1. Redressing environmental harm? A 'corporate sovereignty' problem

Abstract:
The transition towards a low-carbon economy is an epoch-defining goal. However, this transition develops following traditional patterns of business that are intrinsically environmentally harmful as they rest upon profit-oriented strategies of commodifying natural resources. By taking the anthropological notion of "corporate sovereignty", this contribution discusses the unsustainability of private corporates' property a-like structures of power over natural resources and frames them within forms of economic governmentality. The paper concludes by stressing the need for a cultural change to occur to back the transition towards a novel model of sustainable business, i.e. of "business within the Heart's limits".

However, in order to discover the functioning mechanisms of public procurement and potential critical points for the emergence of corruption, we must investigate the entire public procurement procedure and then prepare appropriate conclusions and recommendations for its suppression. In our case, this implies an indepth analysis of relevant normative acts, practices and challenges in public procurement in the security sector. The report was made on the basis of qualitative and quantitative parameters based on which the anti-corruption capacities of 13 security sector institutions from different levels of government in Bosnia and Herzegovina (BiH) were measured and evaluated. 4. Equitable Sharing of Mining Profits: The Best Deal for Tanzania?

Tanzania’s unique approach to mining taxation, described as an equitable sharing of economic benefits between government and mining company according to a negotiated split, could leave the country shortchanged. Tanzanian citizens have access to the terms of only one profit-sharing deal, a 50-50 framework agreement for Barrick’s gold mines. The rest remain unpublished, despite laws that require the government to disclose deal terms. The Barrick deal predicates government revenues more heavily on mine profitability than a more typical regime, making these revenues more uncertain. This structure also increases the risk that companies may seek to avoid tax payments. Negotiating the split on a project-by-project basis, without any legal guardrails on the approach, increases the risks of corruption and unfavorable deal terms. The Tanzanian government could eliminate these risks by borrowing provisions from other countries that also require a specific government share of mine profits but take a different approach. However, unless the government has identified benefits from its current sharing mechanism that a more typical regime does not offer, it should not pursue a sharing mechanism and instead focus on improving the underlying regime, such as increasing its flexibility with regards to profits and reducing tax avoidance risks. To gain more trust from citizens, Tanzania’s government should explain how the mechanism works in existing deals.

5. Galvanising the Ship of the Indian State: An Agenda for Research and Dialogue

Three major tipping points affecting the future of the country vitally kick into play at about the same time, no more than a few decades from now: • reversal of the (currently favourable) youthful demography of the country (by 2055 or so); • danger of calamitous climate change globally beginning to affect the Indian subcontinent harshly; • likely disruptive impact of mainstreaming of Artificial Intelligence (AI) on the socio-economic order (and therefore on political stability) as a result of robots surpassing human capabilities and replacing all human labour in repetitive and routine tasks. The prospect of large sections of society finding themselves free of want (basic survival needs) but idle, and therefore terribly distraught, in other words— an ‘unknown unknown’ that would beat the classical recipe for breeding a fair crop of devil’s workshops hands down. Especially so in conjunction with maturing and convergence of other fourth generation technologies (digital, nano, bio and machine learning) and increasing fusion of cyber and physical spaces. This essay, a strategic take on the overall Indian situation, is premised on the reading that the latter two of these mega challenges (which can, without exaggeration, be characterised as existential ones) cannot be addressed adequately in ‘business as usual’ (BAU) mode within the ambit of the existing organisational structures of over a century inherited by the Indian Republic from the colonial State. The likely sweeping, 360-degree impact of these overarching trends makes for urgent review of the machinery and mechanisms of the Indian State in a pragmatic, strategic mindset aimed at bracing up for the new challenges.

16. Making Sense of Cents: Parsing the U.S. Department of Defense’s FY 2022 Budget Request

This report contextualizes the Biden administration’s discretionary funding request for the U.S. Department of Defense (DoD) in fiscal year (FY) 2022, referred to as the “skinny” budget request. The report considers what this initial request—which has not yet been touched by Congress—may mean for the full FY 2022 Presidential Budget Request, given the identified priorities and available resources. The only detailed figure included in the defense budget request is the topline of $715 billion, which is higher than former President Donald Trump’s $705 billion FY 2021 budget request. However, when adjusted for inflation, it amounts to a flat budget. This report identifies several strategic objectives from the skinny budget request, the Biden administration’s interim national security strategic guidance, and the priorities publicly laid out by DoD leadership for which the U.S. government will need to allocate resources. These objectives have implications for ongoing departmental efforts and resourcing. The authors assert that: The continued prioritization of China means the DoD must simultaneously modernize its conventional and nuclear forces to strengthen deterrence. The budget prioritizes additional missions for the DoD, like countering transnational threats—particularly climate change and biothreats such as COVID-19—but it does not resource these missions. There will be fewer resources for modernization due to pressure from the growing military personnel budget, as well as the operations and maintenance budget. The department will undertake these activities with fewer resources and less budgetary flexibility since the overseas contingency operations account has been terminated. However, this move will enhance long-term planning and should make it easier to align future budget requests with the strategy. The FY22 defense budget request identifies a number of planned activities and areas of emphasis, but it does not specify how much money will be allocated toward each area. This report focuses on six key areas of interest—the Pacific Deterrence Initiative (PDI), long-range fires, naval shipbuilding, research and development for technological innovation and readiness, nuclear modernization, and transnational threats—where the United States will need to make the greatest investments or tradeoffs.

Abstract:
In Cameroon the battle against COVID-19 is far from over as the disease still continue to claim many lives and aggravates the deepening poverty situation of Cameroonians. According to reports from the Ministry of Health (as from 8th of December, 2020), Cameroon has recorded 24,752 infected cases, 23,344 recoveries and 433 deaths. [1] The economic consequences of the disease remain preoccupying as many people have experienced a decline in their businesses. The government of Cameroon through the Prime Minister published a national response plan which aimed at combating the disease, highlighting preventive measures and effective management of confirmed positive cases. Some of these measures include the prohibition of mass gatherings above 50 persons, maintaining physical distancing, wearing of face mask in public places, frequent handwashing with soap or using hand sanitizers and isolation of infected persons. [2] These measures and others are currently being implemented since March, 2020. Although the government has been doing its best to bring this pandemic to an end, this has not been without challenges. One of the challenges is the decline of public trust in government’s policy decisions and institutions, which if not given sufficient attention may compromise all the efforts and resources already galvanize for this battle against COVID-19.[3] Drawing from published literature, we discuss the factors responsible for the decline of public trust, how the lack of trust can hamper interventions and control efforts and some suggestions how this challenge can be tackled to enhance effective interventions to combat COVID-19 in Cameroon.

Russian opposition leader Alexei Navalny has been sentenced to three and a half years in prison after he returned to Russia from Germany, where he was being treated for exposure to a nerve agent in August 2020. An investigation into the poisoning, conducted with the help of Navalny, has implicated Russia’s Federal Security Service (FSB). Following Navalny’s arrest and the release of a separate investigation into Russian President Vladimir Putin’s wealth conducted by Navalny, tens of thousands of protesters have taken to the streets across the country to march in support for the jailed Navalny. They were met by a heavy show of force from Russian riot police that included batons, shields, and thousands of arrests. This repressive response prompted US Secretary of State Antony Blinken to condemn “the persistent use of harsh tactics against peaceful protesters and journalists.” Navalny has inspired popular protests and gathered a large international following. But recent surveys by the Levada Analytical Center, including one in partnership with the Chicago Council on Global Affairs, show that the overall Russian population is generally indifferent to his actions, and more suspect that he staged his own poisoning or it was a “provocation from the West” than believe the Russian government targeted him.

19. Serving the Citizens—Not the Bureaucracy

In a volatile and changing world, one government function is in a position to address challenges ranging from climate change to equity to local development: procurement. Too long confined to a mission of cost savings and compliance, procurement—particularly at the local level, where decisions have a real and immediate impact on citizens—has the potential to become a significant catalyst of change. In 2021 alone, cities around the globe will spend an estimated $6.4 trillion, or 8 percent of GDP, on procurement.1 Despite this vast buying power, city procurement faces several challenges, including resistance to the idea that procurement can be creative, strategic, economically formidable—and even an affirming experience for professional staff, citizens, civil society organizations, and other stakeholders. Unfortunately, city procurement is far from ready to overcome these hurdles. Interviews with city leaders and procurement experts point to a common failing: city procurement today is structured to serve bureaucracies—not citizens. City procurement is in a state of creative tension. Leaders want it to be a creative engine for change, but they underfund procurement teams and foster a compliance culture that leaves no room for much-needed creative and critical thinking. In short: procurement needs a mission. In this report, we propose cities reimagine procurement as a public service, which can unlock a world of ideas for change and improvement. The vision presented in this report is based on six strategic measures that can help cities get started. The path forward involves not only taking concrete actions, such as reducing barriers to participation of diverse suppliers, but also adopting a new mindset about the purpose and potential of procurement. By doing so, cities can reduce costs and develop creative, engaging solutions to citywide problems. We also offer detailed insights, ideas, and best practices for how practitioners can realize this new vision. Better city procurement offers the promise of a vast return on investment. Cost savings stand to exceed 15 percent across the board, and local development may benefit by multiplying the participation of small and disadvantaged businesses. Clarity of mission and the required professional skills can lead to new, pioneering innovations. Technology and the right data can lead to sustained performance and better outcomes. A healthy supplier ecosystem can deliver new supplier talent that is aligned with the goals of the city to reduce carbon emissions, serve complex needs, and diversify the supply chain. All of this not in service of the bureaucracy but of the citizen.

The flagship report of the Pathfinders Grand Challenge on Inequality and Exclusion is about the solutions that will deliver equality and inclusion. It is the culmination of several years of research and mobilization undertaken by a unique partnership of ten countries, the United Nations, the World Bank, the OECD, Oxfam, and CIVICUS, along with numerous partners and international experts. The report constructs a bridge between the rhetoric of “build back better” and action: a bridge between promise and progress. The report draws on the lived experiences and desires of people across countries around the world. To understand citizens' concerns about inequalities, their policy priorities, and their desire for change, Pathfinders commissioned a public opinion survey in eight countries: Canada, Costa Rica, Mexico, Sierra Leone, South Korea, Sweden, Tunisia, and Uruguay. These opinion surveys show an immense preoccupation with societal divisions and a consensus that more needs to be done to address them. Additionally, it underlines the need for renewed social contracts between citizens, civil society, the private sector, and governments, as well as between high and low- and middle-income countries. These social contracts must be built to serve future generations, to guard against climate breakdown and pandemics while delivering respect, opportunity, and justice for all. The report should serve as a practical handbook for policymakers and influencers; as a source of possibility for the public; and, as a call to all political leaders to act.

There is a reference book entitled The Republic of Turkey State Institution Guide (Türkiye Cumhuriyeti Devlet Teşkilat Rehberi), published by the Turkey and Middle East Public Governance Institute (Türkiye ve Orta Doğu Amme İdaresi Enstitüsü). It begins with the highest institutions in the legislature, executive, and judiciary, then moves down to the presidency, parliament, prime ministry, and high councils, breaking them up into page-long summaries, with an institution logo and official title, along with their mandates, budgets, current leaders, and international associations. There are impartial or independent institutions, such as the supreme election council and the central bank; local administrative structures, such as city and municipal governates; oversight institutions; government-owned for-profit businesses; and “professional organizations qualified as government institutions.” Akin to the United States Government Manual, this book is meant to be a compact picture of Turkey’s government. If you are working in the municipality of the city of Adana and someone from the “Presidency of the Turkey Water Institute” asks for an appointment, you might reach for this book to learn about that institution. If you ever wonder when the “Privatization High Council” was founded, page 33 will tell you it was on November 27, 1994, under law “4046/3 md.”

Abstract:
Announcing the launch of a ‘Build Back Better Council’ in January 2021, bringing together various business leaders, the Prime Minister Boris Johnson said that ‘as we recover from this crisis it won’t be enough to just go back to normal – our promise will be to build back better and level up opportunity for people and businesses across the UK’. 1 The following month, the Leader of the Opposition, Keir Starmer, said he believed ‘there’s a mood in the air which we don’t detect often in Britain. It was there in 1945, after the sacrifice of war, and it’s there again now. It’s the determination that our collective sacrifice must lead to a better future’. 2 The historian and peer – and the Mile End Institute’s patron – Lord Hennessy similarly argued recently that the Covid-19 experience ‘has sharpened our sense of the duty of care we have one for another, that a state has for all of its people, to a degree we have not felt collectively since World War Two and its aftermath’. 3 These appraisals of the impact of the crisis, and political commitments to change, are giving rise to debate. Are we to experience a moment similar to that of postwar transformation? If so, what is the prospect for the Britain that emerges from the Covid-19 pandemic to be significantly different, in policy terms, from what preceded it? The latter question in particular animates this project – Not for Patching?, of which this report marks our earliest findings, based on an opinion survey.

23. Framing Violence: US and Chinese State-Funded News Outlets during the Hong Kong Protests

Abstract:
State-funded news media outlets and the ways in which they convey the messages of government and government-affiliated officials represent an essential but under-emphasized area of study in the realm of international diplomacy. Through a case study of the Hong Kong protests of 2019, this paper draws on theories from journalism and public diplomacy to analyze articles by state-funded media covering the unrest. This paper argues that the state-funded news outlets of the US and China used the same frame—violence and conflict—but approached the Hong Kong protests differently. Using this frame, state media outlets made themselves channels for government officials during the US-China rivalry, but made different arguments regarding the violence that occurred there. While US government-funded media focused on the violence of the Hong Kong Police Force as a danger to the territory’s democracy, Chinese state media emphasized the violence of the Hong Kong protestors as a danger to national security.

Early in the Covid-19 pandemic, the myGov website was overwhelmed by a demand surge from citizens seeking to rapidly access digital services. In 2016, the online Census (eCensus) suffered a series of relatively small distributed denial-of-service (DDoS) attacks. While they didn’t overwhelm the platform, the attacks ultimately resulted in the eCensus being taken offline. What do these two examples have in common, and what lessons should we learn to ensure more robust digital government services? Once again, the Australian Government has delivered exactly the funding it promised in the 2016 Defence White Paper (DWP) and subsequent 2020 Defence Strategic Update (DSU). If the government was willing to recommit to the DWP’s funding line in the depths of the Covid-19 recession, it was very unlikely to walk away from it now that the economy is recovering faster than expected. This year, the consolidated defence funding line (including both the Department of Defence and the Australian Signals Directorate) is $44.6 billion, which is real growth of 4.1%. It’s the ninth straight year of real growth, and, according to the DSU’s funding model, that will continue until the end of the decade.

Last year’s war between Azerbaijan and Armenia was short, sharp and decisive. By effectively employing precision guided weapons, the former rapidly forced the latter to capitulate and accede to its political demands. The conflict confirmed the centrality of guided weapons to modern war fighting and showed how small states can now master the technologies and techniques needed to use them. Last year also witnessed the onset of the Covid-19 pandemic and the supply-chain crisis it triggered. That provoked much soul-searching from governments and companies about how to manage the risks presented by modern just-in-time supply chains that span the globe. When we take those two events together, it’s clear that the ADF will not only need many kinds of guided weapons across the spectrum of conflict, but also need to guarantee their availability in times of crisis when supply chains will be under pressure and threat. That will be difficult, since Australia currently manufactures virtually no guided weapons. The Australian Government is also aware of both needs. Its 2020 Defence Strategic Update plans on investing tens of billions of dollars in guided weapons over the next two decades. It also directs Defence to explore the potential for new sovereign guided weapons production capability to mitigate supply risks. It appears that exploration has determined that the potential can be turned into reality: on 31 March, the government announced that it was ‘accelerating’ the development of a sovereign guided weapon manufacturing capability. This report examines two fundamental questions. First, would the manufacture of guided weapons in Australia enhance ADF capability and provide greater self-reliance? Second, is it viable to manufacture guided weapons in Australia? The answer to both questions is ‘yes’. The report also presents some key considerations about how the industry should be established.

Abstract:
On November 25, 2020, a document titled "Plan of measures for the formation of a common socio-economic space between the Russian Federation and Abkhazia" was published on the government websites of the Russian Federation and internet resources belonging to the unrecognized Abkhazia. The document was signed by Aslan Bzhania, the de facto president of Abkhazia, Alexander Ankvab, the prime minister, and Dimitri Kozak, the deputy head of the Russian presidential administration. The document consists of 45 paragraphs and covers issues such as customs and tax legislation, energy, healthcare, education, social security, economy and real estate. Alongside every paragraph in the document, the relevant responsible agency and the estimated years of its implementation is indicated. Most of the agreement provisions entail the harmonization of the legislations of Russia and Abkhazia. This document is a logical continuation of the recognition of Abkhazia's sovereignty by Russia in 2008, and the subsequent agreements. Notable among these agreements is the 2014 "Alliance and Integration Agreement", which, among many other clauses, includes the transfer of command of Abkhazia's de facto armed forces to the Russian General Staff. The aforementioned document was met with mixed assessment in Abkhazian political circles and media. Inal Khashig, a journalist and editor-in-chief of the “Chegemskaya Pravda” newspaper, positively assesses the prospect of an increase in pensions and budget salaries under the agreement, but is wary of a number of points in the document.

Abstract:
In the summer of 2021, as the U.S. withdrew from Afghanistan, the balance of power in the country changed rapidly, and by August 15, the Taliban was able to capture the capital, Kabul, almost without a fight. On September 7, the Taliban formed a new "government" steered by Sharia Law. The Taliban also renamed the country, and, according to them, Afghanistan is now called the "Islamic Emirate of Afghanistan." There are no women or members of the Shiite minority in the new government.Of the 33 members of the still-incomplete government, only three belong to ethnic minorities. Interestingly, the four new "ministers" of the country are former inmates of Guantanamo Bay, having served time there for organizing terrorist activities. Sirajuddin Haqqani, the "Minister of Internal Affairs" of the new "government" of Afghanistan, is still wanted by the FBI on the same charges. A reward of $5 million is being offered for his capture. There is already the threat of a humanitarian catastrophe (food shortages), and instability (internal strife) in Afghanistan. Tens of thousands of Afghans are fleeing their homes, many of them heading to Iran and Turkey. This poses a number of threats and challenges to these countries, especially since they have their own interests in Afghanistan.

Hotter weather, stronger typhoons, coral reef death, and physical and mental health risks are among the major challenges detailed in a new report on climate change in the Commonwealth of the Northern Mariana Islands (CNMI). Threatened resources include high-value coastal infrastructure and the millions of dollars that ocean ecosystems add to the CNMI economy annually, according to the report by the Pacific Islands Regional Climate Assessment (PIRCA), a consortium of several government, NGO, and research entities. Climate Change in the Commonwealth of the Northern Mariana Islands: Indicators and Considerations for Key Sectors is one in a series of new PIRCA reports aimed at assessing the state of knowledge about climate change indicators, impacts, and adaptive capacity of the US-Affiliated Pacific Islands and the Hawaiian archipelago. Authors from the CNMI Office of Planning and Development, the National Oceanic and Atmospheric Administration’s Office for Coastal Management, and the East-West Center—along with 50 technical contributors from local governments, NGOs, researchers, and community groups—collaboratively developed the CNMI PIRCA report. Climate change is expected to disrupt many aspects of life in the CNMI. Those who are already vulnerable—including children, the elderly, low-income families, and individuals with disabilities—are at greater risk from extreme weather and climate events. Climate Change in the Commonwealth of the Northern Mariana Islands: Indicators and Considerations for Key Sectors provides guidance for decision-makers seeking to better understand the implications of climate variability and change for CNMI and its communities. This assessment also identifies the additional information and research needed to support responses that enhance resilience and help CNMI to withstand the changes to come.

31. The U.S.‐Japan Relationship: Modeling New Frontiers in Subnational Diplomacy

In our increasingly networked world, the international activities of states, cities, and other subnational actors are expanding rapidly. Their rising importance has spurred Congress to consider legislation establishing an Office of Subnational Diplomacy within the U.S. State Department that would institutionalize and support these initiatives, while better aligning them with national diplomatic strategies. Moreover, they offer opportunities for envisioning new foreign policy approaches that directly benefit U.S. communities. The U.S.-Japan relationship — with its robust history of subnational interaction, strategic global interests and increasingly integrated economies — offers a fertile environment for developing and implementing new models for subnational diplomacy, with global applicability. While state and local governments cannot commit the federal government to action, they can conduct activities that advance both local and national interests. This is evidenced by an ever-expanding range of trade and business missions, and cultural and educational exchanges that bridge subnational actors with international partners. Increasingly, these activities are evolving into new areas, including technology-driven entrepreneurship, environmental quality and disaster resilience. At their best, subnational initiatives—which national leaders have cited as critical to U.S. foreign relations—create meaningful, long-term relationships amid often-changing national-level politics and officials. By stimulating information exchange, training and research opportunities, and business connections, they deliver concrete benefits to participants on both sides of the Pacific, especially in areas where national governments are not best positioned to engage.

Previous studies analyzing disability compensation have decried its $76 billion annual budget or warned of its perverse ability to incentivize veterans not to work. This study focuses on the impact of this moral hazard on the US Army profession. If soldiers continue to capitalize on an extremely permissive disability system, the trust between society and the military may be threatened, and future Army readiness may be jeopardized should disability compensation be added to the marginal cost of a soldier. More importantly, many of today’s soldiers are rationalizing disability compensation as something owed to them—not for a debilitating injury, but for the hardships of service to the nation. This study uses US Army and Department of Veterans Affairs personnel files, soldier interviews, and discussions with senior leaders to support its conclusions. The intent of the study is to prompt the Army profession to act before the culture surrounding disability compensation becomes permanent. In the end, the essence of the entitlement—taking care of veterans—must remain sacrosanct. This call for reform is driven not by fiscal considerations, but by a desire for the Army to remain both an institution trusted by society and a profession marked by selfless service.

The United States Holocaust Memorial Museum’s Simon-Skjodt Center for the Prevention of Genocide released a report in November 2021, “To Make Us Slowly Disappear”: The Chinese Government’s Assault on the Uyghurs. The Chinese government’s attacks on the Uyghur community are alarming in scale and severity. The report expresses the Museum’s grave concern that the Chinese government may be committing genocide against the Uyghurs, a Muslim community in the Xinjiang Uyghur Autonomous Region of northwest China. The report also details multiple crimes against humanity that the Chinese government is committing against the Uyghur population. These crimes include forced sterilization, sexual violence, enslavement, torture, forcible transfer, persecution, and imprisonment or other severe deprivation of physical liberty. The Museum’s findings, based on publicly available information, demonstrate that China is failing to uphold its responsibility to protect its citizens from genocide and crimes against humanity. The Chinese government must halt its attacks on the Uyghur people and allow independent international monitors to investigate and ensure that the crimes have stopped. The seriousness of the assault on the Uyghur population demands the immediate response of the international community to protect the victims.

As the United States nears a consequential November election in a charged political environment and society reels this year from a global pandemic, historic unemployment, and a summer of civic unrest and violence, the threat of malign foreign interference in the campaign season and election system looms. In 2016, policymakers and intelligence community leaders were reluctant to release information publicly regarding the activities of the Russian government intended to affect the election. This year, a new playbook is needed to ensure that the intelligence community, policymakers, and the public are in sync regarding transparency expectations about foreign threats to the election. The discussion that follows provides context—how intelligence transparency was addressed in the 2016 election, adjustments that were made for the 2018 midterms—and articulates responsibilities of the intelligence community versus the risks involved in greater transparency. The paper concludes with recommendations for transparency about election threats in order to protect against and mitigate ongoing foreign efforts to damage our stressed democracy.

35. Perceptions: Understanding On-Site Sanitation System Choices in Large Dense Villages in India

This report aims to explore the nuances of the prevalence of on-site sanitation systems in large and dense villages of India. Villages which have a population of 1000 persons or more and a density of greater than or equal to 400 persons per square kilometre were classified as large and dense villages in earlier research – Towards a New Research and Policy Paradigm: An Analysis of the Sanitation Situation in Large Dense Villages. Stimulated by the findings revealing a preferential pattern for selection of on-site sanitation systems in these settlements, a primary household survey was conducted in large and dense villages from five Indian states - Himachal Pradesh, Punjab, West Bengal, Madhya Pradesh and Tamil Nadu. The survey also included qualitative components – stakeholder interviews and transect walks. In this study the survey data has been canvassed to explore the preference patterns of households and the factors guiding them in their decision making for the construction and maintenance of on-site sanitation systems. We find that these large and dense villages exhibit a higher preference for septic tanks over pits in all states except West Bengal where pits are preferred. A majority of households have reported their toilets were private constructions. Broad findings and trends emerging from the survey were discussed in details in the report – Sanitation in Large and Dense Villages of India: The Last Mile and Beyond. In this report we discuss targeted questions on the preference patterns for on-site containment systems that are manifested not only by the choices of building septic tanks or pits but also through the large variations in their design and sizes which are influenced by socio-economic, technical and behavioural factors. We also find specific trends in deviations from prescribed design and demand for desludging services by households which are influenced by internal factors such as their social status and economic well-being and by external factors such as availability of mechanised operators or continued reliance on manual cleaning and their costs which cumulatively constitute the supply side of sanitation services.

Abstract:
The COVID-19 crisis has been a catalyst for a surge in the GovTech market, while triggering debate around the use of new technologies in the public health response to the pandemic. More broadly, the health crisis has shed a new light on the strategic importance of some domains relevant to GovTech such as HealthTech, smart cities and EdTech. The French State has developed a comprehensive policy of government digitization but still suffers from a lack of investment in the GovTech sector: so far, it has been unable to nurture a GovTech ecosystem comparable to the French defense technological and industrial base. At the European level, the rise of GovTech solutions could deepen existing divides between member states, as shown by the uncoordinated development of tracing apps by European countries during the crisis. In the long run, the lack of European industrial and political strategy focusing on GovTech could turn Europe into a battleground for Chinese and American actors, which benefit from governmental support at home and abroad. The rise of GovTech companies challenges deeply rooted ideas on the meaning of the public sector and the role of the State. It underlines how technology can affect the values and core principles of democratic societies. In that sense, the growing technological competition between the US, China and Europe means much more than economic rivalry: it is a real threat to European democracy and strategic autonomy.

With over 780 million people dependent on transboundary rivers in South and Southeast Asia, water governance is vital to regional development. Yet, the current approach to water governance is dominated by state-centric actors (sometimes called the “hydrocracy”) and is not delivering sustainable water management for people or ecosystems. The so-called “hydrocracy” is a mix of government, bureaucrats, politicians, and national development banks, often aligned with private developers. They have established strong processes for governing transboundary water and are focused on maintaining the cyclical planning-to-construction of large infrastructure projects, e.g. dams, hydropower plants, bridges, etc. These state-centric actors are focused on delivering water allocation, utilisation and management with a clear agenda of ‘the state has a duty to develop its water resources’ for national economic development. For many, the state-centric actors are delivering the governmental agenda. Therefore, it is not governance that is managing transboundary water in Asia, but government.

In 2019, French President Emmanuel Macron initiated a Franco-Russian dialogue aimed at improving bilateral relations, as well as EU-Russia relations. This effort could be confounded by the growing Russian engagement in Africa, mainly through their military, business, and propaganda activities. These are increasingly harmful to France, which traditionally engages in the politics and economies of African states. The French government hasn’t yet prepared any coherent strategy vis-à-vis the Russian challenge, preferring to wait it out.

Abstract:
The coronavirus outbreak is spreading throughout the United States. After its initial underestimation of the threat, the Trump administration has acted to fight against the pandemic, including the introduction of a national emergency. The effectiveness of these actions will be an important factor in whether Trump is re-elected. The limits on social life despite the enormous financial support from the government and the Federal Reserve have dramatically slowed the economy, heading into a recession. Public debt will increase much more rapidly, which may force budget cuts in the coming years.

At the end of January 2020, the Latvian government approved the country’s climate neutrality strategy until 2050, and in March it supported even more ambitious EU targets for reducing emissions. These declarations are connected with the need for a thorough transformation of the economy. Latvia’s approach, subordinated to climate action, coincides with the policy of other countries in the region, but differs from the Polish vision of energy transformation.

Iran’s official figures on cases and deaths from COVID-19 (the disease resulting from coronavirus, SARS-CoV-2) do not reflect the real scale of the pandemic in that country, which might be among the hardest hit in the world. The pandemic will deepen the economic crisis and disfunction of the state, becoming a challenge to Iran’s ruling elite. The regime might survive thanks to the security apparatus and, in parallel, continue its support of Shia militias in Lebanon, Iraq, and Yemen, and the Syrian government. Only the succession of power after Ali Khamenei will be the real test of the coherence of the Iranian elite, and in case of disruption, it might result in the collapse of Iran’s theocracy.

This allowed lifting the restrictions and restarting the economy at the end of April. Bolsonaro downplays the threat and rejects restrictive measures as he priori-tises support for the economy. He has clashed with state governors who introduced restrictions and with the Federal Supreme Court, which defended their autonomy. The deteriorating situation in Brazil amid the pandemic and political situation diminish Bolsonaro’s chances of re-election in 2022 and may strain his government’s relations with EU partners.

The disruption caused by the Covid-19 pandemic are consequential for India’s long-term electricity goals. While exacerbating the existing weaknesses in the sector, the pandemic could also affect the trend toward an electricity transition. This report is an attempt to understand the impact of the pandemic on India’s electricity, government responses, and thus, suggest a structural approach to building a resilient electricity future. We find that the Covid-19 caused disruptions in the electricity sector are pervasive and have alarming secondary effects and long-term consequences. While the Central and state governments have been swift to recognise the disruptions, the band-aid approach, focused on fixing existing patterns in the sector, appears inadequate to challenges. Ironically, the long-term electricity reform agenda – proposed in major legislative and policy amendment proposals – shaped in times of a pandemic has failed to internalise the challenges thrown-up and insights gained from the Covid-19 experience. The combination of Covid-19 disruptions, technological driven cost reductions in renewable energy, and the longstanding financial and governance problems of the sector combine to create a ‘critical juncture’ for the sector- a moment to envision a new and alternative configuration of technology, institutions and politics that could transform Indian electricity. While this a long-term and complex conversation, the report suggests illustrative pathways toward these goals.

The lock-down in response to COVID-19 has created an unprecedented food crisis in Delhi. While monthly-wage earning households may have a few days food supply on hand, daily wage labourers – now without work - have no income and, therefore, no ability to buy food. Even those with means to buy food face local access barriers because vendors and street markets are no longer operational. The Delhi government recently announced relief measures for such vulnerable people. But we find these have serious lacuna that must be identified and addressed to respond to the unfolding crisis of hunger at hand. This report draws on conversations with civil society organisations with deep networks on ground to highlight key issues and possible solutions. We discuss three key Delhi government announcements: the deployment of homeless shelters for provision of food, the use of the construction workers cess for direct benefit transfers, and the increase in PDS allocations. Additionally, we draw attention to measures under the ICDS and on the specific and acute distress among residents of violence affected north-east Delhi. Last, we discuss the plight of migrants trapped inside Delhi who want to return home.

The Central African Republic (CAR) could be a case of hope. After years of violence, the main armed groups and the government signed a peace agreement last year. At the end of 2020, elections are set to take place that could strengthen the democratic credentials of the country and grant its institutions the legitimacy needed to rebuild the state. As surveys have shown the populace is tired of the armed groups scattered (and fighting) throughout the country and demand the return of the state. The state is building up its army and deploying troops across a growing part of the country’s territory with the help of international actors. However, the restoration of state authority in the CAR remains unlikely. The state’s history is one of neglect, meaning there remains little to be “restored” and much to be built in the first place. Whether the state is willing and able to live up to the population’s demands is questionable. The military approach to state authority restoration and the integration of armed actors risks marginalizing the calls for an emphasis on public services. Locals hope for the return of the state—and one that is robust and caring. The reality of a militarized and inefficient state would shatter these hopes.

In recent years, a growing number of governments, non-state actors, and citizens have rapidly expanded their use of pernicious information operations against other countries and even their fellow citizens. Social media and the internet have become the main tool. The current technological revolution has lowered the cost of entry for those wishing to spread misinformation and disinformation. Some use the internet to propagate an alternative version of the global order they seek to dominate, to damage a regional rival, or to influence their own or others’ elections. The players, tactics, tools, and topics will continue to expand in the months and years ahead, and the coronavirus pandemic has only enhanced the salience of these activities. Information operation campaigns sow confusion, further divide deeply partisan societies, and are an existential threat to democracies around the world. Thus far, governmental, tech sector, and civil society responses have fallen short, although some have fared better than others. In fall 2019 and the spring 2020, the Institute for the Study of Diplomacy convened a series of working group meetings that included academics and practitioners, private sector specialists, and representatives from civil society. The attendees mapped out this space and identified the challenges inherent in this new form of incipient and widespread information operations. This group also identified potential areas of further engagement, collaboration, and research within the private sector, academia, and civil society. Ultimately, the group came up with a set of principles and policy recommendations for governments, private sector companies, and civil society to enact in both the near-and-long-term in order to mitigate information operations.

Back in 2016, Australia launched a new national cybersecurity strategy. The strategy covers a four-year period to 2020, and given the changes in the security environment, an update is now clearly warranted. To that end, the government has just released a discussion paper to kick off the public consultation. The closing date for submissions on the discussion paper is 1 November. To complement the public submission process, ASPI’s International Cyber Policy Centre is initiating a public debate on what should be included in the next cybersecurity strategy. Contributions will be compiled into a report that we will deliver to the Department of Home Affairs to inform the strategy’s development. This Strategic Insight includes views from The Strategist published in late 2019.

Most Syrian refugees in Lebanon have thought many times about going home but in the end deemed the risks too great. Donors should increase aid allowing the Lebanese government to continue hosting the Syrians, so that any decision they make to leave is truly voluntary. What’s new? Pressure on Syrian refugees in Lebanon to return home is rising. Although Syria remains unsafe for most, refugees are trickling back, escaping increasingly harsh conditions in Lebanon and hoping that the situation will improve back home. Procedures that clarify refugees’ legal status are making return more plausible for some. Why does it matter? While even a small number of successful repatriations represents positive news, conditions are too dangerous for mass organised returns. Yet the Syrian government and some Lebanese political factions increasingly insist that it is time for large-scale returns to begin. What should be done? Donors should plan for many refugees to stay for many years, and provide support to help Lebanon meet Syrians’ needs, ease the burden on Lebanon’s economy, and reduce friction between refugees and their Lebanese hosts. The Lebanese government can take additional administrative steps to ease voluntary returns.

The first meeting of the Senate of Uzbekistan’s Oliy Majlis took place in Tashkent January 22, 2020 to carry out its functions for the new term until 21 December 2024. In his keynote speech, President Shavkat Mirziyoyev congratulated the senators on this high status, while the new council includes representatives from diverse professional fields. He also argued it was “imperative to strengthen the role of the Upper House of Oliy Majlis in delivering an atmosphere of the irreconcilable fight against corruption and crime in general in society, as well as boost control over the activities of government bodies aimed at enhancing the role of women in society.” In Uzbekistan, political parties are traditionally seen to serve a symbolic function with their main mission being to mobilize and maintain support for a strong presidential system. Harnessing popular support for the poll could be seen as a crucial step in Mirziyoyev’s strategy of building support in the run up to the next presidential elections, which will be due in Uzbekistan in 2021. This aim will remain a higher priority compared to the pursuit of political transformation, which could allow the new parliament evolve as an autonomous institution and the democracy to mature. This first part of this paper explains the significance of the parliamentary elections held in Uzbekistan on 22 December 2019. The second part brings to the readers’ attention a range of reactions and responses on how the campaign, polling and outcome was seen by voters, party representatives and election observers. The third and final part of the report will conclude with the findings and recommendations of the observers in addition to some projections of how the conduct and outcome of the election may affect the future course of the country’s politics.

Since Abiy become the new prime minister of Ethiopia, Ethiopian politics has taken a new turn. He has released political prisoners, promoted media freedom and increased inclusion of women into the political arena. He has also invited the opposition to the discussion table, and reduced tension in the 18-year feud between Ethiopia and Eritrea. As a result, some politically-oriented Ethiopians believe Abiy has taken exquisite and peerless actions. There are also several reprehensible issues, which have started under his tenure. Communal violence has peaked whilst agreements with opposition groups was met with skepticism. Moreover, the number of internally displaced people (IDPs) in Ethiopia has reached a zenith due to the ethnic violence, for which human rights organizations have heavily criticized Ethiopia’s leadership. Several political analysts note that Abiy’s transformations are only a veneer, because his agreement with oppositions groups are yet to be implemented, especially with the Oromo Liberation Front (OLF), the oldest opposition in the country. This skepticism from the opposition has resulted in a new coalition party aimed at undermining the incumbent government in the upcoming Ethiopian 2020 election. Ogaden Liberation Front (ONLF), the second oldest opposition has complained of mistreatment by the leadership of the Somali region. Outspoken opposition politician Lidetu Ayalew of the Ethiopian Democratic Party has asserted, “Ethiopia as a nation is not ready to hold general parliamentary elections.” On the other hand, Abiy disbanded the longest ruling party in the country, the EPRDF, an action that has resulted in a widening dichotomy within his inner-circle. Jawar, an Oromo media tycoon, has tremendous support from the youth, especially since the Oromo region has boycotted Abiy’s policies. With all these various issues and considerations, there is much anticipation as to how the upcoming elections will unfold.

Although Tunisia has made great strides over the past seven years, its democratization process remains fragile. Disillusionment with and distrust in the government, particularly high among the young, also manifest themselves in low voter turnout. Young voters were strikingly absent in the 2014 parliamentary elections, and in the first municipal elections in May 2018, only 33.7 percent of Tunisians cast their votes. To a great extent, this disillusionment stems from the various, persistent socio-economic problems which had led to the uprisings and the ouster of the former autocratic regime in 2011. Especially in Tunisia’s historically marginalized regions, these issues remain a key challenge.

Considering a Soil Initiative for Africa JANUARY 31, 2020 By: David Nielson In Sub-Saharan Africa, 65 percent of arable land suffers from soil degradation. The most extensive data on soils in Africa is grounded in soil mapping done in the 1950s and 1960s—60 to 70 years ago—which suggests that the problem could be even worse than currently known. This destruction is stifling agricultural productivity and income growth while prohibiting the soil from carrying out its climate control functions such as carbon sequestration and water filtration. This paper diagnoses the challenges faced by governments, international organizations and research institutions in mitigating and reversing the decline of soil quality in Africa. It highlights the dearth of human capital and resources that undermines these efforts and employs the lessons learned towards outlining a framework that is based on global partnership, stronger farmer engagement and robust investment. The paper argues for a new soil initiative that is organized around workstreams that prioritize establishing soil information systems, understanding the economic costs and consequences of soil degradation, and enhancing human and institutional capacity towards soil science. This multipronged approach will reinvigorate the fight against soil degradation and destruction both globally and on the African continent.

Indonesia’s system of funding provincial, district and city governments is one of the most complex in the world, and has undergone substantial expansion over the last two decades. While the system allows thousands of authorities to function, it is failing in three respects: inequality of funding between regions persists, funding for some governments is unpredictable and volatile and some oil- and gas-rich regions have not sufficiently prepared for a possible future with much lower revenues. Indonesia’s planning ministry, Bappenas, should investigate these issues further focusing particularly on clarifying policy objectives, ensuring more reliable funding, supporting oil- and gas-rich regions in becoming more resilient to a long-term decline in prices and clarifying the published rules around the funding system.

While all states face massive challenges when responding to COVID-19, some are in a more precarious position than others. In Venezuela, the pandemic arrived at the worst possible time for its citizens. Facing one of the deepest economic crises outside of wartime in recent years, its consequences have spilled over to all aspect of social life.1 However, the timing seems to have suited the leaders of the Venezuelan regime well. Rather than constituting a threat to the stability of a regime that has lost both democratic legitimacy and the capacity to provide services and security, the government of Nicolas Maduro (2013-present) has seemingly managed to consolidate itself after several years of instability. The starting point of the discussion is an apparent paradox: how can a regime with neither legitimacy nor capacity, two commonly invoked criteria for effective crisis management, strengthen itself during a crisis such as that spurred by COVID-19? The brief presents an overview of how the Venezuelan regime has responded to COVID-19, and how the government of Nicolás Maduro has applied different strategies to consolidate a favorable political status quo. Both U.S. graduate school enrollments and the demand for global competency in the workforce are on the rise, but what do we know about graduate-level study abroad? The Graduate Learning Overseas (GLO) research study, implemented by IIE and launched in 2017 with support from the U.S. Department of Education, Office of International and Foreign Language Education, aims to identify the scale and scope of U.S. graduate students’ educational activities and to better understand the institutional practices around student mobility data collection. This report shares results of the first national survey to U.S. higher education institutions on this topic. The results from this survey paint a clearer picture of the graduate-level study abroad landscape and demonstrate the need for institutions to build capacity to collect graduate student mobility data to support graduate students’ needs. In addition, it aims to help researchers better serve the international education field by both improving data collection practices and developing resources for institutions.

This report presents findings from a TechWomen program evaluation conducted in 2018 by IIE’s Research, Evaluation, and Learning team. The evaluation assessed change in participants’ professional skills and capacities. The evaluation team utilized Social Network Analysis methodology to measure development of the participants’ professional networks with each other and with STEM professionals in the U.S. The report also outlines how the program impacted participants’ and mentors’ cross-cultural understanding and exchange of professional best practices. Finally, the report highlights program’s impact on participants’ and mentors’ communities and specifically on women and girls. TechWomen is an initiative of the U.S. Department of State’s Bureau of Educational and Cultural Affairs implemented by IIE. publication cover In 2015, the Department of Defense (DoD) released the DoD Cyber Strategy which explicitly calls for a comprehensive strategy to provide credible deterrence in cyberspace against threats from key state and nonstate actors. To be effective, such activities must be coordinated with ongoing deterrence efforts in the physical realm, especially those of near-peers impacting critical global regions such as China in the Asia-Pacific region and Russia in Europe. It is important for the U.S. Army to identify and plan for any unique roles that they may provide to these endeavors. This study explores the evolving concept of deterrence in cyberspace in three major areas: • First, the monograph addresses the question: What is the current U.S. deterrence posture for cyberspace? The discussion includes an assessment of relevant current national and DoD policies and concepts as well as an examination of key issues for cyber deterrence found in professional literature. • Second, it examines the question: What are the Army’s roles in cyberspace deterrence? This section provides background information on how Army cyber forces operate and examines the potential contributions of these forces to the deterrence efforts in cyberspace as well as in the broader context of strategic deterrence. The section also addresses how the priority of these contributions may change with escalating levels of conflict. • Third, the monograph provides recommendations for changing or adapting the DoD and Army responsibilities to better define and implement the evolving concepts and actions supporting deterrence in the dynamic domain of cyberspace.

The Iraq War has been the costliest U.S. conflict since the Vietnam War. To date, few official studies have been conducted to review what happened, why it happened, and what lessons should be drawn. The U.S. Army in the Iraq War is the Army’s initial operational level analysis of this conflict, written in narrative format, with assessments and lessons embedded throughout the work. This study reviews the conflict from a Landpower perspective and includes the contributions of coalition allies, the U.S. Marine Corps, and special operations forces. Presented principally from the point of view of the commanders in Baghdad, the narrative examines the interaction of the operational and strategic levels, as well as the creation of theater level strategy and its implementation at the tactical level. Volume 1 begins in the truce tent at Safwan Airfield in southern Iraq at the end of Operation DESERT STORM and briefly examines actions by U.S. and Iraqi forces during the interwar years. The narrative continues by examining the road to war, the initially successful invasion, and the rise of Iraqi insurgent groups before exploring the country’s slide toward civil war. This volume concludes with a review of the decision by the George W. Bush administration to “surge” additional forces to Iraq, placing the conduct of the “surge” and its aftermath in the second volume. This study was constructed over a span of 4 years and relied on nearly 30,000 pages of hand-picked declassified documents, hundreds of hours of original interviews, and thousands of hours of previously unavailable interviews. Original interviews conducted by the team included President George W. Bush, Secretary of State Condoleezza Rice, Secretaries of Defense Leon Panetta and Robert Gates, Chairmen of the Joint Chiefs of Staff, and every theater commander for the war, among many others. With its release, this publication, The U.S. Army in the Iraq War, represents the U.S. Government’s longest and most detailed study of the Iraq conflict thus far.

Although the initial months of campaigning were relatively free of violence, the two weeks before polling were dangerous for campaigners and voters alike, and the elections provided a platform for some parties to incite violence, particularly against Pakistan’s minority sects. In fall 2018, the Center for a New American Security (CNAS) initiated a foundation-funded project focused on bolstering bipartisan national security decision-making in Congress. As part of that effort, CNAS is focusing on challenges in conducting intelligence oversight. The project includes written reports, roundtables, engagement with congressional members and staff, and additional outreach bringing attention to the importance of bolstering meaningful and effective congressional intelligence oversight. The first paper in this series, Intelligence Oversight Priorities for the 116th Congress, was published in April 2019. This is the second paper in the series and intends to reboot the policy dialogue regarding steps the Senate Select Committee on Intelligence (SSCI) and House Permanent Select Committee on Intelligence (HPSCI) can take to enhance their effectiveness at overseeing the intelligence community’s activities and bolster public confidence in both their own activities and those of the intelligence community.1 The goal of this working paper is to provide a fresh assessment regarding whether the committees need significant structural reforms, assess which proposals previously generated are politically feasible, and identify areas for future research.

This report presents the proceedings of the National Conference on Decentralisation held at Hotel Africana in Kampala, Uganda, on August 13, 2019. The theme of the conference was: Decentralisation: Trends, Gains, Challenges and the Future of Local Governments in Uganda. It was collaboratively held by the Ministry of Local Government (MoLG), Advocates Coalition for Development and Environment (ACODE), and the Governance, Accountability, Participation and Performance (GAPP) Program with support from USAID and UKAID. The Conference assessed the impact of decentralisation policies and trends on financing for local governments, and highlighted measures [that can be] put in place by relevant stakeholders to support and strengthen decentralisation as per Article 176 of Uganda’s 1995 Constitution. Uganda’s decentralisation experiment was hailed as exceptional in the developing world. Its scale, scope of transfer of powers (devolution), responsibilities given to subnational units, and powers granted to citizens, were unprecedented. However, challenges of limited capacity of local government authorities, financing gaps, inter-governmental relations, and new problems of maintaining sub-national cohesion, continue to hamper the effectiveness of this governance reform. Accordingly, the August 2019 Conference was informed by the findings of two recent studies that took stock of trends and progress and also examined financing challenges to local governments under Uganda’s devolution form of decentralisation. It attracted different stakeholders including: national legislators/ members of parliament and policy makers, local government political and technical leaders, researchers and academia, civil society, media and development partners. It was also broadcast live on television and channeled through social media, which created space for the public to interact and appreciate the proceedings.

The aim of this white paper is to explore the nuances of the prevalence of on-site sanitation systems in large and dense villages of India. Villages which have a population of 1000 persons or more and a density of greater than or equal to 400 persons per square kilometre were classified as large and dense villages in an earlier research – Towards a New Research and Policy Paradigm: An Analysis of the Sanitation Situation in Large Dense Villages. Stimulated by the findings revealing a preferential pattern for selection of on-site sanitation systems in these settlements, a primary household survey was conducted in large and dense villages from five Indian states - Himachal Pradesh, Punjab, West Bengal, Madhya Pradesh and Tamil Nadu. The survey also included qualitative components – stakeholder interviews and transect walks. In this study the survey data has been canvassed to explore the preference patterns of households and the factors guiding them in their decision making for the construction and maintenance of on-site sanitation systems. We find that these large and dense villages exhibit a higher preference for septic tanks over pits in all states except West Bengal where pits are preferred. A majority of households have reported their toilets were private constructions. We find the preference patterns are manifested not only by the choices of building septic tanks or pits but also through the large variations in their design and sizes which are influenced by socio-economic, technical and behavioural factors. We also find specific trends in demand for desludging services by households which are influenced by internal factors such as their social status and economic well-being and by external factors such as availability of mechanised operators or continued reliance on manual cleaning and their costs which cumulatively constitute the supply side of sanitation services.

This study looks at the development of legal and regulatory framework governing drinking water and sanitation services in South Africa, England and United States. Around 780 million worldwide do not have access to clean drinking water and almost 2.5 billion people lack access to improved sanitation according to data published by Centers for Disease Control and Prevention. In such a situation, it becomes extremely important to study the legal and regulatory measures used internationally to control, manage and improve these resources. This study, covering South Africa, England and USA, sets out to identify, comprehend and analyze these legal frameworks and structures; examine the control exercised by national, state/provincial as well as municipal governments over water and sanitation-related questions; and the responsive measures being taken by them to preserve the water resources and their quality for future generations. The authors have observed that in presence of varying geographical, historical and social factors, while it would be impossible to compare each model against the other on the basis of merit, it becomes increasingly important for governments to balance the individual’s right to water with the planet’s ecological balance.

A certificate program at the School of Foreign Service offers theoretical knowledge and practical training for aspiring diplomats. According to Ambassador Barbara Bodine, Director of Georgetown’s Institute for the Study of Diplomacy (ISD), the skills needed by today’s aspiring diplomats haven’t changed significantly since the days when she was preparing for her own long and successful diplomatic career. “On one level, they will need the skills diplomats have always needed: the ability to understand and shape policy, to work comfortably globally, to be able to analyze a large amount of information, and—critically important—the ability to write,” she says. “At the same time,” adds Bodine, who served as Ambassador to Yemen from 1997 to 2001, “twenty-first century diplomats also need to be able to manage large amounts of data and comfortably move from a known issue, a comfortzone issue, to something new. They need to be able to extrapolate from past experience to a new experience without rigid templates.”

In the Kurdistan National Congress (KNK) headquarters in Brussels, one may be surprised to find that the co-chair rule governing the activities of the congress requires joint male and female leaders to share the office. As inefficient as such a dual head might seem, it sets the stage for gender equality. Brazil’s income inequality is among the world’s worst. The country’s unemployment rate is currently 13 percent, compared to 4.6 percent in 2012, and the number of Brazilians in poverty or extreme poverty is now close to 30 percent, a far cry from 2014 when that number was less than 10 percent of the population. Brazil has one of the highest tax rates in Latin America—with tax revenue equal to 33 percent of GDP, against the regional average of 20 percent—but it is also notorious for its poor performance with respect to the ease of paying taxes and opening a business: the country ranks 184 and 140, respectively, out of 190 countries in the World Bank’s 2019 Doing Business Report. It is surprising, therefore, that Jair Bolsonaro, a conservative politician from the Social Liberal Party (PSL), was elected to the country’s highest office without meaningfully addressing his administration’s plans to solve the nation’s social injustices and other economic issues. Instead, Bolsonaro campaigned mostly on strengthening public security and fighting corruption, the two areas on which the former army captain built his reputation during his almost thirty years as a congressman. During the campaign, Bolsonaro recruited Paulo Guedes, a Chicago School-trained economist to be his Minister of the Economy. Guedes was tasked with building a “dream team” of experts that would design a plan to further liberalize the economy and turn Brazil into a much friendlier place to conduct business.

May’s parliamentary elections in South Africa, a non-permanent member of the United Nations Security Council (UNSC), will change the directions of its foreign policy. The victory by the African National Congress (ANC) was made possible by the popularity of the current president, Cyril Ramaphosa, who will emphasize the international dimension of policy. In his new term, he will focus on regaining the trust of foreign investors, strengthening the country’s pro-Western course, supporting multilateralism, and reform of the International Criminal Court (ICC).

Abstract:
The U.S. cancellation of peace talks with the Taliban means that the presidential election in Afghanistan planned for 28 September will take place in an environment of an escalating civil war. The most important challenge for the authorities is to ensure the security and credibility of the electoral process. Although the elections carry the risk of deepening the internal political crisis, they can also strengthen the position of the new president in possible government negotiations with the Taliban, which would give the country a chance to launch an intra-Afghan peace process. Western partners can support this approach by confirming their support for the new authorities and intensifying military pressure on the Taliban.

91. Citizen Experiences and Challenges in Bringing Transparency and Accountability to Local Governments in Southern Mexico

Despite Mexico’s constitutional provisions for transparency, accountability, and citizen oversight of government practice, in Guerrero—a southern state of Mexico which has historically fluctuated between periods of peace and violence—the entrenched elite continues to dominate. Nonetheless, grassroots citizens’ groups have been working against the current. With the accompaniment of the Universidad Campesina del Sur (The Peasants’ University of the South, or Unicam-Sur), a local organization that promotes alternative rural education and participatory research), they have been promoting and positioning these new concepts and practices of government. Citizen action for accountability continues, in spite of persistent practices of bad governance that include indifference towards citizen proposals and the use of the “fear factor” as a means of social intimidation. Modest citizen accomplishments—on issues of transparency in public works and the opening up of local municipal council meetings to citizen participation, for example—have opened cracks in the centralized and opaque structure of the entrenched elite. Over the last 15 years, these experiences of persistent voluntarism and self-taught citizen literacy, have led to the emergence of a pathway for citizen intervention in public affairs. We can describe the steps of this approach to citizen involvement as follows: 1. Recognizing a problem and building empowerment to tackle it. Citizen groups become involved in problems that affect them and that are related to government action, and commit to changing their situations. The exchange of views about what is and what should be—drives citizens to investigate the causes and consider possible solutions. 2. Exercising the right to know. Drawing on the public transparency laws and following the operating rules of government programs, citizens request and analyze official information, and then compare it to reality. In the process, they learn about the causes of the problems—and possible solutions. 3. Monitoring and social oversight over public affairs. In light of the information obtained, the group then organizes to monitor the government action. With their evidence and arguments in hand, citizens approach government officials to correct their actions and address the problem. This type of citizen action sometimes leads to clear information about the project, course corrections, or project completion. 4. Public policy advocacy. After evaluating the progress made, citizens conclude that to prevent the problem from recurring, flawed public policies or programs need to be changed, along with their decision-making and implementation processes. In order to engage the authorities in a dialogue among equals, communities must advance to a higher level of organization, knowledge, citizen education and training. These citizen intervention processes have resulted in modest outcomes and the construction of a basic level of citizenship. Nonetheless, they have not carried over into permanent forms of citizen involvement because of the prevalence of adverse governmental conditions and the lack of essential resources for keeping these initiatives alive. These experiences are highly localized and focused on specific situations. However, they can inform similar citizen-led processes elsewhere and inspire citizens to build sustainable initiatives that promote transparency and accountability in local governments. The historic victory of the anti-establishment coalition (led by President Andrés Manuel López Obrador) in Mexico’s 2018 election, signals the start of a more favorable context for these citizen initiatives.

92. The Women of Caltongo Who Opened the Government’s Doors: Social Accountability at the Edge of Mexico City

The government’s plans to repair a central avenue in the Mexico City neighborhood of Caltongo brought together a group of women of diverse ages and backgrounds who were concerned about the government’s corruption and its lack of public consultation and transparency. They began to organize themselves, forming the group Caltongo Organized, and with the help of the civil society organization ControlaTuGobierno, they accessed government budget and contract information and learned about laws and regulations. They educated their fellow community members, advocated for the community’s concerns to be taken into account, and monitored the execution of the road project, which allowed them to successfully engage with government authorities to carry out its responsibilities. In this struggle, they learned that the authorities exist to serve the community; they also learned that information is power. With their struggle, the women of Caltongo sowed the seed of a community organization that seeks to make decisions about their territory and their own lives. MENA publics are dissatisfied with overall government performance in their countries. In 2018-19, a quarter (21 percent) say they are completely satisfied or satisfied with their governments’ general performance. In fact, there is not a one single country where satisfaction with government performance exceeds 50 percent since Arab Barometer started surveying in 2006-07. Moreover, ratings have deteriorated over the last decade in a number of countries. For example, a steady downward trend can be observed in Jordan (-18 points) as well as Sudan (-17 points) and Tunisia (-24 points) since 2010-11.

The National Oil Company Database helps fill a significant gap in knowledge of the global economy. National oil companies (NOCs) produce approximately 55 percent of the world’s oil and gas, pumping out an estimated 85 million barrels of oil equivalent per day. The World Bank has estimated that they control up to 90 percent of global oil and gas reserves, thereby serving as gatekeepers for international oil companies’ access to hydrocarbons. Within their home countries, NOCs influence the degree to which billions of people benefit—or suffer—as a result of their countries’ hydrocarbon wealth. Many of these companies manage multi-billion-dollar portfolios of public assets, execute complex projects across their territories and at sea, employ citizens in the tens or hundreds of thousands, and perform a range of public services from providing energy to building infrastructure.

95. Indonesia’s Oil and Gas Revenues: Using Payments to Governments Data for Accountability

Under mandatory disclosure laws in the European Union, Canada and Norway, companies listed or incorporated in these countries must disclose the payments they make to government entities for their extractive activities. Under these laws, seventeen international oil and gas companies have reported over $15 billion in payments to Indonesian government entities since 2014. This report explores some of the ways this timely source of payment data can be used as an accountability tool. Civil society organizations, media outlets, government officials, parties to Indonesia’s Extractive Industries Transparency Initiative (EITI) and oversight actors can use payment data in combination with other data sources to: Verify the size and recipient of oil and gas project signature bonuses Estimate and verify the revenue that local and regional government entities should receive from an oil and gas project that operates in their region Estimate and verify the government’s share of production from a project under the new gross split production-sharing contract (PSC) model
