1. Will the Invasion of Ukraine Change Russia-Africa Relations?

Abstract:
With ties forged under Soviet rule, Russia has historically enjoyed warm relations with many African countries, as their economic and ideological ambitions often align and their ties are bolstered by a mutual mistrust of the West. The spread of Africa’s votes on United Nations (UN) resolutions to condemn Russia’s invasion of Ukraine in 2022, however, indicates three key themes. Firstly, many African countries are pulled in competing directions by broader global geopolitics—for many, abstaining was the rational choice. Secondly, Russia’s support on the continent may be overstated and is not unconditional. Finally, Russian influence is often limited by the extent to which it can influence the political elite of a country and in some cases co-opt that elite into patronage networks. The split in the way African countries voted to condemn Russia’s actions is an important departure point for an exploration of the changing nature of Africa’s ties to Russia. There have been myriad interpretations of the votes, most of which have focused on the failure of several African countries to denounce the invasion. Few have questioned whether the nonaligned stances of these countries were tacit refusals to be used as supporting actors in public displays of condemnation by the United States and European Union (EU), to distract from the inability to offer meaningful practical or military support. Fewer still have explored whether the nonaligned stances signal weakening Russian influence on a continent it has typically relied on for support. This paper examines political relations between Russia and Africa, delving into the legacy of independence, military support, diplomatic and foreign policy stances, aid, foreign direct investment, and trade. It will also unpack whether Russia’s invasion of Ukraine was a catalyst for what appears to be Russia’s diminishing influence or whether the former Soviet Union’s waning global standing and economic relevance precipitated a loosening of ties. The fluidity of geopolitics has left many African states between a rock and a hard place. What does this mean for Africa, not only in terms of its relationship to Russia but also more broadly on the geopolitical stage? Further, how would Africa be positioned on the global stage should Russia prevail, should the war drag on, or, more interestingly, should Ukraine emerge victorious?

Although South Africa declares it is neutral regarding the war in Ukraine and offers mediation, it remains a de facto ally of Russia. This is due to the strong sentiment among the ruling elites for the period of cooperation with the USSR, its successor Russia and its activity and influence in this country, and the perception that BRICS will help elevate South Africa’s international importance. If Vladimir Putin visits Johannesburg as scheduled in August, the authorities of the state, which is party to the Rome Statute, will not be willing to fulfil their obligation to arrest him or may even leave the International Criminal Court.

This 2022 Africa Report focuses on some of them (countries such as Morocco, Tunisia, Libya, Mali, Mozambique, and regions such as the Maghreb, West Africa). In Africa, however, we can see cross-cutting or cross-border trends that allow us to find continental issues in their government systems or in their societies.

The recent election in the United States and the resulting win of President Joe Biden will impact Africa in several ways. This is especially true for the liberal world order that has come to underpin the post-WWII era. The last four years have been blighted by polarized and incendiary politics, stemming from climate change skepticism, trade wars, and a blatant assail on multilateralism. The global rules-based orders frayed under a targeted assail from former President Donald Trump that culminated in the reneging of the Iran Nuclear Deal, the North American Free Trade Area, the INF treaty, and the Paris Climate Agreement. Meanwhile, as the largest donor to the World Bank, IMF, and the U.N., the outgoing administration’s approach to global diplomacy has dented decades-long efforts to introduce Africa to liberal values. President Biden’s win will usher in an era of tolerance, even as his ability to influence domestic politics might be hampered by the Supreme Court, not least the Senate, should it remain explicitly republican. Meanwhile, history suggests that every U.S. president has implemented a different foreign policy; but President Biden’s policies are likely to stay consistent with the Obama-era style of consensus building. All this holds grave implications for Africa, which is besieged by COVID-19, gradual implementation of structural reforms, and a dearth of data-driven policies. Even so, the Biden-Harris presidency is significant for Africa for three reasons. Firstly, while multilateralism is far from perfect, it has served as a credible anchor for financing Africa’s health care, education, and structural reforms that are indispensable for economic development. Secondly, governments have equally benefited from technical support and capacity building across sectors spanning health care, education, and agriculture due to information sharing latent under such frameworks.

8. Civil War in the Horn of Africa?: Four Possible Trajectories for Ethiopia

A civil war is erupting in Ethiopia—Africa’s second most populous state, a geopolitical fulcrum in the volatile Red Sea arena, and the seat of the African Union (AU). The question now is whether a ceasefire can quickly be brokered that would, in the best case, serve as the basis for a broader national dialogue aimed at stabilizing the country’s political transition; or whether the situation will devolve into a multisided conflict that draws in neighboring states and further destabilizes what is already one of the world’s most fragile regions. As of this writing, the latter unfortunately seems more likely, but there is still hope for a ceasefire, particularly if Ethiopia’s regional and international partners make a concerted push for de-escalation. One should not use the term “civil war” lightly, but this appears to be the course that Ethiopia is on. While in recent years the country has suffered from intercommunal clashes, assassinations, a coup attempt, and a low-level insurgency, this is the first time that Prime Minister Abiy Ahmed’s government has faced a direct challenge from a well-armed state within the state. The stakes are high. With a population of over 100 million, the United States Institute of Peace’s senior study group on the Red Sea warns that Ethiopia’s disintegration would constitute “the largest state collapse in modern history.”

9. The Origins of Boko Haram—And Why It Matters

Nigeria’s population of an estimated 200 million people is plagued by an alarming level of violence, which is driven by a toxic mix of brutal extremist groups, criminal gangs and a cropland crisis. These feed into one another, and each is little understood. A key player in the present carnage is Boko Haram, a notorious organization which claims to fight in defense of Islam. Over the last decade from 2009-2019, Boko Haram has waged a campaign of mass violence and wrought havoc in Africa’s Lake Chad region, which comprises northern Nigeria, southeastern Niger, far-northern Cameroon and western Chad. The Boko Haram movement has killed a conservative estimate of 18,000 people, displaced millions, and caused a large-scale humanitarian crisis. In 2014, it was recorded as the world’s deadliest terror group, killing 6,600 in that year alone. Boko Haram is particularly notorious for its violence against children. Indeed, the movement was first catapulted into the attention of western media in April 2014 by its kidnapping of 276 girls from their school dormitory in Chibok village, north-eastern Nigeria. It uses girls as sexual and domestic slaves and as human bombs, targeting civilian locations including markets, hospitals, IDP camps and places of worship. It has also conscripted thousands of boys into its army and forces them to kill in order to keep themselves alive. Boko Haram has established itself as a formidable force and, judging from security force fatalities of 750 in 2019 which is the highest since the violence began, it now appears to be stronger than ever.

In this issue of Ifriqiya, Asher Lubotzky discusses the context, opportunities, and risks involved in the pursuit of a normalization deal between Israel and Sudan. Following the 2019 revolution, the different parties in Sudan agreed to a road map for their transition to democracy, which requires that an elected government be formed by the end of 2022. It is clear, however, that the possibility of establishing official relations between Israel and Sudan is on the table and a serious consideration for both parties. The Israeli discourse surrounding regional cooperation tends to focus primarily on the Gulf States and on security issues; as such, it often overlooks more moderate and pro-Western countries in the region, and alternative cooperation tracks that are more along civil and cultural lines. Israel should pay more attention to Tunisia, which constitutes an important geographical, historical, and political crossroads along the Mediterranean coast; which provides insight into democratization processes; which is home to an ancient Jewish community; and which may serve as either an enabling or inhibiting factor for the realization of Israel’s interests in Africa. Despite the current political obstacles to relations between the two countries, there exists a precedent of positive relations and cooperation between Israel and Tunisia, and there is a possibility of expanding this cooperation in the future. Meanwhile, positive interpersonal, cultural, and civil relations should be advanced. These will assist future political relations, once changes occur in regional politics and progress is made in the Israeli-Palestinian peace process.

Abstract:
This paper considers the potential future role of South Africa as an anchor state in Africa, whose legitimacy and credibility – in spite of domestic constraints – is underwritten by a strategic commitment to maintaining regional peace and security. To achieve this, the paper draws upon the “hard” and “soft” power dichotomy first alluded to by Joseph Nye, to frame an understanding of current South African international relations against a conceptual backdrop largely influenced by liberal institutionalism – as well as certain constructivist propositions, to a lesser extent. The paper considers three distinct periods in the evolution of the country’s foreign policy thinking, before discussing the most significant aspects of the current international peace and security order from the perspective of a system facing fundamental ontological change, and one which subsequently necessitates new approaches and strategies by international stakeholders. Finally, the paper puts forward an argument that privileges the idea of a renewal of aspirational South African leadership in the region. This is specifically premised on a central commitment to conflict management and the subsequent maintenance of peace and security through better application of the country’s “smart power” reserves, as well as in terms of the demands and opportunities associated with an international system in flux.

To progressively bring independent African states together in order to foster unity, continental integration2 is a long cherished ideal of the forbearers of the Organization of African Unity (OAU), now African Union (AU). The pursuit of this ideal, however, looks farfetched. It’s been over half a century and yet the continent has a very restrictive regime in terms of movement of persons within, so is continental trade. The AU, however, has announced to introduce a single African passport in order to facilitate easy movement of persons and trade activities across the continent. The first part of this paper examines some of the merits implementing the single African passport will bring; the second part deals with some of the challenges that may come with it as well as the highlight of a central critique.

14. Separatist Agitations in Nigeria: War versus Peace Journalism

The mass media are veritable tools for information dissemination, surveillance and correlation. Conflict reporting is one of the delicate areas of media practice. The type of agenda the media set on a conflict can either fuel or quell the crisis. Warring parties take their grievances to the media, with words as lethal as ballistic missiles. The Nigerian media, having been divided along ethnic lines since the colonial era, report separatist agitations with ethnic lens. With the trend, peace journalism, an emerging form of journalism that creates conducive environment for peaceful resolution of conflicts, seems elusive in Nigeria. This paper examined how the Nigerian media reported Biafra and Boko Haram, and how peace journalism approach can be adopted to improve media performance in this regard. Using desk review, descriptive survey, content analysis and personal interview methods, the study found that the Nigerian media adopted war journalism approach in reporting Biafra agitation and Boko Haram, amidst influencing factors. The paper recommends the adoption of peace journalism approach by the Nigerian mass media, to be relevant in finding lasting solutions to the conflicts; integration of Nigerian media into the national security framework and domestication of Freedom of Information Act in States of Nigeria.

15. A primary exploration on cyber security governance in Africa

Abstract:
The internet history in Africa is short, but this new technology is spreading fast on the continent. Along with this, cybercrime in Africa is becoming increasingly rampant, while the relevant legal institutions and law enforcement capacity are lagging behind, with public and private cyber security awareness being relatively weak. In recent years, African countries start accelerating the design of institutional framework concerning cyber security governance. Besides e-transaction and cybercrime, personal data protection is also part of Africa’s cyber security governance, which is the result of the “impartment“ from Western developed countries and the active advocacy from NGOs. Whether at the national level, sub-regional organization level, the African Union level or NGO level, those Western developed countries and western-dominated international organizations have played a role in the institutional design of African cyber security governance, some of which referred to or even copied the original designs of the Western countries. This may lead to the African continent being “recolonized” in cyberspace, with no autonomous decision-making power in global cyber security governance. Besides, from design to implementation, African countries still have a long way to go, and whether the institutions based on the western experience are suitable for the culture and ideas of the African countries, remains to be tested with practice.

This report assesses the United Nations Security Council's current approach to drawing down sanctions in intrastate war situations. After examining broader questions surrounding the UN's authority to impose sanctions and the corresponding limits on these powers, this report assesses criteria used by the council to terminate sanctions. It observes that multilateral sanctions under the UN Security Council tend to last substantially longer than sanctions by regional organizations, such as the African Union and the Economic Community of West African States (ECOWAS); and it argues that short sanctions periods are preferable to long sanctions periods.

Why is now the right moment to commission a poll on the US public's views toward Cuba and US-Cuba relations? Why is a new, nonpartisan Latin America center reaching out to grab the third rail of Latin American foreign policy in the United States? Both good questions. Sometimes in foreign policy, structural impediments or stark policy differences will stymie progress in a certain area. Relations with China could not proceed until the United States recognized a “one China” policy that forever downgraded US relations with Taiwan. An activist foreign policy with Africa was impossible until the United States denounced apartheid.

One possible outcome of the economic crash of 2008 was that the majority or mainstream members of a society would direct their anger and fear against the minority or marginal members of their society. Commentators on television or the radio would claim, "it's all the fault of the immigrants!" or "if we didn't hand over so much of our tax dollars to the poor, the economy would not have deteriorated so much," or "social benefits to African Americans [or German Turks] have distorted the housing market." Citizens would come to believe these assertions, politicians would echo them – and the upshot would be not only a deteriorating national and international economy but also increased hostility and fear among racial, ethnic, or nationality groups in a country. Social solidarity would decline, perhaps irrevocably.

While in an initial legal and academic anti-corruption wave corruption itself was at the center of analysis, research is now increasingly focused on anti-corruption discourse and praxis. The latter analyses have generated numerous criticisms of anti-corruption activities and anti-corruption research, and these are presented in this literature review. These criticisms range from the anti-corruption norm's legitimacy deficit, to the difficulty of defining and measuring corruption, to the discourse's depoliticization through its technicalization. The anti-corruption movement faces particular difficulties with respect to the tension between the universality of the anti-corruption norm and its simultaneous contextualization for specific and local application. This tension is especially important because it touches upon the central issues of the respective political communities, such as the division of the private from the public, which differ from one cultural context to another. The contextualization of anti-corruption concepts has to be enabled in various areas: first, with respect to the culturally shaped conception of the division between the public and the private; second, with respect to local understandings of corruption, that is, what is actually meant when talking about “corruption”; and third, with respect to the low socioeconomic development levels in some countries, which do not permit the absence of corruption (evading a zero-tolerance rhetoric).

22. The Somali conflict: The role of external actors

Somalia has been without a functioning state ever since 1991, when the former dictator, Siyad Barre, was overthrown. None of the competing factions were strong enough to take his place as ruler of the country, producing first chaos, but gradually a form of stateless order. The international interventions have ever since the failed, and counter-productive intervention by the United Nations and the United States in the early 1990 exacerbated rather than mitigated the problems, let alone solved them. This was especially the case for the Ethiopian invasion (December 2006-January 2009), which produced utter chaos and a severe humanitarian crisis. Since the withdrawal of the Ethiopian forces, Islamist extremist militias have been establishing control of Somalia, and they may or may not be able to maintain this control. If they pursue their radical programme of Islamisation, their reign is likely to be short, but if they moderate themselves they may retain control.

South Africa's “quiet diplomacy” has been often used to reject the notion of South African leadership or regional hegemony in southern Africa. This article finds that this evaluation is founded on a misguided understanding of regional hegemony, which is based on conventional hegemony theories that are mostly derived from the global role of the United States after World War II. Alternatively, this article uses a concept of hegemony that, for example, takes into account the “regionality” of South Africa's hegemony, which both allows external actors to impact on regional relations and allows South Africa to pursue its foreign policy goals on the global level of international politics. To what degree may the US be considered a normative power? The US foreign policy mainstream tends to reflect a varying blend of normative and hegemonic approaches. The US has been and continues to be simultaneously a guardian of international norms; a norm entrepreneur challenging prevailing norms as insufficient; a norm externaliser when it tries to advance norms for others that it is reluctant to apply to itself; and a norm blocker when it comes to issues that may threaten its position, or that exacerbate divisions among conflicting currents of American domestic thought. On balance (and despite exceptions), the US has sought to manage this normative-hegemonic interplay by accepting some limits on its power in exchange for greater legitimacy and acceptance of its leadership by others. The unresolved question today is whether the US and other key players are prepared to stick with this bargain. Closer examination of the US case also raises a considerable number of questions about the notion of the EU as a 'normative power'.

In this first decade of the twenty-first century, we have reason both to commend and to decry the state of human health and our ability to improve it. We have achieved a maximum life expectancy of eighty-six years and have found a way to manage, though not cure, the most deadly epidemic since the Black Plague, AIDS. We can keep up with mutating viruses to produce a new flu vaccine every year and we can save babies born only twenty-three weeks into a pregnancy. Yet that is only half the picture. We also live in a world where a Nigerian newborn has a nearly one in five chance of dying before reaching age five and her mother a one in sixteen chance of dying in one of her pregnancies. Life expectancy in parts of sub-Saharan Africa has fallen below forty years. We have experienced remarkable scientific advances over the past fifty years, although we have not been able to apply many of these to the bedside or to public health policy. And so we have powerful genetic tools to study the components of viral RNA but cannot predict when or even if the bird flu will spread to humans.

The report analyses the international engagement in Sudan since the Comprehensive Peace Agreement (CPA) in relation to the Principles for Good International Engagement in Fragile States and Situations, which the OECD/DAC is currently developing. The report concludes that donor coordination has been quite advanced in Sudan, with a number of innovative mechanisms tried out. Furthermore, there has been a concerted effort towards contributing to the building of the South Sudan state. This effort, however, has focused on building institutions from the top down in Juba, without a complementary emphasis on building legitimacy and the relations between state apparatus and society. Moreover, strengthening the relationship between the Government of National Unity and the Government of South Sudan has been given relatively less attention. In terms of peacebuilding, there are also challenges for international engagement. More could have been done to contribute to a short-term peace dividend, and perhaps also to support the implementation of the CPA. On the basis of the experiences of the case of Sudan, the OECD/DAC Principles are found to be very relevant for guiding international engagement.

Regional powers can be distinguished by four pivotal criteria: claim to leadership, power resources, employment of foreign policy instruments, and acceptance of leadership. Applying these indicators to the South African case, the analysis demonstrates the crucial significance of institutional foreign policy instruments. But although the South African government is ready to pay the costs of co-operative hegemony (such as capacity building for regional institutions and peacekeeping), the regional acceptance of South Africa's leadership is constrained by its historical legacy. Additionally, Pretoria's foreign policy is based on ideational resources such as its reputation as an advocate of democracy and human rights and the legitimacy derived from its paradigmatic behaviour as a 'good global citizen'. However, the Mbeki presidency is more successful in converting these resources into discursive instruments of interest-assertion in global, rather than in regional bargains. In effect the regional power's reformist South-oriented multilateralism is challenging some of the guiding principles of the current international system.

29. Do Visas Kill? Health Effects of African Health Professional Emigration

The emigration of highly skilled workers can in theory lower social welfare in the migrant-sending country. If such workers produce a good whose consumption conveys a positive externality—such as nurses and doctors in a very poor country—the loss can be greater, and welfare can even decline globally. Policies to impede emigration thus have the potential to raise sending-country and global welfare. This study uses a new database of health worker emigration from Africa to test whether exogenous decreases in emigration raise the number of domestic health professionals, increase the mass availability of basic primary care, or improve a range of public health outcomes. It identifies the effect through two separate natural quasi-experiments arising from the colonial division of the African continent. These produce exogenous changes in emigration comparable to those that would result from different immigration policies in principal receiving countries. The results suggest that Africa's generally low staffing levels and poor public health conditions are the result of factors entirely unrelated to international movements of health professionals. A simple model proposes that such results would be explained by segmentation of health workforce labor markets in the sending countries. The results further suggest that emigration has caused a greater production of health workers in Africa.

Much of the growth in Sub-Saharan Africa in the past decade has come from extractive industries, rather than from private, entrepreneurial activity. Furthermore, non-extractive activity in the private sector is often dominated by firms owned by ethnic minorities. This paper analyzes the characteristics of the formal private sector in five countries in sub-Saharan Africa, with a particular emphasis on Black African-owned (indigenous) firms. We find that indigenous firms start smaller and grow more slowly; however their rate of growth is positively influenced by whether the owner-entrepreneur has a university degree. We do not find overwhelming evidence that credit is the binding constraint but we do find that indigenous firms get less access to trade credit than firms owned by minority entrepreneurs. Finally, we discuss policy solutions that might enable a larger number of indigenous entrepreneurs to enter and survive in a vibrant, multi-ethnic private sector.

33. Some Assembly Required: Sudan's Comprehensive Peace Agreement

Regional mediators and international facilitators helped the two main opposing forces in Sudan's fifty-year civil war, the National Congress Party (NCP) of the North and the Sudan Peoples Liberation Movement and Army (SPLM/A) of the South, to reach a detailed Comprehensive Peace Agreement (CPA) after two-and-a-half years of negotiation, from 2002 to 2005. The United States served as the catalyst for the peace process and then became part of a group of facilitators including the United Kingdom, Norway, and Italy. At different points during negotiations, each of these countries exerted influence on the Sudanese parties. Kenya took the lead in mediating the negotiations under General Lazaro Sumbeiywo. Sudan Vice President Ali Osman Taha, representing the North, and Dr. John Garang, representing the South, spent fifteen months negotiating the final agreement in Naivasha, Kenya. Implementation of the CPA requires continuing good security with minimal fighting, agreement on the boundaries of North and South that affect the distribution of Sudan's oil wealth, completion of midterm elections, and a referendum in the South. Slow implementation of key provisions of the CPA is causing Sudanese to question the political will and even the good faith of the northern government. Failure to provide an immediate peace dividend, lack of competence in managing southern expectations, and corruption have led to public criticism of the southern authorities. Hope is waning that the CPA will pave the way to a modern, united Sudan with a government responsive to all its peoples. The SPLM/A leadership is focusing on developing the South rather than creating a national political movement. The crisis in Darfur has diverted the international community's attention. Implementing the CPA will require sustained international pressure and imagination to help resolve numerous political, economic, and social problems.

South Africa has undergone a remarkable transformation since its democratic transition in 1994, but economic growth and employment generation have been disappointing. Most worryingly, unemployment is currently among the highest in the world. While the proximate cause of high unemployment is that prevailing wages levels are too high, the deeper cause lies elsewhere, and is intimately connected to the inability of the South African to generate much growth momentum in the past decade. High unemployment and low growth are both ultimately the result of the shrinkage of the non-mineral tradable sector since the early 1990s. The weakness in particular of export-oriented manufacturing has deprived South Africa from growth opportunities as well as from job creation at the relatively low end of the skill distribution. Econometric analysis identifies the decline in the relative profitability of manufacturing in the 1990s as the most important contributor to the lack of vitality in that sector.

This paper explores export performance in South Africa over the past 50 years, and concludes that a lagging process of structural transformation is part of the explanation for stagnant exports per capita. Slow structural transformation in South Africa is found to be a consequence of the peripheral nature of South Africa's productive capabilities. We apply new tools to evaluate South Africa's future prospects for structural transformation, as well as to explore the sector al priorities of the DTI's draft industrial strategy. We then discuss policy conclusions, advocating an 'open-architecture' industrial policy where the methods applied herein are but one tool to screen private sector requests for sector-specific coordination and public goods.

Crime in South Africa is high and widely believed to restrain investment. Nevertheless, both the mechanisms through which crime constrains growth and the actions that might be taken to loosen its grip are poorly understood. In light of the limited knowledge in the field and the limited capacity of criminal justice institutions, this paper proposes focusing on two issues: (1) the costs of crime to business, especially household-based enterprises in low-income settlements, and (2) the perception of violent crime. In both cases, the paper proposes a cyclical process of iterative innovation in which government seeks to solve narrowly circumscribed crime problems, and then leverages each success to generate wider hope and confidence in the criminal justice system.

Since the new, democratically elected government came to power in September 2005, the first since 1993, there has been marked deterioration in Burundi's political climate. Led by the National Council for the Defense of Democracy-Forces for the Defense of Democracy (CNDD-FDD), the government has arrested critics, moved to muzzle the press, committed human rights abuses and tightened its control over the economy. Unless it reverses this authoritarian course, it risks triggering violent unrest and losing the gains of the peace process. The international community needs to monitor the government's performance, encouraging it to adopt a more inclusive approach and remain engaged even after UN troops depart in December 2006.

Le deuxième report des élections s'inscrit dans une stratégie délibérée de la part des hommes politiques qui ne veulent pas d'une paix dont ils n'auraient pas la maîtrise et qui cherchent à évaluer le pouvoir d'une co mmunauté internationale qui doit prendre des décisions diffic iles en septembre: reporter les élections, maintenir l'autorité de Banny pendant encore six mois et demeurer activement engagée dans le pays. Un échec à ce stade augmenterait fortement le risque que ce pays, qui était autrefois l'un des plus prospères d'Afrique, continue à se rapprocher d'un bain de sang qui n'a été évité que de justesse depuis quatre ans.

42. Somaliland: Time for African Union Leadership

On 18 May 2006, the self-declared Republic of Somaliland marked fifteen years since it proclaimed independence from Somalia. Although its sovereignty is still unrecognised by any country, the fact that it is a functioning constitutional democracy distinguishes it from the majority of entities with secessionist claims, and a small but growing number of governments in Africa and the West have shown sympathy for its cause. The territory's peace and stability stands in stark contrast to much of southern Somalia, especially the anarchic capital, Mogadishu, where clashes between rival militias have recently claimed scores of lives. But Somalia's Transitional Federal Government (TFG), which is still struggling to overcome internal divisions and establish its authority in southern Somalia, also claims sovereignty over the territory, and the issue is becoming an increasing source of tension. The African Union (AU) needs to engage in preventive diplomacy now, laying the groundwork for resolution of the dispute before it becomes a confrontation from which either side views violence as the only exit.

For too long, public figures within and outside Africa have been timid about discussing Guinea's deep-rooted problems. Its strong anti-imperialist stance in the 1960s and beyond earned it respect among pan-Africanists, but the hands-off attitude that grew out of that respect has long since degraded into indifference and cynicism. The probability is now high that President Conté's term will end in a military takeover, which some seem prepared to accept before the fact, as if it were a means of preserving Guinea's sovereignty. But parts of Guinea's civilian elite are finally beginning to treat the country's future as their own collective concern, one not to be resolved by a third party, whether the army or foreign diplomats. They should be given every encouragement, including by relevant international actors, to do so.

44. To Save Darfur

The international strategy for dealing with the Darfur crisis primarily through the small (7,000 troops) African Union Mission in Sudan (AMIS) is at a dead end. AMIS credibility is at an all-time low, with the ceasefire it could never monitor properly in tatters. In the face of this, the international community is backing away from meaningful action. The African Union (AU) yielded to Khartoum's pressure on 10 March 2006 and did not ask the UN to put into Darfur the stronger international force that is needed. If the tragedy of the past three years is not to be compounded, the AU and its partners must address the growing regional crisis by getting more troops with greater mobility and firepower on the ground at once and rapidly transforming AMIS into a larger, stronger UN peacekeeping mission with a robust mandate focused on civilian protection.

45. Morocco: Betting on a Truth and Reconciliation Commission

Facing the Atlantic and Mediterranean, just nine miles from the Spanish coast, Morocco is essential for stability in Europe, Africa, the Middle East, and American interests in these regions. The United States and the European Union fully recognize its strategic importance. Its proximity, large diaspora, and extensive trade with Europe place it at the top of the EU's Mediterranean strategy agenda. The United States has designated Morocco a major non-NATO ally; it also was one of the first Arab countries to sign a free-trade agreement with the United States. The Kingdom of Morocco is facing four challenges: weak economic growth; a social crisis resulting from social inequalities, with 20 percent of the population in absolute poverty and 57 percent illiterate; lack of trust in the governing institutions because of the high level of corruption; and an unstable regional and international environment. These factors strengthen the appeal of various Islamist movements, from moderate to more radical groups such as the authors of the deadly bombings in Casablanca in 2003 and Madrid in 2004. Moreover, the conflict over the Western Sahara places Morocco's and Algeria's armies, the two most powerful in North Africa, toe to toe. Unlike Tunisia and Algeria, since the end of the Cold War Morocco has taken steps toward political liberalization, and its pace has accelerated since Mohammed VI came to the throne in 1999. As part of the process of liberalization, the king established a truth and reconciliation commission (TRC) in January 2004. This is one of very few cases in which a TRC was created without a regime change. Thousands of victims tortured during the reign of King Mohammed's father, King Hassan II, have been given the opportunity to voice their sufferings publicly and have been promised financial compensation. Such outcomes are unprecedented in a region known for its culture of impunity. Morocco is the first Arab Islamic society to establish a TRC. Its experience shows that political factors play a primary role in the functioning of such a body, while religious and cultural factors are of secondary importance. Although the Moroccan TRC is not an exportable model, it could inspire other majority Muslim societies, such as Afghanistan and Lebanon, which are envisaging or might set up TRCs to confront crimes of past regimes. Some security experts hoped the TRC would be effective in the “soft war” against terrorism by winning the hearts and minds of the population. The actual experience in Morocco shows the limits of this approach. The tension is too strong between the perceived requirements of the antiterrorist struggle and a process to establish accountability for past crimes and advance democratization. In the final analysis, the “war against terrorism” has limited the TRC's impact in Morocco. The report of the Moroccan TRC, published in early 2006, recommended diminution of executive powers, strengthening of parliament, and real independence for the judicial branch. The king and the political parties must decide in the coming years if they will permit the transformation of the “executive monarchy” of Morocco into a parliamentary monarchy. This decision will affect the stability of the kingdom, North Africa, and, to a lesser extent, Europe and the Middle East.

This paper considers asset holdings in rural Ethiopia. It shows that households own mostly non-financial assets and that the composition of asset portfolios varies significantly with the household's overall wealth and its exposure to uncertainty. As regards the distribution of assets, inequality is lowest for land holdings and much higher for all other assets. More generally, asset inequality is higher than consumption inequality but, somewhat surprisingly, lower than income inequality. Less surprising is the finding that asset holdings are positively correlated with income and consumption. An analysis of how asset holdings vary with key demographic variables shows that assets increase with the size of the household and the education of the household head. Finally, the paper concludes by exploring the role that assets play in marriage markets in rural Ethiopia.

The study uses an asset index of consumer durables to track changes in household wealth in Ghana during the recent period of strong growth. Using the Ghana Living Standards Survey of 1998 that contains both wealth data and consumer durable data, the authors demonstrate that the asset index approximate marketable wealth adequately. Although asset index estimates of wealth cannot match the precision of wealth surveys, this approach can provide useful information on marketable wealth in countries where more appropriate sources are not available. The asset index analysis with the three demographic and health surveys for 1993, 1998 and 2003 suggests that the solid economic growth seen over this period has been accompanied by a strong rise in the average asset index scores.

Moreover, there is growing evidence that the gender distribution of wealth matters. This paper first reviews the available evidence for developing countries on the gender asset gap and finds that it is significant. It then considers the constraints on women's asset ownership with particular attention to the role of legal marital and inheritance regimes. The paper then turns to a more detailed examination of women's land ownership in Latin America and Africa. Since 1992 Ethiopia has been engaged in liberalizing its financial sector. The hallmark of the strategy is gradualism. The approach is not without problems especially from Bretton Woods Institutions that saw the reform as a sluggish process. This study examines this liberalization program by analyzing the performance of the sector before and after the reform. The study notes that given the nascent development of the financial sector in the country, the relatively good shape in which the existing financial institutions find themselves, and given that supervision and regulation capacity of the regulating agency is weak, the government's strategy of gradualism and its over all reform direction is encouraging. However, we argue for charting out clearly defined time frame for liberalization and exploring the possibility of engaging with foreign banks to acquire new technology that enhance the efficiency of the financial sector in general and the banking sector in particular.

This paper suggests how the targeting efficiency of government programmes may be better assessed. Using the 'pro-poor policy' (PPP) index developed by authors, the study investigates the pro-poorness of not only government programmes geared to the poorest segment of the population, but also basic service delivery in education, health and infrastructure. This paper also shows that the targeting efficiency for a particular socioeconomic group should be judged on the basis of a 'total-group PPP index', to capture the impact of operating a programme within the group. Using micro-unit data from household surveys, the paper presents a comparative analysis for Thailand, Russia, Vietnam and 15 African countries.

On 27 April 1994, millions of South Africans cast their votes in the country's first fully democratic general elections, signalling an end to more than 350 years of political rule by a white minority over the black majority. South Africa's history is one of colonial conquest, dispossession, segregation, and repression; one in which firearms played an important role in maintaining the border between the oppressed and the oppressor, between the colonized and the colonizer. With the state's implementation of apartheid policies after 1948, which further entrenched white rule, the military expanded its influence into all areas of social life, becoming a pervasive element in South African society. In response to the increased repression by the apartheid state, resistance organizations turned to armed violence as one strand in the strategy for national liberation. Many members of the military wing of the African National Congress (ANC) regarded themselves as soldiers fighting in a people's war. Although many held that South Africa was at war, it was generally accepted that the conflict was a low-level civil war, commonly referred to as 'low intensity conflict' (Cock and Nathan, 1989). As a result of several factors, such as internal mass mobilization against apartheid and increasing international pressure for a political solution to the South African conflict, negotiations for a new political dispensation started in 1990, culminating in a democratic constitution and the 1994 elections.

Africa Action welcomed the passage of this Security Council Resolution as an important step forward. In 2006, the Horn of Africa witnessed major escalations in several conflicts, a marked deterioration of governance in critical states, and a general unraveling of U.S. foreign policy toward the strategically located region. The U.S.-brokered Algiers Agreement to end the 1998–2000 border war between Ethiopia and Eritrea is at a crossroads. Ethiopia has resisted implementing the decisions made by the Eritrea-Ethiopia Border Commission (EEBC), Eritrea has imposed unilateral restrictions on the United Nations Mission in Ethiopia and Eritrea (UNMEE), and both states have rejected the EEBC's plans to demarcate the border unilaterally. In Sudan, implementation of the Comprehensive Peace Agreement remains incomplete, and the violence in Darfur continues to rage and spill into Chad. In Somalia, the Transitional Federal Government (TFG) has failed to establish itself outside of Baidoa and its rival, the Union of Islamic Courts (UIC), has seized control of Mogadishu and much of southern Somalia. The rapid rise of the UIC in mid-2006 in particular amplified prospects for regional conflict as Ethiopia and Eritrea sent significant military support to the opposing sides. On December 6, 2006, the UN Security SudanCouncil unanimously endorsed Resolution 1725, a plan supported by Washington to deploy African troops to prop up the authorities in Baidoa. The Islamic Courts have stated that this intervention will be regarded as an invading force and will escalate, rather than reduce, the conflict.

The report provides a brief overview of the religious landscape of Africa with a special focus on the role of religion in the continent's several conflicts. It then proceeds to look at East Africa, where the three religious “families” of traditional religion, Islam and Christianity are all present in large numbers. It does not find any significant correlation between conflict propensity or terrorism and religion, neither in the sense that religious diversity gives rise to any “clash of civilizations” nor in the sense that the predominance of any one religion (e.g. Islam) make a country more prone to conflict or terrorism. It then proceeds to country case studies of Djibouti, Ethiopia, Eritrea, Sudan, Somalia, Kenya, Tanzania and Uganda, providing a brief overview of the history of religion and conflict and an assessment of the present situation and the prospects for the future.

This paper reports the results of a survey of almost all certified and in-conversion organic export operations in Uganda in late 2005. It covers products exported, company size and ownership, standards exported to, certification costs, total export values, value-added in Uganda, marketing channels, crop procurement systems, management of organic operations and the main challenges experienced by exporters. Findings include that numbers of certified exporters are growing rapidly. Export values are also growing, but more slowly: They reached USD 6.2 million in 2005. A handful of firms exporting coffee and cotton dominate the sector and this situation is likely to remain. Though the sector is maturing, most recent entrants are small, relatively weak and currently depend on donor support.

The main objective of this paper is to encourage open debate and reform action in the Middle East and North Africa (MENA) region on the need to create the legal and political enabling environment necessary to promote good governance, the Rule of Law and citizen participation. The paper notes that many of the defamation laws in the region still contain criminal penalties, including high fines and imprisonment, and that the threat and enforcement of these laws and policies leads to government censorship, self-censorship and sometimes imprisonment. These practices are now well understood as counter to international obligations and best practices as well as to the guarantees of a free media and free speech enshrined in most MENA Constitutions. The net result of these practices is a culture of secrecy that presents high barriers to sustainable economic and political reform. Collectively, this secrecy effectively muzzles open discussion and critical reform debate and makes the promotion of basic human rights and a good governance reform agenda virtually impossible.

May 15, 2005 elections presented the Ethiopian people a remarkable opportunity to express their political views by participating in a poll that offered them a meaningful choice. In contrast to earlier elections in 1995 and 2000, opposition parties did not boycott but rather competed vigorously across the country. Opposition party mistrust of the National Electoral Board of Ethiopia (NEBE), reports of intimidation and violence, and highly polarizing rhetoric raised concerns during the pre-election period but did not deter opposition parties from campaigning in nearly every constituency. Live, televised debates on matters of public policy, opposition party access to state-owned media, and huge, peaceful rallies in the final week of campaigning made it clear that these elections would represent a critical moment in Ethiopia's political development. The Ethiopian people recognized this opportunity and turned out in overwhelming numbers to vote, forcing some polling stations in Addis Ababa to stay open 24 hours to accommodate those in line.

The Bush Administration has significantly increased aid to Africa, but that increase falls far short of what the President has claimed. U.S. aid to Africa from FY 2000 (the last full budget year of the Clinton Administration) to FY2004 (the last completed fiscal year of the Bush Administration) has not "tripled" or even doubled. Rather, in real dollars, it has increased 56% (or 67% in nominal dollar terms). The majority of that increase consists of emergency food aid, rather than assistance for sustainable development of the sort Africa needs to achieve lasting poverty reduction.

The African Union's (AU) intervention in Sudan's Darfur region tests the effectiveness of its own peace and security structures and those of the European Union (EU). The AU has taken the lead both in the political negotiations between the government and the rebels and in deploying a peace-monitoring mission, the AU Mission in Sudan (AMIS). It has had to rely on outside support for AMIS, with nearly two thirds of its funding coming from the EU's African Peace Facility. The results are mixed. If Darfur is to have stability anytime soon, and the two organisations are to fulfil their ambitions to be major players in crisis prevention and crisis resolution, AMIS must get more troops and a more proactive, civilian-protection mandate, and the EU needs to find ways to go beyond the present limitations of the African Peace Facility in providing assistance.

Insecurity in Darfur remains pervasive despite a decline in direct, large-scale fighting between the government and the two main rebel movements, the Sudan Liberation Army/Movement (SLA) and the Justice and Equality Movement (JEM). Maintaining the present uneasy status quo is not the answer. The Khartoum government continues to flout its numerous commitments to neutralise its allied proxy militia, the Janjaweed, and more than two million civilians displaced by the conflict will not return home without a comprehensive political settlement including security guarantees. But the problem is not just on the government side: discord within and between the rebel movements also needs to be resolved if there is to be a chance for sting peace.

The international community is failing in its responsibility to protect the inhabitants of Darfur, many of whom are still dying or face indefinite displacement from their homes. New thinking and bold action are urgently needed. The consensus to support a rough doubling of the African Union (AU) force to 7,731 troops by the end of September 2005 under the existing mandate is an inadequate response to the crisis. The mandate must be strengthened to prioritise civilian protection, and a force level of at least 12,000 to 15,000 is needed urgently now, not in nearly a year as currently envisaged.

In evaluating tax reform in the developing countries, one first needs to determine what is the unique role of the tax system in each particular country. One of the key reasons for undertaking tax reforms in Kenya was to ad dress issues of in equality and to create a sustainable tax system that could generate adequate revenue to finance public expenditures. In this respect, the tax modernization programme introduced in the country was to achieve a tax system that was sustainable in the face of changing conditions domestically and internationally. Policy was shifted towards greater reliance on indirect taxes as opposed to direct taxes. Consumption taxes were seen to be more favourable to investments and hence growth. Trade taxes, instead of being used for protection or revenue-maximization purposes, were viewed more as instruments to foster export-led industrialization. Trade taxes were therefore used to create a competitive exports sector rather than protect the import-competing manufacturing sector, as had been done in the past.

Ghana's tax reforms constitute the major policy instrument needed to accelerate growth and poverty reduction. Over the past two decades, the government has consistently spent more revenue than it is able to generate and the gap is often financed with foreign aid which has perpetuated the country's aid dependency. Two options can be explored to reduce the gap between government revenue and expenditure; generate more revenue or reduce government expenditure. Although the latter sounds reasonable, the government needs to spend more on key sectors like education, health and infrastructure if the country is to significantly reduce poverty. The critical issue has been how to generate the needed resources domestically, using tax instruments that are least harmful to the poor. This will obviously involve reforming the tax system to ensure efficiency by widening the tax net without necessarily increasing the tax rate. This paper provides an assessment of the changing structure of the tax system in Ghana over the last two decades and suggests ways to improve tax administration in the country.

This paper is a contribution to the literature on aid and growth. Despite an extensive empirical literature in this area, existing studies have not addressed directly the mechanisms via which aid should affect growth. We identify investment as the most significant transmission mechanism, and also consider effects through financing imports and government consumption spending. With the use of residual generated regressors, we achieve a measure of the total effect of aid on growth, accounting for the effect via investment. Pooled panel results for a sample of 25 Sub-Saharan African countries over the period 1970 to 1997 point to a significant positive effect of foreign aid on growth, ceteris paribus. On average, each one percentage point increase in the aid/GNP ratio contributes one-quarter of one percentage point to the growth rate. Africa's poor growth record should not therefore be attributed to aid ineffectiveness.

Aid flows have been associated with low domestic resource mobilization and have reduced Ghana to a country heavily dependent on aid. The amount of official development assistance (ODA) inflow s has fallen in recent years and has become unpredictable. It is general knowledge that aid has not yielded the desired benefit. In an attempt to improve aid effectiveness donors have used tie d aid not just to promote commercial interests but also to target aid to particular projects that have direct links with poverty. However, this has not yielded the maximum benefits required. Recently, the government of Ghana and its development partners agreed on an aid package dubbed the multi-donor budgetary support (MDBS), which would ensure continuous flow of aid to finance the government's poverty related expenditures.

Over 1975-2003 nearly 200 new constitutions were drawn up in countries at risk of conflict, as part of peace processes and the adoption of multiparty political systems. These emphasize consultation, openness to diverse points of view and representative ratification procedures. But assessing the impact of constitution-writing processes on violence is methodologically difficult, since there are many channels of influence in the relationship. This paper reports on preliminary findings from an ongoing research project into the effects of processes in constitution-writing. Regression analysis is used to control for important contextual features such as differences in income levels and ethnic diversity across countries. A key finding is that differences in the degree of participation in the drafting of constitutions has no major effect on post-ratification levels of violence in some parts of the world, such as Europe, but does make a difference in Africa, the Americas, and the Pacific together.

The majority of Rwanda's population considers itself Hutu (more than 80 per cent), whereas a smaller group is referred to as Tutsi (about 15 percent). The Twa are the smallest minority. In 1994, after four years of civil war, Rwanda descended into genocide. The Tutsi minority was the main target, but Hutu and Twa who were not willing to participate in the killings were also murdered. In fewer than three months, more than 500,000 people were brutally slaughtered.

Ours is not the first age of globalization. The decades before the First World War were remarkably similar to our own era. Under the aegis of the United Kingdom and stimulated by a host of technological advances, the world enjoyed an era of liberal trade, remarkably free movement of people, and almost entirely free movement of capital. The world also enjoyed an unprecedented rise in prosperity. According to the economic historian, Angus Maddison, real GDP per head rose at a rate of 1.3 percent a year in the world as a whole between 1870 and 1913. This is not far short of the improvement of the past three decades. As table 1 shows, only Asia and Africa, both victims of colonialism, failed to share in the rising prosperity.

The U.S.-led Coalition's swift victory over the Taliban regime in October 2001 created a security vacuum across Afghanistan that the international community was unprepared to fill. Winning the peace in Afghanistan has proven to be a much more complex, costly, and protracted endeavour than winning the war, an imposing burden that has severely tested the resolve of the international donor community. With only 11,000-13,000 Coalition troops mandated to eradicate the last remnants of al-Qaeda an the Taliban in the south and a limited NATO presence of 6,000 troops deployed in the capital to insulate the fledgling political process, the onus for maintaining security in the country fell on the Afghan government and its fledgling security forces. After 23 years of civil war the country's security sector was in a state of disarray, its infrastructure destroyed, resources limited, and facing a shortage of human capacity. To bolster Afghanistan's beleaguered security institutions and ensure they conform to international standards, the major donors engaged in the country launched a security sector reform (SSR) process. Security sector transformation rather than reform seems more appropriate to describe the task of creating efficient, effective, and democratically accountable security forces in Afghanistan, for the bulk of the country's formal security apparatus ceased to function over a decade ago. In spite of the massive challenges that face program, it has been portrayed as the primary means to redress Afghanistan's immediate security woes. What by its very nature is a gradual, long-term process has been thrust into the position as short-term panacea.

On October 29, 1997, South African President Nelson Mandela arrived in Libya to award Colonel Muammar Qaddafi the Good Hope Medal. The Medal, also referred to as the Order of Good Hope, is the highest honor that South Africa can bestow upon a citizen of another country--it would be given a year later to US President Bill Clinton. At the time, Colonel Qaddafi was a pariah in the international community. Libya had been under United Nations sanctions since 1992 for its refusal to hand over the two indicted suspects in the bombing of Pan Am Flight 103 over Lockerbie, Scotland, that killed 270 people.

The central purpose of this article is to analyze the impact of the Japanese party system on the rearmament rhetoric in the 90's. based on a theoretical model which incorporates regional factors as well as domestic variables, the author argues that the rise of the rearmament rhetoric in Japan is a result of changes in the regional context of the country and the prominence of Conservatoriums in the domestic political arena. The author also presents a brief recount of Japanese political history since the Second World War. This article provides a general framework for the study of the impact of the party system on foreign policy making, and contributes to the present debate on the need to incorporate domestic variables to the study of international events.

While the role of the press and other media has been central to a wide variety of ideological frameworks and political prescriptions, from classical liberalism to state socialism, there has been little attempt to generate a "macro-theory" of press functioning that claims to be valid for press systems worldwide. This paper attempts to construct such an analytical framework, by isolating two key variables (a "mobilizing imperative" and a "professional imperative") that act to shape the orientation and behavior of press institutions, their sponsors, and their editorial staff. "Meta-environmental" variables, such as pre-existing press culture and level of economic development, are also considered. The paper draws on a wide variety of case-studies, mostly from the less-developed world, to depict the diverse strategies by which press workers seek to reconcile the mobilizing and professional imperatives, and to open up space for the latter. The paper concludes with a presentation of three models, each applicable to a given "type" of media system ("hard" authoritarian, "soft" authoritarian, and market-oriented liberal-democratic). It is claimed that these three models, despite certain conceptual difficulties, account for the great majority of media systems worldwide, and help to explain the institutional behaviors and professional orientations that they exhibit.

The overall topic of this paper is the relationship between regime type (e g, democratic or authoritarian) and foreign policy orientation (i.e., relative proneness towards conflict and cooperation) for South America's Southern Cone from the 1970s into the 1990s. its specific purpose is to offer an explanation of the relationship between regime type and foreign policy orientation in the 1970s. I will argue that, unlike what we would expect from a balance of power perspective, political regime is indeed crucial to understanding foreign policy orientation in the case under scrutiny. But I will suggest that changes in foreign policy orientation within the region in the last decade or so might owe more to the vanishing of authoritarian regimes than to the return of democratically elected leaders. However, I will not make universal claims about authoritarian regimes. I suggest, rather, that the pervasive influence that a geopolitically driven discourse of international politics had over the military establishments within the region is crucial to understand the relative conflict proneness of the authoritarian regimes that prevailed during the 1970's.

This document analyses the impact of the end of the Cold-War, and the processes of economic and political liberalization on Mexico's foreign policy. The first section identifies the consequences for the so-called intermediate countries of the three most important post-Cold War trends: the emergence of hybrid structure of global power, the wave of globalization, and the growing importance of international institutions. The second section evaluates the explanatory value of three systemic approaches to the study of the foreign policy of intermediate states: systemic-structuralism, middle powers, and pivotal states. In the third section, I evaluate Kahler's alternative approach centered on the interaction between systemic and domestic variables, in particular on the foreign policy consequences of economic liberalization and democratization such as the adoption of external cooperative strategies and the deepening to engagement with international institution. The fourth section describes the main changes that have taken place in Mexico's foreign policy during the 1990s: pragmatism, primacy of economics, closer alignment with the United States, segmented multilateralism, fragmentation of the decision-making process, and new instruments. There are two arguments in this document. First, in contrast to other intermediate liberalizing countries, Mexico's efforts to adapt to the new post-Cold War international system, followed an uneven and partial pattern. While Mexican political leaders pursued the full integration of the country to the international economy, in the security realm they maintain a less than open policy based on the defense of the traditional notion of sovereignty. Mexico's partial adaptation is explained by the different pace of the raid economic reform on the one hand, and the gradual and slow opening of the post-revolutionary political regime, on the other. Second, as Kahler's model predicted, Mexico adopted strategies of cooperation and institutional engagement in order to solve credibility roblems. The need to enhance the credibility of the programs of economic reform pushed the Mexican government to engage actively with economic international institutions.

At the same time, most of these countries are attempting to initiate or consolidate delicate and difficult transitions from authoritarian to democratic governance. This dual transition poses an important challenge for donors and others who support developing countries in their pursuit of democracy and growth.

Political Science as an academic discipline has been slow to grapple with the enormous implications of the AIDS crisis for society, politics, and economy in much of the developing world. This paper argues that political scientists do, in fact, have much to offer the struggle to understand and respond to the AIDS crisis. It also argues that research in this area could contribute to theory-building in areas of traditional concern to political science. There is a rich array of research agendas linking AIDS and politics that are worthy of systematic attention. We sketch out five of these as they relate to Africa. They have to do with explaining variations in state response to the pandemic; the relationship between African governments and NGOs; the AIDS challenge to neo-liberalism; AIDS and North-South tensions; and connections between AIDS and international security issues. The discussion is intended to be suggestive; it is intended to provoke and encourage research and scholarly debate on these issues.

In this study, we present an empirical survey of the patterns of trade and FDI in Africa based on a sample of 28 countries and their transactions with the OECD countries. These patterns are used to test whether the predictions of the new trade theory with multinationals as described by Markusen and Venables (1995,1998) fit the development in Africa. The theory states that multinational production will gradually outgrow trade as countries converge in terms of income, yet our econometric study gives only week evidence supporting such a pattern. Alternative explanations are also investigated,and it is shown that trade barriers, geographical distance, income per capita and access to ocean explain much of the variation in trade and FDI in Africa.
