- Robert E.B. Lucas is Professor of Economics at Boston University. His research has focused largely, though not exclusively, on developing countries. Most of the contributions are empirical with a few theory papers, encompassing international and internal migration, employment and human resources, income distribution and inter-generational inequality, international trade and industry, sharecropping, and the environment. - Over the past century, Asia has been transformed by rapid economic growth, industrialization, and urbanization—a spectacular record of development that has turned one of the world’s poorest regions into one of its richest. Yet Asia’s record of democratization has been much more uneven, despite the global correlation between development and democracy. Why have some Asian countries become more democratic as they have grown richer, while others—most notably China—haven’t? Slater and Wong demonstrate that Asia defies the conventional expectation that authoritarian regimes concede democratization only as a last resort, during times of weakness. Instead, Asian dictators have pursued democratic reforms as a proactive strategy to revitalize their power from a position of strength. Of central importance is whether authoritarians are confident of victory and stability. In Japan, South Korea, and Taiwan these factors fostered democracy through strength, while democratic experiments in Indonesia, Thailand, and Myanmar were less successful and more reversible. At the same time, resistance to democratic reforms has proven intractable in Singapore, Malaysia, Hong Kong, China, Vietnam, and Cambodia. Reconsidering China’s 1989 crackdown, Slater and Wong argue that it was the action of a regime too weak to concede, not too strong to fail, and they explain why China can allow democracy without inviting instability. The result is a comprehensive regional history that offers important new insights about when and how democratic transitions happen—and what the future of Asia might be.

- Abstract:
- The Urbanization of People (May 2022, Columbia University Press) reveals how cities in China have granted public goods to the privileged while condemning poor and working-class migrants to insecurity, constant mobility, and degraded educational opportunities. Using the school as a lens on urban life, Eli Friedman investigates how the state manages flows of people into the city. He demonstrates that urban governments are providing quality public education to those who need it least: school admissions for nonlocals heavily favor families with high levels of economic and cultural capital. Those deemed not useful are left to enroll their children in precarious resource-starved private schools that sometimes are subjected to forced demolition. Over time, these populations are shunted away to smaller locales with inferior public services. Based on extensive ethnographic research and hundreds of in-depth interviews, this interdisciplinary book details the policy framework that produces unequal outcomes as well as providing a fine-grained account of the life experiences of people drawn into the cities as workers but excluded as full citizens.

Her goal is to build meaningful technology platforms and digital financial services to drive capital where it’s needed most. She is a computer scientist with successful experience in using technology to innovate and distribute high-impact, scalable solutions. Peris is the co-founder of FarmDrive, a technology company that applies data science and finance to build software that increases access to meaningful financial services. FarmDrive’s mission is to transform every smallholder farmer (SHF) and agriculture value chain SME in Africa into a sustainable and profitable business. FarmDrive’s big bet is to increase the flow of capital to the agriculture sector in Africa, especially to smallholder farmers and SMEs working in the agriculture value chain. Peris has led FarmDrive through exciting product rollouts and strategic partnerships. A notable achievement is a partnership with the largest telecommunication company in East Africa (Safaricom) to roll out DigiFarm, a neobank for farmers. FarmDrive’s work has led to a digital registry of over 1 million smallholder farmers in Kenya and unlocked a loan portfolio of over $40 million dollars so far in loans to farmers and small businesses across Kenya. FarmDrive’s clients include but are not limited to mobile network operators such as Safaricom, commercial banks, micro-finance banks, saccos and cooperatives, non-bank financial service providers such as One Acre Fund, agricultural insurance providers and processors. As the CEO of her venture, Peris spends her time implementing strategies to build a sustainable, transformative business that meets the needs and aspirations of clients and organizing the 1’s and 0’s to achieve this. She is a champion of financial inclusion and youth employment and has been supporting other entities such as The Mastercard Foundation to create inclusive youth engagement strategies for different countries in Africa. Peris has a First Class Honours B.Sc. Computer Science degree from the University of Nairobi, Kenya. She is a 2023 Sloan School of Management MBA candidate.

13. How Central Asia Became Part of the Developing World

- During the Soviet period, official narratives presented Central Asia as a former colony that had been integrated on equal terms into the USSR while overcoming economic backwardness. This ambiguity was useful for Moscow’s Cold War politics and also shaped how Central Asian actors maneuvered within the Soviet system. In the late Soviet period, this ambiguity was largely abandoned. Some Central Asians began to insist on the region’s colonial status, while economists and sociologists in Moscow argued that Soviet development efforts had failed and that the region was culturally too different to fit into socialist economic schemes. In this talk, Kalinovsky will trace how different groups within the USSR can the late Soviet period came to reimagine Central Asia as a part of the Third World, discarding the ambiguity of earlier decades. These views also had profound implications for the region’s post-independence transformation: Western development professionals who came to Central Asia after 1991 found the region much more developed than other places they had worked. That also changed over the course of the 1990s, in part because of the continuing influence of Russian scholars, and in part as a result of the development community's evolving understanding of regional challenges (informed, to a large extent, by local scholars), a change that was solidified with the post 9-11 turn to the Global War on Terror. Artemy Kalinovsky is Professor of Russian, Soviet, and post-Soviet Studies at Temple University. He earned his BA from the George Washington University and his MA and PhD from the London School of Economics, after which he spent a decade teaching at the University of Amsterdam. His first book was A Long Goodbye: The Soviet Withdrawal from Afghanistan (Harvard University Press, 2011). His second book, Laboratory of Socialist Development: Cold War Politics and Decolonization in Soviet Tajikistan (Cornell University Press, 2018), won the Davis and Hewett prizes from the Association of Slavic, East European, and Eurasian Studies. He is currently working on a project that studies the legacies of socialist development in contemporary Central Asia to examine entanglements between socialist and capitalist development approaches in the late 20th century.

- This panel considers the central and formative role of parasitology in Modern Japan (1868-present); and, moreover, explores how Japanese parasitology affected the home islands and the region, not just during the imperial period (Meiji, Taisho, early Showa), but also during post-1945 Showa, suggesting some form of reconfiguration in the post-colonial era. The three papers span specific parasitic diseases and micro- / local Japanese history (Bay), to next considering larger questions of Japan’s public health and ODA (overseas development assistance) structure (Homei), as well as how these ambitions ultimately affected regional partners and neighbors such as South Korea and Vietnam (DiMoia). Simon Toner is the panel discussant, and Paul Kreitman will moderate. If the panel brings together a specific field and a nation-state at its beginning, the aim ultimately is to move forward, looking at how this field influences environments at the micro, regional, and global levels. In sum, the ambition of this panel is to examine parasitology not only as field of practice within Japan / Japanese empire, but also to look at (1) its colonial / imperial implications, and (2) its post-colonial / developmental ambitions. In this sense, the panel seeks to join and contribute to a newer, emerging literature for Japan looking at pre / post-1945 continuities, as well as looking at the effects of Japan’s ODA (overseas development aid) efforts within broader East Asia and Southeast Asia.

- With the support of the Friedrich Naumann Foundation (FNS), the Turkish Economic and Social Studies Foundation (TESEV) has been running the program titled "Supporting Sustainable Cities" since 2016. This year’s project is designed to highlight the need for effective networks that connect key actors for maintaining a workable “data-ecosystem”. In order to bring expert opinion to the discussion, TESEV has conducted a video interview with Prof. Rob Kitchin of Maynooth University with the aim of producing a series of short clips providing key insights. Having served as the principal investigator in the project that gave rise to the Dublin Dashboard among many other data initiatives that he led, and as a widely published scholar in open data and data-ecosystems, Kitchin’s comments serve as a guide for potential models of partnership to build effective data-ecosystems.
