Abstract:: This research report investigates the trade and growth benefits of the CEFTA agreement for its members. Although the countries have not reached their end goal of membership of the European Union, the report shows that CEFTA has supported their economic growth. However, there is trade heterogeneity in terms of the extent to which individual countries use CEFTA value added in their manufacturing exports. Less-developed economies seem to rely more on regional (CEFTA) supply chains, while manufacturing-based economies are increasingly coming to rely on EU supply chains. The countries have not built a strong export advantage abroad, as very little of their value added is used in EU exports.

102. Normalizing U.S.–Pakistan Relations

Abstract:: The U.S.–Pakistan relationship is often portrayed negatively among the lawmakers, media, and general public of both countries, with a focus on mutual resentment and dysfunction. The early relationship was burdened by mismatched expectations regarding support in conflicts with India. Different priorities from the start of U.S. involvement in Afghanistan during the 1980s further strained the relationship. The United States also sanctioned Pakistan and India for developing nuclear weapons, which had a disparate impact on Pakistan, causing ongoing tension. Many in Washington’s policy and journalistic communities hold negative views of Pakistan, viewing it as an enabler of terrorism that seeks geopolitical rents but rarely delivers. Pakistanis often resent what they view as Washington’s use of the country as a “frontline state” in both the Cold War and the War on Terror, claiming tens of thousands of lives, only to discard it later. These grievances are largely dismissed in Washington as self–inflicted. Despite the negative public debate, serving officials in both governments generally hold a more nuanced view, recognizing the broad overlapping interests shared by the United States and Pakistan in areas like climate change, trade, and counterterrorism. There is already an exhaustive literature on terrorism in Pakistan, nuclear security, and potential conflicts along the Line of Control with India. This brief will instead focus on revitalizing U.S.–Pakistan relations through innovative diplomacy in areas that have received less attention, such as trade, regional integration, people–to–people connections, and climate change. Its principal recommendation is that Washington should resist viewing Pakistan through the narrow lens of the “War on Terror” or great power competition. Instead it should pursue its interests through more normalized relations, while recognizing U.S. limitations in influencing events in Pakistan or the region.

103. Redressing environmental harm? A 'corporate sovereignty' problem

Abstract:: The transition towards a low-carbon economy is an epoch-defining goal. However, this transition develops following traditional patterns of business that are intrinsically environmentally harmful as they rest upon profit-oriented strategies of commodifying natural resources. By taking the anthropological notion of "corporate sovereignty", this contribution discusses the unsustainability of private corporates' property a-like structures of power over natural resources and frames them within forms of economic governmentality. The paper concludes by stressing the need for a cultural change to occur to back the transition towards a novel model of sustainable business, i.e. of "business within the Heart's limits".

104. The World’s Humanitarian, Economic, and Political Engagement with Afghanistan

Abstract:: The August 2021 fall of the Islamic Republic of Afghanistan and its replacement by the Taliban ended a two decade chapter of economic and social development. On top of an already weak economy reeling from COVID-19 and a multi-year drought, the overnight cutoff of most Western aid, freezing of foreign reserve funds, and effective severing of Afghanistan’s links with the global financial system plunged Afghanistan into multiple and overlapping humanitarian, economic, financial, and political crises of almost incomprehensible proportions. As of December 2021, 98 percent of the population lacked sufficient food and 90 percent were projected to be living in poverty. By summer 2022, the economy had shrunk by 20-30 percent. Afghanistan faces a daunting array of immediate security, humanitarian, and long-term development challenges. The Taliban’s restrictive social policies and refusal to move towards an inclusive government and the charged political environment dictates much of what can or cannot be done by the international community. The West’s central challenge is at once both moral and political: trying to walk a fine line between delivering humanitarian and economic assistance to relieve some of the effects of sanctions and isolation and help the Afghan people, while avoiding even the appearance of endorsing or legitimizing the Taliban. Workarounds so far have included re-purposing the World Bank-administered Afghanistan Reconstruction Trust Fund, previously the main vehicle for funding Afghan government operations, to channel funding through United Nations (UN) agencies to non-governmental organizations (NGOs) to provide feeding, health, education, and other services. This paper highlights the significant challenges for the international community, among them: Relationship management Working with or alongside the Taliban Who performs the functions of the state? Channeling support away from the DFA and directly through the UN and NGOs can be effective for certain types of services (e.g., health, education), but this has its limits. International community cohesion, coherence, and capacity Finally, the authors highlight a number of recommendations, divided roughly into policy and operational considerations, for how, if not to resolve the impasse, to at least mitigate or get around it. These 14 recommendations assume that regardless of the Taliban’s distasteful policies and moral and technical shortcomings, the collapse of their rule would not be in anyone’s interest. There is no one to replace them, and the chaos and fragmentation that would follow would be far worse.

105. An Age of Crises: Prospects for inequality and division

Abstract:: Inequalities can shape, drive, and amplify crises and at the same time, be the consequence of crises. The double shock of the COVID-19 pandemic followed by the Russian invasion of Ukraine has been accompanied by an uptick in income and social inequalities. Moreover, a world enveloped in a series of crises has become the grim backdrop for many of the current discourses on how to solve salient world problems. The complexity and force of how each individual crisis overlaps and interacts with, and sometimes worsens the impact of other crises—including rising levels of inequality and exclusion—is profound and damaging, requiring careful analysis of both consequences and solutions. For instance, surging inflation rates, which began in 2021, as well as the food and energy crises set off largely by the Russian invasion of Ukraine, have precipitated and worsened the debt crisis in many lower income countries. Combined with the existential threat of climate change and related and prevalent extreme climate events, a perfect and potent storm of events have been set in motion: even if aspects of today’s cost-of-living crisis wane, their ripple effects will continue to reverberate, in some instances setting off political instability and social unrest in parts of the world. The lessons learned from these crises, and their interaction with inequality and exclusion will be critical to better prepare for the future, and to break the deadly spiral of crises and rising inequality. While disasters—both those created by people and generated by nature—have increasingly become a daily reality for many in different parts of the world, policies at the global, regional, and national levels, have yet to catch up with this new reality. Looking across six areas—food and fuel shortages, inflation, debt distress, extreme climate-related events, and political unrest—there are very few countries that escape the reach of at least one crisis. However, more alarmingly, many countries are exposed to multiple and compounding levels of economic, social, and environmental shock; which can intersect with underlying inequalities and vulnerabilities such that a vicious cycle of income inequality, increasing social stratification, and discontent spreads across societies and generations. New research from the Pathfinders team shows that in those countries for which complete data exists across six crises (90 in total), eight countries are at risk for being impacted by all crises at the same time. 72 out of these 90 countries (or 80 percent) are at high or moderate risk of suffering from at least three crises at the same time. If we limit the analysis to five crises (food price shock, inflation, extreme climate events, debt distress, and protests), 10 out of the 134 countries with complete data are at high or moderate risk of suffering from all five crises and 86 countries (65 percent) from at least three crises. This number may even be an underestimate as typically lower income countries have less capacity to collect data and tend to deal with multiple crises arising from debt and cost-of-living issues. In response to these multiple crises (or polycrisis), urgent, integrated, and coordinated policy interventions are needed, including even greater cooperation and commitment at the global level. Without a sharp change of course, a renewed recommitment to multilateralism and bolder action to address root causes, there will be little change for the better. There is an opportunity for committed countries to advocate for sustained and urgent action to respond to the immediate humanitarian needs of a great majority of the world’s population. Policy solutions can be geared towards the shorter and longer terms: The first includes an urgent set of instruments aimed at reducing suffering as soon as possible and a second set focused on achieving longer-term structural transformation to reduce vulnerability and promote sustainability.

106. From Rhetoric to Action: Delivering Inequality & Exclusion

Abstract:: Inequality and exclusion are not destiny. Change is possible. Following three years of research, country visits, expert meetings, and debate, the Pathfinders’ Grand Challenge on Inequality and Exclusion has identified policy priorities for immediate and longer-term actions to tackle inequality and exclusion. The report draws on the lived experiences and desires of people across countries around the world. To understand citizens’ concerns about inequalities, their policy priorities, and their desire for change, we commissioned a public opinion survey in eight countries: Canada, Costa Rica, Mexico, Sierra Leone, South Korea, Sweden, Tunisia, and Uruguay. These opinion surveys show an immense preoccupation with societal divisions and a consensus that more needs to be done to address them. What is working to make progress on equality and inclusion? Countries and local communities that have made sustained progress towards more inclusive and equal societies have generally taken a three-pronged approach: They have delivered visible results that make a material difference in people’s daily lives, in areas such as social protection, housing and wages; they have built solidarity, through for example truth-telling exercises, police and justice reform and community empowerment; and they have secured credibility and sought to avert reversals by fighting corruption, broadening political power, and increasing the public financing needed for policy development.

Abstract:: Economic sanctions and restrictions on development aid in fragile and conflict-affected states have become an increasingly prominent part of the international toolkit for dealing with regimes that violate international norms and rules or are beset by conflict. However, there is a well-known problem: sanctions and cessations of development aid often end up hurting the poor more than the rich, particularly the political elites who the sanctions are most meant to target. Donors try to limit the impact of sanctions on the poor through humanitarian assistance, usually run by United Nations (UN) agencies and non-governmental organizations (NGOs). However, in all but the smallest countries, this is extremely expensive as well as a major organizational and logistical challenge. Most recently, situations such as those in Myanmar and Afghanistan have thrown the spotlight on the complexity of the discussion. In a world of no first-best solutions, a close look at empirical experience will show (provided certain pre-conditions can be met) that donors can partially bridge the challenge of simultaneously upholding human rights values and protecting the poorest from the economic fallout caused by sanctions. These solutions require close attention to unpacking complex environments and using a difficult-to-wield set of tools spread over diplomacy, economic power, and development aid. While not all risks can be eliminated, a variety of flexible tools already exists so that donors can help the poor in sanctioned and conflict-affected countries without undermining diplomatic goals of shunning the government elites or inadvertently financing insurgencies. With a growing number of donor-funded community programs in fragile or conflict-affected states, there are also donor concerns about legitimating national authorities, risks of financial diversion, and capture by armed combatants or local elites (full list of major concerns listed below). This paper highlights and addresses these concerns in detail and offers a series of recommendations, which in addition to good donor program design and management could mitigate some of the risks (but not fully eliminate them). This paper aims to present a case on how to use one tool—community-based approaches for delivering and monitoring aid—in fragile or sanctioned contexts, as community-based local governance type development models have been used successfully in a variety of fragile, conflict, and sanctioned countries. Additionally, this paper will extract real-world illustrations of how these approaches can address donor concerns on providing post-humanitarian aid to poor people without unintentionally undermining sanctions on illegitimate regimes. Because the case literature on delivering aid under sanctions is small, the brief includes illustrations taken from aid delivery in conflict-affected countries, where governments may not be under sanction, but deep concerns remain about aid capture or aid further fueling conflict. Finally, in addition to selections from the literature, the report draws from the personal and professional experiences of the two authors, who have overseen or managed large-scale community-type humanitarian, peacebuilding, and development programs in Afghanistan, Burundi, East Timor, Gaza, Indonesia (including Aceh and West Papua), Myanmar, Rwanda, Sri Lanka, and Syria, and have been part of discussions over development options for countries under sanction in Ethiopia and Sudan. In this paper, authors propose ten recommendations for donors coming out of this research on how they can incorporate community-driven approaches for aid in sanctioned and fragile states situations.

Abstract:: This report analyzes the global state of play of SDG16+ while identifying tangible, cross-cutting solutions to advance its targets of peace, justice, equality, and inclusion universally. With both an eye to the SDG Summit and set against a context of SDGs backsliding and a polycrisis, it lays out six strategic approaches by which SDG16+ can and has been advanced, drawing upon regional, national, and subnational examples. These approaches highlight efforts to rebuild trust and reduce polarization, with people-centered policies speaking lived daily realities; demonstrate the need to build evidence on SDG16+ interlinkages and their application in practice, with better data as a driver for innovative change; unpack participatory approaches, including the meaningful inclusion of civil society and subnational actors, and make clear the need for smarter SDG16+ financing. It concludes with opportunities for urgently needed advocacy, policy development, and collaboration on SDG16+ in the immediate and medium terms within UN and IFI contexts. This publication is designed to complement other recent SDG16+ community partner reports, with key messages reflecting both an HLPF Pathfinders Member States Statement (with Colombia and Switzerland), as well as the statement prepared by the Global SDG16+ Coalition, co-drafted by the Pathfinders Secretariat with other members of the Coalition.

110. Cost of Violence Study – Switzerland: A Halving Global Violence Report

Abstract:: The aim of this report is to document the prevalence of interpersonal violence and its associated costs in Switzerland, and to identify policies, programs, and recommendations to address the economic impact of violence in the country. Interpersonal violence is understood to be homicide, physical assault, and sexual assault, since much of these are perpetrated in the domestic sphere. In this report, the authors provide separate numbers for domestic violence, which includes intimate partner violence (IPV). Additionally, this research will contribute to the forthcoming Flagship Report of the Halving Global Violence Task Force, and aims to inform national and global discussions about the business case for investments in violence prevention. While assigning monetary values to injuries and death may be seen as morally questionable, it is essential for understanding the magnitude of the issue and informing policy decisions. By quantifying these costs, we can better comprehend the burden of violence. In addition, the cost distribution of different forms of violence can help guide policymakers in allocating resources to tackle the most pressing issues, as well as devising effective violence reduction measures.

Abstract:: With the project "Improvement of Women's Safety and Security in Local Communities - AwareBiH", CSS aims to point out the state of security from the point of view of women, therefore it is necessary that some of the biggest cities, namely Mostar, Sarajevo and Banja Luka, are bearers of positive changes in the implementation of the project's results. In addition, the project aims to show the ability of women in Bosnia and Herzegovina (BiH) to influence changes that would make their environment safer. This topic is not discussed in BiH as much as it should be, while the security sector is still perceived as a sector dominated by men. Therefore, this project will help society and decisionmakers to better understand the needs and feelings of women in BiH about their own security.

The report was made on the basis of qualitative and quantitative parameters based on which the anti-corruption capacities of 13 security sector institutions from different levels of government in Bosnia and Herzegovina (BiH) were measured and evaluated. 114. The Return of the Foreign Fighters and Their Families to Their Homeland: Existing Practices and Considerations Regarding Security and Human Rights

Abstract:: The creation of Islamic State of Iraq and Syria (ISIS) has attracted an unprecedented flow of thousands of people from more than 100 countries all over the world to join their cause. After the fall of the so-called caliphate, the countries involved have to deal with the aftermath of the conflict and the future threat of the resurgence of ISIS or other terrorist groups. The people who volunteered and joined ISIS might pose a security threat in the future. This paper aims to examine the different approaches that countries have taken regarding the return of foreign fighters (FFs) and their families who joined ISIS to their homeland. This is a multidimensional and complex matter since it has legal, moral, and political implications, and therefore the decisions in this regard are never unanimous, nor do they come without criticism and opposition. On the one hand, it would be easier to just leave the FFs and their families there, prosecute them there and incarcerate them there. It would also be easier to collect evidence and to have testimonies of the witnesses and the survivors, and also it would keep the potential security threat away from their homeland. However, this would only be beneficial for the countries of origin and in the short term as it wouldn‘t solve the problem of radicalization. In fact, it might fuel it even more, and the proximity of the ISIS member in prisons or in camps could benefit them to rebuild their network and plan future attacks. Moreover, leaving them there would be against all human rights norms regarding the death penalty, fair trial, torture, rights of the child, and more. On the other hand, the return of the fighters and their families could indeed pose a danger to the security of the homeland. Not all of the returnees have committed punishable crimes and for those who have, very often there is not enough admissible evidence to the national courts. In fact, in the case of women and children, the countries are more reluctant to their return because they might have not taken part in the atrocities but that does not mean that they are innocent and bear no responsibility. Complicated is also the case of children and teenagers, some of whom have taken part in the atrocities willingly or unwillingly, some were brought by their families, some traveled alone in order to join ISIS, and some were born under ISIS control and risk statelessness.

115. Defining the Path to Zero Hunger in an Equitable World

Abstract:: During the 2022 World Food Prize Borlaug Dialogues, the Chicago Council on Global Affairs and The Rockefeller Foundation gathered experts and stakeholders from climate, agriculture, food security, and humanitarian backgrounds to discuss a bold vision for a 21st Century of zero hunger in a healthier and more equitable world. The white paper, “Defining the Path to Zero Hunger in an Equitable World,” reflects a summary of their views and offers a framework to reimagine a hunger-free world. The quickened pace of extreme weather events, disruptions to agricultural markets from the war in Ukraine and other conflicts, and a fragile post-pandemic international economy rattled the global food chain. A culmination of these realities is complicating the dual imperative to both nourish the planet and preserve it from environmental threats. According to the 2022 IPCC report, without immediate changes, extreme weather will likely render large areas of crop and livestock land unsuitable by 2050, potentially pushing millions of people into food insecurity. The newly outlined white paper tackles some of the greatest obstacles facing the nexus of food security, climate, and humanitarian spaces, and ultimately voices hope for a better food future. It amplifies this message by providing an analysis of three major obstacles—silos, myopic priorities, and top-down decision-making—in conjunction with catalyzing ideas that address these challenges.

116. Aligning ESG and SDGs at the Urban Level

Abstract:: This report outlines how cities and the private sector can collaborate on and magnify sustainability efforts that enable broad systemic change. Sustainability efforts require not only public policy interventions and resources but also the initiative and innovation of the private sector. These are systematized through the UN Sustainable Development Goals (SDGs) for governments, including at the city level, and through environmental, social, and governance (ESG) principles for companies. Bringing these two approaches into alignment is a crucial step for fostering multi-sectoral sustainability effort, but this alignment is largely unrealized. Among the local-government sustainability documents examined for this report, mentions of corporate activity are minimal and often superficial, primarily addressing the participation of companies in multi-stakeholder discussions about policy issues. In turn, ESG reports center on the decisions and actions of corporations, with public governance referenced largely in the context of regulatory limitations and policy objectives that affect business operations. Local governments and companies are undertaking sustainability efforts in their own ways. Merging the two through shared focus and strategy can magnify sustainability efforts in ways that enable the broad systemic change needed to avert climate crisis and societal disruption. This report outlines how a more collaborative approach can proceed, first by providing an overview of policy and corporate sustainability efforts and second by detailing examples of both. The report concludes with a discussion about how sustainability narratives can be harmonized between the two sectors.

Abstract:: Regenerative agriculture can help our food and agricultural systems become more resilient. Farmers and ranchers are facing escalating challenges from climate change as they confront the consistent need to maintain high levels of productivity. Modern farming practices have enabled farmers to increase per acre production substantially over the last several decades, but these practices can also contribute to the depletion of the quantity and quality of natural resources (such as soil and water). There is a potential solution: regenerative agriculture. Regenerative agriculture is an emerging approach to farming that aims to increase farm resiliency by improving soil health, restoring natural resources, and increasing biodiversity through integrated farming practices. It can play a key role in helping farmers develop more resilient production systems and mitigate the challenges they face, all while contributing to the goals of companies supporting these practices, including goals of achieving carbon neutrality and sustainable supply chains. Regenerative agriculture does, however, face barriers that impede its adoption, namely financial concerns, access to necessary materials, equipment, and infrastructure, knowledge and education, time, and land tenure. Through public and private programs aimed at supporting farmers' adoption of regenerative agricultural practices, it is possible to reduce barriers to implementation and build farmer capacities, ultimately championing a regenerative future for agriculture.

118. Less is More: A New Strategy for US Security Assistance to Africa

Abstract:: The US strategy toward Africa today is neither effective nor sustainable. It’s time to flip the script. US policy in Africa has for too long prioritized short-term security to the detriment of long-term stability by prioritizing the provision of military and security assistance. This is done in hopes that partner countries will use this capacity to suppress radical groups at home and reduce the likelihood that they will spread disorder in the region or create threats to US interests at home and abroad. Yet, this strategy has neither produced security in Africa nor reduced threats to the United States and its interests. Washington should rein in its use of security assistance with partners that fail to demonstrate commitment to the reforms necessary to build long-term stability. Partnerships and military assistance with illiberal, undemocratic countries have delivered little, if any, sustainable security improvements, and in many cases have prompted further instability and violence by building the capacity of abusive security forces. They have also provided harmful associations between the US government and the abuses committed by those we arm and assist. Since terrorism in Africa poses a low threat to US national security interests, there is no justification for focusing on short-term security issues at the cost of good governance, rule of law, and other factors that contribute to long-term stability. The costs of doing so are increasingly being recognized, with Congress today more likely to apply existing legal provisions to end security cooperation with abusive regimes. But these interventions typically come too late and are too inconsistent to influence behavior of illiberal regimes. A more systemic approach is needed to break the pattern of poor outcomes. The rise of great-power competition exacerbates the risk that the US national security establishment will double down on its security cooperation strategy in the region out of concern that doing otherwise would leave a vacuum that America’s competitors might fill. In reality, however, the argument for being more selective in distributing security assistance is even stronger with the return of great-power competition, as values and reputation become increasingly important in attracting support for the United States over other great powers. Security and military assistance will continue to play a role in the region. However, the United States would be better off being more deliberate and cautious, only pursuing it after completing a holistic assessment of the potential impact of such assistance on governance, human rights, and broader stability. Security assistance can and must be more closely scrutinized with enhanced US government oversight tools to ensure it does not undermine governance and stability, and Washington should be more willing to choose different tools when shaping relationships with weak partners, to condition assistance to ensure it does not facilitate bad outcomes, and to cut it off when partner countries use it to abuse civilians.

Abstract:: Advancing the group's pillars of prosperity and development will be at the very heart of competition with China in the coming decade. The Quad—the country grouping including the United States, Japan, Australia, and India—now stands at a crossroads as it enters its third phase. The Quad 3.0 comes as the grouping has established the dialogue as a meeting place for leaders of the four countries but must now decide what shape competition with China will take and how to best address that competition. Thus far the Quad has struggled to find function for its form. Statements issued by Quad leaders stress the importance of “development, stability, and prosperity” in an effort to roll back China’s influence across the Indo-Pacific. However, its most high-profile activities focus on stability via high-profile military exercises. Closer internal coordination along the security axis serves to highlight the lack of visible progress on the external delivery of development and prosperity to countries outside the Quad. Efforts to deliver development and prosperity are hemmed in by the Quad itself. Neither the United States or India are party to either of the major regional trade agreements—the CPTPP and RCEP. The Indo-Pacific Economic Framework (IPEF), held up by the Biden administration as America’s economic engagement with Asia, remains a mirage. Meanwhile, as the United States de-risks its economic relationship with China, it is effectively warning that doing business with Beijing may come at a cost to relations with Washington—an unpopular message across much of the Indo-Pacific. Additionally, any hint of security cooperation with China by smaller countries in the region creates a flurry of diplomatic reaction from the United States. To move forward, the Quad needs to better balance its portfolio and how it messages that portfolio. The overt promotion of the security agenda is actively undermining perceptions of the Quad’s ability to engage on development and prosperity. A first corrective step is to balance the group’s internal goal of improved security coordination and cohesion with the Quad’s external goal of delivering development and prosperity to countries in the region. Committing to an agenda that brings the people of the region, not its seas, to the fore of the Quad mission should be a top priority. This means rejecting the dogma that every China initiative in the region needs a Quad alternative. Instead, advancing Quad goals requires identifying China’s activities that can be co-opted for Quad purposes. This will mean working around, and sometimes with, China’s initiatives to better serve not only the Quad’s goals in prosperity and development but also the people of the region.

Abstract:: This is the tenth edition of the Mexico Peace Index (MPI), produced by the Institute for Economics and Peace (IEP). It provides a comprehensive measure of peacefulness in Mexico, including trends, analysis and estimates of the economic impact of violence in the country. Abstract:: This is the 17th edition of the Global Peace Index (GPI), which ranks 163 independent states and territories according to their level of peacefulness. Produced by the Institute for Economics and Peace (IEP), the GPI is the world’s leading measure of global peacefulness. This report presents the most comprehensive datadriven analysis to-date on trends in peace, its economic value, and how to develop peaceful societies. The GPI covers 163 countries comprising 99.7 per cent of the world’s population, using 23 qualitative and quantitative indicators from highly respected sources, and measures the state of peace across three domains: the level of Societal Safety and Security; the extent of Ongoing Domestic and International Conflict; and the degree of Militarisation. In addition to discussing the findings from the 2023 GPI, the report includes analysis of current conflicts and potential future conflicts, including an analysis of the likely economic impact of a Chinese blockade of Taiwan on the global economy. This year’s results found that the average level of global peacefulness deteriorated by 0.42 per cent. This is the thirteenth deterioration in peacefulness in the last fifteen years, with 84 countries improving and 79 deteriorating in peacefulness in 2022.

Abstract:: The Lloyd’s Register Foundation Safety Perceptions Index (SPI) provides a comprehensive assessment of worries and experiences of risk across 121 countries. The SPI is a unique body of work, providing a deeper understanding of citizens’ feelings of safety than any other publicly available source. The index is produced by the Institute for Economics and Peace (IEP) on the basis of data from the World Risk Poll, a global survey designed by the Lloyd’s Register Foundation and administered by Gallup. This is the second edition of the SPI. The report analyses two iterations of the World Risk Poll, the first conducted in 2019 and the second conducted in 2021; providing commentary, trends, and insights into these two sets of data. One of the defining features of the research is that one survey was administered prior to the onset of COVID-19 and the other was administered afterwards, allowing for an analysis of the effects of the pandemic on perceptions of risk. This report will be useful in the decades ahead as it will give insight into likely shifts in perceptions of risk for any future pandemics that may occur. The SPI measures two themes, worry about harm and recent experience of serious harm, analysing them across five domains: food and water, violent crime, severe weather, mental health, and workplace safety. These themes and domains are combined into a composite score which reflects perceptions of safety by country and region.The past several years have been characterised by rising feelings of uncertainty worldwide. Central to this shift has been the COVID-19 pandemic, which disrupted the functioning of social institutions as well as patterns of individual and collective behaviour in countless ways.1 Multiple studies have shown that the pandemic brought about increased levels of fear and anxiety across groups.2 Against this backdrop, there are two central findings of the 2023 SPI report. The first is that there were two parallel developments in people’s perceptions of safety over the last several years. On the one hand, the index showed no meaningful change in levels of worry and experience of harm in the aggregate, with an improvement of less than 0.1 percentage points recorded between 2019 and 2021. On the other hand, complementary data from the World Risk Poll points to a notable rise in generalised and non-specific feelings of fear and lack of safety throughout the world, with people becoming more fearful overall but less certain about the sources of potential threats.

Abstract:: This report provides a comprehensive assessment of Chinese civilian shipping support to the People’s Liberation Army (PLA), examining civil maritime-military activities from October 2021 through September 2022. As of 2022, the PLA and its reserve civilian merchant fleet are still probably unable to provide significant amphibious landing capabilities or the maritime logistics in austere or challenging environments necessary to support a major cross-strait invasion of Taiwan. However, large volume lift exercises conducted in 2022 suggest that the PLA has made significant progress in the use of civilian vessels for the large-scale lift of PLA troops and equipment into undefended ports, a capability that may be leveraged in a military assault on Taiwan. Abstract:: If there is a war over Taiwan, an extended Chinese blockade is likely to determine the outcome. While a blockade might include intercepting ships at sea, the primary focus would be on sealing airfields and ports, particularly on the west coast of Taiwan. China could sustain that type of blockade indefinitely. Penetrating a prolonged blockade and keeping Taiwan alive would require a serious U.S. investment in systems and operational concepts that we currently do not have. Unless we make that investment, we may win the first battle, defeating an attempted landing. But we cannot win the war.

Abstract:: The way the People’s Liberation Army Navy (PLAN) selects and manages its submarine officers increases the likelihood of human performance errors onboard a PLAN submarine. First, PLAN submarine officers are selected from applicants with among the lowest college entrance examinations of any PLA educational institution, suggesting that PLAN submariners are among the service’s least talented officers. Second, the Party Committee system at the apex of decision-making aboard PLAN submarines may be less agile than other approaches to command, at least in certain circumstances. Lastly, while the policy of embarking flotilla leaders senior to the submarine captain may reduce some of the negative effects associated with the first two conditions, it could lead to reduced performance when senior leaders are not present. If external events during wartime stressed these factors, the likelihood of human-induced error events in the PLAN submarine force could increase substantially.

Abstract:: “Above-the-neck” reforms in the People’s Liberation Army (PLA) that began in 2015 directed the development of a new joint operational command system that resulted in commensurate changes to PLA Navy submarine force command and control. Additional changes to tactical submarine command and control were driven by the evolution and expansion of PLA Navy surface and airborne capabilities and the introduction of new longer-range submarine weapons. Follow-on “below-theneck” reforms inspired significant organizational change across most of China’s military services. However, the PLA Navy submarine force, for its part, did not reorganize its command structure but instead focused on significant improvements to the composition and quality of its force. Between 2017 and 2023, the PLA Navy submarine force engaged in a notable transformation, shuffling personnel and crews among twenty-six submarines—eleven newly commissioned and fifteen since retired—relocating in-service submarines to ensure an equitable distribution of newer, more capable submarines across the fleet. Observations of infrastructure improvements at PLA Navy submarine bases portend even more changes to submarine force structure in the coming years.

Abstract:: The People’s Liberation Army Navy (PLAN) has made incremental progress in its mine countermeasures (MCM) program in recent years. The PLAN’s current inventory of about 60 MCM ships and craft includes classes of minehunters and minesweepers mostly commissioned in the past decade as well as unmanned surface vessels (USVs) and remotely operated vehicles with demonstrated explosive neutralization capability. Despite the addition of these advanced MCM platforms and equipment, experts affiliated with the PLAN and China’s mine warfare development laboratory have serious reservations about the PLAN’s current ability to respond to the full range of likely threats posed by naval mines in future contingencies. The PLAN’s MCM forces are currently organized for operations near China’s coastline, but writings by Chinese military and civilian experts contend that to safeguard Beijing’s expanding overseas interests, the PLAN must develop MCM capabilities for operations far beyond the First Island Chain. PLAN and civilian mine warfare experts have proposed various solutions for offsetting perceived shortcomings in the PLAN’s MCM program, including the development of autonomous USVs and unmanned underwater vehicles (UUVs), deployment of modularized MCM mission packages on ships such as destroyers and frigates, and mobilization of civilian assets such as ships and helicopters in support of MCM operations. Although there appears to have been little to no adoption of these proposed solutions to date, the PLAN recognizes MCM as one of its biggest challenges, and one can expect the PLAN to continue making measured progress in its MCM program in the years ahead.

Abstract:: After nearly 50 years since the first Type 091 SSN was commissioned, China is finally on the verge of producing world-class nuclear-powered submarines. This report argues that the propulsion, quieting, sensors, and weapons capabilities of the Type 095 SSGN could approach Russia’s Improved Akula I class SSN. The Type 095 will likely be equipped with a pump jet propulsor, a freefloating horizontal raft, a hybrid propulsion system, and 12-18 vertical launch system tubes able to accommodate anti-ship and land-attack cruise missiles. China’s newest SSBN, the Type 096, will likewise see significant improvements over its predecessor, with the potential to compare favorably to Russia’s Dolgorukiy class SSBN in the areas of propulsion, sensors, and weapons, but more like the Improved Akula I in terms of quieting. If this analysis is correct, the introduction of the Type 095 and Type 096 would have profound implications for U.S. undersea security.

Abstract:: Recent reports of Elon Musk’s refusal to allow Ukraine to use his satellites to help it mount strikes against Russian military targets in Crimea pose a basic question: Just how sustainable might military use of commercial satellites be? So far, the United States and other spacefaring nations have deferred or taken a hands-off approach to dealing with this issue. When it comes to space, states are roughly where they were with sea power in the 1600s and air power before World War I: dramatic acts of air war and naval piracy were about to ensue, but instituting national or international regulation hardly seemed urgent… until they were. How prepared are we to deal with such a transition in space? Can we keep non-state and state actors from using space to intensify the pace of military air and ground operations? Or are space Lusitanias, in which the world’s major powers get dragged into wars, more likely? To find out, the Nonproliferation Policy Education Center (NPEC) designed and conducted a wargame this summer tailored to this purpose. SpaceNews published the game’s results (see below). The game’s play begins in 2027 with a Pakistani terrorist group’s hijacking of “commercial” Chinese satellite services to mount an attack against an Indian nuclear base. The terrorists’ aim is to drag Pakistan into a war with India to help decide the status of Kashmir. Through a number of twists and turns, the game ends with intensified ground operations between Pakistan and India and China and the United States engaging in space combat against a set of each others’ commercial space satellites. Are we ready for this future? The short answer is no. The long answer can be teased from the game’s report and its key takeaways below.

132. U.S. Diplomacy Can Prevent Canadian Transboundary Mining Pollution on the Northern Border

Abstract:: The Biden administration’s America the Beautiful initiative1 has recently bolstered conservation and economic activity in southeast Alaska.2 Yet only a few miles away, Canada is allowing dangerous gold mines in British Columbia to put Alaskans, Alaska Native communities, and the ecosystems they rely on at risk. The United States must exercise its rights under the 1909 Boundary Waters Treaty3 to address these mining and diplomatic malpractices. The United States’ ability to clean up mining activity at home and abroad will soon be put to the test as the world moves to secure new supplies of the critical minerals needed to build a clean energy economy. New mining developments are moving forward in the transboundary region of British Columbia along the Alaskan border without the consent of Tribes and Alaskan communities downstream. Despite U.S. complaints under the Boundary Waters Treaty, both the Canadian federal government and the provincial government of British Columbia are pushing ahead. Much of this new mining activity is focused within the watersheds of the Taku, Stikine, and Unuk-Nass rivers. These rivers flow from Canada’s boreal forest into Alaska’s Tongass National Forest, the site of one of President Joe Biden’s largest 4 conservation achievements5 and a bastion of ecosystem resilience for the state’s salmon fisheries.6 The dams used to capture and retain the toxic mine tailings—or waste—associated with gold-copper mining are prone to leakage and collapse, putting southeast Alaska communities, Tribes, and ecosystems at serious risk. Provincial mining activity in this region is recklessly underregulated, and efforts to introduce safeguards have faced diplomatic stonewalling from both the Canadian government and the provincial government of British Columbia. Low British Columbian bonding requirements, lax environmental protections, and no requirement to consult with the United States on new projects have attracted large gold mining operations to the region without consent or sufficient protections for downstream communities in Alaska. The International Joint Commission (IJC), a forum created to help the United States and Canada work out cross-border waterway issues and governed by the Boundary Waters Treaty,7 has been receiving increased attention as communities and Tribes call on both governments to find protective resolutions.8 The Biden administration should exercise its authority under the Boundary Waters Treaty—which Canada may already be violating by allowing British Columbian pollution to enter U.S. waters—to engage the government of Canada on these important transboundary environmental concerns: The United States should press Canada to join IJC proceedings to work out the mining pollution issues along the British Columbia-Alaska border. Through this process, the IJC should consider setting up watershed boards co-led by local Indigenous and non-Indigenous communities. Similarly, the IJC should follow Indigenous nations’ recommendation to pause all mine permitting in the transboundary British Columbia region until watershed protections are implemented. Both Canada and the United States should also strengthen bonding requirements for mine liabilities so communities are not left holding the bag for tailings dam breaches.

135. The Challenges of Climate Financing in Conflict Contexts

Abstract:: The “Challenges of climate finance in conflict contexts” is a paper by Sagal Abshir, senior advisor to the Environmental Peacemaking Project in Somalia, supported by the Norwegian Ministry of Foreign Affairs. Amidst a general global underfunding of climate action, fragile and conflict-affected states struggle to secure climate financing. This is the case even for countries where climate change exacerbates the impact of chronic war and poverty. Although the funding gap is known, climate finance flows are scarce and scattered to fragile and conflict-affected to adapt and mitigate lag behind what has been promised and what is needed. In the cases of Somalia and Yemen, which are highly vulnerable to climate impacts, it averaged only USD 2 per capita. More generally, the total annual global flows of climate-related finance averaged a little over USD 600B in 2019-2020 – only a third of the IPCC’s estimate of funding required to reach our climate targets – from which only 10 per cent is directed to climate adaptation. The challenges in preparing communities and governments in fragile and conflict-affected states for climate impacts call for a new imagination, new mechanisms, and mobilizing political commitment to ensure climate financing flows help people in these countries respond to climate risks. Other solutions are on the horizon: well-designed climate action can serve as an opportunity to consolidate peace. Lessons learned from pilot climate responses in war-torn countries demonstrated that climate adaptation could contribute to conflict prevention and resolution efforts, such as in the case of Sudan and Nepal. In this paper, Sagal Abshir explores the status of climate finance for the extremely fragile and climate-vulnerable countries of Somalia and Yemen. The author reviews the global climate financing landscape and some challenges of deploying climate financing resources in these contexts. Using Somalia and Yemen as case studies, the paper will take a closer look at how these two countries have fared; and conclude with some reflections and recommendations.

Abstract:: The past decade has recorded significant progress in the adoption of green energy around the world. This has been made possible by a combination of technological advances, easier availability of capital and regulatory measures. However, further progress is likely to slow due to the economic shocks caused by the Covid-19 pandemic and the Russia-Ukraine crisis. Energy shortages arising from these two shocks are leading to increased usage of fossil fuels, at least in the short term. Higher energy prices have pushed poorer consumers out of energy markets – and thus into energy poverty and deprivation. Slower global growth and higher inflation also will reduce financial resources available for green investments, especially in lower-income countries. The global challenge is to continue the green transition while ensuring that lower-income countries have access to affordable energy. Another important issue is taxonomy – a common definition for green, renewable and sustainable projects will facilitate financial flows towards these sectors. As a group that represents the world’s largest economies, the G20 is well placed to act on these issues. India’s G20 Presidency provides the opportunity to highlight the concerns of the developing world, the challenges of functioning democracies, and potential solutions. This Task Force offers recommendations for the G20.

138. Equitable Sharing of Mining Profits: The Best Deal for Tanzania?

Abstract:: Tanzania’s unique approach to mining taxation, described as an equitable sharing of economic benefits between government and mining company according to a negotiated split, could leave the country shortchanged. Tanzanian citizens have access to the terms of only one profit-sharing deal, a 50-50 framework agreement for Barrick’s gold mines. The rest remain unpublished, despite laws that require the government to disclose deal terms. The Barrick deal predicates government revenues more heavily on mine profitability than a more typical regime, making these revenues more uncertain. This structure also increases the risk that companies may seek to avoid tax payments. Negotiating the split on a project-by-project basis, without any legal guardrails on the approach, increases the risks of corruption and unfavorable deal terms. The Tanzanian government could eliminate these risks by borrowing provisions from other countries that also require a specific government share of mine profits but take a different approach. However, unless the government has identified benefits from its current sharing mechanism that a more typical regime does not offer, it should not pursue a sharing mechanism and instead focus on improving the underlying regime, such as increasing its flexibility with regards to profits and reducing tax avoidance risks. To gain more trust from citizens, Tanzania’s government should explain how the mechanism works in existing deals.

Abstract:: Up until the blatant act of Russian aggression in Ukraine in 2022, the West had been gradually shifting its attention towards East Asia, with China seen as the primary challenge of the first half of the 21st century. The new context requires a thorough reassessment of international security architecture by all national stakeholders. This, in turn, offers Estonia and Japan the opportunity to enrich their security perspectives on common strategic threats, as well as on broader geopolitical shifts caused by Russia and China. This report introduces several aspects of these revolutionary developments, their background, and their potential implications, some of which have already been reflected in the updated strategic documents unveiled by US and Japanese defence communities. Taken together, these documents make a case for an enhanced partnership between Japan, the US, and Europe that would prepare like-minded allies to respond to any security crisis. In the eventuality of a crisis resulting in an actual military confrontation, the report compares China’s missile supremacy and Japan’s long-range standoff maritime firepower strategies by grounding this analysis in the theory of victory. Charting a more favourable course forward, the report assesses the current state of deterrence in the Baltics by detailing the key developments in regional defence posture and planning, with a clear shift towards forward defence. Centring on emerging cross-border risks posed by hybrid warfare and using Estonia as a case study for vulnerabilities, the report proposes ways to mitigate these risks by advancing the role of deterrence. The report’s recommendations are as follows: To establish a cooperative format between NATO and Indo-Pacific nations along the lines of the Euro-Atlantic Partnership and Cooperation Council and open NATO’s liaison office in Japan. To create the Baltic-Japan security and defence 1.5 Track dialogue forum. To develop ties between the defence intelligence services of Estonia and Japan in order to better understand the threats posed by Russia and China. To facilitate networking in the fields of concept development, capability planning, doctrine, and military education to address the challenges of multi-domain operations. To explore possibilities for closer defence industrial cooperation and technology sharing between Estonia and Japan in cyber security, artificial intelligence, sensorics, robotics, and electronic warfare. To engage Estonia’s knowledge and experience when adopting NATO’s standards and practices in Japan’s future capability development in pursuit of interoperability. To hold joint exercises in integrated air and missile defence, coastal defence, critical undersea infrastructure protection, etc. As Japan seeks to forge closer defence relations with Europe and European nations and enhance their defence ties with the democracies in the Indo-Pacific area, the need to understand better how cooperation between Estonia and Japan contributes to the emerging Euro-Pacific deterrence agenda will persist.

140. Europe’s Broken Order and the Prospect of a New Cold War

Abstract:: The Russian and western visions of European security have profoundly different ideational roots: balance of power embedded in realist geopolitics versus liberal rules-based order. Russia is a revisionist power aiming to re-establish a European security order based on the balance of power, including a recognition of its empire and sphere of influence. Russia’s aggressive pursuit of this vision has forced the West to defend the rules-based liberal order in Europe and beyond. This report analyses the main sources and implications of Russia’s discontent with the post-Cold War European security order, which eventually led to the invasion of Ukraine. The disagreements are likely to endure beyond the war in Ukraine, leading to a new Cold War. The paper identifies three scenarios for the future of the European security order, the most likely one being a dual order, with the liberal rules-based order further strengthened and enlarged among western countries including Ukraine, while Russia will hold on to its imperialist ambitions but being forced to accept a much more limited sphere of influence than the former Soviet or tsarist empires. As long as the worldview that underlies Russia’s foreign policy does not change, any new balance of power will be temporary and under threat of renewed aggression once Russia has regained strength. In order to make it more sustainable, the West will need to eliminate grey zones, ensure credible deterrence and defence, and consistently weaken Russia’s ability to rebuild its military might.

141. War and Energy Security: Lessons for The Future

Abstract:: Russia’s war against Ukraine has produced multiple shifts in the geopolitical landscape of Europe. Various EU member states and EU institutions broke through entire decades of dogmatic principles and established practices in security and defence policies to respond to Russia’s aggression and protect the continent. The energy domain is at the forefront of this confrontation, as Russia used its dominant market position in European energy supply in the run-up to – as well as during – the war to weaken Europe’s responses, divide the EU, and deter it from increasing its support to Ukraine. The multifaceted and far-reaching impact of the war offers an opportunity for a deeper reflection on the lessons learned for energy security at the national, regional, and EU levels. It allows for an assessment of the prospects in the geopolitical landscape where Russia is comprehensively isolated; new energy and technology players grow in importance; a new global energy order emerges; and the effects of the climate crisis become more severe and evident. It is also a rare opportunity to assess how complex energy systems retain their resilience or degrade under the conditions of a high-intensity conventional war, which has collective defence implications to the ability of the frontline states, such as Estonia, to fulfil NATO’s baseline requirements for national resilience and thus Article 3 of the North Atlantic Treaty. The report seeks to provide analysis concerning these aspects of the war’s short-, medium-, and long-term impact on energy security in Europe, the Baltic region, and Estonia. Conclusions of the report stress the importance of regulatory, policy, and technological flexibility, as well as innovation, in responding to various forms of strategic coercion through the energy sector – especially when such coercion is applied against targets under the duress of a major war, in which economic disruption, market uncertainty, geopolitical turmoil, and societal anxieties are abundant. The conclusions caution though that the appetite for resilience-enhancing investments and transformative solutions might diminish in the cost-conscious economic environment of the future or that the EU and US will start a vicious cycle of protectionist measures in green energy development, which will undercut transatlantic cooperation in energy security.

142. The Future of Arms Control: Ready to (Dis)Agree?

Abstract:: Having been crumbling already for years, international arms control architecture is now in a perilous state. Existing arrangements have either been losing their effectiveness or outright failing due to Russia’s non-compliance, whilst Russia’s aggression against Ukraine might have delivered the final blow to this system. Even after the war in Ukraine has ended, it will take years to re-establish the level of trust necessary to, again, engage with Russia on arms control. The return to the pre-war ‘business as usual’, where the dialogue will resume as if never interrupted, is unlikely. Arms control dialogue with Russia ‘at any cost’ cannot produce an acceptable result. Arms control as we have known it, with its legally binding and verifiable agreements, may have come to an end. The trends emerging from the expert discussions are more focused on a different set of instruments, such as political commitments, risk reduction, or transparency and confidence building measures. Development of new technologies, proliferation of new weapon systems, the rise of China as a global player, and increasing role of non-strategic nuclear weapons in Russian and Chinese military doctrines will all have an impact on global arms control. The fate of the New START Treaty will have a decisive effect on the future of arms control and the prospects of the nuclear non-proliferation regime already under immense pressure. This report attempts to summarise the developments in arms control architecture over the last decades and accentuate the trends that might be consequential when designing the arms control system of the future. The year 2023 has already demonstrated that arms control is less relevant in Russia’s security thinking. Moscow exploits the existing arrangements mainly as leverage to influence the US and NATO’s policy towards Ukraine or obtain concessions regarding its proposals on the new European security arrangements. The role of arms control in European security might be in decline, but the key elements of European security architecture are still in place, and most states continue to implement them. NATO allies – when discussing and designing arms control or confidence-building measures – shall consider how these instruments advance the security of allies. Under the current circumstances, the priority is to strengthen defence and deterrence of the Alliance. This is the only way to lay the groundwork for a constructive arms control dialogue with Russia.

143. Is There Life in the Desert? Russian Civil Society After the Full-Scale Invasion of Ukraine

Abstract:: By the end of 2021, all leading independent NGOs and individual human rights activists had been completely suppressed, and all issues deemed inconvenient for the Kremlin had been removed from the agenda of those still operating. This report focuses on the state of Russian civil society at the outset of Russia’s full-scale military invasion of Ukraine, as well as on how it was affected by the war and what are the prospects for its development in the future. Since Vladimir Putin came to power, Russia has been moving along the path of creating a fully state-controlled civil society in which the political potential of independent civil activism would be completely undermined. To achieve this goal, the Kremlin pro-actively advanced its network of government-organised non-governmental organisations (GONGOs) while simultaneously limiting foreign funding for NGOs. Those who did not abide by the Kremlin’s rules were systematically discriminated against and persecuted under the so-called “foreign agent” laws. Meanwhile, local authorities have stopped all formal and informal interaction with “politicised” civil actors. Russia’s invasion of Ukraine added further impetus to these trends and strengthened the Kremlin’s resolve to root out any sources of potential defiance. The independent professional NGOs that remained were in a deep crisis. Since February 2022, they have switched to survival mode. In all likelihood, they will either be co-opted by the state through a centralised system of financial support or cease to exist in the near future. The niches that they have left – including in the field of human rights advocacy – are being quickly filled by GONGOs. With their colossal resources, wider media access, and connections in the government, GONGOs are able to attract more young people to join their ranks. In many regions, even the scanty of organised independent civic activism that existed before the war was neither there nor likely to re-emerge in the coming years. In Russia, the level of involvement in NGOs has always been low and the population at large indifferent to the problems of civil society. Therefore, one should be wary of inflated expectations when contemplating the future of Russian civil activism. Even if Putin’s regime collapses, one can hardly anticipate a quick transition towards a truly independent and vibrant civil society. The study was conducted on the basis of interviews with representatives of independent NGOs from various regions who, as of February 2022, were based in Russia. The geography of this survey was expanded as much as possible to make the study more reliable and better reflect the content of the processes underway in the country. This analysis also shows that representatives from Moscow, large provincial cities, and the North Caucasus differ significantly in their perception of the current situation with civil society, whereas their visions for the future diverge considerably. A profound lack of communication among them only amplifies the divisions and fragmentations in Russia’s civil society. The situation in the North Caucasus is of particular note. Albeit being severely weakened, local independent NGOs and activists are – in contrast with the rest of Russia – more disapproving of the war unleashed by Russia against Ukraine but more optimistic about the future of their home regions. They pin their hopes on the revival of indigenous languages and cultures with the help of diasporas abroad and the emergence of civil society.

Abstract:: For many decades, the United Kingdom has been an important player in the Nordic-Baltic region, and today it aims to increase its contribution to security and stability of the region. The UK has long been an attractive partner for countries in the region that seek to maintain strong relations with the geopolitical heavyweight possessing a similar outlook on the security environment, transatlantic relations, utility of military force, and the threat from Russia. Given London’s interest for global engagement and its limited means, ensuring continuous and reliable British involvement in the region is a priority for Nordic-Baltic states. This report analyses the objectives, priorities, and constraints of the UK’s defence policy in the Nordic-Baltic region at a critical juncture for Euro-Atlantic security, as Russia continues its war of aggression against Ukraine and China grows increasingly assertive in the Indo-Pacific. It provides the political and strategic context of British engagement in the Nordic-Baltic region, with a particular focus on the challenges that British defence strategy and capability plans face as a result of Russia’s full-scale invasion of Ukraine. It then explores whether other key security players, such as Germany or France, could eventually take a stronger lead in the Nordic-Baltic area and how that would impact the UK’s involvement and leadership. It discusses the arrangements aimed at enhancing the UK’s military footprint in Estonia — in the framework of NATO’s collective defence and deterrence — that were developed in the run-up to and after NATO’s June 2022 Madrid summit. This analysis is put into the context of expectations from the Baltic states and plans of the Alliance for stronger forward defence in the region that are subject to discussions in July 2023 Vilnius summit and may generate additional demand for the UK’s regional military presence. The report also explores how minilateral formats, such as the UK-led Joint Expeditionary Force (JEF), fit into the regional security architecture and how London seeks to leverage them to sustain its leadership role. Finally, it highlights some key aspects of the UK-Estonia bilateral defence cooperation and analyses its opportunities, challenges, and prospects.

Abstract:: Reshaped by the new great power competition, the international order has been undergoing revolutionary transformations. Revanchist Russia has unleashed a barbarian war against a sovereign European nation, while increasingly militarised and contentious China looms as a not-so-insidious threat in the Indo-Pacific. In response to these shifting dynamics and mounting geopolitical tensions, Europe is now awakening to the new reality and paying greater attention to the far-away region. At first glance, Estonia and Japan may seem like odd partners, yet they share vital commonalities and common interests impossible to ignore. Amidst Russia’s ongoing brutal invasion of Ukraine and China’s territorial claims over Taiwan, Japan’s strong advocacy in the Indo-Pacific region confirms how essential unity, consensus, and solidarity are for tackling global challenges in an environment of limited resources. This report brings together foreign and security policy experts to improve our understanding of each other’s security concerns — be it threats in cyber and information space, ruptures in trade, energy, and food, or authoritarian neighbours — by taking a step closer to a shared threat perception. Acknowledging unprecedented challenges to global security and rules-based order that democracy and democracies are confronted with from East to West, this report critically examines whether the European Union’s regional strategy maximises and realises the union’s full potential in the Indo-Pacific, which will test its actorness and agency and determine the role for the decades — if not centuries — to come. As the long-distance race for technological hegemony between the U.S. and China — of which Japan and Estonia are by far neither neutral nor casual observers — tightens, the report highlights national policies and capabilities needed to stay competitive, as well as to reduce known and potential vulnerabilities, from the perspective of economic security. China’s dramatic rise — as not only an economic but also a military superpower — entails an assertive and oftentimes assailing foreign policy that is felt both in Europe and the Indo-Pacific alike. The authoritarian regime in Beijing cleverly exploits the vacuum of power wherever it finds any. Cautioning against repeating the old mistakes of China-centrism, the report advocates for fostering multifaced cooperation with Japan in the framework of EU-Japan and Estonia-Japan relations. Thus, the report recommends that the EU as a whole and its individual member states should continue building on the positive momentum generated by the Indo-Pacific strategies and modify their approach to incorporate like-minded partners. From freedom of information to information- and cybersecurity, the report reminds us that leadership matters. It explains the changing tides in the Japanese mainstream public opinions that have already washed away the decades of harmful Russia-centrism from media, academia, and corridors of power and thus resulted in a society successfully resisting malign foreign disinformation campaigns. Estonia and Japan should facilitate digital transformation beyond their national borders, promote economic security, and exert geopolitical power through domestically produced sophisticated technology. The report also probes Sino-Russian relations from the perspective of Chinese strategic interests in its own neighbourhood. Able to contain the West by redirecting its focus and resources towards the war in Ukraine, Russia creates additional operation space for China in the Taiwan Strait. With the war raging In Europe, it should be clear that appeasing an aggressor with concessions and seemingly clever compromises only emboldens the latter, making it even more contentious in both territorial claims and bellicose actions. To prevent a conflict from breaking out in the Taiwan Strait, the EU should be building up allied immunity by counterbalancing China in the Indo-Pacific and proactively defending the rules-based world order.

Abstract:: 2022 was a wake-up call for the West. The response by the Global South to the war in Ukraine highlighted Russia’s enduring strengths in Africa, Latin America, the Middle East, and South and Southeast Asia. This report explores the evolution of Russia’s relations with the countries in the Global South and the ways Russia cultivates these relationships in pursuit of its foreign policy agenda. Moscow’s current interactions in the Global South are driven by the demands of its war of aggression, as well as by its long-term goal: to challenge the international order. The latter dictate several manoeuvres found throughout such engagements: strategic communications, market substitution and sanctions evasion, and regime sheltering. This report presents three case studies meant to illustrate how Russia’s relations with the Global South have evolved since 2022. First, Tunisia exemplifies a superficial partner, with Moscow’s main tool in the country being strategic communication aimed at shaping public opinion in its favour. Second, India is illustrative of a strategic partner whom Moscow tries to engage in order to substitute for lost energy markets and evade sanctions. Third, Myanmar represents a hierarchical relationship, in which the local regime depends on Moscow for diplomatic support and arms deliveries. Notwithstanding varied perspectives on and responses to Russia’s war of aggression in Ukraine, countries in the Global South have generally sought to prioritise their economy and security by attempting to strike a balance between Russia and the West. Aware of such desires, Moscow has been exploiting this situation to maintain its influence internationally. Challenging Russia in the Global South will put pressure on the Kremlin and limit its ability to conduct aggressive foreign policy – and wage war against Ukraine. The report concludes with six recommendations on how to counter Russia in the Global South.

Abstract:: This report examines Russia’s preparations for its full-scale invasion of Ukraine: domestically, in Ukraine itself, in the global information domain, and in building its relationship with China. For Russia, crushing Ukraine’s quest for democracy was central to meeting its objectives of reshaping the post-Cold War order in Europe and globally, restoring its own status, and reconstituting the Russian empire and Russian world. Its preparations in the political and informational, military, and economic domains for a full-scale war in Ukraine were too extensive and overt to go unnoticed, but they were not acted upon. It is hard to avoid the conclusion that the evidence went against the dominant narrative in the West and was simply brushed aside. In the political and informational domains, Russia’s domestic preparations including cementing the regime’s authority, and taking advantage of the population’s Soviet nostalgia and aspirations for the restoration of the Russian world and the empire. Limited economic preparations were intended to safeguard Russia’s economy against current and future Western sanctions, while Russia’s extensive military preparations involved large-scale defence spending and extensive military modernisation efforts. Russia’s preparations beyond its own territory included: a campaign within Ukraine to divide society and discredit the democratically elected leadership; a campaign directed at the rest of the world about Ukraine, discrediting the country and its people as an object of sympathy and support in their resistance against Russia; and a campaign of intimidation designed to instil in western leaders and populations a fear of obstructing, impeding, or offending Russia. Russia also worked to build a relationship with China. China’s support is essential to Putin’s ambitions. But equally, China’s strategy for confronting the United States – which China cannot do alone – depends on Russia remaining at least a quasi-great power.

148. On the Horns of a Dilemma: Will Corruption Bring Down the Chinese Communist Party?

Abstract:: When the People’s Republic of China’s president and Chinese Communist Party General Secretary Xi Jinping took power in 2012, he publicly acknowledged that the Party faced an existential crisis from pervasive corruption at all levels of Chinese government and business activity. Such corruption has put the Party’s leaders on the horns of a dilemma: If they fail to adopt political reforms that could root out corruption independent of Party control, like a free press, competitive elections, and the rule of law administered by an independent judiciary, then the crisis of corruption will continue to fester; but if the Party were to embrace such reforms, then that would inevitably lead to democratization and the Party’s loss of autocratic control of China. As one Chinese scholar aptly sums up this dilemma: “There’s a commonly used phrase: Not reforming means to wait for death. Reforming means to court death.” China’s crisis of corruption should be of immediate interest to American political and business leaders. China is the world’s largest developing nation with the world’s second largest economy, exceeded only by that of the United States. It may justifiably be said that the United States and China are now the two most significant nations on earth, so American interests will be profoundly affected by China’s future economic and political development. A better understanding of the challenges the Communist Party faces in the coming years may prove invaluable for effective U.S. policy formulation. Such insights may also contribute to enduring and mutually beneficial economic and political relationships with China. Accordingly, this report initially examines the historical development of China’s regime of institutionalized corruption and the toll it has already taken on the Chinese people, economy and governmental process. Then it turns to an evaluation of divergent perspectives on the future for China’s now thoroughly corrupted Communist Party and the extraordinary civilization and people it continues to rule. Finally, the article will conclude by addressing the question of whether the Party can overcome corruption and survive in the 21st century.

Abstract:: For the past century, Turkey’s foreign policy has been driven by the need to preserve the achievements of the Lausanne Treaty in the face of often serious threats from major powers. As a result, Turkey was a predominantly status quo country, and its relations with neighboring states were largely shaped by its place in broader geopolitical struggles. With the end of the Cold War, however, and the subsequent growth of Turkey’s economic, military and diplomatic strength, this has changed. Turkish foreign policy has begun to focus on reshaping the regional order in accordance with its growing desire for influence. Going forward, the nature of Ankara’s efforts, and the response they provoke from Turkey’s neighbors, will be an increasingly crucial factor in determining Turkey’s relations with the United States and Europe. Turkey’s new dynamics will remain a source of tension under any future Turkish government, but they need not, if managed well by all sides, lead to a lasting rift between Turkey and the West. The more deeply embroiled Turkey becomes in disputes with key US allies from Western Europe to the Persian Gulf, the more difficult it will be for Washington and Ankara to have a cooperative, mutually beneficial relationship. And the more Turkey views itself as a revisionist power, the more it will come into conflict with America’s allies. As a result, it is more important than ever for US policymakers to understand the historic trajectory of Turkey’s place in its region. Turkey emerged from the collapse of the Ottoman Empire as a status quo power, an orientation that it maintained for the better part of the last hundred years. Though the new country had been shorn of its former territories in Southeastern Europe and the Middle East, it had also forcefully defeated foreign efforts to occupy the territory of Anatolia itself. For modern Turkey’s founders, the success in avoiding complete colonization far outweighed the failure to preserve the full geographic scope of the Ottoman Empire. As a result, they forged a pragmatic foreign policy tradition that prioritized preserving their achievement: a Turkish state sovereign and secure within its current borders. This goal remained constant over a long and turbulent 20th century, even as its implications changed, and allowed for Ankara to be flexible about which countries to work with to maximize its self-declared interests. In the inter-war period, when threats came largely from powerful European empires like France, Italy, and Britain, the defense of Turkish sovereignty called for a policy of neutrality and non-alignment. In the immediate aftermath of World War II, however, Turkey’s geopolitical position changed dramatically. Suddenly, the Soviet Union emerged as the most direct and dangerous threat to Turkey’s territorial integrity. In this new strategic context, seeking the support of the United States and NATO became the only feasible way to preserve the imperiled status quo, equip the country’s armed forces, and ultimately defend its borders. The result was a strong and mutually beneficial alliance with the United States and much of Europe. The success of this alliance, however, sometimes obscured the complex, constantly evolving and often paradoxical relationship between Turkey’s status quo orientation and its historically-grounded relationships with regional states. The circumstances surrounding the collapse of the Ottoman Empire created a bitter legacy, giving almost all of Turkey’s neighbors both emotional and practical reasons to feel hostility towards it. With other countries that shared a commitment to the status quo, however, Ankara had equally good reason to overcome this animosity. For countries that found themselves on the wrong side of Turkey’s geopolitical alignment, by contrast, these resentments and unresolved problems were consistently exacerbated. The history of Turkey’s regional relationships can be read through the ever-shifting dynamics of power politics and unsettled history. In the case of Greece, for example, Ankara and Athens began an ambitious rapprochement in the 1930s when they both felt their security was threatened by Italian irredentism in the Eastern Mediterranean. When this shared threat was supplanted by the Soviet Union, the two countries were brought into an even closer alignment under the NATO umbrella. Soon though, the growing rebellion against British rule on Cyprus rendered the status quo unsustainable, leaving Athens and Ankara with radically divergent views on what should come next. Only in this context were a number of longstanding questions re-opened, such as maritime borders and the status of historic minorities in both countries. Crucially, even as tensions over Cyprus worsened, both sides still had Washington to help remind them of their shared security interests. Throughout the Cold War, the United States was in a position to manage Turkish-Greek tensions in order to pre-empt the risk of an intra-NATO war between two allies that would benefit the Soviets. In other words, by acting as a forceful advocate for the status quo, Washington helped ensure that both Greece and Turkey maintained their shared commitment to it. With the end of the Cold War and the rise of Recep Tayyip Erdoğan’s Justice and Development Party, Turkey embraced not just a new foreign policy but a new foreign policy orientation. Ankara is no longer interested in maintaining the status quo—it now wants to transform it. Just as Turkey’s status quo orientation led to different policies as circumstances change, Turkey’s new anti-status quo orientation has also led Erdoğan’s government to pursue different strategies. But to make sense of these shifts, and the reaction they have provoked in the region, it is crucial to appreciate that, no less than in the previous century, Turkey’s neighbors have responded in light of their history but also, more importantly, their own orientation toward the regional status quo.

151. The Roots of Russian Military Dysfunction

Abstract:: An unwillingness to decentralize decision making authority and a failure to communicate accurate information are the most consequential weaknesses at the state level that have contributed to the Russian military’s subpar performance to date in the war with Ukraine. These characteristics are exacerbated by other historic factors found throughout Russian society, which also permeate the military as a reflection of that society. They include an imperialist national identity, endemic corruption, and societal brutality. To these systemic problems must be added the inherent difficulties of what the Russian military was supposed to achieve in its first major peer conflict since World War Two and elements of simple military incompetence. The unwillingness to decentralize decision making authority is symptomatic of over five centuries of Russian autocracy. It is why Russia lacks an effective noncommissioned officer (NCO) corps and has a top-down command-and-control system, which is slow to provide timely direction to forces at the front. This is exacerbated by a failure to communicate accurate information, especially at the strategic level, which results in decision making based on faulty information and reinforces bad decisions due to inaccurate feedback. These two characteristics create a command, control, and communications system unsuited for modern warfare but congruent with a Russian way of war that has been influenced by a culture of imperialism, corruption, and brutality. Imperialism prevented Russian national security elites from seeing agency in other peoples, which led them to underestimate possible Ukrainian resistance and Western resolve. Corruption compounded personnel and supply challenges for the Russian military. A reliance on brutality to control its own soldiers and assert control over occupied populations exacerbated factors in the Russian military that are detrimental to good order, discipline, morale, and unit cohesion and provided additional motivation to Ukrainians to resist Russian aggression. These are not really “weaknesses” of the Russian system but consequences of that system. Furthermore, despite their detrimental impact on military effectiveness, these factors have sometimes “worked” for Russia and provided, counterintuitively, advantages such as the political will to conduct attrition warfare at a cost that no Western society would accept. This is significant because all the above factors are endemic to Russian social and political culture and will continue, barring a major social revolution in Russia of the scale of 1917. This means there will be no permanent solution to the war in Ukraine even if a peace treaty is signed. These cultural factors will eventually drive Russia to regain its military capacity and renew its aggression against Ukraine and hostility to the West. As long as Russia is autocratic with a propensity for self-deception and imperialism, it will try again to assert hegemony over Ukraine and other portions of its former empire. That future war will likely resemble the war in Ukraine, a high-intensity war of attrition where Moscow is willing to make brutal sacrifices to outlast its foes. This is not a case of predicting that history will repeat itself, but that Russia’s basic political nature will. Only if Russia overcomes its history and changes internally, will it ever behave differently externally.

152. The Wagner Group’s Expanding Global Footprint

Abstract:: 1. The sanctions discussion needs to be expanded, as such designations should aim to shame Wagner’s state partners. 2. Sanctions lists should expand to include actors in third-party countries, such as Broker Expert LLC, a Russian-owned company widely reported to be shipping heavy machinery to support Wagner Group forestry activities in CAR, and First Industrial Company, a business owned by Wagner operator Dimitri Sytyi which concocts cheap “Russian” alcohol in Cameroon and sells it in CAR. 3. Perhaps one of the more important lessons for countering Wagner and other Russian PMCs is the importance of multilateralism. 4. NATO must also continue to consider proactive tools to counter Russian and other PMCs. 5. NATO should work to amplify efforts to push the adoption of the 2008 Montreux Document—an international agreement designed to reaffirm the legal obligations of states where PMCs originate and for those who hire them. 6. The Wagner Group and other Russian PMCs require consideration within a larger great power discussion, particularly as Russia’s invasion of Ukraine has firmly aligned Europe and the US against Russia. 7. US senior leaders should demonstrate a greater diplomatic commitment to African allies and put pressure on other African leaders considering, or currently contracting, the Wagner Group and other Russian PMC operations. 8. International bodies such as the African Union, ECOWAS, and the East African Community (EAC) should reevaluate their approaches to peacekeeping and instability. 9. Exploiting the friction between Wagner’s financier and the MoD should also be considered a worthwhile policy option. 10. Last, NATO members must formalize methods of blocking contact with the Wagner Group through their international activities.

However, the military industry is under threat Despite the additional massive financial inflow. The military industry could not—with few exceptions—increase the production capacity significantly nor solve its other major problems of workforce deficit and annual net losses. Moreover, the Western embargo on the supply of components, industrial equipment, and technologies makes the further development of the Russian military industry doubtful. Even reverse engineering has become an impossible task. However, the Kremlin’s choice in this situation would be in favor of more arms expenditures and extending the practices of the command economy.

154. The War as an Accelerator

Abstract:: Russia’s 2022 invasion of Ukraine laid bare the problems with Russia’s domestic governance. The war caught the federal and regional governments unprepared and exacerbated existing bottlenecks in fields such as infrastructure and state capacity. Even before 2022, Russia’s domestic policymaking had prioritized the short-term political interests of a shrinking ruling class and made long-term thinking and deep structural reforms impossible. The invasion completely eliminated long-term policy planning and subordinated policymaking to war aims. One year after the invasion, these problems are causing frictions and elevating domestic political risks for the Kremlin. The botched invasion and subsequent economic sanctions have caused irreversible losses and put significant upfront costs on the Russian state. This stretches Russia’s peculiar, highly centralized system of fiscal and political governance to its limits. In particular, the interlocking challenges of reorienting trade towards Asia without the necessary infrastructure in place, improving an inflexible multi-level public administration system, and turning Russia into a digital securocracy, show how, by starting the invasion, Russia’s rulers contributed to the destabilization of their own country. They also demonstrate how international sanctions impact Russia by increasing domestic risk factors from the Kremlin’s point of view.

Abstract:: Some of the critical vulnerabilities to Russia’s military operations and systems—revealed during the war in Ukraine—are due to its military culture and poor strategic choices at the beginning of the war including overly ambitious strategic aims. Deficiencies in Russian military culture include a highly centralized decision-making process, a disregard for the welfare of its soldiers, and flagrant dishonesty. Certain aspects of Russia’s military culture, especially the disconnect between front-line soldiers and senior officers, complicate the Russian military’s ability to adapt, develop solutions to obvious deficiencies, and institutionalize lessons learned from the battlefield. Other critical Russian military vulnerabilities are not inherent to its military culture but to Russia’s national demographic and industrial capabilities. Limits in these areas make it difficult for Russia to regenerate military power by either increasing the size of its military or increasing the quality of its weapons systems. Even if Russia’s military culture experiences a post-war military renaissance, its ability to regenerate military power lost in Ukraine will be limited by its declining population and industrial bases as well as Western sanctions on high technology.

156. Russia’s Nuclear Policy After Ukraine

Abstract:: The recent mutiny by Yevgeny Prigozhin, head of the Wagner mercenary force, generated international concern about the control of Russian nuclear weapons and Russia’s future nuclear policy.[1] Therefore we must ask, will Russia change its nuclear policy due to contemporary strategic developments? This question correctly assumes that the war in Ukraine and all its ramifications, despite their undoubted importance, are not the only factors influencing Russian decision-making on nuclear policy. Accordingly, we analyze those factors—including, among others, Russia’s aggression against Ukraine—that will likely influence the direction and nature of Russia’s nuclear policy. Those factors influencing policy, itself the outcome of myriad domestic and foreign pressures, also include Russia’s overall security policies, the global strategic environment, and the lessons Russia learns from recent wars—most prominently its aggression against Ukraine. Russian national security strategy and policy originate in what Carl Schmitt called the presupposition of unceasing conflict.[2] Since the U.S. is Russia’s principal interlocutor, it also is its primary antagonist. Russian security policy is inherently adversarial. It postulates a state of permanent conflict with Washington and its allies where Washington seeks to undermine, if not destroy, the Russian state and prevent it from restoring its empire (i.e., global great power status). As Deputy Foreign Minister Rybakov recently stated, “Russia’s foreign policy interests as a great power have a global projection. Our country plays a stabilizing role in various regions of the world.”[3] Allegedly the U.S. employs nuclear weapons, missile defenses, and advanced conventional weapons that could negate Russia’s nuclear deterrent to frustrate Russia’s policies.[4] Thus it is an article of faith in Moscow that its nuclear weapons are the main guarantees of Russia’s sovereignty, territorial integrity, great power status, and the factor that deters the West from intervening against Russia in Ukraine.[5] Moreover, those weapons, when deployed abroad, also deter NATO’s potential, largely maritime, threats to Russia. Therefore, Russia must conduct a global military—i.e., an expeditionary, nuclear, and military policy.[6] Indeed, Putin has recently and revealingly called nuclear weapons, “the key guarantee of Russia’s military security and global stability.”[7] Russian nuclear strategy and behavior also derive from a cognitive universe wholly unlike and unfamiliar to American strategic thought. Identical words often mean entirely different things to Russians and Americans; much Russian rhetoric is politicized, deliberately deceptive, or opaque, and invariably follows state requirements. Yet, despite voluminous and even insightful commentary on war, Russian forces often do not fight as its doctrine stipulates, adding to the difficulties involved in determining what its policy is.[8] Simultaneously, however, Russian strategy and policy are also inherently evolutionary—i.e., they respond to changes in the strategic environment that are then incorporated into doctrine, strategy, official statements, exercises, procurement, and policy. Finally, despite our own difficulties in understanding Russia, either willfully or because it cannot help itself due to the deep-seated paranoia in its political culture, equally misreads the West, wholly misunderstands the West, and habitually ascribes the worst motives to U.S. and Western policies.[9] This misreading of the West repeatedly generates worst-case threat assessments that frequently lead to Russian nuclear threats or procurements. Taking all these factors into account, including Russia’s aggression in Ukraine, it is quite likely if not certain that Russian nuclear strategy and policy will change in the wake of the war in Ukraine, win, lose, or draw. Unfortunately, in most potential outcomes to the war save defeat and collapse of the government, that change points to an enhanced role of nuclear weapons in Russian policy with no letup in hostility toward the West. The war in Ukraine has been instrumental in fostering still more animosity toward the West and an enhanced role for nuclear weapons.[10]

Russian war aims vis-à-vis Ukraine have morphed into creating a “frozen conflict” to maintain its land bridge with Crimea. However, its primary war aim remains weakening NATO to regain its sphere of influence in the former Soviet republics and Warsaw Pact states. To achieve this, Russia will conduct a prolonged strategic defense in Ukraine to demonstrate that Ukraine will never regain its territorial integrity and to show that American support will eventually end as it has for other client states. Ukraine’s primary war aim of restoring its territorial integrity is shared across its society. To achieve this, Ukraine’s strategy is to break the will of the Russian army and then reclaim Crimea, even if that takes several years. Ukrainians do not fear a long war but an inconclusive one that reignites in five or ten years. They want to settle this conflict with Russia once and for all, and see NATO membership as the only way to prevent it from happening again. For US policymakers, the dangers arising from the war overshadow opportunities. One opportunity is a Russian defeat that can serve both as a brake against further Kremlin aggression and as a catalyst for Russia to possibly change her imperial identity. Another opportunity is the chance to strengthen NATO’s conventional forces and geographic position to give it an overwhelming advantage against any possible future Russian aggression. For that to happen, Ukraine must enter the alliance.

158. The Frontline States: Conversations and Observations About Russia’s Other War in Europe

Abstract:: From late June to mid-July 2023, I visited Georgia, Moldova, Hungary, Poland, and Lithuania on a research trip. The analysis and conclusions in this report are based, in part, on conversations with a wide variety of individuals from former government officials, university students, academics, and members of non-governmental organizations to ordinary citizens. The Kremlin desires to reestablish a sphere of influence in former Soviet republics and Warsaw Pact states between the Black and Baltic Seas. To do so, it is fighting a conventional war in Ukraine and political wars elsewhere to remove Western influence and reestablish hegemony. Russia’s political warfare operations have a major flaw; they only offer people the past and not a future. However, US efforts against them could be more effective and citizens in frontline states facing Russian subversion have constructive criticisms to improve them. Resisting Russian subversion depends as much on the political health of the targeted state as Western countermeasures. Efforts to oppose backsliding on democratic norms are vital, even if they spark tensions with partners and allies. Several countries in the region will hold elections between the fall of 2023 and 2025 that will determine their geopolitical orientation. If the war in Ukraine is a battle of modern weapon systems, these elections will be a war of ideas between East and West. It is important that the United States not cede the narrative for these elections to Moscow and work with allies and partners to counteract anti-Western propaganda.

159. Takeaways from Russia’s Regional and Municipal Elections

Abstract:: The Kremlin, for the most part, engineered the results it desired in Russia’s 2023 regional and municipal elections. However, the campaigns showed that a positive portrayal of the war in Ukraine is not necessarily popular among Russian voters. In the occupied territories in Ukraine, elections demonstrated that Russian power remains firm, even in the face of Ukraine’s counteroffensive. Since independent observers had virtually no access to these votes and they were held illegally, it is both impossible to verify the authorities’ claims and futile to analyze the results as if real elections had been held. In many regions, the elections saw the demise of the Communist Party as the largest “alternative” party to Vladimir Putin’s ruling United Russia party. A notable exception was the Siberian region of Khakassia, where the incumbent communist governor was able to see off a threat from his Kremlin-supported opponent. The extensive use of a still-opaque online voting system, along with the overt intimidation of election observers and opposition personalities, suggests that the Kremlin is eager to evolve and test its manipulation toolkits ahead of the 2024 presidential election.

160. The Dragon and the Bear in Africa: Stress-Testing Chinese-Russian Relations

Abstract:: This report is based on a chapter of my forthcoming book on the relationship between China and Russia. For the US, this is arguably the most important bilateral relationship in the world today. A robust, resilient partnership between Beijing and Moscow has the potential to remake world order. It would usher in an era of international relations based on power and polarity, eroding the role of international law and institutions, and undermining the sovereignty and agency of smaller states. This world order would represent a serious threat to US interests, as currently defined. On the other hand, transactional, “thin” ties between China and Russia allow the US some breathing space. Instead of a revisionist authoritarian alliance, the US would confront two states that represent different types of challenges. In this case, Washington could deal with the acute, militarized threat of Russia in the near term, while remaining postured to confront the “pacing” threat of China—the only potential peer competitor to the US—over the longer term. The academic and policy worlds have been seized with the China-Russia relationship for almost two decades. Policy debates revolve around how to confront the two, with some arguing that the current focus on reversing Russia’s invasion of Ukraine puts the US at risk of being unprepared for the threat China represents. Others argue that Russia is not merely a disruptive power but represents a profound and immediate danger to US interests. Competition for resources often lurks in the background of this debate: US government organizations focused on Europe tend to argue for focusing on Russia first; those with an Indo-Pacific focus tend to argue that China should be the focus. What this debate often fails to consider is the nature of their relationship and its impact on US policy options. The scholarly debate fills this gap by focusing directly on the nature of the relationship: one camp defines it as a strategic partnership and the other defines it as an “axis of convenience.” Often missing from scholarly analysis, though, is an analysis of the implications for US policy. In other words, scholars often argue forcefully for one of these characterizations of the China-Russia relationship but then fail to advise what the US should do in response. Instead, their analysis focuses on the implications of the relationship for theoretical approaches to international relations. The book that will include this report aims to close this gap between the policy and scholarly debates. It aims to provide a better understanding of the nature of the China-Russia relationship and use that understanding to inform US policy options. It will do this through a novel approach. Instead of focusing on Chinese-Russian interaction at the level of the international system, as most approaches do, it focuses on their interaction “on the ground” in regions where both have important interests at stake. This report examines Chinese-Russian interaction in Africa; other chapters of the book focus on Central Asia, Eastern Europe, and East Asia. Africa and Central Asia provide good testing grounds for the China-Russia relationship because both have important but different interests there. How they advance and defend those interests and how they interact in doing so, can yield important insights into the nature of their overall relationship. These regions are also important because the US footprint is light. The US has been called the “binding agent” in ties between Beijing and Moscow. The idea here is that shared resistance to the US is the only major thing they have in common. In this view, removing the US from the equation will make China and Russia more likely to find reasons to compete rather than cooperate.

161. Verifying Nuclear Disarmament: Lessons Learned in South Africa, Iraq and Libya

Abstract:: Inspections in the 1990s and early 2000s in South Africa, Iraq and Libya were designed to discover the details of nuclear weapon programmes and destroy any remnants. As the global norm against nuclear weapons strengthens, the international community may once more require verification of a state’s denuclearization. But success in the three earlier cases does not guarantee success in the next similar task—any future inspection mission must learn from the lessons of the past. This report draws on the unique experience of Robert E. Kelley, a participant in all three past denuclearization efforts. In it, he gives an account of the unique scale and circumstances of each investigation and the different tools and approaches required. By publicly documenting and comparing obstacles and successes in the three cases for the first time, this report gives meaningful and practical insight into the difficult work of disarmament and its verification. It is an essential resource for future inspectors—and all others interested in what real disarmament looks like on the ground.

162. Raising AUKUS’s Second Pillar: Integrating Uncrewed and Other Emerging Technologies into the Australian Defence Forces

Abstract:: The Australian Defence Force (ADF) is aggressively pursuing a diverse array of uncrewed air, surface, and undersea systems to address capability gaps in today’s force and exploit emerging opportunities in new technology. Thus far, these efforts have yielded a few programs that have transitioned into operational use, consisting predominantly of uncrewed air vehicles (UAV) that support intelligence, surveillance, and reconnaissance (ISR) operations. ADF concepts tend to constrain uncrewed system use cases by treating them as extensions of crewed platforms or units, such as the Royal Australia Air Force (RAAF) Ghost Bat program.1 These manned-unmanned teaming (MUM-T) concepts generally exploit the systems-level characteristics of uncrewed vehicles to provide crewed units with greater reach or persistence, as figure 1 summarizes. Because they do not carry human operators, strategists can consider even relatively expensive uncrewed vehicles attritable, and forces may lose these vehicles to combat or other exigencies with little regret.2 Uncrewed systems can operate for extended periods in severe environments or circumstances, such as space. And without human operators, uncrewed vehicles can be less expensive than their manned counterparts due to fewer requirements for life support, protection, live training, or multi-mission capability.

163. Buy Before You Build: A Decision Framework for Purchasing Commercial Space Services

Abstract:: A recent wave of private investment in space creates new opportunities for government agencies to benefit from commercial innovation. Leaders of national security space acquisition organizations regularly express their intention to first buy commercial space capabilities and build government space systems only when they must.1 However, achieving greater use of commercial space services requires overcoming barriers that have thus far prevented the government from fully benefiting from private sector funding and creativity. This report assesses the increasingly wide range of commercial space services available to government agencies, identifies obstacles hindering greater use by the US government, and makes recommendations for overcoming them.2 While the report focuses on the US government use of commercial space services, its analysis and recommendations are relevant for governments of other space-faring nations.

164. Rewriting the Future of America’s Maritime Industry to Compete with China

Abstract:: For decades, companies outside the United States have dominated the international commercial shipping and shipbuilding industries. At various times since World War II, Japan, Korea, and certain European countries have been able to leverage their export-driven manufacturing economies and government support to become world leaders in commercial shipbuilding and major players in international shipping. The People’s Republic of China (PRC) has taken that strategy to a new level and now produces more than half the large commercial ships delivered annually, controls scores of seaports in dozens of foreign countries, and owns almost one-fifth of the global commercial fleet. American commercial shipbuilders and US flag shipping companies have long faced fierce headwinds in international markets and have seen support from the US government dwindle. The US reset its maritime policies in the 1990s when America was the sole superpower and the security benefits of a robust commercial maritime industry were in doubt. By the end of 2022, Americans owned only 3 percent of the 55,000 ships in the global commercial fleet, including just 178 large US flag cargo ships, 85 of which are committed to international trade (see tables 1 and 2 below for a breakdown of US and global commercial fleets). The emergence of the PRC as a challenger to America’s global leadership has forced sweeping changes in US policy and spending priorities to boost America’s economic and military security. This report recommends that the US reform its policies governing America’s commercial maritime industries because shipping and shipbuilding are core components of national power. These industries remain especially crucial in the twenty-first century, as international trade is more important to a healthy American economy today than ever before. Yet Americans have almost no control over the maritime logistics systems that feed the US economy. The pandemic-induced supply chain crisis showed how much damage can be done when those systems break down.

165. Fighting into the Bastions: Getting Noisier to Sustain the US Undersea Advantage

Abstract:: Airpower enthusiasts concluded after World War I that “the bomber will always get through.”1 Fast, high-flying aircraft seemed to hold a decisive edge over air defenses and offered commanders the assurance they could attack targets deep inside an opponent’s territory. But airpower advocates’ spirits were quickly dampened during World War II by the advent of interceptor fighters, radar-guided artillery, and electromagnetic warfare (EW), which together demonstrated that bombers could be stopped—often with devastating results. Air forces adapted, adding escort fighters, radar jammers and decoys, and higher-altitude bombers to sustain their ability to strike behind enemy lines. During the Cold War, this move-countermove competition continued. New surface- and air-launched missiles targeted bombers, and countries developed specialized aircraft and weapons to suppress and destroy enemy air defenses or use stealth to avoid detection and targeting altogether. Today, the US submarine force faces a similar challenge. The US fleet of nuclear-powered attack submarines (SSNs) has long been considered an asymmetric advantage against potential adversaries like the People’s Republic of China (PRC) and Russia, which lacked robust and effective anti-submarine warfare (ASW) capabilities. Relying on this advantage, the US Department of Defense (DoD) has increasingly relied on SSNs to compensate for the impact of improved air defenses on the ability of bombers and strike fighters to execute attacks.2 However, the unfailing ability of US SSNs to reach their targets is eroding as emerging technologies and weapons proliferation combine in new approaches to ASW that could neutralize America’s undersea advantage. During the last decade, the PRC and Russian Federation began fortifying their undersea defenses in the South and East China Seas and Arctic Ocean, respectively. Leveraging geographic constraints, US adversaries have instrumented these bastions with networks of fixed and mobile acoustic and non-acoustic sensors, complemented by aircraft and ships capable of pouncing on contacts or deploying dense mine barriers.3 Improved adversary defenses could degrade or defeat US undersea operations, preventing US submarines from conducting critical missions such as sinking a Chinese invasion fleet or tracking Russian ballistic missile submarines (SSBNs). To sustain its offensive undersea advantage, the US Navy will need to take some lessons from air warfare and begin supporting submarines with systems designed to suppress or destroy enemy undersea defenses. This imperative will fundamentally shift the paradigm for US submarine operations from “alone and unafraid” to “it’s all about team.” Moreover, the emergence of new generations of capable long-range active sonars will demand that the US undersea force increasingly rely on jamming and deception to counter enemy sensors, much as their counterparts already do above the water. The US submarine force will need to learn how to use noise, rather than avoid it. The Navy should pursue four lines of effort, outlined below, to sustain its offensive undersea advantage. Except for features to be incorporated into the next-generation nuclear-powered attack submarine, the SSN(X), the concepts and capabilities proposed in this report leverage mature or maturing technologies and can be fielded within five years. Implementing these recommendations will require the US Navy to refine its use cases for offensive undersea warfare to use available uncrewed vehicle technologies, rather than continue pursuing purpose-built systems that may take a decade or more to be fielded.4

166. Success in the Struggle against the People's Republic of China

Abstract:: In April 2023, the Australian government released the officially commissioned but independently produced Defence Strategic Review. Intended to assist the government of Australia with its strategic and defense policies over the next decade and beyond, the report offered the fundamental assessment that the Indo-Pacific region “faces increasing competition that operates on multiple levels—economic, military, strategic and diplomatic—all interwoven and all framed by an intense contest of values and narratives.”1 The Biden administration’s National Security Strategy, which had been released several months earlier (October 2022), stated the challenge in even starker terms: “The People’s Republic of China harbors the intention and, increasingly, the capacity to reshape the international order in favor of one that tilts the global playing field to its benefit.”2 At the heart of these statements is the perception that China poses a systemic and comprehensive challenge, not just to the vital interests and values of the United States and Australia, but to the entire system and order that was cobbled together after the Second World War. These postwar rules, norms, institutions, conventions, practices, alliances, and security relationships have been underwritten by US material power. They constitute a liberal order that is under intense challenge from China.3 This report explores what success in relation to China looks like for the US, Australia, and allies such as Japan. Several substantial and thoughtful pieces have described what victory would look like for China,4 and there have also been many good efforts to describe what victory would look like for the US and its allies, given China’s goals and objectives. The current report focuses on a US and Australian vision of success in which the geopolitical contest and struggle are enduring and do not end with a victory for any side. Victory generally means defeating an enemy or opponent in a specific context or activity. Unsurprisingly, the term is commonly associated with defeating an enemy during a battle or compelling the unconditional surrender of the enemy when engaging in war. In victory, there is a clear winner and loser. By way of contrast, success or successful struggle means the accomplishment of an aim or purpose in general or specific contexts. It might include subduing an opponent and attaining victory over that opponent. But success can also be achieved without the strict formal requirement of victory, depending on one’s objective. The term success is used here because the scope of this report is broader than victory in a traditional war context (even if the use of force is always an option to achieve success or deny it to the opponent). It will be apparent that the Chinese notion of war is far broader than the Western notion. The West holds that war is fought within and across identified air, sea, land, space, and cyber domains, and that war has a discernible beginning and end. In the Chinese conception, war has no boundaries or restrictive form and does not necessarily involve the kinetic use of force. It is material, but also ideational, psychological, and structural.5 Indeed, for the Chinese, the apogee of conflict is to win without fighting, even if the Chinese Communist Party (CCP) sees the environment as one of perpetual struggle. Hence, war may have no formal beginning or end. For this reason, a US and Australian vision of success cannot simply be about achieving specific key objectives, like maintaining Taiwanese de facto independence or preventing further Chinese militarization of the South China Sea. To be sure, a vision of success is based on certain fundamental end states (such as preventing Chinese material and normative dominance in East Asia). However, it also accepts the likelihood of a constant struggle against a formidable China, just as China assumes the long-term existence of a formidable US with significant allies in the region. In other words, the authors work on the prudent assumption that China will be neither defeated nor terminally weakened, and that its expansionist ambitions and substantial capabilities will remain. Rather than focusing on a final victory or endpoint, a vision of success conceptualizes an advantageous and enduring state of affairs or system of arrangements in the region that supports the fundamental objectives of the US and its allies in the Indo-Pacific. This report is about successful struggle, but not in the context of a major war where one side wins decisively and the next step is to establish a sensible peace. This is not to discount the possibility that the use of force could be decisive in shaping the region. But the report focuses on scenarios of an increasingly tense competition and rivalry occurring over the next decade and explores what success looks like in that context. It does not discount the possibility or necessity of limited military action, but does not assume that any such action would be decisive in producing a permanent winner and loser.

167. Campaigning to Dissuade: Applying Emerging Technologies to Engage and Succeed in the Information Age Security Competition

Abstract:: The People’s Republic of China (PRC) presents the United States with its most comprehensive economic and security rival since Great Britain during the nineteenth century. Starting in 2018, US defense strategies have highlighted the threat that the PRC poses to US allies, and successive presidential administrations and Congresses responded by increasing defense budgets to expand US military capability and capacity. Despite these efforts, numerous assessments now show that modernization of the People’s Liberation Army (PLA) has eroded—and in some missions overcome—US military superiority. Absent large and politically fraught increases in defense spending, continued expansion and improvement of today’s US force are unlikely to regain broad overmatch against the PLA in the Western Pacific. Instead, the United States will need new strategies and operational concepts to deter PRC aggression. Recognizing this imperative, the 2022 US National Defense Strategy (NDS) attempted to move in a different direction from its predecessors through two new lines of effort called “campaigning” and “integrated deterrence.” However, in unclassified documents and speeches by defense officials, both the essence of integrated deterrence and the mechanism of campaigning remain unclear. 1 Emerging technologies offer the US military a way to put these new concepts into action, sustaining its ability to prevent conflict and gaining an upper hand in the strategic competition with China despite the PLA’s “home team” advantages. The United States remains the world leader in operational and technological innovation, as evidenced by decades of advancements in networking and computing—marked recently by the rapid commercialization of artificial intelligence (AI). Building on the 2022 NDS, this report proposes a strategy for campaigning that would exploit information technologies to dissuade China from pursuing acts of aggression against allies such as Taiwan. The primary objective of the proposed campaigning model is to shape PRC government decision-making, especially that of the PRC military, in ways that are conducive to long-term regional stability and prosperity. A whole-of-government effort like that implied by the 2022 NDS would be the most effective form of campaigning because it could exploit the PRC government’s numerous vulnerabilities, from its appalling record on human rights to its loss of economic momentum and its growing demographic challenges. However, this report focuses on actions the US military can take by itself or with allied militaries to dissuade future PRC aggression. In the proposed approach, campaigning is an ongoing sequence of probing, signaling, adapting, and acting by the US military and intelligence community, coupled with and informed by instrumentation of the information environment. In addition to demonstrating US resolve, campaigning should enable the US to estimate competitor habits, preferences, and fears. These estimates would guide future campaigning activities and inform US force planners regarding a competitor’s uncertainty and areas of concern. Armed with increasing insight about adversary beliefs, campaigning actions would aim to shape an opponent’s preferences and priorities away from violent paths to their goals and toward scenarios that are more aligned with US interests. In offering an approach to dissuasion, this report diverges from the strategy of deterring war primarily through threats of denial or punishment. This construct has dominated US defense strategy since the Soviet Union collapsed because conventional dominance enabled the US military to credibly stop or reverse an act of aggression and nuclear weapons provided the capability to impose existential punishment. Today, the PRC’s status as a peer competitor makes denial and punishment less credible. The US government will instead need to prevent conflict before it becomes imminent.

168. Strength in Unity: A Sustainable US-Led Regional Security Construct in the Middle East

Abstract:: China and Russia are exploiting US indifference toward the Middle East and efforts to integrate Iran into the region, threatening regional stability, Israel’s security, and global markets. The convergence of threats encompasses an Iranian nuclear threshold state controlling a constellation of terrorist groups, resurgent non-state terrorist groups including ISIS and al-Qaeda, and Russian and Chinese exploitation of receding American presence. We are reaching an inflection point at which the United States risks the irrevocable loss of a favorable balance of both trade and forces, resulting in instability that will threaten our vital interests and the global economy. This constitutes an unprecedented range of challenges beyond our capacity, and the capacity of our partners and allies, to address threats to global energy and trade as we struggle to recover from a global pandemic. We have not faced a similar period of risk in the Middle East since the turmoil following the Iranian Revolution, Soviet invasion of Afghanistan, and storming of the Grand Mosque in 1979. The US shares vital national security interests with longtime partners in the region and, as a result, they prefer US leadership in both the economic and security domains. A sustainable US-led regional security construct in the Middle East that includes effective partners based on convergent interests is the most efficient way to address the unacceptable risk, which results from the disconnect between the vital national interests of the US and its partners and the resources both have committed. A constellation of mutually beneficial trade relationships providing both the resources and rationale for a regional security construct would strengthen such an arrangement.1 Establishing a US-led enduring regional security architecture comprised of more capable partners and allies is the most effective way for the United States to safeguard our vital national security interests in the Middle East. This architecture would provide five key benefits: Secure our vital interests. The US and global economies depend on the uninterrupted flow of energy from and trade through the Middle East, which remains a vital national security interest. Compete with China. China depends on the Middle East for energy to sustain its economy and military. Beijing is exploiting the vacuum created by US indifference to securing the Middle East. Manage risk and uncertainty. Threats in the region are approaching a quantitative military advantage over America’s partners, which creates unacceptable risk to US interests. Leverage our relationships. We retain advantages in the long-term diplomatic, economic, and security relationships that we have derived from convergent interests with partners. Build on a sound foundation. 169. Unalone and Unafraid: A Plan for Integrating Uncrewed and Other Emerging Technologies into US Military Forces

Abstract:: During the Cold War, the United States Department of Defense (DoD) led global research and development (R&D) and in the process created what are now commonplace technologies, including the internet, precision weapons, and the global positioning system. However, since then the DoD has struggled to incorporate new advancements as initiatives to transform the force or implement a new offset strategy have failed to substantially change the US military’s design or capability development processes. In large part, the DoD’s adoption difficulties result from the center of technological innovation shifting from governments to the private sector, increasingly making the military a technology customer rather than a creator. This is the case with artificial intelligence (AI) and uncrewed systems, which are already upending long-standing approaches to modern warfare. The challenge of integrating these new technologies, many of which are commercially derived, therefore provides a good case study for how the DoD could reform its processes and organizations for innovation. To that end, this study evaluates how the US military could realize more timely development, deployment, and integration of relevant uncrewed systems, and illustrates its proposed methods using examples from the US Navy. The Navy and DoD will need the operational advantages that AI-enabled uncrewed vehicles could offer. Against a resident major power like the People’s Republic of China (PRC), the US military cannot continue to rely on its historical dominance to deter and defeat aggression. Instead, the DoD will need to attack the People’s Liberation Army (PLA) strategy of system destruction warfare by fielding a force that is less predictable, more adaptable, and increasingly resilient. Uncrewed systems could enable such an approach by unlocking the operational innovation of US servicemembers, who could—like their counterparts in Ukraine today—use uncrewed systems to grow the variety of tactics and effects chains that they can employ, which could undermine PLA planning and concepts and afford US forces the capacity to sustain a protracted conflict. The ability of uncrewed systems to provide resilience and adaptability depends on scale. A small fleet of vehicles cannot be simultaneously applied against multiple mission threads or effects chains and will lack the capacity to support extended operations. Uncrewed systems can enable scale by foregoing robust self-defense and focusing on a narrow set of functions to lower their cost and complexity. These limitations will require that uncrewed systems be combined with other uncrewed systems and crewed platforms in systems of systems (SoS), which could exacerbate the US military’s long-standing struggles to integrate forces between and within each service branch. Realizing the benefits of uncrewed systems will therefore demand that the DoD establish routinized processes for integrating new mission threads and SoS. Otherwise, the US military services will only be able to field individual uncrewed systems that replace crewed platforms in existing use cases. US military services are already attempting to improve their ability to integrate SoS through initiatives in experimentation, rapid acquisition, digital interoperability, and Joint All-Domain Command and Control (JADC2). However, as this report describes for the US Navy, these efforts tend to focus on long-term service objectives rather than near-term operational problems and use a top-down process of systems engineering to guide requirements for future capabilities. This traditional approach assumes that the US military has the time to develop new systems and retains a substantial technological edge over its rivals, but neither condition is likely to endure in the context of the US-PRC competition. To bring uncrewed systems into the force more quickly and gain the resulting operational advantages, the DoD will need to flip its traditional acquisition approach and adapt US military tactics or mission threads so they can integrate uncrewed systems that are available today. This bottom-up method of “mission integration” contrasts with the DoD’s predominant approach of systems engineering and reflects best practices emerging in commercial manufacturing or distribution, where the fastest and most effective way to assimilate robotics is to adjust the organization’s workflow as opposed to developing robots that replace humans in existing workflows.

170. Faltering Lion: Analyzing Progress and Setbacks in Somalia’s War against al-Shabaab

Abstract:: Analysts have long understood the war against al-Shabaab, al-Qaeda’s East African affiliate, as “unwinnable” and “[with] no end in sight.” Most have considered the group one of the largest and most sophisticated jihadist insurgencies on the planet while viewing Somalia, the state in which it was born and primarily operates, as a quintessential “failed state.” Yet in mid-2022, many analysts began to change their tune. Al-Shabaab began to suffer its most significant setbacks in a decade at the hands of a clan uprising in Somalia’s central states of Hirshabelle and Galmudug. The uprising quickly received military support from the Federal Government of Somalia (FGS), and some United States officials believe it constitutes Somalia’s Anbar Awakening. Meanwhile, Somali officials speak of this offensive, which they’ve now dubbed Operation Black Lion, as the long-awaited death blow against the group. Unfortunately, the pendulum started to swing back after al-Shabaab began regrouping and counterattacking in early 2023. As of September 2023, the Somali government is struggling to complete the offensive that began last year in central Somalia. All the while, the government promises to achieve ever more ambitious goals for defeating the group in its southern Somalian strongholds by the end of 2024. The question, then, is whether Somalia is really turning a page in the war against al-Shabaab, with the group’s defeat or meaningful degradation in sight for the first time in years, or if the FGS’s battlefield progress in 2022 was merely a short-lived setback for the terrorist group. In this report, I argue that the ongoing, if faltering, offensive against al-Shabaab reveals the dilemma of counterterrorism in the Horn of Africa: On the one hand, al-Shabaab is not invincible, and the group’s center of gravity—its ability to gain a modicum of acceptance or legitimacy from vulnerable Somali communities—has been exposed as fragile. On the other hand, Somalia’s perennial and myriad political disputes, as well as other issues like a lack of state capacity and rampant corruption, are preventing its federal and state governments from capitalizing on the opportunities available to them. Instead, Mogadishu, aware of its limited military capacity, is looking to the militaries of neighboring Kenya and Ethiopia to bear the brunt of its anticipated offensive into southern Somalia, even though these countries’ controversial interventions in Somalia over the years have catalyzed al-Shabaab’s formation and expansion. In any case, there appears to be little appetite from either country to engage in another offensive. Al-Shabaab, for its part, is counterattacking against government forces in central Somalia and looking to expand its operations in neighboring countries—in part to hinder those regional militaries’ potential participation in any forthcoming offensive. Consequently, the situation looks less promising than it did at the end of 2022, and al-Shabaab is unlikely to face a meaningful defeat in the coming months. Instead, the best-case scenario would see this military offensive degrade al-Shabaab over the coming months to the point that the terrorist organization partially fractures and loses some of its popular support, possibly opening up room for the FGS to negotiate with factions of the group. A more likely scenario, however, would see the conflict remain a stalemate, with the government’s current offensive bringing only temporary or superficial gains that do not meaningfully degrade al-Shabaab’s capacity. I have drawn this report from insights I gained during a four-week trip to Kenya and Somalia in June 2023. Within Somalia, I traveled around the federal capital, Mogadishu, as well as the capitals of the states of Jubbaland, Galmudug, and Puntland, in the south, center, and north of the country respectively. I also traveled to the frontline town of Bar Sanguuni, near al-Shabaab–controlled territory in Jubbaland, and separately to Las Anod, a disputed city that both Somaliland and local clans have claimed and that is at the heart of a new regional conflict. Given the sensitivity of discussing security matters in Somalia, I have anonymized the details of interview subjects in almost all references.

171. From Fueling Victory to Running on Empty: Lessons from American Energy Policy in War and Peace

Abstract:: The purpose of this study is to draw important lessons from how the United States has handled its national energy policy in the past in order to guide policymakers and industry leaders in the future. In the end, this is a study in contrasts. In the case of World War II, the federal government successfully used America’s energy independence and abundance to help Great Britain survive the Nazi onslaught and then to win a two-front world war, the greatest victory in history. In the case of the 1970s, the United States became dependent on others, specifically the Middle East, for its energy prosperity. As a result, America lost control over not only its ability to conduct foreign policy but also its economy. Construction of the Big Inch oil pipelines, the most extensive government energy project ever created, epitomized America’s successful national energy strategy in World War II. This project enabled the United States to literally fuel victory over the Axis. The Arab oil embargo of 1973 and the dramatic rise in the price of oil imposed by the Organization of the Petroleum Exporting Countries (OPEC) severely damaged the US economy, set back global growth for nearly a generation, and symbolized the failure of America’s energy strategy in that decade. The end of this study will summarize the key lessons from these two contrasting approaches to a national energy strategy. However, two stand out: Energy independence—and having access to cheap, abundant energy—is an essential prerequisite for American national and economic security. A national energy strategy that relies on the expertise of leading energy executives and engineers in the private sector will tend to be successful; one that ignores their advice and assistance will tend to fail. Whether America will enjoy energy security as it faces the challenges of the twenty-first century will depend on many factors. But drawing the right lessons from these two contrasting historical eras can prepare the way for a new era of energy abundance and national power.

Abstract:: The European Green Deal is the core of the current climate strategy of the European Union, which has set the goal of making Europe a carbon-neutral continent by 2050. In an effort to monitor and counter disinformation narratives about the deal, IRI's Beacon project launched an initiative called the “European Green Deal: Mapping perceptions in Central and Eastern Europe,” in which six partner organizations studied how the deal is perceived in Bulgaria, Czechia, Poland, Romania, and Slovakia. Our project manager and juniour researcher, Tatiana Mindeková, analyzed narratives spread about the Green Deal and the EU’s green policies through Czech chain emails as well as through selected mainstream media and websites known for spreading disinformation.

Abstract:: In the development of Germany’s Feminist Development Policy Strategy, the Federal Ministry for Economic Cooperation and Development (BMZ) conducted a consultative process which included online consultations, a high-level conference, and civil society dialogues. While the broadest consultative process by the German government to date, the BMZ process had limitations in terms of Global South participation and language accessibility. To complement the official BMZ-led process, the Centre for Feminist Foreign Policy (CFFP) initiated a comprehensive co-creation process involving diverse feminist civil society organisations from the Global South, Germany, and other Global North countries. Guided by position papers from various perspectives, desk research, and interviews, the CFFP feminist convenings process involved over 100 feminists from diverse backgrounds, spanned over 25 countries, provided compensation to small and Global South organisations, and incorporated intersectional perspectives. The process consisted of in-person and online convenings held in multiple languages, ensuring broad accessibility. This report is a summary of the rich discussions and recommendations of feminists. It aims to influence policymakers and initiate action in shaping Germany's Feminist Development Policy. This report opens by discussing five action areas in chapter 1, which serve as comprehensive guidelines for immediate transformative action across policy areas. The second chapter discusses feminist reflections in six thematic areas: economic justice, climate justice, food sovereignty and agriculture, sexual and reproductive health and rights, protecting minority rights, and education.

Abstract:: More than a year has passed since the Conference on the Future of Europe (CoFoE) concluded its unprecedented, deliberative exercise that put citizens front and centre in the discussions on the future of the EU. An inter-institutional effort by the European Commission, the European Parliament, and the Council, the CoFoE brought citizens together in four transnational citizens’ panels to discuss several topics in view of developing a series of recommendations on the future of Europe. European Commission President Ursula von der Leyen reassured participants at the closing event that this interactive experiment would not be a one-off. It was the first time in EU history that the Brussels’ executive agreed to create space for input from transnational Citizens’ Panels to formulate new legislation. Following the conclusion of the first pilot ECPs and with the upcoming European Parliament elections, this EU Democracy Reform Observatory Report looks at this significant point in time and asks: can these efforts live beyond the political commitment of the von der Leyen Commission and become an established institutional process? Having observed the Panels and interviewed their organisers, the authors analyse the ECPs across three areas: Institutional design: what are the institution’s objectives when conducting these Panels, and how do they fit into the Commission’s current policymaking cycle? Methodological design: did the Panels lead to tangible outcomes, which can be useful for decision-makers, and how can the process be improved? Political effects: what is the Panels’ political value and how do they fit into the Union’s broader institutional landscape and existing participatory infrastructure?

190. How Finnish and Swedish NATO Accession Could Shape the Future Russian Threat

Abstract:: Russia’s invasion of Ukraine was a major strategic blunder. Not only will Russia emerge from the war economically and militarily weakened, but its brutal invasion has undercut Moscow’s geopolitical position, including by triggering nearby countries to take new steps to provide for their security and defense. Most notably, Russia’s aggression in Ukraine compelled Finland and Sweden to apply for NATO membership— leading to an expansion of the very alliance that Russia purports to be opposing in Ukraine. While it is unclear exactly when Finland and Sweden will join NATO—this will depend on when Hungary and Turkey, the last remaining allies to ratify the accession protocols, finalize the process—it is clear that there is no going back to the status quo ante. NATO allies should expect Russia to react to Finland and Sweden joining the organization beyond the cool response that followed their announcement. Their accession into NATO will permanently reshape the European security architecture, which Moscow is likely to see as a threat to its own security and therefore use as a basis for adjusting it calculus. Even though Moscow has not explicitly retaliated against Finland and Sweden for joining NATO beyond expressing displeasure, the Kremlin is nonetheless likely to respond, including in ways that will pose challenges to the alliance in both the near and long term. This memo discusses how Finland’s and Sweden’s entry into NATO will shape Europe’s security landscape, how Russia is likely to see these changes and respond, and how the allies can address the future challenges stemming from these changing dynamics.

191. Atomic Strait: How China’s Nuclear Buildup Shapes Security Dynamics with Taiwan and the United States

Abstract:: This report examines the intersection of China’s nuclear modernization and cross-Strait tensions, especially how they might play out during a crisis, contingency, or conflict involving China, Taiwan, and the United States. Beijing is rapidly modernizing its nuclear arsenal to make it larger and more sophisticated. Changes include an increase in warhead numbers from more than 400 today to potentially 700 by 2027 and more beyond, consolidating a nuclear triad, developing new delivery systems, and digging at least 300 new missile silos. Some factors still could constrain the growth of China’s arsenal or the policies that shape the way Chinese leaders employ it. They range from fissile material stocks to competing military spending priorities, considerations about China’s international reputation, and upholding Beijing’s claimed No First Use policy. But nearly all those constraining factors either already have weakened or could do so in the near future. China’s expanding nuclear arsenal suggests that the force will be designed to fulfill new missions. Some part of Beijing’s buildup surely is meant to bolster its second-strike retaliatory capability in the face of what China perceives as shifts in U.S. conventional and nuclear capabilities and policies. China’s long-term goal for the expansion, however, could be more ambitious and potentially even include seeking to build an arsenal on par with Washington’s and Moscow’s. Meanwhile, China continues to ramp up pressure on Taiwan using political, economic, and military tools. Beijing’s campaign could provoke more crises in the coming years. The three major roles that nuclear weapons could play for China when dealing with cross-Strait crises or conflicts are: to shield China from U.S. nuclear coercion, to threaten Chinese nuclear use to try to forestall U.S. intervention, and to conduct a limited Chinese nuclear detonation in an attempt to force U.S. and Taiwanese capitulation. The report concludes with recommendations for U.S. policymakers. It calls for carrying out U.S. nuclear modernization plans to deter China but avoiding nuclear arms racing as a strategy in itself. It recommends incorporating nuclear elements into contingency planning and scenario exercises related to Taiwan, both unilaterally and with allies and partners. The report then calls for improving Taiwan’s conventional military capabilities while maintaining a consistent U.S. policy on cross-Strait issues and ensuring Taiwan forgoes pursuing indigenous nuclear weapons. Finally, the report argues in favor of pushing forward tough-minded bilateral engagement with Beijing on strategic stability and security issues while crafting a multilateral arms control strategy that builds coalitions to incentivize China to join and impose costs on Beijing if it opts to stay outside of key agreements.

192. Avoiding the Brink: Escalation Management in a War to Defend Taiwan

Abstract:: The United States is entering an unprecedented multipolar nuclear era that is far more complex and challenging than that of the Cold War. This report examines potential triggers, thresholds, and targets for Chinese nuclear use as well as options for the United States and its allies and partners to avoid and manage escalation. It uses the results of two exploratory tabletop exercises (TTXs) focused on how China’s expanding nuclear arsenal could impact the risk of nuclear escalation in a conventional conflict over Taiwan. From these two TTXs, the authors derived tentative insights into how nuclear escalation in a war over Taiwan might unfold and identified areas where further research is needed. First, the expansions and improvements projected for China’s nuclear forces will provide it with a wider range of coercive options. With a secure second-strike capability and more diverse theater nuclear options, China may be willing to brandish its nuclear weapons to attempt to deter the United States from entering a war. There are few incentives to conduct nuclear strikes early in such a conflict, but a war over Taiwan might well lead to a protracted war between the great powers—another area where more study will be critical. The authors also found that American policymakers today might not find the PRC’s nuclear threats credible because of its smaller arsenal size and historic policy of no first use (NFU). Furthermore, the authors found that attempts to degrade key conventional capabilities might lead either side to cross the other’s red lines, setting off an escalatory spiral and transforming a regional conflict into a great-power war. Both the United States and China will have to weigh the value of eliminating certain targets with the risk of crossing an adversary red line. Last, the authors found an asymmetry between the targets available to the United States and China in a Taiwan contingency. With fewer categories of targets to strike and types of capabilities with which to strike them, the United States may have fewer options to manage escalation. All these findings merit further study. The two TTXs, conducted in summer 2022, pitted a U.S. Blue team against a Chinese Red team in a war over Taiwan. The two wargames were designed as a controlled comparison to focus on the impact of one specific variable—the size and composition of the PLA’s nuclear arsenal—on the Red team’s decision-making and its propensity to deliberately escalate and on the Blue team’s ability to defend its allies and partners while managing escalation. By holding most other factors constant but changing Red’s nuclear force structure, the authors aimed to concentrate on the role that nuclear weapons played. In TTX 1, the players had a notional 2027 order of battle with a nuclear arsenal of about 700 warheads, diverse in yield and delivery system type and range. The second TTX, set in 2030, included a similarly diverse Red arsenal of over 1,000 nuclear warheads. After analyzing the results of both exercises, the authors contextualized and expanded the findings through research on existing literature on nuclear deterrence and escalation.

193. Democracy under Threat: How the Personalization of Political Parties Undermines Democracy

Abstract:: In 1998, Viktor Orbán was elected the prime minister of Hungary in free and fair elections. He was supported by the Fidesz party—a movement he founded in 1988 that became a political party in 1990. After losing reelection in 2002, Orbán returned to the prime ministership in 2010 having internalized the lesson that surviving in Hungarian politics “requires strong leadership and absolute control over the party.”1 From 2002 to 2010, Orbán increased his influence within Fidesz, including by changing the party constitution to give himself control of the selection of local party leaders, all parliamentary candidates, and the leader of the party’s parliamentary group. Orbán’s increasing influence within the party paved the way for his efforts over the next decade to remove checks on his power. His control over the party, along with Fidesz’s constitutional majority, enabled Orbán to change Hungary’s constitution in ways that weakened executive constraints, including from the Constitutional Court, the election commission, independent media, and civil society. Orbán’s disproportionate power within the political system allowed him to dismantle democracy in the years that followed, pushing Hungary into authoritarianism. This pattern of democratic decay is not unique to Hungary. Freedom House reports that democracy has been in decline for the last 16 consecutive years, with much of the deterioration occurring in countries classified as democracies.2 In some instances these declines left democracy compromised but intact (as in Poland). In other cases, the declines gave way to the onset of authoritarianism (as in Serbia). Importantly, along with the decline in democracy, there has been a clear change in the way that democracies are breaking down.3 Before 2000, coups were the primary way that democracies failed. Since 2000, however, incumbent takeovers—or the ability of democratically elected leaders to dismantle democracy from within—have grown more prevalent. In the 2010s, 64 percent of the democracies that broke down did so due to incumbent power grabs, while only 36 percent of those that collapsed did so because of a coup.4 Simply put, the greatest threat to democracy now comes from democratically elected leaders.

194. Against All Odds: Supporting Civil Society and Human Rights in Taliban-Controlled Afghanistan

Abstract:: Eighteen months after taking power, the Taliban is intensifying its repression of Afghan civil society and cracking down on the rights and freedoms of all Afghans, especially those of women and girls. The Taliban’s harsh approach to governing the country is repressing millions of people and fueling civil unrest, promoting extremism, and laying the foundation for the reemergence of a terrorist hotbed that will almost undoubtedly become a threat to global peace and security in the years to come. Humanitarian needs in Afghanistan remain immense, and the country will require large amounts of international aid for the foreseeable future to avoid famine and other health challenges. Twenty-three million Afghans (or nearly 60 percent of the population) currently require food assistance, and unusually cold winter temperatures this year have caused further hardship and death. The Taliban’s December 2022 order barring Afghan women from working for nongovernmental organizations led some international humanitarian organizations to suspend operations, complicating aid distribution, especially to women-headed families. The abolition of democratic institutions—the Parliament, judiciary, free press—and key government ministries and departments charged with protecting human rights demonstrates that the Taliban is adhering to the same extremist policies that marked their first stint in power from 1996 to 2001. The Taliban rules by fear and intimidation; torture, kidnapping, illegal detention, and extra-judicial killings are part of daily life in Afghanistan. The Taliban’s rollback of women’s rights has been swift and comprehensive. Among the most devastating anti-female policies, which will have far-reaching negative impacts on Afghanistan’s social and economic development and relations with the world, are the edicts forbidding girls from attending secondary school or university. Women and girls in today’s Afghanistan also are prohibited from accessing parks or gyms, leaving home without a male companion, and working outside the home—except in the health sector—and have been publicly flogged for not adhering to the strict behavioral edicts. Women demonstrators have been arbitrarily jailed and subject to torture and death.

195. Disarming the Bomb: Distilling the Drivers and Disincentives for Iran's Nuclear Program

Abstract:: Negotiations to return to the Joint Comprehensive Plan of Action (JCPOA), known commonly as the Iran nuclear deal, reached an impasse this past year. Further, Iran made parallel decisions to brutally crack down on a nationwide protest movement and to inject itself into the conflict in Ukraine by furnishing Russia with weapons. These decisions may have rendered the impasse insurmountable. U.S. President Joe Biden has not retreated from the U.S. policy that it will never allow Iran to obtain a nuclear weapon. However, Iran’s maximalist demands at the negotiating table, along with its domestic and foreign activities, have made it politically impossible for the United States and Europe to pursue further negotiation. Further complicating the situation and perhaps rendering the JCPOA increasingly obsolete, critical provisions of the original deal will expire in 2025 and 2030.1 The United States and the international community must consider how to constrain Iran’s pursuit of a nuclear deterrent in a post-JCPOA world, in which Iran has never been closer to achieving a bomb. The CNAS Middle East Security Program designed and ran a scenario exercise in October 2022 to identify key factors that might accelerate or decelerate Iran’s nuclear program in 2024. Additionally, the exercise explored how Iran, the United States, Israel, and the Gulf nations could prioritize their own national security objectives with respect to Iran’s nuclear program, along with the potential actions each might take to accomplish those objectives. The exercise examined two scenarios. Scenario 1 explored key countries’ policy actions and perspectives if the United States and Iran failed to reenter the JCPOA. Scenario 2 explored key countries’ policy actions and perspectives if the United States and Iran successfully renegotiated a return to compliance with the JCPOA and faced the imminent expiration of elements of the deal. Overall observations from the exercise suggest that Iran’s leadership’s primary concern is self-preservation. Pursuing a nuclear program is secondary and ultimately serves to advance the primary objective (self-preservation). U.S. policymakers face many challenges in rallying partners against Iran while prioritizing a negotiated approach to curtail Iran’s nuclear program.

196. India-China Border Tensions and U.S. Strategy in the Indo-Pacific

Abstract:: India-China border intrusions and clashes have become more frequent and threaten to lead to all-out conflict between the two Asian giants. In recent years, China has upped the ante in its border disputes with India through infrastructure development, military deployments, capability enhancements, and periodic efforts to encroach into territory controlled by India. The first deadly border clash between the two countries in 45 years occurred on June 15, 2020, in the Galwan River Valley, where 20 Indian troops and at least four Chinese People’s Liberation Army (PLA) troops were killed. More recently, on December 9, 2022, Chinese and Indian forces clashed along the disputed border in the mountains near Tawang in the northeastern Indian state of Arunachal Pradesh after an estimated 300 Chinese PLA soldiers tried to cross the border. While the Chinese and Indian militaries have since pulled back forces from the most contentious standoff sites where the 2020 buildup occurred and established temporary buffer zones, both sides retain high numbers of troops forward deployed along the disputed frontier, and there are several flashpoints that could erupt into another border crisis at any time. The most recent clash that took place near Tawang is a reminder that, even though recent attention has been focused on the Ladakh region, there are multiple trigger points along the 2,100-mile-long Line of Actual Control (LAC) that bear monitoring.1 With both China and India enhancing infrastructure and introducing new and advanced weapons systems on their sides of the disputed border, combined with forward deployments and heightened lack of trust, the chances for continued standoffs that could erupt into local or even full-blown conflict remain high.

197. Russia-China Defense Cooperation

Abstract:: Russia’s war in Ukraine has been a critical test of the depth of Sino-Russian relations. Since Russia’s invasion, China has remained an essential partner for Moscow. Although there have been limits to what Beijing has been willing to do for Russia, China has served as a vital lifeline for the Kremlin including by parroting Russian talking points about the war, increasing purchases of Russian oil and gas, and continuing to export microchips and other component parts to Moscow cut off by the West. Warnings by senior U.S. officials that China is contemplating providing Russia with lethal military aid in support of its war against Ukraine underscore the depth of their partnership.1 Emerging reports that Chinese companies have provided rifles and dual-use equipment such as drone parts and body armor only add credibility to these warnings.2 Although it remains unclear at the time of writing whether China will ultimately decide to send lethal aid to Russia, the last year has provided further evidence that Russia and China are deeply aligned and that the persistence and evolution of their partnership will continue to pose challenges that the United States and its allies must navigate. This working paper will focus on the challenges that Russia-China military cooperation poses to the United States and its allies and partners. This aspect of their relationship has been one of the most consequential dimensions of their deepening partnership. Already, China has obtained key capabilities from Moscow such as Su-27 and Su-35 fighter aircrafts, S-300 and S-400 air defense systems, and anti-ship missiles, which bolster China’s military posture in the Indo-Pacific.3 Russia too has benefited from a large market for its arms sales and access to technological components it can no longer access following the imposition of Western sanctions in 2014—a need that has grown exponentially since Russia’s reinvasion of Ukraine in February 2022. Meanwhile, more frequent and elaborate joint exercises have signaled to onlooking countries the two partners’ mutual support for each other’s security priorities and willingness to push back against the United States. In the context of Russia’s ongoing war against Ukraine and increasing U.S.-China tensions in the Indo-Pacific, it has become even more urgent to understand how future military cooperation between Russia and China could evolve and what it would mean for the United States and its partners. This memo examines this aspect of the partnership, including what is driving it, how it has evolved following the 2022 invasion of Ukraine, and the implications for the United States and its allies and partners.

198. Instead of Politicizing Afghanistan, Stand Up for Women and Girls

Abstract:: Ahuman rights calamity is unfolding in Afghanistan. In its latest move to repress half of the country’s population, the Taliban mandated that Afghan women can no longer work for the United Nations Assistance Mission in Afghanistan (UNAMA). The United Nations (U.N.) condemned the Taliban for forcing the international organization to make an “appalling choice” between continuing its operations without employing Afghan women, which would violate the U.N. charter, or withdrawing from the country, which would deepen the humanitarian crisis.1 Following a U.N.-led international meeting in Doha in early May, U.N. Secretary General António Guterres signaled that the U.N. would likely continue operating in Afghanistan despite the harsh Taliban edict.2 This follows several other outrageous Taliban edicts, including keeping girls out of secondary school and young women from attending university; preventing women from leaving their homes without a male companion; and prohibiting women from going to parks or gyms or holding jobs, except in the health sector.3 Yet rather than stand up for Afghan women and girls in the face of such repressive policies, American leaders—Republicans and Democrats alike—are busy in a blame game about which political party is responsible for the U.S. failure in Afghanistan. Republican congressional leaders have held hearings on Afghanistan that focus on the Biden administration’s poor handling of the August 2021 withdrawal but largely ignore what is happening to women and girls in the country. One exception to Republican leaders’ inaction on the plight of Afghan women was Congressman Mike McCaul’s chairing of a roundtable on the issue that featured remarks by former Afghan Ambassador Roya Rahmani.4 For its part, the Biden administration recently published a review of the Afghan withdrawal that laid blame on the Trump administration for the Biden administration’s own failures.5 For instance, the Biden administration chose to bind itself to the Trump-era Doha deal made between the United States and the Taliban that called for U.S. troop withdrawal by May 2021. The Biden administration could have delayed a troop withdrawal and negotiated a harder bargain with the Taliban. The administration would better serve American interests by focusing on implementing policies that support women and girls, like conditioning engagement with the Taliban on the reopening of schools and universities to women.

199. “Production Is Deterrence”: Investing in Precision-Guided Weapons to Meet Peer Challengers

Abstract:: This report explores whether the fiscal year (FY) 2024 U.S. defense budget request for key conventional precision-guided munitions (PGMs) aligns with the 2022 National Defense Strategy (NDS) by prioritizing weapons needed for the “pacing challenge” China poses and dealing with the “acute threat” from Russia, while taking risk in lower priority areas. The FY24 presidential budget request builds on the shift that began in FY23 to support the NDS: increasing buys of key long-range and antiship missiles to prepare for a fight in the Pacific, starting to fill the cruise missile defense gap, bolstering production of the land-attack weapons needed in Europe, and test-running multiyear procurement and large lot procurement for key munitions to strengthen the defense industrial base. In the Department of Defense’s (DoD) budgeting process, ships, aircraft, and vehicles tend to be prioritized, leaving missiles and munitions with inadequate funding. Moreover, the Pentagon does not take a holistic approach to procuring key conventional PGMs, making it difficult to assess the joint portfolio. If the United States is going to effectively compete with China and Russia, that needs to change. To deter and—if deterrence fails—defeat China, the DoD needs large stockpiles of standoff missiles, maritime strike weapons, and layered air and missile defenses. The authors conclude that after years of underinvestment, the DoD is buying more long-range and medium-range missiles, which would be essential in a China war fight. While historically the Pentagon has overinvested in bombs and missiles to attack targets on the land and neglected antiship weapons, the FY24 budget saw a notable uptick in air-launched antiship weapons. For the past decade, the DoD has consistently invested in air defenses, but its purchases have focused on expensive ballistic missile defense interceptors, while neglecting cruise missile defenses. The FY24 budget reverses this trend. Additionally, the DoD is investing in PGMs to arm Ukraine and replenish American and allied stores of weapons that are needed to counter Russia. Except for surface-to-air missiles, the weapons for Ukraine are relatively short-range land-attack PGMs that U.S. forces do not need in the Indo-Pacific. A large portion of the funding for these weapons is coming from Ukraine supplemental appropriations, not the base defense budget. Supplemental appropriations are also resourcing significant investments in U.S. production lines, but the DoD has made only moderate progress rebuilding American stockpiles of the PGMs given to Ukraine.

200. U.S.-China Competition and Military AI: How Washington Can Manage Strategic Risks amid Rivalry with Beijing

Abstract:: Two tectonic trends in the international security environment appear to be on a collision course. The first trend is the intensifying geopolitical rivalry between the United States and the People’s Republic of China (PRC or China). The second trend is the rapid development of artificial intelligence (AI) technologies, including for military applications. This report explores how the United States can manage strategic risks—defined as increased risks of armed conflict or the threat of nuclear war—that could be created or exacerbated by military AI in its relationship with China. It begins by providing an overview of China’s views on and policies toward AI. Beijing sees AI playing roles in both its civilian economy and the modernization of its military, the People’s Liberation Army (PLA). At home, Chinese leaders want to leverage AI to boost growth and innovation, address economic and social challenges, and secure the Chinese Communist Party’s (CCP) domestic rule. AI also plays a key role in China’s military ambitions, especially its goal to become a “world-class military” by midcentury, in part through the “intelligentization” of its forces. Intelligentization relies on integrating AI and other emerging technologies into the joint force with the goal of gaining an edge on the United States. China argues that its governance model, including its military-civil fusion policy, gives Beijing a competitive advantage over Washington. Realization of that vision, however, remains uncertain and will require China to overcome external and internal obstacles.
