1. The Geopolitics of Seawater Desalination

Abstract:
Water desalination is gradually emerging as the leading solution to cope with increasing water stress: i.e., the imbalance between water demand and quantities available. The United Nations estimates that by 2025, two-thirds of the world’s population will be affected by such challenges. The causes of water scarcity are multiple, including climate change, intensive agriculture, and population growth. This requires states to rethink their water policies, which are central to preserving their stability, resilience and sovereignty. A real “boom” in desalination industries is at work. The majority of Gulf countries now largely depend on desalinated water for their inhabitants’ consumption: in the United Arab Emirates (UAE), 42% of drinking water comes from desalination plants producing more than 7 million cubic meters (m3) per day, in Kuwait it is 90%, in Oman 86%, and in Saudi Arabia 70%. In 2022, there were more than 21,000 seawater desalination plants in operation worldwide, almost twice as many as a decade ago, and the sector’s capacity is growing at between +6% and +12% per year. By 2030, desalination capacity in Middle Eastern countries is expected to almost double, as part of plans announced in the region to prepare these economies for their transition to “post-oil” and to foster resilience. Saudi Arabia’s desalination capacity is set to increase from 5.6 million cubic meter (m3) per day in 2022 to 8.5 million m3 per day in 2025, and it will have to cover more than 90% of the country’s water consumption. The same holds for the UAE, Kuwait, Bahrain and Israel, where the production of desalinated water will more than double by 2030. With the rise of available solutions to meet all such needs, these technologies are now in demand on virtually every continent, while the Middle East today represents only 50% of installed capacity worldwide. In Africa, large-scale projects have recently been announced in Algeria and Morocco, countries that until now have had sufficient resources. Other countries such as Ghana, Senegal and Kenya supply many cities with desalinated seawater. This is also the case for Cairo. In the Indo-pacific region, particularly in China and India, the needs for desalinated water are increasing, driven by growing industries and decreasing available water. In 2020 alone, the construction of more than 35 desalination plants was announced in China, as well as six in the Philippines, and six in Taiwan. In the Americas, the west coast of the United States stands out with important projects in California, and Texas is not far behind. In Latin America, new projects are emerging in Peru and Chile, driven mainly by the needs of the mining industry, while in Mexico the demand for desalinated water notably comes from the population. Finally, island areas stand out for their strong needs for desalinated water: Cebu in the Philippines, Cape Verde, the Canary Islands and the Maldives are increasingly using desalination capabilities. European firms still lead, but Asian or local players are taking off There are many industrial players of varied size, although some have emerged for more than ten years as undisputed market leaders: in France, they include Engie and Veolia, whose merger with Suez opened up new prospects in the Americas, the Middle East and Europe; but there is also IDE Technologies, the Israeli champion of desalination; Korea’s Doosan Heavy, China’s Abengoa, and Spain’s Acciona. More recently, companies in emerging countries have distinguished themselves by obtaining large-scale contracts. This is particularly the case of Gulf players like the Emirati company Metito and the Saudi firm Advanced Water Technologies. Egypt also has industrial actors. Overall, the technology of reverse osmosis is largely mastered, while production differentiation concerns capacity, operational costs, electricity consumption and plant life.

Shared security interests, such as maintaining and expanding Arab-Israel peace efforts, can serve as the foundation of future ties. Since the Egypt-Israel peace treaty was signed in 1979, Washington has given Cairo more than $50 billion in military grant aid. But a strong military relationship has raised as many questions as it has answered: about the ethics of working with an increasingly harsh authoritarian government; about the partnership’s success in achieving American interests in the region; about the Egyptian military’s willingness to reform; and about whether conditioned aid can spur political change. Correspondingly, the post–Arab Spring years have seen rough patches, caused by U.S. limitations on military aid following the 2013 overthrow of Mohamed Morsi, America’s chafing at Egyptian human rights abuses, and Cairo’s eventual turn toward less restrictive partners such as Moscow and Paris for military supplies. In this comprehensive Policy Focus, David M. Witty—a retired U.S. Army Special Forces colonel and foreign area officer—probes the complexities of the U.S.-Egypt military rapport before proposing that Washington base its future ties on shared security interests, including Arab-Israel peace efforts, negotiation of ceasefires between Israel and the Palestinians, and permission for U.S. military transit of Egyptian waterways and airspace.

Massive U.S. investment has failed to improve outcomes since the Arab Spring uprisings. A more targeted, sensitive approach could yield better results and promote regional stability. Against the backdrop of simmering protests, endemic economic challenges, the continuing struggle to contain the Covid-19 pandemic, and fallout from the U.S. withdrawal from Afghanistan, The Washington Institute has launched a series of policy papers to help guide the Biden administration’s approach on democracy, reform, human rights, and political change across the Middle East and North Africa. The series addresses a range of questions: How do changes in the region over the last decade affect the new administration’s approach to these issues? How should the administration best prepare for the “new normal” of protests in the region? What are the policy tools at America’s disposal, and how might they be improved upon? How can Washington turn much-needed attention to new areas of focus, such as corruption and public-sector reform? What does public opinion research tell us about what the region’s publics want in their countries—and from the United States? And where might enhanced U.S.-EU coordination play a constructive role? The proposed answers will assist policymakers in advancing opportunities for reform, preserving U.S. interests, and navigating Middle East realities in the context of America’s global priorities. In the fifth essay in the series, Ben Fishman probes the conundrum of U.S. democracy and governance assistance, wherein billions of dollars have failed to improve outcomes on a range of measures since the Arab Spring uprisings. The former regional National Security Council director traces U.S. support for democratic movements from its Cold War origins to the present day, concluding that a more effective approach must better align policy and spending priorities, account for the challenges facing individual countries, and focus on supporting local governing bodies, independent media, and anti-corruption efforts. Otherwise, the region could well become less free and more prone to fiercer future uprisings.

Abstract:
Last fall, CCAS was pleased to welcome our newest core faculty member, political scientist Dr. Killian Clarke. Assistant Professor Clarke’s research centers around protest, revolution, and regime change in the Middle East and beyond. He has written about the causes of Egypt’s 2011 revolution, protest and unrest in Syrian refugee camps, pro-democracy social movements in Egypt, and processes of democratization in the post-colonial world. His work has been published in the British Journal of Political Science, World Politics, Perspectives on Politics, Mediterranean Politics, and Comparative Politics. Dr. Clarke is currently writing a book on counterrevolution, which uses the case of Egypt’s 2013 coup and an original global dataset on counterrevolution to explain why some revolutionary governments are toppled by counterrevolutions whereas others go on to establish durable and long-lasting regimes. The graduate-level courses he is currently teaching for CCAS include “Comparative Politics of the Middle East” and “Revolutions in the Middle East.” Dr. Clarke earned his PhD from Princeton University and holds an MA in Middle Eastern Studies from NYU’s Hagop Kevorkian Center and a BA from Harvard University. Prior to joining CCAS, he was a Raphael Morrison Dorman Memorial Postdoctoral Fellow with the Weatherhead Scholars Program at Harvard University. He has kindly agreed to answer a few questions about his research and teaching.

6. Questioning Participation in Ramlet Bulaq, Cairo

Abstract:
Since the 1990s and the onset of the liberalization of Egypt’s economy, Cairo has experienced a major process of privatization of urban spaces with State and private developers forcibly removing residents of informal neighborhoods, often referred to as `Ashwa’iyat, from central Cairo to replace them with new developments destined for the “elites”. One of the neighborhoods that illustrates these dynamics is Ramlet Bulaq, a central area located on the eastern side of the Nile. Historically the area consisted of highly industrial plots and small crafts spaces. Starting in 1996, the state and wealthy private developers began displacing local residents and new buildings, such as the Nile City Towers, emerged in their stead. Efforts to displace the local residents in Ramlet Bulaq met forms of resistance by the local community. These forms of resistance intensified after the 2011 revolution, when activists joined local residents in their efforts to oppose forced displacement and began proposing alternative development schemes. The struggle over the area magnified after 2012, when clashes occurred between the guards of the Nile City Towers and local residents. In this paper, I narrate the process of mobilizing against forced eviction in Ramlet Bulaq from 2012 to 2015. I, alongside many others, tried to follow a model of participatory community design in order to upgrade the neighborhood that was classified as informal settlement by the Informal Settlement Development Fund since 2010. Despite years of mobilization, most of the families of Ramlet Bulaq ultimately ended up selling their plots to the developers of Nile City Towers exhausted by years of struggle. They have since moved elsewhere. I reflect on some of the reasons of this failure to counter the developments taking place and reflect on some of the limitations of participatory approaches when power dynamics are stacked against local communities.

7. Turkey’s love-in with Qatar: A marriage of convenience

Abstract:
This report assesses the impact of Turkish-Qatari cooperation between 2002 and 2020 on conflict and geopolitical competition across the Middle East, North Africa, and the Horn of Africa based on close examination of its drivers. The report notes that neither ideological nor economic drivers adequately explain the recent blossoming of Turkish-Qatari relations. Converging political interests and pragmatism offer a more compelling explanation. On the one hand, Turkey aspires to play a regional leadership role and uses its cooperation with Qatar to strengthen its soft power claim to leadership of the Sunni world. On the other hand, Qatar seeks to ensure its territorial and dynastical safety from Saudi Arabia and its allies – the United Arab Emirates, Egypt, and Bahrain (the Quartet) – by working with Turkey, the recent thaw of the Al-Ula declaration notwithstanding. Turkish-Qatari collaboration is therefore best seen as a pragmatic partnership enabled by compatible geopolitical perspectives, particularly regarding the Muslim Brotherhood.

In an increasingly complex region, Jordan, for decades an oasis of stability, has carved for itself a moderating and stabilizing role in a region that is often viewed as immoderate and unstable [1]. Jordan’s strategy lays with maintaining a leading and peace-making role that has enabled it to limit instability. The Middle East is not getting any simpler. In a region with a complicated history, and distinctive ideologies and sects, geopolitical shifts are inevitable, and predicting the future could be an unattainable goal. Nevertheless, accuracy in reading current geopolitical changes and key trends along with their implications will, and should, help Jordan mitigate risks, maintain stability, and preserve its regional role. The Center for Strategic Studies (CSS) at the University of Jordan, presents potential scenarios to anticipate the future of Jordan and the region, in an attempt to understand the geostrategic and political changes that have occurred or are expected to take place and their impact on Jordan in the years to come. This study, titled “Jordan’s Path in 2021: Trends and Scenarios” aims to reveal the underlying significance and future implications of major emerging internal and regional key trends. It ought to provide correct predictions for shifts in geopolitical power balance, which will help policymakers make informed and knowledgeable decisions. CSS is delighted to share the results of the January survey carried out in 2021 and wishes to thank the 174 experts who participated in it. The results include the experts’ assessment of key trends in Jordan, as well as key trends related to other countries, such as the GCC, Turkey, Israel, Iran, and Egypt. It will be interesting to monitor how the trends play out over the next few months and to assess its precautions on Jordan.

Residents of the beleaguered country desperately need electricity, but a U.S.-Arab scheme carries complications that could benefit Syria's Assad regime. The Lebanese people have endured painful reductions in electricity over the last two years, and now the lights are on for just hours a day. To address this dire situation—and counter a Hezbollah initiative to import Iranian energy products to Lebanon—the United States and its Arab partners are pursuing a complex two-part scheme, with the first involving excess Jordanian electricity and the second, although not yet public, relying on natural gas originating in Egypt and Israel. But both components would involve energy transiting Syria and potentially benefiting the Assad regime, which is under heavy U.S. and international sanctions for its wartime abuses. In this timely Policy Note—richly illustrated with maps—former U.S. State Department senior advisor and NSC director Andrew J. Tabler and his Washington Institute coauthors disentangle the current U.S.-Arab proposal, including how it might interact with the anti-Assad sanctions regime. Established in January 2019, the Eastern Mediterranean Gas Forum (EMGF) is the most significant multinational organization in a geopolitical space often associated with conflict and competition. Currently comprised of Egypt, Greece, Cyprus, Israel, Italy, Jordan, Greece, Italy and the Palestinian Authority, the forum’s purpose to advance opportunities for energy development and cooperation between Eastern Mediterranean states in order to maximize the commercial potential of the region’s hydrocarbon reserves. This paper analyzes the diplomatic processes that resulted in the EMGF’s formation, the current challenges the forum faces, and Israel’s capacity to shape this nascent body’s future. If the forum hopes to grow in the postcoronavirus era, then it must commit to seeking pathways towards economic cooperation, enhancing its scope to include renewable energy, while also prioritizing conflict resolution and the establishment of a new maritime order.

Abstract:
This article reviews the changed attitudes of Arab states (especially the “core” states of the Middle East) toward the Jews from the turn of the millennium to the present. It places these changes in a broad diplomatic context, which also relates to improved ties between Israel and Middle Eastern states and these states’ strengthening alliance with the US. The article presents the difficulties of Arab regimes and societies in differentiating between Jews and Israel, briefly describes widespread manifestations of anti-Semitism in the second half of the 20th century in Arab culture and media, and reviews the changing geopolitics and awareness in Arab states that have affected the development of interfaith discourse between Jews and Muslims. The article argues that a significant turnaround has occurred over the past two decades in the attitude of Arab regimes toward the Jews by virtue of the geopolitical changes in the Middle East and a desire to project enlightenment and modernity to the West. The resulting increased Jewish-Muslim dialogue could imbue future Israeli-Palestinian negotiations with an added dimension and contribute to their success.

As the world’s economic and political centre of gravity moves increasingly towards East and South Asia, we can expect a number of countries in these regions to devote more attention to the Middle East. The Covid-19 pandemic could not have come at a worse time, as many countries in the MENA region remain engulfed in vicious internal conflicts or must cope with structural socio-economic distress and popular dissent. In many respects, such a context and many of its problems resemble those that formed the backdrop for the Arab Spring in 2011. Exactly like what happens with humans, who are hit the hardest when presenting pre-existing conditions, MENA states have been impacted because of their own pre-existing conditions. In this sense, the Covid-19 pandemic has laid bare all the vulnerabilities and deficiencies of these states’ structures, and has aggravated pre-existing political, social, and economic shortcomings. How has the pandemic impacted state structures? What is its effect on organized protests and spontaneous popular movements? What are the possible long-term consequences?

The Egyptian military accounts for far less of the national economy than is commonly believed, but its takeover in 2013 and the subsequent rise of President Abdel Fattah el-Sisi have transformed its role in both scope and scale and turned it into an autonomous actor that can reshape markets and influence government policy setting and investment strategies. The military delivers massive infrastructure projects, produces consumer goods ranging from food to household appliances, manufactures industrial chemicals and transport equipment, and imports basic commodities for civilian markets. It has expanded into new sectors as diverse as gold prospecting, steel production, and managing religious endowments and pilgrimage. In parallel, thousands of retired senior officers benefit from the military’s powerful political influence to occupy senior positions throughout the state’s civilian apparatus and public sector companies, complementing the formal military economy while benefiting themselves. The military boasts of superior managerial skills and technological advances and claims to act as a developmental spearhead, but its role comes at a high cost. It has replicated the rentierism of Egypt’s political economy, benefiting like its civilian counterparts (in both the public and private business sectors) from an environment in which legal permissibility, bureaucratic complexity, and discretionary powers allow considerable space for predation and corruption. At best, the military makes good engineers, but bad economists: the massive surge of megaprojects in public infrastructure and housing it has managed since 2013 is generating significant amounts of dead capital and stranded assets, diverting investment and resources from other economic sectors. The military economy’s entrenchment is detrimental to Egypt’s democratic politics, however flawed. The military economy must be reversed in most sectors, rationalized in select remaining ones, and brought under unambiguous civilian control if Egypt is to resolve the chronic structural problems that impede its social and economic development, inhibit productivity and investment, subvert market dynamics, and distort private sector growth. Nor can any Egyptian government exercise efficient economic management until informal officer networks in the civilian bureaucracy, public sector companies, and local government are disabled. Rosy assessments of Egypt’s macroeconomic indicators issued by Egyptian officials and their counterparts in Western governments and international financial institutions disregard fundamental problems of low productivity and innovation, limited value added, and insufficient investment in most economic sectors. These officials may be hoping Sisi can somehow build a successful development dictatorship, which would explain why they gloss over the social consequences of his administration’s economic approach and its fierce repression of political and social freedoms and egregious human rights violations. A corollary is the faith that the military is as good an economic actor and manager as it claims to be, and that it will withdraw from the economy as the latter grows. Yet current trends suggest Sisi will remain hostage to key partners in the governing coalition, including the military leading its involvement in the economy to accelerate.

Abstract:
The population of Egypt, the EU’s second-most populous neighbour after Russia, will soon exceed 100 million. The fast pace of the population growth together with the country’s inefficient economy could spur new crises caused by rising unemployment and difficult access to drinking water and food resources, and by politics. The Egyptian government, in cooperation with the EU, U.S., and UN, launched programmes aimed at reducing the fertility rate. Limiting the pace of Egypt’s population growth should weaken factors inciting further destabilisation of the Middle East and North Africa.
