the Soroka hospital in Beersheba and the Tel Hashomer hospital in Tel Aviv. The interview was held at the latter Israeli hospital where another daughter was being treated for her injuries after the IDF opened the Ezer crossing to Gaza in a rare exception and allowed a Palestinian ambulance to meet up with an Israeli ambulance so the injured child could be transferred by IDF helicopter to the hospital. Dr. Abu al-Aish, a gynaecologist at Gaza's main Shifa Hospital, was a peace activist; his children attended peace camps with Israeli children. During the war, he had been heard frequently on Israel's Channel 10 TV station reporting in fluent Hebrew by cell phone via his friend, the Israeli journalist, Shlomi Eldar, to Israelis on the health problems resulting from the war that he had been witnessing in Gaza from his top floor apartment of a five-storey apartment building on Salahadin Street at the corner of Zino Rd. in Jebaliya just north of Gaza City. On Friday, 16 January 2009 less than 36 hours before the ceasefire went into effect in Gaza on Sunday, 18 January 2009, he was on the air when two shells from an Israeli tank parked a block away ploughed through his apartment and killed three of his daughters. 22-year-old Bisan, 15-year-old Mayer, 14-year old Ayan, and his 14-year-old niece, Nour Abu al- Aish.

Abstract:: Al-Qa`ida in Iraq (AQI) is a shadow of its former self, primarily because broad sectors of Iraq's Sunni population rejected it after more than three years of active and tacit cooperation. Anger over AQI's brutal radicalism infused the Sunni backlash against jihadists, but AQI also made two fundamental strategic overreaches that exacerbated its alienation from Sunnis in Iraq. First, it incited a sectarian backlash from Iraqi Shi'a without the means to defend Iraq's Sunnis from the onslaught it provoked. Second, AQI created a formal political entity, the Islamic State of Iraq (ISI), to dominate Iraq after a U.S. withdrawal without adequate support from Iraq's Sunni population.

89. Gaza's Unfinished Business

Abstract:: The Israel-Hamas war has ended but none of the factors that triggered it have been addressed. Three months after unilateral ceasefires, Gaza's crossings are largely shut; reconstruction and rehabilitation have yet to begin; rockets periodically are fired into Israel; weapons smuggling persists; Corporal Shalit remains captive; and Palestinians are deeply divided. It is not as if the war changed nothing. Many hundreds lost their lives, tens of thousands their livelihood and a new political landscape has emerged. But the war changed nothing for the better. The status quo is unsustainable, and Gaza once again is an explosion waiting to happen. Genuine Palestinian reconciliation and a fully satisfactory arrangement in Gaza may not be on the cards, but lesser steps may be feasible to lessen the risk of escalation, address Gaza's most pressing needs and achieve some inter-Palestinian understanding. That would take far greater flexibility from local actors – and far greater political courage from outside ones.

Abstract:: In the post-Vietnam era, the nature of American politics and the congressional role in foreign policy have been greatly altered. The role of media, money, lobbyists, political parties, the White House, and Congress—as an institution and as individual members—have collectively established a system that allows special interests to shape the narratives of key foreign policy issues and, in turn, manipulate the manner in which Congress asserts itself. The reaction of the 107th Congress to the second Palestinian intifada, which began in September 2000, is a case in point: Congress selectively viewed the conflict through the lens offered by others. The reaction of Congress has little to do with deep-seated bias toward Israel or instinctive hostility toward Palestinians. Rather, for its own reasons—including self-serving political calculations—Congress sided with Israel. As a congressional staff member during this period, I was privy to inside information—letters to and from members of Congress, “Dear Colleague” internal memos, letters from the administration and foreign governments, letters from interest groups pertaining to Middle East policy—and witnessed or participated in numerous conversations and debates about the Middle East. My first-hand source material and experience gave me a unique perspective on the often misunderstood process of congressional decisionmaking.

Abstract:: If there is a silver lining in the recent succession of catastrophic developments in the Middle East, it is that they may impart renewed momentum to the search for a comprehensive settlement of the Arab-Israeli conflict. It is, admittedly, a slender hope. Since the collapse of the peace process in late 2000, none of the region's parties has displayed the requisite capacity or willingness to reach an acceptable compromise, while the international community has shown more fecklessness than resolve. But the Lebanon war must serve as a wake-up call: so long as the political roots of the Arab-Israeli conflict are not addressed, it will remain a bottomless source and pretext for repression, radicalisation and bloodletting, both in the region and beyond. Now is the time for an international push to launch a new peace initiative.

93. The Next Iraqi War? Sectarianism and Civil Conflict

Abstract:: The bomb attack on a sacred Shiite shrine in Samarra on 22 February 2006 and subsequent reprisals against Sunni mosques and killings of Sunni Arabs is only the latest and bloodiest indication that Iraq is teetering on the threshold of wholesale disaster. Over the past year, social and political tensions evident since the removal of the Baathist regime have turned into deep rifts. Iraq's mosaic of communities has begun to fragment along ethnic, confessional and tribal lines, bringing in stability and violence to many areas, especially those with mixed populations. The most urgent of these incipient conflicts is a Sunni-Shiite schism that threatens to tear the country apart. Its most visible manifestation is a dirty war being fought between a small group of insurgents bent on fomenting sectarian strife by killing Shiites and certain government commando units carrying out reprisals against the Sunni Arab community in whose midst the insurgency continues to thrive. Iraqi political actors and the international community must act urgently to prevent a low-intensity conflict from escalating into an all-out civil war that could lead to Iraq's disintegration and destabilise the entire region.

94. Morocco: Betting on a Truth and Reconciliation Commission

Abstract:: Facing the Atlantic and Mediterranean, just nine miles from the Spanish coast, Morocco is essential for stability in Europe, Africa, the Middle East, and American interests in these regions. The United States and the European Union fully recognize its strategic importance. Its proximity, large diaspora, and extensive trade with Europe place it at the top of the EU's Mediterranean strategy agenda. The United States has designated Morocco a major non-NATO ally; it also was one of the first Arab countries to sign a free-trade agreement with the United States. The Kingdom of Morocco is facing four challenges: weak economic growth; a social crisis resulting from social inequalities, with 20 percent of the population in absolute poverty and 57 percent illiterate; lack of trust in the governing institutions because of the high level of corruption; and an unstable regional and international environment. These factors strengthen the appeal of various Islamist movements, from moderate to more radical groups such as the authors of the deadly bombings in Casablanca in 2003 and Madrid in 2004. Moreover, the conflict over the Western Sahara places Morocco's and Algeria's armies, the two most powerful in North Africa, toe to toe. Unlike Tunisia and Algeria, since the end of the Cold War Morocco has taken steps toward political liberalization, and its pace has accelerated since Mohammed VI came to the throne in 1999. As part of the process of liberalization, the king established a truth and reconciliation commission (TRC) in January 2004. This is one of very few cases in which a TRC was created without a regime change. Thousands of victims tortured during the reign of King Mohammed's father, King Hassan II, have been given the opportunity to voice their sufferings publicly and have been promised financial compensation. Such outcomes are unprecedented in a region known for its culture of impunity. Morocco is the first Arab Islamic society to establish a TRC. Its experience shows that political factors play a primary role in the functioning of such a body, while religious and cultural factors are of secondary importance. Although the Moroccan TRC is not an exportable model, it could inspire other majority Muslim societies, such as Afghanistan and Lebanon, which are envisaging or might set up TRCs to confront crimes of past regimes. Some security experts hoped the TRC would be effective in the “soft war” against terrorism by winning the hearts and minds of the population. The actual experience in Morocco shows the limits of this approach. The tension is too strong between the perceived requirements of the antiterrorist struggle and a process to establish accountability for past crimes and advance democratization. In the final analysis, the “war against terrorism” has limited the TRC's impact in Morocco. The report of the Moroccan TRC, published in early 2006, recommended diminution of executive powers, strengthening of parliament, and real independence for the judicial branch. The king and the political parties must decide in the coming years if they will permit the transformation of the “executive monarchy” of Morocco into a parliamentary monarchy. This decision will affect the stability of the kingdom, North Africa, and, to a lesser extent, Europe and the Middle East.

Abstract:: For much of its history, Israel has focused on the neighbouring Arab states and Palestinians living in the occupied territories. Too often overlooked has been the status of those Israeli citizens who are Arab. They have attracted national attention only at times of heightened crisis, and even then in a highly reactive fashion. Unless systemic inequities facing Arab Israelis are addressed and an inclusive process is launched to define the state's long-term attitude towards this segment of its citizenry, prospects for internal strife and instability will remain high.

Abstract:: Since the end of the Iraq war, Washington and Damascus have been locked in a dialogue of the deaf. U.S. policy has been reduced to a series of demands and threats. Syrian policy, with President Bashar still struggling to formulate and implement a coherent strategy, has been mainly wait-and-see – offering a few concessions and hoping to weather the storm while refusing to relinquish what it sees as trump cards (support for Hizbollah and radical Palestinian groups) so long as the conflict with Israel continues. Despite the current deadlock, however, the current regional situation presents an opportunity for an intensive, U.S.-led diplomatic effort to revive the Israeli-Syrian peace process and thereby achieve significant changes in Syrian policy.

97. Syria Under Bashar (II): Domestic Policy Challenges

Abstract:: Bashar al-Assad's presidency has failed to live up to the hopes for far-reaching domestic reform that greeted it in 2000. After a brief opening, Syria clamped down on dissent, and economic change remains painfully slow. Many who once viewed Bashar as a potential partner, open-minded, and Western-oriented, now perceive him as, if anything, more ideological than and just as tied to the Baathist regime as his father. Both assessments are overly simplistic and poor guides to dealing with a Syria that is at a crossroads. Syrian officials hint at significant steps in mid-2004, including possible changes in the Baath Party hierarchy and doctrine and moves toward a more open and inclusive political system. Scepticism is in order, as such pledges have repeatedly been made in the past only to be ignored. But with reform now a strategic imperative, Syria should turn hints into reality and the international community should find ways to encourage and to assist it.

98. Palestinian Refugees and the Politics of Peacemaking

Abstract:: When Israeli-Palestinian permanent status negotiations resume, a key stumbling block is likely to be the Palestinian refugee question. The plight of the refugees and the demand that their right of return be recognised has been central to the Palestinian struggle since the 1948 Arab-Israeli War. Palestinians warn that a dissatisfied, angry refugee community whose core demands remain unmet could undermine any peace agreement. For their part, Israelis reject any significant return of refugees, which would spell the end of the Jewish state. They suggest that the issue has been kept artificially alive by the Palestinian leadership and Arab states; improvements in the desultory living conditions of camp refugees coupled with substantial resettlement plans in host or third countries could, they argue, dilute the intensity of the demand for return.

Abstract:: The function of narratives was discussed at great length. It was suggested that in the Israeli-Palestinian conflict, each side's narrative is rooted in fear and insecurity, albeit for different reasons. Each side fears destruction, and, in another sense, each side fears peace. If peace comes, each side will have to reorganize it- self. This process is difficult because it is psychologically easier to organize against a clearly defined opposing force than without one. In order to move be- yond the traditional opposition, each side must recognize and legitimize the other side's fears as well as its own.
