1. Arms Control Tomorrow: Strategies to Mitigate the Risks of New and Emerging Technologies

Over recent years, the topic of new and emerging technologies with military applications has ignited a dynamic debate among defense officials, political leaders, diplomats, policy experts, and technical experts. This report provides an overview of the potentially destabilizing effects of several new and emerging technologies and their respective military applications. It aims to provide decision-makers with a better understanding of how to mitigate the risks and reduce the chances that a major power conflict or confrontation escalates to the nuclear level through a range of arms control and risk reduction measures. This report focuses on six significant, distinct emerging military capabilities: hypersonic weapons systems, direct offensive cyberoperations, offensive counterspace capabilities, artificial intelligence (AI)-enabled capabilities, drones, and lethal autonomous weapons systems. This report distills information and ideas from a series of workshops, involving dozens of technical and policy experts in each technology area, that the Arms Control Association conducted in 2021 and 2022. It identifies four overarching themes that highlight the greatest concerns over how the military employment of new and emerging technologies might increase the risk of nuclear weapons use. Increasing the pace of conflict. Increasing uncertainty. Reducing the human role. Incentivizing arms racing. This report identifies near-term risk mitigation measures that are likely achievable now or within the next five years: crisis communications systems, definition establishment, norms, unilateral declarations and actions, and confidence-building measures. This report also outlines long-term measures that are achievable within the next 10 years or beyond: arms control and risk reduction arrangements (e.g., treaties, agreements) that involve more than one country and are more formal than confidence-building measures, although not necessarily legally binding.

The UN Security Council has imposed a broad range of sanctions on the Democratic People’s Republic of Korea, requesting member states to report on how they are implementing these measures. Many factors affect the national reporting practices of states, with some having failed to submit any reports. Reporting serves as an important measure of transparency and trust-building concerning state compliance with international commitments in general. The frequency and depth of reporting on national implementation of the sanctions by UN member states help to discern the regime’s effectiveness. Failure to meet reporting deadlines, the use of vague language, and limited information on national implementation all dampen the usefulness of reporting on the implementation of the DPRK sanctions regime. The Value of Reporting: National Reporting Practices under the UN Sanctions Regime on North Korea—a report from the Survey’s Strengthening Implementation and Enforcement of the Arms Embargo on North Korea (SAENK) project—highlights factors that affect reporting, providing a more nuanced picture of national practices. The report also examines national DPRK sanctions regime reporting in relation to reporting on other international arms control instruments, with the aim of revealing potential mutually beneficial synergies.

Having been crumbling already for years, international arms control architecture is now in a perilous state. Existing arrangements have either been losing their effectiveness or outright failing due to Russia’s non-compliance, whilst Russia’s aggression against Ukraine might have delivered the final blow to this system. Even after the war in Ukraine has ended, it will take years to re-establish the level of trust necessary to, again, engage with Russia on arms control. The return to the pre-war ‘business as usual’, where the dialogue will resume as if never interrupted, is unlikely. Arms control dialogue with Russia ‘at any cost’ cannot produce an acceptable result. Arms control as we have known it, with its legally binding and verifiable agreements, may have come to an end. The trends emerging from the expert discussions are more focused on a different set of instruments, such as political commitments, risk reduction, or transparency and confidence building measures. Development of new technologies, proliferation of new weapon systems, the rise of China as a global player, and increasing role of non-strategic nuclear weapons in Russian and Chinese military doctrines will all have an impact on global arms control. The fate of the New START Treaty will have a decisive effect on the future of arms control and the prospects of the nuclear non-proliferation regime already under immense pressure. This report attempts to summarise the developments in arms control architecture over the last decades and accentuate the trends that might be consequential when designing the arms control system of the future. The year 2023 has already demonstrated that arms control is less relevant in Russia’s security thinking. Moscow exploits the existing arrangements mainly as leverage to influence the US and NATO’s policy towards Ukraine or obtain concessions regarding its proposals on the new European security arrangements. The role of arms control in European security might be in decline, but the key elements of European security architecture are still in place, and most states continue to implement them. NATO allies – when discussing and designing arms control or confidence-building measures – shall consider how these instruments advance the security of allies. Under the current circumstances, the priority is to strengthen defence and deterrence of the Alliance. This is the only way to lay the groundwork for a constructive arms control dialogue with Russia.

4. Verifying Nuclear Disarmament: Lessons Learned in South Africa, Iraq and Libya

Inspections in the 1990s and early 2000s in South Africa, Iraq and Libya were designed to discover the details of nuclear weapon programmes and destroy any remnants. As the global norm against nuclear weapons strengthens, the international community may once more require verification of a state’s denuclearization. But success in the three earlier cases does not guarantee success in the next similar task—any future inspection mission must learn from the lessons of the past. This report draws on the unique experience of Robert E. Kelley, a participant in all three past denuclearization efforts. In it, he gives an account of the unique scale and circumstances of each investigation and the different tools and approaches required. By publicly documenting and comparing obstacles and successes in the three cases for the first time, this report gives meaningful and practical insight into the difficult work of disarmament and its verification. It is an essential resource for future inspectors—and all others interested in what real disarmament looks like on the ground.

5. The Art of the Possible: Minimizing Risks as a New European Order Takes Shape

Russia’s war on Ukraine is poised to bring into being a new European security order. Although the last eight months have been full of surprises, that new order may very well be marked by unstable standoffs, buildups, and dangerous activities and incidents between both Ukraine and Russia and Russia and Ukraine’s Western backers. These will risk ever more dangerous crises, all with the threat of nuclear war looming. The last eight years of military deployments, near-simultaneous exercises, and other proximate activities by Russia and NATO offer some hints as to what this future may look like. These, notably, were undertaken not to prevent an escalation in Ukraine but to deter NATO from attacking Russia and vice versa. During this time, discussions about a return to conventional arms control in Europe to mitigate the dangers of military activities gained little traction with policymakers, and the agreements and arrangements that had been in place continued to deteriorate and dwindle. In late 2021, as Russian forces massed on Ukraine’s borders, the West offered Russia a return to conventional arms control solutions. Russia countered with demands that NATO return to its 1990s-era force posture and eschew any further enlargement, and then proceeded to roll its tanks into Ukraine. During the tense months prior to Russia’s invasion, the conventional arms control mechanisms that remained, such as the Vienna Document, made it possible to call out Russia’s buildup, but not reverse it or prevent attack. Although there is little logic and less appetite for new arms control deals now, an end to fighting in Ukraine will create new imperatives to make Europe safer than it is today. While sanctions can limit Russian capacity to some extent, they may well be inadequate to prevent substantial buildups. For this reason, NATO members and their partners should be thinking in advance about how they could limit Russian capabilities via negotiated arrangements with robust verification measures and repercussions for violations. Once the shooting stops in Ukraine, deals such as these could make a more secure Europe, bolstered by more reliable deterrence, attainable.

6. Seven Myths about the Iran Nuclear Deal

In 2015, President Barack Obama worked with three European powers, the European Union, Iran, China, and Russia to conclude the Iran nuclear deal, officially known as the Joint Comprehensive Plan of Action (JCPOA). In 2018, President Donald Trump formally withdrew the United States from the deal. Instituting his policy of “maximum pressure,” Trump imposed crippling economic sanctions that punished Iran not just for its ongoing nuclear weapons program but also for, among other things, its regional aggression and support for terrorism worldwide. Earlier in 2018, Israeli agents conducted a dramatic operation in Tehran, breaking into a secret warehouse and capturing a trove of Iranian nuclear files. These documents revealed a more advanced and comprehensive nuclear weapons program than had been previously known. The nuclear archive also showed Iranian officials’ plan for concealing nuclear weapons efforts under the guise of civilian research and development, and how Iranian officials systematically deceived the International Atomic Energy Agency (IAEA). As a signatory to the Non-Proliferation Treaty (NPT), Iran is required to cooperate with IAEA inspectors to verify the peaceful nature of its program. After the Israelis shared the nuclear archive with the IAEA, its inspectors found traces of uranium at several undeclared sites. Despite being obligated to do so, Tehran has refused to explain the presence of the uranium or reveal its current location. Iran’s requirements under the NPT are wholly separate from the JCPOA, but Tehran is using the Biden administration’s profound desire to return to the nuclear deal to bring political pressure on the IAEA to close the book on Iran’s violations. A fair-minded observer of Iran’s relations with the IAEA cannot but conclude that Tehran has never wavered from its intention to build a nuclear weapons capability and that its publicly declared “civilian” nuclear activities are an effort to hide its nuclear bomb program in plain sight. From the very inception of the JCPOA, however, the deal’s supporters have spun myths that disguise these self-evident truths. After Trump left the deal, those same supporters continued to recite the old myths while adding some new ones about the purported comparative advantage of the JCPOA over maximum pressure. As President Biden prepares to bring the United States back into the JCPOA, and as the public, the press, and Congress consider the deal's terms, we identify the seven most pernicious myths and explain the reality that they seek to conceal.

On February 24, 2022, Russia started the largest European war since 1945 as it intensified its invasion of Ukraine to a new level and threatened escalation to nuclear war. Though Vladimir Putin has not detonated a nuclear weapon, he used, and continues to use,1 his nuclear arsenal to threaten the United States and other NATO nations against continuing to support Ukraine’s defense. Through pre-invasion nuclear saber-rattling, verbally threatening to employ nuclear weapons on the battlefield,3 and putting such weapons on alert,4 Russia caused President Joe Biden and his administration to declare repeatedly their fears of “World War III”5 and to adopt a gradual, highly cautious approach to helping Ukraine. The White House has chosen to provide only weapons suitable for operations to allow Ukraine to achieve some tactical victories and prevent Russia from a quick and final victory,6 but this aid does not allow Ukraine to achieve and sustain the military victories necessary to win the war.7 Thus, Russia appears to have successfully used nuclear threats to deter the United States from certain actions that are on lower levels on the spectrum of escalation, enabling itself to control escalation8 to serve its aims. Russia’s explicit and implicit nuclear threats deterred US officials from providing Ukraine with real-time targeting data and heavy artillery early in the war9 and electronic warfare capabilities later in the war.10 The nuclear threats also caused US officials to press Ukraine not to hit Russian targets deep behind Russian lines.11Russian officials have ample grounds to conclude that their nuclear coercion has affected the course of the war in their favor.

Abstract:
Advances in artificial intelligence (AI) pose immense opportunity for militaries around the world. With this rising potential for AI-enabled military systems, some activists are sounding the alarm, calling for restrictions or outright bans on some AI-enabled weapon systems.1 Conversely, skeptics of AI arms control argue that as a general-purpose technology developed in the civilian context, AI will be exceptionally hard to control.2 AI is an enabling technology with countless nonmilitary applications; this factor differentiates it from many other military technologies, such as landmines or missiles.3 Because of its widespread availability, an absolute ban on all military applications of AI is likely infeasible. There is, however, a potential for prohibiting or regulating specific use cases. The international community has, at times, banned or regulated weapons with varying degrees of success. In some cases, such as the ban on permanently blinding lasers, arms control has worked remarkably well to date. In other cases, however, such as attempted limits on unrestricted submarine warfare or aerial bombardment of cities, states failed to achieve lasting restraint in war. States’ motivations for controlling or regulating weapons vary. States may seek to limit the diffusion of a weapon that is particularly disruptive to political or social stability, contributes to excessive civilian casualties, or causes inhumane injury to combatants. This paper examines the potential for arms control for military applications of AI by exploring historical cases of attempted arms control, analyzing both successes and failures. The first part of the paper explores existing academic literature related to why some arms control measures succeed while others fail. The paper then proposes several criteria that influence the success of arms control.4 Finally, it analyzes the potential for AI arms control and suggests next steps for policymakers. Detailed historical cases of attempted arms control—from ancient prohibitions to modern agreements—can be found in appendix A in the pdf available for download. For a summary table of historical attempts at arms control, see appendix B. History teaches us that policymakers, scholars, and members of civil society can take concrete steps today to improve the chances of successful AI arms control in the future. These include taking policy actions to shape the way the technology evolves and increasing dialogue at all levels to better understand how AI applications may be used in warfare. Any AI arms control will be challenging. There may be cases, however, where arms control is possible under the right conditions, and small steps today could help lay the groundwork for future successes.

This report examines the nuclear policies and postures of the United States and its three primary nuclear adversaries: China, Russia, and North Korea. It concludes that the world is entering a multipolar nuclear era, which is unprecedented, and far more complex and challenging than the Cold War. The current nuclear order has been gradually shifting over the past decade. Russia remains the United States’ only nuclear peer, but the arms control regime that constrained the superpowers’ nuclear arsenals is disintegrating. Relations between Washington and Moscow have worsened since Russia’s full-scale invasion of Ukraine and Russian President Vladimir Putin’s nuclear saber-rattling. China’s nuclear arsenal is growing in size and sophistication, potentially enabling Beijing to launch conventional attacks behind its nuclear shield. This development will shape both competition among Beijing, Washington, and Moscow and potential future military confrontations. Similarly, North Korea has a small but expanding number of deployed nuclear weapons and is improving its missile technology. In this new nuclear environment, the United States must deter two nuclear-armed great powers as well as a regional nuclear power from launching conventional and nuclear attacks on itself and its allies. As the number of nuclear-armed states grow, interactions become more complex and the risks of miscalculation and misperception increase. The ramifications of this new reality are not well understood, aside from the implication that there is a growing risk that nuclear weapons might be used. The study’s findings have five primary implications for American policy and nuclear posture. To improve strategic stability and enhance deterrence, the United States should take several courses of action.

The European Trilateral Track 2 Nuclear Dialogues, organized by the Center for Strategic and International Studies (CSIS) in partnership with the Royal United Services Institute (RUSI) and the Fondation pour la Recherche Stratégique (FRS), have convened senior nuclear policy experts from the United Kingdom, France, and the United States (P3) for the past 13 years to discuss nuclear deterrence, arms control, and nonproliferation policy issues. By identifying areas of consensus, the group seeks to improve collaboration and cooperation among the three nations across a range of challenging nuclear policy concerns. The majority of the experts are former U.S., UK, and French senior officials; the others are well-known academics in the field. Since the Dialogues’ inception, currently serving senior officials from all three governments have also routinely participated in the discussions. The United States, the United Kingdom, and France hold common values and principles directed toward a shared purpose of sustaining global peace and security, as well as an understanding of their respective roles as responsible stewards of the nuclear order. While each of the three nations has unique perspectives and policies regarding nuclear issues and the nature of today’s security environment, as the three nuclear weapons states in the North Atlantic Treaty Organization (NATO) alliance, they play a unique and enduring role in the stewardship of international alliances and partnerships, especially in matters of nuclear deterrence, nonproliferation and arms control. In 2021, the group’s discussion addressed a range of growing challenges in the international security environment and beyond, prompting the group’s Track 2 participants to issue this statement reflecting their consensus after two rounds of meetings (one virtual and one in person). Moreover, recent events in Ukraine, including Russia’s violent cross-border aggression, endangerment of nuclear power sites, and blatant nuclear saber-rattling drive home the inescapable risks of war that occurs under a nuclear shadow and the enduring importance of close collaboration and solidarity of the United States, the United Kingdom, and France as responsible nuclear weapons states and NATO alliance members. All signatories agree to this statement in their personal capacities, which may not represent the views of their respective organizations.

The news about the imminent revival of the nuclear deal between the United States and Iran is heightening concerns, especially across the Middle East. The deal would involve the lifting of economic sanctions, resulting in Iran enjoying a significant flow of income. This analysis attempts to address two important questions: First, free of the U.S. sanctions, will Iran indeed decide to increase its regional influence by funding its regional militias? And second, how will Iran’s strategic direction and regional politics change in the near future? This analysis reveals that the geostrategic threats currently facing Iran as a result of its adopted hostile regional policy outweigh the gains from continuing in its current trajectory. In general, despite the long history of conflict, dispute, and mistrust, the region seems to be gearing toward an era of de-escalation. For the Islamic Revolutionary Guard Corps (IRGC) to justify its continued presence, there is a need for its involvement in continuous conflicts, especially since it currently controls more than two-thirds of the Iranian economy. However, this buckling economy itself is now in dire need of renewal and revival to continue Iran’s ability to prop up the regime and all its components.

Armed forces in the Indo-Pacific region remain dependent on weapon systems imported from foreign suppliers. This is despite the efforts of many governments in the Indo-Pacific to implement policies that support the development of local arms industrial capabilities with the aim of increasing self-reliance. This report develops three indicators to give a score and regional ranking of self-reliance in arms production to 12 jurisdictions in the Indo-Pacific region: Australia, China, India, Indonesia, Japan, South Korea, Malaysia, Pakistan, Singapore, Taiwan, Thailand and Viet Nam. Overall, this report contributes to knowledge and debates on armament trends and military modernization in the Indo-Pacific. In a region where tensions among neighbours are rising, it further contributes to transparency with regard to levels of self-reliance in domestic arms production, allowing for an independent assessment of the region’s respective arms industries.

The United States and its NATO partners have successfully managed the challenge of deterrence and reassurance for generations. The risk of conflict, even nuclear conflict, with Russia remains all too real, especially as political and military competition continues to escalate, and as new technologies and capabilities come online that could further raise the risk of direct military confrontation between the United States and Russia. Ensuring clear, consistent, and constructive communication among officials and experts within the transatlantic security community about the potential dangers posed by Russian behavior, and how to effectively pursue greater stability together, will be essential if the alliance is to remain successful in the decades to come. The following assessment is informed by conversations among such experts committed to that goal. The memo identifies European allies and partners’ views, interests, and concerns about America’s emerging dialogue with Russia on arms control and strategic stability. It is intended to inform U.S. approaches to alliance management and consultation with European allies as well as potential talks and negotiations with the Russian Federation. The topic of nuclear risk reduction has gained momentum in the international security debate among policymakers, nongovernmental organizations, and experts. The current and expected demise of the traditional arms-control architecture, the renewed strategic competition, and the polarization of the multilateral debate on nuclear weapons have contributed to this renewed salience. Building upon the 2019 G7 Statement on Non-Proliferation and Disarmament, this report defines strategic risk reduction as the set of unilateral, bilateral, and multilateral measures that aim at lowering the likelihood of nuclear weapons use through improved communication, predictability, and restraint, and underlines the need to adopt a strategic approach to nuclear risk reduction. Risks emanating from conflict dynamics between nuclear powers are different in nature and severity from those arising from technical incidents. This report argues that in a context of growing geopolitical rivalries, diplomats should prioritize mitigating the former type of risk. Risk reduction efforts should aim at hindering the most dangerous behaviors in crisis time, through measures focusing both on nuclear forces and on nonnuclear capabilities, whose impact on strategic balances keeps growing. Strategic risk reduction can strengthen international security and strategic stability by complementing arms control measures and deterrence policies. It is therefore crucial to ensure that diplomatic initiatives aimed at limiting nuclear risks do not ultimately, and paradoxically, increase the risk of war. Historical experience shows not only the feasibility of such an approach, but also the concrete security benefits that can be derived from it, by channeling the behavior of nuclear powers in times of tensions, reducing the ambiguity inherent in certain strategies and behaviors, or laying the foundations for international regimes based on operational and strategic restraint as well as on transparency.

The proliferation of small arms and light weapons (SALW) has had a negative impact on conflict, security and development. In order to help states to address the multifaceted challenges posed by the proliferation of these weapons, some states as well as regional and international organizations have established a series of funding instruments and assistance programmes that support or provide SALW control-related assistance. In view of the recognized linkages between SALW proliferation, security and development, official development assistance (ODA) has progressively become an eligible source of funding in this field. However, there remains limited clarity on which assistance activities have been supported through development spending. A comprehensive assessment of the use of ODA to support SALW control-related assistance could help donors, policymakers and interested stakeholders to understand how assistance policies have adjusted to the recognition of the link between conventional arms control and sustainable development made in the 2030 Agenda for Sustainable Development. Focusing on SALW control-related assistance provided in sub-Saharan Africa as a case study and comparing information included in separate data sets compiled by SIPRI and the Organisation for Economic Co-operation and Development, this report attempts to provide information on which relevant activities have been supported through ODA in this region. It shows that only a limited number of donors have used ODA to support SALW control-related assistance and that they have different practices in the way they report on the use of these funds. It also outlines the challenges that make mapping this assistance a particularly difficult exercise.

Nuclear weapons experts David Albright and Sarah Burkhard of the Institute for Science and International Security provide a meticulously researched analysis of Iran’s nuclear development activities in their new book, Iran’s Perilous Pursuit of Nuclear Weapons. Based on their rare and extensive access to 300 tons of documents in Iran’s Atomic Archives, they reveal several previously unknown aspects of Iran’s nuclear weapons program, including a unique advanced indigenous design for a nuclear weapon just 55cm in diameter requiring less than 25kg of weapons grade uranium; a crash program designed to test and complete five ballistic capable nuclear weapons; as well a substantial site infrastructure for the enrichment, fabrication, manufacturing and testing of nuclear weapons cores and triggers. International Atomic Energy Agency (IAEA) Chair Rafael Grossi, in a March 23 interview with Newsweek, said Iran must come clean about past undeclared nuclear activity, including recent findings of undeclared uranium, if there is any possibility to revive the 2015 nuclear deal, or JCPOA. Grossi added that “detailed and technical discussions” are needed to address the issue of Iran’s past undeclared work — including ascertaining the location of Iran’s undeclared stockpile of enriched uranium — which the world’s nuclear watchdog explained is “totally connected” to the future of the deal. Underscoring the urgency of Grossi’s point, following the IAEA Board of Governors June 10 meeting and reports on Iran’s NPT & JCPOA non-compliance, the Group of Seven nations (G7) issued a communique reiterating a joint commitment to “ensuring that Iran will never develop a nuclear weapon…ensuring the exclusively peaceful nature of Iran’s nuclear programme…and to ensure full and timely cooperation with the International Atomic Energy Agency.” The statement was met with unusual outrage and defiance by Iran’s President Hassan Rouhani, who warned that Iran can expand its nuclear program “on any day, at any hour” to increase uranium enrichment beyond the current level of 63 percent, which is already sufficiently enriched to fuel a nuclear weapon. Given the importance of Iran fully addressing its undeclared nuclear activity, this table identifies the locations of Amad and post-Amad facilities in various states, including razed, shut down, repurposed, or possibly still active, which is relevant to the IAEA’s efforts to determine the origin of undeclared nuclear materials, fate of undeclared facilities and activities, the completeness of Iran’s nuclear declaration, and whether nuclear weapons efforts have ended or in fact are ongoing. Such a determination requires IAEA visits to key sites in the Amad and post-Amad programs.

Making the Rounds: Illicit Ammunition in Ukraine finds that thousands of hand grenades, rockets, mortar rounds, landmines, and tins of firearms cartridges have proliferated throughout Ukraine, including to areas located far from the conflict zone in the east. Presenting findings from a comprehensive review of imagery and information on illicit ammunition trafficked to, from, and within Ukraine, the report includes an analysis of markings on more than 1,600 seized hand grenades, shoulder-fired rockets, ammunition tins, and anti-personnel landmines. The report reveals the types and sources of illicit ammunition in the country, as well as the modes of transport and smuggling techniques used by Ukrainian arms traffickers and their co-conspirators abroad. The analysis shows that the overwhelming majority of the 1,600 items analyzed were Soviet-designed models produced in Eastern European and Soviet factories prior to the dissolution of the USSR. Curbing the threat to local and regional security posed by this ammunition requires a long-term, coordinated effort by Ukrainian authorities and the international community.

In the new EU Monitor Vojtěch Freitag writes about the ongoing EU’s military mission in the Central Mediterranean Sea called EUNAVFOR MED Irini. The article attempts to overview, critically reflect and present recommendations for the issues connected to it. Notwithstanding EU’s efforts, Sophia had not achieved the prevention ofillicit arms flows. In fact, it could not possibly be successful as the sea is not the only entry point into the vast country. Failure of the embargo has been recently confirmed also by the UN expert panel on Libya, which claimed “total ineffectiveness”. However, the termination of the operation was caused by concerns deemed of greater importance to the member-states than the arms embargo –the question of rescuing and disembarking migrants, an aspect fitting into general EU’s immigration policy debate.

A central element of the 2013 Arms Trade Treaty (ATT) is the risk-assessment criteria in articles 6 and 7. The flexibility in the wording of the two articles has required efforts to reach common interpretations of the criteria in order to lessen the scope for different assessment outcomes. These efforts, as well as improved and aligned national practices, will enhance the treaty’s long-term impact. While there are limits to how far some states parties will want to go, there is a genuine preparedness to look at ways to increase the effectiveness of the ATT that should be encouraged and supported. This is one of a series of five papers that are being produced as part of a wider project aimed at taking stock of specific aspects of the ATT—its scope, the application of the risk-assessment criteria, its processes and forums, universalization efforts, and international assistance to support ATT implementation.

Iran is one of the most heavily sanctioned countries in the world. The combination of sanctions on Iran imposed by the United States, the United Nations and the European Union (EU) in response to, among others, nuclear and ballistic missile activities and human rights violations provides for a sanctions environment that is highly complex and difficult to navigate for exporters, financial institutions and humanitarian actors. Particularly in the context of the Covid-19 pandemic, there is renewed attention to the humanitarian impact of sanctions, especially in the case of Iran which became one of the flashpoints of the pandemic. The focus of this paper is on the array of overlapping sanctions and the mitigation of humanitarian impact, with a particular focus on EU sanctions policy and instruments. The paper outlines key milestones and phases in the imposition of sanctions on Iran by the three main sanctioning actors, the USA, the UN and the EU, thus demonstrating the complexity and the at times coordinated or contradictory nature of the different sanctions. It then explores the humanitarian impact of sanctions on Iran by discussing several illustrative indicators and the impact of sanctions on the provision of international humanitarian aid. The paper reviews existing mechanisms to mitigate the humanitarian impact of sanctions and how they could be improved. In the context of the sanctions of Iran, but also beyond, the paper finds that there is a clear need to further strengthen compliance, enforcement and coordination of EU sanctions, including in the context of the Joint Comprehensive Plan of Action. It concludes by providing specific recommendations for the EU and its member states on improving the effective use of sanctions and reducing their humanitarian impact, including through strengthening key instruments and assessment processes, better coordination with the USA and more engagement with humanitarian actors.

This report provides an overview of views on nuclear postures and escalation affecting South Asia, based on 119 research interviews conducted in 2020 with military, nuclear, political and regional experts from India, Pakistan, China, Russia and the United States. The publication also builds on the findings from a virtual workshop that SIPRI hosted on 8 and 9 December 2020 on ‘Nuclear challenges in South Asia: Views from India, Pakistan, China, Russia, Australia, New Zealand and the USA’. These discussions revealed a variety of interlocking insights on such issues as no first use, lowered nuclear thresholds, conventional and nuclear entanglement and emerging technologies that are shaping strategic stability. The publication consists of five country-focused sections that explore nuclear postures, strategic technologies and escalatory risks, as well as conclusions that offer building blocks for the next steps on engagement. This report sheds light on the impact of recent military-technological advancements on nuclear deterrence and disarmament. Noting that progress towards multilateral disarmament is hardly possible without prior and significant reductions in the largest nuclear weapon arsenals, the report views the resumption of bilateral arms control between Russia and the United States as the most important step towards disarmament at the present moment. It argues that these two countries should move away from their cold war era nuclear doctrines, which seek an ability to win nuclear wars, towards a policy of ‘minimal nuclear deterrence’, that is focused on deterring a nuclear attack. In line with doctrinal changes, further cuts in Russian and US nuclear stockpiles could be achieved by removing nuclear weapons from regional conflict dynamics, meaning that they would no longer serve as a deterrent against conventional aggression. Such a change would help to reduce nuclear risks without undermining regional deterrence, as each side already has robust conventional forces comprised of precision-strike weapons and other advanced military systems. At the same time, the report notes that progress towards nuclear disarmament would be complicated by long-range precision-strike weapons and strategic missile defences, which have raised the bar for credible nuclear deterrence by creating uncertainty about US adversaries’ second-strike capabilities. Lowering that bar and eventually reducing the perceived need for nuclear deterrence will require creative arms control diplomacy, including limits on strategic missile defences; stronger norms against both nuclear and conventional aggression; as well as a clear stigma against nuclear weapons.

RESEARCH & REPORTS The debate concerning hypersonic weapons has gained increased attention in recent years as the United States has poured billions of dollars—and plans to pour billions more—into accelerating the development of hypersonic weapons and as China and Russia make headway in developing and deploying their own such weapons. The Pentagon is funding no less than eight prototype hypersonic weapons programs with the aim of fielding an initial capability of at least some of those by 2022. The U.S. rush to field hypersonic weapons merits a more critical examination by the Biden administration and Congress given the many unanswered questions about their rationale, technical viability, cost-effectiveness, and escalatory risks. It is past time for Congress to demand these answers before the military begins fielding the weapons in great numbers. This new report outlines the scope of the unanswered questions about the case for hypersonic weapons, details the underappreciated risks to stability posed by the weapons, assesses the viability of arms control as a tool to reduce these risks, and suggests recommended action items for Congress to better its understanding about the Pentagon’s plans for the weapons, eliminate potential redundancies in weapons capabilities, and mitigate stability risks.

The year 2020 was characterized by the intensification of US-China confrontation and strategic competition, which had been pointed out in the Strategic Annual Report 2019, in all areas from military and security affairs as well as dominance in advanced technologies and supply chains to narratives on coronavirus responses. Amid this confrontation, the rules-based international order faced even more severe challenges; the multilateral framework established after World War II with the United Nations at its core lost its US leadership and fell into serious dysfunction. While the international community is struggling to cope with the rapidly expanding outbreak of the novel coronavirus, China has been moving to expand its influence through increasingly authoritarian and assertive domestic and international policies on the rule of law and territorial issues, as well as through economic initiatives such as the existing “Belt and Road Initiative” (BRI) and its responses to the pandemic. The confrontation with the United States is becoming more and more pronounced, and the Indo-Pacific region is turning itself into divided and contested oceans. In this transforming strategic environment, expressions of support for the vision of a rulesbased “Free and Open Indo-Pacific” (FOIP) that Japan has been promoting for the past several years, or announcements of similar visions have followed one after the other. The year 2020 also saw significant strengthening of the cooperative framework among four countries – Japan, the United States, Australia, and India (QUAD) – together with the enhancement of bilateral cooperation between countries in this group. At the same time, progress was also made in a regional cooperation framework that includes China with the signing of the Regional Comprehensive Economic Partnership (RCEP) Agreement in East Asia. The Strategic Annual Report 2020 looks back at major international developments since last year’s Report through the end of 2020, focusing on the transformation of the strategic environment in the Indo-Pacific region and the response of the international community.

Addressing the threat posed by North Korea’s nuclear weapons is one of the most significant and complex challenges facing the United States. Developing, implementing, and sustaining a verifiable diplomatic process that reduces risk and rolls back Pyongyang’s nuclear weapons program requires a whole of government approach, including constructive contributions from members of the U.S. Congress. While crafting and implementing such an approach will be the prerogative of the Executive Branch, the role that Congress can play in supporting or hindering such a process should not be overlooked. Congress has used an array of tools to put in place conditions for negotiations, express its support or opposition to administration policy, and implement coercive measures toward North Korea designed to punish Pyongyang for its violations of international law and stymie its weapons development efforts. Using survey data and in-depth interviews from the late months of 2020, this report provides insight into how Congress views the North Korean nuclear threat and U.S. approaches to engaging with Pyongyang. More clarity into Congressional views and attitudes may lead to more effective policymaking.
