1. Assessing U.S. Options for the Future of the ICBM Force

Our task was to consider the relative risks and benefits of options for the future U.S. intercontinental ballistic missile (ICBM) force. Our task was not to assess whether the United States should deploy ICBMs at all or change its nuclear strategy and doctrine. In our work, we engaged former officials from Democratic and Republican administrations, nuclear policy specialists from universities and defense and arms control think tanks, and senior military officers, as well as other representatives of combatant commands and the Office of the Secretary of Defense. The current policy, established following a 2014 Analysis of Alternatives (AOA), is to replace the Minuteman III system with a new Ground Based Strategic Deterrent (GBSD) system, now named the LGM-35A Sentinel. Some observers, including members of Congress, have urged reassessing whether deterrence and other requirements could be met more cost-effectively by extending the life of the current Minuteman III missiles and their supporting infrastructure. Department of Defense (DOD) officials note that upgrades that otherwise would have been necessary to sustain the Minuteman III system to 2043 were not undertaken once the decision was made in 2015 to proceed with GBSD. Therefore, they insist, there is no realistic option today to pursue a life extension program for Minuteman III missiles beyond 2030, when they are due to be replaced by GBSD. Although we received considerable data from DOD officials on these topics, the iterative process through which we received information, the unclassified nature of our study, and the limited time available for investigating DOD conclusions left us unable to assess the DOD’s position regarding the technical and cost feasibility of an extended Minuteman III alternative to GBSD. To strengthen public confidence in its decisionmaking on the future ICBM, we believe the DOD should commission an independent, classified technical study (with an unclassified version) to address outstanding questions relating to the options and timelines in the 2014 Analysis of Alternatives, cost estimates, procurement decisions, and adversary threats to future silo-based ICBMs. One of the most salient issues that surfaced in our study is the projected medium-term increase in the vulnerability of silo-based ICBMs to attack by precision conventional weapons. A non-nuclear attack on U.S. nuclear-armed ICBMs would confront the president with the choice of initiating in response what could be a large-scale nuclear attack on adversary homelands (either by launching U.S. ICBMs before they were destroyed or by using other nuclear forces). This threat is likely to materialize well before the notional GBSD service life expiration in 2075. We believe this issue deserves more debate, as it may raise questions about the declining strategic value of a long-term commitment to silo-based nuclear-armed ICBMs inherent in the decision to proceed with GBSD. Our discussions and research also explored issues that senior leaders, including the president, should consider regarding any silo-based ICBM system that the United States would deploy, today and in the future. These include allocating forces to simultaneously deter Russia (possibly in the absence of nuclear arms control, if occurring after the New Strategic Arms Reduction Treaty, or New START, expires in 2026) and a more nuclear-capable China from escalating regional conflicts; confronting possible risks posed by ICBMs overflying Russia to target China; building allies’ confidence in U.S. extended nuclear deterrence; mitigating risks of launch under attack scenarios; and facilitating the negotiation of verifiable nuclear arms control agreements with Russia and China. Consideration of these challenges and issues will be especially important in fashioning the Employment Guidance that will follow from the Nuclear Posture Review.

Abstract:
The United States and Chinese governments, for the foreseeable future, will have the resources to keep each other’s societies vulnerable to nuclear mass destruction. If these governments are not self-destructive, they will want to keep their competition from escalating into armed conflict that could lead to nuclear war. The constructs of strategic stability and mutual vulnerability can help significantly if both governments embrace them and interpret them similarly or even if the leaders of the two countries accurately understand how they differ in their perspectives on them. Unfortunately, to date, on these issues the United States and China are like a quarrelling married couple who tried therapy for one or two appointments, found it dissatisfying, and then alternated in making excuses for not trying again, perhaps with a different therapist or format. Each says they have tried and the other doesn’t listen or understand. Both suspect that the other isn’t saying what they really feel or want; what they really feel is hostility and distrust and what they really want is to get richer and more powerful without being hassled or attacked. It would be easier if they could just go their separate ways, but the property and wealth they depend on will be lost (or at least severely diminished) if they split up or do each other harm. This paper suggests that U.S. and allied interests require persistence in inviting China to dialogue on strategic stability; to demonstrate goodwill, the United States should acknowledge mutual vulnerability as a fact and necessary policy. The need for both moves is reflected in the fact that neither government has defined what it might mean by stability or mutual vulnerability. To help test intentions and prompt harder thinking, the paper plays the role of therapist and offers definitions of both concepts—strategic stability and mutual vulnerability—so that the two sides can critique them more freely and without recrimination. These definitions are broader and deeper than usual, reflecting the growing problem of managing escalation of conventional conflict to nuclear war, the scenario that drives U.S. and Chinese concerns and military posturing. Further, broader definitions are necessary to comprehend the dangers stemming from the entanglement of conventional, cyber, and nuclear weapons and command and control systems. The paper then sketches four benefits of declaring mutual vulnerability, contrary to opponents of the idea, before discussing steps that the United States and China could subsequently take to reflect and build each other’s confidence in such a policy. Finally, if perceived U.S. requirements in the future will be greater than the arsenal needed to deter or defeat Russia or China alone, how will Russia and China be persuaded not to try to build up to balance the additional U.S. force? In other words, if the United States is in two separate but interacting arms races (and deterrence relationships), how could each opponent (China and Russia) be persuaded to negotiate limits on their arsenal lower than the total the United States would insist on possessing to deter two nuclear opponents? Answers to these questions will affect strategic stability and mutual vulnerability of all parties but will take a long time to develop. To begin the process, the paper suggests asking Chinese leaders whether their silence on Putin’s nuclear first-use threats means that China has changed its own policy on nuclear use or that it never took a no-first-use policy seriously in the first place. Is China concerned that the capabilities that the United States and its allies may develop to strengthen defenses against Russia could be used against China too, and if so, might arms control be a wiser approach? Ultimately, the paper suggests that if China and the United States can sustain a process of serious dialogue, they will keep their relationship from worsening even if they cannot formally restrain their competition. And if dialogue leads one to ask the other for deeds to demonstrate goodwill, the paper has suggested some such deeds that could be undertaken with no security hazard and only slight political risk. No one should have the illusion that happiness is in this couple’s future. All this work would be to allow a nonviolent cohabitation that is better than the alternative of destitute divorce or murder-suicide.

The rift between Europe and the United States over Iran is deepening. To regain leverage, the Europeans should engage all eight Gulf states in talks about regional security and nonproliferation. The rift between Europe and the United States over Iran is deepening. Two years of U.S. maximum pressure on Tehran have not yielded the results Washington had hoped for, while the Europeans have failed to put up enough resistance for their transatlantic partner to change course. Worse, the U.S. policy threatens to destabilize the broader Persian Gulf, with direct consequences for Europe. To get ahead of the curve and regain leverage, the European Union (EU), its member states, and the United Kingdom have to look beyond their relations with the Islamic Republic and address wider regional security challenges. The United States’ incipient retreat as a security guarantor and Russia’s increased interest in the region make it necessary for Europe to engage beyond its borders. Despite being barely alive, the 2015 international nuclear deal with Iran offers a good starting point. The Europeans should regionalize some of the agreement’s basic provisions to include the nuclear newcomers on the Arab side of the Gulf. Doing so would advance a nonproliferation agenda that is aimed not at a single country but at the region’s broader interests. Similarly, the Europeans should engage Iran, Iraq, and the six Arab nations of the Gulf Cooperation Council in talks about regional security. Rather than suggesting an all-encompassing security framework, for which the time is not yet ripe, they should pursue a step-by-step approach aimed at codifying internationally recognized principles at the regional level.

4. At a Crossroads? China-India Nuclear Relations After the Border Clash

While both countries may think the situation is under control, dismissive attitudes and misperceptions could end up fueling a dangerous competition. On June 15, 2020, a lethal military conflict over disputed territory in the Himalayas shook the edifice of China-India relations. The clash in the Galwan Valley along their shared border is the gravest military confrontation the two nuclear powers have faced in fifty years. This event and ongoing tensions focus attention on the long-standing but tempered competition between China and India. One of the most interesting puzzles of that relationship is why nuclear weapons, which both possess, have not played a more important role. With the potential for a major reset in China-India ties after the Ladakh crisis, are Beijing and New Delhi finally approaching a long-anticipated crossroads in their nuclear relations? The findings reveal that while Indian security analysts give serious attention to China’s nuclear policy and capabilities, Chinese analysts maintain a dismissive attitude about the relevance of nuclear weapons in China-India relations. The attitude stems from a widely held view that India’s indigenous military technologies are significantly behind China’s and that China will continue widening the gulf between the two countries’ conventional and nuclear capabilities. However, Chinese analysts do not appear to fully appreciate the long-term destabilizing implications of this growing gap. India may feel pressure to build out its nuclear arsenal, and this could further threaten the fragile stability between India and Pakistan. Chinese experts tend to underestimate the role Beijing may have in shaping New Delhi’s threat perception and nuclear strategy.

But that entire system could soon unravel. Russia as a permanent member of the UN Security Council and nuclear power remains a key player in Eurasia with a substantial leverage in the post Soviet space and, at the same time, the most important neighbour of the EU. The pursuit of nuclear arms control has enjoyed something of a renaissance recently, with the signing of the New Strategic Arms Reduction Treaty (New START) in spring 2010 in Prague. Whether that momentum will dissipate after New START or lead to further nuclear arms control agreements depends on several factors: The new U.S. and Russian nuclear doctrines. While there is always some distance between a state's declared policy and that policy's implementation, both documents show that, behind their more ambitious disarmament rhetoric, the United States and Russia maintain conservative nuclear policies that make radical nuclear disarmament unlikely—to say nothing of a nuclear-weapon-free world. The peculiarities of the recently signed and ratified New START agreement. Among these are the modest cuts stipulated by the treaty relative to its predecessors; the acrimonious ratification debates in both the U.S. and Russian legislatures; and the dim prospects for a follow-on agreement (in sharp contrast to the mood prevailing after past START agreements). The dynamics of obsolescence and modernization of U.S. and Russian strategic offensive forces. The United States should have little problem cutting its forces to get below New START's limits. Russia, however, will have problems, not in reducing its numbers, but in raising them to treaty ceilings, due to their removal of obsolete weapons from service and slow deployment of new systems. Either Russia can negotiate a New START follow-on treaty with even lower ceilings or it can accelerate the development and deployment of new systems. While the former is obviously a more attractive alternative, it would require the United States and Russia to resolve many thorny arms control issues, such as ballistic missile defense, conventional strategic weapons, and tactical nuclear weapons. Ballistic missile defense. President Obama's decision to modify the Bush administration's ballistic missile defense plans in Central Europe opened the way for New START and eased Russian concerns, even if they could never have been allayed entirely. Moscow believes that U.S. ballistic missile defense programs are ultimately designed to degrade Russia's nuclear deterrent, and it is far from clear that U.S. proposals to jointly develop such capabilities with Russia would allay those concerns—or that the idea even makes any sense. Russia's perceptions of U.S. conventional strategic weapons. Russian officials are especially concerned about the U.S. Prompt Global Strike concept and do not trust American assurances that such capabilities are only directed at terrorists and rogue states. There has already been some progress made in dealing with these weapons in negotiations, and future progress on this issue will likely depend on legal agreements and confidence-building measures to scale U.S. capabilities in ways that would threaten Russia's (or China's) strategic deterrent. Joint development of ballistic missile defenses with Russia. This issue could seriously complicate Washington's and Moscow's strategic relations with China and India. Officials on both sides would do well to start small and proceed step-by-step, using incremental successes to build the momentum necessary to work through more difficult issues. Non-strategic—that is, tactical—nuclear weapons. During the Cold War, the United States and Europe relied on tactical nuclear weapons to counterbalance Warsaw Pact superiority in conventional forces in Europe; today, the situation is reversed, with Moscow relying on tactical nuclear weapons as a counterbalance not only to NATO conventional superiority but also to U.S. strategic nuclear superiority and long-range precision-guided weapons. No one now knows which weapons systems should be categorized as non-strategic, and how limits across regions could be accounted for and verified. In addition, reviving the moribund Conventional Forces in Europe (CFE) Treaty is essential to dealing with the issue of tactical nuclear weapons.

After the first Indian nuclear explosive test in 1974, seven nuclear supplier governments were convinced that the Nuclear Non-Proliferation Treaty (NPT) alone would not halt the spread of nuclear weapons—a view that developments in Iran, Iraq, North Korea, and elsewhere would later underscore. The seven governments formed the Nuclear Suppliers Group (NSG), and over the course of more than three decades, it has become the world's leading multilateral nuclear export control arrangement, establishing guidelines that govern transfers of nuclear-related materials, equipment, and technology. Yet, as a voluntary and consensus- based organization of 46 participating governments, the NSG today faces a host of challenges ranging from questions about its credibility and future membership to its relationship to the NPT and other multilateral arrangements.

China is increasingly factored into U.S. nuclear strategy. When President Obama released the administration's Nuclear Posture Review (NPR)—a document that guides America's nuclear policy, strategy, capabilities, and force posture for the next five to ten years—in April 2010, China was named 36 times. Talk of a "nuclear renaissance" includes perhaps a doubling or tripling of nuclear capacity by 2050, spreading nuclear power to new markets in the Middle East and Southeast Asia, and developing new kinds of reactors and fuel-reprocessing techniques. But the reality of nuclear energy's future is more complicated. Without major changes in government policies and aggressive financial support, nuclear power is actually likely to account for a declining percentage of global electricity generation.

In principle, Turkey would welcome the global elimination of nuclear weapons. For the current government, the possession of nuclear weapons by other states is a factor that, indirectly at least, reduces Turkey's regional (if not global) aspirations and power.
