201. Enforcement of Drug Laws: Refocusing on Organized Crime Elite

Abstract:
In this first report of this decade, the Global Commission on Drug Policy outlines how the current international drug control regime works for the benefit of transnational organized crime. It highlights how years of repressive policies targeted at nonviolent drug offenders have resulted in mass incarceration and produced countless adverse impacts on public health, the rule of law, and social cohesion, whilst at the same time reinforcing criminal elites. The report argues that the top layers of criminal organizations must be disempowered, through policy responses and political will. It provides implementable recommendations for the replacement of the current policy of targeting non-violent drug offenders and resorting to mass incarceration. Law enforcement must focus on the most dangerous and protected actors and primary drivers of the corruption, violence, and chaos around illegal drug markets. The control of psychoactive substances in a rational and efficient way must be centered on people and their needs, and on a repressive approach against criminal elites who benefit from the illegal drug markets’ proceeds, and have access to high-level networks, financial and legal support as needed. Only responsible legal regulation of currently prohibited drugs, with careful implementation, has the potential to disrupt criminal organizations and deprive them of their most lucrative sources of income. The report contains research on the prerequisites for a successful transition towards the reform of the outdated ideology-based international drug control regime, and provides cutting-edge recommendations on how to ensure that international criminal organizations are effectively disempowered by the transition towards a legally regulated drug market under the control of governments.

Abstract:
The Women, Peace and Security (WPS) agenda is a transformative policy mandate with a global constituency. It provides policymakers with the tools to end cycles of violent conflict, create more equitable peace processes, and promote gender equality on a global, national, and local scale. Passed in October 2000, United Nations Security Council Resolution 1325 on Women, Peace and Security (UNSCR 1325) underscores women’s agency, voice, and capacities as intrinsic to creating more effective international peace and security policies. Since 2000, more than 80 countries have adopted Women, Peace and Security National Action Plans and other policies to robustly implement the WPS agenda. In 2017, the US Congress adopted the Women, Peace, and Security Act to incorporate the principle of gender equality into US foreign policy. The two main objectives of the WPS agenda are to 1) increase the representation of women in decision-making positions, and 2) to apply a gender perspective to matters of international peace and security.

Abstract:
With more than 4 million confirmed cases and 150,000 deaths as of August, the United States is failing to control the COVID-19 pandemic. At a time when many nations are reopening their economies and societies, the U.S. is struggling in its attempts to do the same. To examine the early impact of the pandemic on the well-being of adults in the U.S. and abroad, the Commonwealth Fund joined the survey research firm SSRS to interview 8,259 adults age 18 and older between March and May 2020. It is the latest in the Commonwealth Fund’s series of cross-national comparisons featuring the United States and nine other high-income countries that participate in the Fund’s annual International Health Policy Survey. The following exhibits illustrate COVID-19’s effects on people’s mental health and economic security and compare levels of public trust in national leaders in responding to the pandemic.

204. Bundled-Payment Models Around the World: How They Work and What Their Impact Has Been

Abstract:
We identified 23 initiatives in eight countries that have implemented bundled-payment models, focusing on procedures such as total joint replacements and cardiac surgery, as well as chronic conditions like diabetes and breast cancer. Of the 35 studies retrieved, 32 reported effects on quality of care and 32 reported effects on medical spending. Twenty of 32 studies reported modest savings or a modest reduction in spending growth, while two studies (both based on the same initiative) demonstrated increased spending in the early years of the bundled-payment model’s implementation. Eighteen of 32 studies reported quality improvements for most evaluated measures, while other studies showed no difference in measured quality. Our study provides evidence that bundled-payment models have the potential to reduce medical spending growth while having either a positive impact or no impact on quality of care.

A 2015 Commonwealth Fund brief showed that — before the major provisions of the Affordable Care Act were introduced — the United States had worse outcomes and spent more on health care, largely because of greater use of medical technology and higher prices, compared to other high-income countries. By benchmarking the performance of the U.S. health care system against other countries — and updating with new data as they become available — we can gain important insights into our strengths and weaknesses and help policymakers and delivery system leaders identify areas for improvement. This analysis is the latest in a series of Commonwealth Fund cross-national comparisons that uses health data from the Organisation for Economic Co-operation and Development (OECD) to assess U.S. health care system spending, outcomes, risk factors and prevention, utilization, and quality, relative to 10 other high-income countries: Australia, Canada, France, Germany, the Netherlands, New Zealand, Norway, Sweden, Switzerland, and the United Kingdom. We also compare U.S. performance to that of the OECD average, comprising 36 high-income member countries.

The United Nations and its partner agencies have pledged to focus on the problem and eradication of early, child, and forced marriage. On November 12, 2018, the United Nations General Assembly passed a resolution on child, early, and forced marriage. As part of this resolution, the General Assembly highlighted the need for better data collection and disaggregation of that data for improved analysis and learning. This report is a comprehensive and user-friendly concept note for a database on child marriage in humanitarian settings, a first step in eradicating the problem. The report identifies the existing knowledge and data on child marriage in humanitarian settings, gaps in that evidence base, and provides recommendations for moving forward with the creation of a comprehensive database. The authors interviewed key stakeholders on child marriage across program, policy, and academia in combination with a comprehensive literature review. The report was commissioned and funded by Save the Children U.S.

Abstract:
The COVID-19 pandemic has affected GNWP’s program implementation at the local, national, regional and global levels, due to restrictions on travels and group gatherings, as well as health and safety concerns for the staff, implementation partners and supporters, as well as the general public. In the face of the global COVID-19 pandemic, GNWP has adopted a number of mitigation and adaptation strategies. GNWP is also proactively identifying opportunities to continue its peacebuilding work, and support local women and youth peacebuilders’ efforts to address the impacts of the crisis on local communities and prevent escalation or outbreak of conflicts. We have developed and are currently implementing this mitigation and adaptation strategy informed by a gender-responsive conflict and crisis analysis. This strategy will be continuously updated based on our global monitoring of the COVID-19 crisis.

The Center for Global Affairs of the School of Professional Studies (CGA) at the New York University and the Global Network of Women Peacebuilders (GNWP) have partnered to create a research-based practicum project for NYU students. During the first practicum in the Fall of 2019, five students from the Master’s in Global Affairs program at CGA worked in teams to address research questions that emerged from GNWP’s work and research on current and past peace processes, and women’s roles in peacebuilding and sustaining peace. Using quantitative and qualitative analysis, the students examined the effect of women’s participation in peace negotiations and gender-sensitive provisions in peace agreements on women’s political representation and economic empowerment post-conflict.

This document was prepared by the Global Network of Women Peacebuilders (GNWP) based on the inputs of the members of the civil society-led Action Coalition on WPS and YPS. It presents a set of recommendations on the points raised in the concept note of the Compact on Women and Peace and Security and Humanitarian Action in the Generation Equality Forum. The recommendations were generated from the Zoom meeting of the civil society-led Action Coalition on WPS and YPS on June 10, 2020, and a series of phone, Zoom, WhatsApp, and email consultations between June 19 –30, 2020. Local, national, regional and global CSOs from Argentina, Bangladesh, Brazil, Burundi, Cameroon, Canada, Central African Republic, Democratic Republic of Congo, France, Georgia, Germany, Ghana, Haiti, Iraq, Kenya, Malaysia, Mexico, Nepal, Netherlands, Nigeria, Rwanda, Serbia, Sierra Leone, South Sudan, Sweden, Uganda, Ukraine, UK, and the USA participated in these consultations. Representatives of the Office of the UN Secretary-General’s Special Envoy Youth, UN Department of Peace Operations, UNDP, UNFPA and UN Women also participated at the Zoom meeting on June 10, 2020. Many of the recommendations echo those presented by civil society and local women peacebuilders in the Vienna Declaration 2020, the outcome document of the Global Women’s Forum on Women Peacebuilders & Humanitarian Actors, organized by the Austrian Development Cooperation, the Global Network of Women Peacebuilders and the Women’s Peace and Humanitarian Fundin Vienna on February 19-20, 2020; the 2018-2019 Global Study of Civil Society And Local Women’s Perception of Sustaining Peace conducted by GNWP with support from UN Women; and the report from the Local consultations with women from civil society on WPS and Sustaining Peace in Colombia, Northern Ireland, South Africa, and Uganda prepared by GNWP with support from Ireland and UN Women as a contribution to the Peacebuilding Architecture Review in 2020.”

The Global Network of Women Peacebuilders (GNWP), with support from the Korean International Cooperation Agency (KOICA), coordinated a global research to analyze historical and contemporary incidences of sexual slavery, from World War Two to the present geopolitical context. The overall goal of the research is to promote synergies in the implementation of the Women, Peace, and Security (WPS) Agenda, international humanitarian and human rights laws, and policies to prevent and counter violent extremism to improve the prevention of, protection from, accountability mechanisms for, and relief and recovery for survivors of sexual slavery. To ensure that this research reflects the voices of survivors of sexual slavery and women’s civil society on the ground in conflict-affected communities, the research team produced three case studies: one on sexual slavery during World War Two in Asia and the Pacific, and two on more recent incidences of sexual slavery in Uganda and Iraq respectively. Key informant interviews and focus group discussions with survivors of conflict-related sexual slavery, women’s rights activists, local and national government officials, human rights lawyers, and grassroots peacebuilders in Korea, Uganda, and Iraq, along with global policymakers were conducted. This advocacy brief summarizes the key findings and recommendations of the global research and case studies. The full-length global research and case studies will also be made available. GNWP hopes that this research will inform and strengthen the global response to conflict-related sexual slavery and survivor-centered implementation of the WPS Agenda. Critically, this research will serve as a key advocacy tool for victims and survivors of sexual slavery and their families, and civil society activists.

‘Conversion therapy’ is a term describing pseudo-scientific and harmful practices used to attempt altering a person’s gender expression, gender identity or sexual orientation. In 2020, ILGA World has released a ground-breaking report on the issue: Curbing Deception is an extensive global research into laws banning ‘conversion therapies’ both at the national and subnational level. The report explores the vast field of techniques used for the purpose of attempting to alter lesbians, gays and bisexuals’ sexual orientation, to prevent trans youth from transitioning or make trans people de-transition, or to force our gender expressions and roles to align with the social binary stereotypes of masculinity and femininity. It also analyses strategies beyond legal reform to restrict these harmful practices worldwide. Experimentation and abuse have long taken place under the legitimising cloak of medicine, psychology and science. As the report details, gruesome practices – including electroshock ‘therapies’, forced internments in ‘clinics’ and exorcisms – are still applied in numerous countries, pushing people of diverse sexual orientations, gender identities and expressions to living self-loathing lives, up to the extreme consequences of committing suicide. Protection from similar ineffective and cruel treatment is as urgent as ever: our report also exposes how - thanks to the tireless advocacy of activists, survivors and grassroots organisations – States, health professionals and international human rights bodies across the world are speaking up against so-called ‘conversion therapies’.

The Trans Legal Mapping Report is a research project by ILGA World, detailing the impact of laws and policies on trans persons across the globe. Its latest edition, released in September 2020, covers the legal situation in 143 UN member States: it highlights provisions which set out how trans and gender-diverse people can change their sex/gender marker and names on official identity documents (legal gender recognition), but also collects information on laws criminalising trans identities, both explicitly and de facto – looking at the situation for our communities in every region of the world. All too often, processes for gender marker and name change include requirements that are blatant human rights violations: this report outlines them clearly, but also shows progressive examples from across the world. Compiling information both through desk-based research and the lived realities of trans activists across the world, the ILGA World Trans Legal Mapping Report is a fundamental tool that advocates can use to engage with their national governments and bring about change.

As the promise of the next-generation mobile communications technology becomes clearer, policymakers are increasingly focusing on the technological and policy foundations of 5G leadership. The mobile revolution has already delivered unimagined benefits the world over from innovative apps delivering healthcare services to remote villages in developing countries to the equally innovative development of the “sharing economy” with Uber and Airbnb. 5G promises to go even further. It will not be merely a marginal improvement over the previous generations of cellular standards but will instead bring what many have called the “next industrial revolution.”1 5G will make everything more interconnected and efficient—from financial services to national defense to power grids to basic utilities provided in smart cities. Estimates predict that by 2035 5G will contribute over $13.2 trillion to the global economy.2 Given the importance that 5G will have for the US innovation economy, policymakers have focused on promoting and securing 5G leadership. They have also become concerned about the national security implications of 5G leadership for at least two reasons. First, they are concerned about economic and other vulnerabilities being exploited by potential adversaries via foreign entities manufacturing or owning the underlying physical infrastructure.3 Second, they are concerned about the national security implications of simply falling behind in technological leadership as such.4 In sum, 5G technological leadership matters both for economic growth and for national security. The policy discussion about 5G leadership, though, has been mired in confusion. 5G represents a complex technological and commercial ecosystem, and commentary about 5G leadership has been misdirected by mistaken assumptions. In the interest of promoting policy discussions grounded in the proper technological and economic evidence, this Statement highlights two essential facts that must inform all discussions about 5G leadership: (1) 5G hardware and infrastructure is only one of the many layers of a much larger 5G ecosystem, and (2) patent counting is an unreliable methodology to identify the leading 5G technological innovators.

The entire world today is, in one way or another, affected by the spread of the novel coronavirus infection which the World Health Organization (WHO) declared to be a pandemic on the 11th of March 2020. This outbreak which has spread to all continents (Figure 1) has been characterized by exponential increase in infected cases, attributed deaths and socio-economic hardship. There are already more than 3.8 million confirmed cases globally with over 265 862 deaths (WHO Situation Report, 9 May 2020). Abstract:
Innovation—delivering new drugs, diagnostics, and devices—is a critical tool in the global fight against disease and premature death. Yet despite the potential for innovation to improve health around the world, the pharmaceutical industry’s investments in research and development (R&D) generally neglect diseases of the poor in favour of more lucrative high-income markets. Responding to this R&D gap, donor “push” investments have helped advance an innovation agenda to serve low- and middle-income countries. Though these investments have helped accelerate market entry of several important innovations, other donor-push products have fizzled upon market entry due to unaffordable or non-cost-effective pricing, disappointing efficacy, lack of political will, or lower-than-anticipated country demand. And with many large middle-income countries (MICs) poised to soon transition from donor aid, the sustainability of the current donor-led model is in question. Tuberculosis (TB), an infectious disease primarily affecting the poor and vulnerable, ranks among the top 10 global causes of death. Current TB treatment cycles are long and toxic, causing some patients to discontinue treatment, develop acquired drug resistance, and risk spreading a drug-resistant pathogen to others. Drug-resistant strains are more difficult to treat, traditionally requiring long-duration toxic regimens and high-cost hospitalization (though recent innovations offer a shorter, more tolerable, and more affordable treatment). Despite years of global investment in TB control, modelling suggests that global goals for TB cannot be achieved without major technological breakthroughs. One particularly desirable innovation would be a short-course universal drug regimen (UDR)—equally capable of treating drug-sensitive and drug-resistant strains, with a two-month or shorter treatment duration. Donors, particularly the Bill & Melinda Gates Foundation (BMGF), have funded substantial early-stage R&D to source new treatment compounds that could contribute to a UDR, but substantial additional investments in late-stage trials would be required to bring such a UDR to market.

The global energy transition has reached an inflection point. In numerous markets, the declining cost of solar photovoltaics (PV) has already beaten the cost of new-build coal and natural gas and is now chasing down operating costs of existing thermal power plants, forcing a growing crowd of thermal generation assets into early retirement. Perfect comparability between dispatchable and non-dispatchable resources invites debate, but the cost declines in solar PV are irrefutable: the global average unit cost of competitively-procured solar electricity declined by 83 percent from 2010 to 2018. This is due in part to module cost reductions of approximately 90 percent, capacity-weighted average construction cost declines of 74 percent, and a global paradigm shift in renewable energy procurement policies in the last six years.

Transnational solidarity movements have typically flowed from a central point located in the West, particularly in the United States, to the East and the Global South. Shadi Mokhtari describes this phenomenon as the “traditional West-to-East flow of human rights mobilizations and discourses.” Viewed individually, this phenomenon is not problematic in all cases. However, as Mokhtari argues, this one-directional flow of human rights politics precludes non-Western non-governmental organizations (NGOs) from weighing in on human rights violations committed in the United States. Human rights violations in the United States are typically experienced by marginalized communities, from the mass incarceration and disenfranchisement of African-Americans to the detention and ill-treatment of immigrants, migrants, and refugees. For a truly global human rights movement to emerge—one that is not grounded in Western paternalism and perceived moral superiority—this must change.

We are living in an era of unprecedented changes. Mature democracies, emerging polities and the least electorally competitive countries are now facing new challenges in a globalized world. They are all dealing with technological breakthroughs, changes in global economic power, ageing populations and urbanization of their territories. Today’s picture shows that social inclusion seems to be an unfulfilled promise, and social cohesion is weakening. Some citizens are disenchanted, and political systems are having trouble adapting and responding to new demands. According to Edelman’s Trust Barometer (2017), one in every two countries does not have faith in the system, and we still do not know how this picture is going to evolve. In democracies, pro-democracy attitudes coexist with openness to nondemocratic forms of governance, such as rule by experts (49 per cent), strong leaders (26 per cent) or the military (24 per cent). This picture might be part of a transition period or indicating that polities are not being able to cope with some of the new challenges. It is why we need to think about the future of politics and how these trends will shape global governance in the next 10 to 20 years. Are political systems ready to govern a digital economy? How should political leaders evolve to address radical changes in an automated world? What will the consequences be for global governance and for the role of G20? This paper analyzes current global trends in domestic politics and the prospective scenarios on the future of politics. To do so, the paper presents a brief description on three forces we know will forge the future: technological breakthroughs, demographic changes and shifts in global economic power. Later, it turns to the uncertainty of the future. We live in nation states, so we first attempt to devise how these forces will shape domestic politics. We then look at global governance and the way these trends will impact upon it. The final stop of this journey is an analysis of the implications of these scenarios for the role of the G20.

EXECUTIVE SUMMARY: Amid the debate on the coronavirus crisis, there is broad agreement on three issues: The nation-state has failed to check the spread of the virus, quickly and with few people being infected, by using its autonomous capabilities, which turned out to be meager. Trans-state bodies that derived their economic capabilities from the state have failed in their role of assisting it. The idea of globalism is fundamentally true, and the problems that have emerged in the crisis must be remedied by strengthening the states and, at the same time, as concluded by French President Emmanuel Macron, the trans-state bodies. This study contends that globalism in its current form has failed and collapsed, just as communism and other social frameworks failed and collapsed before it. The reason for their collapse was that all of them were based on delusory utopian ideas. These utopian ideas are grounded in a dominant European liberal discipline whose founders abandoned the scientific revolution at the beginning of its path, abjured rational thought, and continued, like the church, to adhere to faith-based thought, feelings of the heart, and delusions of the imagination. Another liberal discipline, less well-known, is the rational one. Committed to truth and to the absolute laws of nature, it was adopted by the Anglo-Saxon democracies, which, thanks to its values, experienced long periods of growth and prosperity. On three occasions this discipline could be mobilized to help rescue Europe from calamities that its utopian conceptions had caused.

This is the 14th edition of the Global Peace Index (GPI), which ranks 163 independent states and territories according to their level of peacefulness. Produced by the Institute for Economics and Peace (IEP), the GPI is the world’s leading measure of global peacefulness. This report presents the most comprehensive data driven analysis to-date on trends in peace, its economic value, and how to develop peaceful societies. The GPI covers 99.7 per cent of the world’s population, using 23 qualitative and quantitative indicators from highly respected sources, and measures the state of peace across three domains: the level of Societal Safety and Security; the extent of Ongoing Domestic and International Conflict; and the degree of Militarisation. In addition to presenting the findings from the 2020 GPI, this year’s report includes an analysis of the effect of the COVID-19 pandemic on peace, including Positive Peace: the attitudes, institutions and structures that create and sustain peaceful societies. It examines how the impact of the pandemic, and in particular its economic consequences will increase the risk of severe deteriorations in Positive Peace over the next few years, and also examines which countries are best placed to recover from the shock.

In April 2020, GPP conducted a survey in order to understand emerging practices and principles for COVID-19 response among funders supporting global LGBTI issues, share common learnings and opportunities for collaboration, and inform how GPP can support the community of global LGBTI funders over the course of the pandemic and beyond. The survey focused on GPP member funds as well as non-GPP members in the top 20 funders of global LGBTI issues (based on the 2017-2018 Global Resources Report). The brief contains findings on: Common principles and innovative initiatives global LGBTI funders have commenced since the pandemic began; Key issues that LGBTI funders are hearing from grantee partners; Actions global LGBTI funders have taken to response to these issues; Initial planning or forecasting on implications for global LGBTI funders, including new resources; Recommendations for global LGBTI philanthropic community collaboration in response to COVID-19 impacts on LGBTI communities across the world. In response to the key recommendations from this survey, GPP will monitor shifts in resource flows to LGBTI movements and communities resulting from the COVID-19 pandemic. We plan to undertake a follow up survey of these leading global LGBTI funders in July 2020 and will also publish those results here.

Inflation in advanced economies is low by historical standards but there is no threat of deflation. Slower economic growth is caused by supply-side constraints rather than low inflation. Below-the-target inflation does not damage the reputation of central banks. Thus, central banks should not try to bring inflation back to the targeted level of 2%. Rather, they should revise the inflation target downwards and publicly explain the rationale for such a move. Risks to the independence of central banks come from their additional mandates (beyond price stability) and populist politics.

Forecasting during a strong shock is burdened with exceptionally high uncertainty. This gives rise to the temptation to formulate alarmist forecasts. Experiences from earlier pandemics, particularly those from the 20th century, for which we have the most data, don’t provide a basis for this. The mildest of them weakened growth by less than 1 percentage point, and the worst, the Spanish Flu, by 6 percentage points. Still, even the Spanish Flu never caused losses on the order of 20% of GDP – not even where it turned out to be a humanitarian disaster, costing the lives of 3-5% of the population. History suggests that if pandemics lead to such deep losses at all, it’s only in particular quarters and not over a whole year, as economic activity rebounds. The strength of that rebound is largely determined by economic policy. The purpose of this work is to describe possible scenarios for a rebound in Polish economic growth after the epidemic. A separate issue, no less important, is what world will emerge from the current crisis. In the face of the 2008 financial crisis, White House Chief of Staff Rahm Emanuel said: “You never want a serious crisis to go to waste. And what I mean by that is an opportunity to do things that you think you could not do before.” Such changes can make the economy and society function better than before the crisis. Unfortunately, the opportunities created by the global financial crisis were squandered. Today’s task is more difficult; the scale of various problems has expanded even more. Without deep structural and institutional changes, the world will be facing enduring social and economic problems, accompanied by long-term stagnation.

This Study contains Value Added Tax (VAT) Gap estimates for 2018, fast estimates using a simplified methodology for 2019, the year immediately preceding the analysis, and includes revised estimates for 2014-2017. It also includes the updated and extended results of the econometric analysis of VAT Gap determinants initiated and initially reported in the 2018 Report (Poniatowski et al., 2018). As a novelty, the econometric analysis to forecast potential impacts of the coronavirus crisis and resulting recession on the evolution of the VAT Gap in 2020 is reported. In 2018, most European Union (EU) Member States (MS) saw a slight decrease in the pace of gross domestic product (GDP) growth, but the economic conditions for increasing tax compliance remained favourable. We estimate that the VAT total tax liability (VTTL) in 2018 increased by 3.6 percent whereas VAT revenue increased by 4.2 percent, leading to a decline in the VAT Gap in both relative and nominal terms. In relative terms, the EU-wide Gap dropped to 11 percent and EUR 140 billion. Fast estimates show that the VAT Gap will likely continue to decline in 2019. Of the EU-28, the smallest Gaps were observed in Sweden (0.7 percent), Croatia (3.5 percent), and Finland (3.6 percent), the largest – in Romania (33.8 percent), Greece (30.1 percent), and Lithuania (25.9 percent). Overall, half of the EU-28 MS recorded a Gap above 9.2 percent. In nominal terms, the largest Gaps were recorded in Italy (EUR 35.4 billion), the United Kingdom (EUR 23.5 billion), and Germany (EUR 22 billion). The Policy Gap and its components remained stable. For the EU overall, the average Policy Gap level was 44.24 percent. Of this, in 2018, 10.07 percentage points were due to the application of various reduced and super-reduced rates (the Rate Gap) and 34.17 were due to the application of exemptions without the right to deduct. The results of the econometric analysis show that the VAT Gap is influenced by a group of factors relating to the current economic conditions, institutional environment, and economic structure as well as to the measures and actions of tax administrations. Out of a broad set of tested variables, GDP growth and general government balance appeared to explain a substantial set of VAT Gap variation across time and countries. Within the control of tax administrations, share of IT expenditure proved to have the highest statistical significance in explaining the size of the VAT Gap. In addition, the VAT Gap appeared to be inter-related with the values of risky imports of goods, indicating the role of fraud in driving the overall share of the VAT Gap. Since the COVID-19 recession will likely have a dire impact on the EU economies, the VAT Gap in 2020 is forecasted to increase. If the EU economy contracts by 7.4 percent in 2020 and the general government deficit jumps as forecasted in the Spring Forecast of the European Commission, the Gap could increase by 4.1 percentage points year-over year up to 13.7 percent and EUR 164 billion in 2020. The hike in 2020 could be more pronounced than the gradual decrease of the Gap observed over the three preceding years. Moreover, a return to the VAT Gap levels observed in 2018 and 2019 will take time and require significant action from tax administrations. Over the twelve years during which Cuba had a seat at the UN Human Rights Council, the regime has been systematically complicit in the grave human rights violations perpetrated in other parts of the world. This can be inferred from the recorded votes, opposing to resolutions condemning dire human rights violations and calling the world into action. They have been constantly abetting and siding with autocratic governments across the world. In the bid to join the Human Rights Council during the 2021-2023 term, the one-party system stated that «should Cuba be elected to the Human Rights Council, it would continue to support its long-standing initiatives». Global democracies, especially those in Latin America who strive to consolidate the respect for human rights, shall oppose to the candidacy of Cuba and any other autocracies to the Human Rights Council, and they must do so publicly and actively in order to avoid the weakening of the International system for human rights protection.

The country report of China in the Bertelsmann Transformation Index (BTI) 2020 shows little change for the continent-sized Asian country since the last report of 2018. Structural challenges continued to intensify and the CCP’s single-party leadership does not consider democratic transformation as an objective to be pursued. On the contrary, the administration of President Xi Jinping continued to oppress opponents and dissidents while intensifying ideological indoctrination and surveillance. The deprivation of civil liberties, the concentration of power and the lack of political participation are the main reasons for classifying China in the BTI as a hard-line autocracy. At the same time, the BTI warns that China is becoming increasingly isolated from the world’s liberal democracies and loses their confidence. Human rights violations in so-called “re-education camps”, where it is estimated that more than one million Uyghurs are held, caused widespread criticism among Western democracies and lead to even more concern over China’s candidacy for the UN Human Rights Council elections in October this year.

Compared with other reports on Cuba, the Bertelsmann Transformation Index (BTI) has several noticeable advantages. The first is that it is a comprehensive report, embedded in three pillars: economics, politics and governance. The second is that it captures trends, whereas more reports are static. The third is that it considers themes through indicators, which most reports ignore. And as it is issued every two years it makes it possible to know the consistency (or lack, thereof) of the transformation and its rhythm. The following up. Has Cuba been transformed in 14 years (2006-2020)? Reading the report, it can be concluded that it has, whilst a new concept is introduced: that of static transformation –a sample of changes that leave the structures of a society intact.

The US military maintains almost $1.2 trillion worth of installations worldwide, allowing the United States to sustain critical capabilities and respond to crises around the globe. Outdated and degraded infrastructure limits the military’s ability to respond. The growing impacts of climate change exacerbate the challenge of modernizing and maintaining infrastructure. Climate change’s impact on military installations can be broken down into four main categories: sea level rise, extreme storms, extreme drought and heat, and Arctic ice melt. While Congress has passed bipartisan legislation to address the threat, the Department of Defense (DoD) must take additional steps to adapt to the challenges of climate change.

The first recorded pandemic occurred during the Peloponnesian War in 430 B.C. Suspected to be due to typhoid fever, the pandemic contributed to the Spartan victory over the Athenians. Since then, infectious diseases have had a significant impact on the course of human history. The explosive outbreak of the new novel coronavirus, COVID-19, was first identified in Wuhan, the capital city of Hubei province in the People’s Republic of China. The outbreak is again challenging the global community, its governance structures, and its mechanisms for international collaboration. Many key data points critical to fully characterizing the disease epidemiology of COVID-19—including transmissibility, potential for asymptomatic spread, and risk factors for severe illness or death—are still emerging; as a result, a collective global response under strong World Health Organization (WHO) leadership, followed by subsequent nation-level implementation, is vital to ensuring the good of the many is not sacrificed for the good of the few. COVID-19 is in the same family as the coronavirus of Severe Acute Respiratory Syndrome (SARS), the spread of which in 2002-2003 caused the first pandemic of the twenty-first century. It prompted the creation of an ad-hoc Emergency Committee (EC) composed of international experts convened under the International Health Regulations (IHR) that inform the World Health Organization (WHO) Director-General. The IHR, which were last revised in 2005 following the SARS outbreak and subsequent calls for reform, obligate 196 state parties, including all WHO member states, to broadly work together to enhance global health security.

In recent years, a growing number of governments, non-state actors, and citizens have rapidly expanded their use of pernicious information operations against other countries and even their fellow citizens. Social media and the internet have become the main tool. The current technological revolution has lowered the cost of entry for those wishing to spread misinformation and disinformation. Some use the internet to propagate an alternative version of the global order they seek to dominate, to damage a regional rival, or to influence their own or others’ elections. The players, tactics, tools, and topics will continue to expand in the months and years ahead, and the coronavirus pandemic has only enhanced the salience of these activities. Information operation campaigns sow confusion, further divide deeply partisan societies, and are an existential threat to democracies around the world. Thus far, governmental, tech sector, and civil society responses have fallen short, although some have fared better than others. In fall 2019 and the spring 2020, the Institute for the Study of Diplomacy convened a series of working group meetings that included academics and practitioners, private sector specialists, and representatives from civil society. The attendees mapped out this space and identified the challenges inherent in this new form of incipient and widespread information operations. This group also identified potential areas of further engagement, collaboration, and research within the private sector, academia, and civil society. Ultimately, the group came up with a set of principles and policy recommendations for governments, private sector companies, and civil society to enact in both the near-and-long-term in order to mitigate information operations.

255. The COVID-19 Pandemic: Counterterrorism Practitioners’ Assessments

The outbreak of the COVID-19 pandemic in February 2020 arguably created the greatest global security challenge since 1945. Faced with this unanticipated threat, scholars and practitioners from the security and counterterrorism fields have struggled to understand and assess the impact of the pandemic on global and domestic terrorism.1 Many terrorist groups and individual extremists reacted with enthusiasm to the pandemic. Salafi-jihadist and far-right extremists, in particular, claimed that the pandemic vindicated their very different ideological standpoints and called for attacks while affected states were at their most vulnerable. However, outside of areas already impacted by armed conflict like the Sahel, there has not been a rise in terrorist attacks during the pandemic. Terrorists of all kinds have stepped up their propaganda, hoping to influence anxious people largely confined to their homes by lockdowns and compelled to spend more time on the Internet and social media. However, the extent to which terrorists have successfully attracted new converts to their cause or active recruits during the crisis still remains uncertain. The pandemic has also raised the specter of bio-terrorism, as there were fears that terrorists might try to use COVID–19 as a biological weapon. Early in the crisis, some extremists used the internet to encourage infected individuals to spread the virus in public places, but there is little evidence of such activities being carried out. As regards more sophisticated attacks, some terrorist groups in the past have aspired to employ bio-terrorism, but the necessary weapons have always proved too difficult for terrorists to successfully develop or deliver. Despite the calls for attacks on social media, the pandemic’s lockdowns, increased surveillance, the ban on gatherings, and travel restrictions, coupled with a heavy police and military presence on the ground in some cities have created a challenging environment for terrorist operations. But as governments continue to focus their efforts on combating the virus, normal security protocols may be reduced or abandoned. In most countries, the security services have been drawn directly into efforts to counter the pandemic and to an extent have been affected by social distancing and other restrictions employed to combat the virus. There are also concerns that international cooperation to combat terrorism will be reduced as countries focus more narrowly on domestic priorities. Many governments have resorted to emergency legislation to allow the police to enforce lockdowns and social isolation. This is normal behavior for autocratic governments, but unprecedented in liberal democracies, at least during peacetime. Repressive legislation allows intrusive surveillance, detention, and prevents freedom of assembly and movement. Although traditionally there has been no direct link between poverty and terrorism, socio-economic hardships caused by the pandemic are also likely to be severe, especially in the developing world. Government repression is a common trigger for acts of terrorism as it can turn already aggrieved citizens into violent extremists. To date, the COVID–19 pandemic has highlighted governments’ lack of preparedness, social inequalities and macro-economic failings. It would be premature, however, to conclude that the coronavirus crisis will inspire new forms of anti-state terrorism or turn largely non-violent anti-globalization and environmentalist groups into violent extremists. In the longer term, it remains to be seen whether counterterrorism will retain the priority it has been given since 9/11 in terms of financial, technical, and manpower resources. Public health as a national security priority may command a much greater share of resources than ever before. Given the impact of the COVID–19 pandemic on public finances, budget cuts to the security services may be more severe than after the financial crisis in 2008-2009, which could create new vulnerabilities for terrorist groups to exploit. The aim of this report is to provide further insights into the issues outlined above by providing data on the preliminary impact of COVID–19 supplied by over 400 military and civilian counterterrorism professionals surveyed by the George C. Marshall European Center for Security Studies’ (GCMC) Program in Terrorism and Security Studies (PTSS) faculty team.

In early 2020, Global Philanthropy Project worked with our member organizations and philanthropic partners to develop two related pieces of private research: 1) a report mapping the funding of the global “anti-gender ideology” or “anti-gender” movement, and 2) a report mapping the progressive philanthropic response. We offer the following public document in order to share key learning and to offer additional analysis gained in the comparison of the two reports. Additionally, we share insights based on comparing global and regional LGBTI funding data as documented in the 2017-2018 Global Resources Report: Government and Philanthropic Support for Lesbian, Gay, Bisexual, Transgender, and Intersex Communities. These findings offer a clear call to action: progressive movements and their philanthropic partners are being outspent by hundreds of millions of dollars each year, and the institutions providing that opposition funding have developed sophisticated and coordinated systems to learn, co-fund, and expand their influence. The philanthropic community is called to recognize the scale of the fight and to be both rigorous and creative in our response. Let us seize this remarkable opportunity to work together and engage our collective learning, spending power, and institutional knowledge to help transform the conditions of our communities. Together we can leverage the collective power that this generational crisis demands.

Beijing+25: Accelerating Progress for Women and Girls is a roadmap to advance global gender equality authored by the Georgetown Institute for Women, Peace, and Security (GIWPS), with support from The Rockefeller Foundation and in collaboration with Secretary Hillary Rodham Clinton. Marking the 25th anniversary of the United Nations Fourth World Conference on Women, which took place in Beijing, China in 1995, the new report builds upon the original Beijing Declaration and Platform for Action. Since 1995, there have been some important gains for women and girls, including parity in education in many countries, far fewer deaths in childbirth, more women elected to parliament and leadership positions in government and business, and reduced discrimination under the law. Yet major inequalities have persisted, only to be exacerbated by the COVID-19 pandemic. Part I of the report documents serious challenges such as the stagnation of women’s income and wages, discrimination depriving women of fair wages, and how women still carry the burden of unpaid work at home. Violence against women also remains a global scourge, and women remain largely excluded from decision-making in governments (from local to the highest levels), in peace negotiations, and in corporate leadership. With this as the backdrop, Part II provides a deeper dive into five key areas for progress including: (1) changing problematic gender norms; (2) enforcing and resourcing policies that promote equality; (3) countering growing backlash to gender equality; (4) fostering inclusive democracy and climate justice; and (5) harnessing technology as a means to promote women’s economic empowerment and protection from violence. Part III proposes a course of action to leverage multiple actors—from civil society and youth, male allies and traditional authorities, through to the business community and multilateral agencies. When taken together, they not only accelerate progress for women and girls, but also build a better world for all. The report was written by a GIWPS team led by Dr. Jeni Klugman, Managing Director of GIWPS.

263. Explaining Trends in the Frequency of Gender Provisions in Peace Agreements, 1990–2019

This paper investigates trends in the presence of gender provisions in peace agreements. The authors analyzed 352 peace agreements in 64 countries between 1990 and 2019 to see whether gender provisions were included and to identify which factors influence the likelihood of such provisions. The key findings have important implications for advancing gender mainstreaming in peace processes. Good news: Up through 2013, there had been a significant increase in the share of peace agreements with gender provisions, from below 10 percent in the 1990s to 45 percent in 2013. Bad news: the share has plummeted since 2013, to a new low of 11 percent in 2018. In 2019, the share of agreements with gender provisions rebounded to 29 percent, but remained below the 2013 peak. Which factors influence the likelihood of gender provisions in peace agreements? KEY FINDING 1 Participatory processes and the democratization of peace negotiations is significantly associated with increases in the likelihood of adopting gender provisions. When women are parties to the negotiations and civil society organizations are official third parties to the agreement, gender provisions are more likely. However, such participatory processes in peace negotiations remain far from the norm. KEY FINDING 2 International involvement and mediation—especially by United Nations peacekeepers, other states, or regional organizations—has a significant impact on mainstreaming gender in peace settlements. Although we did not find a statistically significant association between UN involvement as a third party and the adoption of gender provisions, states or regional organizations in official third-party roles—such as mediators, witnesses, and observers to the negotiations—is correlated with an increase in the likelihood of adopting gender provisions. The presence of UN Peacekeeping in conflict-affected countries was also found to be associated with an increase in the likelihood of adopting gender provisions. KEY FINDING 3 Better scores on gender-equality indicators at the country level do not always guarantee that peace agreements will have gender provisions. While increased female parliamentary representation is linked to an increased likelihood of adopting gender provisions, somewhat surprisingly equal rights and opportunities for women under the law is not. KEY FINDING 4 Peace agreements that are ceasefire related are associated with a lower likelihood of adopting gender provisions. Ceasefire agreements tend to focus on the cessation of hostilities between warring parties and are usually less comprehensive than framework agreements, which address more substantive issues such as women’s rights.

Recent events have seen an acceleration in the rise of reemerging great powers. This has had a profound impact on global economic, technological, and political assumptions and has created new technological realities. The potential impact and implications of artificial intelligence (AI), biotechnology innovation, and the dark sides of social media have raised new concerns for social norms. No issue is more emblematic of the competition between liberal, free-market nations and authoritarian command-economy principles than the evolution of fifth-generation (5G) telecommunications. Generational shifts between cellular telecommunications networks have profound implications for national and global economies. As data become increasingly central to every aspect of a modern economy, the shift to the next generation of cellular networks will be of even greater significance. The Chinese government identified the importance of this transition and has, for years, been aggressively investing around the world to be the purveyor of 5G infrastructure that will carry that data in the coming decades. Chinese-backed firms are currently better positioned to exploit the vast opportunity that 5G represents more effectively than corporations within free markets, for several reasons. The most significant is the high infrastructure cost of legacy cellular models and uncertain consumer demand in the short term. Capital costs are driven predominately by the technical requirements of 5G, which—in return for far higher speeds and ultra-low latency—require new hardware to be installed in many more locations than previous networks. Moreover, the legacy infrastructure model relied on proprietary and incompatible hardware components that are best suited to large, single-manufacture companies that can provide comprehensive end-to-end solutions. While consumer demand is predicted to be high, businesses are cautious in deploying such large amounts of money for unproven speculative demand. The lack of a concrete user base creates an opening that vertically integrated Chinese companies, heavily backed by the state, are exploiting by deploying the 5G technology and services at a discount of about 25 percent, along with loss-leading financing terms. Given that end-to-end network solutions can cost $10–100 billion, or more, 25-percent discounts have a major impact. While the 25-percent discount is financially enticing, the longer-term consequences are often hidden, and can include vulnerability to foreign espionage, economic leverage, and forced compliance to conditions underpinned by authoritarian principles. For the Chinese government, the financial cost is a small investment in return for potential control of the world’s data backbone for the next several decades. The reality is that questions revolving around security, as defined from the perspective of traditional “cyber” or “network security,” are ancillary to the critical challenge. If a nation builds a telecommunications network with equipment supplied from Chinese tech giants such as Huawei or ZTE, those networks will inherently be subject to Chinese laws that require compliance with many principles’ anathema to free-market, liberal views. Moreover, these networks, by design, must be managed and maintained by large services organizations, likely staffed by a vast workforce of Chinese citizens, who also must comply with Chinese law and can provide local human intelligence back to the Chinese state. These are terms that countries should not have to accept, and to which their citizens should not be involuntarily subjected. An open, innovative, safe, and reliable alternative is needed, so that people have a realistic option that allows them to freely communicate and consume information. 5G is emblematic of the competition between the new authoritarianism and free-market, liberal principles. China has executed its plan well over the last five years by driving the standards discussion, developing the leading vertically integrated solution, deploying national export finance to subsidize their offerings, and building the largest and most effective services organization in the market. Free-market economies have spent far less on research and development (R&D), have only limited export finance options, rely on semiconductor dominance, deploy severely limited services organizations, and have no integrated national or international strategy. Few governments or companies were prepared for the level of sophistication of the product and export finance offering of the authoritarian-backed commercial players.

This journal began with the aim to reject and disrupt the ‘single-story’ of mainstream foreign policy through highlighting both experienced and emerging voices from across the globe. Throughout the last four issues of Disrupted, we have sought to understand, challenge, and critique mainstream foreign policy. Through a post-colonial feminist analytical lens, our contributors from all around the world, have questioned the unquestioned objectivity of elitist, Western-centric foreign policy, and unpacked the complex connections between gender, race, ethnicity, sexuality that are embedded in the everyday actions and politics of people from across the world. We truly believe that Feminist Foreign Policy brings all voices to the table, through whichever medium they choose to express themselves, and alongside our expertly written articles, we aimed to challenge the academic and un-inclusive paradigm that foreign policy is embedded in by including artwork, poetry, and more. Regrettably, this issue will be the last of its kind and - for now - Disrupted as a project will be on hold. Disrupted was a passion project that was started with lots of good intentions but no budget. Until very recently, CFFP has been an entirely volunteer-run organisation, so the volunteer-run journal fit within that scope. No one, including CFFP volunteers and staff, has ever been reimbursed for this project. However, we strongly believe that we cannot continue producing a feminist journal without paying all editors and contributors for their labour. While members have received access to the journal in the past, in no way does the money generated from membership come even close to covering the cost of producing even a part of the journal. The small pot of money generated by Disrupted purchases/membership has only ever covered the cost of printing the journal, but even printing became very unsustainable (financially and environmentally) so we decided to go digital. Charging a small amount for access (£5 for a digital issue) was a path we thought we could use to generate money to offset project and event costs and pay for labour, but again, the numbers haven't got close to balancing out. It's been a bit of trial and error to see how we could make Disrupted sustainable. Indeed, over the past year, we've gotten done a wonderful job at figuring out how to source sustainable funding for projects and pay people for their time. However, Disrupted is one of the pieces of the CFFP puzzle that we haven't quite figured out a solid funding model for, nor found someone willing to fund it (yet!). This brings us to our final issue of Disrupted in its current form. With a thematic focus on Sexual and Reproductive Health, Rights, and Justice, our contributors tackle issues from decriminalising abortion to menstrual equity and sustainability, to reproductive health conditions, to the Trump Administration’s global gag rule, and more. Across the world there is an urgency of providing a platform within foreign policy and beyond for women and minorities’ voices on these issues that directly, and often violently, impact and oppress their daily lives. We hope that we have contributed to building this platform, making foreign policy more feminist, more transparent, and more intersectional. Thank you to every single one of the contributors and volunteer Editors, past and present, who have helped make Disrupted a reality. A special thank you to Louise Scarce – without you, this issue wouldn’t have been possible. And, finally, thank you to you, our members and readers, for supporting us. For years, activists, academics and watchdogs have characterized the spyware industry as out of control, with technology outpacing the laws designed to constrain the industry’s activities. In January 2020, the nefarious potential of such technology was vividly demonstrated when the heir to the Saudi kingdom apparently used Israeli-made spyware to breach the personal phone of the world’s richest man, who owns a leading American newspaper and runs one of the world’s most valuable publicly traded companies. Meanwhile, the growing prevalence of facial recognition technology in authoritarian countries like Russia and the United Arab Emirates, which use it to monitor activists and suppress dissent, has raised increasing alarm among human rights advocates. Perhaps the most egregious example is in China, where the government has used facial recognition technology to racially profile Uighurs, a predominantly Muslim ethnic minority that is concentrated in Xinjiang province, and forcibly lock them up in internment camps. But authoritarian countries are not alone: This technology is now being harnessed for law enforcement and surveillance purposes in many democracies.

The global scale of the coronavirus (Covid-19) pandemic and its response is unprecedented. This Clingendael Report applies Dani Rodrik’s framework of Globalization’s political trilemma to analyze the current response to the pandemic. In the aftermath of the 2008 financial crisis he argued that any recovery measures would have to balance off state power with economic integration and democracy. Based on values of democratic governance and human dignity this report charts principles on how to move forward beyond the emergency phase into recovery from the Covid-19 pandemic. The report makes a plea to Dutch and European policymakers for safeguarding and upholding democratic values in the response to and recovery of the Covid-19 emergency. The political trilemma indicates that a renewed primacy of state sovereignty, combined with hyper-globalization being on the defense, requires political resistance and bold choices to uphold democratic governance principles for the urgent and difficult policy actions required during the recovery. The momentum is now to act and uphold a united European solidarity response and leadership. If the EU fails to do so, it risks disintegration and marginalization in a volatile multi-polar global order. Covid-19 is not merely a ‘crisis’ that will pass by. This is a new permanence that requires a redefinition of the European social contract while recognizing its interconnectedness with the rest of world.

279. International Strategy to Better Protect the Financial System Against Cyber Threats

In February 2016, a few months after Carnegie began its work on this project, a cyber attack shook the finance world. Hackers had targeted SWIFT, the global financial system’s main information network, trying to steal 1 billion U.S. dollars, nearly 0.50 percent of Bangladesh’s GDP, from the Bangladeshi central bank over the course of a weekend. It was a wake-up call revealing that cyber threats targeting the financial sector were no longer limited to low-level theft but could now pose systemic risk. Only a few months earlier, in 2015, the Carnegie Endowment for International Peace had launched an initiative to better protect the global financial system against cyber threats. Our first step was to develop a proposal for the G20 to launch a work stream dedicated to cybersecurity in the financial sector. In March 2017, the G20 Finance Ministers and Central Bank Governors outlined an initial road map to increase the cyber resilience of the international financial system. In the wake of the Bangladesh incident, Carnegie expanded its work, complementing the G20 project with the development of an action-oriented, technically detailed cyber resilience capacity-building tool box for financial institutions. Launched in 2019 in partnership with the IMF, SWIFT, FS-ISAC, Standard Chartered, the Global Cyber Alliance, and the Cyber Readiness Institute, this tool box is now available in seven languages. And we are continuing to track the evolution of the cyber threat landscape and incidents involving financial institutions through a collaboration with BAE Systems. To raise more awareness among senior officials of the growing threat, Carnegie also hosted a series of roundtables at the Munich Security Conference, including a cyber war game, dedicated to cybersecurity and the financial system. We co-hosted a high-level roundtable with the IMF for central bank governors and launched a workshop series at Wilton Park to strengthen the relationships among financial authorities, industry, and law enforcement as well as national security agencies. In July 2019, an international group—convened by Carnegie—of leading experts in governments, central banks, industry, and the technical community decided that there would be value in developing a longer-term international cybersecurity strategy for the financial system. This report is the result of that project and offers a vision for how the international community could better protect the financial system against cyber threats. The recommendations are designed to inform the deliberations among the G20, the G7, relevant standard-setting bodies as well as the Annual Meeting of the World Economic Forum and the Munich Security Conference. Written by Carnegie experts, this document includes feedback obtained through consultations with more than 200 stakeholders in government, the financial regulatory community, industry, and academia. An international advisory group, formed in fall 2019, provided strategic advice throughout the project. In February 2020, following Carnegie’s presentation of this project at the Forum’s annual meeting in Davos the previous month, the World Economic Forum became an official partner.

Asking women about violence is a highly sensitive undertaking, requiring adherence to established protocols that centre women’s safety as a first priority.1 Failure to do so is highly unethical, as it places women at risk of (further) violence and other serious violations. Poorly designed research can also result in under-reporting and/ or misrepresentation of the issue, and it wastes important resources. Even under ideal circumstances, it is difficult to ensure that conditions exist in which women can freely share their experiences and perspectives on violence—and accurately measuring incidences of violence against women (VAW) is particularly challenging. It is thus essential that researchers establish emotional and physical safety for both themselves and respondents; doing so requires experience, intensive training, explicit protocols and the availability of referral services. Violence against women (VAW) remains a globally pervasive human rights violation. According to Care International, one-third of women worldwide will experience physical and/or sexual violence at the hands of men at some point in their lives.i Much of this happens in the workplace, including the factory environments of global supply chains. In India and Bangladesh, for example, research shows that some 60% of garment workers have experienced sexual harassment in the workplace.ii To most effectively respond to VAW – and successfully prevent it – both multi-sectoral and broad societal involvement are required. The initiatives of governments and civil society organisations alone are not sufficient for the effective roll-out of the vast number of programmes required to affect the widespread change in social norms and behaviour that is required. Nor are they sufficient to cater for survivors in need of services. Active engagement with the private sector is required.

Over the last two decades, UN peacekeeping operations have striven to protect civilians from physical violence. The protection of civilians (POC) is now based on a clear normative and policy framework, and its practical implementation relies on a number of innovative tools, tailored and multidimensional approaches, and the more proactive posture of peacekeepers. On a number of occasions, however, UN missions have failed to prevent or respond to threats despite being aware of the risk, receiving adequate warning of an attack, or being in the proximity when abuses were committed. Numerous reports and investigations into these incidents have highlighted shortcomings in performance and called for more accountability. Despite institutional ambitions, however, there is still limited accountability for the actors involved in protecting civilians. To help address this challenge, IPI undertook a project to map how existing accountability mechanisms in the UN could be applied to peacekeeping missions with POC mandates. Through a combination of desk research and key informant interviews, IPI developed a set of tools to help guide the UN and its member states in building a robust, multi-actor, multilayer “system of accountability for POC.”

The rise of Artificial Intelligence applications is accelerating the pace and magnitude of the political, securitarian, and ethical challenges we are now struggling to manage in cyberspace and beyond. So far, the relationship between Artificial Intelligence and cyberspace has been investigated mostly in terms of the effects that AI could have on the digital domain, and thus on our societies. What has been explored less is the opposite relationship, namely, how the cyberspace geopolitics can affect AI. Yet, AI applications have so far suffered from growing unrest, disorder, and lack of normative solutions in cyberspace. As such, from algorithm biases, to surveillance and offensive applications, AI could accelerate multiple growing threats and challenges in and through cyberspace. This report by ISPI and The Brookings Institution is an effort to shed light on this less studied, but extremely relevant, relationship.

What kind of economic recovery from the Covid-19 crisis should we expect? Attempts to answer this question must start by acknowledging an unusually high degree of uncertainty about the immediate future. There is uncertainty about the recurrence of the virus, about how policy makers will balance public health and economic goals, and about the ability of governments to ramp up their capacity to test, trace and isolate the infected, thereby making it safe for others to return to work. Further sources of uncertainty include the behavioral responses of households and investors, the sustainability of the extraordinary monetary and fiscal policies adopted in response to the crisis, and the extent to which economic organization will change in the new public-health environment. These aspects of the current crisis and their contrasts with crises past suggest that recovery from the Covid-19 crisis will be bumpy, subdued and above all uncertain, and that it will differ in Europe and the United States.

Against the backdrop of the COVID-19 pandemic, the newly released secretary-general’s report on peacebuilding and sustaining peace contains, as usual, a wealth of examples of the steps that the United Nations (UN) system is taking to implement the sustaining peace resolutions. It also suggests a welcome and surprising finding: the conflict prevention agenda—once thought to be on life-support at the UN—has found new vigor. This briefing examines the new report, finding that it moves the prevention agenda forward in several key respects, from deepening political buy-in among member states and partners, to a greater embrace of conflict-sensitive approaches in the field. The briefing also identifies key opportunities for prevention to take root in the UN’s practice—including continued strengthening of expertise on prevention; deepening partnerships with the IFIs; leveraging links with violence reduction initiatives, especially relating to SDG16; focusing on area-based approaches to address multiple risks; and more action on humanitarian-development-peacebuilding nexus approaches.

As the COVID-19 pandemic continues, policymakers must navigate public perceptions of coronavirus risk and government responses. This task is all the more challenging given press coverage focusing on outliers and extreme views, polarization and disinformation on social media platforms, and the relative dearth of reliable public opinion polling. These constraints notwithstanding, understanding people’s perceptions of the impact of COVID-19 and their priorities emerging from this crisis will be crucial for building back better. This two-part briefing pulls together data from several global, regional, and national polls conducted over the past month and a half to provide a descriptive summary of trends in public opinion towards COVID-19. The first part of the briefing, by Paul von Chamier, Nendirmwa Noel, and Elizabeth Angell, focuses on global polls tracking levels of public trust in government and other institutions, and public perceptions of the trade-offs involved in calibrating lockdown measures. Overall, the results suggest that most people around the world are highly concerned about the pandemic, supportive of a strong government response, and willing to suffer economic losses in order to save lives—although not without limit. The second part, by Leah Zamore and Sarah Cliffe, focuses on polling from low-income countries, especially in Africa, which find similar trends. However, the greater vulnerability of low-income households in those countries and the practical barriers to some social distancing and lockdown measures mean that public support will decline as people experience greater hardships. The briefing suggests that adequate and equitable government support is a vital prerequisite to sustaining trust—and thus the global public health response.

COVID-19 is creating a series of crises that increase the risk of conflict worldwide. Beyond the health impact, issues like worsening inequality, food insecurity, human rights abuses, and political tensions can deepen pre-existing social fractures in any country, creating additional layers of grievance. Addressing these risks early on and building resilience to them is key to preventing the potential for violence. But the pandemic also brings new opportunities for peacebuilding. A system-wide implementation of the sustaining peace approach is critical to ensure that United Nations response contributes to decreasing risks for violent conflict in the longer term—including efforts to “build back better.” This report draws on interviews with 25+ individuals across the UN system and member states to highlight some of the key challenges for peacebuilding in the immediate COVID-19 period as well as in the longer term. The report documents how entities across the UN have made positive steps toward implementing a sustaining peace approach, and provides recommendations for deepening these gains across the system.

This resolution recognizes sexual violence occurring on a continuum of violence against women and girls, recognizes national responsibility on addressing sexual violence, and recognizes the need for survivor-based and survivor-centered approaches to preventative and provisionary responses. Despite this resolution and several others adopted within the last several years, it was only a little over a decade ago in 2008 that the United Nations (UN) first recognized the role of sexual violence as a war tactic and began implementing strategies to address and respond to such violence on a global scale. This delay and lack of international attention is due to a series of long-held beliefs about rape, sexual violence, and consent, as well an acceptance of conflict-related sexual violence as inevitable to conflict. To explain the recent emergence of conflict-related sexual violence (CRSV) into international discourse and preventative strategies, I will define CRSV, explain the history of CRSV in international law and international human rights, and examine the belief systems surrounding CRSV that, until recent years, restricted prosecution and peacekeeping efforts.

US public investment in agricultural research in the 20th and 21st centuries has resulted in unprecedented worldwide production of a few staple crops and the improvement of dozens more. Increased crop yields and animal production have drastically reduced famine compared to previous centuries and supported an overall increase in global affluence. Today, agricultural producers around the world are facing new challenges as global climate changes become increasingly unpredictable. Inconsistent rain, extreme temperatures, droughts, flooding, wildfires, and shifting pest and disease patterns are just a few of the obstacles farmers face as they try to feed their families and produce enough food to feed the world. In spite of these dire challenges, US public agricultural research funding has been decreasing over the past several decades. This has allowed competitors such as China and Brazil to outpace American ingenuity, take over American markets, and put American farmers at a disadvantage. The lack of investment in agricultural research and development is a critical national security concern. Historical US agricultural strength has contributed to US hard and soft power around the world. As the US food system is beset by increasing climate, economic, financial, and security threats, US rural communities have been left behind, undermining US power and domestic well-being. Increasing global food insecurity, which has been amplified by increasing weather extremes, will lead to economic and political instability in many areas of the world, further threatening US national security. Although the private sector plays a crucial role in the development of new agricultural techniques and products, public funding has been the backbone of many agriculture and food system advances. While agricultural research and development has historically focused primarily on increasing yields, this narrow focus does not adequately support the food requirements of today’s growing global population. There must be a revitalization of public investment in agricultural research, American food systems, and international agricultural development that focuses on the challenges of the future. US leadership is vital to ensuring the global research agenda does not leave farmers behind. Opportunities to build upon and enhance existing US agricultural research infrastructure across many diverse government entities abound. The US government should recognize these investment opportunities to address current and future climate challenges.

In the 2018 report Toward City Diplomacy, the Chicago Council on Global Affairs presented findings from a survey of 27 cities on the capacity of local governments around the world to network internationally—and the perceived barriers to that engagement. The report found that cities “need to invest in resources, expertise, and capacity to manage their relationships and responsibilities to conduct city diplomacy effectively.” In our new survey of 47 cities, we find that advice to still ring true. City officials broadly recognize the importance of engaging internationally but lack the necessary formal diplomacy training and resources for conducting that engagement to maximum effect. Nevertheless, cities maintain a strong commitment to global agendas, and international frameworks are increasingly influential in municipal affairs. For example, more than half of survey respondents said they track their city’s performance against the metrics of the United Nations’ Sustainable Development Goals (SDGs). Furthermore, we found that cities and their leaders are confident in their capacity to tackle global challenges. For instance, the majority of survey respondents said that city governments have greater potential for impact on climate change mitigation than their national government counterparts do, especially when acting collaboratively through city networks and multilateral urban programs. The individual stories of five cities whose officials participated in the study offer lessons for a variety of challenges and approaches to city diplomacy. Based on the survey results, we discuss the three primary obstacles cities must overcome in order to strengthen the role of city diplomacy globally: inadequate funding and resources for international engagement, insufficient training in city diplomacy, and the failure of national and multilateral bodies to fully recognize and formalize city engagement in diplomacy. We conclude with a framework for ensuring that city-diplomacy efforts are systematic and institutionalized rather than reliant on the personalities and connections of powerful city leaders. This capacity-building strategy can help cities leverage international coordination, information sharing, and intersectoral collaboration to address the complex and interconnected problems that will characterize the 21st century.

As a fundamental requirement for lifelong health and opportunity, education underlies the success of communities, nations, and the world. Yet girls today are still being left behind. UN data shows of the estimated 25 million primary school-age children globally who were never enrolled in school in 2014, two-thirds were girls. This paper argues that educating girls has the power to break the cycle of poverty and transform societies. Educating girls has a multiplier effect: better health, prevention of early marriage and violence, lower fertility rates, higher family incomes, stronger community engagement, and better outcomes for their own children. Investing in girls’ education can put countries on the path to a more stable, prosperous future. The barriers to educating girls are numerous and complicated. Safety issues, school fees, family demands, and social and cultural norms, as well as lack of access to qualified teachers and adequate facilities, often combine to keep girls out of school. This paper argues that despite ample evidence of the transformative power of educating girls, not enough is being done to advance the advocacy for, research on, and promotion of girls’ education and empowerment. As the author states, education for all girls is not just a right, but a responsibility.

The global transition from fossil fuel-powered vehicles to electric vehicles (EVs) will require hundreds of millions of batteries. The need for such massive production raises questions from the general public and critics alike about the sustainability of the battery supply chain, from mining impacts to vehicle carbon emissions. Growing demand for the mineral inputs for battery production can provide an opportunity for mineral-rich countries to generate fiscal revenues and other economic opportunities. But where extraction takes place in countries with weak governance, the benefits expected by citizens and leaders may not materialize; in some cases extraction can exacerbate corruption, human rights abuses and environmental risks. To address these questions, the Center for Law, Energy & the Environment at U.C.-Berkeley and NRGI are conducting a stakeholder-led research initiative focused on identifying strategies to improve sustainability and governance across the EV battery supply chain. CLEE and NRGI convened leaders from across the mining, battery manufacturing, automaker, and governance observer/advocate sectors, to develop policy and industry responses to human rights, governance, environmental, and other risks facing the supply chain. This report "Sustainable Drive, Sustainable Supply: Priorities to Improve the Electric Vehicle Battery Supply Chain" shares the major conclusions of this multi-stakeholder convening and accompanying outreach to experts in the field: Lack of coordinated action, accountability, and access to information across the supply chain hinder sustainability efforts Inadequate coordination and data sharing across multiple supply chain standards limit adherence Regulatory and logistical barriers inhibit battery life extension, reuse, and recycling The report recommends the following priorities as industry, government and nonprofit leaders respond to these challenges: Industry leaders, governments and civil society could strengthen mechanisms to improve data transparency and promote neutral and reliable information-sharing to level the playing field between actors across the supply chain and between governments and companies Industry leaders, governments and civil society could ensure greater application of supply chain sustainability best practices by defining and categorizing existing standards and initiatives to develop essential criteria, facilitate comparison and equivalency, and streamline adherence for each segment of the supply chain Governments and industry leaders could create new incentives for supply chain actors to participate in and adhere to existing standards and initiatives, which may include sustainability labeling and certification initiatives Industry leaders could design batteries proactively for disassembly (enabling recycling and reuse), and industry leaders and governments could collaborate to build regional infrastructure for battery recycling and transportation and create regulatory certainty for recycling
