101. The Lingering Stalemate: Qatar’s Blockade Awaits a Mediation Exit

On June 6, 2020, the Qatari crisis entered its fourth year with two parallel political discourses, which have endured the complexity of issues between Qatar and the Quartet [Saudi Arabia, Emirates, Bahrain and Egypt] since early June 2017: a) diplomatic hopes in the U.S.-backed Kuwaiti mediation amidst several gestures of rapprochement between the Qataris and the Saudis; and b) disparity of positions by the disputing parties while maintaining status quo politics. The Trump administration has urged the Quartet capitals to reopen their airspace for Qatari airlines as a step toward ending the open-ended blockade. The Wall Street Journal quoted U.S. officials saying "there is a greater sense of urgency to resolve the airspace issue. It's an ongoing irritation for us that money goes into Iran's coffers due to Qatar Airways overflights." (1) The Trump White House has been irritated by the so-called "overfly fees" that Qatar pays to Iran to use its airspace. There is growing hope Washington’s call will trigger momentum for lifting the land and sea blockade imposed on Qatar as well. Qatar’s foreign minister Mohammed bin Abdulrahman Al Thani hopes “the initiative will produce results, we are open to dialogue and ready to meet each step forward with 10 steps from our side.” (2) Unlike the Saudis, the Emiratis have maintained the 2017 demands, and UAE Foreign Minister Anwar Gargash insists “this issue will stay with us, and we have to manage it in a better way until we reach a future stage.” He has often characterized the blockade as “a result of Doha's interference policies," and argued "the solution for this crisis should be based on dealing with the causes of it." (3) As a result, the three-year blockade is causing a hurting stalemate for both sides of the Gulf conflict. In his new book “Qatar and the Gulf Crisis”, Kristian C. Ulrichsen argues the blockade has become “stuck at a political level where the Saudi and Emirati leadership—and especially Crown Prince Mohammed bin Salman and Mohammed bin Zayed—appear reluctant to make the first move to offer concessions or progress to a negotiated compromise.” (4) This paper examines some major narrative turns of the Quartet-Qatar showdown and the transformation of Trump’s position. It traces the possibility of a de-escalation shift along Washington’s pursuit of mediation in the framework of the Kuwaiti diplomacy; and weighs on the future of the Gulf Cooperation Council (GCC), as a counterbalance of the Arab Gulf strategic (dis)unity and common existentialism in a turbulent region.

102. US Experts Consider China a Shifting and India a Stable Friend to Russia

With both Russia and China facing increasingly confrontational relations with the United States, the two countries have increased ties with each other and have pursued similar approaches in opposition to the US government concerning Iran, Syria, and Venezuela. Steve Biegun, US Deputy Secretary of State, recently characterized the developing relationship between Russia and China as one built on “mutual determination to challenge the United States.” To better understand how experts think about Russia’s relations with the other great powers, The Fletcher School of Law and Diplomacy at Tufts University and the Chicago Council on Global Affairs recently conducted a survey of 201 American experts on Russia. The survey finds that a majority describe the relationship between Russia and China today as one of mostly partnership. They also describe India as primarily a partner to Russia, both today and in the future. By contrast, they say that Russian relations with the United States and the European Union are mostly competitive. But they anticipate that in 20 years, rivalry between Russia and China will grow, perhaps creating space for reducing tensions with the United States.

Congress and the administration widened Obama-era sanctions against Russia after alleged Russian interference in the 2016 presidential election. Data from a recent survey of American experts on Russia, conducted by The Fletcher School of Law and Diplomacy at Tufts University and the Chicago Council on Global Affairs paints Russia as a declining power. The results show that while experts anticipate changes in the global balance of power in the next 20 years, with China overtaking the United States, they do not expect Russia to come out stronger over that time frame. Experts draw attention to Russia’s cracked economic and political foundation in the present and its likely decline over the next two decades due to economic mismanagement and faltering soft power. Now there are the lingering economic effects of the COVID-19 pandemic to add to this list.

But the 2020 Chicago Council Survey results show that President Donald Trump’s repeated threats and bullying tactics on defense and trade issues with Seoul have done little to soften support among the American public for the alliance with South Korea. In fact, favorable views of South Korea are now at an all-time high.

After spending nearly three decades as a marginal player in the Horn of Africa, the Russian Federation has made significant progress towards recapturing its great power status in the region. Russia has engaged with all countries in the Horn of Africa and refused to take sides in the region’s most polarizing conflicts, so Moscow can be best described as an “engaged opportunist” on the Horn of Africa. Russia is principally focused on establishing itself as the region’s leading arms vendor, but prospectively, has one eye on constructing a Red Sea base. Russia’s resurgence in the Horn of Africa has generally dovetailed with the People’s Republic of China’s regional aspirations, but has placed it increasingly at odds with France and the United States. Looking ahead, Russia’s ability to link its Horn of Africa strategy to its aspirations in the Middle East will shape the future trajectory of its involvement in the region. In this policy note, we explore the nature, strength and tensions of the contemporary US-Central Eastern Europe relationship. We describe the expanding US-CEE ‘brotherhood in arms’: growing trade relations, intensified military cooperation, and rekindled diplomatic ties. Further, we unpack the striking and largely ignored dimensions of the US-CEE ‘brotherhood in faith’: the many ways in which the United States and Central and Eastern Europe are tied together by overlapping ideologies of national conservatism and a particular version of Christian ‘family values’. This involves addressing the complexities of an increasingly influential and ambitious Visegrád Group, whose key players – Poland and Hungary – may be brothers, but are by no means twins. It also means raising some broader, burning discussions about the future of NATO and the meaning of ‘Europe’. Universalist, multicultural and postnational? Or conservative, Christian and sovereigntist?

Abstract:
The National Security Council of the Republic of Armenia approved a new national security strategy on July 10, 2020. The work on this document has been going on for almost a year. By the order of the Prime Minister of the Republic of Armenia, Nikol Pashinyan, on July 17, 2019, an interagency commission was set up under the leadership of the Secretary of the National Security Council. It was instructed to develop a working version of the new national security strategy within one year. The previous National Security Strategy was approved by the National Security Council of Armenia a while ago on January 26, 2007. Thirteen years is quite a long period and the renewal of the national security strategy, in principal, should have happened earlier. Such a long pause indirectly indicates that the process of national security policy planning in the Republic of Armenia is not going appropriately. The purpose of this publication is to juxtapose and highlight the main differences between Armenia's national security strategies for 2007 and 2020 and also assess Armenia's external security environment based on the 2020 strategy.

Relations between Turkey and Greece have never been easy but since the summer of 2020, tensions between them rose sharply. If during June and July of 2020 the parties were arguing over the conversion of the Hagia Sophia Museum into a mosque, in August-September the center of controversy shifted to the Eastern Mediterranean and the Aegean Sea. Many unresolved issues have accumulated over the decades in this "space" - the problem of Cyprus, the problem of the separation of maritime economic zones (hence, the natural resources located there), the issue of 12 islands and airspace, the matter of ownership of uninhabited small islands and more. In addition, recently, one can observe increasingly aggressive rhetoric in both countries which creates the danger of small incidents escalating into a major military confrontation that, in turn, createsseriousthreats and challenges to regionalsecurity (including Georgia).

112. Israel-Africa Relations: What Can We Learn from the Netanyahu Decade?

Since he came to power in 2009, Israel’s Prime Minister Benjamin Netanyahu has not made Israeli-African relations a priority in his foreign policy. After they broke off diplomatic relations with Israel following the Yom Kippur War in 1973, most African states – besides Malawi, South Africa (apart from between 1975 and 1979), Swaziland and Lesotho – finally resumed relations with the Jewish state during the 1980s and 1990s and more recently for some others. The resumption of diplomatic ties was gradual, as peace efforts were initiated regarding Palestine. Israel now enjoys diplomatic relations with more than 40 sub-Saharan African states, but only has 12 embassies throughout the entire continent, including in Cairo. The last ones to be opened were in Kigali (Rwanda) in 2019 and Accra (Ghana) in 2011. The Israeli government today views Africa either as a longstanding sphere of influence (Ethiopia, Eritrea, Cameroon, Ghana, Côte d’Ivoire, Uganda and for the last two decades Rwanda) that needs to be strengthened, or as a new sphere of influence to be developed (the Sahel countries, central Africa, etc.) These relations operate through various conventional channels, including some that have been significantly weakened by Benjamin Netanyahu when he was Israeli prime minister between 1996 and 1999 and since 2009. This is particularly true for the Ministry of Foreign Affairs and its counterpart, Mashav, responsible for development cooperation. However, the security and intelligence sectors (Mossad), controlled by the Prime Minister’s Office, are strong drivers of Israeli foreign policy, hence Benjamin Netanyahu’s dominance over foreign affairs in general, and Africa in particular. The objective of this paper is to explain how political, economic and security relationships between Africa and Israel have developed in practice during the decade 2009-2020. The aim here is to go beyond a mere account of the history of these relationships. Since 2009, Prime Minister Benjamin Netanyahu – still in power at the time of writing – has frequently talked about his country’s return to the African stage, without necessarily providing his government with the financial resources to achieve this.

113. Forward the Mekong-U.S. Partnership

On September 11, 2020 the United States, Cambodia, Laos, Myanmar, Thailand, Vietnam, and the ASEAN Secretariat launched the Mekong-US Partnership, a regional cooperation framework which upgrades the Obama-era Lower Mekong Initiative (LMI). The U.S. Department of State says the Partnership will expand on the success of the LMI “by strengthening the autonomy, economic independence, and sustainable development of the Mekong partner countries and promote a transparent, rules-based approach to transboundary challenges.” The new Partnership comes with an initial pledge of more than $150 million of U.S. funded programming to support COVID-19 recovery, counter transnational crimes, develop efficient energy markets, and counter trafficking in persons. A revitalization and upscaling of U.S. engagement in the Mekong is long overdue, particularly given China’s increasing engagement in the region and the economic challenges that Mekong countries will struggle with as a result of the coronavirus pandemic and chronic drought conditions. While the Partnership is still in its formative stages, there are several actions that would go a long way towards bolstering its effectiveness.

Both Drs. Santoro and Gromoll participated in numerous dialogue rounds, and Dr. Santoro was a co-organizer. 116. Migration: Solid Nations and Liquid Transnationalism? The EU’s Struggle to Find a Shared Course on African Migration 1999-2019

The European Union (EU) has been struggling to find a shared course on African migration since the entry into force of the Schengen Agreement (1995). It has done so through two interrelated processes of negotiation. Firstly, parties have negotiated narrative frames about migration and, in particular, whether migration should be interpreted in terms of security or in terms of development. Secondly, they have negotiated internal and external migration policies, that is, how migration should be managed respectively inside the EU (based on cooperation between EU member states) and outside it (based on cooperation with third states). In times in which narrative frames increasingly shape policy negotiations, it becomes very important to analyse how policymakers negotiate narrative frames on migration and how these shape policy responses. However, such an analysis is still missing. This discussion paper investigates how European states and institutions have negotiated the relation between EU borders and African mobility between 1999 and the beginning of 2019. It focusses in particular on how the process of negotiation of migration policies has been interrelated with a process of negotiation of narrative frames on migration. It does so based on an analysis of EU policy documents from 1999 to 2019 and on interviews with representatives of European and African states and regional organisations. Two major trends have characterised related EU negotiation processes: migration-security narrative frames have strengthened national-oriented and solid borders-oriented approaches (and vice versa), and migration-development narrative frames have strengthened transnational-oriented and liquid borders-oriented approaches (and vice versa). Since 1999, the European Council has mostly represented security- and national-oriented approaches, and the European Commission has mostly represented development- and transnational-oriented approaches. The two competing approaches have always been interlinked and influenced each other. However, in the last years, security-oriented national and solid border approaches have gained prominence over development-oriented transnational and liquid border approaches. In particular, the Commission has progressively mainstreamed national objectives in its transnational actions and security concerns in its development measures. Prioritising security over transnational development has augmented inequalities, in particular at the expenses of actors with scarce political representation in Africa and the EU. Such inequalities include increasing migrant selectivity and wage dumping.

117. The Importance of WTO Reform from a Transatlantic Perspective

Trade is at the forefront of international tensions in 2019. Political developments in the United States and Europe, and the rise of China as a peer competitor to the transatlantic economies, have led many to question the fundamental assumptions and operations supporting the World Trade Organization (WTO). Chinese mercantilism, the Trump administration’s aggressive use of unilateral tariff measures, and the inability of WTO members to reach consensus on expanding its disciplines to important new sectors and forms of commerce in the modern economy reinforce the critique of the WTO. Expansion in global trade, one of the great engines of growth and progress in bringing billions of people out of poverty since 1945, has slowed considerably in the last two decades. In 2018, however, several constructive efforts to craft reforms for this successor institution of the Bretton Woods system are engendering some hope that the WTO can be adapted to meet the needs of the contemporary economy. The first basket of problems revolves around a lack of WTO disciplines for newer sectors like services, including those associated with the emerging digital economy; for state-owned enterprises; for intellectual property protection; and for cross-border investments. The other main issues concern the sometimes ineffective and bounded operations of the WTO itself. Questions have been raised, notably by the United States, over the slow and inconsistent enforcement of existing WTO rules, and over rulings by judges in the Appellate Body which overstep the limits of existing WTO rules, undertake interpretations of domestic laws, and reinterpret facts established by earlier dispute panel decisions. This is the biggest issue now dividing U.S. and EU thinking on the reform of the WTO. The EU, Canada, Japan, the United States and other members have begun offering concrete proposals for addressing these problems, and the G20 political leaders gave a strong endorsement to their efforts in the December 2018 communique of the Buenos Aires summit. Ideas for new rules are being tested in sub-global trade agreements like the new North American and Trans-Pacific pacts and EU free trade agreements with Canada and Japan. Incorporation of new rules into the global WTO is extremely difficult; full consensus among its 164 members is required for the adoption of any new disciplines or internal operations. To overcome that impediment, this paper suggests that plurilateral agreements, like the Information Technology Agreement of 1997, be employed to establish and test new rules needed for the 21st-century economy. Some use of supermajority decision making instead of the consensus rule may also help advance the creation of new rules and redress weaknesses in WTO operations. The role of transatlantic leadership, finally, is emphasized as a key to building broad political support needed to achieve substantive reform.

118. The Use of Aid to Counter China's "Djibouti Strategy" in the South Pacific

China has gradually militarized its facilities in the horn of Africa (Djibouti) under the pretense of anti-piracy operations and development aid since 2017, which has forced the U.S., France, and Japan to accept a permanent Chinese military presence in the same 14,400 square-mile African territory, where China is now holding live-fire exercises. Dubbed the “Djibouti strategy,” Beijing is now executing this tactic across the South Pacific, one of the most aid-dependent regions of the world. China, one of the highest contributors to Official Development Assistant (ODA) in the South Pacific, uses that tool at first under the guise of aid while actually employing it to shape the islands’ infrastructure to its own strategic military advantage. China is currently building infrastructure capable of dual economic and military use in Fiji, the Cook Islands, Samoa, Tonga, Vanuatu, and other Pacific islands. These projects support China’s aim to break through the First and Second Island Chains, a series of pro-U.S. countries that limit Chinese naval access to the Philippine Sea and Pacific Ocean. Meanwhile, U.S. ODA is deployed inefficiently and inconsistently through 19 separate agencies. The design, delivery, and administration of U.S. development assistance must be reformed. ODA is a national security issue, not just a humanitarian one. The U.S. defense community needs to embrace the strategic potential of ODA and its capacity to strengthen democracies and counter malign influence abroad.

Abstract:
Across Democratic and Republican administrations over the past sixty years, U.S. strategists have determined that for the United States, a nuclear triad is the most strategically sound means to credibly deter adversaries. In an increasingly complex threat environment—facing nuclear adversaries and nuclear aspirants with different national objectives, military capabilities, and strategies—a nuclear triad provides the President of the United States with necessary flexibility while accounting for possible changes in adversaries’ capabilities and the geopolitical environment. To remain effective, the U.S. must modernize its Cold War legacy nuclear forces. This booklet is intended to dispel myths surrounding the land-based leg of the nuclear triad and explore the advantages of adopting the ground-based strategic deterrent missile system (GBSD) rather than continuing to recapitalize the aging Minuteman III system.

During an era in which strategic gravity is shifting to Asia, the United States cannot be careless in tending to its alliances with Japan and South Korea (the Republic of Korea, or ROK). The three countries face persistent threats from North Korea and from China’s semi-transparent bid for regional hegemony. Meanwhile, rocky relations between Tokyo and Seoul are jeopardizing vital U.S. interests in the Indo-Pacific. The latest disagreement between America’s premier allies raises new questions about alliance strategy, commitment, and burden-sharing. These fissures have become exacerbated as the U.S. pressures allies to increase their contributions to regional security and reciprocal trade. [...] This report seeks to explain why the U.S.-Japan and U.S.-ROK alliance are still a vital means of achieving overlapping strategic interests. At the same time, it also argues that keeping these alliances fit for purpose requires radical change rather than business as usual. Both a rapidly changing security environment and growing intra-alliance squabbling pose dangers that require U.S. leadership. This report concludes with specific ideas for advancing bilateral and trilateral cooperation in the coming months and years, without trying to achieve too much too quickly.

This monograph attempts to argue and/or demonstrate three main points. First, it looks at why there were credible fears about the stability and viability of the Chinese economy — especially the financial and banking system — leading up to the end of the Twelfth Five Year Plan (2011–15), and what these were. To understand why Beijing was so concerned, the monograph draws out the serious structural problems that were leading inevitably to a permanent slowdown from the double-digit growth rates of the first three decades of reform. Second, the monograph looks at what occurred from 2015 to the present, and how China apparently overcame its economic difficulties. In fact, it has not overcome its problems, but deferred them to a future time in ways that only its unique authoritarian political economy is able to do.Third, it is clear the Communist Party is not passively awaiting an unhappy economic fate in connection with its mounting imbalances and domestic economic dysfunction. In many respects, its leaders have been highly creative in seeking solutions that do not entail a weakening of the party’s hold on economic power. On the contrary, the party has been busily shaping and pursuing grand strategic policies such as the Belt and Road Initiative (BRI) and Made in China 2025 (MIC 2025) to solve or alleviate many of its domestic political-economic problems. This monograph argues that these and other outward-focused initiatives stem most fundamentally from Chinese weaknesses and vulnerabilities but are being remade and recast into initiatives that will strengthen the position of the CCP domestically, ensure greater resilience for its political economy, and advance its ambitious strategic and international objectives at the same time. In summary, it is about the Communist Party cleverly transforming domestic vulnerability into grand strategy and using economic approaches to gain pre-eminence and “win without fighting.”

In recent years, along with the “Chinese dream” and the “Belt and Road Initiative” proposed by Chinese President Xi Jinping, relevant countries have paid attention to the Chinese people who have become subject in their fields of research. In the past decade of the 21st century, the development of Turkey is remarkable. The country proposed the ambitious “Tükiye hayal” (Turkey dream) at 3 levels : the vision for the 100th anniversary of Republic of Turkey in 2023 (referred to as the “centennial political vision of 2023”), the outlook for the 600th anniversary in 2053 of the Ottoman Empire’s conquest of Istanbul (referred to as the “sex centenary outlook of 2053”), the goals for the 1000th anniversary in 2071 of the victory in Battle of Manzikert, in which Seljuk Turks defeated the Byzantine Empire and started the campaign to conquest Anatolia (referred to as the “millenarian objective of 2071”). Via specific analysis and explanation over the process that Turkey proposes these development plans, goals and vision, this article will explore the context of these proposals, and analyze the conditions to achieve the Dream. At a second part, the article will focus on the fundamentals of Turkey from the perspective of China-Turkis relations, and discuss the foundations and prospects of China-Turkis cooperation under the “Bel and Road Initiative”.

During his visit to Indonesia in 2013, President Xi Jinping proposed the initiative to co-build “21st Century Maritime Silk Road”. Located at the intersection between Pacific and the Indian Ocean as well as between Asian and Oceania, Indonesia is a critical pivot and strategic fulcrum of “Maritime Silk Road”. Indonesia’s maritime power strategy, which is centered on the vision of “Global Maritime Axis”, is consistent with the “Maritime Silk Road” initiative. For three years, China and Indonesia have been actively communicating their “21st Century Maritime Silk Road” initiative and “Global Maritime Axis” strategy and deepening practical cooperation and friendly exchanges. A lot of major cooperative projects, such as Jakarta-Bandung High-speed Railway Project, have been finalized. Cooperation of mutual benefit in fields such as infrastructure construction, trade, investment, finance, e-business, etc, is making constant progress. According to 2015 Report on Five Connectivity Indexes of Countries along the Belt and Road compiled by the research team of Peking University on Five Connectivity Indexes of countries along the Belt and Road, Indonesia ranks the fifth among all 63 countries along the Belt and Road. This shows that the cooperation between China and Indonesia in fields of the Belt and Road Initiative is on a relatively high level. However, with the broadening and deepening of cooperation between the two countries, a series of problems have begun to surface. If the two parties do not pay enough attention to those problems or take measures to solve them, they will have negative influence on the implementation of the two countries on the Belt and Road Initiative. The present report will summarize the achievements of China and Indonesia in implementing the Belt and Road Initiative, analyze the underlying problems and the real altitudes of Indonesia, and propose some recommendations.

Although the first and foremost domain in the history of warfare, Land power has been dissociated from the concept of “strategic forces” for some time now, as these generally referred to long-range and/or high-yield strike capabilities, above all nuclear weapons. The growing importance of the command of the commons at the operational level of war has sometimes led to a conception of land forces as mere consumers of air-, sea- and information-borne effects. Yet, such a dynamic is now being challenged, as Western forces’ supremacy over “fluid spaces” is increasingly contested. The time has therefore come to reassess the contribution of land forces to the main strategic functions: intervention and stabilization, deterrence and prevention, protection and anticipation. For each of these key missions, land forces prove to be essential tools to which there is no readily available workaround. As the future operational environment is bound to become more contested and demanding, land forces will have to prove their renewed relevance in the face of challenges such as anti-access and area denial capabilities, hybrid actors and ambiguous warfare strategies. Given this outlook, they will play a key role as integrators and multi-domain effects providers, improving joint forces’ overall resilience and maneuver capability.

Abstract:
President Donald Trump’s declared economic protectionism has taken the US’s international relations with several foes and allies into uncharted territory. His open-ended trade wars with several nations have triggered criticism among conservatives and liberals alike in the US. He has justified his actions by arguing for a downturn of America’s trade deficit, but the American people don’t seem to be on board with his logic. A recent Harvard CAPS/Harris Poll survey shows 63% of registered voters believe tariffs imposed on Chinese products ultimately hurt the US more than China, while 74% said American consumers are shouldering most of the burden of those tariffs. The political network funded in part by billionaire libertarian Charles Koch has contested Trump’s approach toward China and is trying to shape an alternative strategy for 2020, the year of the US presidential election. One Koch senior official has acknowledged, “It doesn’t penetrate with the people that are willing to go along with the argument that you have to punish China.” There is now a pursuit of a “two steps back strategy,” which will involve putting together a team of almost 100 business leaders to call on the Trump administration and lawmakers to end the trade war with China. This paper examines the ramifications of President Trump’s policy of economic sanctions and tariffs vis-à-vis several nations and international groupings. It also looks at China’s counter-strategy and considers whether Middle Eastern countries like Saudi Arabia will be caught in the web of the current trade wars.

What’s the problem? Sino-Russian relations have been adapting to an era of great-power rivalry. This complex relationship, categorised as a ‘comprehensive strategic partnership of coordination for a new era’, has continued to evolve as global strategic competition has intensified.1 China and Russia have not only expanded military cooperation but are also undertaking more extensive technological cooperation, including in fifth-generation telecommunications, artificial intelligence (AI), biotechnology and the digital economy. When Russia and China commemorated the 70th anniversary of the establishment of diplomatic relations between Soviet Union and the People’s Republic of China in October 2019,2 the celebrations highlighted the history of this ‘friendship’ and a positive agenda for contemporary partnership that is pursuing bilateral security, ‘the spirit of innovation’, and ‘cooperation in all areas’.3 Such partnerships show that Beijing and Moscow recognise the potential synergies of joining forces in the development of these dual-use technologies, which possess clear military and commercial significance. This distinct deepening of China–Russia technological collaborations is also a response to increased pressures imposed by the US. Over the past couple of years, US policy has sought to limit Chinese and Russian engagements with the global technological ecosystem, including through sanctions and export controls. Under these geopolitical circumstances, the determination of Chinese and Russian leaders to develop indigenous replacements for foreign, particularly American technologies, from chips to operating systems, has provided further motivation for cooperation. These advances in authoritarian innovation should provoke concerns for democracies for reasons of security, human rights, and overall competitiveness. Notably, the Chinese and Russian governments are also cooperating on techniques for improved censorship and surveillance and increasingly coordinating on approaches to governance that justify and promote their preferred approach of cyber sovereignty and internet management, to other countries and through international standards and other institutions. Today’s trends in technological collaboration and competition also possess strategic and ideological implications for great-power rivalry. What’s the solution? This paper is intended to start an initial mapping and exploration of the expanding cooperative ecosystem involving Moscow and Beijing.4 It will be important to track the trajectory and assess the implications of these Sino-Russian technological collaborations, given the risks and threats that could result from those advances. In a world of globalised innovation, the diffusion of even the most sensitive and strategic technologies, particularly those that are dual-use in nature and driven by commercial developments, will remain inherently challenging to constrain but essential to understand and anticipate. To avoid strategic surprise, it’s important to assess and anticipate these technological advancements by potential adversaries. Like-minded democracies that are concerned about the capabilities of these authoritarian regimes should monitor and evaluate the potential implications of these continuing developments. The US and Australia, along with allies and partners, should monitor and mitigate tech transfer and collaborative research activities that can involve intellectual property (IP) theft and extra-legal activities, including through expanding information-sharing mechanisms. This collaboration should include coordinating on export controls, screening of investments, and restrictions against collaboration with military-linked or otherwise problematic institutions in China and Russia. It’s critical to continue to deepen cooperation and coordination on policy responses to the challenges and opportunities that emerging technologies present. For instance, improvements in sharing data among allies and partners within and beyond the Five Eyes nations could be conducive to advancing the future development of AI in a manner that’s consistent with our ethics and values. Today, like-minded democracies must recognise the threats from advances in and the diffusion of technologies that can be used to empower autocratic regimes. For that reason, it will be vital to mount a more unified response to promulgate norms for the use of next-generation technologies, particularly AI and biotech.

In the light of the EU’s recent initiative to step up its Common Security and Defence Policy (CSDP) framework, a new DIIS report by Researcher Jessica Larsen examines the role of the EU as security actor in the maritime domain. The report analyses the EU’s maritime security operations so far undertaken under the CSDP, the counter-piracy operation ATALANTA in the Indian Ocean and the counter-smuggling operation SOPHIA in the Mediterranean Sea. The report finds that the EU filled a range of roles at sea, in particular as a: first responder, because the EU established operations ahead of other more obvious security actors, such as NATO and the US broad responder, because the EU applied its characteristic integrated approach of combining military and civilian policy instruments to address the security issue legitimate responder (to some extent), because the EU was able to use its political and diplomatic arm to establish bilateral agreements that sought to ensure the rule of law in operations and engage regional state authorities While the EU has pursued a comprehensive role in addressing maritime crime, the report argues that the EU on a strategic and operational level is neglecting a range of geopolitical tensions currently playing out in various maritime domains. The report argues that the EU needs to acknowledge this more explicitly. As the EU seeks to step up its common security and defence policy, the report calls for dedicated analysis of and decision-making about how the EU as security actor wishes to face this development and position itself in the maritime domain on both strategic and operational levels.

With attention focused on advanced technologies in the context of international relations and international security, battles over techno-hegemony have surfaced. The most prominent form of technological competition is the race for simple technological advantage. First, each country considers its technological capabilities to be directly linked to its own security interests and, in a more straightforward manner, views them as sources of hard power and pursues relative technological superiority. Each country expects and/or worries about the disruptive innovations that introduce cutting-edge technologies as game changers in the military domain. Second, the technological capabilities of a nation do not determine only the superiority or inferiority of its military power. Technology is also used as a diplomatic tool. Some countries can impose constraints on access to critical technology, a choke point for products, and force other countries to make concessions.

The upending of US foreign policy under the Trump administration, the revolt against establishment politicians, and the rise of the progressive wing in US politics has led many foreign policy experts to conclude that Americans want to retreat from the world. Much of Washington and its foreign policy elite believe that “Iraq and other debacles” have left Americans wearied, worried, and inclined toward either America First or retrenchment ideas.1 They believe the American public sees the rules-based international order established after World War II as bankrupt. But that is not what the American public actually thinks. Americans may be searching for a new way to make sense of the world. But the 2019 Chicago Council Survey demonstrates that retreating from the world, abdicating international leadership, and abandoning alliances and global institutions is not what the American public has in mind.

Building over the last few years, disputes between the United States and Europe over trade, climate change, and nuclear weapons were on full display at the annual Munich Security Conference last month. Russian leaders have tried to exploit these strains between the United States and its allies. In Munich, Foreign Minister Sergey Lavrov of Russia suggested that the European Union and Russia build a “shared European home.”[1] Sidelining the United States through deepened ties with Europe has long been a strategy of the Kremlin to weaken the West’s united front against Russia’s regional and international aggression.[2] Findings from a new US-Russia binational survey, conducted by the Chicago Council on Global Affairs and the Levada Analytical Center, reveal that publics in both countries have noticed cracks in the US-EU relationship.[3] While Americans have long expressed support for NATO, a majority say that unity among NATO allies is weakening. At the same time, Russians’ impressions that transatlantic security links are weakening contribute to their sense that the United States is now in a weaker global position.

To meet it, representatives of more than 60 museums, universities, civic organizations, chambers of commerce, business associations, and other groups came together to identify specific actions they could take to help advance the overall strategy. The ongoing crisis in eastern Ukraine between the Ukrainian government and rebel forces supported by Moscow not only degrades the relationship between Kiev and Moscow but also contributes to the deteriorating relations between Russia and the West. [1] This particular regional conflict has become an important destabilizing factor for international security. Findings from a new binational survey, conducted by the Chicago Council on Global Affairs and the Levada Analytical Center, show that a plurality of Russians believe these eastern areas of Ukraine should be independent states.[2] And a majority of Russians continue to say that Russia’s annexation of Crimea has brought the country more good than harm.

Since the launch of the Mediation for Peace initiative by Turkey and Finland in 2010, there has been an upsurge of activity at the United Nations (UN) and several regional organizations to promote mediation as a conflict resolution method. The UN General Assembly, the Organization for Security and Cooperation in Europe (OSCE), and the Organization of Islamic Cooperation (OIC) have set out to develop mediation norms, procedures, and capacities. The assets and motivations of international actors, including foremost nation states, to provide mediation services as part of their foreign policy have been widely studied. However, the actual role played by specific leading nations in the promotion of mediation at international forums lacks a framework of analysis. This essay aims to fill this gap by employing the concept of “policy entrepreneurship” to explain the role of individual actors in transforming the politics, norms, and capacities that pertain to mediation. In this regard, the article discusses Turkey’s activities in the field of mediation and their transformative outcomes in a bid to test the proposed framework. It concludes that as the only country that co-chairs the friends of mediation groups simultaneously in the UN, the OSCE and the OIC, the distinguishing contribution of Turkey as a policy entrepreneur lies in its efforts to feed and shape the normative basis and capacities of international peace mediation efforts.

2018 REPRESENTED A FUNDAMENTAL STRATEGIC TURNING POINT in the 40-year history of U.S.-China relations. This is not just an American view; it is also the Chinese view. Just as it is my own analytical view based on 40 years of observation of this relationship, going back to the time when I was an undergraduate student at the Australian National University. The nature of this change is that the United States, after 40 years of strategic engagement with China following China’s decision under Deng Xiaoping to pursue a domestic policy shift toward economic reform and opening, has concluded that China is no longer a trustworthy strategic partner. The analytical underpinnings of the period of engagement were that China, having embarked upon a series of economic, social, and some political reforms, was incrementally integrating itself into the American-led international rules-based order. This, in turn, was based on China’s decision in 1978 to abandon its policy of support for communist revolutionary movements around the world. This change followed the abandonment of a decade-plus of political radicalism pursued by Mao during the Cultural Revolution. And it followed, perhaps most significantly, China’s decision to embrace one series after another of market-based economic reforms, beginning with the introduction of price-based incentives in agriculture, then light manufacturing, then the services industry before extending across much of the rest of the Chinese economy. On top of this, the normalization of political relations between the United States and China, from Richard Nixon’s visit in 1972 to formal diplomatic recognition under Jimmy Carter in 1979, led to a sustained period of fundamental strategic realignment between China and the United States against a common strategic adversary in the form of the Soviet Union

As a young, single-seat fighter pilot based in Germany in the Royal Air Force of the early 1980s, I enjoyed a degree of certainty about my role in life. The world was, to all intents and purposes, a bi-polar place. We knew exactly from where our threat emanated and, indeed, had comprehensive standing plans for dealing with it. In the event of an attack by the Warsaw Pact on NATO’s eastern flank, we had pre-designated areas in which we would interdict any enemy military force heading westwards. We had pre-planned missions for systematically taking down all elements of Soviet air power — be it through suppression of enemy air defense sensors and surfaceto-air systems or denial of his airfields’ operating surfaces. In the event that the conflict escalated too rapidly, or went too far, we even had plans to resort to the ultimate sanction of the pre-planned and graduated employment of tactical nuclear weapons. Our plans, and our skills, were tested on a frequent and regular basis. It was no rare experience to be woken by a siren in the middle of the night to be called to duty. Our response time was measured, as was the ability to demonstrate our preparedness to brief our wartime missions, arm our aircraft, and prove our abilities to be airborne within the allocated time period. The results of these exercises—known as NATO Tactical Evaluations (TacEvals)—were equally rigorous in the Land and Maritime domains. Their results were widely shared within Alliance circles.
