1. An imperative for women’s political leadership: Lessons from Brazil

In politics and positions of power, the lack of equitable representation of women is striking. Women represent 49.7 percent of the world population, yet only twenty-seven countries have a female leader as of February 2023.2 Brazil, which elected its first and only woman president in 2011, has seen slow progress in ensuring greater female participation in politics. Political violence against women, among other factors, is a deterring factor for women’s political participation. Political violence is not a new phenomenon, nor it is exclusive to women. However, evolving analysis has identified differences between political violence generally and political violence against women. The latter is directed at women with the intent of restricting their political participation and active voice, while also generalizing women’s participation as “wrong.” In the Brazilian context, political violence against women is a “physical, psychological, economic, symbolic, or sexual aggression against women, with the purpose of preventing or restricting access to and exercise of public functions and/or inducing them to make decisions contrary to their will.” As such, political violence against women plays an important role in deterring women’s active participation in politics—and even more daunting for black, indigenous, or LGBTQI+ (lesbian, gay, bisexual, transgender, or queer) women. Brazil has a unique opportunity to adjust its legislation and reframe the incentives in the political sphere tackle this issue now, ahead of municipal elections in 2024. Doing so will ensure greater and more equitable political participation, enrich the political debate, strengthen the legislative agenda, and further solidify the country’s democratic ethos, even if other challenges to democracy remain. This report presents solutions Brazil could take to reach this more representative and resilient version of democracy.

2. The Technology Policies of Digital Middle Powers

Abstract:
Digital technology is an element of power in the international system as well as an area for competition among countries. Considering the economic weight and political voluntarism of the U.S., China, and the EU, those three poles of power have received a lot of attention when it comes to their technology policies. This study aims to shift our gaze toward countries outside of the trio. Digital middle powers are those countries that are caught in the middle of the power play in an emerging multipolar international system where digital technology is a determining factor of power. It also refers to countries with established or growing clout in digital technology, and which are regional leaders or global ones in certain sectors. The study provides a qualitative comparison of the technology policies of nine of the digital middle powers: Brazil, India, Israel, Japan, Kenya, Nigeria, Russia, South Korea, and the United Kingdom. It seeks to reflect the diversity of national technology policies, as well as to identify those countries’ convergences and divergences with Europe, the United States, and China. Each case study introduces national technology and digital innovation ecosystems, data policies, and the state of digital infrastructure. These elements serve to examine the strengths of the country’s private sector in technology, the government’s regulatory capacity, and the degree of digital development. The chapters then look at how the digital domain is embedded in the broader dynamics of their bilateral relations with the U.S., the EU, and China. A first conclusion is that digital middle powers can usefully be differentiated between rising digital powers and established ones. Established digital powers have well-developed ecosystems, regulations, and infrastructure, but they are all having to renew and re-focus their technology policies to remain relevant. By contrast, rising digital powers tend to have budding ecosystems in digital services and mobile applications, and large ongoing infrastructure development projects, albeit with limited or patchy regulatory capacity. When it comes to foreign relations, the study confirms well-identified trends whereby the EU’s influence occurs chiefly through the elaboration of norms; the U.S.’s via the strength of its digital services and private sector investment, as well as strong bilateral security ties; while China’s growing influence is underpinned by large infrastructure projects. All the countries studied are attempting to balance their relationships with U.S., China, and the EU. None, save for Russia, has outrightly “picked a side” and severed ties with one or two of the blocs.

3. Brazil: Five Phenomena and Three Scenarios

Brazil heads into the second round of its general election on Sunday, October 30. This will include runoffs for the governorships in 12 of Brazil’s 26 states, including São Paulo, the most populous and wealthy state. However, most eyes are on the presidential race in which incumbent Jair Bolsonaro is seeking his second term in office and former president Luiz Inácio Lula da Silva is seeking his third. In the first round on Sunday, October 2, Lula received 48.4 percent of the vote and Bolsonaro received 43.2 percent. This analysis paints three scenarios for Brazil’s election. The baseline for these scenarios is Lula’s narrow win, and a narrow win for Lula remains the most plausible outcome. If the trends prevalent in September have accelerated through October, Bolsonaro could win narrowly. Conversely, if the trends of September decelerate or even reverse in October, Lula could win handsomely. Based on the first-round results, earlier runoffs, and simple election math, a major Bolsonaro victory is not a realistic outcome.

Abstract:
This is an executive summary of the original report produced in Spanish that focuses only on violence against artists, like targeted killings related to the exercise of their right to freedom of expression and artistic creativity in Latin America. In 2021, CADAL recorded 378 attacks on freedom of artistic expression, of which 23 were murders. Artists and cultural workers who participated in protests in Colombia and Cuba were harassed, detained, and repressed. Musicians and cultural leaders were also involved in the violence between organized crime groups in countries such as Mexico and Brazil.

Hydrogen has an important versatility in the context of energy transition. It can be used directly as a low or zero-carbon energy source in sectors that are difficult to decarbonize or in energy storage, enabling a larger share of intermittent renewables, such as wind and solar power. In 2021, the Royal General Consulate of Norway in Rio de Janeiro and CEBRI promoted a discussion on the perspectives, technical challenges and economic feasibility of hydrogen production projects, as well as alternative national development strategies for this technology and its potential advantages for Brazil. The project “Brazilian Perspectives for BRICS - 2022”, developed by CEBRI at the invitation of the Chinese Embassy in Brazil, aimed at mapping trends and defining concrete strategies and proposals to, from a Brazilian perspective, inform the agenda and improve the joint action and international projection of the group, whose rotating presidency is held by China in 2022. The development, coordination, and results of the project were the responsibility of CEBRI and, beyond the original objective, constitute a contribution to the debate on BRICS in Brazil. The project brought together about 30 high-level Brazilian specialists from various areas (academia, civil society, private sector, and public sector) in three closed meetings. Abstract:
Today, 11 June 2021, the UN General Assembly elected Albania, Brazil, Gabon, Ghana and the United Arab Emirates to the UN Security Council for the period of 2022-2023. With their election, 9 of the 15 members of the Council in 2022 will be “Friends of the Responsibility to Protect” – having appointed an R2P Focal Point and/or joined the Group of Friends of R2P in New York and Geneva. Albania, Brazil and Ghana all co-sponsored and voted for the recent UN General Assembly resolution on R2P. The United Arab Emirates also voted in favor of the resolution while Gabon did not participate in the vote. Despite its role as the UN body responsible for the maintenance of international peace and security, all too often the Security Council has been unable to take timely action on mass atrocity situations due to deep political divisions inside the Council over human rights, conflict prevention and national sovereignty. In recent years this has had a debilitating effect on the Council’s capacity to respond to atrocities in Myanmar, Syria, Yemen, Ethiopia and elsewhere. It is therefore more important than ever for Council members to work in creative ways to ensure that the international community is able to take timely, practical action to prevent atrocities and protect vulnerable populations. Since 2005 the Security Council has adopted 92 resolutions and 21 presidential statements that refer to the Responsibility to Protect, including with regard to situations in the Central African Republic, South Sudan, Syria and eight other country situations, as well as a number of thematic issue areas. It is our hope that the Security Council will consistently uphold their commitment to R2P by taking decisive action to avert emerging crises and halt atrocities wherever they are threatened. The Global Centre has compiled basic profiles on each of the newly elected Security Council members. These provide an overview of their engagement with R2P, including whether they have appointed an R2P Focal Point, their respective contributions to UN peacekeeping operations, and their status with relevant international legal regimes, including the Genocide Convention and Arms Trade Treaty.

n February 2020, the Decree 10.222 established Brazil’s National Cybersecurity Strategy (E-Ciber) — the first official document to provide an overview regarding Brazil’s role in cybersecurity, as well as objectives and guiding principles for its development between 2020 and 2023. With the Covid-19 pandemic, thousands of people, governmental agencies, and businesses have rapidly adapted their activities to a largely virtual environment. This sudden migration led to new threats and attack surfaces for exploiting vulnerabilities. More than ever, different sectors must be prepared and trained to respond to and resist these threats. However, this was precisely the period in which Brazil suffered the worst cyber attack in its history – highlighting, yet again, that many challenges remain for ensuring that concerns with security turn into action across different sectors. This strategic paper identifies the main gaps and challenges for cybersecurity governance in Brazil. We unpack the main elements of E-Ciber in order to understand and place the country’s strategic vision historically as well as in relation to other international experiences. We adopt a principles-based approach that seeks to strengthen and inform the implementation of strategic cybersecurity objectives in Brazil, which include: national and international coordination and cooperation; knowledge integration; sustainability of efforts; and cybersecurity-related training.

The Brazilian Amazon is rife with illegal gold mining operations, with 321 identified points of illegal, active and inactive mines arranged in the 9 states that comprise the Brazilian Amazon Basin. This devastation has a price — according to Brazil’s Federal Public Prosecutors Office, 1kg of gold represents roughly R$1.7m in environmental damages, culminating in an environmental cost roughly 10 times greater than the current price of gold. The Amazon is nearing its critical ‘tipping point’, beyond which both the Amazon biome and our global climate will suffer irreversible damages. As such, discussions on illegal mining in the Brazilian Amazon present two interrelated challenges: combating deforestation and protecting the distinct cultures of indigenous populations, who constitute the forests’ principal environmental defenders. Considering the urgency of the discussion, the Igarapé Institute launches the publication Illegal Gold That Undermines Forests and Lives in the Amazon: An Overview of Irregular Mining and its Impacts on Indigenous Populations. The article presents urgent recommendations, in the short and long term, to avoid an irreversible climatic collapse, in which the preservation of the Amazon rainforest plays a fundamental role.

The civic space - the sphere between business, the State, and family where citizens organize, debate, and act to influence public policy and the general direction of the country — is under attack. Attacks against civic space constitute a threat to transparency, to the freedoms of expression, assembly, and protest, and to civil and political rights. They are in direct conflict with the rights and freedoms guaranteed in the Brazilian Constitution and in countless international conventions and treaties. And they are a grave threat to democracy itself. The closure of civic space is not exclusive to Brazil. However, deliberate attempts to diminish it are becoming increasingly common in the country. This is why the Igarapé Institute is launching the “the Civic Space GPS”, a quarterly analysis dedicated to monitor attacks, acts of resistance led by State institutions, as well as reactions from civil society. It considers the typology created by the Igarapé Institute to describe the different strategies and tactics used to close the civic space and described in the Strategic Paper 49: “The ‘Agora’ is Under Attack: assessing the closure of civic space in Brazil and Around the World”.

The spread rate of COVID-19 in Brazil is increasing and the policies of the federal government, headed by President Jair Bolsonaro, do not contribute to a slowdown in the pandemic. Bolsonaro downplays the threat and rejects restrictive measures as he priori-tises support for the economy. He has clashed with state governors who introduced restrictions and with the Federal Supreme Court, which defended their autonomy. The deteriorating situation in Brazil amid the pandemic and political situation diminish Bolsonaro’s chances of re-election in 2022 and may strain his government’s relations with EU partners.

The year 2020 marks the turning of a page for the Western Hemisphere, a region that in 2019 saw uncertainty dominate headlines as new governments came in and out of office, trade tensions grew, and citizens took to the streets to voice their concerns with the status quo. For years, the opportunities that could come with a stronger bilateral relationship between the United States and Brazil have been underestimated. Significant potential exists to produce sizeable benefits for both societies. That potential must be maximized. While US and Brazilian governments and businesses have begun to seize the benefits of the synergies the two countries share, hurdles remain that prevent a full and successful commercial reality. The United States and Brazil would benefit from a closer and stronger trade and foreign-direct-investment-relationship that would amplify growth and prosperity, in both the short and long terms. Deepening the economic relationship would pay dividends in other areas as well, translating into greater opportunities for strategic bilateral cooperation. This paper recognizes that the moment is now and that 2020 is a pivotal year to substantively advance bilateral economic ties. Building upon the successes and progress made over the years, this paper incorporates the input and expertise of the US and Brazilian private sectors and policymakers to offer a renewed vision and new momentum for strengthening US-Brazil trade and foreign direct investment (FDI), supporting concrete steps toward deepening the commercial relationship, and laying the foundation for a potential free trade agreement (FTA) between the United States and Brazil. As the global balance of power shifts, as the world faces new hurdles that could slow growth, and as Latin America must contend with more uncertainty amid new external shocks, the two countries strategically and economically have countless reasons to deepen commercial relations. Stronger ties will ultimately provide additional certainty at this critical time.

The Amazon is reaching a point that may be irreversible, in which its biome, and with it the global climate, will suffer irreparable damage, negatively impacting not only local communities, but also entire regions and industries. In this article, the Igarapé Institute analyzes challenges around illegal deforestation and recommends measures that, when supported and adopted by financial institutions, will have a rapid, effective and large-scale impact on the control of illegal deforestation in the Brazilian Amazon. To this end, the article analyzes current practices in standards and benchmarking for soy farming, livestock and timber extraction. Although the financial sector has started the process of adopting policies against deforestation, few institutions make them mandatory for loan contracts or actively monitor them. This article also highlights some of the key technologies that support greater traceability of the supply chains needed to measure progress on ESG metrics. Remote sensing, big data and artificial intelligence now offer unprecedented ability to track specific environmental impacts of properties, licenses and concessions.

According to the world’s top scientific experts, deforestation and degradation are up 25 percent in the first six months compared to last year. More forests are being cleared in 2020 than at any point in the past 15 years. Although spectacular levels of illegal burning have occupied global headlines, a host of other less visible but equally significant environmental crimes are being committed throughout the Amazon basin every day. Such crimes not only impact biodiversity and the global climate, but are virtually always associated with social ills ranging from corruption to slavery and violence. A new paper from the Igarape Institute – Environmental Crime in the Amazon Basin: a Typology for Research, Policy and Action – introduces a typology to help better understand the scope and scale of the problem and its extensive social and environmental impacts. To date, one of the principal barriers to better policing of the Amazon is the confusion and ambiguity of what is, and is not, a crime. Different countries apply different interpretations which can frustrate investigations and the enforcement of existing laws. The new paper is designed to provide greater clarity to policy makers, law enforcement agencies, civil society actors, and companies committed to curbing environmental crime.

US public investment in agricultural research in the 20th and 21st centuries has resulted in unprecedented worldwide production of a few staple crops and the improvement of dozens more. Increased crop yields and animal production have drastically reduced famine compared to previous centuries and supported an overall increase in global affluence. Today, agricultural producers around the world are facing new challenges as global climate changes become increasingly unpredictable. Inconsistent rain, extreme temperatures, droughts, flooding, wildfires, and shifting pest and disease patterns are just a few of the obstacles farmers face as they try to feed their families and produce enough food to feed the world. In spite of these dire challenges, US public agricultural research funding has been decreasing over the past several decades. This has allowed competitors such as China and Brazil to outpace American ingenuity, take over American markets, and put American farmers at a disadvantage. The lack of investment in agricultural research and development is a critical national security concern. Historical US agricultural strength has contributed to US hard and soft power around the world. As the US food system is beset by increasing climate, economic, financial, and security threats, US rural communities have been left behind, undermining US power and domestic well-being. Increasing global food insecurity, which has been amplified by increasing weather extremes, will lead to economic and political instability in many areas of the world, further threatening US national security. Although the private sector plays a crucial role in the development of new agricultural techniques and products, public funding has been the backbone of many agriculture and food system advances. While agricultural research and development has historically focused primarily on increasing yields, this narrow focus does not adequately support the food requirements of today’s growing global population. There must be a revitalization of public investment in agricultural research, American food systems, and international agricultural development that focuses on the challenges of the future. US leadership is vital to ensuring the global research agenda does not leave farmers behind. Opportunities to build upon and enhance existing US agricultural research infrastructure across many diverse government entities abound. The US government should recognize these investment opportunities to address current and future climate challenges.

Abstract:
Through “resource-backed loans” (RBLs) countries access finance in exchange for, or collateralized by, future streams of income from their natural resource wealth. The authors of this report reviewed countries’ past experiences with RBLs across sub-Saharan Africa and Latin America from 2004 to 2018. They identify risks and opportunities RBLs pose and provide recommendations for countries considering taking RBLs in the future. The researchers identified 52 RBLs, 30 of which were taken by countries in in sub-Saharan Africa and 22 in Latin America. They are distributed across 14 countries in the two regions. Thirty-eight were lent by Chinese policy banks, seven are from commodity traders, four are from other Chinese state-owned enterprises, one is from Korea Exim, one is from Nigeria and one is from Russia's Rosneft. Forty-three of the loans are backed by oil, six by various minerals, two by cocoa, and one by tobacco. The total loan amount represented in the dataset is $164 billion, of which $66 billion went to Africa and $98 billion to Latin America.

The objective of this study is to offer a data-driven review of the growth, trends, and the principle reasons behind the rapid expansion of the prison population in the region during the past two decades. A key factor appears to be the rise of prison populism. We do not provide an argument for the recent decrease in the growth rate, it is too early to determine whether the recent slow-down in prison population growth is due to a regime shift in the time series, or the effect of random variation. Still, ceteris paribus, we provide a projection of the prison population rate for the region. This Strategic Note fills a gap in the literature. Our particular contribution consists of the compilation on quantitative data of the region’s prison population, with the purpose of providing a broad but novel overview of the rapid growth and challenges to a wide audience of researchers and practitioners worldwide.

Abstract:
Brazil’s income inequality is among the world’s worst. The country’s unemployment rate is currently 13 percent, compared to 4.6 percent in 2012, and the number of Brazilians in poverty or extreme poverty is now close to 30 percent, a far cry from 2014 when that number was less than 10 percent of the population. Brazil has one of the highest tax rates in Latin America—with tax revenue equal to 33 percent of GDP, against the regional average of 20 percent—but it is also notorious for its poor performance with respect to the ease of paying taxes and opening a business: the country ranks 184 and 140, respectively, out of 190 countries in the World Bank’s 2019 Doing Business Report. It is surprising, therefore, that Jair Bolsonaro, a conservative politician from the Social Liberal Party (PSL), was elected to the country’s highest office without meaningfully addressing his administration’s plans to solve the nation’s social injustices and other economic issues. Instead, Bolsonaro campaigned mostly on strengthening public security and fighting corruption, the two areas on which the former army captain built his reputation during his almost thirty years as a congressman. During the campaign, Bolsonaro recruited Paulo Guedes, a Chicago School-trained economist to be his Minister of the Economy. Guedes was tasked with building a “dream team” of experts that would design a plan to further liberalize the economy and turn Brazil into a much friendlier place to conduct business.

At its 13th meeting, CEBRI’s China Analysis Group promoted in-depth discussions on the main features of the Chinese national innovation system, addressing the underpinnings of the digital economy in China and current challenges in the process of transitioning from technological catching-up to an innovation-driven economy. First of all, as an illustration of the overall prosperity of the Chinese digital economy, participants highlighted the fast transformation of Shenzhen into a global hub for entrepreneurship and innovation, becoming a reference for business models in Silicon Valley itself. Notably, the recent establishment of a pilot demonstration zone for socialism with Chinese characteristics in Shenzhen illustrates the city’s key role in Chinese innovation and industrial development policy. Against the backdrop of China-US geopolitical rivalry, China’s more assertive foreign policy under Xi Jinping has often been perceived as a threat by other nations. At its 15th meeting, the China Analysis Group promoted insightful discussions on global environmental challenges shared by Brazil and China, highlighting priority topics for bilateral cooperation in the short-, medium- and long-term, within and beyond the 2030 Agenda for Sustainable Development. Despite the huge potential for bilateral cooperation in areas ranging from the bio-economy to climate-resilient cities, participants consensually noted a lack of bilateral frameworks dedicated to sustainable development between China and Brazil – for instance, the absence of a sub-committee aimed at environmental cooperation within the Sino-Brazilian High-Level Coordination and Cooperation Committee (COSBAN). It analyzes the key moments and processes that marked the development of the country’s current cybersecurity architecture, highlighting the tensions which arose with the introduction of the agenda as a national security priority. The description of the cybersecurity governance ecosystem in Brazil opens up new avenues for the identification of solid opportunities for cooperation between different sectors inherently involved in the construction of this agenda — as much in the technical field (cryptography and incident response) as in the elaboration of legislation, policies, and awareness campaigns.

Scholars tend to focus on the variety of regionalisms or their ever changing nature (postliberal, post-hegemonic...). This study, through a political sociology of regionalism approach, examines Latin American regions and their actors and goes beyond the first set of questions. In this perspective, scrutinizing the regional General Secretaries of the sub-continent is particularly useful to understand how regional powers emerge. At its ninth meeting, CEBRI’s China Analysis Group promoted insightful exchanges among varied stakeholders concerning the implications of the Belt and Road Initiative (BRI). Speakers focused on analyzing its strategic significance for China and the opportunities established for different actors involved, including partner countries and multinational companies operating in fields related to infrastructure. In light of the BRI’s impressive figures – encompassing over 90 countries, around 50% of global GDP and 70% of the world's population – participants explored the Initiative’s meaning beyond infrastructure investments and connectivity, stressing its geopolitical nature and the central role in the Chinese ambition to shape the future of globalization and the global order.

Abstract:
The third report from our 10-year tracking study of the Ford Foundation International Fellowships Program (IFP), Leaders, Contexts, and Complexities provides an in-depth look at the lives and careers of IFP alumni in three Latin American countries: Brazil, Guatemala, and Mexico. Drawing on interviews and focus groups with 268 alumni, former IFP staff, community members, and other stakeholders, the fieldwork paints a complex picture that highlights the opportunities of the IFP experience against the challenges posed by local social and political realities. Myriad examples emerged from the fieldwork of ways the IFP fellowship has helped boost the individual lives and social justice careers of many members of Brazil, Guatemala, and Mexico’s most disadvantaged communities. IFP alumni in these countries are serving in leadership roles, most often in academia, government, and civil society organizations. They are directing research centers, serving as vice ministers of education, and leading organizations that work on a wide range of social justice issues such as cultural preservation, indigenous and human rights, and youth development. At the same time, home country contextual challenges have limited the extent to which some alumni have been able to advance their careers, their organizations, and social progress more generally. Several alumni have faced significant challenges because of continued discrimination and difficult labor market conditions in their home countries. In contrast, some alumni in Brazil have been able to leverage the introduction of affirmative action programs and other policies aimed at addressing inequities to advance their social justice aims. Taken together, these findings show that local environments matter.

Brazil is the world's most homicidal country in absolute terms. It also exhibits some of the most prolific lethal violence against children and adolescents. The following assessment demonstrates an exponential increase in the total number and prevalence rate of child and youth homicides between 1980 and 2014 — 476.4% and 485%, respectively. Such violence is not evenly distributed. Several northeastern states exhibit the highest rates of intentional homicide in Brazil, with the most common victims consisting of 16- and 17-year old black males.

Since the launch of the Swachh Bharat Mission in October 2014, sanitation issues in India are receiving immense attention from policymakers, media and civil society alike. The sector however received enormous funds even before this scheme with little positive results. This paper argues that the translation of the current hype into the right policies and practical schemes for amelioration of the poor conditions depends upon a complete rethinking of the entire approach to the issue. Brazil has gone through a series of transformations in the sector that provide a useful lens to India to examine the issue with. It will need similar radical changes, starting from recognition of sanitation as a basic human right to effective regulation, for India to begin to address this massive challenge.

During the past 10 years of impact investing in Brazil, we have observed a significant development in the impact investing space. Five years ago, only a few players identified themselves as impact investors, very few organizations in the social sector were investor-ready, and there were almost no co-investment opportunities. A steep increase in the number of investors and amount of capital, greater coordination among players, and a more professional workforce active in the industry today have facilitated the development of impact investing. This market study of the impact investing sector in Brazil reveals significant market growth. Nineteen of Brazil’s largest impact investors, including fund managers, banks, foundations, family offices and others surveyed expect to commit 40% to 50% more capital to impact investments in 2014 compared to 2013.

The opening of the reinsurance market in Brazil finally took place in 2007, amidst euphoria and great expectations. The process lasted nearly two decades, with little movement, to the great frustration of the companies, international investors and, especially, the domestic insurance market, which was in need of modernization and less government involvement. The exhaustion of the nationalized reinsurance model created in 1939 was evident by the 1990s and became even more visible in that decade, in the face of opportunities for insurance offered by the large investments in infrastructure, and rural, environmental and disaster insurance, among others.

Technological advancements are changing the architecture of police-society relations around the world. New modes of oversight, whether applied by public security entities or citizens, are dramatically transforming the way policing is conducted. This is especially the case in digitally connected cities in the North and South. Surprisingly little is known, however, about how technology can be used to drive reform in police institutions including in Rio de Janeiro, where the relationships between police and residents are characterized by mistrust. A key objective of the Smart Policing project, a partnership of the Igarapé Institute and the Policia Militar do Estado do Rio de Janeiro (PMERJ), is to explore ways to enhance police accountability through technology. The following Strategic Note considers how the recently installed pacification police units (Unidades de Policia Pacificadora or UPP) are using technology to recapture urban territory from drug trafficking groups while simultaneously expanding trust and reciprocity with citizens. It examines how technological innovations at the street level, including mobile phone applications, can potentially strengthen the integrity of police work and the social contract.

When a Goldman Sachs executive introduced the ‘BRIC’ (Brazil, Russia, India, China) acronym in 2001, it was an innovative move, since continued success could not be taken for granted for all of the countries: only China and India had sustained high growth in the 1990s. Time has shown that the bet was a safe one: the BRIC constellation has been a rising star. In 2010, the category expanded to BRICS with the inclusion of South Africa, thereby covering all the major developing continents. BRICS is still in the making as an institution, but it may be here to stay, with annual summits held since 2009 and a stronger role in global governance through the G-20. In the geopolitics of energy, the BRICS play several roles, with increasing weight and significance. As large nations with rapid growth, the BRICS are increasingly important as suppliers or consumers of energy (Chapter 1). As emerging economies, they are part of a broader process of reallocation in the world economy, with a ‘New World Order’ emerging and energy affected via GDP growth, new trade patterns and transport-related energy demand (Chapter 2). In this emerging new order, the BRICS are also challenging the old powers in the field of security, and Chapter 3 examines the related implications for energy. While the old world was – at least in the economic field – a ‘hub-and-spoke’ system with Western Europe and North America at the core, a new pattern is emerging with increasing interaction along the rim. As an illustration of these new patterns, Chapter 4 examines the role of China and India in Africa, with the focus on energy and governance. With respect to timing, the focus on the giants rather than the dwarfs may have been a product of its era: Until 1980, there was broad development among poor nations, but the last two decades of the 20th century were a story of two tracks: a minority of important developing nations forging ahead and succeeding, and a large number of failures, especially in Africa. Perhaps that was why G-77 was no longer so much fun, and the rise of the giants seemed a more appealing concept. BRICS are large middle-income countries on the way up. The group is perceived, and perceives itself, as a symbol of development and the emerging world, challenging the ‘old world’. Is this perception true? has there really been a ‘decline of the West’? and have the BRICS been leading this change?

Over the last decade, countries known under the emerging markets acronym of BRICS, have begun to seriously define their common interests and values. Brazil, Russia, India, China and South Africa have held three summits so far – in Russia, Brazil and China. On March 29, they will meet again, this time in New Delhi, with the goal of addressing the global economic condition, reforming financial and regulatory institutions and improving cooperation with each other on a host of international issues from starting a BRICS development bank to interchanging high tech skills. While these issues directly impact them, they also affect much of the developing world. Though different in size and resources, the BRICS nations as a group are massive: they account for 45% of the world population, 25% of global GDP and 50% of recent global growth. Together, they have the potential to create a future model for others. As an independent market-focused Indian think tank, Gateway House has been deeply invested in the future of India and its BRICS counterparts. What is the best way to develop affordable housing for large population nations? What is the best way to secure long term, manageable energy supplies? Can healthcare be delivered more efficiently, en masse, and to remote regions? How much sustained growth is required to making one of these large nations succeed? How can the inflation-growth trade-off be managed? Is there a better way to produce and deliver food than with only large scale enterprise? Can the BRICS be lenders of best resort for each other? How to best take advantage of the globalization of technology? The summaries of research papers in this booklet begin to offer some answers. In “India-Brazil: Pioneers of a new development agenda,” researcher Estefanía Marchán examines the possibilities for India to bring affordable housing technology to Brazil, while Brazil offers its experience with programmes to develop profitable small farms and deliver cash payments with modern networks to the poor. Marchan then looks at how the lessons from India-Brazil cooperation might be passed on with good results to Africa. In “India-Russia: Taking each other seriously,” Russia Studies research fellow Katherine Foshko looks at why a once-healthy India-Russia relationship has gone into quietude and suggests that a tech revival should be advanced. “Information technology in particular is an area where India should capitalize on the plethora of educated and talented Russian professionals and Russia can benefit from the size as well as the expertise of the Indian labor pool,” she writes. Similarly, K. N. Vaidyanathan, the former executive director of India’s Securities and Exchange Board and senior Geo-economics Fellow, makes a case that India’s careful, deliberate approach to permitting financial derivatives on its exchanges protected it from the ravages of the 2008 global crash. It has created a model for BRICS and other developing countries, which are seeking to grow while insulating their financial markets from global shocks. Renu Modi, an professor at the University of Mumbai who directed its African Studies Center, points out that while South Africa might have been inducted into the BRIC’s club as a “gift”, its greater as a gateway to the 1-billion-person African continent. There are also cautionary notes. The two largest nations, Indian and China, are both experiencing slower growth, but their outcomes couldn’t be more different, write Gateway House executive director Manjeet Kripalani and adviser Bob Dowling. Brazil has accumulated experience in deploying civilian professionals to multilateral missions. These contributions, however, fall short of what the UN requires and do not match Brazil’s capacities and ambitions. Certain institutions that have not participated in peace operations, including the federal police and the national public security force, could make important operational contributions. But such actors are seldom deployed owing to political constraints on the domestic front. The growing involvement of Brazilian professionals, including military police and election experts, in technical cooperation initiatives in unstable situations and post-conflict settings also creates new opportunities. Learning from these experiences will enhance Brazil’s contributions to United Nations peacekeeping and special political missions.

Abstract:
When the term BRIC was first coined in 2001, Brazil and India were reputed as two leading emerging markets with tremendous growth potential. While both nations have sustained high growth rates for almost a decade, both are increasingly facing the onerous double disease burden that could prove to be economically and socially crippling if left unchecked. The double disease burden refers to the rise of communicable and non-communicable diseases (NCDs). Inefficient healthcare delivery systems and high rates of urbanization have contributed to periodic rises in communicable diseases such as tuberculosis, malaria and HIV. At the same time, as life expectancy increases in both nations, there has been a concomitant hike in the prevalence of NCDs such as cancer, diabetes and cardiovascular disease. This double disease burden is a common characteristic of developing nations and the increasing morbidity and loss of economic activity has the risk of hampering economic growth. According to the World Health Organization (WHO), the estimated loss in income from heart disease, stroke and diabetes alone was $8.7 billion in India and $2.7 billion in Brazil in 2005. This is expected to increase to $54 billion in India and $9.3 billion in Brazil by 2015. By implementing proper policy measures, both Brazil and India can avoid a health care catastrophe and serve as a model for developing nations. There is no doubt that Brazil has outperformed India in terms of controlling the spread of communicable diseases. Yet, challenges remain. While rates of HIV/AIDS and tuberculosis are comparatively lower in Brazil than in India, rates of dengue fever in Brazil are six times higher than they were in the 1990s, with 3.5 million cases in the last decade and no available vaccine (Barreto et. al, 2011). Control of neglected tropical diseases such as visceral leishmaniasis is also currently very poor. India has an even more unsettling disease profile with major diseases like tuberculosis responsible for more than 300,000 deaths per year. In addition, while the government boasts a reduction in prevalence rates of HIV/AIDS, it is still home to over 2.4 million HIV/AIDS patients. Equally worrying is the monumental rise in rates of cardiovascular disease and diabetes. According to the WHO, non-communicable diseases currently cause 35 million deaths per year and 80 percent of these occur in low- or middle-income countries (World Diabetes Foundation 2010). India will incur an accumulated loss of over $200 billion due to non-communicable diseases by 2015, and Brazil will see an estimated loss of $49.2 billion due to diabetes and cardiovascular disease alone (World Diabetes Foundation 2010). It is clear that Brazil and India will not be able to achieve the Millennium Development Goals by 2015 unless the double disease burden and associated challenges of alleviating the rising economic and human costs are addressed. Overall, Brazil’s efforts and programs have been more effective than India’s. Brazil’s acceptance of health care as a constitutional right for all citizens in 1988, regardless of their ability to pay, has led to groundbreaking health care reforms by the Brazilian government. Its HIV/AIDS program has served as an exemplar of government intervention. In the 1990s, the World Bank had estimated that 1.2 million people would be living with AIDS in Brazil by 2000, but in reality, the actual figure was less than 600,000 due to effective government intervention (Avert n.d.). India however, still struggles with a lack of effective communication between federal, state and municipal governments and woeful implementation of health coverage across sectors. Since India has a disproportionate share (21 percent) of the global disease burden, it is essential that it learn from Brazil a country that has achieved several significant milestones in addressing the health care needs of its citizens who are below the poverty line. India could adopt similar health care strategies to promote collaboration between the two nations to combat the double disease burden.

On his trip to South America last month, President Clinton made quite a splash in Brazil. After starting off badly–dodging a torrent of manure thrown at his motorcade–he ended the week with the local media singing his praises. The secret of his success? The president (a quick study if there ever was one) immediately grasped that the best way to get along with Brazilians was to repeat back to them–with redoubled enthusiasm–what they told him about themselves. Thus, by the time Clinton had been in the country for thirty-six hours, he was expressing his conviction that Brazil, together with the United States, would lead the hemisphere in the twenty-first century. He also went out of his way to insist on his support for Mercosur, a subregional trade agreement-cum-political alliance of whose existence Clinton was probably only peripherally aware before his trip. In so doing, he seemed to be writing off an entire continent to the Brazilian sphere of influence.
