141. The Issue of Securitization of the Refugee Problem in the Polish Political Debate

Abstract:
Analyzing Poland’s current activity regarding the influx of refugees and the formulated attitude towards action in the field of restriction and control of the influx undertaken by European and international institutions, one should notice increasing reluctance to accept immigrants. What is more, there is a growing trend in the public debate in Poland to identify (to correlate) the influx of refugees with the problem of security. Although Poland is neither located on the main transit routes nor a destination for immigrants (including refugees), there is a process of systematically including this issue in the public discourse and analyzing the consequences of the potential increase in the influx of immigrants in the context of state security. Relationships that arise at the interface between migration and security point to the process of securitization of immigration, which involves integrating migration issues into a catalogue of state security threats and considering them through the lens of possible threats to the receiving societies.

Abstract:
Keeping alive CPR’s long tradition of publishing important scholarly, field-defining books, this year too, CPR faculty published books in fields as diverse as international relations, environmental law, electricity regulation, socioeconomic rights and politics. I particularly want to mention two CPR faculty who published their first books to wide acclaim. Zorawar Daulet Singh, a scholar in international relations, made an important contribution through original archival work to understand India’s foreign policy in the Nehru and Indira Gandhi years and through this prism understand contemporary foreign policy challenges. Another important publication was Shibani Ghosh’s edited volume on Indian environmental law. Drawing on contributions from several leading thinkers and lawyers in the field, this book is the first serious, scholarly engagement with the emerging environmental legal framework in India. CPR faculty also made regular contributions in non-academic journals, newspapers and seminars and in the process, enriched the public discourse, infusing much needed evidence and sobriety. This year, CPR faculty published 452 articles in major national and international dailies and popular journals

Abstract:
The Polish Institute of International Affairs together with the Norwegian Institute of International Affairs present the report Nordic-Baltic Security in Times of Uncertainty: The Defense-Energy Nexus. The report shows that energy and defence in the Nordic-Baltic region are closely interrelated. During the Cold War, the energy cooperation of Western European countries with the USSR was seen as an element of strengthening the status quo and reducing the risk of conflict. In the new strategic situation, when Russia is interested in regaining the status of regional and global power, there is a real threat that Kremlin will use Europe's dependence on Russian gas to divide NATO and the EU. The Russian military advantage in the region, the ability to block access to Alliance forces and the ability to influence its members through energy blackmail may encourage Russia to test NATO's credibility, increasing the risk of conflict in the region. NATO's ability to deter Russia creates a natural platform of cooperation for Norway and Poland. Both states should also be interested in reducing the Alliance's dependence on Russian energy resources.

Abstract:
On 15 August 2017, India celebrated the 70th anniversary of independence. In that time, it has changed from a newly post-colonial, underdeveloped, and famine-suffering state to one of the largest economies in the world and an emerging power. Prime Minister Narendra Modi’s accession in 2014 marked a new stage in the reforms and transformation of the country to release its potential and accelerate development. As the latest large economy to open to more foreign investment and international cooperation, India offers huge business opportunities. This report introduces the reforms and programmes implemented in India that indicate opportunities for Polish companies interested in this market. Prepared as a guidebook, the report also formulates recommendations for businesses and the Polish administration to strengthen cooperation with India (available only in Polish).

145. Russian Non-Linear Warfare in Ukraine and Moldova: Lessons for Visegrad Countries

Although the issue of hybrid war with its instruments and phases is well elaborated in the academic literature,the Russian invasion of Ukraine and illegal annexation of Crimea has introduced certain new aspects of hybrid and non-linear warfare to the international political and academic agenda. The author attempts to synthesze the existing definitions of hybrid warfare in the Western literature with the new generation warfare involving the Russian/Soviet concepts of deep operations, active measures and reflexive control, and non–linear war. By analyzing the so called Gerasimov Doctrine,the phases and sections of Russian hybrid warfare in Ukraine, and political developments in the Republic of Moldova, the author comes to the conclusion that the current situation in the Republic of Moldova can be characterized as the preparatory phase of a hybrid war that may shift into attack and stabilization phases in the following year when parliamentary elections are held in Moldova. In addition, the author argues that – despite a lack of certain key prerequisites for Russian hybrid war in Visegrad countries (such as a Russian ethnic population)– the V4 still faces the risk of a growing Russian influence, and that V4 countries can still be targeted by Russian non-linear warfare within the vulnerable spheres indicated. Abstract:
Critical public attitudes toward economic globalization reflect a response to different facets of globalization and varied consequences of international market integration for individuals. The distribution of benefits and losses related to globalization provides a starting point for numerous studies of attitudes toward economic integration. Individuals perceive globalization’s benefits differently depending on their sector of employment or level of educational attainment, among other factors. In addition to these explanations, attention to the institutions and policies that influence how governments engage with globalization and manage its domestic consequences can also inform the analysis of why scepticism to economic integration varies across national settings.

After intense negotiations, the United Nations General Assembly has endorsed the reform of the United Nations Development System (UNDS). Most players in New York, including Secretary-General António Guterres and ambassadors to the United Nations, are optimistic that the UNDS will now take the multi-adjective route requested by the General Assembly (“more strategic, accountable, effective, transparent, collaborative, efficient, effective and result-oriented”).

Abstract:
Data has been hailed by some as “the new oil,” an analogy that captures the excitement and high expectations surrounding the data-driven economy. The success of the world’s most valuable companies (Apple, Google, Facebook and Microsoft) is now underpinned by a sophisticated capacity to collect, organize, control and commercialize stores of data and intellectual property. Big data and its application in artificial intelligence, for example, promises to transform the way we live and work — and will generate considerable wealth in the process. But data’s transformative nature also raises important questions around how the benefits are shared, privacy, public security, openness and democracy, and the institutions that will govern the data revolution. The recent Cambridge Analytica scandal has exposed the vulnerability of democracies to data strategies deployed on platforms such as Facebook to influence the outcomes of the Brexit referendum and the 2016 US presidential race. Any national data strategy will have to address both the economic and non-economic dimensions of harnessing big data. Balances will have to be struck between numerous goals. The essays in this collection, first published online in spring 2018, by leading scholars and practitioners, are grouped into five blocks: the rationale of a data strategy; the role of a data strategy for Canadian industries; balancing privacy and commercial values; domestic policy for data governance; and international policy considerations. An epilogue concludes with some key questions to consider around data governance in the digital age.

The World Refugee Council (WRC) was created to build on the momentum generated by UN meetings in New York in September 2016, which saw the unanimous adoption of the New York Declaration for Refugees and Migrants, and to develop bold approaches to transform the current refugee system, focusing on the issues of accountability, responsibility sharing and governance, and finance. The WRC offers this interim report, and other discussion and research papers, to raise awareness of these issues and to stimulate ideas for reform that will transform lives.
