Abstract:
Participation in the monitoring of UN sanctions on North Korea is Europe’s most prominent operational contribution to Indo-Pacific security, but is also characterised by a fragmented, bilateral approach that contradicts the trajectory of recent European policies that strive for a more meaningful and coordinated investment in this area. A coordinated European presence in the region built around the sanctions monitoring task is within reach, and steps taken to achieve it would dramatically enhance the policy coherence and impact of European action on Northeast Asian security.

Abstract:
Since 2011, the construction of the Grand Ethiopian Renaissance Dam (GERD) has provoked a diplomatic crisis between Ethiopia, Egypt and Sudan, adding fuel to the already combustible geopolitics of the Horn of Africa. Despite its technical aspects, the GERD dispute has over time become a multi-layered geopolitical crisis where a plethora of actors and dynamics have been influencing the ongoing negotiations. Protagonists are no longer only Ethiopia, Egypt and Sudan, and the resolution of the crisis is now dependent on factors beyond technical solutions. Moreover, the crisis seems to have become an instrument that the three countries are using to deal with issues of national legitimacy, territorial disputes and regional balance. However, while instrumentalisation can be politically expedient in the short term, all parties have an interest an equitable and regionally based, inclusive and cooperative agreement. In order to understand how multilateral organisations can contribute to the finding of an equitable and reasonable solution, a multi-layered analysis – on local, national and regional dynamics – needs to identify the main drivers for Egypt, Ethiopia and Sudan.

Abstract:
As the Nile River dispute between Egypt, Ethiopia and Sudan enters a new decade, this paper seeks to map out the Egyptian perspective of the dispute, through an outline of the interventions made, opportunities lost, and challenges posed by the construction of the Grand Ethiopian Renaissance Dam. Looking at Egypt’s domestic water security challenges, regional relationships and the tripartite process, and the role and influence of external actors, the paper describes a decade of diplomatic stagnation as entrenched nationalism creates forms of immovable policy on the River Nile.

24. The GERD from an Ethiopian Perspective: Actors, Interests and Instruments

Abstract:
For Ethiopia, proposals on sharing the Nile waters and the filling and operation of the Grand Ethiopian Renaissance Dam (GERD) must demonstrate flexibility (that is, be legally non-binding) and distance from the order that existed before the Cooperative Framework Agreement (CFA, or Entebbe Agreement). The GERD represents a move by Ethiopia to enhance economic security, boost its resilience against drought and consolidate its newfound hydro-political influence towards ensuring equitable and reasonable use of the Nile waters by riparian states. Ethiopia has demonstrated intentionality and consistency in its Nile policy under which the GERD falls. The link between the GERD, Ethiopia’s internal crisis and its perception of an international bias tend to threaten the likelihood of a mutually agreed deal. However, building mutual trust, strategic concessions and de-internationalising the GERD talks to the barest minimum are necessary steps to break the stalemate.

Russia’s invasion of Ukraine has profoundly altered the outlook for Russia’s energy transition and created uncertainties on the global path towards net zero. In response to global economic shifts, Russia had begun taking steps towards decarbonisation, albeit without plans to depart from its hydrocarbon-based economic model in any substantial way. The new political, trade and financial environment induced by Russia’s act of aggression has damaged its potential to maintain the once-emerging momentum. Russia’s actions and the Western response are also reconfiguring global energy relations, with profound economic and geopolitical consequences that may, unless managed, undermine international cooperation on the energy transition and slow down progress on climate change mitigation.

As the Ukraine war escalates with no end in sight, Europe’s resilience is put to test. Nowhere is this clearer than in the energy sphere, where the crisis first created the perfect timing for Russia’s invasion and then became weaponised against Europe in the broader confrontation with the West. In this confrontation, two interpretations of resilience come to the fore: Vladimir Putin and Jean Monnet’s, with the former emphasising pain endurance and the latter transformation through crisis. The jury is out on whether Putin or Monnet will win the day, and whether and how the European Union will prove and strengthen its resilience. But at the height of this crisis, my bet today is squarely on Jean Monnet.

27. The Russian Economy Is Muddling Through the Sanctions War

Abstract:
The transatlantic campaign of sanctions against Russia after its aggression of Ukraine is unprecedented in scale and scope, involving not only dozens of democratic states but also many non-state actors. It imposes considerable barriers and additional cost to the functioning of the Russian economy, which is bound to undertake deep restructuring with far-reaching consequences for production and consumption processes. The current appreciation of the rouble and inflationary slowdown are not signs of improvement but rather the direct effects of the stabilisation measures undertaken and, in fact, bode ill for further economic development. Numerous problems have started to surface this summer and optimistic assessments on the basis of initial resilience of the Russian economy look premature. Russia currently lacks a strategic plan of economic restructuring under the new environment. The future course of events will depend on whether the private sector leads this restructuring with minimal losses or the government imposes its normative prospective, tilting the result farther from economic equilibrium.

Abstract:
The emergence of clean hydrogen as an energy carrier promises to shape the future geography of the energy trade. Under growing contestation of interdependence, such a geography should be read through political lenses alongside commercial and technological ones. Generally, hydrogen is likely to reduce the geopolitical sensitivity of energy trade with respect to a fossil-fuel-based energy order by increasing the share of energy produced domestically, shifting geostrategic competition from a focus on grabbing resources to a focus on mastering technology and setting standards, and offering petrostates opportunities for economic diversification. Italy can exploit the opportunities offered by a hydrogen economy for enhancing its energy security and positioning in the regional energy trade. However, it should be careful with monitoring how geopolitical barriers such as regional instability may affect its hydrogen ambitions.

Abstract:
While economic interdependencies do not prevent war, witnessed most recently by Russia’s naked war of conquest in Ukraine, the costs of war in a globalised world spread far and wide. Russia has taken the world’s food markets hostage by blockading Ukrainian ports in the Black Sea. The resulting food price increases make a humanitarian crisis in the world’s poorest countries increasingly likely; this, in turn may lead to regime fragility and turmoil in the international system. The question of lifting the blockade by establishing a human corridor into the port of Odessa has recently been much discussed. There are challenges to any such effort, both strategic and operational. Yet a careful analysis reveals that the costs and risks of non-intervention are greater than the risks of intervening. An international naval force, co-led by the EU or its member states and Turkey is the best option for such a mission.

Abstract:
Gender inequality in the Russian Federation has been growing in the past few years due to the lack of a clear state policy addressing the problem and a rise in propaganda of so-called “traditional values”, which are patriarchal attitudes towards role division for women and men. This has resulted in the increased vulnerability of women, including the growth of violence against women, discrimination at work and lack of opportunities in politics. As the Covid-19 pandemic demonstrated, this patriarchal role division has made women even more vulnerable, doubling their load of household work and increasing domestic violence. Women’s organisations are at the forefront of providing services to victims of violence, educating the public and advocating for change. The recent so-called “special operation” in Ukraine has also demonstrated that women in Russia are actively protesting, organising themselves to help the Ukrainian people and building resistance.

In 2021, bilateral trade returned to the sustained pace it had prior to the Covid pandemic. Direct investment also grew – crucially, not just Italian investment in the United States but the other way round too. While Italy’s economic ties with Russia and China remain potential hotspots, Rome has never questioned its Atlantic orientation. Nevertheless, possible austerity policies following sanctions against Russia could spread social discontent that populist parties can exploit for consensus purposes in the 2023 general election, rekindling anti-Americanism rooted in different segments of Italian society.

Abstract:
Young Russians are different from older generations. They are confident Internet users and thus have access to independent media and are exposed to free information and a variety of opinions. They show greater disillusionment with authorities, a greater degree of Westernisation of their tastes and more openness to the world. These differences are well observed in the results of the long-term sociological surveys undertaken by the Levada-Center, an independent polling centre in Moscow. Amidst the ongoing conflict between Russia and the West, Russian youth finds itself pressured between the Russian authorities on the one side, and sanctions from Western countries aimed at isolating Russia from the outside world.

33. Putting Development at the Centre of G20 Policy Agenda: Lessons for the T20

The G20 Development Working Group has gradually evolved throughout the years, following a haphazard and contradictory path. On the one hand, it has been progressively overshadowed by a sectoralisation of G20 activities, with several action tracks (i.e., the Finance Track) taking a more prominent role in the definition of the leaders’ priorities. On the other hand, its (unexploited) potential has increased due to the emergence of several global crises that have shown the importance of rekindling multilateral solutions at the G20 level. The T20 has a strong potential to boost G20 legitimacy on development cooperation worldwide, by drafting evidence-based and pragmatic policy proposals for the decision-makers. However, although often advocating for similar solutions, the Development Working Group and T20 have not necessarily fed into each other’s policy agendas, leading to misalignment and reducing their chances to influence other G20 tracks on crucial development issues such as development finance, food security or the global climate agenda.

Amidst a worsening geopolitical and energy crisis in Europe, the EU is scrambling to increase liquefied natural gas (LNG) imports as one component of its larger objective to reduce its overdependence on Russian gas. In 2021, the EU imported 155 billion cubic metres (bcm) of natural gas from Russia (140 bcm via pipeline and 15 bcm of LNG). Under its REPowerEU initiative, the European Commission aims to increase LNG imports to replace 50 bcm of Russian gas by the end of 2022.

Abstract:
The far-ranging effects of COVID-19, and subsequent impacts on migration drivers, trends and governance, have already produced significant implications for the Africa–EU partnership on migration and mobility. The socio-economic consequences of the pandemic have been particularly deep in West Africa, with Nigeria being one of the most affected countries. The region is also one of the most relevant African contexts in terms of cross-border human mobility, with well-established migratory patterns both at a regional and inter-regional level. As COVID-19-induced restrictions and the related economic consequences continue to unfold, the partnership between the EU and the countries in Western Africa will have to recalibrate the balance between improving the livelihoods of local populations, fighting irregular migration and facilitating regular channels, so as to tap into the developmental potential of migration. While the current crisis presents new challenges for both Africa and Europe, the two parties would benefit from focusing their efforts on making migration part of the post-pandemic economic recovery and longer-term socioeconomic development. 36. Media and Securitisation: The Influence on Perception

Abstract:
The relationship between media and perception is essential to securitisation processes. Through the adoption of specific wordings and narratives the media can and do influence the public perception of a given phenomenon as a challenge or even an existential threat to public security, economic prosperity, social stability or cultural homogeneity. Media narratives are exploited by political actors, which promote and/or instrumentalise securitised issues in order to present themselves as the only actors able to provide a solution. During the years of the “migration crisis”, many media outlets in Europe created a perception of the magnitude of migration phenomenon that had little basis in empirical data while also portraying it as inherently threatening. The securitisation to which migration was subjected led to a much worsened perception of migrants by the public and consequently to a greater political appeal of parties that made anti-immigration the core of their public discourse.

Responsible investment as a capital allocation strategy has evolved from its ethical and political origins to embrace science-based considerations and outcome-based approaches in the context of the urgent action required in response to climate change and the Sustainable Development Goals. This shift can pose both threats and opportunities to companies seeking to get access to a diversified investor base. The investment environment companies are faced with varies depending on the geographical context and the investment style of investors. In particular, the rise of passive investment – that is the replication of financial indices in the construction of fund portfolios – is an important tool for the integration of sophisticated environmental, social and governance (ESG) factors in investment strategies. The US, Europe, Asia-Pacific and Africa present different levels of maturity and strengths in the space of responsible investment, calling for ad-hoc responses from investee companies. Across all jurisdictions the challenge of effectively measuring the impact of responsible investment is one investors and policymakers alike are still grappling with. What are the elements and the impact of the inclusion of scientific cooperation within the 2019 Memorandum of Understanding (MoU) in support of the Belt and Road Initiative between Italy and China? Like many other developed countries, Italy has played a role in contributing to China’s growth as a science and technology (S&T) power. Most S&T bilateral collaborations are decade-long and predate the MoU, suggesting that the importance of the latter is largely symbolic. Nonetheless, the MoU of March 2019 has reinforced the process of centralisation of S&T collaborations as well as a public debate that has grown to include matters regarding 5G technology and public procurement involving Chinese technology. Chinese media are the voice of the Chinese Communist Party at home and abroad. It is no surprise therefore that collaborations between Chinese and foreign media have been attracting more international attention. One issue that has not been yet explored is the nature and implications of the inclusion of two important Italian media actors such as Rai (the state-run broadcasting company) and Ansa (Italy’s main press agency) in the Memorandum of Understanding signed by Italy in support of the Belt and Road Initiative in 2019. These deals fit in a broader picture of an Italian media environment that is being increasingly targeted by Chinese media. However, the impact that such an effort has had on the Italian public opinion has been very limited so far and the Italian media landscape keeps offering free and varied information. 40. Silk Road Academic Connections: China–Italy Cooperation in Higher Education and Its Implications for the West

Abstract:
Cooperation in higher education and research is a positive aspect of the broader Italy–China relationship as it contributes to the advancement of the scientific and cultural environment in both countries. China has invested considerable sums to promote cooperation and exchanges with the Italian academy, including through the establishment of a dozen Confucius Institutes and a number of Confucius Classrooms. Italian universities have set up academic partnerships with Chinese entities on almost every subject. These have improved Italy’s research outlook, but have also posed inevitable risks of self-censorship and kowtowing to Chinese wishes. Moreover, there has been a surge of academic sponsorships by Chinese firms, in particular ICT companies such as ZTE and Huawei, which raise further concerns for Italy’s security interests and cooperation with its Western allies.
