1. The Impact of Food Assistance on Pastoralist Livelihoods in Humanitarian Crises: An evidence synthesis protocol

This protocol outlines plans for conducting an evidence synthesis on the impact of food aid on pastoralist livelihoods. The distinctiveness of pastoralists - including factors related to the erosion of their livelihood strategies and the difficulty posed by identification of frequently mobile households - and their particular vulnerability to humanitarian crises suggest that the effects of humanitarian interventions targeting them are likely to differ from other populations. The purpose of this review is to use evidence synthesis methods to: systematically identify all available evidence on the impact of food assistance to pastoralist livelihoods (during and after) a humanitarian crisis; compare and contrast the effects of assistance delivered (by population, assistance type etc.); qualitatively and (if possible) quantitatively synthesize identified data and concepts; assess the quality of evidence, as appropriate; and identify gaps in the current evidence-base and further comment on future research needs in this space. To the review team's knowledge, this will be the first evidence synthesis that specifically addresses the impacts of food assistance provided in the context of humanitarian interventions on pastoralists' livelihoods. This review is commissioned under the Humanitarian Evidence Programme, a UK Aid-funded partnership between Oxfam and Feinstein International Center that aims to improve humanitarian policy and practice.

Abstract:
This research reviews Myanmar's Disaster Management Law from the angle of inclusivity. It aims to make Myanmar's disaster management cycle more inclusive of women, children, persons with disabilities and aged persons. It offers recommendations aimed at government and members of the Disaster Risk Reduction Working Group (DRRWG) as to how to address inclusivity gaps identified through an analysis of the Disaster Management Law, and beyond. It suggests that many of the gaps can be addressed by construction of robust and inclusive Rules and Regulations to accompany the Law. While this research is focused predominantly on inclusion within Myanmar's Disaster Management Law, it also discusses disaster management processes more broadly. In this way, this research offers useful insights with regards to current and future challenges for comprehensive disaster management in Myanmar.

7. Effectiveness Review: Drought Management Initiative: Livestock Component, Kenya

Under Oxfam Great Britain's (OGB) Global Performance Framework (GPF), samples of sufficiently mature projects are being randomly selected each year and their effectiveness rigorously assessed. The livestock component of the Turkana-Pokot Drought Management Initiative (DMI) was randomly selected for an Effectiveness Review under the adaptation and risk reduction thematic area in the 2012/13 financial year. DMI was a three-year programme implemented by a consortium of NGOs which aimed to mitigate the effects of climatic shocks among pastoralist communities in north-western Kenya. Oxfam GB was responsible for implementing the livestock component of this programme in three of the most remote pastoralist communities in the northern part of Turkana County. The activities carried out included establishing pastoralist field schools (PFSs) in each community, to provide members with training on improving livestock management, drought mitigation, and livelihood diversification. In the same communities, the project supported the establishment of village community banks (VICOBAs), as well as training community animal-health workers (CAHWs) and setting up village land-use planning committees (VLUPCs).

Abstract:
The plight of Syrians living as refugees in neighbouring countries has been documented on many levels. Accurately assessing their needs is vital to ensure that the aid essential for their survival is provided. However, the majority of studies have focused on primary needs, with most evaluations employing rapid techniques of data gathering and analysis, which rely on second-hand information and formal records. Oxfam commissioned the Beirut Research and Innovation Center (BRIC) to carry out a wide survey investigating in detail refugees' perceptions of both their current situation and their future prospects. The survey's aim is to paint a bigger picture of the long-term conditions and needs of Syrian refugees living in Lebanon.

Even before the earthquake struck on January 12, 2010, Haiti was one of the poorest countries in the world. In Port-au-Prince, 86 percent of the city\'s two million residents lived in densely-populated slums with scarce access to clean water and sanitation facilities. The scale of the disaster, combined with the poverty and lack of infrastructure that already existed, made the relief operation one of the most challenging that Oxfam has ever undertaken.

Tens of millions of people suffer in today's humanitarian crises. In East Africa alone, over 13 million have faced a devastating food crisis. But millions of people also help their neighbours, families and communities. For example, in Pakistan, neighbours, communities and local NGOs were once again first with relief when floods struck in 2011, just as they had been in 2010, when aid agencies struggled to reach the 14 million in need of assistance.

The 2011 drought across the Horn of Africa was, in some places, the worst to hit the region for 60 years. It was first predicted about a year beforehand, when sophisticated regional early warning systems began to alert the world to the possibility of drier-than-normal conditions in key pastoral areas of Ethiopia, Somalia and Northern Kenya, linked to the effects of the climatic phenomenon La Niña.

A year has passed since the first news reports alerted the world to unnaturally heavy monsoon rains in Pakistan's north-western province of Kyber Pakhtunkhwa (KPK), a region already ravaged by conflict and only just recovering from the devastating earthquake of 2005. The floods that followed were of a size and scale that are difficult to conceive. Floodwaters inundated up to one-fifth of the country and affected 20 million people, destroying 1.6 million homes and leaving over 14 million people acutely vulnerable (www.pakresponse.org). Oxfam launched a fundraising appeal on 3 August 2010, asking supporters to give generously to save lives. Over $75m (PKR 6,400m, €57m, £48m) was raised by Oxfam for the relief effort in Pakistan through a range of donors: the public, donor governments, and other institutions and organisations. Together all Oxfam affiliates raised $21m (PKR 1,805m, €14m, £13m), much of this was from public sources. This was a good result given difficult economic times, and the money entrusted to Oxfam directly helped to improve the lives of over 2.4 million people. This report is intended as a tool to account to the individuals, governments, and other institutions who have given generously to Oxfam's humanitarian fund, and to partners, allies, staff and volunteers. A finance section at the end of the report provides an overview of how funds were raised and spent. And the final section focuses on 'The Future' and identifies Oxfam's plans for helping during the reconstruction phase of this emergency.

At the height of the food price crisis in 2008, the Philippines was among the countries with "severe localized food insecurity" requiring external assistance in food.3 A series of severe weatherrelated events occurred in 2009 with the total damage to the economy exceeding 100 bn pesos-more than twice the amount allocated for agriculture that year. Rice imports reached an all-time high of 2.45 million metric tons in 2010, making the Philippines the biggest rice importing country in the world that year.

For thousands of years, the olive tree has been an integral part of the Palestinian landscape: a symbol of Palestinian identity, culture and tradition. The majority of Palestinian farmers are at least partially dependent on olive cultivation. The current profitability of olive farming is evident in the increase in recent years of farmers who are planting new trees and tending to their orchards. In a good year, the olive oil sector contributes over $100 million income annually to some of the poorest communities. Olive cultivation also has strong social and political aspects, as the planting of olive orchards is often an attempt to prevent the confiscation of land by Israel or settlers and to protect Palestinian livelihoods.

Between June 2008 and July 2009, over 40 billion dollars were pledged by the main donor countries to provide emergency response to the food crisis and to sustainably invest in agriculture in developing countries. In addition, the donor and beneficiary countries, the United Nations, the World Bank and other actors called for better coordination of interventions on the ground, as well as increased investment in national strategies and policies. These two elements were identified as essential points for action in the joint statement on food security made at L'Aquila, during the last G8 summit.

Each year, on average, almost 250 million people are affected by 'natural' disasters. In a typical year between 1998 and 2007, 98 per cent of them suffered from climate-related disasters such as droughts and floods rather than, for example, devastating but relatively rare events such as earthquakes. According to new research for this report, by 2015 this could grow by more than 50 per cent to an average of over 375 million affected by climate-related disasters each year.
