In this second event of the academic year, our panelists will discuss the status of Russian relations with Central Asia and Afghanistan after the U.S. withdrawal. Moderated by Joshua Tucker (NYU Jordan Center) and Alexander Cooley (Harriman Institute). The withdrawal of U.S. forces from Afghanistan and the dramatic collapse of the U.S.-backed government in Kabul has ushered in another period of Taliban rule. Regional powers and neighbors have been anticipating the U.S. exit for some time: Russia remains a critical player in the region and, even before the U.S. withdrawal, had demonstrated a pragmatic approach to engaging with the Taliban. What is Moscow’s plan for dealing with the new Afghan government and what are its overall priorities in the region? How will this affect Russia’s relations with the Central Asian states and China? And are there any prospects for renewed cooperation between Moscow and Washington on counterterrorism issues in this period of uncertainty and potential instability? Abstract:
The future of Afghanistan’s constitutionally liberal democratic system is very much at issue. On its survival rests the aspiration of the greatest number of its people, the deep investment of the international community in the country’s stability and wellbeing, and ultimately the security of the region and beyond. Negotiations are beginning in what is certain to be a lengthy process that may in the name of a compromise trade away social and economic gains realized over nearly two decades. Afghanistan has additionally to cope with the disengagement of foreign forces just at a time when their leverage militarily and diplomatically could be critical. In the absence of a verifiable ceasefire, the country confronts a prospect of exploding violence and possible descent into chaos. Can Afghanistan pull itself together to not only protect its achievements but to overcome past errors? Should Afghans and their international partners think about formulating a Plan B to save the republic while striving for true reconciliation with the insurgency? Many anticipate that as the new prime minister, Imran Khan will change Pakistan and alter its relations with the United States and regional powers. Khan’s first speech to the nation was moderate in tone and substance. He has an ambitious reform agenda that above all promises to deal with corruption. What domestic constraints will he face? Will his being a successful populist, the first since the 1970s, embolden him to pursue transformative policies such as on taxation and land reform? How will his government handle Pakistan’s looming economic crisis? Will he inevitably butt heads with the military over its budget and Pakistan’s policies toward countering terrorism? Is Khan prepared to modify his deeply negative views on the U.S. role in Afghanistan? How far should he be expected to go curbing the Afghan Taliban and pushing it toward peace talks?
