2. Balkan and Eastern European Comparisons: Building a New Momentum for the European integration of the Balkan and Eastern European associated states

Abstract:
CEPS first published in 2018 a comparison of how the Balkan and Eastern European associated states fared in their progressive alignment on EU laws and norms. This attracted considerable attention, notably because the detailed research showed that the two groups of states were becoming increasingly comparable in their alignment on the EU acquis. A more recent suggestion that this work should be updated and deepened for its policy implications has led to this study. Andrius Kubilius MEP, former Prime Minister of Lithuania, in particular encouraged CEPS to do this, and the authors thank him for his stimulus and support. Considerable interest is now being expressed in this study advocating a new momentum for the European integration of both Balkan and East European associated states. Both the enlargement and neighbourhood policies are at best stagnating. The perceived incentives for reforms in line with European norms and values are too weak or uncertain. The study proposes enhancing the ‘more for more’ principle with quantification and benchmarking of ratings for all chapters of the relationships with the EU. A major proposed innovation is that in addition to ongoing sectoral and functional integration, the EU should officer partial and progressive institutional integration, conditional on performance in relation to the ratings, as a more constructive approach than the present ‘all or nothing’ method of accession.

Abstract:
The National Security Law, imposed on Hong Kong by China on 30 June, has reduced protests against China’s policy. The scale of the restrictions, including those potentially affecting foreigners, and China’s supervision over the implementation of the law have already worsened the living conditions of Hong Kong residents and functioning of foreign companies. China’s actions caused an international reaction, mainly from the UK, the U.S. and the EU. Concerned about the safety of its citizens, the EU recommends that Member States suspend their extradition agreements with Hong Kong.

5. Using Evidence to Improve Refugee Resettlement: A Monitoring and Evaluation Road Map

The refugee resettlement landscape has shifted considerably in recent years. A number of countries in Europe and elsewhere have launched or expanded their resettlement programs, and some have experimented with new models such as community-based or private sponsorship. At the same time, the United States—long the world’s largest resettlement country—has significantly cut its refugee admissions, leaving other countries to take the lead in global efforts to address displacement. For new and longstanding resettlement programs alike, it is vital that policymakers and program designers have the tools to gauge whether resettlement is meeting its objectives, to facilitate continuous learning, and to ensure that funding is being well spent. Robust monitoring and evaluation (M&E) holds the key. Yet many resettlement programs do not have a strong M&E culture. This report examines the added value that M&E can bring to refugee resettlement programs and identifies common obstacles that have kept countries from creating or expanding their M&E operations to date. It then lays out a road map for kickstarting this process—from finding the right “champion” to drive change, to identifying which of a program’s strategic and operational goals to monitor and evaluate, to identifying existing sources of information and designing new data collection tools. These insights are drawn in part from a pilot M&E project conducted by MPI Europe in partnership with resettlement authorities in Ireland, Italy, and the Netherlands under the framework of the European Union Action on Facilitating Resettlement and Refugee Admission through New Knowledge (EU-FRANK) project. This report was written as part of the EU-FRANK project, which is financed by the European Asylum, Migration, and Integration Fund (AMIF) and led by Sweden. 6. Community, Not Confinement

Abstract:
The UN Convention on the Rights of Persons with Disabilities (CRPD) affirms the rights of all people to live in their communities. Yet between 2007 and 2013, EU member states invested millions of euros of EU structural funds into institutions that confine and segregate people living with disabilities. Now, although the 2014–2020 round of structural funds requires member states to introduce domestic deinstitutionalization measues, the danger remains that EU investments in institutions will continue. The European Commission has a responsibility to ensure the rights of Europeans with disabilities and the proper direction of EU investments. Community, Not Confinement examines EU law and policy governing the use of structural funds, and EU and state responsibilities to human rights obligations under international and EU law. This report also recommends several steps the commission should take, including providing clear guidance to member states that projects selected for the use of structural funds must comply with the CRPD; verifying that such programming aligns with the CRPD and supports independent living; and funding civil society to monitor member states’ investments and inform the commission of findings.
