With its temperatures rising four times faster than the global average, the Arctic is facing dramatic environmental consequences. Meanwhile, retreating sea ice has led to increased economic interest in the Arctic and its growing geopolitical importance. Thus, understanding and managing the global and local implications of environmental change in this region requires urgent scientific and diplomatic collaboration.

Abstract:
This paper analyzes the evolving situation in the Arctic in the wake of Russia’s 2022 full-scale invasion of Ukraine. The war has not reduced Russia’s military focus or significantly affected its posture in the Arctic: rather, the authors find, it has exacerbated a dynamic of heightened tension and rising instability that started in the mid-2000s and that most policymakers in Arctic capitals chose to ignore. Russia’s war of aggression against Ukraine and—perhaps most importantly—changing Sino-Russian relations have increased the urgency to address existing gaps in the United States and its allies’ Arctic strategy, posture, and capabilities.

Russia’s reinvasion of Ukraine in February 2022 is producing ripple effects that will reverberate far beyond Ukraine for years to come, affecting issue areas and regions where the United States and Europe must manage relations with Moscow. Such effects will certainly be felt in the Arctic (which for this study will be limited to the European Arctic or the “High North”). Already, Russia’s aggression in Ukraine has compelled Finland and Sweden to apply for NATO membership, altering the region’s security architecture. Amid the changes that are unfolding, it is critical that analysts and policymakers reexamine long-standing assessments and assumptions about Russia. To that end, this paper reexamines Russia’s approach to the Arctic in light of events in Ukraine. Given the high degree of uncertainty about the trajectory of the war in Ukraine and its effect on Russia, it is impossible to confidently project a single future for Russia’s Arctic policy. CNAS researchers, therefore, identified four drivers that are most likely to shape Russia’s approach to the Arctic: Russia’s perception of the Western threat, the impact of Western sanctions, China’s role in the Arctic, and whether Putin remains in power. Using different permutations of those drivers, the authors developed three scenarios for how the future Russian approach to the Arctic could evolve looking out to 2025.

Through multiple international initiatives, including the creation of the Arctic Council at the end of the Cold War in 1996, the Arctic appears to be one of the last areas of peaceful cooperation in the world. This “Arctic exception” is also devoid of any serious territorial dispute between the neighboring countries, some of which are nevertheless great powers: Russia, the United States, Canada, but also Sweden, Norway, Denmark (via Greenland), Iceland and Finland. However, this peaceful cooperation is not exempt from strategic rivalries: for some years now, these States in the Arctic have been redefining their strategic postures, notably through the publication of roadmaps and the deployment of new military forces trained to fight in this hostile environment. Russia thus remains the dominant power in the Arctic, in the face of a China with growing ambitions and a Western world – represented in particular by the United States – which is lagging behind after years concentrated on other military conflicts. Furthermore, the war in Ukraine that started in February 2022 also carry the germs of a broader destabilization of the region. Conventional competition is therefore renewed between these great powers, while the nuclear balance is partially maintained. It is indeed worth noticing that the Arctic is an area of direct contact between the Russian Federation and the United States. As such, it had a special significance during the Cold War as the shortest route between both adversaries for a potential ballistic missile and was a privileged position for deploying chains of radars and advanced detection systems. Finally, the shrinkage of the ice pack caused by global warming is also triggering the neighboring or more distant states’ greed, whether through the drilling possibilities for raw materials under the ice floe or the creation of new maritime routes. The latter would notably enable Russia to revitalize its northern flank and offer alternatives to existing transit routes.

Until recently, the Arctic was largely immune to the geopolitical tensions that play out between Russia and the transatlantic partners in other regions and on other issues. Indeed, the Arctic is one area where the United States and Russia, together with the other Arctic states, have engaged in quiet cooperation on issues including search and rescue, scientific research, and the environment. Such pragmatic cooperation has been possible in part because bilateral irritants are diffused by shared and cross-cutting interests among all eight Arctic states, as well as the region’s multilayered governance regime.1 However, climate change and the Arctic’s melting sea ice have opened access and allowed for increased human activity, which, in turn, has amplified competition in the region. At stake are core national interests for the Arctic states, ranging from economic opportunities to security and stability. The region’s growing importance and level of activity, alongside the lack of trust and limited dialogue on military issues between Russia and the United States, raise the risk of conflict and instability in the region. For Russia, its part of the Arctic, including an increasingly accessible Northern Sea Route, is central to core national security concerns and an important pillar of the economy and future development. To secure its interests, the Kremlin has taken numerous actions, many of them military, in the Arctic that are of shared concern to the other Arctic nations and NATO.

The Arctic’s melting icecaps are changing more than the geography of the region. The diminishing sea ice and declining snow cover have allowed for new shipping lanes and growing access to natural resources, increasing geopolitical competition in the region. A defining feature of this competition is the growing interest and activity of Russia and China in the Arctic. Not only have the two countries increased their presence in the region, but coordination between them is growing. Political observers in Washington and beyond understand well the challenges that Russia and China each pose to the United States. But little thought has been given to how their interests and actions will combine and the challenges that such alignment will pose for the United States and its allies and partners. Previous CNAS research has highlighted the risks that greater Russia-China cooperation creates. This research argues that the growing partnership between Moscow and Beijing is amplifying the challenges that both actors pose. In the Arctic, Russia and China’s interests are converging around resource extraction projects, the expansion of the Northern Sea Route, and the enhancement of operational awareness and security cooperation. The increasing synergy in the Arctic will be most consequential for the United States on two fronts: First, Beijing is working with Moscow to improve its military capabilities. Second, Russia is increasing its economic reliance on China in the Arctic in ways that may raise Moscow’s willingness to back Beijing’s priorities in other regions and on other issues to avoid jeopardizing its economic ties with Beijing. Increasing military cooperation: Through joint research and, to a lesser extent, its joint military exercises with Russia, China is enhancing its military knowledge of and insight into the Arctic. Though China’s actual military presence in the Arctic is minimal, the two countries’ cooperation is enhancing Chinese insight into Russian dual-use technology, which Beijing can use to build its military capabilities. China can learn from Russia’s dual-use and hybrid capability development in the Arctic, accelerating its efforts to erode U.S. military advantages and posing a greater threat in the event of military conflict. Russia and China may also strengthen their military relationship in the Arctic in the future, including expanding the scope of their joint exercises in the region. Ultimately, sustained or deepening Russia-China military cooperation may threaten America’s ability to deter Chinese and Russian aggression in the region.

This SIPRI Insights paper examines how climate-related security risks (CRSRs) are framed and responded to within different bodies of the European Union (EU). The paper finds that CRSRs are framed differently across the EU and that the kinds of actions proposed vary. Although this is not necessarily a problem, a key challenge is that across the EU the prescriptions for addressing CRSRs largely focus on long-term prevention in the form of climate mitigation, on the one hand, and reactive crisis responses, on the other. As a result, the substantial climate change that is already locked in and its related security risks are currently not being addressed. Similarly, this focus overlooks the varied and often complex ways in which climate change can increase risks. The paper concludes that the EU needs to broaden its understanding of and response to CRSRs if it wants to take—and inspire—more effective action to reduce such risks.

Nordic political cooperation, embodied by the Nordic Council and the Nordic Council of Ministers, encompasses the five Nordic countries and the Faroe Islands, Greenland and Åland. This long-standing regional cooperation functions as a model of inclusiveness and democratic sustainability as it strengthens the cooperation networks between all the jurisdictions with legislative competences and enables the participation of the three islands that do not enjoy formal statehood. The Faroe Islands, Greenland and Åland have for decades participated in the Nordic institutions, and their contribution to Nordic cooperation extends beyond niceties. The participation of the Faroe Islands, Greenland and Åland in Nordic cooperation increases knowledge about different governance arrangements, peoples and rights. In addition, their substantive knowledge and expertise have played a decisive role in areas such as Arctic affairs and sustainability, with the protection of the environment high up on their agendas. Their participation is an incremental process, however, where the status of the Faroe Islands, Greenland and Åland in Nordic cooperation is entangled with national and international political and legal considerations. While all three seek parity, the Faroe Islands have appeared as the driving force for further integration into Nordic cooperation.

The effects of the COVID-19 pandemic will delay implementing these plans; nevertheless, they will be achieved in the long term and the U.S. will also expect support in the Arctic from NATO allies.

In the first forum, A2/AD Myths: Chinese & Russian, Sam Tangredi’s “Anti-Access Strategies in the Pacific: The United States and China” puts Beijing’s A2/AD capabilities in perspective and encourages the United States to consider developing an anti-access strategy of its own to deter possible Chinese aggression in the South China Sea. Keir Giles and Mathieu Boulegue’s “Russia’s A2/AD Capabilities: Real and Imagined,” explode some of the myths concerning Russia’s A2/AD capabilities and recommend ways to promote a stronger defense of the Baltic states and Eastern Europe. The second forum, Enhancing Security & Stability, considers how to address emerging and periodic challenges in regional and functional stability. In “Human Security in the Arctic: Implications for the US Army,” Tony Pfaff explains the growing importance of Arctic security for Army strategists. The challenges of climate change will require the Army, including the Alaska National Guard, to reallocate forces to this important region. In “Projecting Stability: A Deployable NATO Police Command,” Massimo Pani and Karen Finkenbinder propose methods NATO could use to project a stability force to crisis situations within 5 days, to be augmented with additional police forces and command elements within 30 days. Our third forum, On Strategic Foundations, offers two articles that explore the reliability of some of the conceptual foundations of our strategic thinking. Richard Lacquement Jr. discusses the use of historical analogies as one of humanity’s most important adaptive techniques in “Analogical Thinking: The Sine Qua Non for Using History Well.” He suggests pattern recognition may aid in clarifying context and in guiding action in unfamiliar intellectual terrain. In “Reconsidering Sun Tzu,” John Sullivan challenges readers to be more critical of orthodox interpretations of Sun Tzu’s Art of War. After all, the unexamined theory is not worth teaching.

14. China and the “Near-Arctic:” An Opportunity Lost Over 150 Years Ago

With Greenland making front page news, the world’s attention is turned to the Arctic. And yet, this region has been the focus of increasingly consequential geopolitical competition for centuries, whether for furs, whales, fish stocks, gold, oil, strategic-military corridors, or (particularly as the ice has retreated) maritime trade routes. In recent years, China has articulated an invigorated vision of Arctic engagement as part of its Polar Silk Road strategy—a component of its broader Belt and Road Initiative (BRI). In its 2018 white paper on Arctic policy, China described itself as a “near-Arctic” state, a definition that has proven controversial and that, earlier this year, was publicly rejected by U.S. Secretary of State Pompeo at an Arctic Council (AC) ministerial: “Beijing claims to be a ‘Near-Arctic State,’ yet the shortest distance between China and the Arctic is 900 miles. There are only Arctic States and Non-Arctic States. No third category exists, and claiming otherwise entitles China to exactly nothing.” Such a visible diplomatic smackdown in a forum better known for its consensus governance and multilateral approach to Arctic issues generated headlines (and some indignation) worldwide. But Pompeo is right—China cannot reasonably be considered a “near-Arctic” state, owing to its lack of geographical, climatic, and cultural attributes of the Arctic. What kind of seat at which tables a state receives is determined, to a significant degree, by its claims to have a say in the region (combined with its capacity to persuade other states of the merits of its claims), so Beijing’s assertion of near-Arctic statehood weighs on the balance of power and diplomacy in the Arctic region.

Increasingly navigable seaways and new access to natural resources create both opportunities for greater collaboration between Arctic and non-Arctic nations, as well as potential flashpoints, environmental disasters, and threats to indigenous communities. The challenge is to mitigate all of these potential threats, and develop the policies, partnerships, and infrastructure to help guide Arctic diplomacy in the decades to come.

The emergence of the Arctic as a region of political and economic opportunity adds a new dimension to U.S.-China relations. Despite divergent priorities in the region, there are opportunities for greater cooperation. Both countries experience the physical challenges of climate change while investing in scientific research to gain a better understanding of a transforming Arctic. They both also seek cooperation through the Arctic Council and the International Maritime Organization to promote governance in the region. For these reasons, among others, the United States and China should create a more purposeful dialogue on a range of Arctic issues. U.S.-Sino Relations in the Arctic: A Roadmap for Future Cooperation is the result of fruitful exchanges between American and Chinese experts who addressed a range of issues: the future of Arctic governance, geopolitical factors shaping the Arctic’s future, international maritime issues in the Central Arctic Ocean, future trends in sustainable Arctic development, and new bilateral scientific research initiatives in the Arctic. Through frank and candid exchanges, this report aims to lay the foundation of strong bilateral cooperation between the United States and China in the Arctic.

"The United States, through Alaska, is a significant Arctic nation with strategic, economic, and scientific interests," asserts a new Council on Foreign Relations-sponsored (CFR) Independent Task Force report, Arctic Imperatives: Reinforcing U.S. Strategy on America's Fourth Coast. With the Arctic "warming at twice the rate as the rest of the planet" and melting sea ice opening up this resource-rich region to new trade routes and commercial activities, the report stresses that "the United States needs to increase its strategic commitment to the region or risk leaving its interests unprotected." The report notes that while Russia has numerous ice-breaking vessels and China is building a third icebreaker, the United States owns only two operational icebreaking ships—one heavy icebreaker and one medium-weight icebreaker—to serve both the Arctic and the Antarctic. Asserting that "icebreakers are a national capacity" required for a range of maritime missions to support U.S. security, economic, and commercial needs, the Task Force recommends that the United States fund and build additional icebreakers. The report also finds that the United States needs greater investment in Alaskan infrastructure, including deepwater ports, roads, and reliable telecommunications, to support economic development and a sustained security presence in the region. Currently, "almost no marine infrastructure is in place within the U.S. maritime Arctic."

19. Errors Exposed: Inuit Relocations to the High Arctic, 1953-1960

In 1953, the Government of Canada announced plans to resettle Inuit from areas of dwindling food resources to the High Arctic where game and fur animals were reported in abundant supply. That August, seven families from the Inukjuak (Port Harrison) area in northern Quebec and three families from Pond Inlet were resettled in communities at Resolute Bay on Cornwallis Island and at Grise Fiord, near the Craig Harbour police post on Ellesmere Island. This volume makes Shelagh Grant’s important interpretations and research on these controversial relocations available to the public and provides essential background to understand the Government of Canada’s 2010 official apology for the Inuit High Arctic relocation.

Supplied with new evidence of accelerating Arctic warming and approaching environmental tipping points, the Obama administration will convene science ministers from around the world in September to assess the rate and consequences of Arctic climate change and weigh global strategies for averting its worst effects. This first-ever White House Arctic Science Ministerial—which will include top science advisers, high-level officials, and Arctic indigenous community leaders—coincides roughly with the one-year anniversary of President Barack Obama’s 2015 Alaskan Arctic trip. After his historic visit to the High North, President Obama told Vogue, “The looming crisis in the Alaska Arctic is a tangible preview of the looming crisis of the global condition.” The president is right to worry. The Arctic is warming twice as fast as the rest of the planet, setting off a cascade of dangerous changes at the top of the world that include vanishing Arctic snow and ice, thawing permafrost, and melting of the Greenland ice sheet. These changes risk triggering irreversible tipping points with perilous side effects, such as unmanageable sea-level rise and coastal flooding, more frequent extreme weather, and increased warming and carbon emissions. These changes threaten the well-being of people around the globe.

Abstract:
The strategic value of the Arctic region is increasing as sea ice diminishes and previously inaccessible regions become open for exploration and exploitation. The Arctic has the potential to provide various natural riches and economic benefits—such as minerals, hydrocarbons, fisheries, and shorter shipping routes—alongside opportunities to strengthen international cooperation. However, the wealth of the region brings with it a potential threat to international stability. The mix of countries and international organizations with growing interests in the Arctic represent a diverse subset of the international community, stretching from Europe to the Far East. Furthermore, it brings a new dimension of confrontation to historical adversaries. For instance, four of five Arctic Ocean littoral states are members of NATO—and the fifth is Russia.

Abstract:
The Chinese are increasingly interested in the effects of global climate change and the melting of the Arctic ice cap, especially as they pertain to emergent sea routes, natural resources, and geopolitical advantage. China seems to see the overall effect of Arctic climate change as more of a beckoning economic opportunity than a looming environmental crisis. Even though it is not an Arctic country, China wants to be among the first states to exploit the region’s natural resource wealth and to ply ships through its sea routes, especially the Northwest Passage.
