It highlights some of the main factors that influence the inclusion of SSR in peace processes, including the roles and strategies of mediators in shaping the negotiations. Civil society engagement is part of a culture of participation that enhances the democratic nature of decision-making about security. The expertise and independent interests of civil society provide a counter-balance to government policy by providing policymakers with a wider range of perspectives, information and alternative ideas. However, civil society activism is not always democratic or representative of the population’s needs or interests and does not automatically lead to effective oversight. Gendarmeries and constabulary-type police go by many names, but all combine characteristics of both the military and civilian police. Because of their unique skill sets, demand for such forces to face new threats to domestic and international security has increased everywhere. However, the mixed military–civilian characteristics of gendarmeries and constabulary-type police pose special challenges for democratic civilian control and the appropriate use of force, especially in domestic law enforcement. This SSR Backgrounder describes the roles and functions of gendarmeries and similar forces and explains how applying the principles of good SSG enables them to fulfil their legitimate mission of protecting both state and human security with respect for human rights and the rule of law. Abstract:
This report argues that the urban context presents a microcosm wherein one might observe debates and developments on security sector governance (SSG) and security sector reform (SSR) that also take place at the national level – with relevant challenges and opportunities, applied practices and lessons learned from past or ongoing attempts to provide security for both people and the state. Moreover, the report aims to show that urban security sector dynamics differ depending on whether the city is situated in a developed, developing, fragile and conflict-affected, or post-conflict context. In light of growing interest and investment in urban safety and security, exemplified by the provisions of Sustainable Development Goal (SDG) 11 -Sustainable Cities and Communities, increasing our understanding of the urban security sector has never been more timely.

Abstract:
This Training Curriculum builds the knowledge and skills of women from civil society to participate in security sector reform (SSR), and conduct advocacy related to the security sector. It is a companion to A Women’s Guide to Security Sector Reform, published in 2013 by DCAF and Inclusive Security. The curriculum is aimed at experienced facilitators and trainers who design workshops and trainings for women and civil society organizations wishing to engage in SSR processes. The Training Curriculum addresses the concepts of security, the security sector, SSR, gender and gender equality, and the links between them. It builds skills for planning, research, coalition building, developing recommendations, and advocacy around the security sector, as well as monitoring and evaluating those efforts. Given that women are often excluded from SSR processes, the curriculum serves as a tool to train and support women and CSOs of all types to participate in dialogue and decision-making to create a security sector that is more effective, accountable and inclusive. The Training Curriculum includes 17 modules that are practical, field-tested, and grounded in adult learning methodologies. They include case studies, exercises, videos, and role plays to make the material accessible to a range of learning styles and knowledge levels. Sample agendas and training guidance are included in the Introduction and each module can be adapted to suit specific training needs.

BACK TO RESOURCES CITIZENS OF UKRAINE ON SECURITY SURVEY 2016 Abstract This publication presents the results of a nationwide sociological survey conducted by the Razumkov Centre's Sociological Service in the framework of Ukraine's security governance challenges monitoring project, implemented by the Geneva Centre for the Democratic Control of Armed Forces (DCAF), jointly with Razumkov Centre, with support from the Kingdom of the Netherlands. The survey and the publication were made possible through financial support from the Ministry of Foreign Affairs of the Kingdom of the Netherlands. The assessments and conclusions made by the authors do not necessarily coincide with official position of the Ministry of Foreign Affairs of the Kingdom of the Netherlands. The survey was conducted by the Razumkov Centre's Sociological Service on 27-31 May 2016, in all regions of Ukraine, except Crimea and the occupied territories of Donetsk and Luhansk regions. 2,019 respondents aged above 18 years were polled. The sampling error does not exceed 2.3%.
