Climate change is making extreme weather – like droughts, floods and heat waves – much more likely. As the 2012 drought in the US shows, extreme weather means extreme food prices. Our failure to slash greenhouse gas emissions presents a future of greater food price volatility, with severe consequences for the precarious lives and livelihoods of people in poverty.

This report is composed of two parts. The first introduces the four big commodity traders – Archer Daniels Midland (ADM), Bunge, Cargill, and Louis Dreyfus – which are the focus of this study. Collectively, these trading companies are often referred to as 'the ABCD companies' because of the coincidence of their initials. Part 2 then looks at these traders in relation to a number of the global issues pressing on agriculture: the 'financialization' of both commodity trade and agricultural production; the emergence of global competitors to the ABCDs, in particular from Asia; and some of the implications of large-scale industrial biofuels, a sector in which the ABCDs are closely involved. It includes a discussion of how smallholders in developing countries are affected by some of these changes, and highlights some development policy implications, given the importance of the ABCDs in shaping the world of food and agriculture.

The 2011 drought across the Horn of Africa was, in some places, the worst to hit the region for 60 years. It was first predicted about a year beforehand, when sophisticated regional early warning systems began to alert the world to the possibility of drier-than-normal conditions in key pastoral areas of Ethiopia, Somalia and Northern Kenya, linked to the effects of the climatic phenomenon La Niña.

What role can companies play in strengthening the capacity of small-scale producers in developing countries to adapt to climate change, and in doing so, make their global value chains more resilient? While some leading companies have made progress in taking greater responsibility for what happens throughout their supply chains, there has been little discussion about the threat that climate change poses to the livelihoods of small-scale producers. Through interviews with three companies: Starbucks, Marks Spencer, and The Body Shop, the paper examines how smallholders involved in coffee production in Colombia, sesame in Nicaragua, and cotton in Pakistan have been affected by climate change and what it means for the companies' businesses . From this research, Oxfam identifies key actions for companies to begin to address the challenges to small-scale producers, and raises questions for further discussion.

This report has grown out of Oxfam's commitment to tackling the poverty of black and minority ethnic (BME) women in the UK. It aims to improve our understanding of BME mothers' experiences of poverty, to address the way in which the poverty of BME mothers is hidden from conventional data collection, to raise awareness amongst policy-makers and practitioners of the material circumstances of low-income BME mothers, and to improve the ways in which poor BME women are supported to secure greater assets and resources.
Tajikistan is a poor country with limited industry, significant energy production from hydropower, and a low carbon footprint. Poverty in Tajikistan is predominantly found in rural areas, and is increasingly feminized as significant numbers of men migrate to other countries for work. This mountainous terrain of Tajikistan leaves many of its population reliant on marginal land for their livelihoods and thus vulnerable to climate change.
In the UK, persistent poverty exists alongside high economic prosperity, leading to significant inequalities in income and wealth, and in life chances and lifestyles, between individuals and communities. Scottish society is also deeply divided: 'wealthy and secure neighbourhoods are situated next to the most deprived and vulnerable communities [where]… inequality is tangible'.

Even before the earthquake struck on 12 January 2010, Haiti was the poorest nation in the Western hemisphere, ranked by the United Nations Development Programme as one of the world's 50 poorest countries (2009). In short, life was already a struggle for most families. Then the earthquake hit, and lives were turned upside down. It was the most powerful earthquake in Haiti for 200 years.

Coverage of the National Health Insurance Scheme (NHIS) has been hugely exaggerated, and could be as low as 18% Every Ghanaian citizen pays for the NHIS through VAT, but as many as 82% remain excluded Twice as many rich people are signed up to the NHIS as poor people. 64% of the rich are registered compared with just 29% of the poorest Those excluded from the NHIS still pay user fees in the cash and carry system. Twenty five years after fees for health were introduced by the World Bank, they are still excluding millions of citizens from the health care they need An estimated 36% of health spending is wasted due to inefficiencies and poor investment. Moving away from a health insurance administration alone could save US$83 million each year. Enough to pay for 23,000 more nurses Through savings, good quality aid but primarily improved progressive taxation of Ghana's own resources, especially oil, the government could afford to increase spending on health by 200%, to US$54 per capita, by 2015 This would mean the government could deliver on its own promise to make health care free for all – not just the lucky few at the expense of the many.
