For over 60 years the United States has enjoyed unfettered access to space, which has allowed the U.S. to develop high-end military capabilities and, more recently, a burgeoning commercial space industry. As U.S.-led activity in space expands beyond its government-led roots to the commercial sector, new challenges have emerged, centered on the regulation and organization of U.S. efforts. Tied to this swiftly evolving space landscape, U.S. national and economic security are now inextricably intertwined and depend on the security, resilience, and sustainability of all U.S. space systems. In recognition of the space domain’s importance to national and economic security, and the challenges of the changing landscape, MITRE and Aspen Digital, a program of the Aspen Institute, partnered to host a series of cross-sector space stakeholder sessions focused on securing space and maintaining U.S. technological advantage. Participants included industry, government, academia, non-profits, and federally funded research and development centers. The stakeholder sessions identified three overarching challenges, to which this report makes corresponding recommendations.

Working together with partners such as Australia, India, Japan, New Zealand, South Korea, and many others with whom areas of agreement can be identified will be crucial to achieving success.9 In the case of Russia, a constructive dialogue on China is clearly not a near-term prospect. But given Russia’s strategic interests it is a conversation to which the West should revert once conditions permit. The rise of a domestically authoritarian and globally assertive China renders transatlantic cooperation more relevant than at any time in recent history. Transatlantic partners need to be ready for long-term strategic competition. They must also seize opportunities for cooperation with China, starting with issues such as climate change, global health, and food security. By working together from a position of strength, they will improve the chances of arriving at more productive relationships with China.

The United States has a jobs problem. When the COVID-19 pandemic plunged the economy back into recession in early 2020, it laid bare a fragile and profoundly inequitable labor market. In the absence of a robust and coordinated recovery strategy focused on increasing the supply of good jobs, the same labor market pathologies that plagued the last recovery will re-emerge: the long-term unemployed will struggle to land jobs and many will give up; private sector job growth will be slow and uneven; many new jobs will be worse than those they replace; unemployment among Black and Latinx workers will remain elevated; and income and wealth gaps will widen. This recovery must be different. The Biden-Harris administration has an historic opportunity to lay the foundation for an economy built on good jobs, one that ensures the benefits of economic growth are broadly and fairly shared This publication provides a set of concrete recommendations to help guide an all-of-government jobs strategy, including three goals to guide a national jobs agenda, a suite of distinct but reinforcing strategies to achieve them, and a framework for coordinating activities across government.

One in three US households—nearly 100 million people—struggle with housing costs that jeopardize their financial security. The problem is acute for virtually all low-income families and for the 1 in 4 renters who spend 50% or more of their income on housing—and its effects ripple throughout our communities and economy. In 2019, Aspen EPIC recognized rising housing costs and instability as critical threats to the financial security of American families and created a comprehensive research primer on the topic. Drawing on extensive review of the research literature, engagement with more than 100 experts, and analysis of federal survey data, we have prepared a research brief and primer, “Strong Foundations: Financial security starts with affordable, stable housing.”

Misuse of personal information, manipulation of platforms to influence elections, and failure to extend broadband to underserved areas are a few of the problems facing governments at all levels. Increasingly, policymakers are taking up the challenge of shaping legal solutions to these problems, only to find they lack both the tools and technical expertise to regulate wisely, meaningfully and efficiently. Participants of the 34th Aspen Institute Conference on Communications Policy, which took place in Aspen, Colorado in August 2019, examined regulatory frameworks that can provide a successful model for future problems as they inevitably appear. For all of the gains that artificial intelligent (AI) systems allow, society is only now beginning to orient itself to the tremendous ethical and political issues emerging as a result of AI’s prevalence in our society. For example, recent critiques of facial recognition software bring to light issues of algorithmic bias, data irregularities, human rights violations, and government surveillance. In response, various principles and values-based governance models are furiously being developed to direct the future of AI design. The coronavirus pandemic has upended the school year for 50 million American students, and revealed the best and worst of public education: the best in terms of the heroic response by so many educators, support staff, students, and parents; the worst in terms of the intense light shone upon inequities that plague our system. As policymakers and education leaders plan to re-open buildings for school year 2020-21, they face important questions about how to capitalize on our strengths and finally deal with our weaknesses. We must be clear-eyed that inequity outside of school — like food insecurity, the digital divide, and the uneven experience of stress and trauma — is replicated and exacerbated by pervasive inequity inside of school. Going back to the status quo ante would leave many students and communities without what they need educationally. Therefore, the nation’s response to the pandemic must re-open schools and renew the promise of public education as an engine of opportunity. In May 2020, the Aspen Institute Education & Society Program shared ten recommended state actions for Fostering Connectedness in the Pandemic Era that were developed with a diverse group of education leaders. The pandemic and resulting closure of school buildings have revealed the deep inequities that already existed in many schools, and connectedness is one of those gaps. Data from school climate surveys demonstrates that students of color, English-learners, and students from low-income families do not feel safe at school, in part because they do not have the kind of caring, trusted relationships that create belonging – and in part because they do not feel challenged with meaningful, rigorous work. With this in mind, and as a complement to the initial recommendations to advance social, emotional, and academic development, we turned to another diverse set of leaders for actionable insights focused on culturally and linguistically responsive education.

The Inter-Policy School Summit is a student-run conference hosted by the University of Chicago Harris School of Public Policy. The Summit brings together graduate students from around the world each year to propose solutions to pressing global issues. The 2020 Summit was held February 28 – March 1, 2020. Graduate students from twenty universities in four countries gathered together to explore innovative strategies to address the issue of City Resiliency and Climate Change with the goal of identifying potential solutions to help urban areas adapt to climate change related challenges. As climate change alters our environment and causes increased instances of extreme weather, cities around the world are faced with new, damaging, and often life-threatening weather events. Dangerous flooding, superstorms, unprecedented heat waves, and raging forest fires are just a few of the climate change-related phenomena that present challenges to cities’ infrastructures and disaster response abilities. Vulnerable cities around the world need actionable sustainability and resilience plans to protect the health and safety of their citizens. While many cities may understand the need to act, they often face obstacles, such as lack of resources, expertise, manpower, or political will to find and implement the most effective or innovative solutions.

The Inclusive America Project (IAP) is pleased to publish our new report, “The Politics of Vulnerability: Can Muslims and Evangelicals Find Common Cause in Religious Freedom?” Across all of the fault lines that are polarizing Americans today, one of the thorniest is the relationship between conservative White Evangelical Christians and Muslims, a relationship that has become tied up with broader ideological and political divides facing the country. “The Politics of Vulnerability” explores this relationship and asks how religious freedom can be used as a paradigm to bring Muslims and White Evangelical Christians into conversation with each other over their shared concerns about religious freedom. IAP Fellow for Religious Freedom Asma Uddin argues that the fight over religious freedom is ultimately a fight over America​n identity, and who gets to claim this identity. “The Politics of Vulnerability” summarizes the major findings of two closed-door convenings held by the Inclusive America Project in March 2020 that brought together experts in religious theology, religious freedom, and interfaith work. These meetings were a part of the larger Politics of Vulnerability Project, which seeks to use religious freedom as a framework to bring Muslims and Evangelical Christians in the United States into conversation around their constitutional religious freedom rights, the prominent challenges to those rights, and the impacts that deprivation of those rights would have on both communities and on all other Americans. The First Amendment and its promise of religious freedom protects people of all faiths and none, and is one crucial piece of the puzzle of American religious pluralism.

Aspen Central Europe hosted the Network in Prague in January 2019, with participants from Hungary, Poland, Slovakia, and the Czech Republic. Participants emphasized that there should be a focus on mapping where exactly AI can support existing professions, create new ones, but most importantly streamline the education system towards current trends and lifelong learning. It is essential to speed up the adoption of AI in Europe, as well as connect it with major challenges in society, such as tackling climate change or innovating healthcare, where, for example, AI can be explained by its promoters as a way of delivering better services rather than merely introducing a new technology.

Part I of this report, Automation and a Changing Economy: The Case for Action, explores how automation has impacted and will continue to impact the economic security and opportunity of the American worker. But technology is not destiny. The impact of innovation on the American worker is mediated by policies and institutions. We can choose to create an economy that: promotes technological progress; prepares workers to take advantage of the opportunities technology presents; supports those who are negatively impacted by automation return to stable work; and shares technology’s gains more broadly. These goals are achievable with the right support, but the policy structures currently in place are inadequate. This part of the report, Automation and a Changing Economy: Policies for Shared Prosperity, outlines a policy agenda for addressing these challenges and opportunities. Doing so requires an all-of-the-above approach, from targeted, specialized interventions to those with systems-level impact; from place-based policies to national-level reforms to safety net programs. Technology fuels our economy, captures our collective imaginations, and promises extraordinary possibilities. It permeates almost all aspects of our lives. From electrification and the internal combustion engine, to search engines and smartphones, technology has changed how we travel, access information, buy products, and communicate with each other. As technology changes our personal lives, it also changes work. For generations, economic change has replaced products, jobs, and industries with innovative new models. The American economy has transitioned from agrarian to industrial, service to digital, and with each evolution, America has prospered even as it grappled with the profound challenges of change. The American ideal embraces the promise that economic progress can create an inclusive society in which prosperity is broadly shared. Work is more than simply a way to earn a living. It gives structure, dignity, and purpose to our lives. For this reason, workers should not be treated as a cost of doing business but recognized for their productivity and creativity. For too many Americans, the promise of work is not being kept. New technologies are creating great wealth for some, but we are simultaneously experiencing historic income and wealth inequality. Without robust policies and strong institutions, new innovations risk exacerbating the economic insecurity and political and civil divides that we are experiencing today. Emerging technologies, including artificial intelligence, machine learning, and advanced robotics, have the potential to automate many tasks currently performed by workers. Historically, automation has been an important ingredient driving economic growth and progress. Automation has enabled us to feed a growing population while allowing workers to transition from subsistence farming to new forms of work. Automation helped move us from a craft system to mass production, from blue-collar to white-collar to “new-collar” work—with better work, higher wages, more jobs, and better living standards. Similar to past innovations, these new technologies offer the potential to help us meet human needs while supporting new jobs and industries never before imagined. However, automation can also have negative effects on individuals and communities. Those who lose their jobs suffer economic, social, and psychological hardship. Communities that relied on single industries that have been automated have struggled to recover. New jobs are being created, but their geographic distribution and skill requirements often make them inaccessible to the individuals and the communities where those whose jobs were lost. This dislocation has played a role in exacerbating America’s economic, political, geographic, and social divides. The answer to the dislocations that can result from automation should not be to stifle innovation. Policies and reforms should encourage both the development of new technologies and the promise of work. Workers need access to the opportunities technology creates. Policymakers and employers can help by providing access to skills training, ensuring the availability of good jobs, and improving the systems that are in place to help those who will transition from declining to growing occupations. While there are many unanswered questions about what the future holds, this report attempts to explain how automation impacts the labor market and how to better prepare American workers to benefit from the changes to come.

The Internet of Water report, published in 2017, provided a series of findings and recommendations from the Aspen Institute Dialogue Series on Sharing and Integrating Water Data for Sustainability to address how to improve our nation’s water data infrastructure to better equip and enable sustainable water resource management. Since that report, the Nicholas Institute was tasked with beginning to implement an Internet of Water (IoW). As an initial step, the Aspen Institute convened a series of conversations across the United States to learn about current water data activities, discuss needs and expectations of different communities, identify and strengthen collaborations, and imagine how the Internet of Water could be best implemented for their region or sector. This addendum synthesizes the perspectives from each of the five regional roundtables which took place in California, the Great Lakes Region, the Midwest, Texas, and the Colorado River Basin. Notably, this addendum highlights the similarities and differences between regions – starting with the context for each roundtable and ending with an overall vision for building the Internet of Water. It was clear that sectors and regions are deeply interested in realizing the potential of their water data. Many were interested in the IoW providing a neutral convening and coordinating role to leverage ongoing activities and ensure the data infrastructure built will allow water data to flow seamlessly between sectors and regions.

Online upskilling programs have the potential to support continuous, lifelong learning that can help adults learn new skills and advance in a changing labor market. Yet the online learning landscape can be difficult to navigate. Many workers face challenges balancing digital courses with work and personal commitments, accessing and using technology, and determining which of the many available programs signal value to employers. Companies can play an important role in making online upskilling accessible and relevant to frontline workers. Our latest report documents one partnered approach to designing and piloting an online training program for incumbent workers, led by a food service company, a civic leadership organization, and a local university in Pittsburgh, Pennsylvania. It explores how Eat’n Park partnered with Robert Morris University and the Allegheny Conference on Community Development to design and deliver digital training to frontline Eat’n Park employees. Our profile shares findings from a pilot customer service training program, focusing on the experiences of workers who participated and their managers. In 2016, the William and Flora Hewlett Foundation launched a new grant-making strategy to support advocacy for access to family planning and reproductive health (FPRH) services in Sub-Saharan Africa. The goal: support vibrant African organizations able to positively influence their government’s FPRH policies and funding decisions. The strategy seeks to shift power towards the local civil society organizations (CSOs) doing the advocacy work and to strengthen their capacity to advocate. During the first five years of the strategy’s implementation, the Foundation is working with the Aspen Institute’s Aspen Planning and Evaluation Program to assess and learn from the experience of its grantees and the CSOs they support.
