1. Migration out of poverty: The case of post-war migration in Mozambique

Abstract:
Internal migration plays an important role in the economic development of individuals, their families, and their country. This study describes Mozambique’s most common migration patterns from 1992 until 2017 using data from three population censuses. We focus on the most important moves between regions, provinces, and rural and urban areas. Further, we document the characteristics of migrants to assess selection patterns. In the final step, we estimate the relationship between migration and multidimensional poverty by applying inverse probability weighted regression adjustment (IPWRA). We find that migration in Mozambique was very high, especially between rural areas, after the war ended as people returned from displacement. Still, it is very low in the most recent period. Recently, migration has been the main contributor to the urbanization of the greater Maputo area (capital city). Migrants appear to be positively selected on education, and are, on average, less likely to be poor.

2. Inclusion and exclusion in Somali drought emergency assistance

Abstract:
When drought or other emergencies strike in the Somali regions, the first responders are Somalis themselves, not the international humanitarian system. Based on family, kinship and more distant social ties, Somalis mobilise and deliver various forms of emergency assistance to the affected communities. Yet, mechanisms of inclusion and exclusion vary significantly, pending on the closeness of social ties, the power relations between local and international actors, and the number and forms of intermediaries. In this new DIIS Working Paper, Ahmed M. Musa, examines such local and transnational humanitarian practices and the mechanisms of inclusion and inclusion that they entail. Focusing on instances of drought in Somaliland, Musa argues that emergency assistance based on close social ties observes the overall humanitarian principle of impartiality. There are challenges, however, particularly when the social ties are more distant, as in the case of government-led or international responses. This may be mitigated, Musa shows, by the social contract of reciprocity between givers and recipients of assistance, going hand in hand with social sanctions where people abstain from helping those in need. Familiarity is thus central for impartial and inclusive access to emergency assistance, rather than an obstacle. The paper is an output from the Diaspora Humanitarianism in Complex Crises (D-Hum) research project in which Musa was a postdoc between 2020 and 2022. D-Hum analyses how Somali diaspora actors and their local counterparts mobilise, channel and deliver humanitarian assistance to Somalia and Somaliland during complex humanitarian crises. 3. Regional Development and Internal Migration Aspects of Structural Transformation: A Case Study of Senegal

Abstract:
This study investigates regional development and internal migration dynamics within the context of modern structural transformation in Sub-Saharan Africa. We develop a regionalized Computable General Equilibrium model that incorporates regionalized production, endogenous interregional migration, and distinct migrant households. Using this model, we simulate the structural transformation of Senegal as a case study. Our findings demonstrate that agricultural stagnation, exacerbated by global climate change, underlies the economic underperformance of rural regions and amplifies regional income disparities. Furthermore, our analysis shows that outmigration from stagnating rural provinces to a more developed capital region positively influences overall economic growth and mitigates regional income inequality. Nevertheless, these effects are limited, and a proactive approach to addressing income inequality across the nation's regions would require supporting agriculture, as it represents a more equitable policy than promoting nonagricultural sectors in both rural and capital regions.

Abstract:
The European Union’s (EU) development policy is a broad field of activity that has undergone multiple significant modifications in both its definitions and its goals. The external relations of the European Union have long included development policy, resulting in an asymmetrical relationship with Africa. Since the turn of the century, the scope of the EU-Africa relationship has expanded to cover new challenges including climate change, terrorism, trade liberalization, and migration. EU development policies reveal a long-term shift in EU development priorities away from fundamental development goals and toward a wider array of ambitions, actors, and methodologies. Identifying and prioritizing the International Organizations on which it and its member states should best focus their diplomatic and political capital is a challenge. Given the political clout and relevance of the African Continental Free Trade Area (AfCFTA) for the continent’s economic development, the EU can concentrate its efforts on encouraging its implementation by deepening its Economic Partnership Agreements (EPAs). Working together to strengthen multilateralism and support the implementation of the European Green Deal and the AfCFTA form the axis of a new articulated African agency.

5. Return migration and entrepreneurship in Cameroon

In this paper, we examine the determinants of the entrepreneurial behaviour of returnees to Cameroon based on original survey data from 2012. Contrary to the existing literature, we focus on the skills received from abroad without omitting the effect of savings. We distinguish between three types of competences related to qualifications. We also differentiate between the probability of starting a business in the primary sector and the probability of starting a business in the tertiary sector. The main results, obtained from a probit model, show that: (i) degrees and qualifications and qualifications acquired abroad do not positively influence the probability of migrants to undertake a new activity once back home; in contrast, accumulated savings, captured by the time spent abroad, have a positive influence; (ii) other qualifications have no influence on the entrepreneurial behaviour of return migrants; and (iii) the entrepreneurial behaviour of return migrants is not oriented towards the primary sector but rather towards the tertiary sector. These results are robust when we account for endogeneity.

6. Cumulative climate shocks and migratory flows: evidence from Sub-Saharan Africa

Abstract:
We re-examine the effects of negative weather anomalies during the growing season on the decision to migrate in rural households in five sub-Saharan African countries. To this end we combine a multi-country household panel dataset with high-resolution gridded precipitation data. We find that while the effect of recent adverse weather shocks is on average modest, the cumulative effect of a persistent exposure to droughts over several years leads to a significant increase in the probability to migrate. The results show that more frequent adverse shocks can have more significant and long-lasting consequences in challenging economic environments.

Abstract:
Sub-Saharan Africa is becoming an increasingly important destination for international migration. The region hosts immigrants from other African countries and from other parts of the world, such as China. Given high poverty levels and weak social security systems in Sub-Saharan Africa, host populations might fear increasing competition for resources and labor, potentially resulting in negative attitudes towards immigrants. We provide the first systematic study of attitudes towards immigrants in Sub-Saharan African countries that uses a causal framework. Using a survey experiment in Uganda and Senegal, we study both attitudes towards immigrants in general and towards specific immigrant groups. In particular, we focus on Chinese immigrants, whose increasing presence in Africa is seen by many as the most important contemporary geopolitical shift involving the continent. We find that attitudes towards immigrants are mainly driven by sociotropic cultural and sociotropic economic concerns. Furthermore, immigrants from China are perceived less positively and economically more threatening than immigrants in general.

Abstract:
The far-ranging effects of COVID-19, and subsequent impacts on migration drivers, trends and governance, have already produced significant implications for the Africa–EU partnership on migration and mobility. The socio-economic consequences of the pandemic have been particularly deep in West Africa, with Nigeria being one of the most affected countries. The region is also one of the most relevant African contexts in terms of cross-border human mobility, with well-established migratory patterns both at a regional and inter-regional level. As COVID-19-induced restrictions and the related economic consequences continue to unfold, the partnership between the EU and the countries in Western Africa will have to recalibrate the balance between improving the livelihoods of local populations, fighting irregular migration and facilitating regular channels, so as to tap into the developmental potential of migration. While the current crisis presents new challenges for both Africa and Europe, the two parties would benefit from focusing their efforts on making migration part of the post-pandemic economic recovery and longer-term socioeconomic development. Abstract:
he COVID-19 pandemic has significantly impacted the current state and prospects of partnership between the East African countries and the European Union on migration and forced displacement. The pandemic has exacerbated the root causes of migration and forced displacement. This is manifested by the continuation of irregular arrivals in Europe including from East Africa, after a brief decline in the initial phase of the COVID-19 response. The strong economic impact of the pandemic on the region has also disrupted the implementation of the Global Compact on Refugees that aspires to address forced displacement challenges through facilitating refugees’ self-reliance. These challenges require East African countries and the EU to work towards establishing a better migration governance system with a people-centred approach and with a view to addressing the root causes of migration. East African states should drive their migration and forced displacement policies in ways that benefit their citizens. This should include devising ways of engaging the EU in line with its proposed talent partnerships in its New Pact on Migration and Asylum. The EU should work towards easing the economic burden of countries in East Africa including through providing additional development support and debt cancellation.
