Abstract:
A range of writers and observers have monitored the increase in private security provision across the world during the last decade. Increasingly, the private security industry is taking on roles that have traditionally been the preserve of state security providers, including: escorting and transporting high-risk commodities; providing rapid response services attached to alarm systems; stewarding large public events; operating prisons; securing courts; providing surveillance services, risk analysis and providing protective security to a wide range of facilities such as banks, ports and embassies.

2. SALW Survey of Kosovo

Abstract:
The London based Arms Control NGO Saferworld has been conducting a comprehensive survey of the SALW situation in the Entity of Kosovo over the last six months. The survey was based on the SALW Survey Protocols, and was researched jointly with the Pristina based NGO Forum for Civic Initiatives (FIQ). A consultation process began in April 2006 allowing officials of the Kosovo Provisional Institutions of Self Government (PISG) and United Nations Interim Administration Mission in Kosovo (UNMIK) to review and contribute to research findings. The comments received as a result of these processes are reflected in the relevant sections of the Survey and in an accompanying recommendations document.

Abstract:
Children are naturally curious. This leaves them vulnerable to small arms and light weapons (SALW), because while playing they may search for them, or try to handle booby-traps, abandoned weapons and explosives outdoors. While it is common knowledge that young people, especially boys, display a fascination for guns, research such as that cited in Figures 1 and 22 shows the huge gap between what parents would expect children to do when placed in a context where weapons are present, and what they really do.

4. SASP Test in North East Serbia Evaluation Report

Abstract:
The initial idea for the project was to implement a targeted SALW Awareness campaign around the town of Zrenjanin in North East Serbia. As well as aiming to have a positive effect on the attitudes of local people towards firearms possession and safety, the project was designed as a test for the principles of the SEESAC SALW Awareness Support Pack (SASP) in a project with limited resources at its disposal; (the total budget for all project activities was US$10,000). The project also offered a local NGO, European Movement Zrenjanin, the opportunity to build capacities in carrying out an awareness campaign following the principles of SASP.

The 2001 United Nations Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects (PoA) and other associated Small Arms and Light Weapons (SALW) international commitments and measures are widely understood to encompass not only the weapons but also their ammunition. Unfortunately, progress in implementing the PoA in relation to ammunition remains particularly patchy and inadequate. This is partly because it has too often been considered as a residual category. But control and reduction of ammunition raise their own distinct and challenging issues. This relative neglect is resulting in large numbers of avoidable deaths and injuries.

Abstract:
In contemporary societies the mass media plays a crucial role in forming public opinion. The ability to reach into homes across great distances gives the media a unique power to communicate. Consequently, mastering the art of media relations is a pre-requisite for reaching large target audiences. Handled well, the mass media, (or at least sections of it), can be an important tool to support the implementation of a well-run project by furthering communication objectives. Alternatively, when neglected or mishandled, the media can severely undermine a project. By dealing with the media in a coordinated and planned manner a SALW Control intervention project can: Raise the project profile. Increase awareness and understanding of the project among target groups. Win support for the project's goals and objectives. Demonstrate its accountability to key stakeholders.

10. Cross Border Trafficking in South Eastern Europe - Assessing Trafficking Activities in the Southern Adriatic Region

Abstract:
This study was commissioned by the South Eastern Europe Clearinghouse for the Control of Small Arms and Light Weapons (SEESAC). The purpose of the Ammunition Detection Study is to determine if there is evidence to support the SEESAC hypothesis that it may be more productive to specifically target the detection of ammunition for Small Arms and Light Weapons rather than the weapons themselves. SEESAC is a developing organisation, with a responsibility to identify information on the precise level of smuggling activity and also advise on measures to reduce cross border trafficking; clearly current search methodologies used to detect weapons and ammunition within the region are an important component of this advice. Following discussions with the SEESAC Team Leader a set of assumptions, to support the Terms of Reference (TOR), were agreed.Initial desktop research examined weapons and ammunition design and manufacture to determine if and why weapons can be more easily concealed than ammunition and what constituent parts are common or exclusive to one particular commodity. Further analysis was conducted to determine if ammunition and weapons are consistently transported together and examples of occurrences are provided. The investigation has involved visits to specialist organisations and national security agencies that have undertaken to provide data on suitable search and detection methodologies.
