As the primary international human rights body, the HRC has the capacity to prevent and respond to mass atrocity crimes, as systematic violations and abuses of human rights can be an indicator of potential genocide, war crimes, crimes against humanity or ethnic cleansing. The summary below highlights major outcomes from the 42nd session as they relate to the Responsibility to Protect (R2P) populations from such crimes. As part of the session, the Netherlands delivered a statement on behalf of 53 members of the Group of Friends of R2P.

  • Abstract: Today, 15 March, marks eight years of deadly conflict in Syria. Since 2011 half a million people have been killed, 11.9 million have been displaced from their homes and 13 million remain in dire need of humanitarian assistance. As the conflict enters its ninth year and the prevailing media narrative is that the civil war is coming to an end, civilians in Syria still face the threat of war crimes and crimes against humanity.

  • Abstract: Civil society organizations represent a bulwark against violent extremism. Within South and Central Asia, a vibrant and independent civil society has been working to tackle many of the ongoing development, political, and socioeconomic challenges that often give rise to an environment conducive to violent extremism. Civil society’s role in preventing and countering violent extremism (P/CVE) will become even more critical as the Islamic State of Iraq and the Levant continues to lose territory in Iraq and Syria. Civil society organizations across South and Central Asia, many of which focus on development, conflict prevention, peace-building, and human rights, have leveraged their experience in these areas to develop innovative P/CVE programs targeting a broad spectrum of issues confronting their communities. These initiatives include producing educational entertainment that challenges extremist narratives, improving relationships between communities and local government, and promoting research and understanding to better recognize local factors contributing to the spread of violent radicalization. To help advance these efforts, the Global Center with support from the U.S. Department of State, undertook a two-year program to support civil society organizations in South and Central Asia in the development of contextually tailored and locally relevant responses to violent extremism. This report highlights the initiatives undertaken by these organizations and captures the key lessons, good practices, and insights gained throughout the program. It concludes with key recommendations for policymakers, practitioners, and donors to consider as they look to initiate or increase support for P/CVE initiatives in South and Central Asia.

  • Abstract: Russia’s campaign against Syrian civilians continued undeterred by the U.S. strike on April 6 in response to the Bashar al-Assad regime’s use of chemical weapons in southern Idlib. Local reports indicate Russia regularly used incendiary munitions and bunker buster munitions in Idlib and Aleppo Provinces in order to inflict mass casualties on the population in rebel-held terrain following the U.S. strike. Russian airstrikes also targeted local civilian infrastructure from April 4 - 25, including hospitals, schools, mosques, and civil defense centers across Syria. Russia continually targeted Khan Shaykhoun, the site of the regime’s chemical attack on April 4, throughout the reporting period. Furthermore, activists claimed Russia targeted a hospital and civil defense center treating those wounded in Khan Shaykhoun immediately following the regime’s sarin gas attack. The use of chemical weapons is just one of many means the pro-regime coalition has to punish anti-Assad populations in Syria. Russia remains a principal contributor to President Assad’s purposeful campaign to target Syrian civilians. The Assad regime has a long history of violence against its own people, but the advanced capabilities Russia has brought to theater have allowed the pro-regime coalition to target civilians with even greater precision.
