1. Redressing environmental harm? A 'corporate sovereignty' problem

Abstract:
The transition towards a low-carbon economy is an epoch-defining goal. However, this transition develops following traditional patterns of business that are intrinsically environmentally harmful as they rest upon profit-oriented strategies of commodifying natural resources. By taking the anthropological notion of "corporate sovereignty", this contribution discusses the unsustainability of private corporates' property a-like structures of power over natural resources and frames them within forms of economic governmentality. The paper concludes by stressing the need for a cultural change to occur to back the transition towards a novel model of sustainable business, i.e. of "business within the Heart's limits".

2. Serving the Citizens—Not the Bureaucracy

Abstract:
In a volatile and changing world, one government function is in a position to address challenges ranging from climate change to equity to local development: procurement. Too long confined to a mission of cost savings and compliance, procurement—particularly at the local level, where decisions have a real and immediate impact on citizens—has the potential to become a significant catalyst of change. In 2021 alone, cities around the globe will spend an estimated $6.4 trillion, or 8 percent of GDP, on procurement.1 Despite this vast buying power, city procurement faces several challenges, including resistance to the idea that procurement can be creative, strategic, economically formidable—and even an affirming experience for professional staff, citizens, civil society organizations, and other stakeholders. Unfortunately, city procurement is far from ready to overcome these hurdles. Interviews with city leaders and procurement experts point to a common failing: city procurement today is structured to serve bureaucracies—not citizens. City procurement is in a state of creative tension. Leaders want it to be a creative engine for change, but they underfund procurement teams and foster a compliance culture that leaves no room for much-needed creative and critical thinking. In short: procurement needs a mission. In this report, we propose cities reimagine procurement as a public service, which can unlock a world of ideas for change and improvement. The vision presented in this report is based on six strategic measures that can help cities get started. The path forward involves not only taking concrete actions, such as reducing barriers to participation of diverse suppliers, but also adopting a new mindset about the purpose and potential of procurement. By doing so, cities can reduce costs and develop creative, engaging solutions to citywide problems. We also offer detailed insights, ideas, and best practices for how practitioners can realize this new vision. Better city procurement offers the promise of a vast return on investment. Cost savings stand to exceed 15 percent across the board, and local development may benefit by multiplying the participation of small and disadvantaged businesses. Clarity of mission and the required professional skills can lead to new, pioneering innovations. Technology and the right data can lead to sustained performance and better outcomes. A healthy supplier ecosystem can deliver new supplier talent that is aligned with the goals of the city to reduce carbon emissions, serve complex needs, and diversify the supply chain. All of this not in service of the bureaucracy but of the citizen.

Abstract:
Early in the Covid-19 pandemic, the myGov website was overwhelmed by a demand surge from citizens seeking to rapidly access digital services. In 2016, the online Census (eCensus) suffered a series of relatively small distributed denial-of-service (DDoS) attacks. While they didn’t overwhelm the platform, the attacks ultimately resulted in the eCensus being taken offline. What do these two examples have in common, and what lessons should we learn to ensure more robust digital government services? This paper explores U.S. government scholarship opportunities available to U.S. students interested in an international experience, highlighting different sponsoring agencies. It analyzes how the scholarships support U.S. government programming goals of encouraging citizen diplomacy, strengthening national security, and building a globalized workforce. Case studies presented in this paper demonstrate the contributions of U.S. government scholarship programs to study abroad and the international experiences of U.S. students.

5. The New Weapon of Choice: Technology and Information Operations Today

Abstract:
In recent years, a growing number of governments, non-state actors, and citizens have rapidly expanded their use of pernicious information operations against other countries and even their fellow citizens. Social media and the internet have become the main tool. The current technological revolution has lowered the cost of entry for those wishing to spread misinformation and disinformation. Some use the internet to propagate an alternative version of the global order they seek to dominate, to damage a regional rival, or to influence their own or others’ elections. The players, tactics, tools, and topics will continue to expand in the months and years ahead, and the coronavirus pandemic has only enhanced the salience of these activities. Information operation campaigns sow confusion, further divide deeply partisan societies, and are an existential threat to democracies around the world. Thus far, governmental, tech sector, and civil society responses have fallen short, although some have fared better than others. In fall 2019 and the spring 2020, the Institute for the Study of Diplomacy convened a series of working group meetings that included academics and practitioners, private sector specialists, and representatives from civil society. The attendees mapped out this space and identified the challenges inherent in this new form of incipient and widespread information operations. This group also identified potential areas of further engagement, collaboration, and research within the private sector, academia, and civil society. Ultimately, the group came up with a set of principles and policy recommendations for governments, private sector companies, and civil society to enact in both the near-and-long-term in order to mitigate information operations.

The National Oil Company Database helps fill a significant gap in knowledge of the global economy. National oil companies (NOCs) produce approximately 55 percent of the world’s oil and gas, pumping out an estimated 85 million barrels of oil equivalent per day. The World Bank has estimated that they control up to 90 percent of global oil and gas reserves, thereby serving as gatekeepers for international oil companies’ access to hydrocarbons. Within their home countries, NOCs influence the degree to which billions of people benefit—or suffer—as a result of their countries’ hydrocarbon wealth. Many of these companies manage multi-billion-dollar portfolios of public assets, execute complex projects across their territories and at sea, employ citizens in the tens or hundreds of thousands, and perform a range of public services from providing energy to building infrastructure.

Abstract:
This study looks at the development of legal and regulatory framework governing drinking water and sanitation services in South Africa, England and United States. Around 780 million worldwide do not have access to clean drinking water and almost 2.5 billion people lack access to improved sanitation according to data published by Centers for Disease Control and Prevention. In such a situation, it becomes extremely important to study the legal and regulatory measures used internationally to control, manage and improve these resources. This study, covering South Africa, England and USA, sets out to identify, comprehend and analyze these legal frameworks and structures; examine the control exercised by national, state/provincial as well as municipal governments over water and sanitation-related questions; and the responsive measures being taken by them to preserve the water resources and their quality for future generations. The authors have observed that in presence of varying geographical, historical and social factors, while it would be impossible to compare each model against the other on the basis of merit, it becomes increasingly important for governments to balance the individual’s right to water with the planet’s ecological balance.

Global Philanthropy Project and Funders for LGBTQ Issues are pleased to present the 2017-2018 Global Resources Report: Government and Philanthropic Support for Lesbian, Gay, Bisexual, Transgender, and Intersex Communities, a comprehensive report on the state of foundation and government funding for lesbian, gay, bisexual, transgender, and intersex (LGBTI) issues. This report documents over 19,764 grants awarded by 800 foundations, NGO intermediary funders, and corporations and by 15 donor government and multilateral agencies over the two-year period of 2017-2018. The report provides detailed data on the distribution of LGBTI funding by geography, issue, strategy, and population focus, offering a tool for identifying trends, gaps, and opportunities in the rapidly changing landscape of LGBTI funding. This report draws from six years of data on global LGBTI funding, documented in three editions of the Global Resources Report including grants awarded from 2013 to 2018.
