201. Terrorism: U.S. Strategy and the Trends in Its “Wars” on Terrorism

Abstract:
The United States has now been at war in Afghanistan for some seventeen years and been fighting another major war in Iraq for fifteen years. It has been active in Somalia far longer and has spread its operations to deal with terrorist or extremist threats in a wide range of conflicts in North and Sub-Saharan in Africa, South Asia, and South East Asia. In case after case, the U.S. has moved far beyond counterterrorism to counterinsurgency, and from the temporary deployment of small anti-terrorism forces to a near "permanent" military presence. The line between counterterrorism and counterinsurgency has become so blurred that there is no significant difference. The national academic consortium for the Study of Terrorism and Responses to Terrorism (START) has just issued new trend data on terrorism that are updated through the end of 2017. When they are combined with other major sources of data on terrorism, they provide the ability to trace the history of U.S. "wars" against terrorism in countries like Afghanistan, Iraq, and Syria. They show the results of America's "long wars" of attrition where it is increasingly unclear that the United States has a strategy to terminate them, or has the capability to end them in ways that create a stable and peaceful state that can survive if the United State should leave. The resulting graphics and maps are provided in the full text of the report on which this summary is based, and which is available on the CSIS website here. This summary both summarizes how the trends in such data reveal the patterns in terrorism and impact on U.S. strategy. The key conclusions, and an index to these graphics, are provided in this summary.

202. Don’t Give Up Yet: There’s Still a Chance to Salvage Eastern Syria

Abstract:
As Secretary of State Mike Pompeo and National Security Adviser John Bolton assemble their own senior Middle East teams, a number of U.S. interests hang in the balance in Syria: the enduring defeat of ISIS and al-Qaeda in the Levant; the vulnerability of neighboring Iraq to extremist disruption; the return of Syrian refugees; the mitigation of Iranian influence; the need to both compete and cooperate with Russia to end the civil war; and the security of regional partners and allies. U.S. values are also at stake: the conflict has precipitated a humanitarian catastrophe of epic proportions, with over 500,000 civilians dead and 12 million displaced. The U.S. ability to shape high-level outcomes in Syria is limited. Russia and Iran have outmaneuvered the United States there. With their backing, Syrian President Bashar al-Assad is extending his control throughout Syrian territory—most recently via an offensive on southwestern Syria, previously the site of a “de-escalation zone” agreed between the United States, Russia, and Jordan, precipitating immense civilian displacement. Assad’s consolidation of extremists in Idlib amongst civilians raises the specter of another slaughter like Aleppo in 2016. The UN-backed Geneva process is moribund, though still worth supporting, while the United States has limited influence in the Astana and Sochi processes, which are also demonstrating limited returns. More broadly, Assad is already also brutally shaping the facts on the ground regarding “reconstruction” through forcible movement of populations, demographic engineering, constricting property rights, and predatory governance that favors loyalists. In his meeting with President Putin, President Trump reportedly discussed Syria, although there was no official joint summary of the summit. The discussion may have included options for drawing down U.S. forces in Syria in exchange for Russia convincing Iran to minimize its presence in Syria. However, Russia lacks the will and leverage over Iran to fulfill such a bargain. The national picture is bleak. Zooming into the Syrian map more closely, one subnational enclave currently outside of Assad’s control has taken some steps towards stability. Eastern Syria still offers leverage to salvage a marginally but meaningfully better outcome for U.S. interests and the Syrian population. In the weeks ahead, the United States should: take stock of the sources of leverage in eastern Syria; articulate its goal for translating these sources of leverage into a defined political endstate; develop this stated goal into a broader stabilization operational framework; and then execute “the art of deal” in developing a burden-sharing plan to support these objectives.

This brief provides such context.

204. Keep Calm and Carry On: The Terrorist Threat in the United Kingdom

The August 14 attack in London is the latest reminder that terrorism persists in the West more than a decade and a half after September 11, 2001. The United States continues to face a threat from right-wing, left-wing, and Islamic extremists, despite comments from some U.S. policymakers that terrorist groups have been defeated. Perhaps the most significant lesson from the London attack, however, is the resilience of the British public. They kept calm and carried on. The attacker was Salih Khater, a UK citizen from Birmingham who was in his late twenties. He drove a silver Ford Fiesta into a crowd of pedestrians and cyclists in London and then crashed it into a security barrier outside the Houses of Parliament. Eyewitness accounts were chilling. “I heard lots of screams and turned round,” remarked Barry Williams. “The car went on to the wrong side of the road to where cyclists were waiting at lights and ploughed into them.”1 The tactic—a vehicle used as a weapon—is all too familiar. Terrorists in the West have increasingly resorted to simple tactics, such as vehicles and knives, to kill civilians. Compared to previous incidents in the United Kingdom, Salih Khater’s August 14 attack was second-rate. He had been meandering around London for several hours, which suggests that the incident was not carefully planned. His tiny Ford Fiesta was no match for the barriers around the Houses of Parliament that are designed to stop attacks from 18-wheelers. And Khater failed to kill anyone, though he did injure several people. UK security agencies have conditioned their public to be prepared for plots and attacks. The United Kingdom’s recently-published counterterrorism strategy, CONTEST, argues that the country faces a significant, multidimensional threat from terrorists. According to data from the European Union Agency for Law Enforcement Cooperation, there were more failed, foiled, and completed attacks in the United Kingdom than anywhere else in the European Union in 2017.2 There were also more terrorist-related arrests in the UK in 2017 than in any previous year since 2001.3 Between December 2013 and May 2018, British intelligence and law enforcement agencies thwarted 25 plots from extreme Islamic groups.4 Most of these plots were inspired by the Islamic State and its ideology, rather than directed by Islamic State operatives.5 On March 22, 2017, for example, British-born Khalid Masood drove a sports utility vehicle into pedestrians crossing Westminster Bridge in London, killing three people. Masood then took two carving knives out of his vehicle and stabbed police officer Keith Palmer, killing him outside of Parliament. On May 22, 2017, Salman Abedi detonated an improvised explosive device in the foyer of Manchester Arena, killing 22 people; 10 of them were under 20 years old. On June 3, 2017, three men—Khuram Butt, Rachid Redouane, and Youssef Zaghba—drove a van into London Bridge, killing two people. They then jumped out of the van and killed six more people using large knives. On September 15, 2017, an 18-year old Iraqi asylum seeker named Ahmed Hassan detonated a bomb using triacetone triperoxide (TATP) on a District line train at Parsons Green Underground station in London. Thirty people were treated for burn and other injuries.6 Right-wing terrorism has also been on the rise in the United Kingdom. On June 19, 2017, Darren Osborne, a 47-year old British man, drove a van into Muslim worshippers near Finsbury Park Mosque, London, killing one person.7 On June 23, 2017, Marek Zakrocki, a known supporter of the far-right party Britain First, drove a vehicle into an Indian restaurant in London, injuring several people. He was armed with a kitchen knife and a baton-torch, and he told police: “I’m going to kill a Muslim. I’m doing this for Britain. This is the way I am going to help the country. You people can’t do anything. I am going to do it my way because that is what I think is right.”8 While there have been relatively few terrorist attacks in the United States recently, the United Kingdom—and Europe more broadly—have faced a more severe threat. The number of jihadist-related terrorist attacks in the European Union peaked in 2017 with 33 failed, foiled, and completed attacks. This number was up from 13 in 2016, 17 in 2015, and 2 in 2014. The geographic distribution of attacks also expanded. European Union countries experiencing jihadist-related terrorism now includes such countries as the United Kingdom, France, Germany, Spain, Belgium, Sweden, Denmark, and Finland.

205. The U.S. Defense Budget in FY2019: Underlying Trends

Abstract:
The report draws on a wide range of official sources and is designed to provide an overview of official reporting on major trends rather than make an independent analysis. The U.S. provides a vast amount of detail on its annual budget request for military and international affairs spending – much of it in graphic, tabular, and summary form. The material presented here is an attempt to pick the key materials to show where the U.S. is focusing its military spending, how it relates to its strategy, how major force improvements will affect U.S. capabilities, and how the U.S. is dealing with its strategic partners and potential threats. However, the user should be aware that much of the material presented is often uncertain and is not comparable from source to source. There also is no easy or single way to summarize the trends in the U.S. defense budget. The materials that go into just the unclassified portions of the Department of Defense’s annual submission of President’s budget request to Congress, and the subsequent Congressional review of that request, run well over several thousand pages. It is also critical for the reader to understand that only the portion of the report dealing with the National Defense Authorization Act (pages 24-43) represents the final result of Congressional action and the FY2019 budget signed by the President, and not all of the portions of reference action by the key Committees involved were approved in exactly the form shown in the final bill signed by the President. Much of the material is drawn from sources that precede the final Congressional markup because the Department never updates most of the tables and charts in the Department of Defense request until the following year and new budget submission. The material presented also shows that different sources define total defense spending in different ways, and include different expenditures and convert current to constant dollars in different ways. More importantly, most sources report in terms of “Budget Authority” (BA) – the total money the Congress authorizes in a given Fiscal Year that can be spent over a period of years. This is the best estimate of what the Congress is actually approving. However, some sources in terms of “Budget Outlays” (BO) – only the money that can be spent in 12-month period of that U.S. Fiscal Year. (Which begins on 1 October of the year the Congress acts upon, and ends on 30 September of the following year). This is the best way of assessing the impact of spending on how well the budget is balanced, the size of the deficit, and impact on the federal debt. Budget projections for future years present other problems. The Congressional Budget Office (CBO) provides detailed estimates of how the President’s budget request – and the final budgets the Congress authorizes – will impact over time. Many such estimates precede Congressional action on the budget, and it then takes several months for the CBO to estimate the probable future trends in the total federal budget and impact of the final Congressionally approved levels of U.S. defense spending on that total federal budget and the U.S. GDP. This often creates major lags in official estimates of the trends in every aspect of federal spending, the budget deficit, and the national debt. More broadly, the Department of Defense has effectively abandoned any serious effort to create a program budget, and to provide a realistic estimate of the cost of the Future Year Defense Program beyond the fiscal year directly under review. It essentially rolls forward current activities and plans to make estimates of the next four years that are based on the spending levels in the budget year under review. It bases such estimates largely on input categories such as personnel, O&M, RDT&E, and procurement. The Department of Defense does not report expenditures by major mission or command. The Department defines “strategy” largely in terms of broad concepts and goals. It does not tie its “strategy” to net assessments of the balance in terms of threats and strategic partners, to specific force plans, to specific actions and schedules, to specific costs, or to measures of success and effectiveness. Unclassified reporting in “PPB” – or planning, programming, and budgeting– form has become a functional oxymoron. The Congress does hold strategy hearings and directs studies of key strategic issues, but these efforts rarely address any of the practical details of any aspect of the nature and cost of U.S. strategy. Similarly, the outyear estimates of military spending by the Department of Defense, OMB, and the Congressional Budget Office (CBO) focus on a “baseline” that assumes the United States does not actually use its military forces in any operational form. The limited estimates provided for future Overseas Contingency Operations are “placeholders” and not actual estimates. This is partly inevitable given the inability to predict the future, but it creates a practical problem in a country whose civil plans call for major future increases in mandatory spending on retirement, medical case, and welfare. This means the official U.S. projections of civil spending rise relative to military spending in ways history indicates will be highly unrealistic.

206. Down to the Last Mile: Key Research Needs for Energy Access

The Issue According to the International Energy Agency (IEA) and the World Bank, approximately 1.06 billion people around the world still lack access to electricity. Furthermore, both institutions predict that despite efforts to expand universal access, the world will fail to meet the 2030 “sustainable energy for all” (SE4All) target. India remains one of the largest contiguous economic markets of unelectrified people, along with the sub-Saharan Africa region. In India, the challenge of electrification is complicated by politics of electricity, which have left state-owned utilities struggling to expand distribution networks and provide reliable power at below-market rates for residential and agricultural needs. Recognizing the limitations of centralized grid extension, the government of India has plans to achieve universal electrification with the help of off-grid systems, suggesting a sizeable potential market for decentralized energy technologies and business models lasting well into the future. Questions remain that if answered could help development practitioners and scholars understand what factors are affecting access to electricity and what kinds of issues need to be resolved to achieve quality universal access. This brief acknowledges that many institutions at the global and country level are hard at work helping address and analyze the energy access challenge. To further their efforts, this brief compiles the key research needs in energy access, based on extensive interviews conducted in-person and via email 1, with scholars and development practitioners in the energy access sector mainly in India, with a special emphasis on solar photovoltaic (PV) technologies used for electrification.

The proposed creation of a new military service for space, known as the Space Force, is likely to be a hotly debated issue in the FY 2020 legislative cycle. One of the central questions about this proposal is how much it will cost and what the overall size and scope of the Space Force will be. This brief provides rough estimates for the number of military and civilian personnel, the number and locations of bases, the budget lines that would transfer to the new organization, and the additional personnel and headquarters organization that would be needed for the new military service.

208. The Evolution of the Salafi-Jihadist Threat

Abstract:
Despite nearly two decades of U.S.-led counterterrorism operations, there are nearly four times as many Sunni Islamic militants today as there were on September 11, 2001. Based on a CSIS data set of groups, fighters, and violence, the regions with the largest number of fighters are Syria (between 43,650 and 70,550 fighters), Afghanistan (between 27,000 and 64,060), Paki­stan (between 17,900 and 39,540), Iraq (between 10,000 and 15,000), Nigeria (between 3,450 and 6,900), and Somalia (between 3,095 and 7,240). Attack data indicates that there are still high lev­els of violence in Syria and Iraq from Salafi-jihad­ist groups, along with significant violence in such countries and regions as Yemen, the Sahel, Nigeria, Afghan­istan, and So­malia. These findings suggest that there is still a large pool of Salafi-jihadist and allied fighters willing and able to use violence to achieve their goals. Every U.S. president since 9/11 has tried to move away from counterterrorism in some capacity, and it is no different today. Balancing national secu­rity priorities in today’s world needs to happen grad­ually. For the United States, the challenge is not that U.S. officials are devoting attention and resources to dealing with state adversaries like Russia, China, Iran, and North Korea. These countries present legitimate threats to the United States at home and abroad. Rath­er, the mistake would be declaring victory over ter­rorism too quickly and, as a result, shifting too many resources and too much attention away from terrorist groups when the threat remains significant.

209. The Gulf Scramble for Africa: GCC states’ foreign policy laboratory

When the border dispute between Eritrea and Ethiopia descended into bloody conflict in 1998, few could have predicted where a peace agreement would be signed some 20 years later. On September 16, 2018, the Eritrean and Ethiopian leaders sat at desks facing one another in the middle of a lavish hall in the Peace Palace in Jeddah. A huge portrait of Abdulaziz, Saudi Arabia’s first king, loomed over them. King Salman bin Abdulaziz sat underneath, with Crown Prince Muhammad bin Salman and the secretary general of the United Nations Antonio Guterres on either side. The optics were clear: It was under Saudi sponsorship that decades of conflict ended. The deal would be known as the “Jeddah Peace Agreement.”1 The Jeddah Peace Agreement is the latest example of Arab Gulf states’ increasingly assertive interventions in sub-Saharan Africa. Although the Arabian Peninsula shares historic religious, economic, and linguistic links with parts of sub-Saharan Africa, Gulf Cooperation Council (GCC) states have rapidly deepened their economic and security ties across the African continent in the last decade, and a growing diplomatic role has followed. Gulf states are seeking to demonstrate their status on the world stage by acting as powerbrokers in African conflicts, and they have also attempted to secure the backing of African states in their own disputes. As they prepare to play a more significant role on the world stage, GCC states have come to view sub-Saharan Africa as a laboratory in which they can test more assertive international interventions.

210. New Entrants and Small Business Graduation in the Market for Federal Contracts

Abstract:
This report tracks businesses new to the federal contracting arena from 2001-2016, otherwise known as new entrants, using publicly available contracting data from the Federal Procurement Data System (FPDS). Firm-level information on these vendors is collected over this time period and used to evaluate entrances, exits, and status changes among federal vendors with the purpose of comparing challenges faced by small businesses with those of larger ones. The final results compare the survival rates between small and non-small new entrants contracting with the federal government and calculate the graduation rates for those small new entrants who grew in size during the observation period and survived after ten years.

There are numerous analyses about China and its future, as well as about Chinese engagement with Latin America. This report examines, in detail, how the growth of China, with its power and role in the global economy, is likely to transform Latin America and the Caribbean through economic, political, and other forms of engagement with the region. The report considers multiple scenarios regarding the future of China, the resolution of its security challenges, and possible departures from its current trajectory. It focuses primarily on the question of what Latin America and the Caribbean will look like if China succeeds in its ongoing economic and political engagement in the region. Compared to scenario-oriented analyses, this report does not attempt to predict the detailed political ebbs and flows of the region. Instead, it examines economic sectors to understand how the region will be transformed through its intimate economic relationship with China and its part in a global process in which Chinese companies continue to expand their presence in the region. While the report also looks at military issues and the likely evolution of Latin America’s relationship with the United States, it finds equally dramatic implications for China’s willingness to use its soft power in the region. While this report does not claim that China has nefarious objectives to politically dominate the region, or usurp the United States as a superpower, it does find evidence that the logical extension of China’s current expansion plans threatens to relegate the region to a future of limited economic opportunity and personal liberty. This is seen in China’s actions to pursue its development interests, dominate the most lucrative parts of global value chains, and expand China’s power with a questionable level of respect for Western concepts of universal laws, rights, and freedoms. As China continues in the pursuit of these goals, compromised elites serve the transfer of wealth and resources from the Latin American region and other "Belt and Road" region to the new imperial center.

212. Renewing U.S. Economic Engagement with the Developing World

Abstract:
This report describes how the development landscape has changed in recent decades and how the United States has responded to this new environment. It presents some initial recommendations on the next steps that the United States needs to take to better engage in trade and investment with developing countries. This report complements and builds upon prior CSIS publications on the topic. The development landscape has dramatically changed over the past 25 years. A set of countries once considered “poor” or “third world” have become more prosperous, freer, and healthier. These countries seek international economic engagement in the form of infrastructure investments, increased trade, and exchanges in science, technology, and innovation. As countries move up the prosperity ladder, they will need less foreign aid (i.e., official development assistance—ODA) and demand more participation as equal partners in a diversified global economy. The United States has a foreign assistance approach and toolbox that is outdated and has been reactive at best to the changes in the developing world. The United States must think more strategically about how to best engage the developing world, use foreign aid as a catalyst to attract private capital to these countries, and help level the playing field with other foreign players through anti-corruption efforts, procurement training, and trade facilitation. The United States needs an international economic strategy to engage with prospering developing countries as true economic partners. The United States needs to regain its economic leadership in the world. For those countries moving up the development ladder, the “donor-recipient” relationship must transition to a “partnership” approach. The United States needs a new way of engaging the developing world centered on the fundamental question of “what can developing countries and the United States do together?”

213. Accessing South Sudan: Humanitarian Aid in a Time of Crisis

Abstract:
Since gaining its independence from Sudan in 2011, South Sudan has struggled to fulfill the promise of a new nation, eventually descending into civil war in late 2013. The country is now bearing the devastating human and financial costs of a complex conflict with ever-changing armed and political actors. Aid organizations face an array of humanitarian access constraints while working to address the acute needs of 7 million people, roughly half of the country. Although there is cause for cautious optimism after a peace agreement was signed in September 2018, these humanitarian needs will only grow in the absence of sustainable peace and a political solution to the man-made crisis in South Sudan.

Abstract:
Napoleon’s famous quotation about a sleeping giant moving the world when it awoke seems prescient, but a closer examination presents a more complex story. China’s rise is often accompanied by corresponding predictions of inevitable conflict and U.S. decline. These predictions are simplistic and rest on assumptions of China’s economic and political trajectory that may not be valid. In the near term, competition is unavoidable, and the more important challenge comes from China’s efforts to “return to the center of the world stage” and the means China uses to attain this at a time when the United States is reassessing its global role. The United States and China are in a growing competition, perhaps verging on conflict, but it is not a nineteenth century competition between empires for control of territory and resources. Unlike great power competition in previous centuries, the focal point is not military strength or territorial expansion. This conflict is over control of the modern levers of power—global rules and institutions, standards, trade, and technology. The ability to create new technologies, particularly digital technologies (given their importance for politics, security, and economic growth) have become key factors in the U.S.-China relationship, which is marked by close commercial cooperation and deep governmental distrust. This disparity creates unavoidable tensions. The link between technology, innovation, national security, and international power is now widely recognized. When Vladimir Putin says that the country that leads in artificial intelligence (AI) “will be the ruler of the world,” it is hyperbole, but hyperbole that confirms that political leaders recognize that the ability to innovate is a potent source of national power. In the digital age, national security and national power have different requirements shaped by technological change and cyberspace. Innovation has become a central element of its international influence.1 This is not new—the U.S.-Soviet space race was a contest of the ability of different systems to produce new technologies, but those were unique government programs. Technological competition today is as much between companies as states. A country’s ability to innovate and produce advanced technologies provides economic strength, military power, and an intangible benefit of perceived leadership. Both China and the United States have advantages and disadvantages in this contest, and while it is usual to focus on quantitative aspects—such as the number of engineers or patents and spending on research and development (R&D)—these are not the key determinants of technological competition between states. This competition is a contest of ideas on governance for investment, innovation, and the internet. The internet and global connectivity not only reshape the environment for competition but also create political and market forces that both nations find difficult to control.

The alliance between the United States and Japan has been a force for peace and prosperity around the world for nearly 60 years. Economics has been at the heart of the U.S.–Japan alliance from the outset: Article II of the Treaty of Mutual Cooperation and Security mandates that the two allies “seek to eliminate conflict in their international economic policies and … encourage economic collaboration between them.” Nowhere are U.S. and Japanese strategic interests more closely aligned than in the Indo-Pacific region. Both Washington and Tokyo seek to ensure regional security and stability, expand trade and other economic opportunities, and support universal democratic norms. 217. How 5G Will Shape Innovation and Security

The fifth generation of mobile network technologies, known as “5G,” promises greater speed, security, and capacity. 5G will underpin the internet economy and provide the backbone for the next generation of digital technologies. So, it is unsurprising that there is intense competition among companies and countries for 5G leadership. 5G will determine the direction the internet will take and where nations will face new risks and vulnerabilities. Who makes 5G technologies will affect security and innovation in an increasingly competitive technological environment. Decisions made today about 5G will affect national security and economic performance for decades to come. This is a competition among companies and groups of companies but also a competition between market-based and state-directed decisionmaking. The United States has relied on the former, China on the latter, and Europe falls somewhere in between. American technology remains essential for 5G mobile telecommunications. American companies have been strong performers in developing 5G technologies, but the United States and its allies face a fundamental challenge from China. The focus of competition is over 5G’s intellectual property, standards, and patents. Huawei, for example, has research programs to develop alternatives to American suppliers, and U.S. trade restrictions have accelerated China’s efforts to develop its own 5G industry. While American companies lead in making essential 5G technologies, there are no longer any U.S. manufacturers of core telecommunications network equipment. Four companies dominate the market for the core network technologies needed for 5G networks. None of these companies are American. 1The choices are between European security partners (Ericsson and Nokia) and China (Huawei and ZTE). Telecom is a strategic industry and having two companies with close ties to a hostile power creates risk for the United States and its allies. A secure supply chain for 5G closes off dangerous areas of risk for national security in terms of espionage and the potential disruption to critical infrastructures. China’s aggressive global campaign of cyber espionage makes it certain that it will exploit the opportunities it gains as a 5G supplier. One way to envision this is to imagine that the person who built your house decides to burgle it. They know the layout, the power system, the access points, may have kept a key, and perhaps even built in a way to gain surreptitious entry. Major telecom “backbone” equipment connects to the manufacturer over a dedicated channel, reporting back on equipment status and receiving updates and software patches as needed, usually without the operator’s knowledge. Equipment could be sold and installed in perfectly secure condition, and a month later, the manufacture could send a software update to create vulnerabilities or disrupt service. The operator and its customers would have no knowledge of this change. The United States can manage 5G risk using two sets of policies. The first is to ensure that American companies can continue to innovate and produce advanced technologies and face fair competition overseas. American and “like-minded” companies routinely outspend their Chinese competitors in 5G R&D and hold 10 times as many 5G patents. Chinese companies still depend on the western companies for the most advanced 5G components. The second is to work with like-minded nations to develop a common approach to 5G security. The United States cannot meet the 5G challenge on its own. When the United States successfully challenged Chinese industrial policy in the past, it has been done in concert with allies. Another task will be to find ways to encourage undecided countries to spend on 5G security. Huawei’s telecom networks cost between 20 to 30 percent less than competing products. Huawei also offers foreign customers generous terms for leasing or loans. It can do this because of its access to government funds. Beijing supports Huawei for both strategic and commercial reasons. Many countries will be tempted by the steep discount. Not buying Huawei means paying a “premium” for security to which economic ministries are likely to object. The United States will need to encourage others to pay this security premium while at the same time preparing for a world where the United States unavoidably connects to Huawei-supplied networks and determine how to securely connect and communicate over telecom networks in countries using Chinese network equipment. The United States does not need to copy China’s government-centric model for 5G, but it does need to invest in research and adopt a comprehensive approach to combatting non-tariff barriers to trade. 5G leadership requires a broader technology competition policy in the United States that builds the engineering and tech workforce and supports both private and public R&D. The United States also needs to ensure that U.S. companies do not face obstacles from antitrust or patent infringement investigations undertaken by other countries to obtain competitive advantage. In the twentieth century, steel, coal, automobiles, aircraft, ships, and the ability to produce things in mass quantity were the sources of national power. The foundations of security and power are different today. The ability to create and use new technologies is the source of economic strength and military security. Technology, and the capacity to create new technologies, are the basis of information age power. 5G as the cornerstone of a new digital environment is the focal point for the new competition, where the United States is well-positioned to lead but neither success nor security are guaranteed without action.

The military balance between Iran, its Arab neighbors, and the United States has been a critical military issue in the Middle East since at least the rise of Nasser in the 1950s. The risks this arms race presents in terms of a future conflict have not diminished with time, and many elements of the regional arms race have accelerated sharply in recent years. Clashes with Iran in the Gulf, struggles for influence in Iraq and Syria, and the war in Yemen all act as warnings that new rounds of conflict are possible. The Iranian reactions to the U.S. withdrawal from the JCPOA nuclear agreement, the growing tensions between the Arab Gulf states, the boycott of Qatar, and the unstable outcome of the fight against ISIS, and the Syrian civil war all contribute to an increasingly fragile and dangerous security environment.

The purpose of this paper is to analyze the power sector reforms that have taken place in Central American countries and to identify measures to increase the efficiency of their power markets. Given the size of their markets, their level of development, and the socioeconomic environment they face, lessons from the countries this paper focuses on can be applicable to a wide range of countries in sub-Saharan Africa, Asia, and the Middle East and North Africa. Given Guatemala’s market performance, the paper gives particular emphasis to developments and lessons from Guatemala, particularly its use of competitive procurement for power generation and for transmission. Through substantial research and analysis, the paper identifies a series of measures that can be taken to improve the operations of power markets in Central America, while an additional set of recommendations are made that can help enhance power trade between Central American countries and its two closest neighbors in the region—Mexico and Colombia.

On October 24, 2017, Muhammad bin Salman (MBS), the crown prince of Saudi Arabia, welcomed over 3,500 of the world’s financial elites to a conference center adjoining the Ritz Carlton Hotel in Riyadh for an “economic coming-out party.”1 The crown prince was selling investors and government officials on his plans for the transformation of the country, not just its economy but also its society. His Vision 2030 plan to lessen the economy’s dependence on oil and increase the role of the private sector required investment, both from at home and abroad.2 It was a glittering show, featuring plans for a new city on the Red Sea coast, Neom, which would be staffed at least in part by robots. Within a few weeks of this impressive gathering, hundreds of the Kingdom’s economic and political elites were prisoners in that same Ritz Carlton. One year after the conference, self-exiled Saudi journalist Jamal Khashoggi was killed by agents of the Saudi government in the Saudi consulate in Istanbul. When the crown prince convened a second investment conference in Riyadh, a “Davos in the desert” as some billed it, in October 2018, the guest list was much reduced. A number of high-profile political leaders and CEO’s backed out, including the U.S. treasury secretary, the president of the World Bank, the managing director of the International Monetary Fund (IMF), and the CEOs of JPMorgan Chase, HSBC, Credit Suisse, BNP Paribas, and the London Stock Exchange.3 While $50 billion in investment deals were announced, over $30 billion were with Saudi Aramco, the state oil company.4 In the year between the two conferences, the crown prince suffered a number of setbacks that called into question both his judgment and his political capacity. The killing of Jamal Khashoggi was simply the most recent in that line. Whether the killing was directly ordered by the crown prince or the work of close aides who believed they were carrying out his wishes, the ultimate responsibility rests with him. Some of those setbacks can be attributed to MBS’s own decisions; others simply reinforced the fact that there are considerable obstacles confronting his ambitious plans. His regional foreign policy initiatives, in particular, have not worked out as he had hoped. But these setbacks do not mean that the crown prince’s days are numbered in the Saudi leadership. He has successfully consolidated power in his own hands in a way that is unprecedented in recent Saudi history. The Trump administration, which hitched its wagon to MBS in an imprudent and counter-productive way, now has to decide how to use the fallout from this crisis to change MBS’s behavior, avoiding the extremes of a purely symbolic reaction that has no effect on Saudi policy and the unrealistic goal of declaring, as Trump ally Senator Lindsey Graham did, that the crown prince “has got to go.”5

Europe faces a significant threat from terrorism, particularly from Islamic extremists and far-right groups. Europe’s challenges with terrorism have largely gone unnoticed in the United States, whose strategy documents like the U.S. Department of Defense’s National Defense Strategy have shifted away from counterterrorism and toward competition with state competitors like China, Russia, Iran, and North Korea. In addition, Europe’s increasingly aggressive approach to terrorists—including prosecuting individuals for planning to travel abroad to join terrorist groups, censoring extremist Internet material, punishing Internet companies that fail to remove extremist material, and improving intelligence cooperation—have also largely gone unnoticed in the United States. This report takes a renewed look at Europe and compiles new data on the threat to Europe. It also examines the counterterrorism response by European governments, especially the United Kingdom and France.

222. Pushing Back against Narrowing Space for Civil Society in Tunisia

Civil society plays a vital role in society. Non-governmental organizations (NGOs) connect citizens and governments, hold governments accountable, and advocate for citizens’ interests. After being widely celebrated in the 1990s, civil society across the world is now facing shrinking support and growing restrictions. Drivers behind these restrictions in Tunisia include professed concerns about terrorism, a dominant security agenda, and the shift within civil society from service delivery to advocacy, which can seem threatening to governments. Government restrictions most often target the social justice sector and obstruct the work of NGOs through legal restrictions, financial measures, and direct threats to civic actors. Recently, many governments have intensified accusations that civil society and its activists are anti-development, work against economic security, or are terrorist sympathizers or supporters. This paper explores the status of civic space in Tunisia and its development from the most repressive civic space in the Middle East and North Africa during Zine El Abidine Ben Ali’s regime to an open civic space following the 2011 Arab Spring. It also highlights the various ways in which civil society has responded to the closing of civic space, especially as it pertains to pushing back against problematic laws through the formation of domestic coalitions.

Abstract:
Amidst democratic backsliding globally, Poland has experienced a retreat from tolerance, inclusion, transparency, and government accountability. During interviews with some twenty individuals and groups in government, the private and non-profit sectors, and academic institutions, significant concerns about the future of Poland’s democratic institutions were expressed. In particular, respondents cited issues regarding the independence of the judiciary, a lack of tolerance by the ruling party as reflected in perceived xenophobic and discriminatory language, a growing deficit in transparency, and a lack of inclusion with respect to political processes. Finally, interviewees noted the government’s increasingly centralized control and perceived politicization of funding for Civil Society Organizations (CSOs), especially with respect to traditional human rights CSOs. This report provides recommendations to CSOs, donors, the U.S. government, and Europe on how to help build the capacity of civil society, be that through new business models, funding streams, or fostering global and regional networks.

Abstract:
Despite the occasional setback or spark of progress, civic space in Mexico has remained mostly stable since the country elected its first opposition president in 2000. While Mexico’s laws theoretically protect its citizens’ rights, their faulty implementation has failed to yield results at best and has increased the vulnerability of human rights defenders at worst. Some laws have imposed significant administrative restrictions in the form of complex reporting requirements, which can be a burden for civil society organizations (CSOs), especially for smaller grassroots human rights organizations. Controversial laws that restrict civic space, coupled with the country’s high levels of corruption, astronomical impunity rate, and lack of transparency, have caused many citizens to lose faith in the government’s ability and willingness to protect and fight for rights. Newly-elected President Andrés Manuel López Obrador (“AMLO”) seems to have a genuine interest in human rights, which is promising for the future of civic space in Mexico. However, the fact that he has already softened some of his policy stances on these topics, paired with the government’s history of involvement in human rights violations, should prompt caution. This report provides examples of how Mexican civil society has taken action to advocate for and protect themselves, through mechanisms such as community police and broad coalitions.

The global phenomenon of closing civic space is no longer new. How best to respond to this decade-long trend as governments increasingly restrict space for civil society activities? This question is continuously debated among activists, academics and professionals in the field. The restriction of civic space comes in many forms, ranging from ad hoc intimidation and harassment of civic activists to growing legal restrictions that make it difficult or impossible for civil society organizations (CSOs) to receive funding and carry out activities. Governments and non-governmental actors have pushed back against these restrictive measures in various ways, with varying degrees of success. This report captures some of their recent learning experiences by examining in particular the approaches of cross-border initiatives that are led by civil society organizations and operate globally, in order to make this knowledge available to other initiatives struggling to reclaim spaces. T‍he CSIS International Consortium on Closing Civic Space (iCon) published “An Overview of Global Initiatives on Countering Closing Civic Space for Civil Society” in 2017. This report mapped several initiatives that emerged in response to the global phenomenon of closing civic space, striving to keep this space open or increase it. The report focused on approaches including advocacy on the international level, awareness-raising activities, peer-to-peer learning platforms, and technical assistance to civ­il society actors on the ground.

The European defense market, though impacted by lethargic economic growth and painful fiscal austerity measures, continues to be a driver in global defense. Five of the fifteen biggest military spenders worldwide in 2013 were European countries, and Europe remains a major market for international arms production and sales. Surges in military spending by Russia, China, and various Middle Eastern countries in recent years has augmented the defense landscape, especially as European countries in aggregate continue to spend less on defense and the United States embarks on a series of deep-striking budget cuts. This report analyzes overall trends in defense spending, troop numbers, collaboration, and the European defense and security industrial base across 37 countries. To remain consistent with previous reports, this briefing utilizes functional NATO categories (Equipment, Personnel, Operations and Maintenance, Infrastructure, and Research and Development) and reports figures in constant 2013 euros unless otherwise noted. Many of the trends identified within the 2012 CSIS European Defense Trends report continued into 2013, namely reductions in topline defense spending, further cuts to R spending, and steadily declining troop numbers. Though total European defense spending decreased from 2001-2013, with an accelerated decline between 2008 and 2010, select countries increased spending2 between 2011 and 2013. Collaboration among European countries has decreased in the R category; however, it has increased in the equipment category – indicating increased investment in collaborative procurement. Defense expenditure as a percentage of total government expenditure has decreased across Europe from 2001-2013 with the exceptions of Albania and Estonia. An updated CSIS European Security, Defense, and Space (ESDS) Index is included within this report and exhibits a shift in geographic revenue origin for leading European defense firms away from North America and Europe and towards other major markets between 2008 and 2013. Finally, a brief analysis of Russian defense spending is included in the final section of this report in order to comprehend more fully the size and scope of the European defense market within the global framework. In 2013, Russia replaced the United Kingdom as the third largest global defense spender, devoting 11.2 percent of total government expenditures to defense. This briefing report concludes with summarized observations concerning trends in European defense from 2001 to 2013. CSIS will continue to follow and evaluate themes in European defense, which will appear in subsequent briefings.

228. Institutional Foundations of Federated Defense

While the united states has long acknowledged the value of working with partner nations to address shared security concerns, drawdowns in defense spending have underscored the importance of bilateral and multilateral cooperation to leverage capabilities and investments. the Center for strategic and International studies' multiyear Federated Defense Project aims to inform policymakers about global and regional security architectures and defense capabilities that support the achievement of common security goals, as well as ways to improve defense cooperation among nations to address those goals together. This report on institutional foundations of federated defense recognizes that successful cooperation in a budget-constrained environment often rests on the u.s. ability and willing-ness to provide assistance and/or equipment to partner nations. CSIS project staff drew on a literature review, workshops, and a public event (“the Future of the security Cooperation Enterprise”) to identify key findings in five areas: Priorities/Strategic Guidance: Proponents of federated defense should better articulate priorities. A proactive, interagency component that includes, at a minimum, officials from the Defense Department, State Department, and White House is necessary to effect a cultural shift and combat potential backsliding into unilateral approaches. Foreign Military Sales: In a federated approach, officials should identify capabilities that could most effectively support partner nations' contributions to federated defense. Toward that end, officials should also emphasize the establishment and maintenance of high-demand capabilities over time. other key issues related to potential difficulties in foreign sales include surcharges, overhead costs, and transparency in offsets. Export Controls: study participants noted that recent export control reform efforts have not yet resulted in significant change and have inadequately addressed industry concerns. Moreover, there appears to be a lack of appetite for these reforms in Congress. Technology Security and Foreign Disclosure: Improvements are needed to coordinate and speed technology transfer and foreign disclosure decisions. transparency across stovepipes within the executive branch is critical to create a common vision and objectives for federated defense, which is especially important when working with industry and foreign government partners. Acquisition and Requirements Processes: Within the Department of Defense, there is insufficient consideration of the export value and challenges of systems in early stages of the acquisition and requirements processes. Modifications during late stages of development are often far more expensive than building in exportability earlier. Having examined these key areas, the study team identified and analyzed three over-arching institutional challenges to and opportunities for federated defense. First, study participants remarked upon the lack of sufficient advocacy for federated defense among senior U.S. government officials. A second challenge was the cultural resistance to federated defense; experts noted that significant cultural change, such as that brought about by the Goldwater-Nichols Department of Defense Reorganization Act of 1986 (Pub.L. 99-433), may require top-down direction, years to implement, and decades to be accepted. A third challenge was the need for a perceived or actual budget crisis to drive change. The study team's recommendations resulting from this examination were five-fold. First, U.S. national strategies should address the grand strategy questions that could imperil implementation of a federated approach. Implementation of the u.s. National security strategy could impel a new effort to focus on partner capabilities and areas for sharing the common global security burden, as well as to prioritize interests and activities related to U.S. security cooperation, export controls, and technology security/foreign disclosure. Second, proactive U.S. leaders should articulate a vision, objectives, and priorities for a federated approach to defense. third, the Administration and Congress should work together to ensure completion of legal and regulatory reforms already under way (e.g., on export controls). Fourth, executive and legislative officials—perhaps through an interagency task force that works with committee staffs—should identify additional reforms to streamline or create authorities and to eliminate unhelpful directed spending on capabilities and systems that do not contribute to federated defense. Finally, the Department of Defense should start with incremental steps to create a culture that values federated defense; for example, the Defense Acquisition University and Defense Institute of Security Assistance Management could update coursework to institutionalize knowledge regarding federated approaches. This study made it clear that enduring changes in these five areas—from strategy to culture—are necessary to ensure the success of a federated approach to defense.

Abstract:
Opinion surveys demonstrate that a majority of Americans consider Asia the most important region to U.S. interests and a majority of Asian experts support the Obama administration's goal of a “pivot” or “rebalance” to the Asia-Pacific region.1 Yet doubts have also grown about whether the pivot can be sustained by a president politically weakened by the 2014 midterm results, constrained by budget sequestration, and pulled into crises from Ukraine to Iraq and Iran. On issues from immigration to Cuba policy, the Obama administration and the incoming Republican Congress appear set for confrontation. Yet Asia policy remains largely bipartisan—perhaps the most bipartisan foreign policy issue in Washington. It is therefore critical—and practical— to ask that the White House and the Republican leadership in the Congress chart a common course on policy toward Asia for the next two years. This report outlines concrete areas for action on trade, China, defense, Korea, India, and Southeast Asia.

The demand for amphibious capabilities in the Indo-Asia-Pacific region reflects the operational and strategic challenges faced by the U.S. Marine Corps and Australian Defense Forces. Both nations have indicated the importance of deepening their strategic partnership, yet there has been a lack of clarity around the desired outcomes for and priority among the variety of cooperative activities. Recognizing that the demand for amphibious capabilities in the Indo-Asia-Pacific region will likely continue to exceed the current capacity of any one nation, the CSIS International Security Program sought to explore the strategic and operational utility of various models for combined amphibious forces. The study first provides an overview of existing and projected ADF and USMC amphibious capability and capacity. Using data gathered from interviews with U.S. and Australian subject matter experts, the study examines two potential force options along five dimensions: range/duration, responsiveness, scale, breadth, and force protection. These options are evaluated against three mission sets varying in complexity. As the United States continues to face shortfalls in amphibious capacity and as Australia continues to advance its capabilities, this report provides a framework and recommendations through which to align strategic interests and advance a shared vision for combined amphibious operations.

The Global Polio Eradication Initiative (GPEI) in April 2013 unveiled an ambitious six-year strategy aimed at finally ending polio worldwide. The four-pronged approach called for stopping transmission in the remaining polio endemic countries while also eliminating rare but paralyzing vaccine-related polio. It outlined plans to ensure proper laboratory and health facility containment of poliovirus as eradication neared. Lastly, the Polio Eradication & Endgame Strategic Plan 2013–2018 urged countries, donors, and international partners to begin planning for the transition of polio program resources to country heath systems and other health initiatives. The drive to eradicate polio is at a pivotal point. The number of cases is down globally compared to last year. Polio programs in both Nigeria and Pakistan are moving in a positive direction while progress in Afghanistan is holding steady. A successful move to bivalent OPV would greatly reduce the number of polio cases caused by vaccine viruses and set the stage for an eventual worldwide switch to IPV. But extraordinary efforts still are required to reach the endgame strategy’s goals.

North Korea last week rejected South Korea’s invitation to attend the Seoul Defense Dialogue in September, denigrating the talks as “puerile.” In the same breath, it also rejected a proposal by National Assembly speaker Chung Ui-hwa for a meeting with his northern counterpart to celebrate the 70th anniversary of the liberation of the Korean Peninsula on Aug. 15. If you ask an Obama administration official about America’s “strategic patience” policy of non-dialogue with North Korea, he or she will tell you that the problem is not an unwillingness on the part of the United States to have dialogue. On the contrary, the Obama administration has tried every channel possible, from six-party talks to personal communications to secret trips, to jump-start a dialogue. But the regime in Pyongyang has rejected all of these.

Elites in Tunisia and Jordan stress their need to invest in their human resources, because people are the only resources they have. An array of programs has arisen in both countries to help young people learn life and job skills, find appropriate careers, and launch new businesses. Yet a look at recent and ongoing workforce development efforts in each country reveals that these schemes are intended to produce something fundamentally different in each country. Tunisians are working to overcome the legacies of dictatorship and build a new, more democratic system while simultaneously carrying out economic reforms that aim to alter the state’s role in the economy. Jordanians are trying to alter society and economic incentives within a political status quo where too much change too quickly could threaten the political order, and the government therefore faces compelling reasons both to reform and to keep things as they are. Instability in fragile states is a frequent source of conflict and humanitarian crisis within countries, a driver of displacement and massive refugee flows, and often a threat to the stability and security of neighboring states. Economies in fragile states often underperform, their societies are divided, and their people suffer poor developmental and economic outcomes. Fragile states are home to nearly half the world’s population living in absolute poverty. Over the past year, CSIS held a series of workshops and public meetings examining the challenges of fragility in four states categorized as fragile: Mali, Myanmar, Somalia, and South Sudan. The aim was to examine each of these cases individually and to better understand the opportunities—and limitations—of external intervention. This report offers common themes and recommendations for external engagement in such fragile states.

The Center for Strategic and International Studies (CSIS) hosted its fifth annual South China Sea conference on July 21, 2015. The event garnered more interest and a considerably larger audience—both in CSIS’s at-capacity conference room and online—than its four predecessors. The events in Iraq over the last month have shown that any success in Iraq requires both the Iraqi government and the United States to go far beyond the war against ISIS, and makes any partisan debate over who lost Iraq as damaging to U.S. national interests as any other aspect of America’s drift toward partisan extremism. The war against ISIS is a critical U.S. national security interest. It not only threatens to create a major center of terrorism and extremism in a critical part of the Middle East, and one that could spread to threaten the flow of energy exports and the global economy, but could become a major center of international terrorism. It is important to understand, however, that ISIS is only one cause of instability in the region, and only one of the threats caused by spreading sectarian and ethnic violence.

China’s emergence as a global economic superpower and as a major regional military power in Asia and the Pacific, has had a major impact on its relations with the United States and its neighbors. China was the driving factor in the new strategy the United States announced in 2012 that called for the U.S. to “rebalance” its forces to Asia-Pacific region. At the same time, China’s actions on its borders, in the East China Sea, and in the South China Sea have shown that China is steadily expanding its geopolitical role in the Pacific, and having a steadily increasing impact on the strategy and military developments in other Asian powers. As a result, the People’s Republic of China (PRC), the United States, and China’s neighbors face a critical need to improve their understanding of how each state in the region is developing its military power, and find ways to avoid the kind of military competition that could lead to rising tension or conflict.

Puerto Rico's economic situation circa 1950 was vastly different than today's. In the 1940s through the first half of the 60s, the island experienced a sustained boom, with annual growth rates on the order of 7 percent; the island was hailed as a model for developing countries. It instituted major reforms in government, economic and social programs, and the health sector. Puerto Rico, in coordination with the U.S. federal government, hosted thousands of observers from around the world who came to Puerto Rico to learn about its successful development model.

On February 7, 2014, the 22nd Winter Olympic Games will open in the Russian Black Sea resort of Sochi. Because these games will be the first Olympics hosted by Russia since the dissolution of the Soviet Union, they will be more than a mere athletic competition—they possess a singular symbolic character, important to Russia and particularly to Russian president Vladimir Putin. On the eve of the 119th session of the International Olympic Committee in Guatemala on July 4, 2007, at which the decision on the host city for the 2014 games would be made, Putin was the main Russian lobbyist for the Sochi project.

A deeper understanding of these pressures and how they resulted in the NSG offers a more nuanced backdrop against which to consider future policies for nuclear export control.

Abstract:
As national incomes have risen across diverse countries—along with the burden of noncommunicable diseases—demand has intensified for quality, affordable health services. Many countries today are actively seeking to bring about universal health coverage—ensuring quality health services for all at a price that does not create undue financial pressure for individuals seeking care. The effort has stirred expanded interest and guidance from international organizations such as the World Health Organization and the World Bank, and led to new platforms for developing countries to learn from each other. While universal health coverage will provide new funding and opportunities, including for the private sector, there is a need for dynamic, transparent negotiations among all health constituents, to forge enduring, feasible arrangements that ensure quality services reach all populations and make the best use of scarce health resources. Universal health coverage will remain a work in progress for many countries for many years. It will require grappling with considerable uncertainties and risks. It also has the potential to attract greater attention to health spending, health systems, and improved equity, advances that will benefit human development more broadly.

They facilitate the export of large volumes of oil and natural gas from the region, while also bridging traders in the Eastern and Western worlds through the Red Sea and Suez Canal. Africa's changing economic landscape is prompting a shift in how U.S. policymakers view the continent. High growth rates, new technologies, and a rapidly expanding consumer class are driving greater global competition for investment and access to potential export markets, and the United States is recognizing that it will need to step up its game to remain relevant and influential in an increasingly crowded and competitive environment. This will mean placing a stronger emphasis on strengthening trade and investment ties and encouraging U.S. companies to take fuller advantage of expanding opportunities. Playing up these opportunities will not only serve long-term U.S. commercial interests in Africa but will serve U.S. development and diplomatic objectives as well. U.S. investments, done right, can have long-term development impacts in Africa, through technology and knowledge transfer, training, systems development, and partnerships. And a new, more optimistic engagement with Africa's citizens and entrepreneurs will have strong resonance with the continent's up-and-coming generation, creating links based on enduring mutual interest.

While some observers have interpreted the attack as a sign of "desperation," others perceive it as an indication of Al-Shabaab's reformation and resurgence under the leadership of the movement's Amir, Ahmed Abdi aw Mohamud Godane. The reality is, as usual, more complex. Westgate provided a glimpse of a movement in the throes of a protracted, fitful, and often-violent transition: Al-shabaab is in the process of reinventing itself.

The link between economic development and state security has been well established but is still too often overlooked. Former secretary of defense Robert Gates argued in support of development efforts as a form of “preventative diplomacy,” preventing the conditions where violent crises occur that may require more aggressive intervention. For example, rising food prices in Egypt have been cited as a major instigator for the protests that overthrew Hosni Mubarak. That does not mean that Mubarak could have stayed in power if only food were more affordable, but higher levels of economic development and the concurrent factors that encourage it could have made the transition more stable and less violent.

Therefore, it is imperative that education and health systems, labor markets, and governments serve their interests and provide the policies, investments, tools, technology, and avenues for participation they need to thrive and succeed. Yet, at a time when policy and investment decisions are increasingly data driven, data on youth development and wellbeing is often fragmented, inconsistent, or nonexistent. Thus, our understanding of how young people are doing in their own right and vis-à-vis their peers elsewhere is limited. As a result, the needs of young people often remain unexposed and marginalized by their complexity.

The U.S. Army is facing a time of great change. The security environment is becoming increasingly complex and uncertain, with defense challenges multiplying. At the same time, the Army is adjusting to rapidly diminishing operational demands, falling end strength, reorganization, and tightening budgets. Despite this churn, the Army has continued its long-standing emphasis on the centrality of the soldier and squad as the cornerstone of future operations. Chiefs of staff going back decades or more have reiterated the theme that soldiers (and more recently, squads) remain the fundamental essence of the institution. Given these new realities, the CSIS Harold Brown Chair in Defense Policy Studies examined the current state of the soldier/squad system and how it might be best advanced in the face of constrained budgets. In his 2013 State of the Union speech, President Barack Obama announced that by the end of 2014 "our war in Afghanistan will be over" and, a month earlier, that "by the end of next year, 2014, the transition will be complete—Afghans will have full responsibility for their security, and this war will come to a responsible end." The military transition, successful or not, is in full swing. Of course the war will not come to an end in 2014, responsible or otherwise. Even if the military drawdown goes as planned, "America's commitment to a unified and sovereign Afghanistan will endure, but the nature of our commitment will change," the president said. On the military side, our enduring commitment will focus on training, equipping, and funding the Afghan National Security Forces (ANSF) and "some counterterrorism efforts that allow us to pursue remnants of al Qaeda and their affiliates," presumably the Taliban. As the United States draws down, so too will the remaining coalition countries of the International Security Assistance Force (ISAF) under North Atlantic Treaty Organization (NATO) command.

In the last nine years, U.S. shale gas and tight oil production has skyrocketed. Between 2005 and 2014, U.S. production of crude oil and natural gas has risen by nearly 65 and 34 percent, respectively, due to tight oil and shale gas development. The shale gas supplies from Pennsylvania alone equal the entire natural gas export capacity of Qatar, the world's second largest natural gas exporter in 2012. And the increase from light tight oil production in places like North Dakota and Texas over the last five years is equivalent to Iraq's current production levels. These increased energy supplies have fed not only national but global markets, helping to offset other market disruptions and stabilize prices, to the benefit of many.

The United States currently maintains formal diplomatic relations with all but five United Nations member-states. In addition to these five countries, there are states—including Venezuela—with which U.S. relations continue to be strained. In most such relationships, cooperation across societies is challenging, hampered by seemingly insurmountable political differences between governments. When official cooperation at the higher levels of government proves infeasible, it is often in the interest of both countries to pursue alternative, more informal approaches, sometimes referred to as "Track II diplomacy." Such forms of diplomacy allow for exchanges of people and ideas to build confidence between the two sides. Ideally, the modest gains in trust from Track II diplomacy will translate into a broader opening for political rapprochement.

It is led by national governments together with the World Health Organization (WHO), the United Nations Children's Fund (UNICEF), the U.S. Centers for Disease Control and Prevention (CDC), Rotary International, and the Bill Melinda Gates Foundation. Involving a variety of partners from NGOs to universities and foundations and engaging millions of health workers and volunteers, the GPEI has provided billions of polio vaccine doses around the world. While it recently has faced new outbreaks and international spread of poliovirus, the GPEI has reduced the annual number of polio cases globally by more than 99 percent.

This otherwise sunny outlook is darkened by the difficulties in the Seoul-Tokyo relationship. The (from a US perspective) obvious convergence of interests among the three governments is overshadowed by a lengthy and depressingly well-rehearsed list of problems. The second US-ROK-Japan Trilateral Extended Deterrence Dialogue, hosted by Pacific Forum CSIS and the Asan Institute for Policy Studies, with indirect support from the Project on Advanced Systems and Concepts for Countering WMD (PASCC) and the Defense Threat Reduction Agency (DTRA), explored ways to overcome those obstacles to enhanced cooperation. In an attempt to push the envelope, the 43 senior participants from the three countries joined 17 Pacific Forum Young Leaders (all attending in their private capacities) in discussions and a tabletop exercise that was designed to explore reactions to a nuclear contingency on the Korean Peninsula. The results were sobering and underscored the need for increased coordination and planning among the three governments to prepare for such a crisis in Northeast Asia.

As a result of a speech delivered by Republic of Korea (ROK) president Park Geun- hye in Dresden, Germany, on March 28, 2014, the topic of unification of the Korean peninsula has been on the minds of many. This is, of course, not the first time that unification has been in the news. During the Cold War era, unification was defined as the absolute military victory of one side over the other. In Korean, this was known as “songgong t'ongil” or “p'ukch'in t'ongil” (“march north” or “unification by force”). In political science literature influenced by the European experience, it was defined as the perfect integration of the two countries. After the reunification of Germany on October 3, 1990, unification was seen as the economic and political absorption of one side by the other. And yet at other times, it was defined, by both North and South Korea, as the imperfect operation of one country, two systems. For a decade during the period of “sunshine” policy, 1997–2007, unification was defined as something to be avoided for generations. It was framed as an outcome that was too difficult to contemplate, too dangerous to suggest, and too expensive to afford.

It now seems unlikely that the P5+1 countries of the United States, Russia, China, the United Kingdom, France, and Germany can reach a comprehensive agreement with Iran by the end of November. A final agreement remains a possibility, but it seems far more likely that if an agreement is not reached, the negotiations will be extended rather than abandoned all together. The question then arises as to how to judge the outcome of this set of negotiations, be it an actual agreement, an extension, or the collapse of the negotiations.

Recently there has been a lot of attention given to the “Possible Military Dimension” of the Iran Nuclear Program, in particular concerns over Iran's ballistic missile program and its nuclear delivery capability. Iran's potential acquisition of nuclear weapons, and future ability to arm its missiles and aircraft with such weapons, represents the most serious risk shaping US, Arab, Israeli, and EU relationship with Iran. Data on Afghan Surge show had little or no lasting impact. NATO/ISAF stopped all meaningful reporting on security trends after EIA fiasco. No maps or assessments of insurgent control or influence versus limited dataf 10 worst areas of tactical encounters. In June 2014, a small team from the CSIS Global Health Policy Center traveled to Ghana to examine U.S. bilateral support for maternal, neonatal, and child health (MNCH). The purpose of the trip was to plan a return visit with a delegation of U.S. congressional staff in August 2014. Ghana's mixed progress toward meeting Millennium Development Goals (MDG) 4 and 5 related to maternal and child health; its strong relationship on immunizations with Gavi, the Vaccine Alliance; and its longstanding partnership on health with the United States were all reasons we decided to examine the country's MNCH situation. By late July, the acceleration of the Ebola outbreak in West Africa led us to postpone the trip until emergency preparations are not a major focus of the Ghanaian government, the United States, and other partners. Considering the fruitful meetings we had in June, we have captured here some of our initial impressions, observations, and recommendations.

Hope and optimism accompanied the installation of the new Federal Government of Somalia (FGS) in September 2012, but the administration today appears to be drifting toward failure once again. Al - Shabaab is far from defeated, social fragmentation within Somalia is on the rise, and political infighting continues unabated. Despite considerable international support and the promise of a “New Deal” for donor engagement, the joint efforts of the government and its international partners have been unable to translate burgeoning progress into a more sustainable trajectory away from perpetual conflict and fragility.

The increased frequency and intensity of natural disasters, the rising amount of economic losses, and the mounting costs of providing relief indicate the growing importance of disaster resilience. Disasters have far- reaching consequences, ranging from the most basic physical injuries and property losses to long- term psychological, economic, and cultural damage. Merely supplementing resources to address the aftermath of disasters— rather than mitigating risks and putting in place key elements in advance of a disaster— is not a sustainable model for community resilience. Additionally, failure to utilize the resources of all public- and private- sector stakeholders to develop long- term planning mechanisms leaves communities vulnerable to repeated, high levels of damage and destruction.
