1. Preventing Violent Islamic Radicalization: Experimental Evidence on Anti-Social Behavior

Abstract:
Violence perpetrated by radicalized Muslims is a major problem around the world. We collaborated with the main Islamic authority in Mozambique, which sponsored two randomized interventions to prevent violence related to youth radicalization: a religious campaign against extremist views of Islam, targeting change in beliefs; and a training module on entrepreneurship and employment, aiming to increase the opportunity cost of conflict. Our measurement focuses on anti-social behavior in a Joy-of-destruction lab game. We find that only the religious treatment decreased the propensity to destroy the payoffs of others. Consistently, surveys show increased trust in the state and decreased support for extremism.

Abstract:
A significant literature suggests that religious conviction can drive political participation, perhaps because religious people internalize a moral obligation to act toward the common good and/or because religious conviction gives people a sense that their actions will make a difference. This paper presents findings from a community-collaborative pilot study in Zambia that examines these ideas. Zambia is an overwhelmingly Christian state experiencing dramatic democratic backsliding. Zambian churches are among the major providers of civic engagement education and programming. Together with our community partners, we randomly assigned Zambian youth (aged 18-35) volunteers into one-time civic engagement workshops. Identical basic civic educational material was presented in each workshop. Yet, we ended this curriculum with two different sets of pre-recorded Christian motivational messages: In 50% of the workshops, these messages emphasized a religious obligation to sacrifice for the common good. In the other 50%, the messages emphasized the power of faith to make change in the world. We found that the latter message (emphasizing the power of faith) moved workshop participants to be more willing to participate in peaceful protest, to disavow political violence, and to critically evaluate other people who choose not to participate in electoral politics. By contrast, the message focused on sacrifice for the common good did not affect political participation relative to baseline. We discuss how the study advances research on religion and political participation as well as knowledge about Christian civic education programs, which are prevalent but understudied throughout.

3. How Tunisia’s En-Nahda crafts Islamist politics: From programmatic failure to neo-Islamist framing

En-Nahda’s participation in Tunisia’s post-revolutionary politics triggered an adaptive process, refecting a transition from theoretical elaborations to political practice. Switching from clandestine regime opposition to engagement in an emerging pluralistic system also puts to the test the grand narrative that defnes the movement’s rationale and intends to captivate the party’s potential constituency. After fve years in the game, assuming a tainted Islamist label and somehow acknowl- edging programmatic failure, the party’s leadership proposed a neo-Islamist framing, ‘Muslim democracy’, in 2016. Tis semantic operation aims to fuse two schools of thought, a confessional and a political one, with historically distinct governance systems and polit- ical cultures. Hence, despite this twist in rhetoric, a major challenge for En-Nahda remains the rec- onciliation of its utilitarian take on democratic procedures with its deep-rooted reference to Islamic principles. Yet while continuing to stress its readiness for concessions, suppos- edly in order to save Tunisia’s democratic transition, En-Nahda’s political programme, practice and narrative remain fawed, fuid and unconvincing respectively, eroding its credibility and incrementally reducing its mobilisation capacity.

In September, the transitional government agreed to separate religion and state, in an attempt to end the decades-long contention. Against the backdrop of past constitutional failures to adequately recognize and address Sudan’s diversity, this paper examines the implications of the recent Juba and Addis Ababa agreements in the country’s efforts to build a civil democratic state and the challenges ahead.

5. Christian missions and anti-gay attitudes in Africa

Abstract:
We argue that colonial Christian missions had a long-term impact on anti-gay attitudes in Africa. We use a geo-coded representative survey of African countries and the location of historical Christian missions to estimate a significant and economically meaningful association between proximity to historical missions and anti-gay sentiments today. Using anthropological data on pre-colonial acceptance of homosexual practices among indigenous groups, we show that the establishment of missions, while nonrandom, was exogenous to pre-existing same-sex patterns among indigenous population. The estimated effect is driven by persons of Christian faith and statistically indistinguishable from zero on samples of Muslims, nonbelievers, and followers of traditional indigenous religions. Thus, we argue that our results are indicative of a causal effect of missionary religious conversion to Christianity.

6. What Stymies Action on Climate Change? Religious Institutions, Marginalization, and Efficacy in Kenya

Abstract:
Low-income countries of the Global South will be hardest hit as Earth’s climate changes, yet fear of climate change often fails to stimulate activism among their citizens. We foreground efficacy—a belief that one’s actions can create political change—as a critical link in transforming concern into action. However, that link is often missing for marginalized ethnic, socioeconomic, and religious groups. Prior case studies show the power of community institutions to mobilize and empower marginalized citizens, yet community institutions can also reinforce the perception that action is futile by conveying narratives of neglect and discrimination. Analyzing interviews, focus groups, and survey data from a case study of Kenya, we find that Muslims express much lower efficacy to address climate change than other religious groups; the gap cannot be explained by differences in science beliefs, issue concern, ethnicity, or demographics. Instead, we attribute it to socialized understandings of marginalization vis-à-vis the Kenyan state.

Abstract:
During its first years of transition to a democratic order, Tunisia's efforts were predominantly focused on addressing political challenges. The performance of the country in this regard has been generally positive, as it has managed to consolidate democratic gains despite challenges related to the polarization of politics around identity and religious issues, the rise in insecurity related to attacks by extremist groups, and even the general disenchantment of voters for the existing political elites. However, the gains on the political front came at the expense of economic setbacks. One of the main challenges for the coming period will thus be largely economic. High unemployment, unfulfilled demands for social justice, the rise in corruption, and most importantly in the short term, an unsustainable macroeconomic trajectory, all threaten to upset recent political gains. If the upcoming administration does not address them, social discontent would endanger the hard-won democratic gains.

8. What Drives Religious Politicking?

Abstract:
In the last decade, scholars have begun to elaborate the diverse ways religion manifests in democracies. We draw on theories related to modernization, secularism, and religious competition, as well as survey data from the Comparative National Elections Project, to explain individual-level and country-level variation in religious politicking—religious leaders’ and organizations’ engagement in electoral campaigns. At the country level, though human development depresses the rate at which citizens receive political messages from religious organizations and clergy, both secularism and religious pluralism boost it. At the individual level, “civilizational” differences across religious groups are muted and inconsistent. However, across the globe, citizens with higher levels of education are consistently more likely to receive political messages—an effect that is stronger where religious politicking is more common. A case study of Mozambique further confirms the insights obtained when we unpack modernization and secularization theories.

9. "The Ambivalence of the Sacred": Religion, Conflict Resolution, and Peacebuilding in Northern Nigeria, 2000–2015

Nigeria is one of a few African countries where religion has largely been associated with conflict. The dominance of the two major Abrahamic reli- gions—Islam and Christianity—on each side of the divide has made religion one of the more potent factors in the contention for political, economic, and identity spaces in the country. Although the use of religion for identity con- struction, power legitimization, and economic achievement characterized the colonial and immediate post-colonial period, it was not until the late 1970s that religion became highly disruptive, with the onset of religious vi- olence into the country.1 While these eruptions appeared to be restricted to the core northern cities, the re-democratization process associated with the post-Cold War period generated new tensions as politicians mobilized group identities for contested positions. Thus, other northern Nigerian cities that were hitherto known for peace became susceptible to violence. It was in the wake of this development that Plateau and Kaduna states became the epicenter of violent clashes of a religious nature. Various strategies have been adopted by both governmental and non-governmental bodies to ad- dress these conflicts. While some of them have been successful interven- tions, others have failed to stem the tide of conflict. Can religion, which is claimed to be a factor in these conflicts, become part of the solution? The current study seeks to identify the role(s) of faith-based actors in conflict resolution and peacebuilding in Plateau and Kaduna States of Northern Ni- geria between 2000 and 2015. The aim is to explain the conditions that have accounted for the success or failure of their intervention. Beginning with Johnston and Sampson, who identified religion as a missing dimension in statecraft, various authors have highlighted numerous ways through which religious actors can have a positive influence on the peace process.2 According to Johnston and Sampson and Appleby, religious actors are better positioned than politicians to reach out to local and regional ac- tors.3 This is because they are often believed to be in possession of moral and emotional qualifications as well as professional approaches that com- mand the respect and confidence of the parties to a conflict. In his study of religious actors in peace process, Weingardt believes that while all actors involved in conflict resolution and peacebuilding ideally have these qual- ities, they are more common with religious actors.4 He further explained the three dimensions of the confidence and trust which faith-based actors enjoy from the conflict parties. The existence of religious thinking in all cul- tures can be used to justify the call for peace and non-violence. Religious actors are often seen as those who go beyond mere resolution of conflict to address issues of morality, reconciliation, forgiveness, and responsibility, which underlie conflict resolution and are often perceived as those moti- vated by selfless interest. Though these may be at the level of perception rather than reality, Weingardt is of the opinion that such perceptions are informed by the respect generally accorded to religion and religious val- ues.5 The importance of legitimacy and leverage was equally underscored by Aroua and Bercovitch and Kadayici-Orellana, who assert that religious leaders with deep understanding of religious beliefs and ideals are better, placed to promote inter-religious dialogue by transferring codes from one value system to the other.6 In some cases, their influence over conflicting parties, or at least one of them, may become the basis for opening a com- munication channel. Other scholars further emphasize the role of religious organizations in pro- moting peace. According to Smock, they are very effective in delivering aid and development projects, which is considered an important aspect of the peace process.7 Their effectiveness, as observed by Bouta, Kadayici-Orel- lana and Abu-Nimer derives not only from the trust and confidence they command, but also because faith communities are less expensive, having with them, in most cases, a network of volunteers who may not just be committed but who are also ready to make enormous sacrifices informed by their religious beliefs and values.8 Although aid and development are at the pragmatic level, they help immeasurably in addressing the root causes of conflict.9 In addition to what religious actors can do, available literature points to several conflicts that have been mediated by faith-based actors. Among the outstanding cases are: the successful mediation in Mozam- bique by the Rome-based Community of Saint Egido, which helped to end the country’s civil war; and the Lome Peace Agreement of 1999 through the instrumentality of the Inter-Religious Council of Sierra Leone; (2001).10 There have also been cases where mediation by religious organizations in peace processes was not successful. For example, Saint Egido failed in its effort to resolve the conflicts in Algeria, Burundi, and the Democratic Re- public of Congo.11 Religious leaders in Liberia were unsuccessful in their attempts to intervene in the country’s first civil war.12 In the widespread pro- tests and riots that followed the cartoon published by a Danish newspaper, Jyllands-Posten, seen as depicting Prophet Mohammed as a terrorist in 2005, an attempt by the Catholic Relief Services (CRS) to initiate interreli- gious dialogue in Maiduguri also failed. Despite ever-growing interest in the field of faith-based actors in peace- building, one crucial question has remained unanswered: under which con- ditions can religion contribute to peace? Bercovitch has called attention to the need to go beyond the discussion of what success in conflict interven- tion means or may mean to understand the factors that could potentially contribute to such success. This view was re-echoed by Susan Hayward, who noted that “there is a pressing need for greater monitoring and eval- uation of religious peacebuilding work...to understand better which inter- ventions led by whom, and in which situation have the greater effect.”13 The need to establish the constructive role of religion in the peace process has become crucial in the present era, when those involved in the negotiation and peacebuilding processes continue to marginalize religious actors, often considering them to have no constructive role.14 This study is located within this existing scholarship. It uses data from field-based primary sources in qualitative research - in-depth interview (IDI), Focused Group Discussion (FGD), official documents and extant secondary source materials, to explore the conditions that explain the successful or failed interventions of faith- based actors in three outstanding conflicts in Plateau and Kaduna States namely: the Jos and Yelwa conflicts in Plateau State and the Kaduna conflict in Kaduna State between 2000 and 2015.

Abstract:
For at least three decades now religion has been re-entering the public sphere and politics in Europe and globally. Its re-emergence, however, bears little resemblance to the past when the religion-state coupling was unequivocal. Today, in Europe, the values of freedom of religion and belief, free expression and non-discrimination take precedence over any single religion’s domination – at least that is the prevalent aspiration. In the European neighbourhood, major social and political phenomena have acquired an increasingly religious angle: radicalisation – in the words of Olivier Roy – is becoming Islamised, intra and interstate conflicts have a sectarian character, and governments either want to increase their control over religion or the breakdown of local governance is making religious actors more legitimate representatives than the central government. Within EU member states, religion is resurfacing alongside two simultaneous trends: on the one hand, individualised, atomised urban life that requires more spirituality and a reference point to the realities of modernity and diversity; and, on the other, social polarisation around perceptions of secularisation and religions, particularly Islam. This Joint Policy Study takes an institutionalist view of state-religion relations, although religious institutions are defined in a broad sense and encompass both official and unofficial religion. This leaves the field outside of the institutionalised religion-state relations either relatively small or down to individual expressions of religiosity. Institutionalism, so understood, is a view that policy is carried out through and with institutions. This can vary in different aspects: dependence (state-dependent, statecontrolled, independent of states), size, homogeneity, thematic focus, accountability, credibility, and so on. The chapters in the study aim to provide both more generalised overviews and case studies to cover all levels of state-religion relations in Europe and MENA: relations between state and religious institutions in Europe (chapter 1); relations between state and religious institutions in the Maghreb (Tunisia and Morocco in chapter 3); relations between institutions of different religions (the Vatican and al-Azhar in chapter 4); and the role of Muslim religious institutions in advancing a state policy in an EU member state (Germany in chapter 2).

The title of the convening that gave rise to this collaborative reflection Breaking though the Backlash: Transformative encounters between LGBTI people and Churches in Africa, implies a level of visible and tangible progress in pursuing justice for LGBTI people within the African faith landscape and a coordinated push-back against progressive gains and constructive progress. Consequently this contribution starts by critically engaging the African contextual faith landscape and reflecting on examples of both progress and emerging backlash when it comes to the full inclusion of LGBTI people within African faith communities. Following from this, we explore the contours of a possible theology of liberation for LGBTI people in the African context. We agree with Makau Matua who argues that to engage with backlash we require “…thoughtful analysis, courageous advocacy and fundamental reform.”

13. Inter-Security Agency Rivalry as an Impediment to National Counter Terrorism Strategy (NACTEST)

The emergence of Boko Haram as a terrorist group in Nigeria considerably changed the country’s security milieu. From a quiet religious group in the early 2000s, the group had risen in 2015 to become the deadliest terrorist group. As a security challenge, however, the Government’s counter terrorism policy appears unsuccessful. This article reveals flaws in the policy directions, noting that Government’s military-centric approach was not guided by any documented national strategy until the release of National Counter Terrorism Strategy (NACTEST) in 2014 ostensibly coordinated by the Office of the National Security Advisor (ONSA). Even at this, NACTEST is observed to be fraught with gaps that question its suitability as a counter-terrorism policy document for Nigeria. Among the observed policy gaps include the animosity between and among Nigeria’s security agencies and their unwillingness to share intelligence hampering effort at effectively combating the Boko Haram insurgency in the country’s North-east. This is an exploratory study aimed at probing the seeming perennial conflicts between and amongst the various security agencies in Nigeria with a view to creating a new path to inculcating tolerance for enhanced synergy towards optimal service delivery and national security. To this end, data were generated from both primary and secondary sources. The study concluded by recommending that there is the need for intensive collaboration amongst the relevant security agencies in Nigeria, as a tonic for achieving national security.

14. Libya's Growing Risk of Civil War

Long-simmering tensions between non-Islamist and Islamist forces have boiled over into military actions centered around Benghazi and Tripoli, entrenching the country's rival alliances and bringing them ever closer to civil war. On May 16, former Libyan army general Khalifa Haftar launched "Operation Dignity of Libya" in Benghazi, aiming to "cleanse the city of terrorists." The move came three months after he announced the overthrow of the government but failed to act on his proclamation. Since Friday, however, army units loyal to Haftar have actively defied armed forces chief of staff Maj. Gen. Salem al-Obeidi, who called the operation "a coup." And on Monday, sympathetic forces based in Zintan extended the operation to Tripoli. These and other developments are edging the country closer to civil war, complicating U.S. efforts to stabilize post-Qadhafi Libya.

15. Institutional Conflict Settlement in Divided Societies: The Role of Subgroup Identities in Self-Government Arrangements

Institutions can contribute to regulating interethnic conflict; however, in many cases they fail to bring about lasting peace. The paper argues that their negligence of intraethnic factors accounts for some of this failure. Ethnic groups are often treated as unitary actors even though most consist of various linguistic, tribal or religious subgroups. This internal heterogeneity is often obscured by overarching collective ethnic identities that are fostered by interethnic conflict. However, when such interethnic conflict is settled, these subgroup differences may come back to the fore. This “resurgence” can lead to subgroup conflict about the political and economic resources provided through intergroup institutional settlements. Such conflict can in turn undermine the peace-making effect of intergroup arrangements. Different subgroup identity constellations make such destructive effects more or less likely. The paper focuses on self-government provisions in the aftermath of violent interethnic conflict and argues that lasting intergroup arrangements are especially challenging when they involve “contested” ethnic groups.

16. What Is Boko Haram?

Abstract:
Boko Haram is an Islamic sect that believes politics in northern Nigeria has been seized by a group of corrupt, false Muslims. It wants to wage a war against them, and the Federal Republic of Nigeria generally, to create a “pure” Islamic state ruled by sharia law. Since August 2011 Boko Haram has planted bombs almost weekly in public or in churches in Nigeria's northeast. The group has also broadened its targets to include setting fire to schools. In March 2012, some twelve public schools in Maiduguri were burned down during the night, and as many as 10,000 pupils were forced out of education. Boko Haram is not in the same global jihadist bracket as Algeria's al-Qaeda in the Islamic Maghreb, or Somalia's al Shabab. Despite its successful attack on the UN compound in Abuja in August 2011, Boko Haram is not bent on attacking Western interests. There have been no further attacks on international interests since that time. Following the failed rescue of hostages Chris McManus and Franco Lamolinara in north¬eastern Nigeria in March 2012, President Goodluck Jonathan played up the connections between the group and international terrorism. However, links between Boko Haram and the kidnappers are questionable. It is difficult to see how there can be meaningful dialogue between the government and the group. The group's cell-like structure is open for factions and splits, and there would be no guarantee that someone speaking for the group is speaking for all of the members. Tactics employed by government security agencies against Boko Haram have been consis-tently brutal and counterproductive. Their reliance on extrajudicial execution as a tactic in “dealing” with any problem in Nigeria not only created Boko Haram as it is known today, but also sustains it and gives it fuel to expand. The group will continue to attack softer targets in the northeast rather than international targets inside or outside Nigeria. It is also likely to become increasingly involved in the Jos crisis, where it will attack Christian indigenes of the north and try to push them out. Such a move would further threaten to destabilize the country's stability and unity.Now that the group has expanded beyond a small number of mosques, radical reforms in policing strategy are necessary if there is to be any progress in countering the group. Wide¬spread radical reform of the police is also long overdue throughout Nigeria. The field of religious peacebuilding has begun to move closer to the mainstream of conflict resolution practice and theory. The 2011 unrest in the Middle East and North Africa—the Arab Spring—reflects ongoing challenges and opportunities for the field. American and European nongovernmental organizations, agencies in the U.S. government, academia, and international organizations—sectors that once held religious issues at a distance or understood religion mainly as a driver of violence—increasingly engage religious communities and institutions as partners in creating peace. Meanwhile, religious organizations that have been involved in creating peace for decades, if not longer, increasingly have institutionalized and professionalized their work, suggesting ways that religious and secular organizations could coordinate their efforts more closely. The U.S. Institute of Peace's own programs on religion reflect the development of the wider field, having moved from research and analysis to on-the-ground programming to foster interfaith dialogue in the Balkans, Nigeria, Israel-Palestine, and Sudan. In addition, it has trained religious actors in conflict management in Sri Lanka, Iraq, and Colombia and developed peace curricula based on Islamic principles for religious and secular schools in Pakistan, Indonesia, the Philippines, and elsewhere. As the U.S. field of religious peacebuilding continues to develop, challenges include integrating further with secular peacebuilding efforts, engaging women and youth and addressing their priorities, working more effectively with non-Abrahamic religious traditions, and improving evaluation, both to show how religious peacebuilding can reduce and resolve conflict and to strengthen the field's ability to do so.

This paper analyzes the role of religion with regard to the violence experienced during the past 20 years in Côte d'Ivoire. It seeks to explain the differences in the level of violence over time by focusing on religion as an identity marker and as a social force that is mobilizable by religious and political actors. Religious identities were part of the growing in-/ out-group mechanism utilized in Côte d'Ivoire in the 1990s, while the political elites tried to politicize religion. In reaction to the violence and politicization, the religious elites founded an interreligious organization in the 1990s, and were successful in preventing a religious war.

20. The Lord's Resistance Army: End Game?

The Lord's Resistance Army (LRA) remains a deadly threat to civilians in three Central African states. After a ceasefire and negotiations for peaceful settlement of the generation-long insurgency broke down in 2008, Uganda's army botched an initial assault. In three years since, half-hearted operations have failed to stop the small, brutally effective band from killing more than 2,400 civilians, abducting more than 3,400 and causing 440,000 to flee. In 2010 President Museveni withdrew about half the troops to pursue more politically rewarding goals. Congolese mistrust hampers current operations, and an African Union (AU) initiative has been slow to start. While there is at last a chance to defeat the LRA, both robust military action and vigorous diplomacy is required. Uganda needs to take advantage of new, perhaps brief, U.S. engagement by reinvigorating the military offensive; Washington needs to press regional leaders for cooperation; above all, the AU must act promptly to live up to its responsibilities as guarantor of continental security. When it does, Uganda and the U.S. should fold their efforts into the AU initiative.

Despite the religious diversity in sub–Saharan Africa and the religious overtones in a number of African conflicts, social science research has inadequately addressed the question of how and to what extent religion matters for conflict in Africa. This paper presents an innovative data inventory on religion and violent conflict in all sub–Saharan countries for the period 1990–2008 that seeks to contribute to filling the gap. The data underscore that religion has to be accounted for in conflict in Africa. Moreover, results show the multidimensionality (e.g. armed conflicts with religious incompatibilities, several forms of non‐state religious violence) and ambivalence (inter‐religious networks, religious peace initiatives) of religion vis–à–vis violence. In 22 of the 48 sub–Saharan countries, religion plays a substantial role in violence, and six countries in particular—Chad, Congo‐Brazzaville, Ethiopia, Nigeria, Sudan and Uganda— are heavily affected by different religious aspects of violence.

Despite the repression of radical Islamist movements since 1992 and the promulgation of a National Reconciliation law in 1999 aimed at encouraging the repentance of jihadi fighters, Algeria is still subject to regular terrorist attacks. Rather than follow the 1990s model of Islamist parties that believed in politics, expressed themselves within the system, discussed the concept of democracy, and had the goal of building an Islamic State, the radical anti-state rhetoric in Algeria today finds its expression in movements that do not believe in working within the political system. These movements are Salafist in nature and include Jihadi Salafism, personified by the recently formed al-Qaeda in the Islamic Maghreb (AQMI), and Da'wa Salafism, inspired by Saudi Wahhabism. These apolitical or anti-political Salafi trends are the result of the marginaliza-tion of political Salafists, mainly during the 1990s. They reveal the failure of participationist strategies among the moderate Islamist parties and their difficulties in mobilizing their base, a growing depoliticization among the new young Islamist generation, and the urgent need to reinvent pluralistic politics in a post-conflict Algeria.

Particularly since 9/11 and the subsequent “war on terror” religion has been portrayed as a potential source of extremism and violence, predominately in the form of political Islam and Islamist terrorism. The ensuing debate has neglected the fact, however, that religion may also bring about “peace not war” (Smock 2006, see also Weingardt 2007). In this respect we can refer to religious values of peace as well as peacebuilding initiatives by religious actors. Despite today's widespread scholarly acknowledgement of this “ambivalence of the sacred” (Appleby 2000; Philpott 2007), the question remains as to which specific characteristics of the “religious landscape” and surrounding conditions in fact influence religion to either stimulate conflict or contribute to peace.

In the paper, commissioned by Hussein Solomon and Akeem Fadare for their forthcoming anthology on Political Islam and the State in Africa, the focus placed on the political role of Islam in Kenyan politics. Prevalent fears (e.g. in the United States) of the country becoming a hotbed of Islamist radicalism and terrorism are critically examined against the background of the various categories of Kenyan Muslims, their general position in Kenyan society, their grievances, organisation and occasional role in various conflicts. This is all set against a background of Kenyan history, where the role of other religions (Christianity and traditional religion) is also highlighted. The paper concludes with some tentative recommendations for how the (mainly latent) conflicts might be defused.

The report provides a brief overview of the religious landscape of Africa with a special focus on the role of religion in the continent's several conflicts. It then proceeds to look at East Africa, where the three religious “families” of traditional religion, Islam and Christianity are all present in large numbers. It does not find any significant correlation between conflict propensity or terrorism and religion, neither in the sense that religious diversity gives rise to any “clash of civilizations” nor in the sense that the predominance of any one religion (e.g. Islam) make a country more prone to conflict or terrorism. It then proceeds to country case studies of Djibouti, Ethiopia, Eritrea, Sudan, Somalia, Kenya, Tanzania and Uganda, providing a brief overview of the history of religion and conflict and an assessment of the present situation and the prospects for the future.

MUCH HAS BEEN WRITTEN in recent years about Islam and politics, Islam and democracy, and Islam's compatibility with the requirements of modernity. These debates cannot be settled conclusively by referring to the holy texts, because such texts lend themselves to conflicting interpretations. This paper, therefore, takes a different approach. Using Egypt as a case study, it focuses not on the relationship between Islam and politics in the abstract, but on the relationship between religious authority and political authority as it unfolds in practice. It outlines the motivations, interests, strategies, and agendas of the institutions that represent and speak for Islam and those that represent the state and act in its name. Important changes in the outlook of Egyptian Islamic activism in recent years have opened up possibilities for progressive political development, but these have gone unexploited because of the conservatism of the Egyptian government's policies. The absence of serious violence since late 1997 strongly suggests that the strategy of armed struggle (jihad) against the state has not only failed but has effectively been abandoned. At the same time, the ideology of non-violent Islamic activism has evolved and now emphatically embraces democratic principles and elements of a modernist outlook. However, unless the Egyptian government changes its approach, opens up the political field and undertakes serious political reform, the frustration which many Egyptians feel could lead to a recrudescence of violent activism at some stage. The government risks realising too late that it has squandered a vital opportunity and wasted the fruits of its own earlier successes on the security front.

Islamism, terrorism, reform: the triangle formed by these three concepts and the complex and changeable realities to which they refer is at the centre of political debate in and about North Africa today. The role of Egyptian elements in the leadership of Osama bin Laden's al-Qaeda organisation is well-known, if not necessarily well understood. The involvement of Maghrebis in terrorist networks in Europe -- whether linked to al-Qaeda or not -- has recently been underlined by the suspected involvement of Moroccans in the 11 March 2004 attack in Madrid. Egypt itself has endured years of terrorist violence; few if any countries have suffered as much from terrorism as Algeria has over the last twelve years; and the bombings in Casablanca on 16 May 2003 suggest that Morocco is not immune.

In the teeth of its modern despisers, religion has made a comeback in our time — for good or ill. Too often, the negative side is in the limelight. What Gilles Kepel has called the “revenge of God” on inspection usually turns out to be the ill will and vengefulness of religious communities and their leaders. The litany of contemporary religious clashes — or conflicts in good part spawned by religious motives — is long and depressing: Christians pitted against Muslims in Africa and the Balkans; Jews against Palestinians in the Near East; Hindus against Muslims in India and Kashmir; Hindus against Buddhists in Sri Lank, not to forget the old feud between Catholics and Protestants in Northern Ireland.

Abstract:
In its first annual report issued May 2000, the U.S. Commission on International Religious Freedom (the Commission) found that the government of Sudan was the world's most violent abuser of the right to freedom of religion and belief. The Commission also found that religion was a major factor in the ongoing civil war, and that religion and religious–freedom violations were intertwined with other human rights and humanitarian abuses in Sudan. In the Commission's view, the Sudanese government was committing genocidal atrocities against civilian populations in the southern part of the country and in the Nuba Mountains. In light of these conditions, the Commission recommended, among other things, that the Clinton administration launch a comprehensive program of diplomatic and economic pressures to stop human rights abuses in Sudan. Moreover, the Commission was disturbed by the reported connection between oil development and the Sudanese government's abuses, as well as by an initial public offering in the U.S. by a subsidiary of one of the government's joint–venture partners in the development of Sudan's oil fields. Therefore, the Commission recommended that foreign companies engaged in the development of Sudan's oil and gas fields be prohibited from raising money in U.S. capital markets.
