1. From the Gulf of Aden to the Gulf of Guinea: A New Maritime Mission for NATO?

Later this year, the mandate of one of the most successful NATO maritime missions in history - counterpiracy operations off East Africa in the Gulf of Aden region - will expire. The question presently facing NATO's 28 members states is whether to subsequently retain a presence in a region where the threat is now considerably reduced, or alternatively, refocus resources to where they are conceivably needed more to secure Allied interests. This paper makes the case for judicious consideration of a potential rebalance to Africa's new maritime hotspot: the Gulf of Guinea to the continent's West where threats to regional, Euro-Atlantic and international security and prosperity are on the rise. While recognizing that any decision to realign strategic priorities is ultimately a political one, this paper explains why the factors to justify greater Alliance capacity building (Cooperative Security) in the Gulf of Guinea region already exist in four vital respects: (1) Allied interests at stake; (2) international legitimacy for action; (3) established strategic guidance for the employment of Allied maritime and other means outside NATO territory; (4) relevant Allied operational competencies and expertise.

Weekly Swedish-Finnish-Norwegian air defence training in the very north of Scandinavia; Swedish-Danish cross border exercises in the southern part of the region; Swedish-Finnish maritime patrolling in the Baltic Sea; and, in February 2014, Swedish and Finnish participation in the Iceland Air Meet exercise with NATO, led by Norway. These are only a few examples of Nordic Defence Cooperation, or NORDEFCO, the military acronym used to describe this multifaceted pattern of practical military training and cooperation across borders and security doctrines in the northernmost corner of Europe.

Abstract:
The birth of the African Union (AU) a decade ago coincided with the birth of what has been termed the African Renaissance. This encompasses Africa's resolve to challenge the normative analysis, the stereotypes and the criticisms that the world has imposed on it. It involves a determination to take control of its destiny, to develop authentic solutions, and to stand up and be counted. Fortunately such a development is provided for in Chapter VIII of the United Nations (UN) Charter, and is also acknowledged in Article 12 of the treaty by which the North Atlantic Treaty Organization (NATO) was founded - both of which recognize universal as well as regional jurisdictions.

5. NATO and Japan as Multifaceted Partners

Abstract:
Japan and NATO are now partners on the international security scene, but they used to live in different worlds with little interaction between the two. The Cold War, as seen from Washington and Moscow, was undoubtedly a global conflict. Yet, in many respects, it was still regional in nature: United States allies in Europe and Asia faced different sets of threats and challenges which, more often than not, evolved separately. It is, therefore, hardly surprising that relations between Japan and NATO did not develop during the Cold War, though both were US allies, sharing fundamental values and facing the Soviet Union as a common threat. Indeed, during the Cold War period NATO as an alliance had no substantial relationships with non-members, nor did it see the need for partnerships. This was largely because there was no reason for it to seek external help in achieving its core mission of defending the Allies.

Throughout more than two decades, NATO has woven a dense network of partnerships in Europe and beyond. In many cases, the partner countries are either unable to apply for membership or not interested in doing so. A very sophisticated system of partnerships has thus developed over the years: most partners are grouped within a collective arrangement like the Partnership for Peace (PfP)/Euro-Atlantic Partnership Council (EAPC) or the Mediterranean Dialogue (MD). There are also a few which cooperate on a bilateral bases - ie. NATO plus the partner country.

New developments in the international security landscape require constant adjustments to be made by the Alliance, and NATO summits between heads of state and government have three very important and occasionally historic events. They also allow NATO's political leadership to give forward-looking guidance to the Alliance's bureaucratic and military apparatus and to agree on particularly relevant issues. Lastly, summit meetings tend to speed up decision-making processes in NATO, since an imminent gathering of the "big chiefs" sets a deadline for compromise and consensus, both at headquarters and in capitals.

The concept of "Smart Defence" has in the last few months gained a critical position within the political and technical debates surrounding NATO and its future prospects as a security provider. Secretary General Rasmussen has adopted the concept as one of the core objectives of his mandate, often describing it as a vital priority for the Alliance. According to the keynote speech he delivered at the Munich Security Conference in February 2011, Smart Defence can be defined as a specific approach capable of "ensuring greater security, for less money, by working together with more flexibility," ultimately cooperating with others "with the aim to pool and share resources so that [NATO members] can together afford to acquire the necessary capabilities."

In February, the global strategic community met at the 48th Munich Security Conference to discuss how they can tackle upcoming security challenges. The conference also marked the first anniversary of the most recent high-level exchange between NATO and India, when NATO's Secretary General Anders Fogh Rasmussen and India's National Security Advisor Shivshakar Menon met to talk about a possible partnership. Even though the meeting prompted confidence about moving closer towards cooperation, the parties are just as far from cooperating today as they were a year ago.

NATO is set to terminate its combat mission in Afghanistan and establish Afghan security leadership by the end of 2014 - a process which the Alliance defined as "irreversible" at its Chicago summit on 20-21 May 2012. The International Security Assistance Force (ISAF) will thus complete its mission after thirteen years, and become history. However, NATO is not just packing up and going home. In 2010 the Alliance launched its proposal for an Enduring Partnership with Afghanistan, and in Chicago it declared: "Afghanistan will not stand alone." Afghanistan can count on NATO's "enduring commitment" to the country, and NATO will now prepare "a new training, advising and assistance mission" that can begin in January 2015.

Eight years after NATO initiated its engagement with Gulf countries through the Istanbul Cooperation Initiative (ICI), the results have been modest, not to say disappointing. True, some recent achievements are worth mentioning: the participation in 2011 of the United Arab Emirates and Qatar in Operation Unified Protector in Libya, or the appointment, the same year, of the first UAE Ambassador to NATO, which represented an unprecedented and innovative way to strengthen the partnership.

Terrorism has played a major role in shaping the global security landscape over the last decade, one important manifestation of this being its consequences for NATO. The 9/11 attacks resulted in a considerable and unexpected commitment for the Alliance, which subsequently experienced a reorientation towards new challenges; within a very short time, terrorism reached the very top of NATO's agenda. A decade after 9/11 - and with the Alliance nourished by the lifeblood of the New Strategic Concept - it is time for a critical assessment. What has NATO done? What are the shortcomings of its actions? What is left to do? The role played by the Alliance, together with the goals thus achieved, will be brought into focus in the first part of this study. Following this, an investigation into the real limits NATO encounters in combating terrorism will lead us to ponder the efforts which are still to be undertaken, highlighting potential future recommendations.

In 2000, President Clinton suggested the presence of an international force to oversee security following an Israeli-Palestinian peace agreement. This could be a NATO force, according to Thomas Friedman. His idea was revived in 2008 by President Obama's National Security Advisor James Jones. The suggestion of a NATO presence in the Middle East sparked a debate that up to now has revolved around a multitude of aspects: the pros and cons, the timing, the actors of such a NATO involvement, the possible preconditions and consequences, and has also triggered a debate in Germany on whether the conduct of patrols in the civility of Israel would be reconcilable with Germany's past.

18. The Moscow metro bombings and terrorism in Russia

The terrorist attacks in Moscow on 29 March that killed 40 and injured over 100, and the subsequent attacks in Dagestan and Ingushetia highlight a serious problem in Russia. The Russian authorities, led by President Medvedev, quickly responded by promising the swift pursuit and the destruction of the terrorists, the review and improvement of anti-terrorism procedures and enhancement of social and economic measures to address the causes of terrorism in the North Caucasus. Two criminal cases were opened with the charges of terrorism, and an operational and investigation group established, initially comprised of 30 people drawn from the Investigative Committee of the General Procurators Office (SK) and Federal Security Service (FSB). Moscow also linked the attacks to the international context, noting both the international training and preparation of the terrorists and thus the need for international cooperation to address the issue.

19. NATO's Nuclear Weapons in Europe: Beyond "Yes" or "No"

"NATO is a nuclear alliance," stated US Secretary of State Hillary Clinton at NATO's informal ministerial meeting in Tallinn in April 2010. NATO always was, but many had forgotten about this constituting element of the North Atlantic Alliance. Today, the nuclear question and the so-called "tactical" nuclear weapons (TNW), i.e. the US nuclear bombs stationed in five European member countries (Belgium, Germany, Italy, Netherlands, Turkey) are back on the political agenda. Ignited by some European member governments, a debate on the pros and cons of the American nuclear presence in Europe has started. Some are in favor of a rapid withdrawal of these weapons from European soil and claim that the strategic rationale for these types of weapons, which are supposed to be used against Warsaw Pact forces, had long gone. Opponents of quick removal point out that a credible nuclear deterrence posture remains essential for NATO - not least to reassure most of the new NATO members who still harbor concerns with regard to a potentially aggressive Russia (which keeps an estimated number of 3,000 tactical nuclear weapons in its European part - about 10 to 15 times as many as NATO).

20. How to revitalize the dialogue between NATO and the Maghreb countries?

At a time when the Atlantic Alliance has just adopted in Lisbon its new strategic concept which acknowledges the importance of the partnerships linking it to its partners, it is worth asking a few questions about ways of giving fresh impetus to the Mediterranean Dialogue (MD), especially with the Maghreb countries. Why this focus on North Africa? For two reasons. First of all because cooperation between the Alliance and the Maghreb countries has not yet reached the same level as cooperation with the Mashreq countries, despite some positive signs that this could change for the better in the near future. Morocco, Mauritania and Tunisia have in fact reached agreement with NATO on individual cooperation plans (ICP) which it is hoped will enable them to put in place those partnership actions best suited to their needs, while at the same time rationalizing the Alliance's assistance effort. Algeria, Morocco, Mauritania and Tunisia have also signed agreements with NATO on the protection of classified information which make it possible for them to have access to a more ambitious level of cooperation.

Similarly, the challenges confronting Iraqis are daunting, and according to the recently released declassified Key Findings of the U.S. National Intelligence Estimate, dependence on Coalition forces as an essential stabilizing element in Iraq will continue.

Les attentats du 11 septembre 2001 ont profondément transformé la perception de la menace terroriste dans le monde et le rôle des Etats et des organisations internationales dans la lutte contre celle-ci. La réponse de l'Organisation du Traité de Atlantique Nord (OTAN) a été immédiate et ferme. Le 12 septembre, elle a invoqué, pour la première fois dans son histoire, la clause de défense collective relevant de l'article 5 du Traité de Washington, qui se traduira en pratique, quelques jours plus tard, par le lancement de huit mesures visant à soutenir les Etats-Unis. L'une de ces mesures consiste à déployer des unités des forces navales permanentes en Méditerranée orientale. Le 26 octobre 2001, est lancée l'Opération Active Endeavour (OAE), première et unique opération maritime de lutte contre le terrorisme menée sous l'égide de l'OTAN. Entre 2001 et 2006, l'OAE a vu son champ d'action s'élargir de la sous-région orientale à l'ensemble de la Méditerranée. Le Sommet de l'OTAN à Istanbul en juin 2004, a redimensionné l'OAE en invitant les partenaires1 de l'Alliance à y contribuer. Depuis lors, une dizaine d'Etats du Partenariat pour la paix (PPP) et du Dialogue méditerranéen (DM) ont répondu favorablement à cette invitation: la Russie, l'Ukraine et Israël sont dans une phase d'intégration très avancée; le Maroc, l'Algérie, la Croatie, la Géorgie et la Suède en sont à la phase de négociation intermédiaire.

The participants agreed that the NPT is under challenge. Since the late 1990s, there has been growing concern about increasing proliferation dangers, including rogue states and terrorists; cooperation on weapons of mass destruction (WMD) among rogue states; technology diffusion via the Internet as well as through “loose nukes,” materials leakage and brain drain from former Soviet republics, Pakistan and other states and through non-state actors like the A. Q. Khan network; and problems with export controls. The prospects of radiological or nuclear terrorism are seen to be rising; and concern over a proliferation/terrorism nexus after 9/11 has never been higher.

Ukraine's return to Europe, or in other words the process of its becoming a member of key international organizations – namely the EU and NATO – appeared to be complicated, lasting and far from any romantic notions. Besides the need for consensus from society as a whole and from the Ukrainian leadership, appropriate governmental and parliamentary decisions were also required; these factors demonstrating the necessity of serious, internal changes in all spheres of state activity. In practical terms, the basis for these requirements remains to be established: a mutual understanding of key questions of state life, national and international security, internal and foreign policy priorities.

On 3-4 November 2005 the NATO Defense College hosted a seminar, co-sponsored by the Ministry of Defense of Finland, regarding NATO and European Union post-conflict reconstruction operations. The participants included officials from NATO and the EU, as well as experts and officials from NATO, EU, and Partnership for Peace nations. The seminar objectives included:-promoting more effective EU-NATO teamwork in such operations,-evaluating the main problems and achievements to date, and-assessing lessons from operations in Afghanistan in particular.

Abstract:
La première partie de nos travaux consacrés au Maghreb Stratégique, pour lesquels nous avions donné la parole en juin 2005 à deux Algériens, un Tunisien et un Français, avait mis en éviden ce les trois points suivants: la valeur stratégique du Maghreb n'est pas la somme de chacun des pays qui le composent, chaque Etat ayant ses prop res atouts, ses intérêts et ses contraintes; la sécurité de l'ensem ble maghrébin reste tributaire de transformations internes politiques, économ iques et sociales tout autant nécessaires que difficiles à mettre en œuv re; les cadres de coopération régionale et internationale tardent à tro uver une forme efficace.
