- In my observations below, I will not focus on the individual successes within the Sierra Leonean security sector itself over the duration of the security sector reform (SSR) process. Instead, I will focus on the interconnections and disjuncture between security and development that occurred during my time in Sierra Leone. I will also attempt to demonstrate that whilst significant progress has been made since 1999 in ensuring that security and development are inter-related , there is still some way to go before they are fully integrated into either policy or programmatic practice.

- This paper documents the history of Operation Pebu (Op PEBU) between April 2003 and March 2006. It is an overview of the progress and development of the project and does not attempt to document every change in contract between the Government of Sierra Leone (GoSL) and its contractors, nor those relating to contracts let by the United Kingdom (UK) Department for International Development (DfID). The focus of the narrative below is the construction of accommodation for soldiers of the Republic of Sierra Leone Armed Forces (RSLAF) and their families with which Op PEBU has become synonymous.

- This conference launches IPA's new research program entitled 'Strengthening the Security-Development Nexus: Conflict, Peace and Development in the 21st Century'. Focusing primarily on the role of international actors in conflict prevention, conflict management and post-conflict reconstruction, the conference aims to: a) examine advances that have been made in linking the UN's Agendas for Peace and for Development in the 1990s; b) highlight the challenges faced by the security and development communities in moving towards a shared 'peacebuilding' agenda; c) identify the difficult political, institutional, operational and policy challenges facing practitioners, policymakers and researchers in the changed international environment of the early 21st century. The conference will seek to integrate gender considerations into each of its substantive panels.

- Security Sector Governance (SSG) in Africa was the theme of a workshop that took place from the 24-26 November, 2003, at Elmina, Ghana, under the auspices of Africa Dialogue and Security Research (ASDR), with the support of the Global Facilitation Network for Security Sector Reform (GFN-SSR) and jointly funded by the UK Government (Africa Conflict Prevention Pool) and the Special Initiative for Africa from the Ford Foundation. Participation and speakers included academics as well as practitioners from both NGOs and Government. Also in attendance were representatives of various security sector areas, namely defence, police and intelligence from a range of regions, including Southern, East and West Africa, Europe and North America. The agenda covered a multitude of subjects within the governance theme, rendering the programme valuable, instructive and enriching the debates. Among the subjects were International and Regional Perspectives on Security Sector Governance, Governance of Police and Policing, Governance of Intelligence and Governance of the Armed Forces.
