World Water Day, observed annually on March 22, draws awareness to issues of scarcity, sustainability, and safety of global freshwater resources. The security and reliability of water resources are constantly challenged by concerns over adequate availability, sufficient access to clean water, and the consequences of diminished and unsafe water supplies (e.g. to health and food security). The scarcity of water resources in the Middle East and North Africa (MENA) is primarily a result of the region’s predominant warm desert climate, coupled with limited surface water and groundwater supplies. This natural aridity amplifies the challenge of meeting local drinking water needs, food production, and industrial consumptive use. Yet there are still opportunities to address the scale of the region’s growing water security concerns: such as improving transboundary water relations to alleviate conflicts, reducing reliance on depleting groundwater supplies, ensuring access to safe and clean water to all populations, and expanding adaptation efforts against water-related impacts of climate change. Join us and our expert panel to discuss the critical challenges and potential opportunities available to policymakers and vulnerable local communities as they seek to enhance the MENA region’s water security.

The Middle East Institute (MEI) and the North African Policy Initiative (NAPI) are pleased to announce the sixth in a series of roundtable discussions inviting engaged youth to share their perspectives on the key issues facing their country’s future. This policy-oriented discussion will feature young Tunisian researchers offering their views on the current environmental challenges in their country and the opportunities ahead. Tunisia is already facing the reality of climate change. From the degradation of natural resources and water scarcity to desertification and coastal erosion, the country has to cope with complex and interconnected environmental challenges. While Tunisia has put the environment on top of its political and economic agenda (with Article 45 of its Constitution acknowledging the “right to a healthy and balanced environment and the right to participate in the protection of the climate”), there is still room to do more.

Nicola Di Cosmo, Henry Luce Foundation Professor of East Asian History, Institute for Advanced Study; Associate Member at the Weatherhead East Asian Institute, Columbia University Moderated by: Gray Tuttle, Leila Hadley Luce Professor of Modern Tibetan Studies, Department of East Asian Languages and Cultures, Columbia University Three decades of climatological research in Mongolia and neighboring regions have transformed our knowledge about the environmental history of Inner Asian empires. The processes that gave rise to these political formations, many of which have played a distinct and crucial role in Chinese history, are still very poorly understood. High-resolution climatic reconstructions, when placed in historical contexts, provide clues about the nomads' responses to climatic variability, and thus illuminate critical nexuses between economic production, social structures, and political change. By illustrating a range of representative historical cases studies, this lecture will explore both the nature of the data and the methods that historians and climatologists have adopted to gauge the impact of climate upon pre-modern nomadic peoples.

Abstract:
The Tibetan Plateau spans more than one million square miles at the center of Eurasia with an average elevation of over 12,000 feet - by far the most extensive high-altitude region on Earth. Resulting from the collision of continental plates more than 50 million years ago, the Tibetan Plateau continues to play a major role in determining the climate that we experience today. More recently, the Tibetan Plateau has seen more significant warming than surrounding regions due to its higher altitude. As such, Tibetan communities are at the forefront of experiencing the impacts of climate change and their knowledge of such changes may contribute to better understanding the effects of a changing climate on this most significant region. This round table brought together social science researchers working with Tibetan pastoralist communities on the Tibetan Plateau and climate scientists who have worked in the Himalayas and Asia to discuss how interdisciplinary approaches might enrich understandings of climate change on the Tibetan Plateau and contribute to our knowledge of global climate change.

Please join the Harriman Institute for a presentation by Thane Gustafson, author of Klimat: Russia in the Age of Climate Change (Harvard University Press, 2021). Moderated by Kimberly Marten (Harriman Institute). Russia will be one of the countries most affected by climate change. No major power is more economically dependent on the export of hydrocarbons; at the same time, two-thirds of Russia’s territory lies in the arctic north, where melting permafrost is already imposing growing damage. Climate change also brings drought and floods to Russia’s south, threatening the country’s agricultural exports. Thane Gustafson predicts that, over the next thirty years, climate change will leave a dramatic imprint on Russia. The decline of fossil fuel use is already underway, and restrictions on hydrocarbons will only tighten, cutting fuel prices and slashing Russia’s export revenues. Yet Russia has no substitutes for oil and gas revenues. The country is unprepared for the worldwide transition to renewable energy, as Russian leaders continue to invest the national wealth in oil and gas while dismissing the promise of post-carbon technologies. Nor has the state made efforts to offset the direct damage that climate change will do inside the country. Optimists point to new opportunities—higher temperatures could increase agricultural yields, the melting of arctic ice may open year-round shipping lanes in the far north, and Russia could become a global nuclear-energy supplier. But the eventual post-Putin generation of Russian leaders will nonetheless face enormous handicaps, as their country finds itself weaker than at any time in the preceding century. Lucid and thought-provoking, Klimat shows how climate change is poised to alter the global order, potentially toppling even great powers from their perches.

Climate change is slowly stamping an imprint on Egypt’s environment, culture, and economy. The most obvious of these challenges is the rising scarcity of water. Egypt is already one of the world’s most water scarce countries; while the UN assesses water scarcity at 1,000 cm3 per person annually, Egypt has less than 560 cm3 per person. Rapid population growth, urbanization, desertification, and unpredictable weather patterns are all taking an unrelenting toll on the country’s strained water resources, while fear is climbing over loss of water from the Nile if the Great Ethiopian Renaissance Dam holds back water during droughts. Just as worrisome is rising heat. This threatens health, water supplies and, in a country where over 30 percent of the labour force is directly involved in agriculture, Egypt’s harvests. While there has been much work done on water conservation, climate change mitigation policy is unclear. Much of the action is handled by the private sector which is not always invested in the strictest environmental standards. Is it possible to tackle the oncoming threat while balancing mitigation with the need for development?
