201. The Case for Intellectual Property Rights: Should Patents Be Strengthened, Weakened or Abolished Altogether?

Abstract:
The case for patents rests crucially on three conditions: that innovation is undersupplied in the absence of patents; that patents promote increased innovation; and that the welfare benefits of any additional innovation outweigh the welfare costs associated with the temporary monopoly that patents generate. While it is probably true that innovation is undersupplied, the empirical evidence is mixed on whether patents foster innovation. This may be due to patents stifling cumulative innovation because of holdup and ex ante uncertainty over patent rights. This policy brief recommends that to reduce the potential for holdup, uncertainty around patent rights should be reduced. Patents should be easily searchable and more easily understood by non-legal experts. In addition, patents should be narrower and more clearly demarcated. To the extent that the welfare costs of patents appear to outweigh their benefits, the requirements for obtaining a patent should be tightened. Further, patents should be made less broad and, concomitant with the reduction in the length of the product cycle, the length of patents should also be reduced.

Canada and Australia have shared interests in bolstering economic prosperity and security cooperation across East Asia. The focus of the world economy has shifted to Asia; Canada should follow the path Australia has taken for decades and orient itself — in economic and security terms — toward the emerging economies of East Asia. The risk of regional instability is growing, however, due to China's re-emergence, continued speculation about US strategic engagement in Asia and increased competition over disputed maritime boundaries. These developments provide opportunities for collaboration between countries like Canada and Australia. Non-traditional security threats, including natural disasters, climate change, food security and cyber security, point to a range of areas where the two countries can work more closely together.

Reforms of the financial system in the wake of the global financial crisis are incomplete. Beyond reforms, good judgment is essential in a crisis. Short-termism in finance cannot be completely controlled by regulation and supervision. Financial crises are inevitable but need not be as virulent at the global financial crisis. Central banks will have to rethink their policies and how they interact with other agencies partially responsible for maintaining financial system stability.

204. Vertically Integrated Peace Building and Community Violence Reduction in Haiti

Gang-driven violence in the urban slums of Haiti's capital, Port-au-Prince, has been a preoccupation of international peace-building efforts for the past decade, yet continues to pose a serious threat to peace and stability in the country. These communities have, in recent years, been the site of an ongoing series of experiments, involving a range of different actors, aimed at reclaiming them from armed gangs; however, the isolated and fragmented nature of these interventions has reduced their cumulative impact. This paper makes a case for greater coherence and coordination between bottom-up community violence reduction efforts and top-down police reform, based on a broader argument around the importance of "vertically integrated peace building." Based on field interviews with community leaders as well as officials from both the UN and the Haitian government, this paper suggests that, in the public security realm as elsewhere, the careful integration of top-down and bottom-up efforts represents an important avenue for strengthening state-society relations, increasingly recognized as a crucial component of any sustainable peace-building process.

205. Reforming the International Monetary System in the 1970s and 2000s: Would an SDR Substitution Account Have Worked?

Abstract:
This paper analyzes the discussion of a substitution account in the 1970s and how the account might have performed had it been agreed in 1980. The substitution account would have allowed central banks to diversify away from the dollar into the IMF's Special Drawing Right (SDR), comprised of US dollar, Deutschmark, French franc (later euro), Japanese yen and British pound, through transactions conducted off the market. The account's dollar assets could fall short of the value of its SDR liabilities, and hedging would have defeated the purpose of preventing dollar sales. In the event, negotiators were unable to agree on how to distribute the open-ended cost of covering any shortfall if the dollar's depreciation were to exceed the value of any cumulative interest rate premium on the dollar. As it turned out, the substitution account would have encountered solvency problems had the US dollar return been based on US treasury bill yields, even if a substantial fraction of the IMF's gold had been devoted to meet the shortfall at recent high prices for gold. However, had the US dollar return been based on US treasury bond yields, the substitution account would have been solvent even without any gold backing.

209. The Big Break: The Conservative Transformation of Canada's Foreign Policy

The foreign policy of the Harper government has been called ideologically conservative, incoherent, a betrayal of a proud foreign policy tradition, and worse. The critics have a point, in that the Conservative view of Canada in the world represents a transformation from all that has gone before. But that transformation — that “big break” — disrupts an approach to foreign policy that was already under great stress. In fact, the arc of Canadian foreign policy from the end of World War II to the present can be divided into four periods: a period of Laurentian coherence, when the political, academic, bureaucratic and media elites living in the cities encompassed by the St. Lawrence River watershed formulated and implemented Canada's postwar approach to engaging the world; Laurentian incoherence, when that approach began to unravel due to both internal and external pressures; Conservative incoherence, when the Harper government tried — but often failed — to impose its own approach; and Conservative coherence, in which the Harper government has become increasingly sure-footed in its handling of diplomatic issues. Future governments may seek to reverse this Conservative reversal of the Laurentian approach, but given the breadth and depth of the Conservative coalition, at least some of the big break is likely endure.

210. Crying over Spilt Milk: The History of Dairy Supply Management and Its Role in Recent Trade Negotiations

Canada's system of dairy supply management, where domestic supply is matched with domestic demand, has come under fire in recent years, criticized for being a regulated model in an increasingly deregulated world. This background paper explores the historical evolution of dairy in Canada, and why supply management was eventually implemented in the 1960s, bringing rationality and organization to an industry where none had existed before. It also examines the role of international trade negotiations, largely sponsored by the General Agreement on Tariffs and Trade (GATT) and, after 1995, by the World Trade Organization (WTO), in addressing issues of agricultural protectionism and exceptionalism. It was not until the Uruguay Round (1986–1993), however, that agriculture was included in these negotiations, as neither the European Union (and its antecedents) nor the United States demonstrated any interest. While Uruguay was a tentative beginning, the subsequent Doha Round has dissolved over agricultural problems. In all these venues, supply management has been protected by Canadian governments, but rising international pressure has led Canada to begin to reconsider its support, especially as bilateral trade negotiations and partners are unequivocally opposed to dairy supply management.

The US government has announced that it is prepared to unilaterally relinquish its historical control of the key technical functions that make up the modern-day Internet. This control stems from the foundational role played by the United States in the creation of the Internet, and has been exercised through the law of contract over the organization that performs these functions, a not-for-profit corporation based in California, the Internet Corporation for Assigned Names and Numbers (ICANN). Under the existing contractual arrangement, ICANN has been accountable to the US government for the performance of these functions. However, if the US government is no longer party to this agreement, then to whom should ICANN be accountable?

This research report examines the “vertical integration” of United Nations (UN) peace building efforts in Sierra Leone by examining the extent to which the mission reached beyond national government institutions and elites to engage society more broadly in peace building. It focuses on the country's youth crisis as a persistent cause of conflict that presents ample opportunity for civil society engagement, and identifies two modes of coordinating youth peace building efforts across international, national and local scales. After exploring different understandings of peace building between these actors, this report ultimately argues that the United Nations fostered only weak vertical integration on the crucial issue of youth marginalization; that the lack of engagement leaves the peace vulnerable; and that deeper vertical integration can help ameliorate this ongoing challenge.

216. The Environmental Risk Disclosure Regime: Navigating Complexity in Global Financial Markets

In recent years, a plurality of different governance initiatives has emerged that are designed to expand the disclosure of environmental risk within financial markets. The emergence of these initiatives represents an important policy development, and it has the potential to reduce environmental risk within the financial sector by incentivizing investments in sustainable economic activity capable of long-term value creation. Unfortunately, environmental risk disclosure has yet to be assessed as a field of governance activity in addition to its potential effectiveness in improving disclosure within financial markets. This paper addresses this gap by describing environmental risk disclosure as a “regime complex” that is defined by a field of fragmented but related governance initiatives that lacks an overarching hierarchy. While this regime complex does reveal evidence for policy convergence among different initiatives, it lacks the enforcement necessary to produce a coherent and comparable disclosure and contributes to uncertainty within the financial sector over the impact of environmental risk. This uncertainty justifies an expanded role of international financial regulations in establishing a mandatory and harmonized disclosure standard that can be applied across different domestic jurisdictions.

China, in the next few years, faces the prospect of major regional and bilateral trade negotiations possibly including the Trans-Pacific Partnership (TPP), the Regional Comprehensive Economic Partnership with the Association of Southeast Asian Nations (ASEAN) and Japan, Korea, India, Australia and New Zealand and separate negotiations with India, Korea and Japan, potentially the United States and even possibly the European Union. A likely key element in such negotiations, and one already raised by the United States in the TPP negotiations, is that of trade arrangements involving state-owned enterprises (SOEs). China is viewed from outside as having a large SOE sector, and large SOEs are viewed as having a protected monopoly position in domestic Chinese markets.

As the largest emerging economy, China believes that the Group of Twenty (G20), instead of the Group of Eight (G8), is the ideal platform for its participation in global governance. This paper examines the reasons why China joined the G20 rather than the G8, and then focuses on a detailed review of China's participation in G20 summits since the enhanced forum began in 2008. China took a very active and cooperative attitude in dealing with the global financial crisis in 2008-2009. The paper observes that China also insisted on its own agenda for reforms to the international monetary system, through reforms to the international financial institutions that manage it — in particular, raising the number of voting shares and the representation of developing countries at the IMF and the World Bank. Based on the reviews of China's performance in the G20 summits since 2008, the paper explores China's policy making through its participation in the G20, determining that it is shaped by several major economic departments in addition to the Ministry of Foreign Affairs, and coordinated by a vice premier responsible for economic and financial affairs. The paper concludes that China has gained immensely from its participation in the G20. Most importantly, China entered the centre stage of global economic governance through the G20, which allowed the country to demonstrate that it is a responsible great power, and communicate and maintain relations with other major powers. The main challenges China has faced since joining the G20, from the perspective of some Chinese scholars, are a lack of capacity for agenda setting and shaping initiatives, as well as inadequate communication and coordination among different government departments and between the Sherpa and financial tracks of the G20.

219. China and Sovereign Debt Restructuring

Abstract:
More than a decade after it put forth the idea of the Sovereign Debt Restructuring Mechanism (SDRM) in the early 2000s, the International Monetary Fund (IMF) is again seeking to engage various stakeholders in a new round of discussions about improving sovereign debt restructuring. As a major international creditor, China is an important force to reckon with. So far, the Chinese government has said little publicly regarding the recent IMF reports on this issue. Chinese policy makers and analysts are supportive of the IMF's attempt to explore ways for earlier and more orderly debt restructuring, but they find the proposed reforms to be only marginally useful. From China's point of view, the most important question in debt management is how to prevent excessive borrowing and lending and reduce the likelihood of unsustainable debt. It sees discussions about the mechanisms of sovereign debt restructuring as having little effect on this question. As an international creditor, China's main concern has to do with safeguarding the value of its overseas assets from the detrimental effect of macroeconomic policies of Western countries, especially the United States. This is not an issue that can be addressed by improved debt restructuring mechanisms. China remains deeply concerned about the power imbalance between developed and developing countries in the international financial system. Going forward in the global dialogue over sovereign debt restructuring, China's priority will be to minimize international financial instability while protecting the development needs of developing countries.

220. The Role of International Trade in the Rise of the New Zealand Dairy Industry from Its Beginnings to the Fonterra Era

Since its widespread settlement by Europeans in the 1840s, New Zealand (NZ) has been an agricultural economy. As has been pointed out “there [has been] no serious challenge to the fundamental precept that the country's economy rested on an agricultural foundation” (Macdonald and Thomson 1987, 231), and dairy has been a significant focus of that base. Dairy production was introduced to New Zealand with the clear intent to establish New Zealand as an adjunct to the economic needs of Britain (Hawke 1985). Indeed, the closeness of the relationship between “the Britain of the south” and the metropolitan centre is one of the fundamental characteristics of any environmental history of NZ agriculture (Pawson 2008). This would persist in a material sense for more than a century, until the United Kingdom joined the European Community (EC) in 1973.

221. Equator Principles Reporting: Do Financial Institutions meet their Goals?

The Equator Principles (EP) are a voluntary code of conduct for assessing, managing and reporting environmental and social impacts in project finance. This paper analyses the compliance of the 79 Equator Principles Financial Institutions (EPFI) with the seven mandatory requirements: annual reporting, disclosure of the number of transactions, assessment, risk categories, sector, region and implementation. The three findings from this study are that while all EPFIs required to disclose information do so, at least partially, only about five percent disclose all the information required by the EP guidelines. In addition, the larger the EPFI, with respect to its total assets and membership duration, the higher the reporting quality. In conclusion, further mechanisms are needed to guarantee transparent reporting of environmental and social project finance impacts.

222. China's Goals in the G20: Expectation, Strategy and Agenda

The G20 has emerged as the lynchpin of China's involvement in global economic governance. It remains the only economic institutional setting where the country can operate on par with major Western powers. China has a strong interest in maintaining the status of the G20 as the premier forum for economic cooperation, and a vested interest in ensuring that the G20 does not degrade into yet another “talk shop” of multilateral diplomacy. However, the Chinese leadership's current approach to the G20 is not driven by a desire to position the country as a leading agenda setter. Instead, China's main policy priority is ensuring that the country is treated as an equal and respected partner. China recognizes that in many ways it is still in a comparatively weak position and does not have the institutional capabilities and talents needed to operate in global financial and economic institutions such as the G20.

223. Crisis Management Mechanisms: Pathologies and Pitfalls

As events demonstrate on a regular basis, the Asia-Pacific is a region prone to crisis. In recent years there has been a marked increase in the use of military force to signal interests or resolve, and even, in some cases, to alter the status quo, particularly in the East and South China Seas. Fortunately, none of these “mini crises” have escalated to the level of a shooting war. The received wisdom is that, all other things being equal, no country in the region desires conflict, owing to their high levels of economic interdependence. However, it is clear that in a context of rising nationalism, unresolved historical grievances and increasing hostility and suspicion, there is no reason to be complacent about the prospect of managing every future crisis successfully. Hence the recent surge in interest in crisis management “mechanisms” (CMMs). This paper explores the dangers of thinking of crisis management in an overly technical or mechanistic fashion, but also argues that sensitivity to those very dangers can be immensely useful. It draws upon US and Soviet experiences in the Cuban missile crisis to inform management of a hypothetical future Sino-American crisis in the East China Sea, and to identify general principles for designing and implementing CMMs.

On August 7 and 8, 2014, CIGI's Global Economy Program co-hosted a conference with Uganda Debt Network to discuss African perspectives on sovereign debt restructuring. The proceedings, opened by the vice president of Uganda, took place in Kampala, and featured several distinguished participants — including current and former finance ministers and central bank governors, academics and practitioners, and civil society representatives — from Uganda, Liberia, Cameroon, Ghana, Nigeria, Zambia and Zimbabwe. Participants also came from civil society organizations and intergovernmental institutions representing broader groups of African countries or the continent as a whole.

Ten years ago, in the wake of the Asian financial crisis and subsequent Argentine default, the international community debated how to best promote the timely, effective restructuring of sovereign debt. The debate then focused largely on the relative merits of a so-called statutory approach for sovereign restructurings, with features of domestic bankruptcy regimes, versus the voluntary use of contractual terms designed to facilitate restructurings. At the time, the statutory approach did not have the support necessary to move from proposal to policy and efforts to improve the framework of sovereign debt restructuring rested on the contractual approach.

229. Sovereign Debt Crisis Management: Lessons from the 2012 Greek Debt Restructuring

The 2012 Greek debt exchange was a watershed event in the euro area debt crisis. It generated fears of contagion and was viewed as a threat to the euro itself. Although it achieved historically unprecedented debt relief, amounting to €106 billion (55 percent of GDP), it was “too little, too late” in terms of restoring Greece's debt sustainability. There is a heated debate as to whether the debt restructuring should have taken place sooner, when Greece's adjustment program was agreed to in May 2010. This paper argues that a deep haircut up front, under threat of legislative action, would have been seen as unnecessary and deeply coercive. But delaying the restructuring beyond mid-2011, when it became clear that Greece's debt was unsustainable, was unjustified. The delay reduced the stock of privately held debt subject to a haircut, possibly making an official debt restructuring inevitable down the road. Initial fears that the Greek debt restructuring would pose a serious threat to the euro area's financial stability proved to be exaggerated. On the contrary, it demonstrated that an orderly default involving a pre-emptive debt restructuring is possible in a monetary union, provided appropriate firewalls are in place to limit contagion risks. With crisis management institutions and procedures now in place in the euro area, and with much stricter fiscal surveillance, the Greek experience is likely to remain unique in the history of debt restructurings; however, some lessons can be learned from its specific features.

Examining global cybercrime as solely a legal issue misses an important facet of the problem. Understanding the applicable legal rules, both domestically and internationally, is important. However, major state actors are using concerted efforts to engage in nefarious cyber activities with the intention of advancing their economic and geostrategic interests. This attempt to advance a narrow set of economic interests through cybercrime and economic cyber espionage holds to the potential to erode the trust in the digital economy that has been a necessary condition for the success of the Internet as an economic engine for innovation and growth. By pursuing these efforts, states are prioritizing short-term interests over long-term stability and a responsibly governed, safe and secure Internet platform. This paper explores the recent unsealing of a 31-count indictment against five Chinese government officials and a significant cyber breach, perpetrated by Chinese actors against Western oil, energy and petrochemical companies. The paper concludes by noting that increased cooperation among governments is necessary, but unlikely to occur as long as the discourse surrounding cybercrime remains so heavily politicized and securitized. If governments coalesced around the notion of trying to prevent the long-term degradation of trust in the online economy, they may profitably advance the dialogue away from mutual suspicion and toward mutual cooperation.

In October 2013, Prime Minister Stephen Harper announced that the Government of Canada had reached a "political agreement" with the European Union on the Comprehensive Economic and Trade Agreement (CETA). The timing of Mr. Harper's statement was not coincidental. Evidence suggests that talks between Canada and the European Union are actually continuing several months after his announcement, if only on technical elements. Nonetheless, it seems the Government of Canada wanted to signal that a successful end to Canada-EU talks was in sight, just as talks between the United States and the European Union were getting under way towards the Trans-Atlantic Trade and Investment Partnership (TTIP). The Canadian government did not want to risk a redirection of European energies away from the Canadian negotiation toward their American counterparts.

233. What Drove the Mid-2000s' Explosiveness in Alternative Energy Stock Prices? Evidence from US, European and Global Indices

Soaring prices in European alternative energy stocks and their subsequent tumble have attracted attention from both investors and academics. This paper extends recent research to an international setting and analyzes whether the explosive price behaviour of the mid-2000s was driven by rising crude oil prices and an overall bullish market sentiment. Inflation-adjusted US alternative energy stock prices do not exhibit signs of explosiveness. By contrast, we find strong evidence of explosive price behaviour for European and global sector indices, even after controlling for a set of explanatory variables. Interestingly, while the sector indices plunged with the outbreak of the global financial crisis, idiosyncratic components continued to rise and did not start to decline until after world equity markets had already begun to recover in 2009. This finding suggests a substantial revaluation of alternative energy stock prices in light of intensifying sector competition and shrinking sales margins, and casts some doubts on the existence of a speculative bubble. Nevertheless, this paper observes temporary episodes of explosiveness between 2005 and 2007 followed by rapid collapses, indicating the presence of some irrational exuberance among investors.

Sub-Saharan Africa (SSA) is facing high rates of urbanization and increasing food insecurity. The informal food economy addresses food insecurity by providing access to affordable food and significant employment opportunities to the urban poor in SSA. The Committee on World Food Security should recognize the informal food economy as a critical governance issue. Different policy approaches need to be taken into account to address the diverse needs of the informal food economy, including the needs of "survivalist" traders, larger constrained enterprises and female vendors. Municipalities in SSA often have restricted budgets, which hinder their ability to appropriately govern and support the local informal food economy. Increases in municipal budgets to align with food security needs in urban Africa should be considered as decentralization continues across SSA.

The US government has announced that it is prepared to unilaterally relinquish its historical control of the key technical functions that make up the modern-day Internet. This control stems from the foundational role played by the United States in the creation of the Internet, and has been exercised through the law of contract over the organization that performs these functions, a not-for-profit corporation based in California, the Internet Corporation for Assigned Names and Numbers (ICANN). Under the existing contractual arrangement, ICANN has been accountable to the US government for the performance of these functions. However, if the US government is no longer party to this agreement, then to whom should ICANN be accountable? The existing contractual arrangement includes much more than simple contractual terms. In fact, these obligations make up many of the core tenets of contemporary multi-stakeholder Internet governance. These core principles should be preserved during the transition, and this paper advances two main arguments to achieve this. First, the existing contractual accountabilities held by the US government could be transitioned through the law of contract to the existing customers of Internet Assigned Numbers Authority (IANA) services, creating direct accountability for the performance of those functions between the organization performing those services and the organizations using them. Second, in order to increase support within the broader community, modest revisions could be made to ICANN's independent review process to expand the grounds of review, allowing the review tribunal to hear additional cases on a broader range of complaints, with expanded powers of administrative review of decision-making processes.

Transparency has become a dominant theme within academic and policy discussions on climate engineering (CE) research governance. As CE research moves from modelling and laboratory studies to field experiments, there is a need to operationalize transparency; that is, to move from transparency in principle to transparency in practice. This, in turn, requires greater attention be paid to the purposes that CE research transparency is intended to serve since the ends sought, as well as the context in which they will operate, will drive the design features of disclosure mechanisms. The objective of this paper is to focus attention on the implementation challenges that disclosure faces in the realm of CE research governance. To this end, we identify and elaborate on two distinct roles that disclosure-based governance is anticipated to play: minimization of the potential for environmental and social concerns associated with CE research; and to generate and maintain legitimacy in the research process itself. Drawing on that discussion, we then identify a number of key design features that disclosure-based governance will need to achieve those ends, and we argue in favour of an approach to disclosure-based governance that recognizes the iterative and inherently normative nature of CE governance and supports the development of a decentralized system of disclosure serving multiple ends.

The International Law Research Program (ILRP) of the Centre for International Governance Innovation (CIGI) welcomes the opportunity to comment on the Financial Stability Board's (FSB's) Consultative Document, “Cross-Border Recognition of Resolution Action” (hereafter referred to as the “Consultative Document”) that was released on September 29, 2014. The 2008-2009 financial crisis highlighted the costs and consequences of disorderly resolution procedures for large, complex and systemically important financial institutions. The appropriate design and implementation of resolution procedures for G-SIFIs is critical to limit taxpayers' exposure to the failure of systemically important financial firms and to reduce the costs of financial firms' failure for the wider financial system and the real economy. This paper's analysis concludes that a contractual approach intended to give effect to resolution proceedings in a jurisdiction outside the jurisdiction where the contract was issued has a number of limitations that cannot be effectively overcome through appropriate contract design.

As part of a shift toward a more activist foreign policy, China has accelerated its engagement in minilateralism, which is the gathering of a sub-group of countries within or outside a multilateral institution to solve a problem when the multilateral institution is unable to reach agreements among its members. This paper examines China's minilateral diplomacy in the financial area. Although China has been involved in regional financial cooperation for the last 15 years, its recent minilateral initiatives, such as the New Development Bank (NDB), the Contingent Reserve Arrangement (CRA) and the Asian Infrastructure Investment Bank (AIIB), are far more China-centred. What are China's motivations? Will these minilateral schemes undermine the traditional multilateral institutions? This paper argues that the Chinese government seeks to use financial minilateralism to stimulate reform of global financial institutions, provide financial public goods for its regional neighbours and fellow developing countries, as well as directly promote China's economic and political interests. China's financial minilateralism is not meant to overthrow the existing multilateral institutions, but this could change depending on the interaction between how the world responds to China's new activism and the domestic political dynamics in China. Western countries should understand and accommodate China's aspirations and encourage China to keep its minilateralism open.

The growth and globalization of the Internet over the past 40 years has been nothing short of remarkable. Virtually all sectors, from development to health care to education to politics, have been transformed. Yet developments in how the Internet is governed have not kept pace with this rapid technological innovation. Figuring out how to evolve the Internet's governance in ways that are effective and legitimate is essential to ensure its continued potential. Flexible and innovative decision-making mechanisms are needed in order to enable disparate governance actors to address and respond effectively as changes in the network occur. Actors need mechanisms to coordinate and cooperate around a variety of different governance approaches that may be used to address urgent issues that impact users in various ways from the local to global level. As for legitimacy in decision making, this is typically derived from citizen participation, or membership in a territorial community — an unobtainable metric for Internet governance given the global, cross-sector nature of the network. Internet governance frameworks have traditionally handled this challenge through interest group or stakeholder representation, limiting broader participation in certain kinds of governance decisions that increasingly impact all users across borders and cultures — and also by treating technical and informational Internet practices as falling within national borders, which has led countries to adopt divergent or competing approaches on issues that affect the stability of the global network, risking Internet fragmentation. enhanced coordination and cooperation across institutions and actors; increased interoperability in terms of identifying and describing issues and approaches for resolution throughout the ecosystem (i.e., creating a common Internet governance ontology); open information sharing and evidence-based decision making; and expertise- or issue-based organization to allow for both localization and scale in problem solving. In proposing ways to realize this framework, the paper draws on the lessons of open governance, adopting innovative techniques such as opening data, crowdsourcing and expert networks to facilitate coordination, information sharing, and evidence generation by and across increasingly diverse and global groups of Internet actors, who seek to address the current complex and pressing issues — from increasing access to privacy to cyber security — without risking the stability of the underlying network. The paper also calls for creating practical tools to support such an effective, legitimate and evolving Internet governance ecosystem, including an issue-based map and data repository of current responses to Internet-related governance issues, which can serve as a resource for modelling alternative approaches to tackling urgent issues. Although no right answer or single model for how to manage all issues of relevance to the Internet is suggested within this paper, the proposed framework intends to allow for diverse experiments in distributed governance approaches to learn what works and what does not.

The distributed nature of Internet infrastructure and relatively malleable user engagement with content can misleadingly create the impression that the Internet is not governed. When Internet governance does rise to media or public prominence, this usually involves high-profile controversies such as the Egyptian government cutting off citizen Internet access or government-delegated censorship requests for Google to delete politically sensitive content. These are examples of Internet content governance via infrastructure. But beneath this layer of content, at much more technologically concealed layers, coordinated and sometimes centralized governance of the Internet's technical architecture is necessary to keep the network operational, secure and universally accessible. This governance is enacted not necessarily through traditional nation-state authority but via the design of technical architecture, the policies enacted by private industry and administration by new global institutions. While these coordinating functions perform highly specialized technical tasks, they also have significant economic and political implications.

In a period of global uncertainty, China has emerged as a confident and powerful actor, while the ability of the United States to remain the region's hegemonic power has come into question. Since 2010, digital direct action, including leaks, hacking and mass protest, has become a regular feature of political life on the Internet. The source, strengths and weakness of this activity are considered in this paper through an in-depth analysis of Anonymous, the protest ensemble that has been adept at magnifying issues, boosting existing — usually oppositional — movements and converting amorphous discontent into a tangible form. This paper, the third in the Internet Governance Paper Series, examines the intersecting elements that contribute to Anonymous' contemporary geopolitical power: its ability to land media attention, its bold and recognizable aesthetics, its participatory openness, the misinformation that surrounds it and, in particular, its unpredictability. Anonymous signals the growing importance of what I call “weapons of the geek,” a modality of politics exercised by a class of privileged and visible actors who are often at the centre of economic life. Among geeks and hackers, political activities are rooted in concrete experiences of their craft — administering a server or editing videos — skills channelled toward bolstering civil liberties, such as privacy.

The timely resolution of severe debt crises has long been one of the most difficult challenges for global financial cooperation. Focussing on the case of Greece, this paper examines how the euro crisis precipitated large International Monetary Fund (IMF) loans that violated the framework developed on the basis of the preceding decade to prevent a costly delay in restructuring. The paper reveals that safeguards meant to prevent the IMF from providing support for crisis countries without a reasonably clear path to debt sustainability failed. In fact, changes made in the context of the euro crisis to the IMF's framework for lending in severe sovereign debt crises will weaken the IMF's effectiveness in future crises. The paper concludes with four suggestions for how to re-establish an adequate framework for IMF intervention in severe debt crises in the future.

Abstract:
Cyberspace is the global communications and information ecosystem, and it is now deeply embedded in all aspects of society, economics and politics. As cyberspace has grown in size and significance, the security of the domain has become highly contested among states, the private sector and civil society. This paper is divided into two parts: The first half focusses on the forces that are contributing to escalating international tensions and conflicts in cyberspace, largely driven by state-based concerns around national security. From this perspective, the exercise of state power in cyberspace is growing (to borrow an old phrase) in “leaps and bounds.” The second half employs a different meaning of “bounding power” — which refers to tying down, checking or restraining the exercise of power — and outlines steps that might be taken to lead us down an alternative path, whereby security and openness are both protected and preserved.

On November 22, 2013, the world observes the fiftieth anniversary of JFK's assassination. As Peter Baker (2013) writes, a “quick Amazon browse” yields a staggering 140 new JFK-related book titles published in English this year alone. JFK is regularly ranked by the American public as the most popular president of the post-World War II period. But even this does not seem to adequately explain the Kennedy media blitz in 2013. The media coverage of the anniversary will surely prove in spades that, alas, people still find the circumstances of JFK's death far more interesting than the achievements of his presidency. Dallas is Graceland; JFK might as well have been Elvis. For the first quarter century or so after JFK's murder, insensitive cynics sometimes remarked that having been assassinated was a great posthumous career move. They were wrong. The bizarre and still incompletely solved assassination has focussed succeeding generations on the JFK “fluff” factor — all the hearsay and gossip involved in establishing the Kennedys as America's unofficial “royal family.” To most, Dallas was tragic because JFK and his wife and children were so beautiful, young and cool. Vanity Fair, perhaps the paradigmatic Kennedy-worshipping outlet, has recently issued a commemorative volume of nearly 200 pages, with remarkably few advertisements, of nothing but Kennedy stories. This paper argues Japan's Arctic policy is in the process of developing toward more active engagement in the region. The first part of the paper discusses three milestones of Japan's past involvement in the Arctic, which consists of signing the Svalbard Treaty in 1920, engaging in polar science for more than 50 years and conducting the International Northern Sea Route Programme (INSROP) during the 1990s. The second part of the paper summarizes the current process of formulating Japan's Arctic interests at the ministerial level, as well as active discussions in private think tanks. Then, this paper considers opportunities and challenges for Japan in the Arctic, in areas such as Arctic shipping, oil and gas exploitation, and fisheries. The paper concludes with three strategic considerations to help formulate Japan's Arctic policy: the need to combine scientific findings with economic interests; possible diplomatic linkages between Arctic and East Asian states; and making diplomatic efforts toward subnational actors, such as indigenous groups in the region.

As China's presence in the Arctic grows, international attention on China in the Arctic also grows. This paper clarifies why China is interested in the Arctic and its role in joining the Arctic play, and touches on future trends in this regard. The paper begins with a discussion of China's recent Arctic capacity building and diplomacy, and the surge of interest in Arctic affairs by Chinese social scientists and strategists in recent years. China looks north for basically four reasons: it is influenced by environmental changes in the Arctic; it is drawn by the business opportunities arising from the opening of the Arctic passages and better access to Arctic resources; and it is also committed to maintaining good governance in the Arctic — which is also in its best interests.

255. Can Development Interventions Help Post-conflict Communities Build Social Cohesion? The Case of the Liberia Millennium Villages

This paper evaluates the efforts of one international development intervention — the Kokoyah Millennium Villages Project (KMVP) — to improve welfare and build social cohesion in post-conflict Liberia. This study is based on a preliminary analysis of survey data from a quasi- experimental, difference-in-differences (DID) research design, and shows that social cohesion was already higher than anticipated before the project began. Despite operational challenges with implementation of the KMVP, complaints about the project, and lack of improved perceptions of welfare, there is evidence that the KMVP had positive effects on some measures of social cohesion and no evidence of adverse effects, yet no changes on some factors that may be important to contribute to development. This paper demonstrates that DID measures and quasi-experimental designs that use appropriate comparison groups can yield important insights in social science research conducted in complex and changing contexts such as a post-civil war setting. This paper seeks to foster a conversation about the many relationships between development and social cohesion (particularly in post-conflict contexts), the possibilities and challenges for researchers in studying these relationships and the importance of doing so for intended beneficiaries on the ground.

South Korea's interest in the Arctic reached a peak on May 15, 2013, when the country obtained permanent observer status in the Arctic Council. The country's interest in the Arctic began in the 2000s, following reports of new sea route created by accelerated thawing in the Arctic due to increasing temperatures. A South Korean shipping company completed Korea's first commercial freight voyage via the Arctic Ocean on October 22, 2013, after taking 35 days to make the journey from Ust-Luga port of Russia to Gwangyang port of Korea. This paper examines South Korea's interest and involvement in the Arctic and analyzes its challenges. The paper summarizes the Arctic-related activities the country has pursued so far; examines specific interests in the fields of science, sea routes and hydrocarbon resources, fishing and governance; and, finally, evaluates the challenges ahead. South Korea has made significant progress in entering the Arctic Ocean but many grave challenges must be addressed before the Arctic can become the source of economic prosperity.

This paper concerns the US view of East Asian nations' involvement in the Arctic, emphasizing the perspective of Alaska, the only US Arctic state. It treats six different areas of US/Alaska policy: US national strategy for the Arctic; oil and gas exploration and development; marine transportation; fisheries; investment in infrastructure; and governance. The study finds few differences between the positions of Alaska and the United States, notwithstanding often-hostile rhetoric from leaders in the United States' farthest north frontier. In general terms, both Alaska and the United States have historically sought trade and investment ties with East Asian nations. China has now replaced Japan as Alaska's major trading partner, followed by South Korea and Taiwan.

258. A Markov Switching Approach to Herding

Abstract:
Existing models of market herding suffer from several drawbacks. Measures that assume herd behaviour is constant over time or independent of the economy are not only economically unreasonable, but describe the data poorly. First, if returns are stationary, then a two-regime model is required to describe the data. Second, existing models of time-varying herding cannot be estimated from daily or weekly data, and are unable to accommodate factors that explain changes in this behaviour. To overcome these deficiencies, this paper proposes a Markov switching herding model. By means of time-varying transition probabilities, the model is able to link variations in herding behaviour to proxies for sentiment or the macroeconomic environment. The evidence for the US stock market reveals that during periods of high volatility, investors disproportionately rely on fundamentals rather than on market consensus.

Herman Kahn was one of the most eminent nuclear strategists of the early Cold War period. He advised Presidents Eisenhower and Kennedy while working at the RAND Corporation, and also wrote one of the most controversial bestsellers of the era, Thinking about the Unthinkable (1962). Reading it is shocking, even today, as one encounters concepts Kahn made famous, like megadeath (a nuclear war killing tens or hundreds of millions of people); escalation dominance (ultimately threatening to blow up the world if an adversary does not relent); the doomsday machine (US-Soviet nuclear arsenals that, if used in a war, would blow up the world, no matter what leaders might desire); and use 'em or lose 'em (striking first in a nuclear war might be advantageous, if the enemy's forces are totally destroyed before he can launch his weapons). No wonder the title role in Stanley Kubrick's black satiric film about the end of the world, Dr. Strangelove (1964), is reportedly based on the real Herman Kahn. But Kahn himself always said he was merely being realistic, facing directly the terrifying new reality created by the existence of the ultimate weapon.

In September 2000, world leaders at the United Nations Millennium Summit recognized a collective responsibility to work toward “a more peaceful, prosperous and just world” (UN, 2000). The MDGs reaffirmed this vision and launched an ambitious global partnership for development, setting specific targets to be met by 2015 and using numerical indicators to measure progress. The MDGs recognized the stark reality of widespread human deprivation and environmental degradation, and galvanized support to reduce poverty, achieve basic education and health, and promote gender equality and environmental sustainability.

Both Canada and Mexico are recovering well from the global economic recession of 2008-2009, but must work harder to make their bilateral relationship work to their mutual benefit. Bilateral trade and investment have grown steadily from very low pre-North American Free Trade Agreement (NAFTA) levels, but there remains enormous, untapped potential, particularly in Mexico. Student, tourist, investor and temporary worker exchanges are enhancing familiarity with each other, but unhelpful stereotypes remain common. New investment and trade opportunities should flow from the new Mexican administration's commitment to open up the energy sector to foreign participation. The assessment and recommendations contained in this special report point to the benefit of efforts that will intensify bilateral partnerships, not only in their own right, but also in strengthening the two countries' ability to deal more effectively with the United States in pursuing matters of mutual concern.

The United States and Canada have simultaneously re- invigorated their diplomatic and military postures toward the Asia-Pacific region. As two of the world's closest allies, it is worth exploring the possible synergies and tensions between their efforts to identify areas of possible policy coordination. Canada has considerable assets that could support US diplomacy in the region, including the legacy of its good offices and its close ties with the US military; however, these assets are outweighed by three liabilities. First, Canada's diplomacy to the Asia-Pacific is driven by its desire to diversify away from the US market. Although relatively innocuous in isolation, the politics of this shift, driven by growing concern in Canada about whether the United States remains a reliable market for energy exports, adds a layer of complexity. Second, Canada's closer economic ties with China could undermine its willingness to support the United States on tough regional security issues in the Asia-Pacific. Third, and related, Canadian silence about navigational freedoms, the primary security issue between the United States and China in East Asia, has not gone unnoticed. This paper argues that, on balance, Canada may not be an ideal Pacific partner for the United States.

The historical context — colonialism, piracy and slavery — meant that ports were originally designed to serve colonial interests. The advent of containerization and globalization have dramatically changed cargo shipping, while at the same time, cruise tourism has increased significantly — the Caribbean accounts for 50 percent of the global market — which means that cargo and cruise ships now compete for limited berth space.

International efforts for security sector reform (SSR) and state building more broadly, have faced major challenges in the Palestinian Territories. Donor countries struggled to overcome an unwillingness at home to use aid funding for police reform purposes, while managing Israeli obstructionism and security concerns, rivalries between Palestinian police generals and a lack of Palestinian preparedness for the technical and practical aspects of police reform. In this context, the European Union Coordinating Office for Palestinian Police Support (EU COPPS) was established in 2005 as an EU Common Security and Defense Policy (CSDP) mission; the European Union Police Coordinating Office for Palestinian Police Support (EUPOL COPPS), the followup EU police mission, began in 2006. The role of EUPOL COPPS was to provide support to the Palestinian Civil Police (PCP) for immediate operational priorities and longer-term transformational change.

This paper argues that security sector reform (SSR) in Afghanistan suffers from a lack of strategic direction and political agreement. It focuses on disarmament, demobilization and reintegration (DDR), and police and army reform in two case studies — Baghlan province and Nahr-I Sarraj district in Helmand province — in order to demonstrate the pitfalls of an SSR process driven by operational activities in the absence of an overarching strategy. The paper then examines the role of the Office of the National Security Council (ONSC) within the Afghan government in order to account for the lack of strategic direction in SSR before providing recommendations on how to avoid such problems in the future.

The utility of the Pakistani army's domination over nearly all aspects of the state in Pakistan was brought into question following the US Navy SEAL raid on Osama bin Ladens hideout on May 2, 2011. Pakistanis wondered how these events could have occurred right under the military's nose. This issue paper examines the prospects for security sector governance in Pakistan and identifies the reforms that are necessary for Pakistan's government to make meaningful strides in this area. It begins by explaining the hegemonic role of the armed forces in the history of the state of Pakistan and the unique challenges of its contemporary security terrain before surveying security sector governance in several key areas: the security of Pakistan's growing nuclear arsenal; the all powerful intelligence agencies; disaster management; law enforcement; the criminal justice system and support to jihadist groups. While the report elucidates persistent shortcomings of security governance in all areas, it also highlights key areas of recent improvement, including disaster management and control of nuclear arms.

269. How Perks for Delegates Can Influence Peace Process Outcomes

This paper examines the impacts that luxurious perks for delegates, such as paid daily allowances, have on peace talks. Drawing on the Burundian peace processes held in Arusha in Tanzania and the Seventh Round of the Inter-Sudanese Peace Talks held in Abuja in Nigeria, shows that perks can unintentionally prolong peace talks. For some of the delegates, staying free of charge in five-star hotels and receiving the equivalent of five months' pay in one week of per diems made continued talks more attractive than achieving peace. The generous incentives seduced the conflicting parties away from whatever interest they might have had in actually reaching an agreement, encouraged delegates to create procedural barriers where none had previously existed, and promoted fragmentation among the rebel groups at the negotiating table. Though the paper uses contemporary African case studies to illustrate the argument, this issue transcends the African continent, as perks are a long-established diplomatic practice. To deal effectively with the unintended problems they create requires fundamental cultural and attitudinal changes in most international organizations.

Haiti, like many countries, relies heavily on private security companies to protect people and property. However, while the private security industry has a vital role to play in stabilizing the country, it has long functioned without effective government oversight. Haiti's security sector reform (SSR) process has begun to address this shortcoming. The paper analyzes the current state of the private security industry in Haiti and the legal framework under which it operates, and makes recommendations for how a reformed legal and regulatory regime can guide the next phase of its development, based on interviews with owners and agents of private security companies, industry associations, senior Haitian police personnel, United Nations (UN) planners and parliamentary leaders. The paper concludes that genuine consultation and partnership between the government, industry and civil society is required, if SSR programs in Haiti and elsewhere are to successfully marshal private resources towards the public good.

This paper provides the first detailed look inside the operations of the Financial Stability Forum (FSF), a little- known and secretive institution created shortly after the emerging-market crises of the late 1990s. Although other institutions have come under intense scrutiny and criticism since the eruption of the global financial crisis in 2007, the FSF has gotten much less attention than it deserves. Its primary aim was to coordinate efforts in preventing and mitigating future crises, and its members included top- ranking officials from the finance ministries, central banks and regulatory agencies of the world's richest countries. Moreover, the FSF's successor body, the Financial Stability Board (FSB) — whose name reflects the two bodies' many similarities — was established at a summit of world leaders in April 2009, amid solemn promises that the leaders were putting in place the mechanisms necessary to ensure the safety and soundness of the global financial system.

This paper considers the relevance of the Bretton Woods system for the prospects of reform of the international monetary system and in the context of the ongoing euro area financial crisis. It explores the challenges that must be met in attempting to reform the present international monetary system and euro area policies. After considering what resonates, and what does not, from the Bretton Woods regime of fixed exchange rates, it examines some of the key lessons from that era. The paper concludes that policy makers at Bretton Woods promised too much in terms of the stability and durability of the policy regime, and did not give sufficient thought to how the arrangement devised in the 1940s would actually function. They failed to instill the logic of collective action among their members. In particular, the Bretton Woods system failed because the agreement paid virtually no attention to governance issues. Finally, in terms of the current situation in the euro zone, policy makers have failed to recognize that the problems are not purely economic; domestic political considerations are important too. A political-economy approach is required for the design of new international monetary arrangements. The same principles apply today when we contemplate the survival of the euro zone. Politicians need to be more realistic and less ambitious, lest they create the preconditions for the next global crisis.

While the need to provide clean drinking water is widely recognized as a priority in rural Sub-Saharan Africa, there is a lack of specific data on water quality to build effective drinking water management policies. This discussion paper describes a water quality study undertaken in Northern Uganda, to test the potability and potential contamination of water taken from wells, open water sources and households. Key lessons from the study include the fact that clean well water can be contaminated during transportation to, and storage in, homes. Building on the data from the water quality tests, this paper explores the policy implications for national governments, non-governmental organizations (NGOs) and individuals at the household level. In the absence of more specific, country-by-country studies, the results from this study are applicable across the region due to similarities in water sources and storage practices in rural Africa.

International approaches to the Afghan security sector over the last nine years have exhibited the tendencies of security sector reform (SSR), counterinsurgency (COIN) and stabilization, and exposed the inherent tensions between them. This paper argues that while an SSR, COIN or stabilization approach may have been appropriate at the beginning of the post-Taliban period or currently, actual practice has been to attempt all three simultaneously. This leads to confusion, and the combined approaches tend to undermine one another as they attempt to address the security issues facing Afghanistan. Mexican President Felipe Calderón's military deployment to combat the country's war on drugs has been strongly criticized by international human rights groups. During Calderón's administration, over 47,337 people have been killed and thousands of human rights complaints have been filed against the military. The Inter- American Court of Human Rights (IACtHR) has issued several binding rulings that obligate Mexico to strip the military of its jurisdiction to investigate and try soldiers accused of violating civilians' human rights. On July 12, 2011, Mexico's Supreme Court ruled that Congress must reform the Code of Military Justice so that human rights abuse cases always fall under civilian jurisdiction.

Reporting from 13 G20 countries reveals that, through the eyes of the national media, the euro crisis “overwhelmed,” “dominated,” “totally sidetracked” or “hijacked” the Cannes G20 Summit on Thursday night through Friday afternoon, November 4-5, 2011. Only Argentina seems to have been captivated by the bilateral meeting between US President Barack Obama and their leader, President Cristina Kirschner, to such a degree that it overshadowed the global preoccupation with the Greek debt crisis and its implications for the euro zone and the global economy. As she did at other G20 summits, Cristina Kirschner found a way to project her own priorities and portray them to the Argentine public through deliberate preparation with her cabinet beforehand and in regional consultations, and this also held true at her appearance at the B20 (G20 business summit) held just before the G20.

The effects of the ongoing global financial crisis have intensified the existing economic issues facing the Commonwealth Caribbean, including declining investment, productivity levels and employment opportunities for its citizens. Although the current crisis presents challenges for governments in the region, it also offers an opportunity for these countries to implement innovative solutions to contend with the short-term effects of the financial crisis, while addressing long-standing problems. A solution that has been successful in Botswana, Ireland and Barbados, is the use of social partnerships. 286. Fiscal Asymmetries and the Survival of the Euro Zone

Abstract:
The independence of the European Central Bank (ECB), seemingly guaranteed by its statutes, is presently under attack. The ECB has been led to acquire large amounts of government debt of the weaker euro zone members, both to help contain their interest costs and to help protect the solvency of banks throughout the zone that hold their debt. This paper presents a model of a dependent central bank that internalizes the government's budget constraint. Using a Barro-Gordon framework, the model embodies both the desire to stimulate output and to provide monetary financing to governments. As a result of the inability to pre-commit to first-best policies, the central bank produces excess inflation — a tendency partially reduced in a monetary union. The model implies that not only shock asymmetries, but also fiscal asymmetries, are important in the membership calculus of desirable monetary unions. On the basis of this framework, calibrated to euro zone data, the current membership is shown not to be optimal: other members would benefit from the expulsion of several countries, notably Greece, Italy and France. A narrow monetary union centred around Germany is sometimes mooted as a preferable alternative, especially if it could guarantee central bank independence. However, simulation results suggest that such a narrow monetary union would not be in Germany's interest: though better than the euro zone with a dependent central bank, it would not internalize enough trade to make it more attractive than the resumption of monetary autonomy by Germany.

This paper provides a brief history of the evolution of the Group of Seven (G7) from its origins in the aftermath of the 1971 breakdown of the Bretton Woods system of exchange rates and the oil crisis in 1973. It then discusses Russia's participation at summits after the fall of the Berlin Wall, formally joining the group in 1997, thus becoming the Group of Eight (G8). The paper gives a concise account of the formation of the Group of Twenty (G20) finance ministers and central bank governors in the late 1990s, in the wake of financial crises in Asia and Latin America, which was elevated to a leaders' summit forum at the outbreak of the global financial crisis in 2008. The paper wraps up with a discussion of the differences in the G8 and G20 models, concluding that the G20 process is still the best option for meeting the challenges of complex global governance issues.

When the January 12, 2010 earthquake hit Haiti, the country was in the midst of a second round of security and justice system reforms supported by the international community. The quake killed hundreds of thousands of people, including some who played a critical role in implementing these reforms. Damaged infrastructure and casualties in key justice and security positions hindered the existing security institutions' ability to respond to the problems caused by the destruction. This paper examines how the security and justice reforms were affected by the earthquake, and the new security challenges faced by the population in the post-earthquake period. The disaster provides an opportunity to consider security justice matters through a new lens. Security and justice reform is the responsibility of everyone - the public, businesses, the police, judges and civil society organizations. Cooperation between all of these groups is needed to establish the accountability mechanisms required to effectively steer Haiti's transformation process.

The term "mega deal" has been widely used in relation to two large prospective trade deals between the United States and Europe – the Transatlantic Trade and Investment Partnership (TTIP) — and in Asia and the Pacific — the Trans-Pacific Partnership (TPP). This paper starts by exploring a possible description of trade mega deals by making an inventory of mega deals in place, under discussion or negotiation, and deals yet to be considered under different criteria. The presidency of Barack Obama ushered in a welcome honeymoon period in US-Latin American relations following eight years of the Bush administration's polarizing policies towards the region. Early optimism has been tempered by the reappearance of tensions in hemispheric relations. They include the rise of Brazil as a regional power, the role of Venezuela and the continued strain in US-Cuban relations. Regional relations are further complicated by China's growing economic presence in Latin America, increased ties with Iran and Russia, different US and Latin reactions to the June 2009 coup in Honduras, and the crisis response to the January 2010 earthquake in Haiti. Still, the US has potential to advance a strategy of substantive, issue oriented engagement designed to rekindle the early goodwill that resulted from Obama's election to the White House.

Although the Taliban remain a largely Pashtun movement in terms of their composition, they have started making significant inroads among other ethnic groups. In many cases, the Taliban have co-opted, in addition to bandits, disgruntled militia commanders previously linked to other organizations, and the relationship between them is far from solid. There is also, however, emerging evidence of grassroots recruitment of small groups of ideologically committed Uzbek, Turkmen and Tajik Taliban. While even in northern Afghanistan the bulk of the insurgency is still Pashtun, the emerging trend should not be underestimated.

The G20 has launched far-ranging reforms of economic governance institutions and the manner in which key economies should cooperate in the future. Its ambitious aim is not only to stabilize the world economy following the economic crisis of 2007-09, but also to anticipate and, as far as possible, prevent future crises and foster sustainable growth going forward. A central element of the promised reform is the “Framework for Strong, Sustainable and Balanced Growth,” introduced at the 2009 summit in Pittsburgh, in which the G20 agreed to accept joint and individual responsibility for the health of the global economy. Productivity growth is a significant contributor to GDP growth, particularly to increases in per capita income. However, there is considerable ambiguity regarding how to measure the concept of technical progress, and consequently on policies that would foster productivity growth. Brazil, China and India, three important emerging economies, are seeking to foster productivity growth through encouraging innovation and technology transfers from the more developed economies. But given the ambiguities about how to encourage innovation and technology transfers, governments in these countries adopted a plethora of policies in the hope that the combination will be effective. This ambiguity can also be seen in the much slower growth of productivity in Brazil than China, even though Brazil has scored higher on the World Bank's Knowledge Assessment Methodology.

On coming into office, President Barak Obama immediately assembled a team to assess the US situation in Afghanistan and formulate a strategy for the mission. Heading up this team was Bruce Riedel, a former adviser to Presidents Clinton and Bush and a former CIA officer. This paper, based on a CIGI Signature Lecture given by Mr. Riedel in April 2010, discusses the history of the US war on terror since 9/11, specifically the actors involved in initiating the al-Qaeda declaration of war on the US and its allies, and the recent terrorist plots and attacks linked to al-Qaeda, which demonstrate that al-Qaeda and its allies continue to mount terrorist attacks despite the efforts of the US to thwart terrorism.

The Obama administration spent nearly a year reviewing the situation in Afghanistan and vetting war options amid protracted interagency deliberation and partisan debate. By the end of 2009, President Obama affirmed his administration's commitment to degrading the capabilities of terrorist groups ensconced in Afghanistan and Pakistan and announced that, by the end of July 2011, the US would begin a conditions-based transfer of responsibility to the Afghan government and security forces, enabling the United States to diminish its kinetic military activities in favour of a more "typical" presence with Washington continuing to providing development and economic assistance, plus training for military and civilian personnel. Thus the counter-insurgency mantra of "clear, hold and build" became, under Obama, "clear, hold, build and transfer." This paper evaluates the viability of the "clear, hold, build and transfer" approach in light of the structural challenges to each element and the pressure to deliver results in a short time-frame amid difficult security conditions.

Abstract:
For much of the last 30 years, official relations between the United States and Iran have been strained. The most visible indication of this was US President George W. Bush's labeling of Iran as a member of the "axis of evil" in 2002. Breaking with the past, the new US administration is taking a more conciliatory tone. President Barack Obama has demonstrated that Washington is willing to open the lines of communication with Iran. This paper seeks to locate the Obama administration's efforts within the history of US-Iranian relations while also highlighting the contemporary issues that would inform a constructive dialogue, such as the upcoming Iranian presidential elections. Improved dialogue between the two countries could help to improve the situations in Iraq, Afghanistan and the Palestinian-Israeli conflict, demonstrating how overlapping areas of interest may provide a new path for US-Iran relations.
