2. A People of War or Peace? Americans' Attitudes Towards the Use of Military Force Abroad in Terrorist and Conflict Situations

- This exploratory research presents the results of a March 2011survey of a random sample of 217 adults on their attitudes towards the use of force as a foreign policy alternative. This research note examines the social characteristics of those people who are more or less likely to support intervening in hypothetical foreign conflicts in situations in which the United States' national interests may or may not be at stake. The research reported here was aimed at answering several questions including: are there some demographic groups who are more likely to support intervening in foreign conflicts even when U.S. national interests are not necessarily at stake? I find that dispositional preferences interact with opinion about the geopolitical situation to determine whether military force is an acceptable option. The survey incorporates various foreign pol icy and terrorist scenarios. Findings include the following: I support the findings of others in that Democrats, liberals, and women are less likely to support military force as a foreign policy option. Using multivariate regression analysis it was also found that certain respondent dispositions, such as "value placed on human life," were more likely to constrain policy preferences. I also find conflicting support for the casualty hypothesis. In general the more casualties mentioned in a scenario the les s likely Americans are to support the use of force, with a notable exception here among "hawks". I also find this is true for civilian casualties.

- At the United Nations climate change conference in Copenhagen in 2009 and Cancun in 2010, the United States joined other developed countries in pledging to mobilize $100 billion in public and private sector funding to help developing countries reduce greenhouse gas emissions and adapt to a warmer world. With a challenging US fiscal outlook and the failure of cap-and-trade legislation in the US Congress, America's ability to meet this pledge is increasingly in doubt. This paper identifies, quantifies, and assesses the politics of a range of potential US sources of climate finance. It finds that raising new public funds for climate finance will be extremely challenging in the current fiscal environment and that many of the politically attractive alternatives are not realistically available absent a domestic cap-and-trade program or other regime for pricing carbon. Washington's best hope is to use limited public funds to leverage private sector investment through bilateral credit agencies and multilateral development banks.

4. The Case for Gridlock

- In the wake of the 2010 elections, President Obama declared that voters did not give a mandate to gridlock. His statement reflects over a century of Progressive hostility to the inefficient and slow system of government created by the American Framers. Convinced that the government created by the Constitution frustrates their goals, Progressives have long sought ways around its checks and balances. Perhaps the most important of their methods is delegating power to administrative agencies, an arrangement that greatly transformed U.S. government during and after the New Deal. For generations, Progressives have supported the false premise that administrative action in the hands of experts will realize the public interest more effectively than the constitutional system and its multiple vetoes over policy changes. The political effect of empowering the administrative state has been quite different: it fosters policies that reflect the interests of those with well organized power. A large and growing body of evidence makes it clear that the public interest is most secure when governmental institutions are inefficient decisionmakers. An arrangement that brings diverse interests into a complex, sluggish decisionmaking process is generally unattractive to special interests. Gridlock also neutralizes some political benefits that producer groups and other well-heeled interests inherently enjoy. By fostering gridlock, the U.S. Constitution increases the likelihood that policies will reflect broad, unorganized interests instead of the interests of narrow, organized groups.

- One possible outcome of the economic crash of 2008 was that the majority or mainstream members of a society would direct their anger and fear against the minority or marginal members of their society. Commentators on television or the radio would claim, "it's all the fault of the immigrants!" or "if we didn't hand over so much of our tax dollars to the poor, the economy would not have deteriorated so much," or "social benefits to African Americans [or German Turks] have distorted the housing market." Citizens would come to believe these assertions, politicians would echo them – and the upshot would be not only a deteriorating national and international economy but also increased hostility and fear among racial, ethnic, or nationality groups in a country. Social solidarity would decline, perhaps irrevocably.

6. Georgia and the European Charter for Regional or Minority Languages

- Georgia is a multilingual and multi-ethnic society. A large number of minority languages are spoken in Georgia, including Abkhazian, Ossetian, Azeri, Armenian, Russian, Ukrainian, Kurmanji (Kurdish), Chechen (Kist), Ottoman Turkish, Pontic Greek, Syriac, Avar, Tsova-Tush and Udi. In addition, four distinct languages are spoken by the majority Georgian population -- Georgian, Megrelian, Svan and Laz -- although these are basically vernacular languages that are not normally written. According to Article 8 of the Georgian constitution, the official state language is Georgian, and in Abkhazia, also Abkhazian. Most minority languages are spoken only in certain regions of the country.

- Over the past several years, Americans have become more aware and more vocal regarding the number of illegal aliens who have taken up residence in the United States. While this issue—and a resolution of this issue—is still being debated, many have questioned why current enforcement efforts are so lax. The focus of this paper is on the government agency responsible for the enforcement of our immigration laws, and in particular how the actions of this agency are influenced by political interests. This paper fills a gap in the literature-to-date by examining the enforcement of immigration laws within the interior of the nation. While other studies put border enforcement efforts in a political framework, this analysis is the first, to the authors' knowledge, to place interior enforcement within the interest-group theory of government framework. Our findings indicate that pressure groups shape the pattern of enforcement that emerges. Despite polls that indicate a majority of Americans favoring stricter enforcement, government enforcement agencies charged with this responsibility apparently succumb to the wishes of those that matter most politically.

- Karim Sadjadpour, a leading Iranian analyst who worked for four years in Iran for the International Crisis Group, says that given the "unprecedented" scale of protests in Iran over the presidential election results, "it's very difficult to see how the status quo ante could prevail no matter what happens." However, he believes the United States should continue trying to stay out of the political infighting in Iran. "This is extremely delicate and the situation is so dynamic," Sadjadpour says. "We clearly have to be on the right side of history here, but if we try to insert ourselves into the momentous internal Iranian drama that's unfolding we may unwittingly undermine those whom we're trying to strengthen."

- Political polarization in the United States has a number of causes, ranging from media hype to gerrymandering to hyper- ideological elites to cultural “sorting” between the parties. But there is another key contributor that is frequently overlooked: demographic and geographic changes in the electorate that have altered the sizes of different population groups and even shifted their political orientations over time. These changes have helped produce the current deadlock between coalitions of roughly equal size and opposed outlooks. But these same changes—since they will continue to alter group sizes and political orientations in the future—could also provide the impetus for unlocking this polarization and policy gridlock in the future.

11. Why Warner-Lieberman Failed and How to Get America's Working Families behind the Next Cap-and-Trade Bill

- Among partisans of greenhouse gas emissions regulation, the Senate's failure to pass the Warner-Lieberman cap-and-trade bill is often attributed to rampant denial, fueled by diehard political conservatism, energy-company propaganda, and government suppression of evidence on global warming. If so, the solution to the problem is electoral change, exposure of the propaganda, and public education. However, public concern is already so widespread that even leaders of the Southern Baptist Convention have acknowledged the need for action. In this paper, I consider two additional forces that have stymied carbon emissions regulation in developing countries. The first is the perception that costly carbon regulation promoted by the rich will inflict an unjust burden on the poor. The second is hostility to taxation of critical fossil-fuel resources that were developed long before climate risk was identified. My econometric analysis suggests that these same forces have significantly affected senators' votes on Warner-Lieberman. By implication, Congress is not likely to approve cap-and-trade legislation unless Americans with below-median incomes are compensated for expected losses. My analysis supports recent proposals for direct distribution of emissions permit auction revenues to American families on an equal per-capita basis.

- This paper reflects on the literature on courts and politics in Europe and the United States. US-American Political Science has dealt for over fifty years with the role of courts and judges as political actors, whereas this perspective has only recently emerged in Europe. The debates differ not only with regard to the number of articles written, but also with regard to their content. This paper discusses the different research perspectives that are being pursued on both sides of the Atlantic. While a major part of the US-American literature investigates the politics of judicial action and the politicization of the legal system, research on European courts confines itself to analyzing the effects of judicial action, often describing them in terms of juridification. Based on a review of the existing literature, this paper suggests that European scholars ought to take crucial assumptions of the US-American research tradition more seriously.

- Drawing on results from a survey among members of the Muslim Brothers and the Wasat Party, Emad El- Din Shahin, Professor at the American University in Cairo and Harvard University, looks at changes in Egyptian political Islam and examines the views of mainstream Islamists of the European Union polices and initiatives in the Mediterranean. The discussion focuses on the Muslim Brothers, the country's main opposition force, and the Wasat Party, as purporting to represent an evolving Islamic centrist orientation. Despite their seemingly different orientations, the commonalities between the two groups regarding their views of the EU far outweigh their differences. Their shared Islamic frame of reference and a perceived inconsistency of EU policies in the region largely explain this similarity.

- The purpose of this article is to examine the connection between knowledge and power as well as scientific knowledge and politics. We use a sociology of knowledge perspective that provides a framework for the social and geopolitical situated nature of social science researchers and their academic communities. We will make sense of how the evolution of International Relations' (IR) knowledge production is tightly linked to the development of the international political context. From this point of view, American post-war hegemony came hand in hand with the Realist monopoly of the IR discipline. 15. Remembering George Kennan: Lessons for Today?

- Kennan's thinking and policy prescriptions evolved quickly from the time he wrote the “Long Telegram” in February 1946 until the time he delivered the Walgreen Lectures at the University of Chicago in 1950. His initial emphasis was on the assessment of the Soviet threat. With new documents from the Soviet archives, we can see that the “Long Telegram” and the “Mr. X” article contained both brilliant insights and glaring omissions. After he was appointed by Secretary of State George C. Marshall to head the newly formed Policy Planning Staff, Kennan's thinking evolved from a focus on threat assessment to an emphasis on interests. Believing that the Soviet threat was political and ideological, and not military, Kennan stressed the importance of reconstructing Western Europe and rebuilding western Germany and Japan. The key task was to prevent the Kremlin from gaining a preponderance of power in Eurasia. Kennan always believed that containment was a prelude to rollback and that the Soviet Union could be maneuvered back to its prewar borders. Eventually, the behavior of the Kremlin would mellow and its attitudes toward international relations would change. The United States needed to negotiate from strength, but the object of strength was, in fact, to negotiate—and compromise. It was important for the United States to avoid overweening commitments. American insecurity stemmed from a mistaken emphasis on legalism and moralism. The United States could not transform the world and should not seek to do so. Goals needed to be modest, linked to interests, and pursued systematically. Kennan would have nothing but disdain for a policy based on notions of a “democratic peace.” But the empirical evidence of social scientists cannot be ignored. Should the pursuit of democracy no longer be seen as a value, but conceived of as an interest?

- The medical field of treating chronic pain is still in its infancy. It was only in the late 1980s that leading physicians trained in treating the chronic pain of terminally ill cancer patients began to recommend that the "opioid therapy" (treatment involving narcotics related to opium) used on their patients also be used for patients suffering from nonterminal conditions. The new therapies proved successful, and prescription pain medications saw a huge leap in sales throughout the 1990s. But opioid therapy has always been controversial. The habit-forming nature of some prescription pain medications made many physicians, medical boards, and law enforcement officials wary of their use in treating acute pain in nonterminal patients. Consequently, many physicians and pain specialists have shied away from opioid treatment, causing millions of Americans to suffer from chronic pain even as therapies were available to treat it.

- Over 1975-2003 nearly 200 new constitutions were drawn up in countries at risk of conflict, as part of peace processes and the adoption of multiparty political systems. The process of writing constitutions is considered to be very important to the chances of sustaining peace, and The Commonwealth and the US Institute for Peace have developed good practice guidelines in this area. These emphasize consultation, openness to diverse points of view and representative ratification procedures. But assessing the impact of constitution-writing processes on violence is methodologically difficult, since there are many channels of influence in the relationship. This paper reports on preliminary findings from an ongoing research project into the effects of processes in constitution-writing. Regression analysis is used to control for important contextual features such as differences in income levels and ethnic diversity across countries. A key finding is that differences in the degree of participation in the drafting of constitutions has no major effect on post-ratification levels of violence in some parts of the world, such as Europe, but does make a difference in Africa, the Americas, and the Pacific together.

- At the end of World War II Henry Luce spoke of the coming of an American century. Today commentators across the political spectrum emphasize America's dominant military capabilities and economic strength. Many observers have also argued that the United States uniquely benefits from the wave of economic liberalization and democratization that followed the end of the Cold War. Joseph S. Nye has coined a catchy phrase, “soft power,” to suggest the importance of being admired, so that “others want what you want.” Nye argued that the United States commanded a lot of soft power. Indeed, with the end of the Cold War it seemed for a while as if the United States was in a “virtuous circle,” in which its success caused it to be more admired, which in turn enhanced its influence, and thus furthered its success.

- In Political Science, the discipline of IR has been widely regarded as an “American Science” ever since Stanley Hoffman published his renowned essay in 1977. This “American Science” is mainly dominated by a single theoretical approach – that of Neorealism – which relies primarily on the concept of historical recurrence to ground its arguments. Other “new” theoretical approaches which challenge this parochialism, namely feminism, constructivism and Critical Theory, remain outside the “official boundaries” of the field. These boundaries are largely set by the Neorealist agenda and its variations, which rarely diverge from an unquestioned central rationalist-empiricist theme. Thus, with respect to its methodological and epistemological stance, Neorealist theory implicitly views History as a vast field of objective data and primary sources ready to reveal their truth to the social scientist. To test and/or prove the validity of Neorealist theory in the field of International Relations, one must refer to historical data and confront theory with “straight facts”. What I propose to do here is to analyze the ways in which the Neorealist approach to International Relations makes use of history, and subsequently to consider some crucial epistomological and theoretical debates in the field of History that are ignored by Neorealists like Waltz.

They argue that voter turnout is steadily declining largely because of voter cynicism caused by big money campaigns and negative political advertising. Voter turnout is lower than it was in the 1960s, but almost the entire decline happened between 1968 and 1974. Sophisticated and detailed studies of both public trust in government and the consequences of political advertising show that neither factor has a negative effect on voter turnout.

- Financial arrangements reflect political bargains. Like national labor regimes, the formal and informal rules and relationships governing the allocation of financial resources distinguish one type of capitalist society from another. How firms are financed shapes companies and industries and affects the risks citizens must bear, how they save for retirement, where they work, their job security and ability to buy homes, and the disparity between rich and poor. Leading theories provide increasingly inadequate explanations for changing institutional arrangements in western European finance. They emphasize convergence to global standards and the causal effects of either increased levels of mobile capital or the diffusion of ideas. Or else they describe change within a national trajectory and attribute it primarily to domestic politics, national historical institutions and path dependency. They exclude the possibility of independent regional-level causes. My empirical study of changing financial arrangements for smaller European companies between 1977 and 2003 reveals causes rooted firmly in European Union politics. Neither global forces nor national institutions were primarily responsible for drawing the stock exchanges of Europe into cross-border competition and prompting them to create new US-style markets. Instead, supranational political entrepreneurs, acting with relative autonomy, largely drove this pattern of institutional change. In pushing beyond the international-domestic dichotomy and emphasizing the independent effects of European-level politics, my argument contributes to a growing body of detailed empirical research on the national and global impact of the EU. It also provides more sustained analysis of the causes, mechanisms and effects of adopting US institutional forms outside American borders.

- The APEC Business Advisory Council (ABAC) has proposed that the APEC Leaders at Santiago on November 20-21 “agree to further examine the feasibility and potential scope and features of a Free Trade Area of the Asia Pacific (FTAAP).” President Ricardo Lagos of Chile, the host of the APEC summit, has endorsed the concept. I believe that APEC should actively pursue the FTAAP idea. It offers the best prospects of any available strategy for catalyzing a successful outcome of the Doha Round and thus revitalizing the World Trade Organization (WTO). By forging a new transpacific initiative, it can counter the very real risk of disintegration of the Asia-Pacific region that is evident in the progress of Asia-only cooperation on one side of the ocean and a Free Trade Area of the Americas on the other side. It is the best possible device to reenergize APEC's progress toward its own signature trade liberalization goals and thus those of APEC as an institution. It offers a unique win-win-win opportunity that should be seized, beginning at Santiago and then at Pusan a year from now.

- Recent work across a wide range of issues in political economy as well as in American, comparative, and international politics tries to explain the inefficient use of power — revolutions, civil wars, high levels of public debt, international conflict, and costly policy insulation — in terms of commitment problems. This paper shows that a common mechanism is at work in a number of these diverse studies. This common mechanism provides a more general formulation of a type of commitment problem that can arise in many different substantive settings. The present analysis then formalizes this mechanism as an “inefficiency condition” which ensures that all of the equilibria of a stochastic game are inefficient. This condition has a natural substantive interpretation: Large, rapid changes in the actors' relative power (measured in terms of their minmax payoffs) may cause inefficiency.

- Since the early nineteen-eighties, the new political visibility of Latinos has been referred to as the awakening of a "sleeping giant." Their increased political expression, be it in the form of protest action during civil rights movements or electoral participation, marks a turning point in the integration of Hispanics in the American public sphere. With a growing number of voters, candidates and elected officials, Latinos have emerged on the political scene. The increasingly influential role of pan-ethnic interest groups and new opportunities for political participation created by the development of transnational networks have contributed to the elaboration of this new participative framework. Yet their electoral and political influence remains below the demographic, economic, social and cultural importance of these some 35 million individuals who make up over 12 percent of the U.S. population. Most of the minority groups still encounter major obstacles to political access. These are partly structural, but also internal to the group: not only is it divided over domestic or foreign issues, it is fragmented by national origin, status and generation. The singular nature of immigration from Latin America, the continuity of migratory flows and their diversity, all constantly rekindle divergences over what strategy Latinos should adopt for participating in the public debate. They also highlight the fictional, both functional and dysfunction, nature of ethnic categorization in the United States. The ethnic card may be an instrument of participation, but it can also prove to seriously fetter minorities' entry into politics.

- Globalization, understood as "an open market place free of institutional or locational constraints" (Weiss) seems to have taken hold of the Americas - for better or worse. There are currently numerous preferential trade agreements (PTAs) and bilateral investment treaties (BITs) in the region. Yet, how close is this image to reality? Do American countries have the institutional framework required to allow a relatively free flow of goods, services and capital within the region? This paper looks into the institutional structures required for financial and monetary integration, through an analysis of BITs, investment and trade in financial services provisions in PTAs, capital account regimes, exchange rate structures, and the possibilities for debt and equity financing within the Americas. It is an empirically-oriented paper that attempts to assess the degree of compatibility between the current institutional structure governing financial and monetary relations in the Americas, and the possibility of attaining relatively free flow of capital and integrated financial markets in the region.

- American global power – military, economic, technological, cultural, and political – is one of the great realities of our age. Never before has one country been so powerful and unrivaled. The United States began the 1990s as the world's only superpower and its advantages continued to grow through the decade. After the Cold War, the United States reduced its military spending at a slower rate than other countries and its economy grew at a faster pace. The globalization of the world economy has reinforced American economic and political dominance. No ideological challengers are in site. More recently, in response to terrorist attacks, the United States has embarked on a massive military buildup. In the recent National Security Strategy, the Bush administration has articulated an ambitious and provocative global military role for the United States in confronting new-age threats. Overall, American power advantages are multidimensional, unprecedented, and unlikely to disappear any time soon. The world has taken notice of these developments. Indeed, the post-Cold War rise of American power -- what might be called the rise of American "unipolarity" -- has unsettled world politics. Governments everywhere are worried about the uncertainties and insecurities that appear to flow from such extreme and unprecedented disparities of power. The shifting global security environment – triggered by the terrorist attacks of September 11th –also has conspired to upset old relationships and expectations. The American invasions of Afghanistan and Iraq have put American power on display and raised far-reaching questions about the use of force, alliances, weapons of mass destruction, sovereignty and interventionism. The world is in the midst of a great geopolitical adjustment process. Governments are trying to figure out how an American-centered unipolar order will operate. How will the United States use its power? Will a unipolar world be built around rules and institutions or the unilateral exercise of American power? This global worry about how a unipolar world will operate – in which the most basic questions about the character of world politics are at stake, namely, who benefits and who commands – is the not-so-hidden subtext of all the recent controversies in America's relations with the rest of the world. The question posed in this report is: how are the major countries around the world responding to American global preeminence? Overall, strategies and policies are mostly still in flux around the world. Responses up to now have been mostly ad hoc. Governments are learning, adapting, negotiating, and reacting – thus it is not possible to identify fixed "strategies of response." This report seeks to help us understand these evolving responses in two ways: first, it will provide conceptual tools to identify and track strategic responses by major states to American preeminence, and second, it will offer some preliminary characterizations of the patterns of response, particularly by Western Europe, Russia, and China. This report might be seen as a sort of "field guide" to global reactions rather than a definitive theoretical and empirical statement on the subject. I begin by offering a summary of the findings. After this, I look at the rise of American unipolar power and the variety of ways that American power is "experienced" around the world. In the next section, I survey the deeper sources and multifaceted character of American unipolar power. Next I explore the limits of the basic strategies of response to concentrated power – balancing, bandwagoning and binding. In the next section, I explore some of the emerging strategies that are appearing among the major countries. Finally, in the conclusion I return to the issue of unipolar power and rule-based order.

- The article examines the currently expanding worldwide network of bilateral free trade agreements. Following regional integration in Europe and later the Americas, the process if East Asia has accelerated from 2002. A Distinctive feature of the current stage in the expansion of FTAs beyond geographical regions and into global space, hence challenging WTOs supremacy on inter-continental trade rules. Setbacks in the WTO Doha Round may stimulate a further move towards «global bilateralism». The more such agreements in place, the greater is the incentive for new ones. Even if political obstacles hinder some agreements, the process is currently accelerating. While it is rational for countries to pursue such agreements, they should in parallel work for multilateral trade liberalisation in order to reduce the discriminatory impact of FTAs. This is needed if we are to avoid that «Most Favoured Nation» treatment under the WTO actually becomes «Least Favoured Nation» treatment: Rules that only apply to countries that are left outside the «free trade race».

This confusion is evident in the work of John Judis. He believes that Kevin Phillips (a conservative scholar), Paul Weyrich (a New Right activist), Irving Kristol (a neoconservative leader), and William Buckley (a traditional conservative), could all be embraced within the term "conservative" without considering any differences in their theoretical and political position.

- Many European and American observers of the EC have criticized "intergovernmentalist" accounts for exaggerating the extent of member state control over the process of European integration. This essay seeks to ground these criticisms in a historical institutionalist" account that stresses the need to study European integration as a political process which unfolds over time. Such a perspective highlights the limits of member state control over long-term institutional development. Losses of control result from member state preoccupation with short-term concerns, the ubiquity of unintended consequences, and processes that "lock in" past decisions and make reassertions of member state authority difficult. Brief examination of the evolution of EC social policy suggests the limitations of treating the EC as an institutional "instrument" facilitating collective action among sovereign states. It is more useful to view integration as a path-dependent process that has produced a fragmented but still discernible multi-tiered European polity.
