1. Protests in Iran in comparative perspective: A revolutionary state in trouble

Abstract:
Successive protests in 2009, 2019 and 2022 have poignantly laid bare the much reduced social and political legitimacy of Iran’s ruling elites. Reform-from-within is no longer viewed as credible. Even former pro-reform leaders like Mousavi have abandoned hope and call for regime change. While further protests are inevitable, it is nevertheless unlikely that they will produce a revolution that overthrows the regime in the short-term, as long as their national organisation and leadership remain weak, Iran’s ruling elites cohesive, security forces loyal, and the administration continues to function. The country has witnessed hundreds of protests every year for the past few years, in addition to those of 2009, 2019 and 2022, but calls for fundamental change continue to go unheeded. The hope of the ruling elite is that the mix of repression and Iran’s dire economic situation will prevent protests from recurring. At best, quasi-reforms will provide some band-aids. In both scenarios, the Islamic Republic of Iran is no more in the sense that it lacks legitimacy among large segments of the population. It has also shed the elements of republican governance it used to have. And yet it lives on because it remains a capable state with a fairly cohesive ruling elite and ample coercive power. Iran is on course to become a classic one-party authoritarian regime, which may shed some of its religious orientations once its Supreme Leader leaves office for reasons of age. It remains to be seen how sustainable this will be given the crescendo of protests.

2. The Lessons We Choose to Draw

In September 2003, just a few violent months after the Bush administration proclaimed major combat operations had ended, the Coalition Provisional Authority (CPA) – the US-led civilian body charged with administering occupied Iraq – organized a two-day workshop in Baghdad to identify best practices for countries transitioning from state-led to market economies. Seeking to draw lessons that may be applicable to Iraq, the CPA invited former ministers and finance officials from Central and Eastern European countries to share their experiences. Evidently impressed by Poland’s “shock therapy,” in which Warsaw introduced a drastic neoliberal package during the country’s emergence from Soviet domination in the early 90s, the CPA appointed the former Polish finance and prime minister responsible for those reforms, Marek Belka, to head the CPA’s Office of Economic Policy. With Belka at the helm, lessons learned from Poland’s transition would be universalized and superimposed onto Iraq, with little regard to contextual factors. Iraq was, after all, seen as a blank canvas upon which the West could project its own visions. Zealously driven by a belief that markets are the most efficient way to organize a society and, by extension, to optimize individual freedom, the CPA issued what can only be described as the economic equivalent to the U.S. military’s “shock-and-awe” campaign. Within a year, the CPA issued an astoundingly high number of Orders to build the new neoliberal state. Some of the most notable included, for example, selling about 200 state-run enterprises, eliminating the right to unionize in most sectors, outlawing labor strikes, opening Iraq’s banks to foreign ownership and control, mandating a regressive flat tax on income, lowering the corporate rate to a flat 15%, eliminating taxes on profits repatriated to foreign-owned businesses, and even prohibiting Iraqi farmers from re-using “protected” varieties of genetically modified seeds.

In December 2020, the Government of Iraq, under the auspices of the Ministry of Youth and Sports, together with UNFPA and the Folke Bernadotte Academy (Swedish Agency for Peace, Security and Development), formally launched the National Coalition on Youth, Peace, and Security (YPS) in Iraq. As part of the government’s commitment to fulfilling the vision of the United Nations Security Council Resolution 2250 (UNSCR 2250) and its subsequent resolutions 2419 and 2535, the Coalition seeks to act as a bridge linking grassroots youth peace activists and community leaders with formal decision-making circles in Iraq. The Coalition advocates for the implementation of the YPS agenda through policies and programs, facilitates the exchange of experiences, knowledge, and information amongst Coalition members and YPS actors, and supports the empowerment of youth to meaningfully participate and take leading roles in peace-building processes. The success of this Coalition is of prime importance at this critical juncture in Iraq’s history. In the aftermath of ISIS’ defeat, the wave of popular mobilization in the central and southern provinces largely led by youth, and the recent parliamentary elections in October 2021, Iraq is in an important phase of reconstruction. The country’s challenges are numerous and include maintaining stability and securing the sovereignty of the State, reinforcing pro-democracy forces and the rule of law, improving the economy and provision of services, and ensuring that redistribution meets citizens’ demands for economic, political, and social justice. More importantly, there exist important cohorts among young women and men in Iraq that are keen to participate in these various processes of reconstruction and to leave conflicts and disputes behind. Youth peace activists, youth-led grassroots initiatives and community leaders have already been conducting myriad actions on the ground to contribute to rebuilding the Iraqi society and many are of the opinion that this is one of the main paths to sustainable peace. The YPS agenda can be used as a common framework for dialogue and partnerships between youth and decision-makers. Moreover, including youth in decision-making processes can render policies not only better adapted to the needs and aspirations of citizens, but can also help increase the legitimacy of the process itself and ensure sustainability. Fulfilling the YPS agenda and creating successful mechanisms for Iraqi youth’s inclusion and incorporation in building, sustaining, and taking ownership of peace and development processes is thus essential to the reconstruction of the Iraqi nation-State and its prosperity and stability going forward. Yet, in order to ensure that youth’s participation is meaningful, it is essential to take as the point of departure youth’s own priorities for peace and security in practice, and what youth-owned political participation looks like on the ground. In other words, operationalizing the YPS agenda should aim to operationalize into practice the priorities that young women and men themselves set, with the support of decision-makers and YPS actors. On 7 December 2021, the Arab Reform Initiative and the Folke Bernadotte Academy organized a virtual closed policy dialogue, held under Chatham House Rule, bringing together governmental actors, youth activists (members of the YPS Coalition), researchers, policy makers, and advisors to collectively reflect on what meaningful youth inclusion in peace and development in Iraq looks like. This discussion included exploring what “peace,” “security,” and “participation” actually mean to Iraqi youth in theory and practice and considering examples of youth participation in peacebuilding on the ground and what good practices can be derived from them. The discussion also drew insights from good practices in other contexts in the region, and assessed the types of policies, approaches, and programs that can support Iraqi youth’s participation on both formal and informal levels. In doing so, this policy dialogue contributed to defining the various means and methods to operationalize a youth-owned YPS agenda in Iraq.

Abstract:
The last few decades have seen Pakistan grapple with serious and diverse security challenges. These have been accompanied not merely by deterioration of law and order, but also substantial socio-economic impact. In recent years, particularly after 2014, Pakistan managed to achieve considerable success in containing terrorism. Militant groups no longer had large areas under their effective control and attacks and casualties declined sharply,1 affording Pakistan a degree of relative peace. In early 2021, violence against civil society, security forces, public servants and other citizens was not as frequent or vicious as it had been a few years earlier. Much has been said and written about the prevalence of violent extremism and terrorism in Pakistan and on ways to tackle them in order to restore peace to the country. Terrorism in the country is recent decades has been largely believed to be religiously motivated.2 Groups responsible for the wave of terrorism from 2009 till 2017 were largely Sunni and Deobandi in nature, who targeted state institutions and civilians, both indiscriminately and along sectarian lines. Ethnonationalist organizations, predominantly from Balochistan, also conducted high profile attacks in Pakistan’s urban areas. The State’s counter-terrorism (CT) responses have almost exclusively fallen in the category of “hard approaches”, involving kinetic force and tactical operations to physically eliminate terrorists.3 To be fair, many of the security threats that confronted Pakistan warranted some form of immediate military action. However, while successful in the short term, such approaches fail to address the wider issues or causes and factors of violent extremism. For instance, even as hard approaches eliminate terrorists already on the ground, as long as the motivation driving them survives, more would continue to take their place. In that context, until the ‘mindset’ driving terrorism and violent extremism and the networks that connect them are confronted and eradicated, claims of victory over terrorism may be premature and unsustainable.4 Therefore, “soft” approaches must be an indispensable component in any counter-terrorism framework, particularly in the case of Pakistan, where not just terrorism but violent extremism is also rampant. At the outset, it must be said unequivocally that the state has the right, and indeed the obligation, to use all lawful and reasonable options to maintain law and order and protect the rights and lives of citizens. However, perceiving hard approaches as the only option, for all intents and purposes, misses out on the sustainability and advantage of the alternatives that may be used instead of or in conjunction with the use of force, as a measure of last resort. As the counter-terrorism approaches have relied on hard options over the past two decades, Pakistan’s growing extremism challenge—including the factors, dynamics, ideologies, and actors that feed into terrorism—have not received as much attention. This is not to say that no example of non-violent approaches for tackling terrorism and extremism exists in Pakistan. Several initiatives over the years have included components of counter-violent extremism (CVE) and the so-called soft approaches with the stated aim of preventing alienation, radicalization and promoting political means including dialogue and other forms of engagement, as well as rehabilitation and reintegration. Prominent instances of the use of soft approaches in Pakistan are enumerated in Chapter II. However, without exception, these so-called soft or non-violent approaches in the country have either had too miniscule a footprint, or little effort has been exerted on implementation, even for initiatives launched with much fanfare. The post-2014 trend of improving security indicators seemed to be faltering, or even reversing in the latter half of 2021, particularly after the fall of the Afghan government in August. Even before this recent development, as the physical footprint of terrorist outfits and their attacks had seemingly receded in the face of military operations, little had been done to tackle the religious-ideological, sociocultural, political, or governance-related and other factors and drivers of extremism, which feed into violent extremism and terrorism. This report has sprouted out of an initiative conceived in mid-2020, much before the unfolding of several recent events with significant implications for peace and security in Pakistan. That is to say that the need for considering soft approaches has only grown more urgent with the Taliban regaining power in Afghanistan and a clear uptick in security-related incidents in Pakistan in recent months.

In the present day where concerns are gradually shifting from overpopulation to decreasing youth population in many countries, Pakistan’s youth population makes it a young nation. On a theoretical level, a large youth population with energy and capacity for work should help boost the national economy and contribute to GDP growth. However, in practice, lack of focus on youth in policymaking has drastically checked Pakistan’s ability to capitalize on its youth bulge and channelize the youth’s energies for economic growth. Still more worrisome, youth engagement is usually overlooked in policy discourse and formulation concerning peace and security, even though youth are integral to Pakistan’s security issues including violent extremism and terrorism. In recent past, the scale of religious extremism and violence witnessed in Pakistan could not have been possible without the formidable role of the youth who were indoctrinated in violent ideologies and used as weapons of war by militant groups. The Amnesty International has documented the using of youth in conflicts and hostilities around the world. In Pakistan, a Taliban commander Qari Hussain called the children “the tools to achieve God’s will”.1 The strategy of using young people in acts of violence was demonstrated by terror outfits, and children and teenagers were deployed as human bombs. However, despite Pakistan’s bitter experiences with faith-based extremism and terrorism, the youth continue to be discounted in policy. There is no effective or functional youth policy to speak of, though leaders do quite often cite the youth bulge as a source of national strength and promise uplift of youth. But rhetoric is barely followed by befitting policy measures. Resultantly, the youth are left largely rudderless and disenchanted which make them vulnerable to exploitation. There is already enough evidence to suggest that the current generation of Pakistani youth harbor anger inside which is often manifested in violent ways including in the forms of vigilantism and lynching.

Abstract:
The recognition of the Taliban government continues to be a major concern of world powers which are also closely monitoring the stance of Afghanistan’s neighbours on the matter of recognition. Since the fall of Kabul, Pakistan has demonstrated the policy of engagement, however as far as the recognition of the Taliban government is concerned, experts are of the opinion that recognition by Pakistan will be of no use until others follow the suit. Many in the U.S. and NATO countries believe that their “defeat” in Afghanistan could have been avoided had Pakistan not played the role it did. Hence, Pakistan needs to consider the great powers’ perspective on Afghanistan meanwhile ensuring that it facilitates humanitarian assistance in the war-torn neighbour. Moreover, experts assert that the Taliban are capable enough to further their agenda on the regional and world stage and Pakistan needs to avoid assuming that role. Cross-border migration remains a pronounced worry of the Pakistani government, but due to border fencing and strict security measures the phenomenon has so far been under control. However, if further humanitarian catastrophe in Afghanistan is not prevented, more refugees will certainly cross the border to enter Pakistan. To escape this situation, Pakistan has time and again urged the world community to provide humanitarian assistance to Afghanistan. The hosting of OIC summit is one such attempt by Pakistan. However, experts believe that OIC is less likely to be fruitful; firstly, because individually important OIC members (Saudi Arabia or U.A.E) have not given any statement regarding Afghanistan’s assistance, and secondly because the issue of recognition is impossible to be tackled as all the Arab states are hesitant to accept the Taliban regime.

Abstract:
The war in Ukraine has already shown how dangerous it is for the U.S. to assume that it can rebalance its forces to one region and count on a lasting peace or detente in others. It now is all too clear that U.S. strategy must continue to focus on Europe as well as China. What is less clear is the extent to which the Ukraine War is an equal warning that the U.S. must have a truly global strategy – and one that continues to focus on other critical regions like the Middle East. The sudden escalation of the Ukraine crisis into a major regional conflict and the need for political and diplomatic support in the UN as well as for sanctions are warnings that much of the U.S. success in deterrence and defense lies in creating long-term global diplomatic and political support as well as true and lasting strategic partnerships.

8. Food Insecurity and its Discontents in the Middle East and North Africa

Abstract:
Food insecurity plagues majorities of citizens in six out of 10 countries surveyed as part of Arab Barometer’s seventh wave (2021-2022). Majorities from 53 percent in Libya to 68 percent in Egypt report that they ran out of food before they had money to buy more. And in nine out of 10 countries, more than half of all citizens express concern about running out of food before being able to get more. These findings reiterate a long-standing and often observed quagmire in the Middle East and North Africa (MENA): the high proportion of food insecure citizens in middle income countries with otherwise medium or high levels of human development is staggering. Beyond affirming this quagmire, Arab Barometer’s newest data show that looking at region through the lens of food insecurity and its web of discontents emphasizes seven key challenges facing MENA: “Democracy fatigue” is highest among the food insecure, though they still prefer democracy to its alternatives. Gender gaps in reports of food insecurity reiterate the consequences of extreme gender imbalances in labor force participation. Urban-rural cleavages in food insecurity are a reminder that food scarcity can be higher in rural areas on account of decreased access to credit, reliance on import substitution strategies, shrinking agricultural lands, and climate change. Despite the documented effects of the latter on food availability, food insecure citizens are less likely to want government intervention to address climate challenges. Differences between food secure and insecure citizens on evaluations of the economy are more muted than expected, perhaps because broadly defined economic challenges loom heavily on all. Still, those suffering from food insecurity express a higher desire to emigrate. And finally, food insecurity has devastating effects on present and future outlooks, with food insecure citizens—particularly youth—less likely to say both that their lives are better than their parents’ and their children’s lives will be better than their own.

10. The Lessons of the Afghan War That No One Will Want to Learn

At the best of times, the U.S. tends to rush out heavily politicized studies of the lessons of war that are more political ammunition than serious analyses, and while these are followed by long formal studies that are often quite good, they then are often ignored as the flow of events moves on. These are scarcely the best of times. The collapse of the Afghan government and forces has occurred during one of the most partisan periods in American politics, followed by a totally different kind of conflict in Ukraine, all while the U.S. focus on terrorism and regional conflicts that began with 9/11 has been replaced by a focus on competition with nuclear superpowers like Russia and China. The very fact that the war stretched out over two decades has meant that much of the focus on lessons has ignored the first half or more of the war, and the almost inevitable chaos following the U.S. decision to withdraw has led to the focus on the collapse of the Afghan forces and the central government rather than on the actual conduct of the war – and few within the U.S. government now want to rake over the list of past mistakes that turned an initial tactical victory into a massive grand strategic defeat.

If one looks back on media coverage of Biden’s visit to Saudi Arabia – and far too many of the analyses of the visit that have followed – it is amazing to see how much of that coverage focused on the assassination of Jamal Khashoggi, the President’s “fist bump,” and on short term issues and trends. The key strategic challenges the U.S. faces in the Middle East are longer term and they go far beyond most of the reporting and discussion of the Biden visit.

Abstract:
France has a historical presence in the Middle East, where it has many interests to defend: the fight against terrorism, the promotion of the arms industry, the dissemination of humanitarian values, etc. To this end, it has a number of resources at its disposal, notably military: French forces are deployed in Iraq, Syria and Jordan as part of Operation Chammal, in Lebanon for the United Nations Interim Force in Lebanon (UNIFIL), and in the United Arab Emirates. This strategic posture, inherited from the history and "Arab policy" of the 20th century, is now being called into question by the geopolitical upheavals in the region. The resizing of the American presence in the Middle East, initiated by the withdrawal from Afghanistan, is accompanied by a growing assumption of responsibility for their own security by local actors. This evolution is embodied, for example, in the signing of the Abraham Accords, which redefine the place of Israel. The American pulling out also allows extra-regional powers such as China and Russia to become progressively involved in the area. These transformations require an adaptation of the French posture in order to position itself as a credible actor in the strategic competition. It is therefore necessary to move away from the sole focus on counterterrorism, which no longer gathers partners, and more broadly to redefine the partnership strategy and the mechanism deployed on the ground. A strengthened interministerial, or even European, dynamic also seems essential in order to mobilize all the levers available to France.

Abstract:
Discussions about hydrogen’s role in the transition to carbon-neutral economies and the EU’s Green Deal seldom include consideration of geopolitical aspects and/or national security imperatives. However, given the importance of energy as a factor in global and regional geopolitical trends and national security, hydrogen development will reshape not only energy relations between countries but will also alter the broader geopolitical picture. While elevating new aspects of geopolitical interplays, such as the importance of technology and regional clusters, hydrogen development might also unwittingly transplant present-day challenges—such as excessive dependence on the energy supply from hostile powers—into the carbon-neutral future. Since Europe’s energy sovereignty and geopolitical role in its neighbourhood could be at stake, the nexus of geopolitics, energy security and hydrogen development should be given serious attention. At the same time, the transformative socioeconomic impact of energy transition will create winners and losers within and between nations, which in some cases will have national security implications; hydrogen development could offer ways to mitigate this. This report focuses on exploring the impact that the European Union’s ambitions and plans for hydrogen development—including an expansion of its infrastructure in the form of the European Hydrogen Backbone—on its geopolitical position up to 2040. It first looks into the greater detail of the EU Hydrogen Strategy and how it links with the Energy Union, as well as with European strategic autonomy and energy sovereignty issues. It finds that hydrogen development—alongside the growth of the renewable energy sector—offers a great opportunity to reduce the current exposure to hostile actors through the energy sector that often hampers Europe’s ability to act as a geopolitical force in its neighbourhood. However, it also warns that the lack of unity and coherence currently afflicting the Energy Union, and manifest in such recent controversies as the Nord Stream 2 undersea gas pipeline from Russia to Germany before Russia’s invasion of Ukraine in 2022, could potentially weaken such a positive geopolitical impact of hydrogen. Although hydrogen development requires Europe to draw upon external suppliers, the fact that this supply can come from many countries provides a significant opportunity for diversification and reducing the potency of energy supply as a geopolitical weapon. In this regard, two directions stand out in the EU’s neighbourhood—Ukraine in the east, and the Mediterranean along with the Middle East and North Africa (MENA) to the south. Both have huge potential for playing major roles in the European hydrogen supply chains, and their cultivation by the EU would provide many opportunities both to strengthen the EU’s influence in its neighbourhood and to build new partnerships. Certainly, neither of those directions comes without risks and downsides: political instability and armed conflicts, poor governance, unstable investment environment, water scarcity, and in some cases dependence on the hydrocarbons industry for income will be significant factors hampering the efforts to unlock their potential. Ukraine in particular will require sustained reconstruction efforts to tackle the massive devastation caused by Russia’s war. This will divert resources and attention, but transforming its energy sector and developing its hydrogen production base could still be important strands of these efforts. Europe’s own potential for domestic hydrogen production is another direction that this report looks into as a way to disentangle from the present-day geopolitically toxic dependencies and enhance its energy sovereignty. The Baltic states and Finland represent an interesting case study on how hydrogen could underpin a regional cooperation cluster with a high degree of integration—one of the new characteristics of the hydrogen era that will have geopolitical implications. The report, however, finds that different national perspectives on hydrogen, lack of coordination, and certain issues of trust arising from recent failures of solidarity and unity when tackling the regional nexus of energy security and geopolitics might hamper future regional cooperation in hydrogen. The hydrogen economy also offers some important benefits in managing national security challenges at the national level. In Estonia, the loss of the fossil fuel-based industry in the highly sensitive north-eastern region of Ida-Virumaa will be a socioeconomic blow to the local population. This report highlights how the vulnerability of the region, dominated by the Russian-speaking ethnic minorities who are already highly exposed to Russia’s malignant influence activities, could imperil Estonia’s energy transition and its national security. Creating a national hydrogen cluster in this region, drawing upon its industrial infrastructure and human capital, could mitigate the consequences of decarbonisation and energy transition. However, these considerations do not seem to receive sufficient attention from the government and energy businesses when drawing Estonia’s hydrogen map of the future. The report recommends that various stakeholders in the EU—including those behind the European Hydrogen Backbone—continuously monitor and assess the geopolitical risks, especially in terms of their impact on European energy sovereignty, when creating and managing new hydrogen-related interdependencies with the regions and countries outside the EU. The report urges the EU to support energy transition and necessary market and governance reforms in post-war Ukraine and the MENA countries to facilitate their emergence as crucial and reliable partners in hydrogen value chains. The report also recommends closer coordination and common planning between hydrogen stakeholders of the Baltic states and Finland when forming a regional cluster of hydrogen supply that would contribute to European energy sovereignty. Last but not least, it suggests that, for national security and resilience reasons, Estonia should focus more attention on the Ida-Virumaa region when developing its national hydrogen roadmap.

On October 26, 2021, Ukraine’s Ministry of Defense released video of a TB2 unmanned combat aerial vehicle (UCAV) striking a separatist D-30 howitzer in Russian-occupied Donbas. The strike was Ukraine’s first confirmed use of the now ubiquitous TB2, the Bayraktar-manufactured drone that the Turkish military has used to great tactical effect in Syria, Libya, and Nagorno-Karabakh. The Turkish-Ukrainian defense relationship is understudied, but it could become an important factor in how Russian elites view North Atlantic Treaty Organization (NATO) support for non-member Ukraine, and be used to justify an invasion to assuage Moscow’s concerns about a US-allied military presence along its borders. The Turkish support for Ukraine is not the main driver of Russian discomfort about the future of Ukraine. The TB2 is also not a decisive game changer, and the use of UCAVs is almost certain to have little impact on how Russian leadership weighs risk during debates about the efficacy of armed conflict in a neighboring state. Nevertheless, Turkish-Ukrainian defense ties are worthy of deeper study, precisely because Ankara’s relationships with Kyiv and Moscow have a secondary impact on American interests in Eastern Europe. The Turkish-Russian relationship is marred by bureaucratic distrust, which is papered over by a very functional leader-to-leader dynamic that enables the two Black Sea neighbors to cooperate and manage numerous regional conflicts. The Turkish-Ukrainian dynamic, in turn, is part of a broader Turkish effort to establish itself as an independent actor, committed to pursuing a foreign policy that often clashes with much of the NATO alliance. This paper will explore Turkish-Russian and Turkish-Ukrainian relations; the reasons for Turkey’s efforts to “fence sit” and establish itself as a neutral political actor in the Black Sea; and what these efforts portend for US interests in the region.

Washington is reimagining its global role, leading the U.S. Department of Defense (DoD) to make difficult choices about priorities, resources, and risk to better address the long-term “pacing challenge” posed by China. To do so, the United States plans to accept risks in the Middle East and against future Iran threats. Iran’s possession and potential use of weapons of mass destruction (WMDs)—specifically, its nuclear program, chemical weapons, and biological agents—pose the greatest threat to U.S. interests and Washington’s ability to accept risk in the region. But how Iran might leverage WMDs to threaten U.S. interests and upend Washington’s plans to make trade-offs in global responsibilities is unclear, while the risks of failing to address these challenges remain high. As a result, the DoD and its component organizations, such as the Defense Threat Reduction Agency (DTRA), must enhance their understanding of the threat posed by Iran’s nuclear, chemical, and biological capabilities and the escalation dynamics surrounding Iranian WMDs during crisis and conflict. By doing so, the United States can better accept risk in the Middle East and revise its global priorities while still protecting core U.S. interests. To improve the DoD’s understanding of future Iranian WMD-related threats and escalation dynamics, the Gaming Lab at the Center for a New American Security (CNAS) conducted a series of three virtual strategic-operational tabletop exercises (TTXs) exploring future Iranian nuclear, chemical, and biological weapons use. The TTXs indicated that even if Iran acquires a nuclear weapon, the likelihood the regime will use it is low. Instead, the regime may be more likely to use chemical and biological weapons to escalate conflict. Moreover, there are significant asymmetries between American and Iranian views of conflict timelines, escalation redlines, and risk tolerance, all of which make it difficult to offer and signal credible ways to de-escalate a crisis. Differences between Washington’s risk acceptance and that of its regional partners—Israel, in particular—further complicate U.S.-Iran interactions. The TTXs aimed to enable the United States to identify where and how it might mitigate the risk it must accept to better marshal resources in support of the department’s strategic guidance. Accepting greater risk against Iran and in the Middle East more broadly means shifting U.S. strategic priorities in the region. This shift has the potential to unsettle allies and partners, and may possibly embolden Iran in the near term, but such tough choices must be made if the United States wishes to prioritize other long-term threats that may be of greater impact to U.S. security, such as China.

The strengthening of the partnership between Russia and Iran depends on overlapping security interests; bilaterally, regionally and on the world stage. Tehran has pursued a regional policy program that is largely in line with Russia’s interests, whether these relate to Syria (from 2011), the Caucasus, Central Asia, or Afghanistan (since 1991). This security dimension was already one of the foundations of the bilateral relationship in the post-Cold War-period. It has now appeared in regional dealings between Tehran and Moscow. In addition, the decline of US international predominance, which has been apparent since the 2000s, has allowed Russia and Iran to develop a shared ideological discourse in opposition to “Western values”. Beyond this shared ideological basis, Tehran has developed a true “Realpolitik” whereby it relies on Russian foreign policy to relieve US pressure on Iran that is aimed at regime change or, at the very least, a change in the behavior of the Islamic Republic. In other words, in seeking to preserve intact the main ideological tenets of its regime, Tehran has added a new dimension to its relationship with Moscow. Since 1991, this relationship has become a matter of survival for a regime that faces both popular opposition at home and external pressure from Washington: pressure that increased during the Trump administration of 2017-2021.

While the political and security situation in neighboring Afghanistan is still fluid, concerns are growing inside Pakistan about the possible fallout including in terms of increased insecurity, border tensions, and militant violence. For one, the developments in Afghanistan had already started influencing Pakistan’s militant landscape in 2021 as the year witnessed not only an increase in terrorist attacks by the Pakistani Taliban in Khyber Pakhtunkhwa but also an intensified terrorist violence by Baloch insurgent groups mainly in Balochistan. Meanwhile, Islamic State Khorasan (IS-K) province also emerged as one of the key actors of violence and instability in Afghanistan and Pakistan during the year. While the Afghan Taliban find it difficult to convince the world to recognize their government and activate/unfreeze financial channels, they are also finding it increasingly hard to address the domestic challenges mainly those linked to governance, security, and intra-Afghan reconciliation. Despite their repeated promises to not allow anyone to use the Afghan soil against Pakistan, the Afghan Taliban have yet not seriously considered to act against the TTP; except having facilitated the talks between Pakistani government and the TTP which have also not shown any successes so far. Nonetheless, there have been critical statements about Pakistan from some Taliban officials on multiple occasions about Pakistan’s democratic political system as well as fencing of the border by Pakistani security forces. Pakistan has eventually conveyed its concerns to the Afghan interim government about Afghan officials’ repeated efforts to damage the border fencing saying it was observing maximum restraint.

Special forces have succeeded especially in such missions, but any BWT effort requires some U.S. ground presence to achieve its goals. As part of its bid to end Middle East “forever wars,” the United States has employed a “by, with, and through” (BWT) doctrine for fighting jihadist adversaries. Such operations rely on local partner forces to assume the bulk of the hard ground combat, sometimes with U.S. accompaniment, while American advisors provide support through training, intelligence, heavy air and artillery assets, equipment, funding, and logistics. BWT missions have seen success over the past two decades in theaters such as Iraq (with the Counter Terrorism Service), Syria (with the Syrian Democratic Forces), and Somalia (with the Danab Brigade). But they do not succeed on their own and must be guided by several principles, including a serious U.S. commitment, alignment of American and partner interests, and strong interpersonal relations between advisors and local actors. In this tightly argued Policy Note, military analyst Ido Levy emphasizes the particular success of U.S.-created special forces in missions against jihadist forces. The recent incidence of war in the Caucasus has shown that, when facing deep domestic troubles, Russia and Turkey demonstrate strikingly different patterns of international behavior. While Russia has become more cautious in responding to external challenges, Turkey has embarked on several power-projecting enterprises. Its forceful interference in the long-smoldering conflict around Nagorno-Karabakh took Russia by surprise and effectively secured a military victory for Azerbaijan. Abstract:
After a decade of popular uprisings and civil wars, the Middle East and North Africa (MENA) region is experiencing a deep governance crisis. The transformation, weakening or even the collapse of state institutions has changed the security framework, with direct implications for processes of Security Sector Governance and Reform (SSG/R). This report, produced in collaboration between ISPI and DCAF, explores multiple governance crises in the MENA region, providing case studies on Libya, Iraq, Tunisia, and Yemen. This report aims to provide a better understanding of the World Food Programme’s (WFP) contribution to improving the prospects for peace in Lebanon. Specifically, the report investigates where and how WFP’s cash-based transfer (CBT) interventions in the country make potential peace contributions and looks at how these contributions could be further developed. The findings are based on a review of programme documents, in-depth interviews with a range of stakeholders and field visits to project sites in Lebanon in 2021. The findings suggest that WFP’s CBT interventions can—and do—positively contribute to improving the prospects for peace in Lebanon. However, the conflict and peacebuilding environment in Lebanon is extremely complex and rife with uncertainties. With this in mind, the report emphasizes the importance of taking conflict sensitivity concerns into account and provides 13 recommendations on how WFP’s contribution to peace in Lebanon could be enhanced.

On September 9, 2021, the German Federal Prosecutors Office issued an arrest warrant for a German-Iranian citizen, Alexander J., who is accused of illegally exporting a multitude of laboratory equipment, including four spectrometers, in three separate cases, exports that appear to have also violated the Joint Comprehensive Plan of Action (JCPOA).1 The total value of all the goods exported to Iran is 1.1 million euros. The defendant, Alexander J., is accused of violating the Foreign Trade Act (AWG) and Regulation (EU) No. 267/2012 of March 23, 2012, as amended in October 2015 in response to the establishment of a special Iranian procurement channel in the JCPOA, which places restrictive measures on certain Iranian entities and equipment for export (and related activities, such as brokering). In the first two cases, Alexander J. is alleged to have exported items to an Iranian national whose Iran-based companies were EU-sanctioned front companies procuring laboratory equipment for Iran’s nuclear and ballistic missile programs at the time. Alexander J. further supplied the sanctioned entity with two spectrometers listed in Annex II of this EU regulation, which lists items that are not on the EU dual-use control list (Regulation (EC) No 428/2009 of 5 May 2009) but that could contribute to sensitive activities, including enrichment-related activities, reprocessing or heavy-water-related activities.2 These items require a license on a case-by-case basis. In addition, Alexander J. violated the regulation by providing goods to an embargoed entity. In the third case, Alexander J. exported two listed spectrometers to a different, unspecified Iranian entity, also without the required license.

The subject deserves a neutral, data-led investigation that follows the facts wherever they lead. In this volume—copublished by The Washington Institute and I.B. Tauris—military expert Michael Knights and journalist Wladimir van Wilgenburg dive deep into the U.S. relationship with the SDF. The study benefited from intensive debates on sourcing, objectivity, and the need to probe uncomfortable issues. The findings cast light not only on the successes and shortcomings of this particular alliance, but also on how Washington might most profitably pursue “by, with, and through” operations with other forces in the future.

Moscow has repeatedly played actors off each other to secure its own interests and keep the Assad regime in power. Sometime before July 10, the UN Security Council will vote on whether to extend the annual mandate for cross-border assistance into Syria, which now passes through a lone outpost at Bab al-Hawa. Securing this extension is essential from a humanitarian standpoint, but keeping the border open matters equally for reasons of stability, given the fragile ceasefire in Idlib. Looming over the process is the strategic mischief of Moscow, which has repeatedly played various actors in Syria off each other to secure its own geostrategic and economic interests and to keep the Assad regime in power. The Kremlin, to the latter end, has reliably vetoed Security Council resolutions that would check the Syrian regime, claiming falsely that such moves would facilitate Western incursions in the country. In this Policy Note, Russia expert Anna Borshchevskaya and recent State Department senior advisor and NSC Syria director Andrew J. Tabler examine Russian diplomatic technique and subterfuge in Syria. Turkey has recently pushed the PKK fight from its own turf and blunted challenges in northern Syria, Azerbaijan, Libya, and the Gulf, all while strengthening its defense export sector. In 2020, military observers took note when the Turkish Armed Forces employed drones to devastating effect in Syria, Libya, and the Caucasus. But this technological achievement must be regarded as just one part of a revamped Turkish approach to regional power projection—a change with economic, diplomatic, strategic, reputational, and battlefield implications. In the past five years, Turkey has notched many associated successes, such as pushing the PKK fight off its own turf and blunting challenges to its interests in northern Syria, Azerbaijan, Libya, and the Gulf. Ankara has also secured significant leverage in other disputes from the Horn of Africa to the Balkans, while strengthening its defense export sector. As military expert Col. Rich Outzen, U.S. Army (Ret.), makes clear in this tightly argued Policy Note, Turkey’s power projection does not always align with U.S. interests, a reality exemplified by anti-SDF military operations and defense industry cooperation with Russia. But ending the U.S.-Turkey military alliance over such differences is neither productive nor tenable. Instead, America can seek to work with an emergent Turkey in the many cases, from Qatar to Afghanistan, where such collaboration advances U.S. strategic interests.

Since the Islamic Revolution in 1979 and especially since the U.S. invasion of Iraq in 2003, Iran has become highly proficient in using its surrogates and proxies across the Middle East as a tool to achieve its interests while avoiding direct conflict with the United States. Successive U.S. presidents have sought options for pushing back against this Iranian strategy but have struggled to find approaches that could deter Iran’s actions or degrade its capabilities. In most cases U.S. administrations have been hesitant to respond at all, for fear of starting a larger conflict. The recent killing of Qassim Soleimani represents the opposite problem, in which the United States and Iran came unnecessarily close to a much larger war. In contrast, Israel’s “campaign between the wars” (the Hebrew acronym is mabam) against Iran and Iranian-backed groups in Syria has been one of the most successful military efforts to push back against Iran in the “gray zone.” Since the start of the Syrian civil war in 2011, and especially since early 2017, Israel has conducted more than 200 airstrikes inside Syria against more than 1,000 targets linked to Iran and it’s Islamic Revolutionary Guard Corps Quds Force (IRGCQF), and against IRGC-QF backed groups such as the Lebanese Hezbollah. This campaign has slowed Iran’s military buildup in Syria while avoiding a broader regional conflagration that would have been damaging to Israel’s interests.1 This study examines Israel’s mabam campaign and asks what lessons the United States can draw and how they may be applied to future U.S. actions in gray zone conflicts, both against Iran and more broadly.

Recent discussions on the Turkish state’s actions, which have devastated Kurdish people within and outside of its borders, suffer from a familiar deficiency: they neglect the historical and cultural foundations of the dynamics that placed the Kurdish people at the center of Turkey’s national security policy. Serious human rights violations and voter suppression in southeast Turkey, the massacre of Kurdish people in various parts of northern Syria, and purging of Kurdish politicians on false accusations are all extensions of Turkey’s decades-long, repeated policy mistakes, deeply rooted in its nationalist history. Unless there is a seismic shift in the drivers of Turkish security policy, especially as it pertains to the Kurdish people, Turkey is bound to repeat these mistakes. Furthermore, threat externalization with linkage to legitimacy of rule will further erode the democratic institutions of the state and other authentic aspects of Turkish identity.

Iran’s official figures on cases and deaths from COVID-19 (the disease resulting from coronavirus, SARS-CoV-2) do not reflect the real scale of the pandemic in that country, which might be among the hardest hit in the world. The pandemic will deepen the economic crisis and disfunction of the state, becoming a challenge to Iran’s ruling elite. The regime might survive thanks to the security apparatus and, in parallel, continue its support of Shia militias in Lebanon, Iraq, and Yemen, and the Syrian government. Only the succession of power after Ali Khamenei will be the real test of the coherence of the Iranian elite, and in case of disruption, it might result in the collapse of Iran’s theocracy.

The activity of the Popular Mobilisation Forces (PMF), a state-financed organisation of around 60 militias, deepens the political crisis in Iraq. This was mirrored in their brutal suppression of anti-government protests and a series of attacks between PMF Kataib Hezbollah (KH) forces and U.S. troops. The structure of the PMF and their political influence in Iraq and abroad prevent the state from controlling the militias. This hinders attempts to calm the ongoing protests in Iraq and threatens the security of the military missions present there. The absorption of PMF members directly into the army and demobilisation of some militias could counteract this.

This report finds that the government of Kosovo as well as civil society have, overall, positively responded to the needs of the returnees and supported their reintegration, albeit shortcomings with the extent of implementation of proclaimed commitments towards the returnees. Upon arrival in Kosovo institutions provide medical care, temporary housing, mental health sessions, while preparing them for reintegration in the society. Kosovo has two overall approaches to the returnees: punitive-restorative approaches and societal reintegration programs. Following a period of 72 hours returnees are interrogated by authorities to determine their roles in the war zones in Syria and Iraq, while confirmed foreign fighters are arrested. The first set of measures deals with those Kosovars who are found to have committed a criminal offense for participating in a foreign conflict in accordance with the national legislation. While in the correctional service, foreign fighters are offered access to programs that aim to help them with skills development to increase their employability, completion of education, as well as, training and lectures that target radical religious beliefs.

54. Counting the cost: Avoiding another war between Israel and Hezbollah

Almost fourteen years since the 2006 war, Hezbollah and Israel seem to be drifting closer to war than at any time in the last decade. Even as Lebanon and Israel grapple with the COVID-19 pandemic, neither the Israeli military nor Lebanon’s Iran-backed Hezbollah are allowing the disease to distract from their long-running enmity. With the military buildup on both sides, the mutual destruction would be far reaching. Given the risks at hand, the Atlantic Council has released a new report, “Counting the Cost: Avoiding Another War between Israel and Hezbollah,” authored by Nicholas Blanford, a Beirut-based nonresident senior fellow in the Atlantic Council’s Middle East programs, and Brig. Gen. (Res.) Assaf Orion, senior research fellow at the Institute for National Security Studies in Tel Aviv. The authors examine the current force posture of the Israel Defense Forces and Hezbollah, identify potential triggers that could lead to a war, analyze how the next war would be fought by both sides, and offer recommendations to at least maintain the current relative calm and avoid a conflict that could cost thousands of lives and bring unprecedented ruin to both Lebanon and Israel.

With US-Iraq ties strained and a Strategic Dialogue between the two countries set to begin in June 2020, this Atlantic Council Iraq Initiative report by Nonresident Senior Fellow and former White House National Security Council Iraq Director Dr. C. At the outset of some of the most impactful wars in history, policymakers have assumed that the duration of conflict would be brief. Unfortunately, their assumptions were often wrong, as may wars like those in Vietnam, Iraq, and Afghanistan only grew more complicated with the passage of time. However, at least in these three cases, the reality of prolonged stalemate did not stop policymakers from setting withdrawal deadlines to assuage public anxieties and improve military performance. The pressures contributing to these consistent decisions across time are still relevant now. Therefore, as the United States currently seeks to deter great-power rivals and rogue regimes while combating terrorism, it is as important as ever to understand the roles and potential outcomes of withdrawal deadlines in war. In this new Atlantic Council report, Withdrawal Deadlines In War: Vietnam, Iraq, and Afghanistan, Dr. Paul D. Miller examines the effect of withdrawal timetables on public opinion, military success, and policymakers’ goals across the three titular case studies. He finds that “Withdrawal timelines do not achieve the political benefits that policymakers desire, but they do incur the risks policymakers rightly fear.” In the face of prolonged and difficult military challenges, withdrawal deadlines can exacerbate outcomes at crucial moments, and thus policymakers must tread carefully.

Federal forces now patrol Kirkuk, the diverse, oil-rich province disputed between the central and Kurdish regional governments. The arrangement is unsettling communal relations, with Kurds feeling excluded. With outside help, Baghdad and Erbil should design a joint security mechanism including a locally recruited multi-ethnic unit. What’s new? In October 2017, the Iraqi army restored central government control over the disputed Kirkuk governorate and its oil fields in the country’s north. Since then, multiple federal forces including paramilitaries have policed the area. The new arrangement reassured the province’s Arabs and Turkmen but left local Kurds feeling abandoned. Why did it happen? The federal government’s move into Kirkuk was triggered by a Kurdish independence referendum staged the previous month, which raised Baghdad’s concerns that the Kurdistan Regional Government in Erbil would declare Kurdish statehood and annex Kirkuk, other disputed territories and their petroleum riches. Why does it matter? Finding an equilibrium that satisfies Kirkuk’s three main ethnic groups by ensuring that none dominates the security apparatus at the others’ expense is a fundamental condition for the area’s stability. Only such a configuration will ensure peaceful coexistence and help prevent a resurgence of the Islamic State. What should be done? With international support, Baghdad and Erbil should establish joint security management in Kirkuk that includes a locally recruited multi-ethnic force under federal command. This arrangement would help protect the area from renewed insurgency, contribute to intercommunal peace and lay the foundations for an eventual settlement of Kirkuk’s status in Iraq.

For years, Gulf powers have mulled the notion of regional dialogue to calm existing crises and head off new ones. Today, with several active Middle Eastern conflicts, all sensitive to rising U.S.-Iran tensions, it is an idea whose time has come. What’s new?* Middle East tensions spiked in the past year following attacks on oil tankers and Saudi oil facilities, the U.S. killing of a senior Iranian commander and Iranian military retaliation. Some of Washington’s allies, losing confidence the U.S. will reliably extend military protection, have started making cautious diplomatic overtures to Iran. Why does it matter? While these tentative steps toward de-escalation are welcome, they risk being inadequate, particularly in the absence of regular, high-level communication channels among potential conflict actors. Existing UN-led mechanisms for resolving individual conflicts, such as Yemen, are worthwhile but insufficient to lessen region-wide tensions. What should be done? Diplomatic efforts are needed to both de-escalate tensions and make progress toward resolving regional conflicts. Gulf actors, supported by external stakeholders, should consider launching an inclusive sub-regional dialogue aimed at reducing the risk of inadvertent conflict by opening new communication channels.

During 2019, the original Syrian conflict entered its closing phases, except for the battlefields of Idlib and in the north east. As a result, conflict dynamics have become somewhat easier to read, as the regime and its key allies have shifted towards a triumphalist ‘post-war’ narrative and corresponding governance styles, deal-making and decision-making. These developments can be witnessed in three interlinked spheres: security, civil, and political economic practices. Together, they largely form the Assad regime’s political economy, which – although poorly understood due to limited access – is crucial to understand to assess the negative externalities likely to result from its wartime survival and re-entrenchment. The paper analyses six such externalities: 1. risk of conflict relapse due to economic pressures 2. the politics of refugees 3. risks and instrumentalisation of terrorism 4. regional instability 5. humanitarian culpability 6. deterioration of the international legal order. These externalities are interconnected and emerge from the political economy of the regime – the accumulation of its security, civil and political economic practices. Their nature and volume suggest that the Syrian civil war will plague its neighbors, as well as Europe, for a long time to come. These externalities also focus our attention on the fact that adequate containment strategies should be designed as a matter of urgency, to limit their negative impact.

American Public Support for US Troops in Middle East Has Grown FEBRUARY 10, 2020 By: Dina Smeltz, Senior Fellow, Public Opinion and Foreign Policy; Craig Kafura, Assistant Director, Public Opinion and Foreign Policy “As we defend American lives, we are working to end America’s wars in the Middle East,” President Donald Trump declared at State of the Union on February 4. Democratic presidential candidates, too, have made halting so-called “endless wars” a key talking point, ranging from cutting back troop levels to withdrawing the US military presence in the Middle East. A Chicago Council survey completed January 10–12 shows that as tensions with Iran have risen, Americans see an increased need to keep watch over the Middle East by maintaining a troop presence there. Key Findings: A majority of Americans say the US military presence in the Middle East should be maintained (45%) or increased (29%). Just 24 percent think it should be decreased. A majority support long-term military bases in Iraq (55%, up from 41% in 2014) and Kuwait (57%, up from 47% in 2014). Nearly half favor keeping bases in Afghanistan (48%, up from 43% in 2014). A combined majority (54%) say alliances in the Middle East benefit both Middle East partners and the United States or mostly benefit the United States.

This study on Libya is one of a series of reports prepared within the framework of the EU-LISTCO project, funded under the EU’s Horizon 2020 programme. Libya is a special case within the EU-LISTCO project. It is in the western region of North Africa, bordered by the Mediterranean Sea to the north, Algeria and Tunisia to the west, Chad and Niger to the south, Sudan to the south-east and Egypt to the east. The security and stability of Libya is fundamental for the economic and political future of Europe, particularly in relation to migration, radicalisation and political economy. Because of the NATO-led intervention that brought about the collapse of the Libyan Arab al-Jamahiriyah, the country has now entered an interrelated social, economic and political crisis, and violence has been simmering for the past eight years. While the collapse of the previous government has been beneficial for some, numerous armed political actors now control the Libyan territory, supported and funded by external powers that often have contradictory political agendas. The purpose of this report is to answer the following research questions: what is the background of areas of limited statehood and contested order in Libya?; how and when can areas of limited statehood and contested order in Libya turn into governance breakdown and/or violent conflict, and how can these threats affect the security of the EU?; what are the resilience mechanisms in Libya?

On May 21, the Center for a New American Security (CNAS) hosted an all-day tabletop exercise (TTX) in Washington, D.C., to game out three scenarios related to the crisis surrounding U.S.-Iran tensions over Iran’s nuclear enrichment program and destabilizing regional policies. The intent was to understand how key players would respond and act in these potential scenarios. The TTX included seven teams: the United States, Iran, Europe (representing primarily France, Germany, and the United Kingdom but also the European Union), China, Russia, Israel, and the Gulf Arab States (one player as Saudi Arabia/UAE and the other player as Oman). Teams featured American and foreign regional and functional experts with a deep experience in their respective areas. Players were asked to play the most realistic version of their government.

On core matters of peace and security, two closely interrelated questions must be asked: 1. What precisely does Donald Trump have in mind regarding any potential armed conflict with Iran? 2. What might such a possibility portend for Israel, a US ally? Answers to these questions must extend beyond narrowly partisan simplifications. They should be nuanced and subtly overlapping. At a minimum, once a shooting war were underway, the Israeli armed forces (IDF) could become involved, possibly to a substantial degree. In a worst case scenario, clashes would involve unconventional weapons and directly affect Israel’s civilian population. The worst of the worst could involve nuclear ordnance.

Iraq has a long and complicated history with the United States, and security and military engagements have been the primary driver of the relationship. Iraq’s relations with Russia, on the other hand, have been more transactional and economically-oriented. At a time when there are signs of US disengagement from the Middle East and North Africa while Russian and Chinese activities in the region are increasing, it is useful to trace the past US and Russian strategies in Iraq and assess how the United States could better tailor its strategy toward Iraq in the future in order to achieve durable outcomes that would bring benefits to both sides such as a responsive government, a thriving economy, and security. Despite the Iraqi Security Forces’ success in the military defeat of Islamic State (IS) and reconquering of territory seized by IS in 2014, the Iraqi state faces substantial challenges. These challenges have been exacerbated by IS, but did not emerge with IS and will therefore also not disappear with the defeat of IS. This DIIS Report underlines the fragmentation and policization of the security sector as a concern. Although the continued threat from IS has a destabilizing impact on the Iraqi state, the report especially points to the role of the Popular Mobilization Forces (PMF: an umbrella term for more than 50 armed groups that mobilized against IS in 2014), the sustained focus on identity politics and the pressure on the Iraqi state as key issues for the rebuilding and stabilization of Iraq. The presence of PMFs in Iraq is a challenge to the Iraqi state’s monopoly of violence and the PMFs continue to commit violations with impunity. Moreover, the PMFs (Popular Mobilization Forces) are capitalizing on their role in the defeat of Islamic State to increase their political role. Finally, despite the recent movement towards issue-based politics, identity remains a vital element in Iraqi politics, as seen in the continued practice of power-sharing between Kurds, Shias, and Sunnis. This combined with the Iraqi population’s general lack of trust in the political system challenges reconstruction. Nonetheless, the report asserts that there is a window of opportunity for Iraq, that should be seized by the Iraqi elite and the international community to engage in the difficult process of reconstruction and reconciliation. The report provides a brief overview of some of the main challenges facing Iraq that must be dealt with if Iraq is to break the cycle of violence that has haunted the country for decades.

What’s new? Alongside the thousands of foreign fighters detained in north east Syria are thousands of non-Syrian children and women. Western governments have for months publicly wrestled with political and policy qualms about repatriating their nationals. Turkey’s incursion into Syria highlights that the window for repatriation or transfer could close suddenly. Why does it matter? The long-term detention of these men, women and children in north east Syria has always been deeply problematic for security and humanitarian reasons. The Turkish incursion and shifting balance of power in the region makes the security of the camps where they are held more precarious. What should be done? As a first step toward addressing this challenge, Western governments should accelerate repatriation of their national children and women. They should recognise the diversity of women’s backgrounds and repatriate those who are unthreatening. They should also pour substantial diplomatic and financial resources into developing responsible options for the remaining population.

In February 2018, anticipating the US withdrawal from the JCPOA, Iran’s Supreme Leader Ayatollah Ali Khamenei declared a policy of “preferring East over West”, thus paving the way for deeper cooperation with Asian powers such as China, Russia, and India. In recent decades, militias and sub-national armed groups have played a decisive role in politics and security in the MENA region. Their prominence with local and outside actors in areas where state institutions have collapsed presents multiple policy challenges. Armed groups have access to substantial resources and in some cases enjoy considerable local legitimacy. That makes them formidable but also resilient forces. This is why their suppression – through coercive measures or marginalization – can bring more costs than benefits to already fragile state institutions and exhausted populations. This volume addresses the void in the current debate on subnational armed groups, focusing particularly on the multiple ongoing conflicts and turmoil in the MENA region. It places a particular emphasis on whether armed groups can be integrated into state-building initiatives and whether they can play a constructive role with other key actors.

89. The Tiger Forces: Pro-Assad fighters backed by Russia

The Tiger Forces is a Syrian Air Intelligence-affiliated militia fighting for the Syrian government and backed by Russia. While often described as the Syrian government’s elite fighting force, this research portrays a starkly different picture. The Tiger Forces are the largest single fighting force on the Syrian battlefield, with approximately 24 groups comprised of some 4,000 offensive infantry units as well as a dedicated artillery regiment and armor unit of unknown size. Beyond these fighters are thousands of additional so-called flex units, affiliated militiamen who remain largely garrisoned in their hometowns along the north Hama and Homs borders until called on to join offensives as needed. Despite a decentralized command structure, the Tiger Forces' capabilities far exceed any other unit currently fighting in the Syrian civil war. The main source of the unit’s success stems from its two full-strength infantry brigades with dedicated logistical support and the ability to call on the Syrian air force—and after September 2015 the Russian air force—at will. While there is likely some degree of higher-than-average competence among the Tiger Forces’ officer corps, this research demonstrates that the true power of the unit does not come from their alleged status as elite fighters but instead from their large size, supply lines, and Russian support.

An Iran-Saudi Arabia war is unlikely, but it is now more likely than ever before. A military confrontation between Saudi Arabia and Iran should command respect and inspire concern because it could cause tremendous harm to an already volatile Middle East and possibly to the global economy. Iran seems to have an upper hand in a direct military confrontation with Saudi Arabia because of its combat experience, geography, manpower, strategic depth, and greater cost tolerance. However, none of these attributes give Iran any decisive advantages in a contest with Saudi Arabia. Saudi Arabia is neither helpless nor without military options. While it is easy to start a war with Iran, it is anything but to finish it. Saudi Crown Prince Mohammed bin Salman would have to think hard about the capabilities of the Saudi military and the resilience of Saudi society before embarking on such a risky course. In any war dynamic between Iran and Saudi Arabia, U.S. military intervention or support would be the most decisive exogenous factor for both Riyadh and Tehran. The United States has a security commitment to Saudi Arabia, but the extent to which Washington can tolerate subtle Iranian aggression against the kingdom that falls below the threshold of conventional warfare, while potentially upending Saudi stability, is unclear.

As the Syrian regime regains territory, there have been growing calls in neighboring countries for refugees to go home. Yet refugees have conditions for a return—conditions that political efforts to resolve the Syrian conflict have largely ignored. To understand refugee attitudes toward return, the Carnegie Middle East Center listened to the concerns of Syrians—both male and female, young and old—struggling to build meaningful lives in Lebanon and Jordan. What is most striking is that despite the increasingly difficult challenges they face, a majority are unwilling to go back unless a political transition can assure their safety and security, access to justice, and right of return to areas of origin. Economic opportunity and adequate housing are important but not requirements. Above all, their attitudes make it clear that both a sustainable political settlement and a mass, voluntary return are contingent upon international peace processes that account for refugee voices.

92. Mosaics of Power: Fragmentation of the Syrian state since 2011

After years of war, the Syrian state apparatus has fragmented into a loosely knit network of overlapping and competing authorities that hold sway over different areas. Multiple groups are enacting and performing what are perceived to be key state tasks, sometimes living side by side, and sometimes fighting, competing and negotiating in overlapping networks of power. These cross-cutting ties defy any easy dichotomies between rebels and government of the sort we have become all too familiar with from military control maps. This does not imply that theSyrian state is on the verge of collapse or sectarian ethnic division. Rather the Syrian government has continued to function internationally as a sovereign state, and it has been able to draw on its administrative and institutional capacities, and even to nurture new and old local power elites in the form of prominent families, business leaders, clans and sheiks. In order to survive, the Assad regime has paradoxically outsourced or co-shared key state functions – the means of violence, border control, taxation and service provision – to or with a multiplicity of foreign and local actors, whether foreign Shia militias, the Kurdish YPG or Local Defense Forces. Many of these foreign powers and militias are likely to remain in Syria after the war in order to secure so-called strategic depth, and they thrive on a certain degree of ‘controlled state chaos’. Similarly, the multiplicity of local actors and intermediaries that have been empowered during the war will not easily relinquish their new found autonomy, and may, just like the Syrian opposition, push the Syrian state towards greater localization and decentralization.

In June, the Saudi-led military coalition and associated ground forces began their long-anticipated offensive against Houthi-held Hudaydah city. The ports of Hudaydah and nearby Saleef, along Yemen’s Red Sea coast, are the entry point for the majority of the country’s commercial and humanitarian imports. This creates the potential for catastrophic humanitarian fallout from the offensive given that 8.4 million Yemenis are already on the verge of famine. United Nations Special Envoy for Yemen, Martin Griffiths, spent most of June engaged in shuttle diplomacy with the belligerent parties to the conflict, and in consultations with the UN Security Council (UNSC), pushing a plan to preempt the attack by having Houthi forces turn control of Hudaydah port over to UN monitors (see ‘The UN Special Envoy’s Plan for Hudaydah Port’). Griffiths also revealed his new proposed framework for wider peace negotiations to the UNSC. While including some elements that differentiate it from previous UN-led peace initiatives, contentious items that led earlier efforts to fail were carried over into Griffiths’ latest proposed framework (see ‘The Special Envoy’s New Peace Framework’). The UNSC itself held three closed-door sessions regarding Yemen in June. The Swedish mission led calls for the UNSC to demand a halt to the Hudaydah attack, while the United Kingdom and Kuwait were at the forefront of pushing back against this effort, with the latter parties largely being successful. Council products regarding Yemen last month thus amounted to generic statements regarding respect for international humanitarian law and the need to protect civilians (see ‘UNSC Discussions on the Hudaydah Offensive’). In the United States, the White House appeared to give tentative approval to the Hudaydah offensive (see ‘White House Position on the Hudaydah Offensive’), while bipartisan opposition to the campaign was notable in Congress (see ‘Congressional Opposition to the Offensive’ and ‘Senate Passes Bill Making US Refueling of Coalition Aircraft Conditional’). In Yemen, the Hudaydah offensive, dubbed ‘Operation Golden Victory’, was launched on June 13, with the United Arab Emirates in primary command of the campaign, supporting and coordinating between various anti-Houthi ground forces (see ‘The Hudaydah Offensive’). These forces managed to take Hudaydah airport from Houthi fighters before Abu Dhabi announced that it would temporarily suspend the attack to allow the UN Special Envoy an opportunity to pursue negotiations (see ‘UAE Announces Pause in Offensive’). The Hudaydah offensive raised widespread humanitarian concerns and concerns regarding the safety of civilians in the city, while also prompting widespread price spikes for basic commodities. In economic developments last month, the Central Bank of Yemen finalized a framework to support the importation of basic commodities, the Austrian firm OMV restarted tests on wellheads in Shabwa governorate, and the Yemeni government launched a new Internet network in an attempt to supplant the Houthi authorities’ control over the national telecommunications. Also in June, Yemeni President Abdo Rabbu Mansour Hadi visited the UAE and met Crown Prince Mohammed bin Zayed al-Nahyan. Shortly after, Hadi flew to Aden, the Yemeni government’s current capital in the country, for his first visit in more than a year and a half.

In September, the Yemeni rial’s recent decline accelerated precipitously, with the currency’s value dropping to record lows by month’s end. While the rial has been under multiple, intensifying pressures stemming from the war for several years, a large increase in the money supply – through a 30 percent increase in civil servant salaries – and the collapse of peace talks last month appear to have spurred a rial sell-off in the market (see ‘Domestic Currency Hits Record Low’). A nation-wide fuel shortage ensued. Retail fuel stations closed en masse and prices for available petrol on the black market jumped an average of 130 percent relative to August, and as much as 230 percent in some areas (see ‘Fuel Shortages and Prices Surges Across Yemen’). The UN-brokered consultations between the main warring parties – the internationally recognized Yemeni government and the armed Houthi movement – collapsed before they even began due to logistics issues in transporting the Houthi delegation to Geneva for the talks (see ‘Failure of the Geneva Consultations’). The Saudi-led military coalition-backed assault on the Houthi-held port city of Hudaydah – which the coalition had “paused” in July – reignited in earnest. The coalition claimed that a victory in Hudaydah was necessary to force the armed Houthi movement back to the negotiating table (see ‘Offensive on Hudaydah City Resumes’). In southern Yemen, public protests that began in Aden in August grew and spread to other governorates, with protesters calling for measures to stem the rial’s plunge and tame rocketing prices (see ‘Protests Spread in Southern Governorates’). In northern Yemen, pro-government forces began an assault on Maran, Sa’ada governorate, which holds symbolic and strategic importance as the ancestral town of the al-Houthi family (see ‘Yemeni Government Forces Advance in Sa’ada’). Meanwhile, in the United States, Secretary of State Mike Pompeo certified that the Saudi-led military coalition was taking measures to reduce harm to civilians in Yemen, as was mandated by Congress in August for continued US support for the coalition. A former State Department adviser subsequently told the Sana’a Center that “objectively, [Pompeo’s] conclusion is false”, (see ‘State Department Certifies Coalition Efforts to Reduce Civilian Casualties’). In Europe, Spain annulled an arms deal with Saudi Arabia, then backtracked, Germany approved new arms exports to coalition members, and the UN Human Rights Council extended the mandate of an experts group investigating human rights violations in Yemen. Also in September, the Sana’a Center organized the largest foreign press delegation visit to Mukalla, Hadramawt governorate, since al-Qaeda in the Arabian Peninsula was expelled from the city in 2016.

Abstract:
Since 1945, the United Nations has helped support many successful peace processes and protected millions of civilians around the world. Peace operations deliver results: research estimates suggest that the presence of a UN peace keeping mission can reduce the risk of relapse into conflict by 75 – 85 percent;1 and that larger deployments diminish the scale of violence and protect civilians in the midst of fighting.2 Peace operations can be highly cost effective, with one General Audit Office assessment finding the cost to be roughly half of what a bilateral stabilization operation would cost.3 Different types of peace operations - from mediation and special envoys through to multidimensional peace-keeping and specialized justice and emergency health missions - have helped end long running conflicts and prevented violence from escalating or recurring in situations as diverse as Burkina Faso, Cambodia, the Central African Republic, Gabon, Guatemala, Guinea, Kyrgyzstan, Lebanon, Liberia, Namibia, Sierra Leone and Timor-Leste. Yet in 2017 the UN’s peace and security pillar faces deep challenges. Three reviews in the past two years have highlighted serious inadequacies in UN peace and security responses at large. Many of the recent challenges are due to real world shifts in the nature of conflict and geopolitical dynamics – the tragedy of Syria, renewed fighting in Yemen and South Sudan, continued crisis in Libya, difficulties in preventing a political and humanitarian crisis in Burundi, longstanding missions that are struggling to deliver sustainable peace in DRC and Haiti, and newer missions in Mali and CAR where geography creates sustained cross-border security risks. These situations are also affected by divisions amongst Member States that have prevented agreement on action in some cases. Part of the weaknesses, however, are managerial and structural. The sense of urgency pervading Member States at the UN, together with a new Secretary-General who has signaled his determination to reform this area, provides the opportunity to take a more fundamental look at what would give the UN’s peace and security pillar the right form to deliver the functions that it is called to serve, now and in the future. The purpose of this report is to analyze options for organizational restructuring in the UN’s peace and security pillar. It focuses on headquarters structures since this has been identified as a primary source of overlap and competition: the purpose however is to deliver better results in the field, from prevention through crisis management to post-conflict recovery. It does not cover wider reforms across the UN’s three pillars, which are supported in other CIC work streams.4 Following an introductory section, Section II traces the history of UN peace and security structures since the UN’s founding (see Box). The UN has had no shortage of reform in the past, each designed to address specific weaknesses or new demands. Cumulatively, however, these changes have resulted in a structure that is no longer fit to fulfill the functions needed.

Abstract:
After four years of being unable to travel to see my home and family in Damascus during what Syrians refer to as “The Crisis,” I am now visiting them for the third time in recent months. The political chaos that swept the country between 2011 and 2015 created high levels of uncertainty about who might be perceived as a threat to the regime, while the deteriorating security conditions elevated the risk of kidnapping and blackmailing. Although for an outsider, the situation does not seem to have become any safer, Syrians, particularly in Damascus, have learned to adapt to the current situation and find a sense of stability in the chaos.

Throughout 2016, MEI will be releasing several policy papers by renowned scholars and experts exploring possibilities to foster regional cooperation across an array of sectors. The purpose is to highlight the myriad benefits and opportunities associated with regional cooperation, and the high costs of the continued business-as-usual model of competition and intense rivalry. The Middle East and North Africa is one of the least integrated regions in the world, and in no area of potential collaboration is cooperation more lacking than in the internal security dimension. Among the reasons for this lack of integration is simply that the risks of cooperating with other internal security forces and institutions are quite evident, whereas the benefits of doing so are far less apparent. The most promising approach to security integration is to promote cooperation to reform and improve the delivery of internal security across the region in accordance with the principles of Security Sector Reform (S.S.R.). Such an approach could create a stable and more secure environment for ordinary citizens and their governments in the longer term. It could also pave the way for the further advancement and development of the region across other sectors.

The purpose is to highlight the myriad benefits and opportunities associated with regional cooperation, and the high costs of the continued business-as-usual model of competition and intense rivalry. It is all too easy to develop ambitious plans for regional security cooperation. In practice, however, almost all real world security cooperation is dependent on the different priorities states give to various threats, the willingness of given regimes to act, the resources they develop and have available, and the level of interoperability between their forces. Actual security cooperation in the MENA region has long been limited, occurred between changing mixes of individual countries rather than on a regional basis, and always lagged behind the rhetoric. Better cooperation on this level could evolve in the face of forces such as Iran’s military efforts, a powerful new Islamist extremist threat, or the outcomes to the fighting in Libya, Iraq, Syria, and Yemen. However, there is little reason to assume, given regional trends, that the prospects for regional cooperation or cooperation between states will improve in the near future, and bilateral relations with external powers, principally the United States, are likely to continue to play a more critical role in the future.
