Abstract:
The decade since the 2010–11 Jasmine revolution has been particularly difficult for Tunisia. The trend of poverty reduction that started in the early 2000s has lost steam, with poverty rates increasing again in the wake of the Covid-19 pandemic and spatial inequalities remaining high. Moreover, the labour market is afflicted by persistent structural problems: high unemployment, high informality and low levels of participation among women and youth. Given the limited opportunities offered by the local labour market, Tunisians increasingly find in emigration the solution to cope with their dire economic and social situation.

China’s engagement with Asian regions beyond its geographical periphery has grown exponentially since the 1990s and this is nowhere more evident than in West Asia and the Persian Gulf subregion. While energy drove China’s early interactions with the Gulf states, within two decades after the Cold War the relationships had evolved into much tighter networks of partnerships. China’s relations with the Gulf states, however, has not been uniform and the case studies of the United Arab Emirates and Iran highlight the complexities of China’s strategy in this subregion and the ways in which it actively pursues its diverse set of interests.

Climate change and environmental degradation are adding serious strain to Iraqi coping capacities and governance mechanisms in a county already struggling with elevated water scarcity, instability and demographic growth. Widely recognised as a country at high-risk from climate change, Iraq faces the urgent need to diversify its economy away from hydrocarbon resources, while developing mechanisms of cooperation and co-dependency with regional neighbours to provide sustenance and opportunities to its youthful population. Drawing on Iraq’s history as a trade hub and bread basket for the region, Iraq and its neighbours need to urgently work together to overcome divisions and plan for a better future if the challenge of climate change is to be transformed into an opportunity capable of promoting stability and integration in an increasingly fragile Middle East.

4. Transitional Justice in Iraq: The Challenges of National Healing and Recovery

Abstract:
Transitional justice in Iraq is a record of squandered opportunities and compromised institutions. Over five decades, Iraqi society has endured human rights abuses on a wide scale, perpetrated by state and non-state actors. The post 2003 era offered a chance to heal wounds and promote national recovery by adopting policies of transparent judicial accountability, equitable reparations, truth-telling and documentation, and national reconciliation to repair the torn social fabric. Instead, in the immediate aftermath of the war of 2003, a victor’s justice prevailed, which deformed the principles of transitional justice and undermined its mechanisms through rampant sectarianism, clientelism and corruption, leading to new abuses, increased strife and deepening social fissures. Twenty years into the new political order, Iraqi policy-makers must reconsider their policies and reform their mechanisms to achieve social cohesion, or risk further social fragmentation and conflict.

Abstract:
The role played by countries of the Gulf Cooperation Council (GCC) in the Eastern Mediterranean is becoming increasingly important. This calls for an assessment of their evolving relationship with countries in the region, as well as their involvement in the Libyan conflict. Increased involvement by Gulf actors may inflame existing regional rivalries and geopolitical tensions. The interests of GCC countries in the Eastern Mediterranean are first analysed in the broader context of regional rivalries. Special attention is then devoted to Egypt, Libya, Lebanon, Greece and Cyprus, while considering the role of other key regional actors such as Turkey and Israel. Recommendations on why and how the new US administration should intervene to decrease regional tensions are provided. They originate from Washington, where the new Biden administration is expected to abandon its predecessor’s zero-sum, erratic approach and take steps towards supporting regional balances and cooperation. Effects are visible especially in the Gulf, with the US pondering its options to re-activate nuclear diplomacy with Iran and Saudi Arabia and the United Arab Emirates grudgingly agreeing to put their feud with Qatar on ice. One way or another, these winds of change are working their way through the Levant, the Eastern Mediterranean and Libya. Admittedly, they are still feeble and can easily fade out like a morning breeze. Were that to happen, Europeans would be amongst the most affected – aside, of course, from regional populations themselves. It is now high time for the EU and its member states to leave the backseat they have (un)comfortably been sitting in for years, seize the opportunity of a cooperative US administration and work to play a more proactive role in North Africa and the Middle East commensurate with their considerable financial, diplomatic and military resources.

As the Biden and Rouhani administrations’ position to renew diplomatic efforts on the Iranian nuclear file with European support, they face more challenges than their predecessors did in 2015, when the Iranian nuclear deal, formally known as the Joint Comprehensive Plan of Action (JCPOA), was originally signed. Today, domestic, regional and international confrontations have increased; hardliners and conservatives in Tehran and Washington, on the one hand, and in Israel, Saudi Arabia and the United Arab Emirates (UAE) on the other, are now more aligned and coordinated against a diplomatic success than they were in 2015.

Building on emerging debates on the need to develop de-escalation mechanisms for the Middle East, the Istituto Affari Internazionali (IAI) and the Brussels-based Foundation for European Progressive Studies (FEPS), with support from the Italian Ministry of Foreign Affairs and International Cooperation, launched a one-year research and outreach project entitled “Fostering a New Security Architecture in the Middle East”. Connected to the research, an expert survey targeting European, US, Russian, Middle Eastern and Chinese experts and practitioners was conducted on key themes, principles and approaches associated with a potential new security architecture for the region. The results of the survey – first published in an edited book volume jointly published by IAI and FEPS in November 2020 – are analysed below, complete with tables and infographics on key themes associated with the research project and the search for new, inclusive mechanisms for dialogue and de-escalation in the Middle East.

Abstract:
Historically speaking, the European Community and then the European Union have always reacted with paradigm changes in their foreign policies to watershed moments in the Middle East. In response to the two Arab-Israeli wars in 1967 and 1973, the European Community actually set up its own foreign policy in the first place and initiated the Euro-Arab Dialogue. After the Camp David Accords, the nine foreign ministers came out with the Venice Declaration in 1980 which reminded its partners in Washington and Tel Aviv that the Palestine question had been ignored and set the parameters for diplomacy in the 1990s. After the Cold War, however, the European Union became absorbed into the so-called Middle East Peace Process (MEPP), resulting in less independent EU agency on Israel/Palestine. This trend has become particularly obvious over the past four years of the Trump presidency, during which time the EU seemed almost paralyzed. While Europeans are now counting on the incoming Biden administration, during the election campaign Joe Biden stated that he will leave the US embassy in Jerusalem and that he is also favourable of the normalization deals between Israel and certain Arab states which President Trump had pushed for. At the same time, the Biden team seems hesitant to return to negotiations.

Pope Francis is scheduled to arrive in Iraq on 5 March 2021 for a historic three-day visit. The Holy Father aims to promote a message of hope and support to thousands of Iraqi Christians who have returned or are yet to return to their homes after the official defeat of the self-proclaimed Islamic State (IS) in December 2017. The first-ever Pontifical visit will also include stops in Mosul and the Christian enclave of Qaraqosh, in northern Iraq, in a province which has been ground zero for so much violence and ethnic and religious cleansing over the past years. All minorities have suffered in Iraq – but none as much as the Yazidis, slaughtered by the thousands by IS militants. While other minorities have slowly returned home, the Yazidi future remains bleaker than ever.

The Syrian conflict entered its eleventh year on 15 March 2021, bringing this “living nightmare” back to our minds.[1] This ominous anniversary should remind the world of the importance of addressing the bleak reality inside Syria. While the new US administration provides a glimmer of hope for a return to diplomacy, multilateralism and an end to the mercantilism of the past years, Europe would be wrong to simply wait for the US lead on Syria.

Israel is still holding to its traditional security maxim. Based on a perception of a hostile region, Israel’s response includes early warning, deterrence and swift – including pre-emptive – military action, coupled with an alliance with a global power, the US. Israel is adjusting these maxims to a changing reality. Overlapping interests – and perhaps the prospect of an even more open conflict with Iran – led to limited relationships between Israel and some Gulf states. These, however, will be constrained until Israel makes progress on the Palestine issue. Israel aligned with Greece and Cyprus around energy and security, which may lead to conflict with Turkey. Russia’s deployment in Syria placed new constraints on Israeli freedom of action there. The US’s retrenchment from the Middle East is not having a direct effect on Israel, while the Trump administration’s support for Israel’s territorial designs in the West Bank may make it easier for Israel to permanently expand there, thus sowing the seeds for future instability in Israel/Palestine. The EU could try and balance against such developments, but, as seen from Israel, is too divided to have a significant impact. Abstract:
The Middle East and Gulf region face three drivers of tension and instability: those caused by the US’s erratic and unilateral policies, those tied to economic underdevelopment and those linked to growing competition among regional actors. China is and will be facing economic challenges stemming from the Middle East and will face growing calls to assume more active roles in the region, roles which however often go beyond its capabilities or interests. China’s approach to regional security can be categorised as promoting political solutions to disputes, contributing to economic development and providing security resources within the UN framework. China backs regional efforts to achieve peace and security via dialogue, also including extra-regional actors involved in the Middle East. China is sympathetic to Russia’s vision for regional security cooperation, and would support the convening of an international conference on Middle East security issues that includes specific roles for regional and external actors.

Russia’s return as a major geostrategic actor in the Mediterranean is one of the most significant trends characterising this area over the past few years. Part of a broader geopolitical pluralization of this space, Russia’s 2015 intervention in Syria marked a new phase in Moscow’s Mediterranean engagement. Based on a stringent logic of intervening where other powers leave strategic vacuums, Russia has succeeded to carve out an increasingly central role in Mediterranean equilibria, despite its limited resources. Russian diplomatic and economic support for the Syrian regime in Damascus had steadily increased since the outbreak of the Syrian revolution in 2011. Yet, it was Moscow’s direct military intervention in September 2015 that signalled a decisive upgrade in engagement. Moscow’s military involvement shifted the tide of the conflict, proving decisive in avoiding the collapse of the Syrian regime, which is also backed by Iran and the Lebanese group Hezbollah.

16. COVID-19 in Palestine: A Pandemic in the Face of “Settler Colonial Erasure”

Abstract:
As of early September 2020 more than 27 million cases of COVID-19 have been recorded worldwide, along with approximately 890,000 deaths. After many months of lockdown, countries are having to re-open despite growing infection rates and fears of a second wave while people adapt to a “new normal” which includes restrictions, social distancing and limited travel. At the start of the lockdowns, many Palestinians commented that the world now finally understood what life was like for them. Particularly in the West Bank and Gaza, the curfews, the closure of public spaces, the inability or difficulty to travel, lingering anxiety and perpetual uncertainty are features common to Palestinian life. However, this new global reality reflects only a fraction of the Palestinian experience of suffering from nearly a century of ongoing settler colonialism.

Lebanon is teetering on the brink of collapse as mounting economic, political and geopolitical pressures put unprecedented stress on the country’s institutional – and deeply sectarianised – setup. In October 2019, when large scale anti-establishment protests erupted across the country, what has been described as the Lebanese “Ponzi scheme”,[1] a shady mechanism through which the country was able to attract continuous injections of foreign currency to sustain Lebanon’s financial system with artificially inflated interest rates, came to a breaking point. The value of the Lebanese lira dropped significantly, as have socio-economic conditions for large parts of the population. Then came the massive explosion in Beirut, the latest, severe blow to the country’s economy, already suffering from a dysfunctional political apparatus, the recent default on the state’s debt in March 2020 and the COVID-19 pandemic. The tragic explosion reignited popular anger. Lebanese citizens renovated their grievances against the pervasive corruption and sectarianism that has dominated Lebanon’s confessional system, leading the country to the brink of bankruptcy.

Abstract:
After Yemen’s 2011 uprising broke out, the country went through a series of political upheavals and cycles of violence that tore the country apart, including the start of a full-scale civil war in 2014 and the Saudi- and UAE-led intervention in 2015. In a context where civilians have been deliberately attacked by all sides, COVID-19 has added a new layer to the unspeakable suffering for millions of civilians in Yemen, whilst Europe has reacted with development aid but has thus far failed to support need for accountability in the conflict.

Given the consequences that security issues yield for the Middle East and beyond and in spite of the failures to date, a regional security process where stakeholders can engage with one another remains a relevant and timely approach, which would be needed to move out of the region’s current cycle of instability. Based on the ongoing Tafahum project, a first step is to establish a shared understanding of regional security issues and what they entail before taking steps towards building a security “architecture” or “system”. In addition, regional cooperation must be framed around both conceptual and operational baskets. A broad agreement on principles of conduct, a focus on regional economic development and the development of civil society interactions are seen as essential elements around which such baskets can be put together.

Prior to 2011, Lebanon was no traditional gatekeeper in managing migrant and refugee flows to the EU. Following mass refugee influx from Syria, the small Middle Eastern state acquired key importance in the EU’s architecture of externalisation, alternatively framed as the set of norms and practices that the EU crafts to govern migration from a distance. Lebanon currently hosts more than 1.5 million Syrian refugees and since 2012 the EU has been the key funding power seeking to help the refugee-hosting state cope with the spillover effects that mass displacement brought about on the country. The EU’s recently published New Pact on Migration and Asylum reiterates support to refugees and refugee-hosting countries – including those in Syria’s neighbourhood – as one of the central elements of cooperation with third countries on migration and displacement. After nearly a decade of cooperation between the EU and Lebanon in this area, and ahead of the EU’s new budgetary and policy-planning cycle (2021–27), now is a key moment to critically assess EU-Lebanon cooperation on displacement from Syria.

As Russia has become a major external player in the Middle East and North Africa (MENA) region due to its military engagement in Syria since 2015, it has acted as a balancer and mediator in several regional controversies and has continued to serve as a security guarantor for the Syrian state. This course has brought Moscow some practical dividends, such as growing economic and military-technical cooperation with select MENA countries, and has spurred its broader international profile. However, entering the 2020s, the risks of more active engagement in the Middle East have also mounted, making Russia’s balancing act more difficult. In three cases where Russia’s involvement has been visible (Syria, Libya and the Israeli-Palestinian problem), evolving developments challenge Moscow’s acquired influence and multi-vector approach, but also create new opportunities for its engagement and mediation. Above all, the 2020 US–Iran crisis catalysed the urgent need for structured regional dialogue, especially across the Persian Gulf. While this requires direct interaction between the region’s main antagonists, the initial impulse to unlock the trans-Gulf impasse might need to come from the outside. A process-oriented blueprint for inclusive multilateral security in the Gulf proposed by Russia in 2019 is a step in the right direction, but to be activated it may need to come as part of some broader international initiative.

22. Palestine and the Arab–Israeli Conflict: 100 Years of Regional Relevance and International Failure

Abstract:
This paper asserts that the Arab–Israeli conflict, and in particular the question of Palestine, has been the major issue of regional concern across the Middle East for over a century. It claims that the failure to resolve the question of Palestine will continue to impact on the region’s stability and its geopolitical dynamics and to shape popular opinion while limiting Arab leaders’ options. It first situates the Arab–Israeli conflict as a core regional issue in historical context – which is crucial for understanding where we are today – before critically reviewing the Oslo “peace process” and its failure to deliver a just and sustainable peace within the framework of a “two-state solution”. It suggests that this failure has resulted in the ramping up of lingering regional problems (e.g. southern Lebanon, the Golan Heights, refugees and in Palestine itself) and the rise of new challenges and frameworks (e.g. the Resistance Axis and the BDS movement). It concludes that the time has come for the international community – including the European Union, which has contributed to the failure of the two-state solution – to consider alternative paradigms and actions.

Despite its dominance as the world’s key exporting region of hydrocarbons, energy connectivity within the Middle East, in the form of cross-border oil and gas pipelines, electricity grids and related institutions, is lagging. There has been limited progress in the Eastern Mediterranean area and with Turkey. But so far unfavourable commercial conditions, persisting subsidies, and regional political suspicions and disputes, have hampered progress. Key changes in the world energy market – a period of lower oil prices, with the expansion of US shale production, the globalisation of natural gas trade, the rise of renewable energy, and growing action on climate change – should encourage more intra-regional links. To realise the prize of 25 billion to more than 100 billion US dollars of savings available from greater energy trade, regional states will have to liberalise energy markets, establish multilateral institutional frameworks, and make the most of support from international energy corporations and influential political players, notably the US, China, EU and Russia. Europe and Iran had begun to invest in a closer commercial relationship just when the United States withdrew from the nuclear deal in May 2018. Since then, Washington has re-imposed its stringent economic sanctions, targeting Iran’s oil exports as a major source of government revenue but also banning financial transactions with the country. This poses an enormous challenge for the EU, which had intended to use the 2015 agreement as a stepping stone to promote regional cooperation and, ultimately, a more comprehensive relationship with Iran. Abstract:
Refugee movements are not a new phenomenon in the Middle East and North Africa. The history of the region has been shaped by waves of displacement and refugee crises, and the most recent, the dramatic case of Syria, is still in process. This paper investigates refugee movements in the region and their impact on regional dynamics by focusing on two important case studies: Lebanon and Turkey. It explores each country’s response to the Syrian refugee crisis in detail, while addressing the role of relevant stakeholders, such as international organizations, civil society and government, in humanitarian relief efforts as well as in refugee protection and management.

Abstract:
The research that forms the basis of this study aims to address women’s roles within peace operations, as well as their contribution to security and peace-building. Based on Italy’s contribution to the NATO-led missions – the International Security Assistance Force (ISAF) and, currently, Resolute Support (RS) – the subject of the analysis is Afghanistan, and particularly Herat Province. The research e ort is speci cally aimed at assessing the impact of the civil–military cooperation (CIMIC) initiatives implemented by Italian troops in Herat, with a speci c focus on gender and Afghan women. The rst part of this paper addresses the theoretical framework on women’s participation in stabilization and reconstruction e orts. It introduces concepts such as gender analysis and gender mainstreaming, and, consequently, the bene ts of focusing on gender when carrying out CIMIC initiatives within peace operations. The second part focuses on the CIMIC activities implemented by the Italian contingent in Herat Province. The concluding section of the paper provides some “food for thought”, aimed at contributing to further enhancing the e ectiveness of the CIMIC projects carried out by the Italian military and their related e ects.

The "battleground" of the Israeli-Palestinian conflict is shifting from its local context, where it has been placed in the Oslo, Intifada and Roadmap/Quartet periods, to its original dimension: the international arena. While it is indeed unclear if a multilateral approach will fare well, it is a fact that the unilateral/bilateral approach has failed. Having reached the end of the Middle East Peace Process as we have known it for the past decades, it is about time to be open-minded about realistic alternatives. This paper analyses these potential scenarios, the roles played by the main local and international actors, and outlines how a EU multilateral initiative should look like.

The death of Aylan, a 3-year-old boy on a Turkish beach, prompted European leaders and public opinions to acknowledge that Europe is the deadliest migration destination in the world. In spite of this disturbing truth, there is little agreement on an EU solution to the Syrian refugee crisis. In September 2015, the EU Interior Ministers struggled to agree over the relocation of 120,000 refugees through a common compulsory mechanism, as Eastern European countries oppose the idea of “sharing the burden.” Progress regarding other solutions such as a European rescue at-sea-mission, the delivery of humanitarian visas or the opening of legal means of migration have also met strong member state resistance. If Europe is not up to the task, can international organisations (IOs), often critical of European states for their inaction, impulse change? What influence do IOs have on EU and Mediterranean migration and refugee policies? This paper investigates how IOs have been trying to frame an alternative debate and the challenges they meet in promoting transregional governance.

Under certain conditions, such as security crises, an integrated external EU counter-terrorism policy can emerge without leading to the supra-nationalisation of policy-making. This paper analyses the role of the High Representative for Foreign Affairs and Security Policy with the objective of assessing the influence that such figure can have on the governance of EU counter-terrorism policies. It does so by assessing the EU’s response to three security crises, namely: the 9/11 attacks and the subsequent bombings in Madrid (2004) and London (2005); the Arab Spring and the following destabilisation of the Middle East and North Africa (MENA); and the emergence and spread of Da’esh.

The Middle Eastern and North African region is in flux, while attempts to identify a new dominant structural logic have been limited so far. For the time being, the new “order” appears to consist of the absence of any one clear-cut organising principle and in overlapping, dynamic, often contradictory geopolitical developments. Among many other features, the geopolitical equation in the Middle East is being altered by a number of larger structural shifts regarding the position and relative weight of specific actors. Notable instances include the relative loss of influence of the United states and Europe; the game-changing regional roles of Russia and China, respectively; the resurgence of the IranianSaudi rivalry; the emergence of a number of regional “swing states”; and the increasing role of non-state actors in shaping regional developments. the complexity of this outlook makes policy choices by regional and external actors ever more difficult.
