- A spreading Islamic insurgency engulfs the amorphous and ungoverned border between Afghanistan and Pakistan. After initial victories by the United States and the Northern Alliance in autumn 2001, hundreds of Taliban and al Qaeda fighters fled Afghanistan to seek refuge across the border in Pakistan's rugged northwest. Since 2007, the number of ambushes, militant offensives, and targeted assassinations has risen sharply across Afghanistan, while suicide bombers and pro-Taliban insurgents sweep through settled areas of Pakistan at an alarming pace. For better and for worse, Pakistan will remain the fulcrum of U.S. policy in the region—its leaders continue to provide vital counterterrorism cooperation and have received close to $20 billion in assistance from the United States, yet elements associated with its national intelligence agency, Inter-Services Intelligence, covertly assist militant proxy groups destabilizing the region

- While U.S. leaders have focused on actual or illusory security threats in distant regions, there is a troubling security problem brewing much closer to home. Violence in Mexico, mostly related to the trade in illegal drugs, has risen sharply in recent years and shows signs of becoming even worse. That violence involves turf fights among the various drug-trafficking organizations as they seek to control access to the lucrative U.S. market. To an increasing extent, the violence also entails fighting between drug traffickers and Mexican military and police forces.

- Over the past two decades, terrorist organizations have increasingly relied on suicide attacks to achieve political objectives. The specific goal sought in almost all suicide terrorist campaigns in modern history is the same: to compel a democratic state to withdraw combat forces from territory prized by the terrorists. This holds true for al-Qaeda, the terrorist organization of greatest concern to most Americans. Al-Qaeda's efforts to mobilize people to kill Americans are driven principally by a simple strategic goal: to drive the United States and its Western allies from the Arabian Peninsula and other Muslim countries.

- The danger posed by Russia's inadequately secured stocks of nuclear weapons and fissile material is a major national security concern for the United States. Various cooperative U.S.-Russian programs aimed at securing nuclear material, weapons, and design intelligence have been mounted since the 1990s, but clever and determined adversaries may be able to circumvent or defeat the defenses that the United States and its partners are attempting to put in place. U.S. programs are by their nature reactive: they have long time horizons; they focus preeminently on the supply side of the problem; and they face serious technological limitations. Russia's imperfect commitment to nonproliferation also undermines the effectiveness of U.S. nonproliferation efforts.

- For months the Bush administration has been preparing the country for war with Iraq. The administration has argued that only a forcible regime change can neutralize the threat that Saddam Hussein is said to pose. But the assumptions that underlie the administration's policy range from cautiously pessimistic to outright fallacious. First, there is a prevalent belief that if Iraq is able to obtain nuclear weapons it will inevitably use them. Second, there is a notion that Hussein is totally irrational and cannot be trusted to act in a predictable manner; and, because of that, his leadership creates a substantial risk of instability in the Middle East. Finally, many people in the United States have come to believe that war in Iraq may be the only means of nullifying the threat posed by Iraq's nuclear, biological, and chemical weapons programs.

- To prosecute the war on terrorism, President Bush has assembled a diverse coalition of countries for political, diplomatic, and military support. Some of those countries are long-standing friends and allies of the United States. Others have new or changing relationships with the United States. Although there may be a price for their support, America should not pay an excessive price—one that could be detrimental to longer-term U.S. national security interests. And though it may be necessary to provide a certain amount of immediate aid (directly or indirectly) as a quid pro quo for the support of other nations in our war on terrorism, the United States needs to avoid longer-term entanglements, open-ended commitments, and the potential for an extreme anti-American backlash.

By the 1990s the Soviet Union had imploded, China had become a reasonably restrained international player, and other communist states had lost their ideological edge. At the same time, the noncommunist nations had leaped ahead economically. Despite such momentous developments, however, U.S. policy remains fundamentally the same.

- Readiness, the capability to respond quickly to a conflict with the appropriate force, is considered one of the most important elements in defense planning. From one-third to well over one-half of the defense budget goes toward maintaining readiness. Few people questioned the need for readiness, especially after the attack by North Korea against South Korea in 1950 and during the Cold War, when the Soviet-led Warsaw Pact was poised to quickly thrust into Western Europe without much warning.

- Serious military threats to U.S. security have diminished dramatically since the end of the Cold War. The threat from conventional Russian military forces has all but disintegrated and would take many years to reconstitute. China would take 20 to 30 years to transform its bloated and obsolete military into a major threat to U.S. vital interests. The militaries in both nations should be watched, but they may never develop into credible threats.

- The Comprehensive Test Ban Treaty (CTBT) is now before the U.S. Senate for its advice and consent. The treaty bans all explosive testing of nuclear weapons. Advocates of the CTBT make several arguments in support of the treaty. The reasons reduce to two points: the ban will constrain the modernization and development of nuclear weapons by the nations that already possess them, and it will help prevent the spread of nuclear weapons to additional nations. Both objectives are set out in the CTBT's preamble.
