For the first time in four decades, a core US interest — freedom of navigation and the free flow of commerce — is increasingly at risk in the Middle East region. By enabling the Yemeni Houthis to attack international vessels in the Red Sea and the Gulf of Aden with armed drones and sophisticated anti-ship missiles, Iran, as it did in the Gulf in the late 1980s, is causing tremendous harm to commercial activity in one of the world’s most crucial waterways. In a memorandum entitled “A Strategy for Countering the Houthi Threat at Sea” and addressed to US President Joe Biden, the Middle East Institute’s Defense and Security Program members Bilal Y. Saab, Kevin Donegan, Mick Mulroy, Sam Mundy, and Joseph L. Votel offer recommendations for the United States on how to effectively degrade the capabilities of the Houthis and protect international shipping in regional waters. To discuss in greater detail the Defense and Security Program’s proposed strategy and the likely future trajectory and implications of the US campaign against the Houthis, MEI is pleased to host Bilal Y. Saab and Kevin Donegan.

World Water Day, observed annually on March 22, draws awareness to issues of scarcity, sustainability, and safety of global freshwater resources. The security and reliability of water resources are constantly challenged by concerns over adequate availability, sufficient access to clean water, and the consequences of diminished and unsafe water supplies (e.g. to health and food security). The scarcity of water resources in the Middle East and North Africa (MENA) is primarily a result of the region’s predominant warm desert climate, coupled with limited surface water and groundwater supplies. This natural aridity amplifies the challenge of meeting local drinking water needs, food production, and industrial consumptive use. Yet there are still opportunities to address the scale of the region’s growing water security concerns: such as improving transboundary water relations to alleviate conflicts, reducing reliance on depleting groundwater supplies, ensuring access to safe and clean water to all populations, and expanding adaptation efforts against water-related impacts of climate change. Join us and our expert panel to discuss the critical challenges and potential opportunities available to policymakers and vulnerable local communities as they seek to enhance the MENA region’s water security.

Over three years ago, Islamic State’s territorial project in Syria and Iraq was dealt its final defeat in al-Baghouz. While the terrorist group’s insurgency in the region remains largely contained, one single and largely unaddressed issue is worsening by the day, threatening to guarantee an eventual resurgence. As of mid-2022, more than 60,000 men, women and children—most with some level of past association with ISIS—remain in makeshift detention and squalid camps in Syria. Thousands are Western citizens. This is an increasingly unsustainable security and humanitarian crisis, and progress on resolving it has moved painfully slowly, if at all.

The Three Seas Initiative has been dubbed a new Marshall Plan for Central and Eastern Europe. Promising buy-ins from Three Sea Initiative members, including Poland and Romania, will be matched with up to 1 billion USD by the United States. The aim of the Three Seas Initiative is to contribute to the economic development of Central and Eastern Europe. The Black Sea is partially covered by the initiative through the membership of Romania and Bulgaria, but the region's strategic importance as the connection point between Europe, Asia and the Middle East remains largely unaddressed. Three years into Yemen’s civil war, the country continues to see severe humanitarian devastation, widespread food insecurity, and lack of economic access, against the backdrop of an increasingly complex geopolitical environment. An intensification of fighting in Hodeidah and elsewhere in the country has added to the human costs of the conflict and threatens to become catastrophic. Increasingly, Yemenis are war-weary and anxious to see progress on the UN-led negotiating process intended to end the fighting and restore the peaceful transition interrupted three years ago. The Middle East Institute (MEI) hosted a half-day conference to assess the priorities for ending the conflict and scenarios to move forward. Libya occupies a sensitive position for the security of Arab and European neighbors, including many U.S. allies, and in managing the region’s destabilizing migration flows. The country’s fractious politics and armed insurgencies are depriving Libyans of security, basic services, and economic stability, and leave the country vulnerable to jihadi terrorism. The United Nations has proposed a road map for rethinking the embattled government of national accord and binding Libya’s rival parliaments and militia commander Khalifa Haftar into negotiation of a consensus path forward. Lebanon is facing overwhelming socioeconomic, security, and demographic challenges as the civil war in neighboring Syria enters its seventh year. Since the start of the crisis, Lebanon has received $4.9 billion in assistance, but demands on the country's resources, services, and civil order remain heavy. Without a political solution to the Syrian conflict, humanitarian and development aid cannot deliver and sustain sufficient results for the refugees or for the Lebanese people. How will Lebanon continue to deal with these conditions? The Middle East Institute (MEI) and the Johns Hopkins School of Advanced International Studies, Foreign Policy Institute (SAIS-FPI) were pleased to host Philippe Lazzarini, the United Nations deputy special coordinator in Lebanon. He discussed opportunities and challenges for shifting the international response to Lebanon's Syrian refugee crisis beyond short-term humanitarian and stabilization efforts to a more sustainable economic growth strategy.
