1. Protests in Iran in comparative perspective: A revolutionary state in trouble

Successive protests in 2009, 2019 and 2022 have poignantly laid bare the much reduced social and political legitimacy of Iran’s ruling elites. Reform-from-within is no longer viewed as credible. Even former pro-reform leaders like Mousavi have abandoned hope and call for regime change. While further protests are inevitable, it is nevertheless unlikely that they will produce a revolution that overthrows the regime in the short-term, as long as their national organisation and leadership remain weak, Iran’s ruling elites cohesive, security forces loyal, and the administration continues to function. The country has witnessed hundreds of protests every year for the past few years, in addition to those of 2009, 2019 and 2022, but calls for fundamental change continue to go unheeded. The hope of the ruling elite is that the mix of repression and Iran’s dire economic situation will prevent protests from recurring. At best, quasi-reforms will provide some band-aids. In both scenarios, the Islamic Republic of Iran is no more in the sense that it lacks legitimacy among large segments of the population. It has also shed the elements of republican governance it used to have. And yet it lives on because it remains a capable state with a fairly cohesive ruling elite and ample coercive power. Iran is on course to become a classic one-party authoritarian regime, which may shed some of its religious orientations once its Supreme Leader leaves office for reasons of age. It remains to be seen how sustainable this will be given the crescendo of protests.

2. Strength in Unity: A Sustainable US-Led Regional Security Construct in the Middle East

China and Russia are exploiting US indifference toward the Middle East and efforts to integrate Iran into the region, threatening regional stability, Israel’s security, and global markets. The convergence of threats encompasses an Iranian nuclear threshold state controlling a constellation of terrorist groups, resurgent non-state terrorist groups including ISIS and al-Qaeda, and Russian and Chinese exploitation of receding American presence. We are reaching an inflection point at which the United States risks the irrevocable loss of a favorable balance of both trade and forces, resulting in instability that will threaten our vital interests and the global economy. This constitutes an unprecedented range of challenges beyond our capacity, and the capacity of our partners and allies, to address threats to global energy and trade as we struggle to recover from a global pandemic. We have not faced a similar period of risk in the Middle East since the turmoil following the Iranian Revolution, Soviet invasion of Afghanistan, and storming of the Grand Mosque in 1979. The US shares vital national security interests with longtime partners in the region and, as a result, they prefer US leadership in both the economic and security domains. A sustainable US-led regional security construct in the Middle East that includes effective partners based on convergent interests is the most efficient way to address the unacceptable risk, which results from the disconnect between the vital national interests of the US and its partners and the resources both have committed. A constellation of mutually beneficial trade relationships providing both the resources and rationale for a regional security construct would strengthen such an arrangement.1 Establishing a US-led enduring regional security architecture comprised of more capable partners and allies is the most effective way for the United States to safeguard our vital national security interests in the Middle East. This architecture would provide five key benefits: Secure our vital interests. The US and global economies depend on the uninterrupted flow of energy from and trade through the Middle East, which remains a vital national security interest. Compete with China. China depends on the Middle East for energy to sustain its economy and military. Beijing is exploiting the vacuum created by US indifference to securing the Middle East. Manage risk and uncertainty. Threats in the region are approaching a quantitative military advantage over America’s partners, which creates unacceptable risk to US interests. Leverage our relationships. We retain advantages in the long-term diplomatic, economic, and security relationships that we have derived from convergent interests with partners. Build on a sound foundation. Historic efforts to build collective security constructs, many of which have occurred within the Middle East, provide valuable lessons.

3. Disarming the Bomb: Distilling the Drivers and Disincentives for Iran's Nuclear Program

Negotiations to return to the Joint Comprehensive Plan of Action (JCPOA), known commonly as the Iran nuclear deal, reached an impasse this past year. Further, Iran made parallel decisions to brutally crack down on a nationwide protest movement and to inject itself into the conflict in Ukraine by furnishing Russia with weapons. These decisions may have rendered the impasse insurmountable. U.S. President Joe Biden has not retreated from the U.S. policy that it will never allow Iran to obtain a nuclear weapon. However, Iran’s maximalist demands at the negotiating table, along with its domestic and foreign activities, have made it politically impossible for the United States and Europe to pursue further negotiation. Further complicating the situation and perhaps rendering the JCPOA increasingly obsolete, critical provisions of the original deal will expire in 2025 and 2030.1 The United States and the international community must consider how to constrain Iran’s pursuit of a nuclear deterrent in a post-JCPOA world, in which Iran has never been closer to achieving a bomb. The CNAS Middle East Security Program designed and ran a scenario exercise in October 2022 to identify key factors that might accelerate or decelerate Iran’s nuclear program in 2024. Additionally, the exercise explored how Iran, the United States, Israel, and the Gulf nations could prioritize their own national security objectives with respect to Iran’s nuclear program, along with the potential actions each might take to accomplish those objectives. The exercise examined two scenarios. Scenario 1 explored key countries’ policy actions and perspectives if the United States and Iran failed to reenter the JCPOA. Scenario 2 explored key countries’ policy actions and perspectives if the United States and Iran successfully renegotiated a return to compliance with the JCPOA and faced the imminent expiration of elements of the deal. Overall observations from the exercise suggest that Iran’s leadership’s primary concern is self-preservation. Pursuing a nuclear program is secondary and ultimately serves to advance the primary objective (self-preservation). U.S. policymakers face many challenges in rallying partners against Iran while prioritizing a negotiated approach to curtail Iran’s nuclear program.

The news about the imminent revival of the nuclear deal between the United States and Iran is heightening concerns, especially across the Middle East. The deal would involve the lifting of economic sanctions, resulting in Iran enjoying a significant flow of income. This analysis attempts to address two important questions: First, free of the U.S. sanctions, will Iran indeed decide to increase its regional influence by funding its regional militias? And second, how will Iran’s strategic direction and regional politics change in the near future? This analysis reveals that the geostrategic threats currently facing Iran as a result of its adopted hostile regional policy outweigh the gains from continuing in its current trajectory. In general, despite the long history of conflict, dispute, and mistrust, the region seems to be gearing toward an era of de-escalation. For the Islamic Revolutionary Guard Corps (IRGC) to justify its continued presence, there is a need for its involvement in continuous conflicts, especially since it currently controls more than two-thirds of the Iranian economy. However, this buckling economy itself is now in dire need of renewal and revival to continue Iran’s ability to prop up the regime and all its components.

5. The Russian-Iran Partnership in a Multipolar World

The strengthening of the partnership between Russia and Iran depends on overlapping security interests; bilaterally, regionally and on the world stage. Tehran has pursued a regional policy program that is largely in line with Russia’s interests, whether these relate to Syria (from 2011), the Caucasus, Central Asia, or Afghanistan (since 1991). This security dimension was already one of the foundations of the bilateral relationship in the post-Cold War-period. It has now appeared in regional dealings between Tehran and Moscow. In addition, the decline of US international predominance, which has been apparent since the 2000s, has allowed Russia and Iran to develop a shared ideological discourse in opposition to “Western values”. Beyond this shared ideological basis, Tehran has developed a true “Realpolitik” whereby it relies on Russian foreign policy to relieve US pressure on Iran that is aimed at regime change or, at the very least, a change in the behavior of the Islamic Republic. In other words, in seeking to preserve intact the main ideological tenets of its regime, Tehran has added a new dimension to its relationship with Moscow. Since 1991, this relationship has become a matter of survival for a regime that faces both popular opposition at home and external pressure from Washington: pressure that increased during the Trump administration of 2017-2021.

6. Seven Myths about the Iran Nuclear Deal

In 2015, President Barack Obama worked with three European powers, the European Union, Iran, China, and Russia to conclude the Iran nuclear deal, officially known as the Joint Comprehensive Plan of Action (JCPOA). In 2018, President Donald Trump formally withdrew the United States from the deal. Instituting his policy of “maximum pressure,” Trump imposed crippling economic sanctions that punished Iran not just for its ongoing nuclear weapons program but also for, among other things, its regional aggression and support for terrorism worldwide. Earlier in 2018, Israeli agents conducted a dramatic operation in Tehran, breaking into a secret warehouse and capturing a trove of Iranian nuclear files. These documents revealed a more advanced and comprehensive nuclear weapons program than had been previously known. The nuclear archive also showed Iranian officials’ plan for concealing nuclear weapons efforts under the guise of civilian research and development, and how Iranian officials systematically deceived the International Atomic Energy Agency (IAEA). As a signatory to the Non-Proliferation Treaty (NPT), Iran is required to cooperate with IAEA inspectors to verify the peaceful nature of its program. After the Israelis shared the nuclear archive with the IAEA, its inspectors found traces of uranium at several undeclared sites. Despite being obligated to do so, Tehran has refused to explain the presence of the uranium or reveal its current location. Iran’s requirements under the NPT are wholly separate from the JCPOA, but Tehran is using the Biden administration’s profound desire to return to the nuclear deal to bring political pressure on the IAEA to close the book on Iran’s violations. A fair-minded observer of Iran’s relations with the IAEA cannot but conclude that Tehran has never wavered from its intention to build a nuclear weapons capability and that its publicly declared “civilian” nuclear activities are an effort to hide its nuclear bomb program in plain sight. From the very inception of the JCPOA, however, the deal’s supporters have spun myths that disguise these self-evident truths. After Trump left the deal, those same supporters continued to recite the old myths while adding some new ones about the purported comparative advantage of the JCPOA over maximum pressure. As President Biden prepares to bring the United States back into the JCPOA, and as the public, the press, and Congress consider the deal's terms, we identify the seven most pernicious myths and explain the reality that they seek to conceal.

The death of Mahsa Amini in the custody of Iran’s so-called morality police sparked protests that continue to spread across the country, posing the most serious challenge to Tehran’s theocratic dictatorship in years. The demonstrations have focused on opposing the compulsory wearing of the hijab, but Iranians are also venting anger at a regime that has lost legitimacy after decades of political repression, economic mismanagement, and systemic corruption. Policymakers in the United States are rightly focused on constraining Iran’s nuclear program and state sponsorship of terrorism. Sanctions and other measures targeting the regime’s illicit financial networks tend to reflect these urgent priorities. But Iran’s theocratic regime is also a sprawling, deeply entrenched kleptocracy against which the US should apply more pressure. This brief examines the prevailing forms of corruption within Iran, the implications for US policy, and how the US can intensify efforts to expose and target the regime’s kleptocracy.

8. Risk and Responsibility: Managing Future Iranian Weapons of Mass Destruction Threats

Washington is reimagining its global role, leading the U.S. Department of Defense (DoD) to make difficult choices about priorities, resources, and risk to better address the long-term “pacing challenge” posed by China. To do so, the United States plans to accept risks in the Middle East and against future Iran threats. Iran’s possession and potential use of weapons of mass destruction (WMDs)—specifically, its nuclear program, chemical weapons, and biological agents—pose the greatest threat to U.S. interests and Washington’s ability to accept risk in the region. But how Iran might leverage WMDs to threaten U.S. interests and upend Washington’s plans to make trade-offs in global responsibilities is unclear, while the risks of failing to address these challenges remain high. As a result, the DoD and its component organizations, such as the Defense Threat Reduction Agency (DTRA), must enhance their understanding of the threat posed by Iran’s nuclear, chemical, and biological capabilities and the escalation dynamics surrounding Iranian WMDs during crisis and conflict. By doing so, the United States can better accept risk in the Middle East and revise its global priorities while still protecting core U.S. interests. To improve the DoD’s understanding of future Iranian WMD-related threats and escalation dynamics, the Gaming Lab at the Center for a New American Security (CNAS) conducted a series of three virtual strategic-operational tabletop exercises (TTXs) exploring future Iranian nuclear, chemical, and biological weapons use. The TTXs indicated that even if Iran acquires a nuclear weapon, the likelihood the regime will use it is low. Instead, the regime may be more likely to use chemical and biological weapons to escalate conflict. Moreover, there are significant asymmetries between American and Iranian views of conflict timelines, escalation redlines, and risk tolerance, all of which make it difficult to offer and signal credible ways to de-escalate a crisis. Differences between Washington’s risk acceptance and that of its regional partners—Israel, in particular—further complicate U.S.-Iran interactions. The TTXs aimed to enable the United States to identify where and how it might mitigate the risk it must accept to better marshal resources in support of the department’s strategic guidance. Accepting greater risk against Iran and in the Middle East more broadly means shifting U.S. strategic priorities in the region. This shift has the potential to unsettle allies and partners, and may possibly embolden Iran in the near term, but such tough choices must be made if the United States wishes to prioritize other long-term threats that may be of greater impact to U.S. security, such as China.

At a time when power dynamics in the Middle East region are in flux due to the shifting circumstances of the Islamic State, the drawdown of U.S. troops in the region, and the intensification of Iranian-backed attacks on U.S. and Saudi Arabian targets in the region, an historical look at the support Iran and Lebanese Hezbollah (LH) provided to proxies during the Syrian civil war may yield insights into Iran’s past and present playbook not only in Syria but potentially other contexts. The civil war in Syria was a unique catalyst that intensified Iranian economic, political, and religious activity in the country, which was ongoing since the 1980s. During the conflict, Iran demonstrated the ability to exert influence tactically while also building a religious and social support base in Syrian society. Iran achieved these goals, in part, through raising and supporting various non-state militant groups in Syria. Drawing on open sources and interviews with subject matter experts, this report investigates the nature of Iranian and LH support to proxies operating in Syria from 2011 to 2019. While the nature of Iran’s proxy network is dynamic, it is useful to investigate the network at its peak years to understand existing and potential future structures and capabilities for Iranian external operations. This report investigates support from Iranian actors—inclusive of the IRGC and its various components, notably the Quds Force (IRGC-QF), as well as the Iranian government more generally—and LH through the lens of kinetic (e.g., joint attacks between the militias and Iranian actors and/or LH, personnel placed with militias, and training and weapons provided to militias) and non-kinetic assistance (e.g., funding, logistical support, recruitment and social service assistance, and meetings between Iranian actors and/or LH and militias). Looking at these two categories of support provides a more holistic snapshot of Iranian influence and capacity-building with proxies in Syria. The report’s findings indicate a pattern of support on the part of Iran and LH that potentially indicates a phased rollout of battlefield-related supports to be replaced with longer-term societal entrenchment efforts. Furthermore, Iran and LH share a division of labor between Iranian actors and LH for kinetic supports, but not non-kinetic ones. Specifically, this report found training, weapons provisions, funding, and joint attacks among the most common supports provided by Iran and LH. Finally, of all Iranian actors, this report found the IRGC to be the most prolific supporter to proxies operating in Syria.

U.S. negotiators have already admitted that the forthcoming deal will not match the nonproliferation achievements of the 2015 agreement, and no official has even hinted that the revised text will either penalize Iran for its flagrant violation of its commitments or address the range of problems that have emerged since the original deal was reached. In this Policy Note, Washington Institute executive director Robert Satloff delivers a powerful, bipartisan critique, assessing how and why three successive American presidents started their terms with sound ideas on Iran and leverage to advance them but accepted either flawed agreements or America’s own isolation. A coordinated response to Iran’s aggression can preserve U.S. and Western interests, reinforce Israel and America’s Arab allies, and promote regional stability. For decades, the Islamic Republic of Iran has sought to extend its influence throughout the Middle East, and the threat has only grown more serious amid the regime’s enhanced conventional military capabilities and proximity to a nuclear breakout. The Islamic Revolutionary Guard Corps has spearheaded Tehran’s expansionist “four capitals” strategy, focused on Baghdad, Damascus, Beirut, and Sanaa. In Iraq, the IRGC works through elements of the government-funded Popular Mobilization Forces; in Syria, through the regime of Bashar al-Assad; in Lebanon, through Hezbollah—which can be regarded as Iran’s “model” proxy; and in Yemen, through the Houthis, who hold territory and oppose the internationally recognized government. In all these places, the IRGC has exploited civil wars and interstate conflicts to spread its political, economic, and military influence. In this Policy Focus, Maj. Gen. Eyal Zamir, IDF, draws on his deep experience in the Israeli military establishment to propose a detailed plan for undermining Iran’s influence in the region—an approach that will preserve U.S. and Western interests, reinforce Israel and America’s Arab allies, and promote regional stability.

14. The Revolution Will Be Televised in Arabic: Iran's Media Infrastructure Abroad

An umbrella entity, the Islamic Radio and Television Union, encompasses more than two hundred media groups stretching from Oman to East Africa. The concept sodoure enqelab, or “export of the revolution,” is written into Iran’s constitution, and the country’s founding leaders wasted no time trying to make it a reality. Islamic Republic of Iran Broadcasting (IRIB) launched its Arabic Service in 1980 and subsequently leveraged satellite television to intensify its outreach to Arabic-speaking nations—Shia audiences in particular. Today, IRIB World Service runs fourteen satellite TV channels, three internet TV channels, and thirty-two radio stations, a number of them broadcasting in Arabic. In this highly informative Policy Note, expert Hamdi Malik surveys Iran’s remarkable range of Arabic-language media, with a focus on those under the Islamic Radio and Television Union banner, which encompasses more than two hundred entities. Iraq, Lebanon, and Syria feature strongly in the inventory, but more surprising places such as Oman and East Africa also crop up. To combat Tehran’s media infiltration and secure U.S. interests, the author urges Washington to promote a true partnership between Western countries and the region’s many media actors who wish to challenge Iran’s propaganda machine.

Despite the regime's crackdown, Iranian protestors are showing unprecedented resilience and unity in their demands, making the international community's next steps even more crucial. Once again, Iranians have come out into the streets to protest against their government, its policies, and its leaders. Once again they face a regime that has proved itself tone-deaf to widespread public discontent—responding instead with brutality, arrests, mass trials, and executions. But this recent wave of protests has proved different. The regime is being confronted by its own children—a generation of young women and men who seek not just reform, not just an easing of controls, but a regime change. The protest movement was triggered when 22-year old Mahsa Amini died while in police custody, beaten to death by the morality police on September 16 because the form of her hijab was not to their liking. Protests quickly erupted immediately after her death, and they are now in their third month.

To illustrate the logic and grammar of coercion, this analysis relies on decision-theory methods, such as game theory, that examine the strategic decision-making process in interactions with adversaries and partners. The intent here is not to offer predictive models of rational-actor behavior. Rather, the intent is to use game-theory and similar approaches to understand how coercion works better. This analysis considers competitive interactions between actors that have discrete and qualifiable, if not quantifiable, preferences and who behave rationally, though this analysis acknowledges the behavior that is considered rational is frequently informed by nonrational social, cultural, and psychological factors. Considering these competitive interactions allows one to identify “rules of thumb” that can orient and guide actors as they compete. This analysis emphasizes coercion does not depend simply on imposing costs; rather, it depends on placing adversaries in positions in which they must act and their most rational option is the one most beneficial to one’s own cause. To achieve this result, actors must carefully calibrate their demands to ensure their adversary’s cost of concession is as low as possible. To prevent challenges in the first place, actors should convince the adversary acting on a threat is one’s most rational response. If convincing the adversary is not possible, then one must find ways to decrease the value of the adversary’s challenge. When none of those options are possible, preparing for conflict is likely one’s rational option. This analysis then applies the rules of thumb to US relations with China, Russia, and Iran.

Iran is one of the most heavily sanctioned countries in the world. The combination of sanctions on Iran imposed by the United States, the United Nations and the European Union (EU) in response to, among others, nuclear and ballistic missile activities and human rights violations provides for a sanctions environment that is highly complex and difficult to navigate for exporters, financial institutions and humanitarian actors. Particularly in the context of the Covid-19 pandemic, there is renewed attention to the humanitarian impact of sanctions, especially in the case of Iran which became one of the flashpoints of the pandemic. The focus of this paper is on the array of overlapping sanctions and the mitigation of humanitarian impact, with a particular focus on EU sanctions policy and instruments. The paper outlines key milestones and phases in the imposition of sanctions on Iran by the three main sanctioning actors, the USA, the UN and the EU, thus demonstrating the complexity and the at times coordinated or contradictory nature of the different sanctions. It then explores the humanitarian impact of sanctions on Iran by discussing several illustrative indicators and the impact of sanctions on the provision of international humanitarian aid. The paper reviews existing mechanisms to mitigate the humanitarian impact of sanctions and how they could be improved. In the context of the sanctions of Iran, but also beyond, the paper finds that there is a clear need to further strengthen compliance, enforcement and coordination of EU sanctions, including in the context of the Joint Comprehensive Plan of Action. It concludes by providing specific recommendations for the EU and its member states on improving the effective use of sanctions and reducing their humanitarian impact, including through strengthening key instruments and assessment processes, better coordination with the USA and more engagement with humanitarian actors.

Relations between Iran and Azerbaijan have become unprecedentedly strained over the past month. Iranian military forces are mobilizing across the Iran-Azerbaijan border. At the same time, a new Turkish military contingent was deployed in Azerbaijan and joint military exercises were held in the territory of the Nakhchivan Autonomous Republic.1 Officials from both countries were engaged in an unfriendly rhetoric. It is unlikely that this tension between Iran and the Turkey-Azerbaijan military alliance will escalate into an open, large-scale military confrontation, but, nevertheless, there is the opinion that the Iranian state will continue hybrid warfare in Azerbaijan through the support of political and religious groups in the medium and long term based on the examples of other countries.

Interestingly, the four new "ministers" of the country are former inmates of Guantanamo Bay, having served time there for organizing terrorist activities. Sirajuddin Haqqani, the "Minister of Internal Affairs" of the new "government" of Afghanistan, is still wanted by the FBI on the same charges. A reward of $5 million is being offered for his capture. There is already the threat of a humanitarian catastrophe (food shortages), and instability (internal strife) in Afghanistan. Tens of thousands of Afghans are fleeing their homes, many of them heading to Iran and Turkey. This poses a number of threats and challenges to these countries, especially since they have their own interests in Afghanistan.

Nuclear weapons experts David Albright and Sarah Burkhard of the Institute for Science and International Security provide a meticulously researched analysis of Iran’s nuclear development activities in their new book, Iran’s Perilous Pursuit of Nuclear Weapons. Based on their rare and extensive access to 300 tons of documents in Iran’s Atomic Archives, they reveal several previously unknown aspects of Iran’s nuclear weapons program, including a unique advanced indigenous design for a nuclear weapon just 55cm in diameter requiring less than 25kg of weapons grade uranium; a crash program designed to test and complete five ballistic capable nuclear weapons; as well a substantial site infrastructure for the enrichment, fabrication, manufacturing and testing of nuclear weapons cores and triggers. International Atomic Energy Agency (IAEA) Chair Rafael Grossi, in a March 23 interview with Newsweek, said Iran must come clean about past undeclared nuclear activity, including recent findings of undeclared uranium, if there is any possibility to revive the 2015 nuclear deal, or JCPOA. Grossi added that “detailed and technical discussions” are needed to address the issue of Iran’s past undeclared work — including ascertaining the location of Iran’s undeclared stockpile of enriched uranium — which the world’s nuclear watchdog explained is “totally connected” to the future of the deal. Underscoring the urgency of Grossi’s point, following the IAEA Board of Governors June 10 meeting and reports on Iran’s NPT & JCPOA non-compliance, the Group of Seven nations (G7) issued a communique reiterating a joint commitment to “ensuring that Iran will never develop a nuclear weapon…ensuring the exclusively peaceful nature of Iran’s nuclear programme…and to ensure full and timely cooperation with the International Atomic Energy Agency.” The statement was met with unusual outrage and defiance by Iran’s President Hassan Rouhani, who warned that Iran can expand its nuclear program “on any day, at any hour” to increase uranium enrichment beyond the current level of 63 percent, which is already sufficiently enriched to fuel a nuclear weapon. Given the importance of Iran fully addressing its undeclared nuclear activity, this table identifies the locations of Amad and post-Amad facilities in various states, including razed, shut down, repurposed, or possibly still active, which is relevant to the IAEA’s efforts to determine the origin of undeclared nuclear materials, fate of undeclared facilities and activities, the completeness of Iran’s nuclear declaration, and whether nuclear weapons efforts have ended or in fact are ongoing. Such a determination requires IAEA visits to key sites in the Amad and post-Amad programs.

In an increasingly complex region, Jordan, for decades an oasis of stability, has carved for itself a moderating and stabilizing role in a region that is often viewed as immoderate and unstable [1]. Jordan’s strategy lays with maintaining a leading and peace-making role that has enabled it to limit instability. The Middle East is not getting any simpler. In a region with a complicated history, and distinctive ideologies and sects, geopolitical shifts are inevitable, and predicting the future could be an unattainable goal. Nevertheless, accuracy in reading current geopolitical changes and key trends along with their implications will, and should, help Jordan mitigate risks, maintain stability, and preserve its regional role. The Center for Strategic Studies (CSS) at the University of Jordan, presents potential scenarios to anticipate the future of Jordan and the region, in an attempt to understand the geostrategic and political changes that have occurred or are expected to take place and their impact on Jordan in the years to come. This study, titled “Jordan’s Path in 2021: Trends and Scenarios” aims to reveal the underlying significance and future implications of major emerging internal and regional key trends. It ought to provide correct predictions for shifts in geopolitical power balance, which will help policymakers make informed and knowledgeable decisions. CSS is delighted to share the results of the January survey carried out in 2021 and wishes to thank the 174 experts who participated in it. The results include the experts’ assessment of key trends in Jordan, as well as key trends related to other countries, such as the GCC, Turkey, Israel, Iran, and Egypt. It will be interesting to monitor how the trends play out over the next few months and to assess its precautions on Jordan.

On September 9, 2021, the German Federal Prosecutors Office issued an arrest warrant for a German-Iranian citizen, Alexander J., who is accused of illegally exporting a multitude of laboratory equipment, including four spectrometers, in three separate cases, exports that appear to have also violated the Joint Comprehensive Plan of Action (JCPOA).1 The total value of all the goods exported to Iran is 1.1 million euros. The defendant, Alexander J., is accused of violating the Foreign Trade Act (AWG) and Regulation (EU) No. 267/2012 of March 23, 2012, as amended in October 2015 in response to the establishment of a special Iranian procurement channel in the JCPOA, which places restrictive measures on certain Iranian entities and equipment for export (and related activities, such as brokering). In the first two cases, Alexander J. is alleged to have exported items to an Iranian national whose Iran-based companies were EU-sanctioned front companies procuring laboratory equipment for Iran’s nuclear and ballistic missile programs at the time. Alexander J. further supplied the sanctioned entity with two spectrometers listed in Annex II of this EU regulation, which lists items that are not on the EU dual-use control list (Regulation (EC) No 428/2009 of 5 May 2009) but that could contribute to sensitive activities, including enrichment-related activities, reprocessing or heavy-water-related activities.2 These items require a license on a case-by-case basis. In addition, Alexander J. violated the regulation by providing goods to an embargoed entity. In the third case, Alexander J. exported two listed spectrometers to a different, unspecified Iranian entity, also without the required license.

To some, America's partnership with the SDF exemplified an economy-of-force effort that minimized U.S. casualties and wrested control of northeast Syria from the Islamic State. To others, it was a cautionary tale about a U.S. military hoodwinked into working with a terrorist group. The story of America’s military and political partnership with the Syrian Democratic Forces is a controversial one. To others, it is a cautionary tale of a U.S. military that was hoodwinked by a charismatic and capable partner closely tied to a U.S.-designated terrorist group, the Kurdistan Workers Party, with Washington deliberately averting its eyes from the strategic, political, and moral costs of the partnership. The subject deserves a neutral, data-led investigation that follows the facts wherever they lead. In this volume—copublished by The Washington Institute and I.B. Tauris—military expert Michael Knights and journalist Wladimir van Wilgenburg dive deep into the U.S. relationship with the SDF. The study benefited from intensive debates on sourcing, objectivity, and the need to probe uncomfortable issues. The findings cast light not only on the successes and shortcomings of this particular alliance, but also on how Washington might most profitably pursue “by, with, and through” operations with other forces in the future.

Since securing a parliamentary majority, the group has consistently prioritized its own interests over those of the Lebanese people through practices such as illicit drug production, sex trafficking, and the buildup of its military arsenal. When Lebanese took to the streets in October 2019 to rail against government corruption, a lack of accountability, and runaway consumer prices, they coalesced around the chant “All of them!”—meaning that every political actor in the country held some blame for the national meltdown. But the slogan glossed over the important fact that one group in particular, Hezbollah, deserved the most blame. Since notching a parliamentary majority in 2018, the Iran-backed military-political organization has consistently prioritized its own interests over those of the Lebanese people through practices such as illicit drug production, sex trafficking, and—of course—the buildup of its military arsenal. In this Policy Note, Hanin Ghaddar, an expert on Lebanon who worked for years as a journalist in the country, explains why Hezbollah poses such a menace and what the international community can do about it. Fearing a Western-inspired overthrow, Tehran has intensified enforcement of morality laws, purged professors from universities, and poured billions of dollars into the creation of a separate national intranet. To understand Iranian anxieties about Western cultural invasion, one need look no further than Psychological Operations Quarterly, a journal published until recently by the IRGC’s Social-Cultural Directorate. Focusing on the “soft war” waged by various Western entities, the periodical covers such material as supposedly anti-Iranian films (Alexander, The Wrestler, Argo), the relationship between McDonald’s franchises and the fall of the Soviet Union, and the harm done by English-language textbooks to the Iranian mind. Since 1979, in response to such perceived threats, the Islamic Republic has intensified enforcement of morality laws, purged professors from universities, and poured billions of dollars into creating a national intranet separate from the wider internet, among other repressive moves. In this deeply sourced Policy Note, Iran expert Amir Toumaj discusses the many dimensions of Tehran’s paranoia, all of which lead back to fears of a U.S.-spurred “soft overthrow.” Unfortunately, he argues, American leaders will struggle in vain to change the minds of Iran’s ruling hardliners, but they can facilitate longer-term progress by promoting access to diverse viewpoints for the Iranian people.
