Abstract:
The tribes of Mahra, a part of eastern Yemen that borders Oman, adhere to a code of conduct that has helped the area’s inhabitants mediate disputes and contain conflict at key points in the region’s history. This has ensured a degree of stability for Mahra even in times of war. Today, as the war in Yemen continues, the region is the site of a power struggle between Saudi Arabia and Oman. The Mahri code of conduct has enabled the region to escape the worst excesses of the war and to limit Saudi influence there. Though often overlooked, the Mahri approach could offer lessons in defusing tensions between the warring parties elsewhere in conflict-ridden Yemen.

Three years after the uprising that ousted Hosni Mubarak from power, Egypt continues to grapple with an authoritarian state. Throughout the rise and fall of the Muslim Brotherhood, authoritarian forces remained the key political players. Democratic alternatives have not capitalized on cracks in the system. Prospects for the Brotherhood's political reintegration and a democratization of political Islam are bleak. As long as credible alternatives fail to gain traction, the old state will persist and Egypt's central challenges will remain unresolved.

The Arab Spring's citizen-led spirit of reform is still alive, but societies are increasingly torn apart by bitter tensions between Sunni and Shia, secular liberals and Islamists, and governments and civil society. As polarization has deepened, the concern with engaging in dialogue to bridge differences has intensified. The relationship between these mediation efforts and support for systemic reform will be a pivotal factor in the Middle East's future political trajectory.

Despite successful parliamentary elections in early July, localized clashes over identity, power, and resources persist in Libya, straining the capacity of the weak government, deterring foreign investment, and possibly stunting the emergence of democratic institutions. The most pressing of these conflicts— growing insecurity in Libya's eastern region of Barqa, where Benghazi is located—is fueled by longstanding neglect, Salafi militancy, and fighting between ethnic Tabu and Arab tribes. Lacking an effective police and national army, the state is struggling for legitimacy and control of the east. It must act to restore the periphery's confidence in the center.

A combination of two critical problems threatens to undermine the mission of the United States-led coalition in Afghanistan: the failure of the counterinsurgency strategy and a disconnect between political objectives and military operations. If anything, the current strategy is making a political solution less likely, notably because it is antagonizing Pakistan without containing the rise of the armed opposition. That has put the coalition in a paradoxical situation, in which it is being weakened militarily by a non-negotiated and inevitable withdrawal while at the same time alienating potential negotiating partners.

The implosion of Iraq in the wake of the 2003 invasion removed an important buffer state, drawing Turkey, Iran, and the Arab states closer, creating friction between them, but also new common interests. The planned U.S. withdrawal from Iraq will force Iraq's neighbors to find new ways of managing those interests.

Abstract:
Algerians no longer live in fear of being killed by radical Islamists at faux barrages (makeshift roadblocks) or of being “disappeared” by “ninjas” — hooded police - men who break down front doors and take occupants away, never to return. This is a remarkable achievement in a country that during the 1990s was synonymous with horrendous violence perpetrated both by Islamist radicals and by security forces. Algeria has regained stability, with radical Islamism no longer a fundamental threat to security across the country. The virtual quarantine in which the country was confined during the mid-1990s has been lifted. It is also increasingly opening up to foreign investment. Algerians have enjoyed a period of peace and relative prosperity, despite occasional flare-ups of violence. During the presidency of Abdelaziz Bouteflika, who took office in 1999, Algeria has transitioned from civil war, state failure, and moral decay to stability.

THE KOSOVO CRISIS in 1999 and the Sierra Leone hostage debacle in 2000 have reignited a recurring debate in international policy circles over humanitarian intervention. This debate focuses on the legal, political, and operational conundrums of coercive actions for humanitarian purposes. I believe that this debate over intervention will only intensify in the future. Indeed, internal conflicts, even if their numbers go down, are hard to ignore in a globalizing world.
