531. Sudan – Complex Emergency: Situation Report #4

Abstract:
For more than 20 years, Sudan has been adversely impacted by armed conflict, famine, and disease, largely associated with the civil war between the Government of Sudan (GOS) and the Sudan Peoples' Liberation Movement/Army (SPLM/A). Since war began in 1983, more than 2 million people have died, approximately 628,000 Sudanese have sought refuge in neighboring countries, and more than 4 million people have been displaced, creating the largest internally displaced person (IDP) population in the world. Until April 2003, when violence increased dramatically in western Sudan, conflict had mainly affected southern Sudan and the transition zone between North and South. In 1989, the United Nations (U.N.) established Operation Lifeline Sudan, a tripartite access agreement among the GOS, the SPLM/A, and the U.N. Under this framework, U.N. agencies and non-governmental organizations (NGOs) provide humanitarian and rehabilitation assistance to vulnerable southern Sudanese. Since 1983, the U.S. Government (USG) has provided more than $1.9 billion in humanitarian assistance to Sudan.

Your interest in Sudan is helpful and can have useful repercussions on the ground in Sudan at a time when the situation there is more fragile and more complicated than ever. Several Members of this Committee have been involved in Sudanese issues for many years, and I can assure you that that fact is known and respected in the region. Your veteran wisdom, fresh ideas, and steady engagement on Sudan are welcome and appreciated by me, by my USAID colleagues, and by many Sudanese I have met in my regular travels to the region. Thank you for the opportunity to testify today.

When I set foot on American soil, I had finally reached the land of liberty, the land of peace, and I had a strong feeling of gratitude toward the Most High who had allowed me to escape death and to reach a life of freedom…. After completing my statement [at the airport]…[an] officer arrived with handcuffs. Then he handcuffed my wrists, but I sincerely thought this was a case of mistaken identity. Later on he explained to me that this was the established procedure. We left for [a county] prison. They put me in a cell where it was really cold, and I had no blanket with me. The idea of a land of liberty was beginning to be cast into serious doubt in my mind.

535. Majority Rules and Incentives—International voting affects domestic policies

Abstract:
A “majority rule” defines the number of club-members that must approve a policy proposed to replace the status quo. Since the majority rule thus dictates the extent to which winners must compensate losers, it also determines the incentives to invest in order to become a winner of anticipated projects. If the required majority is large, the members invest too little because of a hold-up problem, if it is small, the members invest too much in order to become a member of the majority coalition. To balance these opposing forces, the majority rule should increase in the level of minority protection (or enforcement capacity) and the project's value but decrease in the ex post heterogeneity. Strategic delegation turns out to be sincere exclusively under this majority rule. Externalities can be internalized by adjusting the rule. With heterogeneity in size or initial conditions, votes should be appropriately weighted or double majorities required. The analysis provides recommendations for Europe's future constitution.

536. Settlers, Refugees, and Immigrants: Alternative Futures for Post-Settlement Cyprus

Abstract:
The central theme of this article is the introduction of scenario planning in the negotiation of the settler, refugee, and immigration issues in Cyprus and other divided societies. While advocating support for the United Nations Plan for the Comprehensive Settlement of the Cyprus Question (the .Annan Plan.), the article proposes alternative ways of linking its immigrant, Turkish settler and Greek Cypriot (GC) refugee quotas. The Turkish Cypriot (TC) community is provided with a choice between a community-homogeneous future with fewer settlers and refugees, and a multicultural one with more of each. Subsequently, an explicit link is made between the numbers of the Greek Cypriot refugees and those of the Turkish settlers, immigrants, and TC émigrés. This paper argues that a TC constituent state which accommodates more of the latter should also be in a position to welcome more GCs under a low percentage of the TC population: a potentially win-win situation. Finally, we address the scenario in which TCs opt for a multicultural future but GC refugees do not actually resettle, with a safeguard provision that compensates the GC side in another issue such as security, government, or even territory. By compensating possible losses in one area with favorable readjustments in another, these safeguards eliminate worst case scenarios for both sides, preserve the initial balance of the negotiated settlement, and maximize the negotiability and credibility of the Annan Plan. At the same time, the settler, refugee, and immigration issues are linked in new and innovative ways to emphasize a better human rights environment for all.

The principle of universal and equal suffrage, guaranteeing that every person who has the right to vote is able to exercise this right without distinction of any kind, extends, needless to say, to persons who are internally displaced. Safeguarding for internally displaced persons (IDPs) the ability to freely and fully exercise this right is therefore essential. Doing so is important not only on its own merits but also for enabling the internally displaced, who so often are marginalized, to have a say in decisions that affect their lives. Indeed, in countries experiencing internal displacement, the enfranchisement of the internally displaced is an important measure of the effectiveness and legitimacy of the overall electoral process and resulting governance structures. Moreover, because the holding of free and fair elections is a key component of repairing and rebuilding divided post-conflict societies, an inclusive electoral process can be critical for an effective reconciliation process and, therefore, also for sustainable peace and security.

Abstract:
Democracy demands an informed electorate. Voters who lack adequate knowledge about politics will find it difficult to control public policy. Inadequate voter knowledge prevents government from reflecting the will of the people in any meaningful way. Such ignorance also raises doubts about democracy as a means of serving the interests of a majority. Voters who lack sufficient knowledge may be manipulated by elites. They may also demand policies that contravene their own interests.

Abstract:
Critics of American politics and elections often focus on low voter turnout in the United States. They argue that voter turnout is steadily declining largely because of voter cynicism caused by big money campaigns and negative political advertising. Voter turnout is lower than it was in the 1960s, but almost the entire decline happened between 1968 and 1974. Sophisticated and detailed studies of both public trust in government and the consequences of political advertising show that neither factor has a negative effect on voter turnout.

Abstract:
Properly defined, privacy is the subjective condition people experience when they have power to control information about themselves. Because privacy is subjective, government regulation in the name of privacy can only create confidentiality or secrecy rules based on politicians' and bureaucrats' guesses about what "privacy" should look like. The most important, but elusive, part of true privacy protection is consumers' exercise of power over information about themselves. Ultimately, privacy is a product of personal responsibility and autonomy.
