2. Technology Parks - Concept and Organization

- This study presents a conceptual and organizational framework for establishing a pilot technology park and incubator in Bulgaria. Such a park might initially focus on the telecommunication and information technology (IT) sector (including software development), where the country displays strong, albeit under-utilized, technical talent. The park might encompass an export-oriented IT service firm and an incubator that will nurture hi-tech companies and help them commercialize innovative ideas and technologies. The study presents the experience of leading technology parks and incubators in the U.S., Israel, India and elsewhere and draws upon an on-going project of the Institute for EastWest Studies to establish a technology incubator in Budapest. The purpose of the paper is to identify the existing models of technology parks and to suggest organizational, legal and management solutions that can be applied in Bulgaria.

- The Banking and Finance Assistance Centre (BFAC) of the East West Institute is an independent, international centre whose mission is to provide assistance to financial sector leaders in the transition economies of Central and Eastern Europe (CEE) and the former Soviet Union (FSU). BFAC was established in 1992 by the East West Institute in response to the need expressed by bank executives and finance officials in CEE for a centre to provide impartial, professional, technical advice and assistance in the course of designing and implementing reform initiatives. Supported, among others, by the EWI network and in particular the United States Agency for International Development, BFAC's projects also cover capital markets and pension reform and small- and medium-sized enterprise development.

- There are different possible approaches to solving this problem. Considering its extreme complexity, and especially the lack of relevant practices in market economic conditions and in a democratic decision-making process, one of the possible solutions is the study and analysis, of the experience of other countries. If relevant, these experiences in countries which have already institutionalized regional development can be promoted. Although the experience of the countries in the EU, of which Bulgaria aspires to become a member, is important, it is even more important to study the current experience of countries in which conditions are closer to those in Bulgaria.

- Since 1992-93, the Institute for EastWest Studies (IEWS) has been organizing meetings of a 'Strategy Group for Strengthening Cooperation in Central and Eastern Europe'. The Strategy Group brings together representatives of the Central and Eastern European Associates of the European Union and Ukraine (and Western states and neighbouring countries where appropriate) to discuss the security challenges facing the region. The Strategy Group aims to foster the development of cooperative solutions to the problems facing Central and Eastern Europe. Participants in Strategy Group conferences and workshops come from diverse backgrounds, including governmental representatives, politicians, business people, academics and non- governmental representatives.

6. Subregional Relations in the Southern Tier: Prospects for Development

- Doubts were expressed as to the extent one could define the Caucasus and Central Asia as a single region, particularly for the purposes of exploring the potential for subregional cooperation to develop among its constituent states. External considerations (complex relationship between Russia and the states involved; presence of other outside actors; energy transit perspectives; influence of external conflict, i.e. Afghanistan) may point towards consideration of the Southern Tier as one region. However, internal perspectives, geographical, historical, political and cultural, suggest that treating subregionalism separately in the Caucasus and Central Asia might be a more realistic and potentially fruitful approach.

- The EastWest Institute is interested in the issue of banking supervision as one of the primary goals of our Economics Program since 1990 has been to support the establishment of a reformed, market-based banking system in Central and Eastern Europe (CEE) and the Former Soviet Union (FSU). As an integral component of our broader work in providing expert support to commercial bank managers and economic policymakers on the concrete aspects of implementing reform-oriented practices and strategies, we see the underlying stability and transparency of the banking system to be of critical importance. In Hungary as elsewhere, banks are indispensable to the smooth functioning of the economy, and the EWI has long subscribed to the view that the banking sector (e.g. in the context of privatisation) is a 'special' sector and requires special treatment.

- In 1997-98 the Institute for EastWest Studies (IEWS) is running two projects on means for strengthening cooperation in Europe. The 'Strategy Group for Strengthening Cooperation in Central and Eastern Europe' is a series of meetings funded by the European Union's PHARE/TACIS Democracy Programme. Ten meetings and workshops will examine the diverse range of security problems facing the countries of Central and Eastern Europe and possible cooperative solutions to these problems. The Strategy Group brings together representatives of the Central and Eastern European Associates of the European Union and Ukraine (and Western states and neighbouring countries where appropriate). Participants in Strategy Group conferences and workshops come from diverse backgrounds, including (but not limited to) governmental representatives, politicians, business people, academics and non-governmental representatives. IEWS is joined in organizing this Strategy Group series by the Finnish Institute of International Affairs (FIIA).
