On the thirtieth anniversary of the landmark Oslo I Accord, the Washington Institute for Near East Policy has published a remarkable compendium that includes essays by officials who played significant roles in the Israeli-Palestinian peace process from the deal’s signing in September 1993 through the present. The volume includes personal perspectives from former diplomats, analysis of public opinion among Israelis and Palestinians, and policy recommendations for U.S. officials. The writers conclude that while the prospects for peace appear dim at the moment, wise policymaking may yet fulfill the promise of the Oslo Accords.

Abstract:
CCAS Professor Rochelle Davis’ latest book project examines the role that the U.S. military’s conception of culture played in the American wars in Iraq and Afghanistan. Her work—which makes use of interviews with U.S. servicemembers and Iraqis, as well as military documents, cultural training materials, journalist reports, and soldier memoirs—analyzes the narratives that are told about Iraqis, Afghans, Arabs, and Muslims and explicates the paradoxical military objectives of cultural sensitivity and occupation. Professor Davis, who has published two prior books on Palestine, is currently finalizing the manuscript for No Good Way to Occupy a Country. She shares a bit about her project below.

Abstract:
When Samar and Laila met in 2006 during their undergraduate studies at George Mason University, they quickly discovered their shared Palestinian heritage. Samar, a Jordanian-Palestinian born in Kuwait, moved from Jordan to the United States in 2004 to pursue her studies. Laila, a Palestinian-American, was born in Geneva, Switzerland, and grew up in Virginia. Since Laila’s family lived close by and Samar was far from home, Laila invited her new friend—as per Arab hospitality—for a home-cooked meal to meet her family. Over dinner, Laila’s grandmother, teta Najwa Abdel-Hadi, the matriarch of the family, occupied the central seat facing Samar and started questioning her guest about her family and grandparents, a custom that every Palestinian grandma follows when meeting friends of grandchildren. “My grandma is from the Ramini family in Jenin and my grandfather is from the Askary family in Jerusalem,” Samar said. Najwa opened her eyes widely and shouted, “inti sittik Fatimah Ramini?” Is your grandmother Fatimah Al-Ramini? Samar, surprised, answered: “yes, you know her?” To which Najwa responded: “Of course, I do. And I know her sisters. We were teachers!” This discovery of their shared past turned the conversation to storytelling by teta Najwa who began sharing with the two friends her story of growing up in Nablus, the family home where she spent her days, the streets she walked, the places she picnicked with friends, her journey as a teacher, and her travels. Some of the stories were familiar to her granddaughter Laila, while others were new. Najwa shared with them her golden rules about friendships and marriage—the latter of which she referred to as the “golden cage.” Najwa reminisced about Palestine, a place from which she still recalls her favorite memories despite not having lived there since the 1960s.

Communities outside the West Bank security barrier constitute an obstacle to a future two-state solution and a potential source of friction between Washington and Jerusalem. Springtime in Israel has been marked by instability, from a spate of deadly terrorist attacks to the resignation of Idit Silman from the coalition government and violent clashes in Jerusalem. Yet these developments do not change the fundamental challenges in U.S.-Israel relations: first, the shape of a new Iran nuclear deal, and second, Israel’s West Bank policy, which has largely allowed the hardcore among Jewish settlers to pursue their ideological goals through the construction of settlements, outposts, and neighborhoods outside major blocs. A look back at the group’s track record and unchanging core ideology shows why its gestures toward democracy and inclusivity should not be mistaken for true moderation. On December 14, Hamas celebrated the thirty-fifth anniversary of its founding. In addition to unveiling a new logo, the group held a rally in Gaza City, where it showed off the gun of slain Israeli soldier Hadar Goldin, released numerous statements reiterating its goals, and hinted at future conflicts with Israel. The Abraham Accords constitute the beginning of a transformation of a region that has confounded many, and that will continue to be a vital battleground astride the security and economic interests of world powers. American leadership was a necessary but alone insufficient condition to the emergence of this agreement. American leadership will remain essential to its growth and evolution. The alignment of our regional partners and allies in both economic and security domains will ensure that the agreement endures. It will also incentivize others to join us in pooling critical capacities to advance and defend mutual interests. This transformation serves to constrain Iran – the threat from which has been recognized as causal – even as it constrains the malign influence and predatory practices of China and Russia. They will continue to manufacture and exploit fissures among the U.S. and its regional partners if we fail to exploit the favorable shift in the region’s security and economic architecture. On the other hand, appropriate support will allow the Abraham Accords to advance and secure America’s interests with the use of significantly fewer resources and with more capable partners integrated as never before.

The Israeli evidence could reveal a troubling reality wherein groups publicly defend the human rights of some people while supporting acts of terrorism targeting others. On October 19, Israel designated six Palestinian NGOs as terrorist groups affiliated with the Popular Front for the Liberation of Palestine, causing a firestorm among international civil society and human rights organizations. While such action is inherently controversial, any assessment must consider the underlying evidence, which here emerged from a series of investigations pointing to massive fraud. The effort drew on various sources, including classified intelligence, seized materials, and statements made by arrested employees. And it cast light on high-profile cases such as the August 2019 murder of Israeli teen Rina Shnerb, whose killers were employed by one of the designated groups. In this groundbreaking Policy Note, counterterrorism expert Matthew Levitt closely analyzes Israel’s NGO designations. In doing so, he validates U.S., European, and international requests for an explanation, but simultaneously cautions that the evidence—if proven even partially true—could reveal a troubling reality wherein Palestinian NGOs publicly defend the human rights of some people while supporting terrorist acts against others.
