1. The Technology Policies of Digital Middle Powers

Abstract:
Digital technology is an element of power in the international system as well as an area for competition among countries. Considering the economic weight and political voluntarism of the U.S., China, and the EU, those three poles of power have received a lot of attention when it comes to their technology policies. This study aims to shift our gaze toward countries outside of the trio. Digital middle powers are those countries that are caught in the middle of the power play in an emerging multipolar international system where digital technology is a determining factor of power. It also refers to countries with established or growing clout in digital technology, and which are regional leaders or global ones in certain sectors. The study provides a qualitative comparison of the technology policies of nine of the digital middle powers: Brazil, India, Israel, Japan, Kenya, Nigeria, Russia, South Korea, and the United Kingdom. It seeks to reflect the diversity of national technology policies, as well as to identify those countries’ convergences and divergences with Europe, the United States, and China. Each case study introduces national technology and digital innovation ecosystems, data policies, and the state of digital infrastructure. These elements serve to examine the strengths of the country’s private sector in technology, the government’s regulatory capacity, and the degree of digital development. The chapters then look at how the digital domain is embedded in the broader dynamics of their bilateral relations with the U.S., the EU, and China. A first conclusion is that digital middle powers can usefully be differentiated between rising digital powers and established ones. Established digital powers have well-developed ecosystems, regulations, and infrastructure, but they are all having to renew and re-focus their technology policies to remain relevant. By contrast, rising digital powers tend to have budding ecosystems in digital services and mobile applications, and large ongoing infrastructure development projects, albeit with limited or patchy regulatory capacity. When it comes to foreign relations, the study confirms well-identified trends whereby the EU’s influence occurs chiefly through the elaboration of norms; the U.S.’s via the strength of its digital services and private sector investment, as well as strong bilateral security ties; while China’s growing influence is underpinned by large infrastructure projects. All the countries studied are attempting to balance their relationships with U.S., China, and the EU. None, save for Russia, has outrightly “picked a side” and severed ties with one or two of the blocs.

On the thirtieth anniversary of the landmark Oslo I Accord, the Washington Institute for Near East Policy has published a remarkable compendium that includes essays by officials who played significant roles in the Israeli-Palestinian peace process from the deal’s signing in September 1993 through the present. The volume includes personal perspectives from former diplomats, analysis of public opinion among Israelis and Palestinians, and policy recommendations for U.S. officials. The writers conclude that while the prospects for peace appear dim at the moment, wise policymaking may yet fulfill the promise of the Oslo Accords.

7. The Geopolitics of Seawater Desalination

Abstract:
Water desalination is gradually emerging as the leading solution to cope with increasing water stress: i.e., the imbalance between water demand and quantities available. The United Nations estimates that by 2025, two-thirds of the world’s population will be affected by such challenges. The causes of water scarcity are multiple, including climate change, intensive agriculture, and population growth. This requires states to rethink their water policies, which are central to preserving their stability, resilience and sovereignty. A real “boom” in desalination industries is at work. The majority of Gulf countries now largely depend on desalinated water for their inhabitants’ consumption: in the United Arab Emirates (UAE), 42% of drinking water comes from desalination plants producing more than 7 million cubic meters (m3) per day, in Kuwait it is 90%, in Oman 86%, and in Saudi Arabia 70%. In 2022, there were more than 21,000 seawater desalination plants in operation worldwide, almost twice as many as a decade ago, and the sector’s capacity is growing at between +6% and +12% per year. By 2030, desalination capacity in Middle Eastern countries is expected to almost double, as part of plans announced in the region to prepare these economies for their transition to “post-oil” and to foster resilience. Saudi Arabia’s desalination capacity is set to increase from 5.6 million cubic meter (m3) per day in 2022 to 8.5 million m3 per day in 2025, and it will have to cover more than 90% of the country’s water consumption. The same holds for the UAE, Kuwait, Bahrain and Israel, where the production of desalinated water will more than double by 2030. With the rise of available solutions to meet all such needs, these technologies are now in demand on virtually every continent, while the Middle East today represents only 50% of installed capacity worldwide. In Africa, large-scale projects have recently been announced in Algeria and Morocco, countries that until now have had sufficient resources. Other countries such as Ghana, Senegal and Kenya supply many cities with desalinated seawater. This is also the case for Cairo. In the Indo-pacific region, particularly in China and India, the needs for desalinated water are increasing, driven by growing industries and decreasing available water. In 2020 alone, the construction of more than 35 desalination plants was announced in China, as well as six in the Philippines, and six in Taiwan. In the Americas, the west coast of the United States stands out with important projects in California, and Texas is not far behind. In Latin America, new projects are emerging in Peru and Chile, driven mainly by the needs of the mining industry, while in Mexico the demand for desalinated water notably comes from the population. Finally, island areas stand out for their strong needs for desalinated water: Cebu in the Philippines, Cape Verde, the Canary Islands and the Maldives are increasingly using desalination capabilities. European firms still lead, but Asian or local players are taking off There are many industrial players of varied size, although some have emerged for more than ten years as undisputed market leaders: in France, they include Engie and Veolia, whose merger with Suez opened up new prospects in the Americas, the Middle East and Europe; but there is also IDE Technologies, the Israeli champion of desalination; Korea’s Doosan Heavy, China’s Abengoa, and Spain’s Acciona. More recently, companies in emerging countries have distinguished themselves by obtaining large-scale contracts. This is particularly the case of Gulf players like the Emirati company Metito and the Saudi firm Advanced Water Technologies. Egypt also has industrial actors. Overall, the technology of reverse osmosis is largely mastered, while production differentiation concerns capacity, operational costs, electricity consumption and plant life.

8. Seven Myths about the “Historic” Israel-Lebanon Maritime Border Agreement

Commentators in the United States and Israel have hailed the agreement on the maritime border between Israel and Lebanon, which the Biden administration recently brokered, as a great success. They liken it to the Abraham Accords and claim that it is a major step toward normalizing relations between the Jewish State and a historic Arab foe. But a close examination of the agreement simply does not support this view. Amos Hochstein, the US State Department senior advisor for energy security, led the mediation effort to resolve this dispute. He built on the initiatives of Presidents Barack Obama and Donald Trump to reconcile the conflicting claims of Israel, which claimed Line 1 (see map) as the northern border of its exclusive economic zone (EEZ), and Lebanon, which claimed Line 23 as its southern border. In the final months of the Trump administration, Lebanese negotiators revised their claim, moving it further south to Line 29. Beirut, however, never registered this new claim with the United Nations. In other words, Line 23 always remained the official Lebanese position. When Hochstein arrived in Beirut last February, the Lebanese government abruptly dropped its insistence on Line 29 and presented its retreat as a sign of its flexibility, a compromise proposal that it could withdraw if the negotiations failed to produce satisfactory results.

The United States and Israel have a long history of working together as close allies. Theirs is a relationship based on common values and security interests. In recent years, the alliance’s highlights have included close cooperation on counterterrorism and intelligence, as well as deepening economic ties, technological cooperation, and mutual knowledge transfer. The United States continues to provide Israel with significant security assistance based on a memorandum of understanding signed by both countries in 2016, which commits the United States to provide Israel with at least $3.8 billion per year in aid. The relationship is further strengthened by deep personal connections at the government and business levels as well as through collaboration between the two countries’ technology sectors. In recent years, however, the United States and Israel have differed regarding their threat perceptions and approaches to China. Whereas Israel sees China primarily as an economic partner and is increasing its ties with the country, the consensus view in Washington increasingly sees China as a global strategic rival—militarily, economically, and technologically—even while the Joe Biden administration preserves space for cooperation with Beijing in areas of common interest. In recent years, U.S. and Israeli officials have had public and private disagreements over several Chinese investments in Israeli infrastructure and technology. Although Chinese investments in Israel have declined since their peak in 2018, and even though these disagreements have yet to be aired publicly by the Biden administration and the Naftali Bennett–Yair Lapid government, this issue is likely to remain high on the agenda. The most critical challenges in the bilateral relationship are technology protection and collaborative innovation. Chinese investment in Israeli technology companies, including those that develop dual-use technologies, remains largely unregulated. Although Israel does not export defense technology to China and has placed stringent regulation on the export of dual-use technologies, the line between civilian and dual use is increasingly blurred, and Israel has yet to fully adapt to this reality. Washington, for its part, has not been entirely clear about how it expects American companies and allies to limit their roles. The United States has been slow to offer alternatives to allies such as Israel for forgoing cooperation with China and has yet to develop a collaborative technological innovation framework that builds on the cumulative strengths of the United States and its allies, benefits all, and helps to tip the balance in the technological competition with Beijing. To address the multidimensional challenge presented by China, the United States must enhance collaboration with its allies, including Israel, its closest partner in the Middle East. Fortunately, when the United States and Israel have had differing perspectives in the past, they have successfully engaged in deep bilateral consultations to work through these differences. These efforts have not always resulted in complete alignment, but they have significantly reduced disagreements and allowed for greater cooperation. This paper represents the most comprehensive public analysis to date of the challenges facing U.S.-Israeli cooperation on issues related to technology and China. It proposes an approach for the United States and Israel to align their policies and bridge differences by focusing on three central areas.

A coordinated response to Iran’s aggression can preserve U.S. and Western interests, reinforce Israel and America’s Arab allies, and promote regional stability. For decades, the Islamic Republic of Iran has sought to extend its influence throughout the Middle East, and the threat has only grown more serious amid the regime’s enhanced conventional military capabilities and proximity to a nuclear breakout. The Islamic Revolutionary Guard Corps has spearheaded Tehran’s expansionist “four capitals” strategy, focused on Baghdad, Damascus, Beirut, and Sanaa. In Iraq, the IRGC works through elements of the government-funded Popular Mobilization Forces; in Syria, through the regime of Bashar al-Assad; in Lebanon, through Hezbollah—which can be regarded as Iran’s “model” proxy; and in Yemen, through the Houthis, who hold territory and oppose the internationally recognized government. In all these places, the IRGC has exploited civil wars and interstate conflicts to spread its political, economic, and military influence. In this Policy Focus, Maj. Gen. Eyal Zamir, IDF, draws on his deep experience in the Israeli military establishment to propose a detailed plan for undermining Iran’s influence in the region—an approach that will preserve U.S. and Western interests, reinforce Israel and America’s Arab allies, and promote regional stability.

Abstract:
How one woman’s restaurant reveals the intersections of ethnicity, militarism, and nationalism at play in culinary tourism. Maisa* has turned her modest home on her sleepy residential street into the most popular eatery in the Israeli Druze village of Daliyat al-Carmel. To get there, tourists take the 672 road out of Israel’s port city, Haifa, and climb the mountain north before turning off the main road that leads to the famous Druze Saturday Market. Maisa’s restaurant is part food stop, part cultural museum. With a long, bricked parking lot for 40-passenger buses, the neighborhood transforms daily into a small tourist hub. As you walk in, the enlarged portrait of the late Druze spiritual leader Sheikh Amin Tarif hangs directly in front of the open doors. The coffee stand garners much attention from tourists with a fabric designed with Israeli flags draped down from a window ledge. The fabric is held up by a brass menorah and a miniature metal tank, while a significantly smaller Druze flag is off to the side. Displayed with prominence next to the Israeli flag fabric is a certificate of kosher status, important for any Jew who might adhere to kosher food laws. These displays will soon fade from tourists’ attention once food is served, but for the time being, their function is unambiguous. The stand encapsulates the dominant narrative of brotherhood and patriotism told about a sect within Israel’s Arab minority.

The Abraham Accords constitute the beginning of a transformation of a region that has confounded many, and that will continue to be a vital battleground astride the security and economic interests of world powers. American leadership was a necessary but alone insufficient condition to the emergence of this agreement. American leadership will remain essential to its growth and evolution. The alignment of our regional partners and allies in both economic and security domains will ensure that the agreement endures. It will also incentivize others to join us in pooling critical capacities to advance and defend mutual interests. This transformation serves to constrain Iran – the threat from which has been recognized as causal – even as it constrains the malign influence and predatory practices of China and Russia. They will continue to manufacture and exploit fissures among the U.S. and its regional partners if we fail to exploit the favorable shift in the region’s security and economic architecture. On the other hand, appropriate support will allow the Abraham Accords to advance and secure America’s interests with the use of significantly fewer resources and with more capable partners integrated as never before.

In an increasingly complex region, Jordan, for decades an oasis of stability, has carved for itself a moderating and stabilizing role in a region that is often viewed as immoderate and unstable [1]. In a region with a complicated history, and distinctive ideologies and sects, geopolitical shifts are inevitable, and predicting the future could be an unattainable goal. Nevertheless, accuracy in reading current geopolitical changes and key trends along with their implications will, and should, help Jordan mitigate risks, maintain stability, and preserve its regional role. The Center for Strategic Studies (CSS) at the University of Jordan, presents potential scenarios to anticipate the future of Jordan and the region, in an attempt to understand the geostrategic and political changes that have occurred or are expected to take place and their impact on Jordan in the years to come. This study, titled “Jordan’s Path in 2021: Trends and Scenarios” aims to reveal the underlying significance and future implications of major emerging internal and regional key trends. It ought to provide correct predictions for shifts in geopolitical power balance, which will help policymakers make informed and knowledgeable decisions. CSS is delighted to share the results of the January survey carried out in 2021 and wishes to thank the 174 experts who participated in it. The results include the experts’ assessment of key trends in Jordan, as well as key trends related to other countries, such as the GCC, Turkey, Israel, Iran, and Egypt. It will be interesting to monitor how the trends play out over the next few months and to assess its precautions on Jordan.

American policy in the Middle East is based on outdated assumptions. There are at least four novel elements in or impacting the Middle East that require an adjustment in strategy: North American Oil Independence: The United States no longer relies on the Middle East for its supply of energy and could choose to act without that significant tie. Rise of China: The People’s Republic of China is now a near-peer to the United States and is taking steps to protect its own interests in the Middle East. Diminishing Conventional Threats to Israel: All conceivable regional enemies are now peace signatories, wrestling with internal instability, or both. Unconventional threats continue to challenge Israel’s security, but a ground invasion is now a remote possibility. Rise of Sub-State Actors: In addition to widely recognized terror and insurgent groups, other actors, such as financial firms, technology firms, and private military firms, interact with power that rivals that of weak states. These new factors—alone and in concert—make legacy strategies at least suboptimal, if not unsuitable. Today’s Middle East exhibits very different characteristics than that of the Middle East of the past century. An acceptable and suitable strategy must incorporate these new data points.

The Israeli evidence could reveal a troubling reality wherein groups publicly defend the human rights of some people while supporting acts of terrorism targeting others. On October 19, Israel designated six Palestinian NGOs as terrorist groups affiliated with the Popular Front for the Liberation of Palestine, causing a firestorm among international civil society and human rights organizations. While such action is inherently controversial, any assessment must consider the underlying evidence, which here emerged from a series of investigations pointing to massive fraud. The effort drew on various sources, including classified intelligence, seized materials, and statements made by arrested employees. And it cast light on high-profile cases such as the August 2019 murder of Israeli teen Rina Shnerb, whose killers were employed by one of the designated groups. In this groundbreaking Policy Note, counterterrorism expert Matthew Levitt closely analyzes Israel’s NGO designations. In doing so, he validates U.S., European, and international requests for an explanation, but simultaneously cautions that the evidence—if proven even partially true—could reveal a troubling reality wherein Palestinian NGOs publicly defend the human rights of some people while supporting terrorist acts against others.

Residents of the beleaguered country desperately need electricity, but a U.S.-Arab scheme carries complications that could benefit Syria's Assad regime. The Lebanese people have endured painful reductions in electricity over the last two years, and now the lights are on for just hours a day. To address this dire situation—and counter a Hezbollah initiative to import Iranian energy products to Lebanon—the United States and its Arab partners are pursuing a complex two-part scheme, with the first involving excess Jordanian electricity and the second, although not yet public, relying on natural gas originating in Egypt and Israel. But both components would involve energy transiting Syria and potentially benefiting the Assad regime, which is under heavy U.S. and international sanctions for its wartime abuses. In this timely Policy Note—richly illustrated with maps—former U.S. State Department senior advisor and NSC director Andrew J. Tabler and his Washington Institute coauthors disentangle the current U.S.-Arab proposal, including how it might interact with the anti-Assad sanctions regime. This report explores overlaps and synergies between International Humanitarian Law (IHL) and the women, peace and security (WPS) agenda, specifically the protection and participation pillars of WPS. A summary of initial findings was presented in a policy brief of the same name in December 2020: Can the Women, Peace and Security Agenda and International Humanitarian Law Join Forces? (Policy Brief). IHL is the body of law that governs armed conflict. It is designed to protect combatants and civilians of all genders by restricting the means and methods of warfare. Although IHL has a track record of meaningfully protecting the rights of people in conflict-affected areas over the past five decades, there are notable shortcomings and blind spots in its ability to address the gendered dimensions of conflict. While the authors of the report do not advocate for the merging of these two agendas, they argue that there is potential to broaden the focus of the WPS protection pillar to ensure women and girls are safe from all forms of violence, and to use IHL to add legal force to the WPS agenda. Three case studies on the militaries of South Africa, Israel, and the United States highlight progress and challenges around WPS implementation and IHL compliance. South Africa is a case in which the military is engaged in peacekeeping operations, with frequent allegations made against it of sexual assault against civilians. The United States is a case in which women’s participation in combat roles has increased significantly in recent years, as well as one in which soldiers are deployed in nonconflict situations (such as partner military training missions and black-site prison facilities) where IHL does not formally apply. Israel has the largest rate of women’s participation of any state military in the world. These cases demonstrate persistent shortcomings but also crucial opportunities to better leverage WPS to promote IHL compliance and improve women’s protection. This research paper is the second in a series of outputs of a research program on the synergies between IHL and WPS at the Georgetown Institute of Women, Peace and Security with support from the Government of Liechtenstein.

Contemporary analysis of Eastern Mediterranean geopolitics tends to focus on the discovery of offshore hydrocarbons, and how a desire to maximize commercial profits has spurred a realignment of regional interests. There is similar emphasis on how this realignment pushed some Eastern Mediterranean states into conflict with one another over maritime boundaries and drilling rights. But while natural gas pipelines may dominate political and analytical discourse, there are other infrastructure projects that deserve attention and shed further light on the region’s evolution and Israel’s role in this transitionary period. One example to support this claim is the EuroAsia Interconnector, an ambitious infrastructure project that intends to connect the European electrical grid via undersea cable from Greece to Cyprus, and Israel. Few in Israel are familiar with the interconnector. Unlike the much-publicized EastMed pipeline, the interconnector garners little attention. Ironically, there is a greater chance that the interconnector – whose cable would run along a similar route as the EastMed pipeline – will successfully link Israel and Europe in the Eastern Mediterranean, and not the more recognizable natural gas project.

In the few months that have passed since the signing of the historical Abraham Accords, Israel and the UAE have opened embassies and exchanged ambassadors, launched direct flights between Tel Aviv and Abu Dhabi, hosted dozens of businesses, cultural and academic delegations (among them a high-ranking Emirati delegation led by the UAE ministers of finance and economy), and facilitated visits of thousands of Israeli tourists to Dubai. Universities and think tanks from both countries have established connections, and news outlets have launched different forms of cooperation. Israel, the UAE, and the US set an investment fund worth 3 billion USD (the fund is not operational yet) and banks on both sides established agreements on financial services. The scope of activity between the two countries is impressive, and it seems that in case of Israel and the UAE, the seeds of peace have fallen on fertile ground, mainly due to high level of economic development and mutual geopolitical interests and concerns, such as the Iranian threat (although both sides evaluate and treat it differently).Today, it is almost impossible to imagine that just a few years ago Israeli athletes were only allowed to compete in the UAE if they agreed to participate without their national flag or national anthem sung at the closing ceremony. Why is it that the peace between Israel and the UAE appears to be such a stark contrast from previous peace agreements that Israel has signed with other Arab countries? Several factors have facilitated the newly established relationship: the positive image of the UAE in Israel; the lack of past hostilities, casualties, and territorial demands between the two countries; the unofficial ties forged long before the official recognition; the many mutual interests that seem to be aligned together; and the right timing that allowed for this bold and important development. Will the parties be able to maintain a similar level of enthusiasm also when the honeymoon stage passes? How will the two countries deal with various regional and international challenges? This paper presents an Israeli perspective on the first months of the relationship between Israel and UAE, and looks at prospects for the near future of these relations.

Since the Islamic Revolution in 1979 and especially since the U.S. invasion of Iraq in 2003, Iran has become highly proficient in using its surrogates and proxies across the Middle East as a tool to achieve its interests while avoiding direct conflict with the United States. Successive U.S. presidents have sought options for pushing back against this Iranian strategy but have struggled to find approaches that could deter Iran’s actions or degrade its capabilities. In most cases U.S. administrations have been hesitant to respond at all, for fear of starting a larger conflict. The recent killing of Qassim Soleimani represents the opposite problem, in which the United States and Iran came unnecessarily close to a much larger war. In contrast, Israel’s “campaign between the wars” (the Hebrew acronym is mabam) against Iran and Iranian-backed groups in Syria has been one of the most successful military efforts to push back against Iran in the “gray zone.” Since the start of the Syrian civil war in 2011, and especially since early 2017, Israel has conducted more than 200 airstrikes inside Syria against more than 1,000 targets linked to Iran and it’s Islamic Revolutionary Guard Corps Quds Force (IRGCQF), and against IRGC-QF backed groups such as the Lebanese Hezbollah. This campaign has slowed Iran’s military buildup in Syria while avoiding a broader regional conflagration that would have been damaging to Israel’s interests.1 This study examines Israel’s mabam campaign and asks what lessons the United States can draw and how they may be applied to future U.S. actions in gray zone conflicts, both against Iran and more broadly.

Since he came to power in 2009, Israel’s Prime Minister Benjamin Netanyahu has not made Israeli-African relations a priority in his foreign policy. After they broke off diplomatic relations with Israel following the Yom Kippur War in 1973, most African states – besides Malawi, South Africa (apart from between 1975 and 1979), Swaziland and Lesotho – finally resumed relations with the Jewish state during the 1980s and 1990s and more recently for some others. The resumption of diplomatic ties was gradual, as peace efforts were initiated regarding Palestine. Israel now enjoys diplomatic relations with more than 40 sub-Saharan African states, but only has 12 embassies throughout the entire continent, including in Cairo. The last ones to be opened were in Kigali (Rwanda) in 2019 and Accra (Ghana) in 2011. The Israeli government today views Africa either as a longstanding sphere of influence (Ethiopia, Eritrea, Cameroon, Ghana, Côte d’Ivoire, Uganda and for the last two decades Rwanda) that needs to be strengthened, or as a new sphere of influence to be developed (the Sahel countries, central Africa, etc.) These relations operate through various conventional channels, including some that have been significantly weakened by Benjamin Netanyahu when he was Israeli prime minister between 1996 and 1999 and since 2009. This is particularly true for the Ministry of Foreign Affairs and its counterpart, Mashav, responsible for development cooperation. However, the security and intelligence sectors (Mossad), controlled by the Prime Minister’s Office, are strong drivers of Israeli foreign policy, hence Benjamin Netanyahu’s dominance over foreign affairs in general, and Africa in particular. The objective of this paper is to explain how political, economic and security relationships between Africa and Israel have developed in practice during the decade 2009-2020. The aim here is to go beyond a mere account of the history of these relationships. Since 2009, Prime Minister Benjamin Netanyahu – still in power at the time of writing – has frequently talked about his country’s return to the African stage, without necessarily providing his government with the financial resources to achieve this.

There is probably no more understated event in the history of the Arab-Israeli conflict than the San Remo Conference of April 1920. Convened for a mere week as part of the post-WWI peace conferences that created a new international order on the basis of indigenous self-rule and national self-determination, the San Remo conference appointed Britain as mandatory for Palestine with the specific task of “putting into effect the declaration originally made on November 2, 1917, by the British Government [i.e., the Balfour Declaration], and adopted by the other Allied Powers, in favour of the establishment in Palestine of a national home for the Jewish people, it being clearly understood that nothing shall be done which may prejudice the civil and religious rights of existing non-Jewish communities in Palestine, or the rights and political status enjoyed by Jews in any other country.” This mandate was then ratified on July 24, 1922 by the Council of the League of Nations—the postwar world organization and the UN’s predecessor. The importance of the Palestine mandate cannot be overstated. Though falling short of the proposed Zionist formula that “Palestine should be reconstituted as the national home of the Jewish people,” it signified an unqualified recognition by the official representative of the will of the international community of the Jews as a national group—rather than a purely religious community—and acknowledgement of “the historical connection of the Jewish people with Palestine” as “the grounds for reconstituting their national home in the country.” It is a historical tragedy therefore that 100 years after this momentous event, the Palestinian leadership and its international champions remain entrenched in the rejection not only of the millenarian Jewish attachment to Palestine but of the very existence of a Jewish People (and by implication its right to statehood). Rather than keep trying to turn the clock backward at the certain cost of prolonging their people’s statelessness and suffering, it is time for this leadership to shed its century-long recalcitrance and opt for peace and reconciliation with their Israeli neighbors. And what can be a more auspicious timing for this process than the 100th anniversary of the San Remo Conference?

On 12 November 2019, the Court of Justice of the EU (CJEU) issued a judgment on products from Jewish settlements in the Israeli-occupied West Bank and Golan Heights. It states that EU members are required to ensure that the origin is properly marked. The implementation of this requirement may cause disputes in the EU because of differences in Member States’ policies towards Israel. Tensions in relations with the U.S. are also possible, especially in the context of that country’s recent change in policy favouring the Israeli position on settlements. Hence, it is advisable for the EU to develop a uniform policy regarding imports and labelling of products from all occupied territories.

This allowed lifting the restrictions and restarting the economy at the end of April. Almost fourteen years since the 2006 war, Hezbollah and Israel seem to be drifting closer to war than at any time in the last decade. Even as Lebanon and Israel grapple with the COVID-19 pandemic, neither the Israeli military nor Lebanon’s Iran-backed Hezbollah are allowing the disease to distract from their long-running enmity. With the military buildup on both sides, the mutual destruction would be far reaching. Given the risks at hand, the Atlantic Council has released a new report, “Counting the Cost: Avoiding Another War between Israel and Hezbollah,” authored by Nicholas Blanford, a Beirut-based nonresident senior fellow in the Atlantic Council’s Middle East programs, and Brig. Gen. (Res.) Assaf Orion, senior research fellow at the Institute for National Security Studies in Tel Aviv. The authors examine the current force posture of the Israel Defense Forces and Hezbollah, identify potential triggers that could lead to a war, analyze how the next war would be fought by both sides, and offer recommendations to at least maintain the current relative calm and avoid a conflict that could cost thousands of lives and bring unprecedented ruin to both Lebanon and Israel.

The elections conveyed a message: The Arab public refuses to be a problem in Israeli society, and strives to return to normalcy. The 1990s were engraved in the memory of the Arab public as a promising period for their rights, but today the tables have been turned. The establishment doubts the ability of Arab Knesset members to represent their constituents and doubts their allegiance to the state. Many in the Arab public understand that the enshrining national-Zionist identity of the state is directed against them. The delegitimization of the Arab minority and its elected representatives reached its peak in the recent elections. The slogan "Bibi or Tibi" is an expression of incitement and racism that should be denounced. The "deal of the century" plan, and in particular its intention to annex the Triangle Region to a Palestinian state, actually contributed to raising the turnout rate on the Arab street. The 15 seats won by the Joint List restored the belief to Arab citizens that change is possible.

The achievement of the Joint List in the elections was made possible by the maturity of its constituents, the presentation of clear vision and objectives, the management of prudent media campaigns, the cumulative experience of parliamentary activity, and the response of Arab citizens to racist statements against them by Jewish politicians. The election of four Arab women for the Knesset on behalf of the Joint List breaks the glass ceiling for the political representation of women in Arab society. Arab women have high electoral potential and can reduce the gender gap between them and men. In the current political configuration in Israel, the Joint List has a significant political power and can no longer be ignored. However, unity has its price as the unique space of each constituent party is shrinking.

96% of the businesses in Arab society are small and miniature businesses, most of which are not defined as "essential enterprises". As a result, they were shut down during part of the Corona crisis. The model of distance working and working from home is not common in Arab society. Only a miniscule proportion of Arab businesses have the potential to operate in this mode and as a result the Corona crisis took a heavy toll on businesses in Arab society. The government made state-guaranteed loans available to small and medium-sized businesses; however, the conditions for eligibility were difficult to fulfil for Arab-owned businesses. Most of the loan applications were rejected, and businesses that managed to meet the conditions were awarded much smaller loans than they had requested. Their financial distress has led many business owners to take out gray market loans at exorbitant interest rates. It is recommended that an interministerial forum be created with representatives of the Ministry of Internal Security, the Ministry of Welfare and the Ministry of Economy in cooperation with the Committee of Arab Mayors, with the goal of keeping Arab business owners from entering a vicious circle of crime and violence as a result of the debt they have been forced to take on. Arab business owners need to become organized, whether at the national or local level.

In recent years, social and cultural processes in Bedouin society in the Negev have had an effect on the social fabric and the status of women. The first generation of Bedouin women grew up in the nomadic period and were born before the establishment of the State. They are characterized by strong self-confidence based on their social, family and personal status. The second generation of women grew up during the urbanization period and they experienced the difficulties of transitioning from a nomadic way of life to life in a permanent settlement. They feel confused and angry about the transition process; nonetheless, they occupy key positions in Bedouin society and serve as the bridging generation between the past and the present. The third generation of women are divided between obeying their inner voices and obeying the collective social will. The women of this generation are in the midst of a transition process that is still ongoing. Bedouin society is flourishing and developing, as reflected in its integration within higher education and the labor market. In contrast, the advancement of women faces the barrier of traditional male domination. Although there is a small handful of men in Bedouin society who yearn for change and gender equality, they are torn between traditional masculinity – which calls for the man to be dominant – and modern masculinity.

Established in January 2019, the Eastern Mediterranean Gas Forum (EMGF) is the most significant multinational organization in a geopolitical space often associated with conflict and competition. Currently comprised of Egypt, Greece, Cyprus, Israel, Italy, Jordan, Greece, Italy and the Palestinian Authority, the forum’s purpose to advance opportunities for energy development and cooperation between Eastern Mediterranean states in order to maximize the commercial potential of the region’s hydrocarbon reserves. This paper analyzes the diplomatic processes that resulted in the EMGF’s formation, the current challenges the forum faces, and Israel’s capacity to shape this nascent body’s future. If the forum hopes to grow in the postcoronavirus era, then it must commit to seeking pathways towards economic cooperation, enhancing its scope to include renewable energy, while also prioritizing conflict resolution and the establishment of a new maritime order.

This article reviews the changed attitudes of Arab states (especially the “core” states of the Middle East) toward the Jews from the turn of the millennium to the present. It places these changes in a broad diplomatic context, which also relates to improved ties between Israel and Middle Eastern states and these states’ strengthening alliance with the US. The article presents the difficulties of Arab regimes and societies in differentiating between Jews and Israel, briefly describes widespread manifestations of anti-Semitism in the second half of the 20th century in Arab culture and media, and reviews the changing geopolitics and awareness in Arab states that have affected the development of interfaith discourse between Jews and Muslims. The article argues that a significant turnaround has occurred over the past two decades in the attitude of Arab regimes toward the Jews by virtue of the geopolitical changes in the Middle East and a desire to project enlightenment and modernity to the West. The resulting increased Jewish-Muslim dialogue could imbue future Israeli-Palestinian negotiations with an added dimension and contribute to their success.

This paper provides an historic overview of Israel's relationship with the Arab world followed by an in-depth review of cooperation between Arab states and Israel on solving and managing the conflict between Israel and the Palestinians. The Palestinian issue served to enable and limit relations between Israel and Arab states along the years. Reviving Palestinian-Israeli negotiations and improving the status of the Palestinians have been the central tenants of cooperation between Israel and Arab states. The Palestinian issue serves as a legitimizing factor for Israeli-Arab cooperation, and the occupation remains an obstacle to accomplishing regional stability. The Abraham Accords may intensify Israeli-Arab cooperation on the Palestinian issue, thus making the quest for a peaceful resolution to the Palestinian issue more central to Israel's regional foreign policies.

Cooperation can yield stability, continued development and strengthened ties between states. Broad, fruitful Israeli cooperation with Arab states will open many economic, security, intelligence, energy, tourism, and medical opportunities, with the potential for more to come. Therefore, this goal must be identified and pursued. This paper is intended to enrich the theoretical and practical knowledge of Israel’s regional cooperation and provide background for understanding and assessing the variety of existing practices that Israel employs, on the governmental level, to advance regional cooperation and implement it. The paper details the various Israeli ministries and agencies tasked with managing and developing cooperation with Arab states, the division of responsibility among them and the practices they employ. It also identifies current opportunities and characterizes the challenges hampering and delaying potential cooperation.

Abstract:
Civilian cooperation between Israel and Arab states takes place on various levels and in different fields despite the ongoing Israeli-Palestinian conflict that often prevents and always challenges the establishment of full, normal relations between the citizens of Israel and the region. This paper is intended to serve anyone seeking to promote Israel-Arab normalization, peace and cooperation, by spotlighting the wide array of existing civilian relations and trying to learn from experience for the sake of expanding future cooperation. Learning from experience is important both in order to efficiently and effectively advance regional cooperation toward peace, and also to advance existing cooperation, especially given its potential for offering better conditions for a political-diplomatic process. The potential for regional cooperation does not rely only on formal diplomatic, security and economic agreements between states, but also on ties between civilians. That is especially true for the desire to advance normalization as reflected in relations on the civil society level and the public legitimization of relations in a wide variety of fields. This paper analyzes civilian cooperation practices between Israelis and residents of states in the Middle East and North Africa, in the environment, sports, tourism, science, religion and heritage, culture and humanitarian aid.

Abstract:
Authorized small arms imports to South-east Asia were worth at least USD 443 million in 2016, a 48 per cent increase from 2015, as revealed by the Small Arms Survey’s Trade Update 2019: Transfers, Transparency, and South-east Asia Spotlight. This increase, combined with the diversification in their small arms trading partners, highlights the region’s growing significance for international small arms flows. The increased value of imports for South-east Asia mirrors the growth in the value of the global small arms trade, which was worth USD 6.5 billion in 2016—a 13 per cent increase compared to 2015 and the highest ever since the Small Arms Survey began collecting trade data in 2001. Almost 90 per cent of the USD 751 million global increase can be attributed to the world’s top tier of small arms exporters—most notably from Austria, Croatia, and Germany. The Small Arms Survey’s Trade Update features the 2019 edition of the Small Arms Trade Transparency Barometer—which scores the transparency of top and major exporters’ reporting on arms trade activities out of a maximum 25 points. The 2019 Barometer identifies Switzerland as the most transparent small arms exporter with 21.25 points for activities carried out in 2016, followed by Germany and the Netherlands with 19.5 points each, and Serbia and the United Kingdom with 18.25 points each. The least transparent major exporters were North Korea and Iran with zero points, Saudi Arabia with 0.5 points, and Israel with 1.25 points.

Israel’s presumptive nuclear deterrence posture depends upon several separate but intersecting factors. Most important, of course, are the country’s weapons, infrastructures, and missile defense capabilities. Less conspicuously urgent, but still important, are the principal defining structures of world politics. These include (as ever) the fundamentally anarchic system created after the 1648 Peace of Westphalia (“The State System”) and the more transient or temporary US-Russian rivalry. This essay casts attention on the latter set of factors, or “Cold War II.” Israel’s strategists should pay close attention to this critical expression of geopolitical “context.”

On core matters of peace and security, two closely interrelated questions must be asked: 1. What precisely does Donald Trump have in mind regarding any potential armed conflict with Iran? 2. What might such a possibility portend for Israel, a US ally? Answers to these questions must extend beyond narrowly partisan simplifications. They should be nuanced and subtly overlapping. At a minimum, once a shooting war were underway, the Israeli armed forces (IDF) could become involved, possibly to a substantial degree. In a worst case scenario, clashes would involve unconventional weapons and directly affect Israel’s civilian population. The worst of the worst could involve nuclear ordnance.

For decades, western armies have been working on developing a land-combat vehicle that would address the changing nature of warfare — notably fighting in densely populated urban and rural terrains — and new operational threats like mines, side bombs, and short-range rockets for purposes of ambush. But attempts to circumvent the use of expensive heavy armor by harnessing advanced sensory-fire and mobility technologies to neutralize potential threats before their actualization has been far from successful, leaving ground forces vulnerable and exposed. Development of a new land-combat vehicle will thus necessitate a highly inventive engineering and technological approach that slashes costs and weight of protective armor without compromising its effectiveness.

This report is the culmination of a two-year project sponsored by the Nonproliferation Policy Education Center, which engaged more than 50 senior, retired and serving policymakers, intelligence officers, and top academic national security analysts. Its findings are based on hours of group discussions and private conversations that helped develop new primary histories of eight nuclear proliferation cases: India, Pakistan, Israel, Taiwan, South Korea, Libya, and an Argentine and a separate South African nuclear rocket case. Each history was prepared by an academic historian and was based on open sources. Former officials who had direct roles in these cases then critiqued these accounts. Additional private interviews were conducted with participants to fill in historical gaps. The purpose of the case studies was to identify when and how intelligence shaped or prompted nonproliferation policy actions and, if it did not, why. This set of historical conclusions prompted a more general discussion of how policy and intelligence officials might improve their collaboration to prevent and curb further nuclear proliferation and how academics might contribute by enhancing their treatment of such issues. The project addressed three broad, related questions: How can the role of intelligencein the making of nonproliferation policy be improved? How can the nonproliferation agenda get the priority it deserves? How can the nonproliferation community be sustained and strengthened?

On 25 March 2019, U.S. president Donald Trump signed a proclamation recognizing the occupied Golan Heights as part of Israel. The Golan Heights proclamation, which endorses Israel’s annexation of the territory captured from Syria in the 1967 war, was issued two weeks before the Israeli general election in a photo-op with Prime Minister Benjamin Netanyahu at the White House. Undermining internationally agreed-upon norms prohibiting states from recognizing the annexation of territory by force, the proclamation could have detrimental consequences for the international legal order, providing a precedent for other states to take steps to annex territory they claim is necessary for their defense.

83. BDS Supression Attempts in Germany Backfire

German organizations are among the last Palestine solidarity groups in Europe to have embraced the call for Boycott, Divestment and Sanctions (BDS), launched in 2005. Pro-Israel German groups have been quick to respond with aggressive rhetoric equating a BDS-favorable stance with Nazism. The vilification of the movement has had the unintended consequence of inserting BDS into German politics, both at federal and local levels. Select case studies show that the BDS debate in Germany has developed somewhat differently than in other European countries, and that religious discourse is significant in shaping attitudes to Israel and Palestine. While the Palestine solidarity movement tends to single out the “Anti-Germans”—a pro-Israel formation that grew out of the Left after the reunification of Germany—as the major culprit, it is in fact conservative Christian, mostly Evangelical, organizations that are largely responsible for discouraging BDS activism.

This has a harmful effect on its position in the world, on the role of its Ministry of Foreign Affairs in decision making processes, and on the conduct of Israel’s diplomacy. Israeli foreign policy is subordinated to the security establishment and focuses on public diplomacy (hasbara) efforts, rather than advancing diplomatic processes that would enable Israel a fresh start among the nations, regional belonging, and a future of peace, security and prosperity. The Mitvim Institute is working to change that. A multi-disciplinary Mitvim task-team formulated guiding principles for a new Israeli foreign policy paradigm - a pro-peace, multi-regional, outward looking, modern and inclusive foreign policy. After an Iranian drone entered Israeli airspace 10 February 2018, Israel responded by striking Iranian and Syrian targets in southern Syria. Anti-aircraft fire led to the downing of an Israeli F-16 warplane. This was the first direct confrontation between Israel and Iran in Syria, and it has prompted concern over further military escalation along the Israeli-Syrian border. In order to prevent such an escalation, Israel cannot rely only on security means. It should also make effective use of diplomacy: to identify clear and feasible policy goals regarding Syria, to foster alliances with countries that can help advance these goals, and to mobilize these countries into constructive action. How a class assignment led to MAAS alum Dan Walsh’s lifelong passion for preserving Palestine’s visual heritage. When Dan Walsh (MAAS ’11) was serving as a Peace Corps volunteer in Marrakesh in the early 1970s, his language tutor encouraged him to practice his budding Arabic and Moroccan Darija skills by translating the posters that papered the buildings around town. Walsh, now the curator of the world’s largest collection of posters on Palestine, remembers how grateful he was for the break from verb conjugations but says he never could have imagined how that assignment would change the course of his career. He credits his hours spent walking the streets of Marrakech and Rabat reading posters—Arabic dictionary in hand—with not only improving his language skills, but also igniting what has become one of his life’s passions.

Abstract:
The Israeli and Palestinian communities are growing ever closer physically while remaining separated politically. Any solution must adequately address the needs of both sides. This report attempts to look at actualities and trends with a fresh and analytical eye. At first glance, the two halves of this report contain two very different views of a resolution to the Israeli-Palestinian conflict: one presents the case for a two-state solution, the other suggests that it is time to look at the idea of a single state with all its variations. But the two halves do not differ on the facts of the current situation. Nor do they differ much on the trajectory. The same facts can be used to support two different conclusions: Do we need new ideas or new determination and political will behind previous ones? The two chapters also highlight an important political reality: any solution must adequately address the needs of both sides. Imposed solutions will not work. The section authored by the Baker Institute does not deny that a one-state reality is emerging and the two-state solution is in trouble, but it argues that the two-state solution should not be abandoned as it provides the most coherent framework for a democratic Israeli state living in peace and security next to an independent and sovereign Palestinian state. Carnegie’s section recognizes that a one-state reality is emerging, whether desirable or not, and calls for scrutinizing solutions that take this reality into account instead of wishing it away. At a time when ideas to solve the conflict are being speculated about without much context, this report attempts to objectively analyze and present the two major options for a negotiated peace between the Israelis and the Palestinians and to explain the consequences of both for the parties involved and the international community. It is our hope that it will serve as not only a reminder of past efforts but also an incubator for future ones.

Although Jews make up just 2 percent of the United States population, they have exercised a disproportionate influence on the relationship between the United States and Israel. The strength of the U.S.-Israeli alliance is driven by numerous strategic, political, cultural, and economic factors, but American Jews have played a key role in the promotion and defense of the U.S.-Israel alliance in large part through the work of the pro-Israel lobby (represented by powerful groups like the American Israel Public Affairs Committee). Today, however, American Jewish political support for Israel can no longer be taken for granted, as growing numbers of American Jews become increasingly critical of Israel. In contrast to the old attitude of “Israel, Right or Wrong,” more and more American Jews, especially younger ones, are challenging the Israeli government’s policies and actions, particularly those concerning Palestinians. In short, the age of unconditional American Jewish support for Israel is over.

Due to developments in the international diplomatic arena, as well as the information revolution, foreign relations are no longer the sole purview of government officials. Increasingly, civil society organizations, businesses and private entrepreneurs are playing a pivotal role in international relations among states. Nevertheless, Israeli foreign policy is still considered the exclusive domain of experts. Indeed, significant sub-groups of the population – women, Palestinian citizens of Israel, ultra-Orthodox Jews, new immigrants and residents of the country's geographic periphery – do not participate meaningfully in the Israeli public debate concerning foreign affairs, let alone the corresponding decision- making process.

Israelis see high importance in advancing cooperation with Egypt, while cooperation with the Palestinian Authority is of low priority. This is the main finding from a public opinion poll conducted for the Mitvim Institute on July 13, 2016 by the Rafi Smith Institute and in cooperation with the Friedrich-Ebert-Stiftung. It sampled 500 men and women, as a representative sample of the Israeli adult population (aged 18 and older, from both the Jewish and Arab sectors).

Kellyanne Conway, President-elect Donald Trump’s campaign manager, has stated that relocating the US Embassy from Tel Aviv to Jerusalem is a “a big priority” for the incoming administration. She added: “It is something that our friend in Israel, a great friend in the Middle East, would appreciate and something that a lot of Jewish-Americans have expressed their preference for." Meanwhile, in a passage that has since been removed from the online article, the Times of Israel has reported that the Trump transition team “has begun exploring the logistics of moving the US Embassy from Tel Aviv, and checking into sites for its intended new location,” adding that the site being considered was formerly the location of the Allenby Barracks,the site of the British army's Jerusalem garrison during the Mandate.

Today, the creation of a Palestinian state appears to be a distant possibility: the international community rejected to manage the issue, and the leadership in these territories weakened because of its divisions, revealing their inability to advance. Both the political and the territorial partition between the Gaza strip, governed by the Hamas and the West Bank, under Palestinian authority in line with Fatah, reveal a profound crisis that questions the very contours of Palestinian politics. It also shows that Hamas’ integration in the political game made it impossible to pursue the security subcontacting system. Maintaining the system avoids reconstructing the Palestinian political community, and makes it difficult to develop a strategy that moves towards sovereignty. Since October 2015, the popular and pacific resistance project has been shelved by the return of the violence against Israeli civilians. The Palestinian leadership counts on internationalization of the cause, which has shown mediocre results. Will the replacement of Mahmoud Abbas by his competitors permit to leave the rut?
