Abstract:
This monograph identifies challenges and opportunities in today’s US Army Reserve. Since its inception in 1908, the Army Reserve has made important, diverse, and cost-effective contributions to the Army and the Joint Force and has shown the ability to adapt in profound ways to meet emerging requirements. In the context of emerging requirements driven by the 2018 National Defense Strategy, the Army is developing its thinking on multi-domain operations and evolving complex threats in the strategic and operational environments. To meet these emerging, complex challenges, the Army Reserve must adapt again. Accordingly, the monograph offers an honest and direct assessment of the modern Army Reserve’s structural realities, institutional limitations, and untapped potential, while proposing a series of “quick wins,” “heavy lifts,” and “deep” reforms aimed at adapting the institution to meet our nation’s twenty-first century needs.

Technological advances in the biological sciences have long presented a challenge to efforts to maintain biosecurity and prevent the proliferation of biological weapons. The convergence of developments in biotechnology with other, emerging technologies such as additive manufacturing, artificial intelligence and robotics has increased the possibilities for the development and use of biological weapons. This report, written by SIPRI experts on technology and arms control, provides a nuanced picture of the risks and challenges posed by this convergence. It analyses the extent to which concerns arising from new technological developments can be dealt with through existing governance mechanisms. Based on the limitations identified, the authors recommend the action that needs to be taken by national governments, international organizations, academia, the private sector and the DIY community.

Economic sanctions have become the tool of choice for U.S. policymakers to influence international affairs. On issues ranging from nuclear nonproliferation to human rights, the United States typically imposes sanctions with the goal of inducing a government to change its behavior. Yet sanctions often have more potential to deter unwanted actions than to compel policy reversals, and the greatest impact of sanctions sometimes involves the signals they convey about likely future U.S. steps. Maximizing the overall effectiveness of U.S. economic pressure therefore requires concerted efforts by policymakers in the executive branch and Congress to make sanctions more effective instruments of deterrence and signaling. Doing this will also have positive knock-on effects, helping to limit the unintentional escalation of international competition and preserve the utility of sanctions as a vehicle for addressing security challenges and protecting universal norms. This report highlights several areas for action by U.S. policymakers: Make U.S. sanctions-removal assurances more credible: U.S. offers to lift sanctions on a country if it makes certain concessions send an effective signal only if the United States has a track record of backing up its commitments. In recent years, this signal has been severely weakened by U.S. failures to follow through on some significant sanctions-removal agreements, notably with Iran and Cuba.

Abstract:
This report offers a unique contribution to the literature by examining the Islamic State’s production, dissemination, and evaluation of propaganda in the months running up to its territorial collapse. Utilizing a range of materials collected in eastern Syria during the first nine months of 2018, namely audio-visual records and interviews, the authors inspected the administrative structure undergirding the group’s Central Media Directorate. Key responsibilities of this entity included interdepartmental oversight and monitoring, as well as media production and distribution. Focusing primarily on infrastructure concerning security and production, the study examines how the Islamic State cultivated a high degree of operational security, fluidity, and effectiveness. By assessing these trends during a period of existential external and internal pressure, the report demonstrates how the group ensured the continuance of its influence operations. Beyond highlighting the utility of its guiding methodology and the operational value of its findings, this investigation enabled the authors to outline how the Islamic State might traverse the post-proto-state phase of its history. Among other things, the report draws attention to the increasing ascendency of diwan al-amn al-‘am (Directorate of General Security), especially regarding its role in instilling operational opacity, maintaining archives, and managing personnel. Taken altogether, the findings show how the Islamic State sought to navigate through critical trade-offs, such as efficiency and security, particularly in the context of its media operations.

In Classification of Drugs: when science was left behind, the Global Commission on Drug Policy explains how the biased historical classification of psychoactive substances has contributed to the "world drug problem". It is the first-ever comprehensive report providing a political reading of the current evaluation and classification, or "scheduling" of drugs according to their harms. Psychoactive substances should be classified with regard to their potential for dependence and other harms. This is not the case today, where some substances are legally available because they are considered beneficial (medicines) or culturally important (alcohol), while others are seen as destructive, and are strictly prohibited. The classification of drugs is at the core of the international drug control system. As such, governments must ensure that such a classification is pragmatic and based on science and evidence, makes clear the benefits and harms of drugs, and allows for responsible legal regulatory models to control drugs.

This study looks at the development of legal and regulatory framework governing drinking water and sanitation services in South Africa, England and United States. Around 780 million worldwide do not have access to clean drinking water and almost 2.5 billion people lack access to improved sanitation according to data published by Centers for Disease Control and Prevention. In such a situation, it becomes extremely important to study the legal and regulatory measures used internationally to control, manage and improve these resources. This study, covering South Africa, England and USA, sets out to identify, comprehend and analyze these legal frameworks and structures; examine the control exercised by national, state/provincial as well as municipal governments over water and sanitation-related questions; and the responsive measures being taken by them to preserve the water resources and their quality for future generations. The authors have observed that in presence of varying geographical, historical and social factors, while it would be impossible to compare each model against the other on the basis of merit, it becomes increasingly important for governments to balance the individual’s right to water with the planet’s ecological balance.

The report takes stock of a range of measures that individual states and the international community can undertake while upholding their preventive responsibilities based upon best practices since the adoption of R2P at the 2005 UN World Summit. While acknowledging a growing number of contemporary atrocity situations around the world, the Secretary-General cautions that “there is a growing gap between our words of commitment and the experience of protecting vulnerable populations.” The report offers a number of practical policy suggestions based upon experiences of the last decade and serves as a call to action for member states and international institutions.

Many models for parks and protected areas have been created globally to preserve biodiversity and natural heritage and to provide visitors with “wild places” to experience. This establishment of conventional parks and protected areas has typically been done through governance processes that do not acknowledge Indigenous peoples, including their connections to and their governance systems for such areas. Area-based conservation through parks and protected areas has, therefore, displaced and systematically oppressed Indigenous Peoples, disenfranchising them from their custodial roles and responsibilities within their traditional territories. In addition to oppression, conventional governance systems have also produced intrusive infrastructure and circulated tourists, creating human-wildlife conflict that often results in wildlife mortality. Through disenfranchising Indigenous peoples of their traditional territories, parks and protected areas in colonized regions of the world have separated nature from the societies that have the most deeply embedded place-based knowledge systems and governance structures.

The major transformations that are occurring on the Chinese gas market have profound repercussions on the global gas and LNG markets, especially on trade, investment and prices. In just two years, China has become the world’s first gas importer and is on track to become the largest importer of Liquefied natural gas (LNG). China alone explained 63% of the net global LNG demand growth in 2018 and now accounts for 17% of global LNG imports. The pace and scale of China’s LNG imports have reshaped the global LNG market. Over the past two years, fears of an LNG supply glut have largely been replaced by warnings that the lack of investments in new LNG capacity would lead to a supply shortage in the mid-2020s unless more LNG production project commitments are made soon. There is now a bullish outlook for future global LNG demand which has encouraged companies to sanction additional LNG projects, based on the anticipated supply shortage. China’s gas imports can be expected to continue to grow strongly, from 120 billion cubic meters (bcm) in 2018 to up to 300 bcm by 2030.

For decades, western armies have been working on developing a land-combat vehicle that would address the changing nature of warfare — notably fighting in densely populated urban and rural terrains — and new operational threats like mines, side bombs, and short-range rockets for purposes of ambush. But attempts to circumvent the use of expensive heavy armor by harnessing advanced sensory-fire and mobility technologies to neutralize potential threats before their actualization has been far from successful, leaving ground forces vulnerable and exposed. Development of a new land-combat vehicle will thus necessitate a highly inventive engineering and technological approach that slashes costs and weight of protective armor without compromising its effectiveness.

The GTI report is produced by the Institute for Economics & Peace (IEP) using data from the Global Terrorism Database (GTD) and other sources. Data for the GTD is collected and collated by the National Consortium for the Study of Terrorism and Responses to Terrorism (START) at the University of Maryland. The GTD contains over 170,000 terrorist incidents for the period 1970 to 2017. Deaths from terrorism fell for the fourth consecutive year, after peaking in 2014. The decline in deaths corresponds with the military successes against ISIL and Boko Haram, with the total number of deaths falling by 15.2 per cent between 2017 and 2018 to 15,952. The largest fall occurred in Iraq, which recorded 3,217 fewer deaths from terrorism in 2018, a 75 per cent decrease from the prior year. For the first time since 2003, Iraq is no longer the country most impacted by terrorism.

This is the thirteenth edition of the Global Peace Index (GPI), which ranks 163 independent states and territories according to their level of peacefulness. Produced by the Institute for Economics and Peace (IEP), the GPI is the world’s leading measure of global peacefulness. This report presents the most comprehensive data-driven analysis to date on peace, its economic value, trends, and how to develop peaceful societies. The GPI covers 99.7 per cent of the world’s population, using 23 qualitative and quantitative indicators from highly respected sources, and measures the state of peace using three thematic domains: the level of Societal Safety and Security; the extent of Ongoing Domestic and International Conflict; and the degree of Militarisation. In addition to presenting the findings from the 2019 GPI, this year’s report includes analysis of trends in Positive Peace: the attitudes, institutions, and structures that create and sustain peaceful societies. It looks at the relationship between the actual peace of a country, as measured by the GPI, and Positive Peace, and how a deficit of Positive Peace is often a predictor of future increases in violent conflict. It also looks at the dynamic relationship between changes in Positive Peace and changes in the economy.

This report analyses the relationship between the economic performance of a country and its levels of peace. The major finding of this report is that peace acts as a good predictor of a country’s future performance in a number of macroeconomic indicators. These insights can be used to better assess the expected investment potential of countries. Rather than asking what businesses can do for peace, the study differentiates itself from other work by focusing on what peace can offer businesses. Institute for Economics & Peace (IEP) sees this as an important but missing step in business analysis. In order for businesses to be an actor in building peace, investors first need to see the benefits of peace to their investment decisions. The results of this work show that economic performance can be predicted by understanding the movement in the same socio-economic factors that affect peacefulness. These conditions are known as Positive Peace. The countries that improved the most in Positive Peace between 2010 and 2016 also had substantially above average economic performance.

One of Elevate Children Funders Group’s (ECFG) overarching goals is to map emerging trends, gaps and opportunities across the children and youth in adversity field. To this end, the ECFG Secretariat recently undertook an exercise and asked non-funders for their input. It is a rare opportunity for non-funders to honestly and anonymously share with funders their candid feedback of what is working and not working. By sharing and learning together, we can both deepen our knowledge and ensure better outcomes for children and young people the world over. In July-August 2019, the ECFG Secretariat shared a six-question survey with over 70 non-funder stakeholders representing academia, think tanks, networks, UN agencies, international non-governmental organizations (NGOs), community-based organizations, human rights organizations and youth-led organizations around the world. These stakeholders work in the field of violence prevention, child protection, children’s care, early childhood development, mental health, youth empowerment, child and youth rights, and education. ECFG received responses from 30 stakeholders, representing: international NGOs (67.9%); networks (14.3%); academia or think tanks (10.7%); and national NGOs (7.1%). Forty-two percent are based in North America, thirty-six percent in Europe and the United Kingdom, one representative in Latin America; and three representatives in South and Southeast Asia. All responses were in English, except for one (Spanish).

Millions of women suffer intimate partner violence (IPV) each year in countries experiencing or emerging from war. While the international community has increasingly recognized the urgency of combating conflict-related sexual violence, much less attention has been accorded to preventing IPV and addressing its repercussions in conflict-affected settings. Addressing the full spectrum of violence in conflict entails preventing IPV and supporting IPV survivors. Recent evidence suggests that IPV prevalence can increase in some conflict settings due to the breakdown of traditional social and governance institutions, the prevalence of post-traumatic stress and harmful gender norms, and economic dislocation, among other factors. This report looks at what is known about IPV in conflict settings and focuses on one strategy to improve the situation of survivors: increasing their access to justice. The case of Liberia, a country that has contended with the legacy of conflict and attempted to use legal reforms to combat high rates of IPV, is investigated in depth.

386. Women’s Financial Inclusion in a Digital World: How Mobile Phones Can Reduce Gender Gaps

Globally, only about two-thirds of women own a financial account, compared to about three in four men. In conflict-affected nations, women are 27 percent less likely than men to have a bank account. We present new estimates that greater mobile phone usage among women is associated with much lower gender gaps in financial inclusion: a percentage point lower gender gap in mobile access is associated with a 0.94 lower percentage point financial inclusion gap. This association is much larger than the effects found for reducing gender gaps in employment. Our findings highlight the promise of mobile phones to financially include women in fragile and conflict-affected countries. We also address efforts to close mobile phone gaps, design financial services intentionally for women, eliminate legal discrimination, and establish regulatory and policy frameworks that seek to ensure inclusion. Ultimately, concerted efforts by governments and private sector companies are required to achieve digital financial inclusion and close the gender gap.

Investing in women’s economic empowerment is at the forefront of the global agenda, as recognized by the Sustainable Development Goals (SDGs), the United Nations secretary-general’s High-Level Panel (HLP) on Women’s Economic Empowerment, and more recently the G7 summit in Canada. The importance of women’s economic empowerment is increasingly accepted, but inclusive progress can only be made if attention is paid to empowering women in the most fragile and conflict-affected settings. Globally, about 264 million women live in the 36 countries classified as fragile and conflict affected (FCA) by the World Bank Group’s annual “Harmonized list of fragile situations.” These women face cross-cutting challenges of poverty, gender-based violence, and discriminatory norms. Evidence shows that they are more likely than men to experience displacement or have their education interrupted, and that they have less access than men to employment and income opportunities. Our analysis, while limited by data constraints, suggests that women’s economic opportunities in FCA settings are restricted on multiple fronts, with worse outcomes in countries in protracted conflict.

It is widely recognized that advancing women’s economic empowerment is central to gender equality, economic growth, and the realization of the Sustainable Development Goals (SDGs). Multilateral institutions, nonprofit organizations, development finance institutions, and governments have engaged in a range of programs to promote women’s economic empowerment. Existing types of interventions that address women’s economic empowerment include increasing girls’ financial inclusion and access to education, enhancing their livelihoods through skills-based training, and reforming discriminatory laws for women to gain access to land, employment, inheritance, and property. This study builds on a companion paper that sets out what we know about the current status and patterns of women’s economic opportunities in fragile and conflict-affected countries (FCA). It aims to provide insights into which interventions have worked or hold promise in increasing women’s economic opportunities. Based on a number of systematic reviews examining the effectiveness of interventions in low- and middle-income countries, we find that technical and vocational training—paired with some kind of internships, life-skills training, or cash transfers—can be effective in increasing women’s employability and income. However, the implementation of such programs can be costly, and measures of effectiveness are mixed.

It is well established that women’s participation is essential for growing economies—and that inclusive growth is critical to creating sustainable peace. Yet women face the most severe economic exclusion in fragile and conflict-affected countries—precisely the nations that critically need their participation. This GIWPS report focuses on financial inclusion as an important tool to economically empower women and speed the pace of recovery after conflict. The report, supported by Bank of America, is the first in a series of Georgetown research studies on advancing women’s economic opportunities in fragile states. The report describes the status of women’s economic participation worldwide. Only 4 in 10 women are in paid work (compared to 7 in 10 men) in the 36 countries classified by the World Bank as fragile and conflict-affected states. The situation is even worse in countries with protracted conflict. Afghanistan has a 60 percentage point gap between male and female employment rates, and Syria and Yemen both have gender gaps of over 50 percentage points. Rates of financial inclusion – access to formal financial services as well as mobile accounts – are also systematically lower for women in fragile and conflict-affected settings, even though these are the conditions where such access is vitally important. “Financial accounts can be a lifeline for women and their families – and can have larger cumulative effects on the economy,” said Dr. Jeni Klugman, managing director of GIWPS. “Surveys suggest a strong demand for financial services among women.” The Georgetown report suggests innovations to formal financial services to make them more accessible to women in difficult environments. Mobile banking accounts, for example, can expand women’s occupational options and increase their consumption, especially given ongoing infrastructure and mobility constraints. Digitized social transfer payments from governments directly into women’s financial accounts can also be a route to inclusion with multiple benefits. “Emerging evidence shows that the private sector can play an integral role in addressing the unmet financial needs of women in fragile and conflict-affected countries,” adds Yvonne Quek, the Clinton-McLarty research fellow at GIWPS. Future research by GIWPS will focus on what is working to create economic opportunities for women in conflict-affected countries. GIWPS will use case study methods to underscore successful approaches to advance women’s economic opportunities and financial inclusion.

390. Aviation cybersecurity: Scoping the challenge

In the past decade, the aviation industry has reaped the benefits of digitization. With the aircraft efficiency gains and enhancements to the passenger experience catalyzed by new technologies, we have to acknowledge the corresponding new risks, including social and technical vulnerabilities never before addressed. In 2017, the Atlantic Council released its ground-breaking report, Aviation Cybersecurity—Finding Lift, Minimizing Drag. The report raised awareness on the state of cybersecurity in the aviation industry, sparking public dialogue on the intersection of cybersecurity and aviation. This created a foundation for the aviation community to convene around protecting the traveling public. Since then, it has become evident that anticipating, identifying, and mitigating cyberspace vulnerabilities in aviation will require the buy-in of all stakeholders in this ecosystem. Two years on, Thales is honored to continue its support for the Atlantic Council and this crucial initiative that aims to map perspectives on cybersecurity across this diverse industry and highlight the growing need for collaboration across stakeholders. Ultimately, there is no silver bullet for aviation cybersecurity, and confronting cyber risk in aviation will require a global approach, working across safety, security, cybersecurity, and enterprise IT. This report and the accompanying global survey developed by the Atlantic Council will increase our holistic understanding of aviation cyber risk and drive meaningful engagement across the aviation community. This effort to broaden the community of stakeholders examining cybersecurity in aviation will increase our collective security, safety, and resilience. When it comes to the trust of travelers, we are all only as strong as those most vulnerable among us. It is only through mutual understanding and collaboration that we can continue to challenge one another, grow, and improve. I applaud the Atlantic Council for embracing this topic and am proud Thales has the chance to support this work.

391. Leading the free world: How America benefits

What is “world order” and why should Americans care? Less than half of all Americans have a passport, and less than five percent travel internationally. Only 26 percent of US gross domestic product (GDP) comes from international trade. Since the end of the Cold War most Americans probably feel safe from foreign threats most of the time: they feel little sense of danger or threat from the world. Even the terrorist attacks of 2001 have receded into memory and increasingly feel like an aberration rather than a precedent. Americans may feel a sense of unease about the world, but we are confident that even the nation’s wars safely take place “over there,” not here at home. If the United States can afford to tune out much of the world because of its geography, wealth, and power, why should we care? Americans have been the unconscious beneficiaries of a world order that would not exist without them. Just as we take for granted electricity and indoor plumbing without thought to the wiring and piping that make them possible, so too we take for granted the peace, prosperity, and stability of our world without thought to the infrastructure of the free world. The free world exists because the most powerful states in the world are open societies: liberal capitalist democracies who largely see the world the same way and have worked together to keep the peace and build wealth. That order is now imperiled. The United States no longer enjoys an unquestioned advantage over its rivals, Russia and China, as it once did. North Korea and Iran threaten the United States with nuclear weapons and support for terrorism. Perhaps most threatening of all: rising nationalist and populist movements around the world, including in the United States, are undermining popular support for international cooperation, free trade, and collective security. This report is about the free world: what it is, why it is imperiled, why Americans should care, and what we can do about it. Some skeptics have criticized the international order. President Donald Trump regularly criticizes “globalism,” and many Americans seem inclined to believe that the United States is losing its sovereignty and that the world is taking advantage of America’s generosity. We respectfully disagree. The free world, and American leadership of it, is good for America and good for the world. It helps keep us safe and give us opportunity. Far from eroding America’s sovereignty, it is a tool of American influence. Most importantly, the aspirations of the free world are just. It is a system of ordered liberty among nations, a tool or mechanism for allowing nations and individuals to flourish in freedom and safety. Investing in the free world is an investment in our values and our common values.

A feminist foreign policy brings all voices to the table, through whichever medium they choose to express themselves, challenging the academic and un -inclusive paradigm it is embedded in. However, the views and opinions expressed in this issue represent the respective contributors and not CFFP as an organisation; our goal is simply providing a platform for those voices, particularly those that have previously been marginalised, for open discussion and debate. After much consideration, we have recently made several changes to Disrupted, namely transitioning from a print-journal to a digital journal. The 2005 Paris Declaration on Aid Effectiveness provided an important framework for encouraging donor and partner countries to adapt aid management practices to make development cooperation more effective. The agenda it advanced has since lost visibility, even among aid providers that were once its strongest advocates. This DIIS report, written by Senior Researcher Erik Lundsgaarde and Senior Researcher Lars Engberg-Pedersen, indicates that there are several explanations for the declining attention to Paris Declaration principles. Implementation of the agenda was challenging from the outset due to different starting points among countries, the tension between a universal approach and the need to adapt cooperation approaches to varied contexts, and the tradeoffs involved in implementing prescriptions such as increasing partner ownership, strengthening donor coordination, and improving results management. In spite of these challenges, the authors argue that core ideas from the Paris Declaration remain valid today. In particular, the importance of fostering partner ownership and measuring results has not faded. Improving the consistency of how donors pursue these objectives in practice is essential in carrying lessons from decades of development cooperation experience forward.

This was the key theme of the 3rd Annual Conference of the Consortium of Non-Traditional Security (NTS) Studies in Asia, held on 27-28 March 2018, in Singapore. This monograph compiles the papers presented by members of the Consortium. They examine the kinds of human insecurities and uncertainties brought on by disruptions, analyse the current responses by states and other actors, and point to specific recommendations on how societal resilience can be built in the face of disruptions.

Abstract:
Two hundred and twenty-one oral presentations, 98 Four Minute Presentations and 21 participant driven side events were delivered over the five days of the Forum. With so much going on it is a mammoth task to distil key new findings shared. This report provides a flavour of what was shared, organised by the nine SVRI Forum themes: Social change, Leave no-one behind, Violence against women and achieving the SDGs, Linkages between VAW and VAC (including CSA), Methods and measures, Scaling up of interventions, Changing social norms and shifting gender inequities, Addressing poverty and gender inequality through economic empowerment and New technologies. Messages that resonated throughout the event were: • We know more about the size of the problem and risk factors for VAW than ever before. • We know that violence is preventable, and we know that we can reduce violence over relatively short periods of time. • We have interventions which have been found effective in reducing violence. • We are deepening our understanding on which components of interventions are effective and for whom. • We are learning more about scaling up and what it costs to do so.

Abstract:
Globalization has brought enormous wealth to the world as a whole, and the economic gap between developed and emerging countries has narrowed rapidly. On the other hand, the shift of the center of economic gravity to emerging economies has become more apparent since the global financial crisis, and dissatisfaction over intensifying competition with emerging economies, including the relocation of production bases overseas, has increased. In addition, the income gap has been widening in many countries due to the shock caused by the financial crisis in 2008 and the disparity of wage levels between skilled and unskilled workers driven by technological progress. Today, due in part to the negative aspects of globalization, we witness unprecedented distrust in politics and increasingly eroding social cohesion, leading to the rise of populism, protectionism and unilateralism as global trends. In particular, the United States is changing its long-established role in supporting the post-World War II liberal international order, and this has disrupted global governance and multilateralism. Furthermore, the rise of China and other emerging countries as well as the development of the digital economy require reforms to existing frameworks for economic global governance such as the WTO to address new issues.

Abstract:
The post-World War II international order, which was formed under the leadership of the United States, was based on the premise that all nations, large and small, should abide by international law and spread liberal values such as individual freedom, democracy, human rights, the rule of law, the peaceful resolution of disputes, and free trade. In recent years, however, countries discontented with the existing international order, such as China and Russia, have been trying to create an environment favorable to authoritarian regimes by unilaterally changing or denying internationally established norms and systems. The Trump administration, under the banner of "America First," has chosen to strategically compete with China and Russia, viewing them as "revisionist states" that challenge the existing international order. At the same time, the Trump administration has placed greater priority on protecting its own interests rather than on maintaining the existing order, and has called for correcting trade imbalances and increasing burdens on its allies. In particular, the Trump administration's policy of valuing the contributions of its allies from a financial perspective is a serious issue that could undermine the credibility of the Japan-US alliance.

The joint United Nations Development Programme (UNDP) and International Civil Society Action Network (ICAN) publication, Invisible Women: Gendered Dimensions of Return, Reintegration and Rehabilitation, is an effort to map the gaps and challenges pertaining to the reintegration and rehabilitation of women and girls associated with violent extremist movements and establish a preliminary evidence-base of good practices and approaches. The report and its methodology centralize the experiences of local civil society, in particular women-led civil society organizations (CSOs) who contributed to the report through interviews, dialogues, and case study profiles. The research emphasizes the necessity of integrated, multi-stakeholder approaches that enable state and civil society to work in tandem, based on the comparative advantages of each.

400. Development and Prevention: National Examples of Linkages

Abstract:
Development is an essential tool for conflict prevention, as often root causes are related to lack of equitable access to economic opportunities, or a combination of political and economic inequalities that fuel grievances—as highlighted in the 2011 World Development Report and the 2018 UN–World Bank Pathways for Peace report. Some risk factors may therefore need to be addressed with development tools. Drawing on field research and on member state reporting at the recent High-level Political Forum in July 2019, this briefing highlights development measures countries have taken to support prevention, and highlights ways the UN system can better assist these efforts. This paper highlights practical examples of how countries are using development tools for preventive purposes. We draw on field research from Colombia, where there has been a high degree of creative and innovative initiatives to address violence, as well as presentations for the voluntary national reviews on SDG16 at the High-level Political Forum on Sustainable Development (HLPF). We conclude by drawing lessons for the UN system.
