Military and security scholars have long argued for a trend in military recruitment policy and practice away from conscripted forces based on compulsory service towards professional forces based on voluntary service. Against the backdrop of dramatic societal changes and a new geopolitical order emerging after the end of the Cold War, the republican tradition of forcing young men to serve the nation in arms in exchange for citizenship not only seemed “out of date” (Haltiner 1998); mass armies composed of conscripted soldiers appeared increasingly redundant. Yet, in recent years, several countries in Eastern Europe and the Baltic Sea region have reintroduced compulsory national service systems as a repose to Russian military aggressions. We have also seen an upswing in presumably out-dated republican ideals; with France reintroducing a limited service scheme to improve national integration and cohesion (Gheciu 2020) and Qatar, Kuwait & the UAE all announcing male conscription as a means to foster a collective of productive and patriotic citizens (Barany 2018). These recent developments have led prominent voices to declare a “return” (Braw 2017) or “comeback” (The Economist 2021) of conscription.

2. US-China lessons from Ukraine: Fueling more dangerous Taiwan tensions

The lessons that Washington and Beijing appear to be learning from Russia’s February 2022 invasion of Ukraine, and from Ukraine’s resistance and counteroffensive, could set the stage for a crisis over Taiwan in the next few years. This grim prospect is driven by the United States and China arraying themselves for a strategic rivalry since 2017 through the continuing trade war, economic decoupling, and increasing rhetorical and military positioning for confrontation over Taiwan. In light of the Chinese military’s threatening gestures, belligerent rhetoric, and other recent actions that read like they could be preparation for war, there is a danger that the successive warnings by senior US military commanders that Chinese CCP General Secretary and President Xi Jinping has already decided to use military force in the near term could become the proverbial tail wagging the dog — and could impose a logic that makes a US-China war more likely, rather than enhancing deterrence.1 Therefore, the key question for the United States and its allies is how an increasingly truculent and belligerent Chinese leadership can be incentivized to walk back from the brink. This paper examines what lessons China, the United States, and European allies have drawn from the Ukraine conflict and how such lessons have shaped these actors’ strategic assumptions. It concludes with a discussion of policy recommendations for the transatlantic community confronting the possibility of a US-China conflict over Taiwan.

3. Humanitarian aid: Defining new areas of US-LAC collaboration

Abstract:
The US humanitarian assistance and disaster relief (HADR) system—well practiced and extensively developed—could further serve US and partners’ needs in Latin America and the Caribbean (LAC) and beyond through targeted improvements. Based on our experience as HADR practitioners with operational and academic expertise, we share insights from many years of working with partners in the Americas. The task is urgent: fragile governments and organizations further impacted by COVID-19 and climate change have exposed HADR deficiencies that need to be rapidly strengthened. Redoubling the US’s HADR commitment to allies and partners can also have strategic benefits during a period of renewed competition with the People’s Republic of China. We believe that the United States can strengthen its HADR work globally, and particularly with LAC countries, through partnership and relationship building as well as education and exercises. By deepening its strengths and address- ing room for improvement, the United States can remain the partner of choice for LAC countries and conserve its positional advantage over China and other strategic competitors. How can LAC and partner nations (such as the United States), nongovernmental organizations, and regional and other global organizations strengthen their abilities to respond to natural disasters? What can the United States do to improve its disaster preparedness and response in LAC? And what can Washington learn from Beijing’s approach to disaster assistance in LAC? In crafting this report to address these questions, we drew from a roundtable discussion, verbal and written consultations with subject matter experts, and written material. A full description of the methodology is provided in the appendix. The findings of the report include eight recommendations grouped under two mutually complementary areas: (1) partnership and relationship building, and (2) education and exercises. Not only are these recommendations timely and relevant for HADR practitioners, but taking these steps would strengthen Western hemispheric security by investing in the region’s infrastructure and human capital. As the United States and its LAC partners consider future room for cooperation and collaboration, HADR work will form an indispensable centerpiece of their strategies.

4. An imperative for women’s political leadership: Lessons from Brazil

In politics and positions of power, the lack of equitable representation of women is striking. Women represent 49.7 percent of the world population, yet only twenty-seven countries have a female leader as of February 2023.2 Brazil, which elected its first and only woman president in 2011, has seen slow progress in ensuring greater female participation in politics. Political violence against women, among other factors, is a deterring factor for women’s political participation. Political violence is not a new phenomenon, nor it is exclusive to women. However, evolving analysis has identified differences between political violence generally and political violence against women. The latter is directed at women with the intent of restricting their political participation and active voice, while also generalizing women’s participation as “wrong.” In the Brazilian context, political violence against women is a “physical, psychological, economic, symbolic, or sexual aggression against women, with the purpose of preventing or restricting access to and exercise of public functions and/or inducing them to make decisions contrary to their will.” As such, political violence against women plays an important role in deterring women’s active participation in politics—and even more daunting for black, indigenous, or LGBTQI+ (lesbian, gay, bisexual, transgender, or queer) women. Brazil has a unique opportunity to adjust its legislation and reframe the incentives in the political sphere tackle this issue now, ahead of municipal elections in 2024. Doing so will ensure greater and more equitable political participation, enrich the political debate, strengthen the legislative agenda, and further solidify the country’s democratic ethos, even if other challenges to democracy remain. This report presents solutions Brazil could take to reach this more representative and resilient version of democracy.

Set against the backdrop of Russia’s war on Ukraine, the June 2022 Madrid NATO Summit set the tone for the next decade of the Alliance’s shared future. Allies made it clear that they consider Russia their most immediate and direct threat. Yet they also made headlines by addressing challenges emanating from the People’s Republic of China (PRC). Allies laid out actions to be taken across the diplomatic, economic, and military spheres. Now the Alliance must implement those responses. Beijing will be watching closely.

6. China and the new globalization

The unitary globalized economy no longer exists. Driven in significant part by security considerations, a new and more diverse globalization is both required and being built. The transition is ongoing, and its final form is yet to be determined. Many of the causal factors for this very significant change revolve around China and the consequent responses to its actions by the United States, other democracies of the transatlantic alliance, and the advanced democratic economies of the Indo-Pacific. There are other important factors generating this new globalization including the impact of the Russia-Ukraine war both on energy markets and on trade and investment with Russia generally, as well as the global requirements for mitigating and adapting to climate change. However, China has been a critical element in what might be described as the “maximum trade-centered globalization,” which has dominated trade and investment policy in the three decades since the end of the Cold War. This issue brief describes the still-developing new globalization focusing on the issues surrounding China. A fundamental challenge that China presents arises because its actions have generated significant security and economic challenges, yet it nonetheless is a massive trade and investment partner for the “advanced democratic economies” (ADEs),1 which for purposes of this analysis include the Group of Seven (G7) countries,2 plus Australia, Norway, the Republic of Korea, and the European Union. Adapting to a new globalization requires establishing a strategic approach that resolves the inherent contradictions between those conflicting considerations.

7. Authoritarian kleptocrats are thriving on the West’s failures. Can they be stopped?

Abstract:
A hidden web of power revealed itself to Internet users in early 2022. Following a brutal government crackdown in Kazakhstan in January, anyone using open-source flight-tracking websites could watch kleptocratic elites flee the country on private jets. A little more than a month later, Russia’s invasion of Ukraine brought a new spectacle: social media users were able to track various oligarchs’ superyachts as they jumped from port to port to evade Western sanctions. These feeds captured a national security problem in near real time: In Eurasia and beyond, kleptocratic elites with deep ties to the West were able to move themselves and their assets freely despite a host of speeches by senior officials, sanctions, and structures designed to stop them. Kleptocratic regimes—kleptocracy means “rule by thieves”—have exploited the lax and uneven regulatory environments of the global financial system to hide their ill-gotten gains and interfere in politics abroad, especially in the United States, the United Kingdom, and the European Union. They are aided in this task by a large cast of professional enablers within these jurisdictions. The stronger these forces get, the more they erode the principles of democracy and the rule of law. Furthermore, the international sanctions regime imposed on Russia in response to its invasion of Ukraine has little hope of long-term success if the global financial system itself continues to weaken. The West still has a long way to go to rein in the authoritarian kleptocrats who have thrived on the institutional dysfunction, regulatory failure, and bureaucratic weakness of the transatlantic community for far too long. We need to rethink not just how we combat kleptocracy, but also how we define it. Policy makers need to understand that authoritarian regimes that threaten transatlantic security are closely linked to illicit financial systems. As it stands, our thinking about how foreign corruption spreads is too constrained by stereotypes about kleptocratic goals and actions.

8. US Trade Policy Options for Pacific Islands States Require Washington’s Political Commitment

The Pacific Islands have emerged as a zone of contestation in the ongoing rivalry between China and the United States. While the US has long been the dominant military power in the region, China is raising its profile through activities like port visits, military exercises, and establishing diplomatic and security ties with regional states like Kiribati and the Solomon Islands. In 2018, Chinese leader Xi Jinping visited Papua New Guinea for the Asia Pacific Economic Cooperation (APEC) summit. President Biden was supposed to visit PNG in May 2023, in the first ever visit of a sitting US president to the Pacific Islands, but that trip was scuttled due to the debt ceiling fiasco in Washington. In the economics sphere, the US has attempted to counter China’s Belt and Road Initiative (BRI) together with Japan and Australia through the Blue Dot Network and the Indo-Pacific Infrastructure Trilateral to promote high-quality, transparent, and sustainable infrastructure development. The region contains considerable natural resources, and the US has been working with Pacific Island nations to promote sustainable resource management, in contrast to China’s alleged illegal, unreported, and unregulated fishing in the Pacific. What has been missing, however, is a trade policy component to the US strategy to counterbalance China’s exploration of a free trade agreement with the Pacific Islands Forum (PIF).

9. Sustaining Congressional Engagement with Southeast Asia

As a representative institution whose members can outlast presidential administrations, Congress plays a vital role in sustaining long-term US foreign policy commitments. The perception of long-term commitment is particularly important in Southeast Asia, where most states seek to maximize their strategic autonomy by balancing relations among great powers. Thus, expectations about the future behavior of great powers can significantly affect foreign policy choices. Congress speaks through the exercise of its formal powers but also in more subtle ways. Congressional actions on foreign relations operate along three channels. The first channel is support for policies initiated by the executive branch, e.g., passing appropriations, making requested statutory changes, or, at the very least, not obstructing what an administration seeks to do. The second channel is symbolic support for a relationship, such as meetings with foreign officials or public statements of support. Though these actions are generally nonbinding, they can be a more meaningful gauge of support than the first channel because legislators must seek them out and can define the terms of their engagement—something not always possible when voting on legislation. The third channel is policy advanced independently from the executive branch, such as standalone bills, conditions placed on funding, or rigorous oversight. Each of these tools is available to individual legislators, groups of legislators such as caucuses or committees, or the entire legislative branch acting collectively.

The Biden-Harris Administration’s 2024 Department of the Interior (DOI) budget proposal supports passing the Compact Impact Fairness Act (CIFA). CIFA would restore federal benefits to migrants from three Pacific countries: Palau, the Federated States of Micronesia (FSM), and the Republic of the Marshall Islands (RMI). Support for CIFA is a welcome development for Compacts of Free Association (COFA) migrants and the US states and territories that host them. Yet, the budget proposal’s omission of funding support for host governments and uncertainty on implementation and prioritization for COFA migrants present acute issues that may linger for years ahead.

12. Two Peripheries: The Ukraine War's Effect on North Korea-Russia Relations

Spanning the Eurasian landmass, Russia’s actions in adjacent Ukraine invariably affect the geopolitical state of play on the similarly adjacent Korean Peninsula. Although ties between the Democratic People's Republic of Korea (DPRK) and Russia have been of largely secondary importance for both countries since their veritable rupture in the early- and mid-1990s, Moscow-Pyongyang relations became more mutually beneficial in 2022. Whereas most countries have outright condemned Russia’s invasion of Ukraine or taken up an ambiguous position, the DPRK has been vocal in its support for Russia. From the DPRK perspective, the Kremlin’s post-2022 diplomatic and economic estrangement from much of the world has provided Pyongyang with an opening to leverage ties with Russia to push for an easing of its own diplomatic and economic isolation. Meanwhile, strengthening its DPRK ties allows Russia to undermine US influence on its Asian periphery. In supporting Russia’s full-scale invasion of Ukraine, North Korea appears to be aiming toward obtaining economic benefits from closer ties with Russia, a country whose economy has managed to stay afloat despite heavy Western sanctions. Russia’s full-scale invasion of Ukraine has provided the impetus for Pyongyang’s outreach to Moscow. However, the roots of the current upswing in Moscow-Pyongyang relations go back to the April 2019 summit between Kim Jong Un and Vladimir Putin. Kim received an invitation to meet with Putin in May 2018 yet waited eleven months to meet with the Russian leader, even as Kim regularly met with the leaders of other major players on the Korean Peninsula. Kim may have decided after the February 2019 Hanoi summit yielded few results that strengthening ties with Russia, which was more reluctant than China to support UN sanctions against Pyongyang in 2017, was a more viable option for sanctions relief. Aside from the fact that Russia has demonstrated a clear unwillingness to impose new sanctions against the DPRK, North Korean citizens are reported to still be working in Russia in contravention of UN Resolution 2397. North Korean workers’ earnings are said to have suffered because of Russia’s reduced access to hard currency. Yet, the ruble’s continued resilience may mean that earning currency in Russia is still worthwhile for laborers dispatched at Pyongyang’s behest.

13. United Kingdom Engagement with North Korea

As one of the Allied Powers, The United Kingdom was involved in Post-World War II planning for the Korean peninsula, including the November 1943 Cairo Conference declaration that “… in due course, Korea shall become free and independent.” However, US President Roosevelt’s proposal at the February 1945 Yalta Conference did not establish a formal role for the UK in the trusteeship of Korea. Subsequently, the United States and the Soviet Union agreed to divide the peninsula at the 38th parallel in August 1945, and direct British involvement in the peninsula was limited prior to the Korean War. The United Kingdom’s Korean War contribution to the United Nations Command was second only to the United States, with significant deployments of maritime and air assets in addition to the provision of ground troops. Almost 60,000 British troops saw action, with nearly 5,000 killed, wounded, missing in action, or taken prisoner. Following the armistice, the United Kingdom has continued to send representation to the United Nations Command. The armistice agreement includes an obligation on so-called “Sending States” to respond to renewed hostility. Although there is no automatic UK commitment to send forces, the armistice agreement remains a consideration in engagement with North Korea.

14. From Coy to Cold Shoulder - The European Union and North Korea

The European Union (EU)—then 15 member states prior to its 2004 enlargement to 25—formally established diplomatic relations with Pyongyang in 2001 after a high-level visit to Pyongyang by Göran Persson, Swedish Prime Minister and then President in office of the European Council of Ministers. There, accompanied by EU security affairs chief Javier Solana and EU foreign affairs commissioner Chris Patten, he met with Kim Jong Il. Less than five years before, Commission officials were under orders not to even speak to officials from North Korea, officially the Democratic People's Republic of Korea (DPRK). However, at this meeting, the two parties agreed to establish both Political and Human Rights Dialogues; the latter modeled on the EU’s ongoing Human Rights Dialogue with Beijing. This move by the EU followed pressure from President Kim Dae-Jung in Seoul for allies to normalize relations as part of his ‘Sunshine’ policy. Some of the EU’s peripheral member states had long-standing relations with Pyongyang, in some cases dating back to before they had even joined the EU, with Finland, Sweden, and Denmark establishing relations in 1973, Austria in 1974, and Portugal in 1975. However, only Sweden had chosen to establish an Embassy, with the rest represented from Beijing. At the turn of the century, that pressure from Seoul resulted into most of the remaining dominoes falling in place. Italy and the UK jumped the gun in 2000, with Tony Blair and UK Foreign Minister Robin Cook agreeing to extend diplomatic recognition and establish an embassy en route to the Seoul Asia-Europe Summit.

15. From Close Allies to Distant Comrades: The Ups and Downs of the Vietnam-North Korea Relationship

In 2019, more than five decades after North Korean President Kim Il-sung’s last official trip to Vietnam in 1964, Kim’s grandson, North Korean Chairman Kim Jong-un, visited the country at the invitation of the Communist Party of Vietnam General Secretary Nguyen Phu Trong. In a welcoming speech, Trong described the relationship, “although the road is long, our hearts are close.” Kim responded to Vietnamese hospitality, saying North Korea would “staunchly preserve and forever honor the North Korea-Vietnam friendship from generation to generation.” Vietnam and North Korea are among the world’s last five communist party states, along with China, Laos, and Cuba. As such, it is no surprise that the two leaders emphasized common communist values and a shared history of struggle against US imperialism in their speeches. Still, despite the amicable words extolling the longevity of the traditional friendship, both leaders avoided mention of Vietnam’s conflict with the North Korea-backed Khmer Rouge and subsequent occupation of Cambodia from 1978 to 1989. Vietnam’s war with Cambodia was a facet of intra-communist bloc conflicts that spanned the whole of East Asia. Despite Hanoi and Pyongyang’s shared communist ideology, intra-bloc tensions eroded the friendship between the two nations. What were the reasons behind this dramatic shift in bilateral relations?

16. North Korea-Guyana Relations in the Burnham Era

During the reign of Forbes Burnham (1923-85), the South American republic of Guyana (formerly British Guiana) became one of North Korea’s greatest foreign policy success stories. Pyongyang not only acquired a new trading partner in the Americas but also gained a vocal advocate for its position on Korean unification on the international stage. These close ties grew in large part from Burnham’s admiration for North Korea, where he saw a highly disciplined citizenry united around the Great Leader, willing to work hard and sacrifice for the collective good. Guyana perhaps did more than any other single actor to help North Korea become viewed as an economic model for developing countries. First elected Premier of the colony of British Guiana in 1964, Burnham became Prime Minister upon independence in 1966 and ruled until his death in 1985. A lawyer and trade unionist from the capital’s Afro-Guyanese middle class, his rise to power was backed by the United States, which viewed him as the only realistic alternative to the communists. While Burnham veered to the Left once in power and frequently irritated Washington, he was more or less tolerated because his pro-Soviet opposition would almost certainly fill his absence.

17. A Monumental Relationship: North Korea and Namibia

Visitors to Windhoek, the capital city of Namibia, will quickly learn a remarkable fact that is well-known among the local population—much of the capital’s architectural landscape is designed and constructed by North Korea. In recent years, North Korean nationals have built the official residence of the president of Namibia, the State House; the national cemetery for the fallen heroes of the liberation struggle, the National Heroes’ Acre; the national history museum, the Independence Memorial Museum; the Ministry of Defense headquarters and other buildings. The Namibian government thus uses North Korean aesthetics for some of the most important aspects of its power: the president, the history, and the army. This analysis explores the relationship between Namibia and North Korea by providing historical and political context to the aforementioned buildings. Today, Namibia often has the reputation of a quaint and sometimes sleepy destination, tucked away in the southwestern corner of the African continent. Yet, Namibia was at the center of geopolitical tensions for most of the twentieth century. The complicated decolonization process of Namibia, or “the Namibian question,” as it became known in the corridors of the United Nations (UN), had its roots in the aftermath of three decades of German occupation between 1884 and 1915. German South West Africa, the area that became modern Namibia, was transferred to South Africa as a League of Nations mandate territory and renamed “South West Africa.” South Africa viewed the territory as an unofficial fifth province and introduced brutal apartheid legislation. Internal opposition against the South African regime resulted in the formation of nationalist organizations, of which the South West Africa People’s Organization (SWAPO) became the most prominent.

During much of 2022, the defense and security alliance between the United States of America and the Philippines, anchored on and reinforced by the 1951 Mutual Defense Treaty (MDT, teetered on the brink of collapse. Former Philippine President Rodrigo Duterte brought relations to the brink through attempts to scuttle the Visiting Forces Agreement (VFA). This move would only embolden Chinese challenges to Manila’s territorial integrity and its aspirations to dominate Southeast Asia and the South China Sea. While the Duterte administration recited parochial reasons to terminate the VFA, pundits from the security and diplomatic sectors viewed Duterte’s attempts as a pretext to steer the Philippines towards China under his own brand and definition of an independent foreign policy. During his term, Duterte reiterated that President Xi Jinping and other Chinese officials were his friends. He also publicly declared that the Kalayaan Island Group (KIG), a northeastern section of the Spratly Islands, was already in physical control and possession of Beijing due to the unchallenged presence of its military and maritime militia vessels there. Given these statements, Duterte has constantly received criticism over his defeatist stance towards China.

20. Understanding the Rohingya Crisis

In consideration of their stateless status in Myanmar, prolonged refugeehood in Bangladesh, and their ongoing vulnerable position of the Rohingya, they are known as the world’s most persecuted minority. Despite living in Arakan/Rakhine state for centuries, Myanmar's Citizenship Law in 1982 rendered the Rohingya stateless as it conferred citizenship to 135 ethnic groups excluding the Rohingya. In 1978, Burmese security forces started Operation Nagamin, which produced the first Rohingya influx to Bangladesh (about 250,000). The second influx occurred in 1991-92 (about 200,000). Then, some 360,000 Rohingyas were repatriated to Bangladesh under an agreement brokered by the United Nations High Commissioner for Refugees (UNHCR). Even after the UN agreement, the third influx started in 2012 (125,000), and the fourth in 2016 (87,000). However, the Rohingya crisis reached a critical stage in 2017 when Burmese security forces launched the deadly Clearance Operation campaign as a ‘counter-insurgency’ measure against the Arakan Rohingya Salvation Army (ARSA). The Clearance Operation displaced 740,000 Rohingyas, killed 10,000, raped 1900 girls/women, and completely/partially burned 400 Rohingya villages in Rakhine state. Considering the intense brutality of the campaign, the UN Human Rights Commissioner termed it a “textbook example of ethnic cleansing,” and the US declared it a “genocide.”

North Korea is experiencing yet another cycle of humanitarian distress. While sanctions are not the primary cause, they are a contributing factor. This essay examines the channels through which sanctions affect the North Korean economy and reaches four conclusions: First, sanctions have contributed to a deterioration of economic performance. Second, the UNSC’s 1718 Sanctions Committee should consider a thorough review to identify goods that would warrant blanket humanitarian financial sanctions have raised the risk premium on all financial transactions with North Korea; the sanctioning authorities need to do a better job of clarifying transactions permissible under humanitarian exemptions. Finally, while the global community should reassess its policies, the government of North Korea bears responsibility as well. The benefits of sanctions relief will be diminished if North Korea refuses to engage constructively with the international community on a broader range of issues running from basic humanitarian relief to economic reform.

By the end of 2021, all leading independent NGOs and individual human rights activists had been completely suppressed, and all issues deemed inconvenient for the Kremlin had been removed from the agenda of those still operating. This report focuses on the state of Russian civil society at the outset of Russia’s full-scale military invasion of Ukraine, as well as on how it was affected by the war and what are the prospects for its development in the future. Since Vladimir Putin came to power, Russia has been moving along the path of creating a fully state-controlled civil society in which the political potential of independent civil activism would be completely undermined. To achieve this goal, the Kremlin pro-actively advanced its network of government-organised non-governmental organisations (GONGOs) while simultaneously limiting foreign funding for NGOs. Those who did not abide by the Kremlin’s rules were systematically discriminated against and persecuted under the so-called “foreign agent” laws. Meanwhile, local authorities have stopped all formal and informal interaction with “politicised” civil actors. Russia’s invasion of Ukraine added further impetus to these trends and strengthened the Kremlin’s resolve to root out any sources of potential defiance. The independent professional NGOs that remained were in a deep crisis. Since February 2022, they have switched to survival mode. In all likelihood, they will either be co-opted by the state through a centralised system of financial support or cease to exist in the near future. The niches that they have left – including in the field of human rights advocacy – are being quickly filled by GONGOs. With their colossal resources, wider media access, and connections in the government, GONGOs are able to attract more young people to join their ranks. In many regions, even the scanty of organised independent civic activism that existed before the war was neither there nor likely to re-emerge in the coming years. In Russia, the level of involvement in NGOs has always been low and the population at large indifferent to the problems of civil society. Therefore, one should be wary of inflated expectations when contemplating the future of Russian civil activism. Even if Putin’s regime collapses, one can hardly anticipate a quick transition towards a truly independent and vibrant civil society. The study was conducted on the basis of interviews with representatives of independent NGOs from various regions who, as of February 2022, were based in Russia. The geography of this survey was expanded as much as possible to make the study more reliable and better reflect the content of the processes underway in the country. This analysis also shows that representatives from Moscow, large provincial cities, and the North Caucasus differ significantly in their perception of the current situation with civil society, whereas their visions for the future diverge considerably. A profound lack of communication among them only amplifies the divisions and fragmentations in Russia’s civil society. The situation in the North Caucasus is of particular note. Albeit being severely weakened, local independent NGOs and activists are – in contrast with the rest of Russia – more disapproving of the war unleashed by Russia against Ukraine but more optimistic about the future of their home regions. They pin their hopes on the revival of indigenous languages and cultures with the help of diasporas abroad and the emergence of civil society.

Joe Biden campaigned on a commitment to reverse many of the Trump administration’s strictest anti-immigration policies. Though many of these policies have either been reversed or halted — including the travel ban for people from various countries, the ban on temporary work visas, and the expansion of the public charge rule, among others —some remain in place.[1] One such policy is a public health rule known as Title 42, which allows for the immediate expulsion of migrants at the border in order to control the spread of COVID-19. The rule was set to be lifted in late December, but its suspension was delayed by the Supreme Court owing to public backlash and fears that illegal border crossings would increase significantly.[2] Meanwhile, independent Sen. Kyrsten Sinema and Republican Sen. Thom Tillis have proposed legislation that would both extend Title 42 and provide a pathway to citizenship for two million people who were illegally brought to the United States as children and are now classified as “Dreamers.” The proposal also includes new resources to speed the processing of asylum seekers.[3] As politicians struggle with how to address immigration issues, Americans’ views on immigration have become increasingly polarized, with Republicans becoming significantly more anti-immigrant in their attitudes over the past few years. Republicans have continually attacked the Biden administration’s handling of immigration, claiming that his policies will increase the flow of immigrants over the southern border and calling for U.S. Secretary of Homeland Security Alejandro Mayorkas to resign. These criticisms are expected to increase now that Republicans have regained control of the House of Representatives.[4] Though the Trump-era narrative still resonates among certain portions of the American public, this report reveals that majorities of Americans do not view immigrants as a threat. But people who are more likely to think of immigrants as a threat — including those who most trust conservative media sources and Fox News — they are considerably more anti-immigrant and less supportive of open immigration policies.

In this follow-on report to 2021’s Europe's High-End Military Challenges: The Future of European Capabilities and Missions, the CSIS Europe, Russia, and Eurasia Program and International Security Program examine the other side of the coin of European military effectiveness: the political will of European countries to conduct military missions and operations. The report identifies the endogenous and exogenous factors constraining or increasing political will and maps them onto six country case studies. Four prototypes of political will emerged from the analysis: global partners, international activists, constrained partners, and minimalists. The report then assesses the political will of European allies and partners to conduct fifteen types of military missions and operations worldwide, from peacekeeping to large-scale combat. It concludes with a summary of key findings. First, it finds that internal and external factors—such as strategic culture and alliance dependence, respectively—will continue to constrain European political will in many cases, even after the Russian invasion of Ukraine. Second, European states are more likely to have the political will to engage in military missions at the lower end of the conflict spectrum (such as maritime patrol missions) and less likely at the higher ends of the spectrum, except in cases of significant collective or national defense.

The phrase “rules-based order” has recently become a recurring theme in the Japan-US alliance . This is based on the recognition that the liberal international order (LIO)—which the United States built and maintained, and that Japan has significantly benefited from—is now being challenged. While the war in Ukraine has heightened the sense of crisis over global power dynamics, China has been considered the main threat to the LIO. The United States has identified China as not just a security threat but a “ most consequential strategic competitor and the pacing challenge ,” and Japan has come to view the current international environment from a larger perspective, international order. In fact, Japan has expected to play a leading role in maintaining the LIO as US international engagement weakened under the Trump administration. However, is it possible for Japan, a constrained middle power, to maintain the existing order in the face of a declining hegemon and rising challengers? This raises a classic question in international relations: What will happen to the international order after hegemony; and what can and will Japan, occupying a particular place and role in the international system, be able and willing to do regarding international order?

The recent signing of the United States-Thailand Communique on Strategic Alliance and Partnership and a memorandum of understanding (MOU) focused on promoting supply chain resilience on July 10, 2022, highlight the pertinence of this report and the associated seminar. The topics detailed in this report aligned with many of the pressing issues addressed in the Communique and MOU, including expanding law enforcement cooperation, deepening cybersecurity collaboration, supporting resilient transportation corridors, advancing military modernization, and catalyzing Thailand’s bio-circular-green (BCG) economy. The report also covered topics and key themes from a series of jointly produced public webinars and an Asia Pacific Bulletin series of policy briefs on US-Thai affairs.

34. The Periphery Cannot Hold: Upper Nile since the Signing of the R-ARCSS

Upper Nile is in chaos. A once durable alliance between the national government in Juba and the Padang Dinka in Malakal has given way to a much more uncertain situation, in which the regime of South Sudanese President Salva Kiir sets feuding elites against each other. Disorder has proved an effective tool of rule. In Upper Nile, Kiir's regime has successfully peeled off Eastern Nuer commanders once loyal to Riek Machar's Sudan People's Liberation Army in Opposition (SPLA-IO). Following a brutal dry season campaign against the SPLA-IO waged by these commanders, Machar's opposition suffered an almost total collapse of support in Upper Nile. The rump of the SPLA-IO fighting forces had already split from Machar in 2021, and formed the Kitgwang faction, which hoped to acquire materiel and money in Khartoum to fund a renewed war. However, thanks to a regional realignment that means Sudan and South Sudan are allies, the Kitgwang found no succour in Khartoum, and was easily divided by Kiir's regime. The current fighting in Upper Nile is the fallout from the two parts of the Kitgwang being set against each other by the government. Clashes have displaced more than 10,000 people, and taken on a worryingly ethnic dimension that Kiir's regime will struggle to control.

In Warrap state, home to South Sudanese President Salva Kiir and much of the country's political and military elite, many hoped that the signing of a peace agreement in 2018 would bring an end to the violence that had scarred their country for the previous five years. Instead, in Warrap, violence intensified, and pitted communities against each other in increasingly brutal tit-for-tat attacks that targeted women, children, homes, and the very capacities of communities to sustain life. At the war's end, everything became war. Such clashes are often dismissed as 'inter-communal violence' delinked from the politics of the peace agreement. 'And Everything Became War': Warrap State since the Signing of the R-ARCSS—a report from the Survey’s Human Security Baseline Assessment for Sudan and South Sudan (HSBA) project—demonstrates that the conflict raging in Warrap is instead deeply political, and a consequence of the way that Kiir's regime maintains power by setting feuding elites against each other. In Warrap, the South Sudanese state has suffered an almost total collapse in political legitimacy, and cattle-guards have emerged as the only actors on the ground with genuine community support that can resist the predatory state, even if they are also instrumentalized by it. 'And Everything Became War' is the first in-depth study of conflict dynamics in Warrap state since the beginning of the South Sudanese civil war. Based on extensive fieldwork, the report makes one central conclusion: as South Sudan enters its fourth year of ‘peace’, everything has become war, and the South Sudanese government is the war’s cause rather than the solution.

Abstract:
This study reviews patterns of domestic and international media reporting and the role of disinformation, misinformation, and media bias in the Tigray conflict, which has been raging since November 2020. Since its outbreak, the conflict has evolved through four broad phases. Throughout these phases, the conflict was characterised by egregious violations of international human rights law, international humanitarian law and international refugee law. To analyse the role of the media in the conflict, this study reviewed local and international media, conducted interviews with local and international journalists and analysts, and consulted secondary literature. Patterns of reporting by international and local media exhibited fairly significant levels of divergence in the issues that were selected for reporting and how they were reported during these four phases of the conflict. The study found significant levels of disinformation, misinformation, and biased reporting that clouded accounts of the conflict and encouraged debates over highly contested issues. International media largely disregarded the role that the TPLF played in provoking the federal government to take military action, at times neglecting to mention the TPLF attack on the Ethiopian Northern Command and occasionally even accusing Prime Minister Ahmed Abiy of ordering a wanton attack on Tigray. International journalists either partially or completely ignored the historical context of the conflict. On the other hand, domestic Ethiopian media largely disregarded the violations that were committed by the federal government and were overly focussed on debunking the claims that were made by the TPLF. Overall, the study found a systematic pattern of local media biased towards the narrative of the federal government, whereas the international media were generally biased towards the narrative of the TPLF. As a result, the voice of the people who suffered the brunt of the fighting became the “casualty” of misinformation, disinformation and biased reporting.

37. How Will China Respond to the Russia-Ukraine Crisis?

How will China respond to a potential Russian military escalation against Ukraine? Relations between Russia and China have intensified in recent years, with Vladimir Putin and Xi Jinping holding regular summits and the two countries’ militaries participating in joint exercises and cooperating in some defense industrial efforts. Ties between Moscow and Beijing are now closer than any time since the days of Stalin and Mao, driven by a shared perception that the United States is each country’s primary foreign policy challenge. One top Russian official told media in December 2021 that the relationship now “exceeds an alliance.”[1] Chinese state media, meanwhile, have vocally backed Russia in arguing that the current crisis stems from the US “using NATO as a tool to cannibalize and squeeze Russia’s strategic space.”[2] The 2014 war in Ukraine and annexation of Crimea was an important factor driving Russia and China closer to each other, as Russia sought to reduce post-Crimea international isolation and as Beijing realized it could drive a hard bargain in its bilateral relationship with Russia on issues like energy. China’s response to the 2014 war, however, was generally to avoid taking sides. China accepted a narrative that placed blame on the West for causing the crisis, with top diplomats citing Western “foreign interference for causing the crisis,” but didn’t approve of Russia’s seizure of Crimea or its military actions in the Donbas.[3] China abstained from voting on the key United Nations resolutions regarding Crimea, for example, and it still declines to recognize Crimea as Russian territory. Similarly, it verbally rejected US and European sanctions on Russia though it let Chinese firms, including the country’s big state-owned banks, abide by these sanctions to avoid being cut off from US financial markets and the international banking system. Compared to 2014, however, China may find it more difficult to avoid involvement in an escalating crisis. Leaders in Beijing and around the world will see the US response to any military escalation against Ukraine as sending signals about whether the US could effectively respond to future crises in the Taiwan Strait or East or South China Seas. The success or failure of US efforts to impose meaningful costs on Russia if it escalates will be seen as a test of whether the US could do something similar in Asia. Moreover, after repeated summits between Chinese President Xi Jinping and Russian President Vladimir Putin, including Xi’s description of Putin as his “best friend,” China’s approach to Russia amid a crisis will also be interpreted as sending signals about China’s own capabilities and influence. Because of this, China will not see a new phase of war between Russia and Ukraine as a peripheral issue in its foreign policy, even though China has no core issues at stake in Ukraine itself. China is most likely to be implicated in the crisis by potential Western sanctions on Russia, which in contrast to 2014 will impose substantially more pressure on Beijing to take sides. China’s decision either to adhere to new Western sanctions or to help Russia avoid them will shape escalation pathways and determine the magnitude of economic and political isolation that sanctions impose.

This study investigates the impact of Chinese economic engagement in Africa (FDI and loans from China to African countries) on African countries’ international political alignment as evidenced by voting patterns in the UN General Assembly. We find three seasons of Chinese policy in Africa. Pre 2008, Chinese economic engagement in Africa was driven primarily by economic considerations, market seeking for FDI and likely resource seeking for loans. During the Great Recession, China came to terms with its rise as an economic power and thus started leveraging its economic power in international relationships. During this season, both Chinese FDI and loans were no longer driven by economic considerations but rather by international relations which led to increased political alignment with recipient African countries. The final season captured the Xi Jinping era beginning 2013. During this season, Chinese FDI had no effect on African countries’ foreign policy alignment with China, but Chinese loans still had a significant positive effect. This likely reflects a movement away from FDI to less transparent bilateral loans as a means of utilizing Chinese economic power to influence foreign policy. During the entire period of the study, Chinese FDI to Africa resulted in reduced political alignment between African countries and the United States.

Russian war aims have contracted from conquering Ukraine to simply expanding the territory of the statelets it supposedly went to war to protect. By contrast, Ukraine’s war aims have grown from survival to the recovery of all territory lost to Russia since 2014. These uncompromising objectives lock Russia and Ukraine into a war of attrition with little hope of a negotiated settlement. The ongoing battle in Donbas could provide Russia with some tactical successes and a propaganda victory but probably not a strategic one. In fact, further losses could weaken the Russian army to the point that it enables later Ukrainian counterattacks or even causes the Russian army to fracture. Leaders in Moscow may find that a depleted army leaves them few options for victory and that even their superiority in nuclear weapons may not be as useful as supposed.

When compared to Western forms of diplomatic conversation and strategic discussion, phrases emanating from Beijing and the Chinese Communist Party (CCP) can appear peculiar, platitudinous, and so ambiguous as to be devoid of practical content. China’s paramount leader Xi Jinping speaks frequently about a ‘community of shared future,’ a ‘common destiny for mankind’ as part of his ‘China dream,’ or of his country’s ‘rejuvenation.’ He promises to pursue and achieve a ‘new type of great-power relations’ with the United States that will ‘expand the converging interests of all and build a big global family of harmony and cooperation.’ Yielding to the temptation to dismiss these phrases as glib and meaningless or as empty promises to the world would be a serious mistake. Emerging as the victorious side after the world was reshaped in the aftermath of the Second World War, and, more recently, the formal end of the Cold War, the United States and its allies have generally enjoyed dominance in all forms of power. The challenge and threat of China is largely understood in the context of its increase in material power, which is relatively easy to understand and quantify. In contrast, far less attention is being paid to non-material power, which is, admittedly, more nebulous and difficult to assess. However, China’s focus has been on relentlessly building its ‘comprehensive national power’ (CNP), that is, the sum-total of its powers and strengths—economic, military affair, science and technology, education, and resource—and influence. Thus, CNP encompasses both material and non-material power, and China’s buildup of both of these forms of power best explains its strategic and diplomatic successes. Chinese ‘rejuvenation’ is also not just about building GDP or having the world’s largest naval fleet. Rather, the CCP’s vision of a ‘community of shared future for mankind’ is very much about displacing the dominance enjoyed by the US and other advanced democracies in shaping global discourse and conversations, norms and standards, and influence within and through institutions. The advanced democracies have taken these less obvious forms of power for granted, a complacency that Beijing has exploited. As the CCP recognizes, “In the final analysis, the rise of a great power is a cultural phenomenon. It (that power) must be accepted by the international community. Be accommodated by the international system, rely on the international system, and be recognised by international norms.” To be sure, there is a rich and growing literature on the CCP’s various information, influence, and institutional resources and activities, and this report does not seek to reproduce the excellent work already in the public domain. Rather, it begins from the uncomfortable but growing realization that the CCP believes it has long been at war with the US and its allies, even though kinetic force has been used in only a few instances. It looks at why this war is being waged, what the hallmarks of success for Beijing look like, and how the use of non-material strategies in the form of political and institutional warfare complements and augments China’s better known material approaches in the CCP’s determined attempts to win this ongoing war or struggle. The report seeks to emphasize that, in understanding the challenge and threat of China, political and institutional warfare should not be treated as optional or interesting adjuncts to traditional notions of warfare or that their effects are peripheral to core strategic and even military objectives. On the contrary, non-material approaches are essential to the Chinese strategy and have real-world outcomes that are often the same ones that the use of force or economic coercion is intended to achieve. Just as the CCP views comprehensive power as encompassing material and non-material elements, its notion of waging and winning a war may or may not include a military element. We need to do the same when countering, deterring, and, if necessary, defeating Chinese strategies and actions. Moreover, the CCP’s approach is not just about putting its views forward in overt or veiled ways in the hope that it will change our minds about various issues. Instead, Beijing’s strategy is much more proactive and profound than that. The CCP’s political and institutional approaches are about fundamentally changing and shaping even the way we begin to think about or analyze an issue or what we perceive to be its ‘first principles.’ It is designed to shape the way we talk (or do not talk) about an issue, the presumptive and analytical frameworks we employ to do so, and the discourse regarding it that is accepted and deemed acceptable. At first glance, such a deeply cognitive approach might seem fanciful and impossible to implement. However, this report offers two recent case studies of instances where the CCP enjoyed considerable success in melding the material and the cognitive—with tangible and real-world results. This report then offers a summary of the real-world strategic effects and their impacts on the tactical decision-making of countries and their elites that should concern those in charge of our political, economic, military, and diplomatic policies and activities. In conclusion, it suggests some general responses to the CCP’s strategy, approach, and actions in these contexts.

Material power is relatively easy to understand and quantify. Much less attention is given to nonmaterial power, which is admittedly more nebulous and difficult to assess. French President Emmanuel Macron’s assertion three years ago that the transatlantic alliance was “braindead” rings as utterly misguided today.1 The resurgence of war in Europe has reinforced NATO’s raison d’être and forced Europeans to face the fact that there is no realistic alternative to transatlantic cooperation. Further, more European policy leaders recognize China’s increasing threat,2 which bolsters the case for Western “friend shoring” on defense and other issues. This process will require leadership on both sides of the Atlantic. France, the largest military power in the European Union and the second-largest EU economy, is more reluctant to embrace Atlanticism than most of its NATO counterparts. This hesitance risks limiting the success and scope of efforts to reinforce transatlantic cooperation. Nonetheless, in the evolving geopolitical context, France’s best shot at preserving its interests and influence would be through embracing Atlanticism and helping lead the reinforcement of transatlantic cooperation in the realm of defense and beyond. American policymakers should encourage and extend a hand to their oldest ally to embrace such a shift.

The series addresses a range of questions: How do changes in the region over the last decade affect the new administration’s approach to these issues? How should the administration best prepare for the “new normal” of protests in the region? What are the policy tools at America’s disposal, and how might they be improved upon? What does public opinion research tell us about what the region’s publics want in their countries—and from the United States? And where might enhanced U.S.-EU coordination play a constructive role? In the fourth essay in the series—covering public opinion on democracy and human rights in Arab states—Catherine Cleveland and David Pollock note a cooling toward democratic institutions, a trend undoubtedly driven by failures in Tunisia, Lebanon, and Iraq. They discuss corresponding distrust in legislative bodies and high frustration with corrupt governance. Islamist leaders, they observe, come in for increasingly sharp critique. All in all, the findings emphasize a strong public demand for better governance outcomes and, in turn, the benefits as well as limits of U.S. democracy and human rights promotion in the region.

51. Youth political participation in post-2011 Tunisia: Exploring the impact of the youth quota system through the prism of local municipal councillors

Introduced as way to induct youth into institutional politics, Tunisia modified its electoral code in 2014 to include a youth quota, with a mandatory representation of youth on electoral lists for local elections. In April-May 2018, Tunisia held elections for local councils, representing the first mandatory iteration of these youth quotas in practice. The mandatory character of the quotas has theoretically meant that a greater number of young people ran during these elections and are today participating in institutional politics at the local level. What has been the impact of these youth quotas in stimulating youth meaningful participation in the political process? To answer this question, the Arab Reform Initiative conducted in-depth qualitative interviews with ten young local councillors at the municipalities of Kasserine, Foussana, Medjez El Beb, Kairouan, Hajeb Laayoun,e and Chebika. The research sought to understand what distinguished these young councillors from the rest of their age cohort, and in particular to understand what factors led them to become active in the political realm. The research also sought to explore the impact of political socialization on them, as well as their own values and understandings of politics. Finally, the research explored the difficulties they have encountered or are still encountering as young councillors working in public institutions that are new to them. The research has found that primary and secondary socialization are behind youth’s political participation. Young councillors entered politics with the “help” of their primary socialization (family) and secondary socialization (civil society, volunteering, etc.); nonetheless, all of the councillors we met were solicited by older people in their environment (family, friends, professors) looking for young people to add to their list. In other words, none had initiated their own electoral bids, and only a couple were thinking of running for the elections before being solicited. The research has also found that for these young councillors, age difference and gender are perceived as sources of tension. Age difference among the councillors, as well as with the mayor, are perceived as having a negative impact on the youth’s work at the council. This age difference can also take the shape of an experience gap that plays to the detriment of young councillors, as many of the older councillors held the same positions during the Ben Ali era. Likewise, gender intersects negatively with age for young women councillors. Most women councillors noticed that older male councillors adopt certain attitudes to belittle them during the meetings. Moreover, they state that men tend to take advantage of women’s temporal and spatial limitations (their inability to stay out late at night or sit in men’s cafés, for instance) to take decisions in their absence. Yet, alliances based on age are difficult to create, and the only alliance formed was between three young women in Chebika. Despite the difficulties they encounter because of their age and gender, most councillors are gaining experience and self-confidence, leading them to consider running for re-election. Learning, understanding, and ultimately seeing one’s impact in the local environment have been raised as the most motivational aspects of being a councillor. Nonetheless, youth councillors still harbor distinct ideas regarding electoral politics: all of the councillors reject political parties, even those who ran under party banners. They see the “country’s interest” as their main political compass, yet some consider their mandate to be to fight against their region’s historical marginalization. Currently none of the councillors interviewed is affiliated to a political party, and most expressed clear rejection of parties. They perceive them as inefficient and detrimental to the “country’s interest” which held a central place in the councillor’s evaluation of the political landscape. Political parties were mainly depicted as going against the “nation’s interest,” a notion that transcended political affiliations, ideologies, or social class. The youth quota system thus appears to be efficient in inducting youth into institutional politics to the point where most of the councillors we met are considering renewing and deepening (as in running for legislative elections, for instance) their participation in the political landscape. However, the youth quota reaches a limit given the lack of diversity of the youth whose entrance it permitted. The quota opens the way to the most educated portions of youth, that is university graduates, but does not reach young people who left school early. Moreover, these young people have been for the most part socialized into politics through their family or through affiliations such as student unions and local NGOs. Given this, the youth quota – still in its nascent stage – has only a limited impact as it exclusively reaches young people who have predisposition for entering the political realm in the first place.

With the annual anniversary of Tunisia’s 2011 Revolution approaching, this study aims to better understand the views of Tunisian youth on politics and the country’s democratic transition, as well as their ambitions and priorities for themselves. In order to understand Tunisian youth today, one must distinguish between two different generations: the generation that led or actively engaged in the revolution (Millennials between 26 and 35 years old), and the generation that only became of age after the start of the political transition (Gen Z, “zoomers,” between 18 and 26 years old). As such, we believe that these two groups of youth show generational differences in terms of their perceptions and interests in politics. To understand generational differences among the youth, 12 focus groups were organized by the Arab Reform Initiative (ARI) across six different municipalities in Tunisia. For Medjez el Bab, Kasserine and Foussana, ARI partnered with the Humetna Association and collaborated with “We Start for Kairouan”, “Hajeb El Ayoun” and “Shabikah”. Youths from each cohort would gather every time to answer questions about what they remember from the pre-2011 and post-2011 periods, about their values and expectations, as well as their priorities and how they assess the services provided by the State. Key findings showed that the sense of belonging to a single generation does not apply to everyone. Millennial respondents seem to identify to a generational group separate from Gen Z, whereas the latter recognizes little to no differences. The differences highlighted by millennials concern lifestyle, spoken language, cultural references, and even the relationship with new technologies. Nonetheless, both groups agree that these differences are far more pronounced among their parents and elders, more so in socio-economic and geographic factors, than age or generational differences. In parallel, the study revealed generational differences with the past. While the two groups share their overall negative assessment of the political situation in the country, Gen Z respondents showed some gaps in their memory of pre-2011 Tunisia and the 2011 events. They also associated the Ben Ali era with more positive aspects than what is present today (calm, security, prosperity). In contrast, millennials had more layered perceptions of the past. Generational differences in terms of social and employment prospects were also detected in the research. Generally, millennials have a bleaker outlook than Gen Z, which is less inclined to leave the country if the opportunity presents itself. However, generational differences are less visible vis-à-vis current politics. Both groups see the role of political parties and leaders in a negative light, with the exception of some atypical figures, namely Kais Saied. For most millennials and zoomers, democracy remains vague, without real impact on their daily lives or foundation in Tunisian academic programs. The main values mentioned are respect, ethics, justice, and equality among all citizens.

To better understand the composition of Americans’ core friendship networks, PRRI designed a study to assess the scope and diversity of Americans’ social relationships. The method of measuring Americans’ core social networks was modeled after the General Social Survey and follows up on a study PRRI conducted in 2013. Respondents were asked to name people with whom they “discussed important matters” in the previous six months, regardless of the nature of the relationship or the frequency of interaction. This approach is designed to measure the ways in which individuals’ choices and attitudes are influenced by their family and close friends.[1]

In a survey conducted June 24-26, 2022, after the Dobbs decision was announced, 65% of Americans say abortion should be legal in most or all cases, including 33% who say it should be legal in all cases and 32% who say it should be legal in most cases. One-third of Americans (33%) say abortion should be illegal in most or all cases, including 25% who say it should be illegal in most cases and 8% who say it should be illegal in all cases. PRRI has tracked opinion on this question since 2010, when 55% of Americans said abortion should be legal in most or all cases and 42% said it should be illegal in most or all cases. Much of the change has been in the “all cases” responses: support for legal abortion in all cases has slowly ticked up, from a low of 18% in 2010 and 2011 to the current 33%. Most recently, in March 2022, 28% said abortion should be legal in all cases. Conversely, the proportion of Americans who say abortion should be illegal in all cases has slowly declined, from 15% in 2010, and a high of 19% in 2014, to its current level of 8% (unchanged from 9% in March 2022). Republicans are least likely to say abortion should be legal in most or all cases (35%), but vast majorities of independents (69%) and Democrats (88%) say it should remain legal. Republicans have stayed consistent since 2010 (when 35% said it should be legal in most or all cases), and independents have moved only slightly (from 64% in 2010). Democrats have become considerably more supportive of abortion legality, however, with 71% saying it should be legal in most or all cases in 2010, compared with nearly nine in ten in mid-2022.

What drives Russia’s foreign policy in Vladimir Putin’s times? Why did the Kremlin decide to annex Crimea, occupy South Ossetia, intervene in Syria, or give its blessing to Nord Stream II? When explaining Russia’s foreign policy, the consolidation of Putin’s autocratic tendencies and his apparent stability despite many economic and political challenges have contributed – at least in the West – to an excessive “Putin-centrism” and the relative neglect of other agents of domestic politics. As a result of the 40-day war between Armenia and Azerbaijan, Azerbaijan established control over certain areas of the former Nagorno-Karabakh Autonomous Region and seven adjacent districts. In particular, after this war, the jurisdiction of Azerbaijan fully extends to the districts of Jabrail, Fizuli, Zangilan, Qubadli, Aghdam, and Kalbajar, while control over the Lachin district is only partial, excluding the highway connecting Armenia and Nagorno-Karabakh, the so called Lachin corridor. Azerbaijan also controls most of the Hadrut and Shusha districts, and a small part of the Martuni and Askeran districts. According to the ceasefire agreement between Armenia and Azerbaijan, Azerbaijani cargo will be able to enter Nakhchivan through the Armenian territory, while Armenia will be supplied from Russia via Azerbaijan. After the end of hostilities between the parties, the processes in the region continue to develop dynamically. Tensions have been mounting along the Armenian-Azerbaijani state border since May 2021, in particular in the vicinity of the Black Lake. In the following publication, we review the new political status-quo in the region and the Azerbaijani initiatives in the territory of Nagorno-Karabakh.

66. On the New National Security Strategy of the Russian Federation

On June 2, 2021, the new National Security Strategy of the Russian Federation was approved. It is a guiding document for Russia's security policy planning process; however, as a public document, it also has a significant political implication as it is saturated with political messages reflecting Russia's position on various important issues. Russia's new National Security Strategy is the fifth such document. The first document, which was approved as early as in 1997 by then President of Russia, B. Yeltsin, was called the Concept of National Security. At the beginning of 2000, the decree on the amendments to this document was signed by V. Putin who, at the time, was only the acting president of the Russian Federation. Afterwards, at a meeting of the Russian State Council in September 2008, then President, D. Medvedev, declared the need to develop a new strategy. It should be noted that this session was officially dedicated to the "conflict in South Ossetia." As a result, the National Security Strategy of the Russian Federation, which was supposed to be active up until 2020, was approved in May 2009; however, this strategy did not last as far as 2020 - in late 2015, it was replaced by a new national security strategy developed by Russia after the annexation of Crimea and the armed aggression in eastern Ukraine. These events created a whole new reality which also strained relations between Russia and the West, eventually reflected in the strict tone towards the West in the 2015 National Security Strategy. As for the National Security Strategy, it was developed in accordance with the requirements of the Federal Law on Strategic Planning in the Russian Federation adopted in 2014. According to this law, the National Security Strategy of the Russian Federation must be adjusted every six years. A new National Security Strategy was developed and approved on July 2, 2021, precisely in line with the requirement of this six-year period of the law.

September 20 will mark exactly eight months since Joseph Biden took over the presidency of the United States. The purpose of our review is to assess the activities of his administration in the international political arena, which obviously cannot be understood in isolation from the ongoing processes within the country and the decisions made in domestic politics. When assessing the steps taken by President Biden and his administration in international relations, we must first look at the legacy he inherited from the previous president and his administration. This will be one of the primary elements based upon which we will assess the performance of the 46th President of the United States and his administration. To put it very modestly, the situation that Joseph Biden faced inside the country and abroad after Donald Trump was really not simple: A polarized society within the United States and a complicated relationship with international partners. Naturally, all this was further complicated by the very difficult epidemiological state in the country precipitated by the pandemic, and the significantly deteriorating socio-economic situation. Clearly, the citizens of the United States expected the Joseph Biden administration, first and foremost, to deal quickly and effectively with the major domestic challenges. Tensions reached a peak in American society after radical and extremist groups penetrated the Capitol on January 6. As a result, Joseph Biden's main message and first steps were aimed at calming and uniting society within the country. Of course, it would not be right to discuss these dramatic processes only in a domestic context. The tensions within the country have been closely monitored by both US partners, including Georgia, as well as its rivals and enemies. We cannot really say that Joe Biden was able to heal the American public during these 8 months, as he promised in his inaugural speech, but the situation has calmed down somewhat, and the processes have indeed shifted towards a quieter and more professional course.

The Ethiopian governing regime has defined poverty as the biggest threat to its survival since its inception, and has thus established a top-down developmental state model to drive economic growth that would legitimise its existence. While this model has sustained high GDP growth rates, Ethiopia faces a challenge translating such growth into improved livelihoods. The private sector is weakly developed, and job creation in Ethiopia’s urban centres has not kept pace with population growth or rural-urban migration. Employment in the informal economy has been key to an increasing number of individuals’ livelihoods, yet persistent poverty, inequality and marginalisation is also deepening grievances. The ethnically defined federalist system has created potentially powerful ethnic nationalist constituencies and aligned other previously cross-cutting political cleavages with existing ethnic divides, which result in potentially strong centrifugal forces. The Ethiopian state’s clientelistic approaches to political mobilisation and its claim to legitimacy based on economic growth have equally lost purchase in the face of persistent poverty and marginalisation. With political debate extending beyond previously formalised channels, ethnically based networks are gaining significance. While career perspectives in the formal sector have long been intertwined with the ethnically based political system, such dynamics are becoming increasingly pronounced in the informal sector. The demarcation of boundaries between ethnic groups is becoming more important in the informal sector. While this may help ethnic groupings secure their livelihoods by securing control over various economic sectors and locations, it has reduced inter-group cooperation by eroding cross-cutting social capital and has connected economic grievances with ethnic fault lines. As a result, political tensions between ethnic nationalist groupings increasingly engage substantial urban constituencies, allowing tensions to spill over and exacerbate the broader political strains across the country.

This report explores SME growth and resilience in the fragile Somali context during the COVID-19 pandemic, including its relation to wider political-economic developments. The pandemic has demonstrated how Somali businesses have continued to be resilient and at times even thrive during crisis, but it has also exposed the sizeable vulnerability associated with the Somali territories’ trade, import dependence and financing system. The global COVID-19 pandemic has disrupted the supply and trans-shipment of goods. This has created shortages and price fluctuations for Somalia’s import-based economy and hampered the country’s payment system. It has also reduced remittances, buying power, access to finance and tax revenues. Shifts in funding streams have realigned political financing patterns and created price instability as political actors seek new ventures through which to move funds. Although the economic shock brought about by COVID-19 has not structurally changed the Somali political economy, it has exacerbated existing patterns of inequality. The contribution of the private sector to the COVID-19 response has likely supported a range of livelihoods throughout the Somali territories, yet the preferential access to governance and strong competitive position that allowed this also highlights a worrying level of inequality and market concentration, and raises questions regarding government legitimacy. It seems likely that the COVID-induced economic crisis has therefore reinforced rather than destabilised those dynamics that prevent small businesses from competing on an equal footing and fragile situations from developing and stabilising.

Japan will welcome the Biden administration with relief in the wake of what was perceived as Trump’s bombast, threats, and unpredictability – but it will be mixed with apprehension (fair or not) that Biden’s presidency will follow the Obama administration’s perceived weakness, or even accommodation, toward China. It’s a crude simplification, but Japan’s ruling Liberal Democratic Party’s relationship with U.S. political parties is roughly that they share preferences but not perceptions with Democrats, and share perceptions but not preferences with Republicans. In practical terms, this means that Japanese decision makers favor alliances and multilateral approaches over unilateralism and brinksmanship, but are more suspicious of China’s intentions and behavior than they believe Democrats to be. Put more indelicately, the LDP prefers working with Republicans rather than Democrats. This is combined with a traditional perception that Democrats undervalue Japan as a partner. Taken as a whole, this means that the incoming administration may have to do more to convince Japan that its priorities are being taken seriously – but will find in Japan an essential partner for advancing U.S. goals in the Indo-Pacific.

72. Increasing Support for U.S.‐Japan Alliance in Okinawa is Not a Pipedream

The ongoing political impasse between Japan’s central government in Tokyo and the Okinawa prefectural government over U.S. military basing threatens the long-term stability of the U.S.-Japan Alliance. In spite of the friction between the central government and the prefecture, and the much decried “burden” of U.S. bases on Okinawa there is relatively little deep-seeded resentment among the Okinawan people toward the U.S. military presence or the U.S.-Japan Alliance as a whole, especially among those born after the reversion of Okinawa to Japanese sovereignty in 1972. Surveys also show that Okinawans desire more dialogue with U.S. service members based in Okinawa. But a fraught Okinawan history with mainland Japan and economic marginalization have so far undermined the strong potential for good-faith dialogue that could break the impasse. The relocation of U.S. military bases is essential to the U.S. and Japanese governments’ security policy vis-à-vis emerging threats in the region. Both governments realized in the 1990s that Okinawa could not remain a key power projection node in the Western Pacific if the bases remained a flashpoint of political controversy due to their proximity to densely populated communities. This potentially volatile situation was brought under intense scrutiny with the 1995 rape committed by three U.S. service members against an Okinawan junior high school student and the resulting agreement to close the Marine Corps Air Station at Futenma. Moreover, the construction of the Futenma Replacement Facility also factors into subsequent U.S. Pacific maritime realignment strategy. Further delays could leave Japan less secure and impair U.S. attempts to counter growing Chinese assertiveness in the East and South China Seas.

Abstract:
This report compiles essays from several leading experts who participated in the seminar series. We asked them to reflect on one or more key themes and offer recommendations for research and/or policy initiatives that could help current and future leaders address mass atrocities. The collection of essays reflects the breadth and diversity of issues that are likely to affect mass atrocities and their prevention over the next decade. Reflecting on changes in the distribution of political power and weakening anti-atrocity norms, Scott Straus identifies four significant challenges for the atrocity prevention agenda. Dara Kay Cohen highlights an often-neglected factor--sex and gender inequalities-- and argues that it is likely to worsen over the next decade in ways that will exacerbate risks of mass atrocities. Roudabeh Kishi discusses how monitoring and early warning initiatives must adapt to changes in the information environment and the changing nature of atrocities. Dismas Nkunda focuses on how COVID-19 has affected civil society efforts to address mass atrocities. Finally, Jennifer Welsh discusses war crimes, “extreme atrocity,” and political barriers to effective prevention—three key issues for the prevention of mass atrocities over the coming decade.

However, political advertising may be subject to reasonable limitations through regulations imposed by domestic law, including who can run political advertisements, when and where they may run advertisements, restrictions on advertising expenditure levels, and reporting and disclosure requirements to ensure transparency, accountability, and a level playing field. Increasingly, election contestants and noncontestants are using social media platforms to advertise political ideas.

Over the past seventy-five years, the United States and its allies have constructed and defended a rules-based international system that has provided unprecedented levels of peace, prosperity, and freedom. In recent years, the system has come under increasing strain, as a new era of great power competition has emerged. Despite hopes that China would become a “responsible stakeholder” in a rules-based system, Beijing has grown increasingly assertive, especially under President Xi Jinping. Beijing’s more confrontational path poses a significant challenge to a rules-based system. The challenge presented by China is particularly acute in the context of Hong Kong, where the Chinese Communist Party (CCP) has brashly violated an international treaty and curtailed democratic institutions and human rights. As the world enters an era of strategic competition with China, Beijing’s actions in Hong Kong should be a priority for policymakers in the United States and allied countries. This report addresses the importance of Hong Kong within the context of China’s broader challenge to the rules-based system and offers recommendations for how the United States and its allies can prevent a further erosion of democracy in Hong Kong and, over time, seek to restore it. It suggests that the United States and its allies still have available a range of pragmatic policy tools that can can be used to exert pressure and impose meaningful costs on Beijing. These should be implemented as part of a broader, comprehensive strategy to prevent China from undermining the rules-based system in the security, economic, and governance domains. On June 30, 2020, the CCP imposed a sweeping new National Security Law on Hong Kong, effectively giving Beijing direct control over the autonomous territory. Since then, China has acted to erode Hong Kong’s liberal traditions, in violation of Beijing’s treaty commitments under the Sino-British Joint Declaration. The National Security Law has for all practical purposes outlawed democratic activism, organizing, and speech. Over the past year, Beijing has cracked down on Hong Kong’s democratic institutions and thrown the pro-democracy movement into disarray. Beijing’s crackdown in Hong Kong is aimed at achieving several objectives. First, China’s leaders seek to maintain the legitimacy of the CCP in the face of a pro-democracy movement that it fears could spread to the mainland. Second, they seek to advance the unification of China by harmonizing the cultural, social, and economic aspects of life across the country, including Hong Kong. Third, the CCP aims to achieve a comprehensive modernization of China, while retaining the Party’s leadership, including by reaping economic benefits from the Greater Bay Area Integration Plan. Finally, China’s crackdown is aimed at stemming the advance of a liberal, democratic world order by pushing back on democratic norms that it views as antithetical to the Party and a danger to its efforts to modernize China on its own terms.

The United States faces a challenge like no other in its history: a strategic competition with a highly capable and increasingly resourceful opponent whose worldview and economic and political models are at odds with the interests and values of the world’s democratic states. A rising China poses a fundamental challenge to the economic vitality and national security of the United States and its allies and the currency of liberal democratic values around the world. Technology—a key enabler for economic, political, and military power—is front and center in this competition. Technological leadership—how a country invents, innovates, and deploys technologies to compete economically and to secure its interests—will shape the coming years to a remarkable degree. The United States has maintained such leadership for decades. Today, that leadership is at risk. The United States is failing to rise to the occasion—its policies inadequate and disconnected and its response reactive and disjointed. The country needs a new approach to regain the initiative. The stakes are high and the window for action is closing. The U.S. government must craft a national technology strategy for an era of sustained competition with a highly capable contender: a comprehensive framework to plan, execute, and update its technology policies. The strategy is a whole-of-nation approach—including human capital, infrastructure, investments, tax and regulatory policies, and institutional and bureaucratic processes—to preserve its current advantages and to create new ones. To be effective, creating and executing the strategy must involve stakeholders from federal and state governments, private industry, academia, and civil society. The overarching goal is to maintain the United States’ standing as the world’s premier technology power so that it can empower its citizens, compete economically, and secure its national interests without having to compromise its values or sovereignty. The purpose of this report is to provide the intellectual framing for what a national technology strategy is and why the United States needs one. It does not offer a list of prioritized technology areas. Rather, it provides guidelines for how to think about such prioritization and what qualities should inform the resulting policy decisions.

Authoritarianism has become a major buzzword of global politics today. But the public debate has often focused on headline-catching cases of democratic decline. In the European Union (EU), Hungary and Poland, have tended to dominate discussion and critique with the implication that a modern-day ‘containment’ strategy might suffice to withstand the authoritarian advance. This brings dangers for how we think about politics in Central, Eastern and South-Eastern Europe (CESEE), involving a problematic reading of the region as a source of threat to democracy, rather than a theatre for its renewal. This new LSE IDEAS report, Authoritarian protectionism in Central, Eastern and South-Eastern Europe: diversity, commonality and resistance, seeks to provide a wider regional contextualisation through the examination of Hungary and Poland in tandem with four other case studies in the region: Bulgaria, Czech Republic, Romania and Slovakia. The paper argues that the recent histories of these states provide a vantage point for reflection on the broader tendencies driving democratic decay globally. As the populaces of these states have shown tremendous civic energy in their willingness to resist authoritarianism, often in very large numbers, these case studies also point to the need to re-frame how this topic is discussed in the European public sphere. They suggest we should highlight how events in the region may be a harbinger of new opportunities for democratic advance. The snapshot comparative analysis of these states is undertaken through the frame of what the author, Dr Luke Cooper, calls authoritarian protectionism. This emphasises the importance of a politics of ethnonational partisanship to the contemporary challenge to democracy. In the cases examined in the report, authoritarian protectionism draws particular attention to the coherence that exists amongst such actors– despite the fact the examples are drawn from the left, centre and right of the political spectrum.

In an increasingly complex region, Jordan, for decades an oasis of stability, has carved for itself a moderating and stabilizing role in a region that is often viewed as immoderate and unstable [1]. Jordan’s strategy lays with maintaining a leading and peace-making role that has enabled it to limit instability. The Middle East is not getting any simpler. In a region with a complicated history, and distinctive ideologies and sects, geopolitical shifts are inevitable, and predicting the future could be an unattainable goal. Nevertheless, accuracy in reading current geopolitical changes and key trends along with their implications will, and should, help Jordan mitigate risks, maintain stability, and preserve its regional role. The Center for Strategic Studies (CSS) at the University of Jordan, presents potential scenarios to anticipate the future of Jordan and the region, in an attempt to understand the geostrategic and political changes that have occurred or are expected to take place and their impact on Jordan in the years to come. This study, titled “Jordan’s Path in 2021: Trends and Scenarios” aims to reveal the underlying significance and future implications of major emerging internal and regional key trends. It ought to provide correct predictions for shifts in geopolitical power balance, which will help policymakers make informed and knowledgeable decisions. CSS is delighted to share the results of the January survey carried out in 2021 and wishes to thank the 174 experts who participated in it. The results include the experts’ assessment of key trends in Jordan, as well as key trends related to other countries, such as the GCC, Turkey, Israel, Iran, and Egypt. It will be interesting to monitor how the trends play out over the next few months and to assess its precautions on Jordan.

Abstract:
Russian opposition leader Alexei Navalny has been sentenced to three and a half years in prison after he returned to Russia from Germany, where he was being treated for exposure to a nerve agent in August 2020. An investigation into the poisoning, conducted with the help of Navalny, has implicated Russia’s Federal Security Service (FSB). Following Navalny’s arrest and the release of a separate investigation into Russian President Vladimir Putin’s wealth conducted by Navalny, tens of thousands of protesters have taken to the streets across the country to march in support for the jailed Navalny. They were met by a heavy show of force from Russian riot police that included batons, shields, and thousands of arrests. This repressive response prompted US Secretary of State Antony Blinken to condemn “the persistent use of harsh tactics against peaceful protesters and journalists.” Navalny has inspired popular protests and gathered a large international following. But recent surveys by the Levada Analytical Center, including one in partnership with the Chicago Council on Global Affairs, show that the overall Russian population is generally indifferent to his actions, and more suspect that he staged his own poisoning or it was a “provocation from the West” than believe the Russian government targeted him.

In the tenth in a series of TRANSITION 2021 memos, Bilal Wahab offers insights on the complex dynamics in today’s Iraq. When U.S. officials assess the Iraqi scene, they see intractable problems ranging from deep corruption to incessant power grabs by Iran-sponsored militias. The difficulty of dealing with these challenges might prompt some policymakers to balk at devising solutions, but a constructive Iraq policy can help advance both Iraqi and American interests in numerous areas. A more stable Iraq, for its part, could better defend itself against a resurgent Islamic State while curtailing Iranian influence. The author elaborates that Baghdad, reinforced in this way, could help “improve regional security, increase the flow of petroleum—a necessity even amid the urgent global shift toward renewable energy sources—and create economic opportunity for the country’s 40 million citizens as well as neigh­boring states.” TRANSITION 2021 memos by Washington Institute experts address the broad array of issues facing the Biden-Harris administration in the Middle East. To some, America's partnership with the SDF exemplified an economy-of-force effort that minimized U.S. casualties and wrested control of northeast Syria from the Islamic State. To others, it was a cautionary tale about a U.S. military hoodwinked into working with a terrorist group. The story of America’s military and political partnership with the Syrian Democratic Forces is a controversial one. To some, it is a shining example of an economy-of-force effort that minimized U.S. casualties, wrested control of northeast Syria from the Islamic State, and improved the area’s general political trajectory. To others, it is a cautionary tale of a U.S. military that was hoodwinked by a charismatic and capable partner closely tied to a U.S.-designated terrorist group, the Kurdistan Workers Party, with Washington deliberately averting its eyes from the strategic, political, and moral costs of the partnership. The subject deserves a neutral, data-led investigation that follows the facts wherever they lead. In this volume—copublished by The Washington Institute and I.B. Tauris—military expert Michael Knights and journalist Wladimir van Wilgenburg dive deep into the U.S. relationship with the SDF. The study benefited from intensive debates on sourcing, objectivity, and the need to probe uncomfortable issues. The findings cast light not only on the successes and shortcomings of this particular alliance, but also on how Washington might most profitably pursue “by, with, and through” operations with other forces in the future.

Moscow has repeatedly played actors off each other to secure its own interests and keep the Assad regime in power. Sometime before July 10, the UN Security Council will vote on whether to extend the annual mandate for cross-border assistance into Syria, which now passes through a lone outpost at Bab al-Hawa. Securing this extension is essential from a humanitarian standpoint, but keeping the border open matters equally for reasons of stability, given the fragile ceasefire in Idlib. Looming over the process is the strategic mischief of Moscow, which has repeatedly played various actors in Syria off each other to secure its own geostrategic and economic interests and to keep the Assad regime in power. The Kremlin, to the latter end, has reliably vetoed Security Council resolutions that would check the Syrian regime, claiming falsely that such moves would facilitate Western incursions in the country. In this Policy Note, Russia expert Anna Borshchevskaya and recent State Department senior advisor and NSC Syria director Andrew J. Tabler examine Russian diplomatic technique and subterfuge in Syria. The authors argue that by taking a strong stand and better uniting with partners and allies, the Biden administration can cut through Moscow’s rhetoric and ultimately promote a sustainable future for Syria.

Since securing a parliamentary majority, the group has consistently prioritized its own interests over those of the Lebanese people through practices such as illicit drug production, sex trafficking, and the buildup of its military arsenal. When Lebanese took to the streets in October 2019 to rail against government corruption, a lack of accountability, and runaway consumer prices, they coalesced around the chant “All of them!”—meaning that every political actor in the country held some blame for the national meltdown. But the slogan glossed over the important fact that one group in particular, Hezbollah, deserved the most blame. Since notching a parliamentary majority in 2018, the Iran-backed military-political organization has consistently prioritized its own interests over those of the Lebanese people through practices such as illicit drug production, sex trafficking, and—of course—the buildup of its military arsenal. In a region where publics are clamoring for healthcare, housing, jobs, and freedom of expression, progress toward electoral democracy need not always be the top priority. Against the backdrop of simmering protests, endemic economic challenges, the continuing struggle to contain the Covid-19 pandemic, and fallout from the U.S. withdrawal from Afghanistan, The Washington Institute has launched a series of policy papers to help guide the Biden administration’s approach on democracy, reform, human rights, and political change across the Middle East and North Africa. The series addresses a range of questions: How do changes in the region over the last decade affect the new administration’s approach to these issues? The kingdom has navigated tricky successions in the past, and many of the elements that allowed it to do so remain in place today. The Washington Institute has been sponsoring a series of discussions about sudden succession in the Middle East. Each session focuses on scenarios that might unfold if a specific ruler or leader departed the scene tomorrow. Questions include these: Would the sudden change lead to different policies? Would it affect the stability of the respective countries involved, or the region as a whole? What would be the impact on U.S. interests? Would the manner of a leader's departure make a difference? The discussions also probe how the U.S. government might adjust to the new situation or influence outcomes. This essay, the fourteenth and last in the series, looks at prospects for an eventual succession in Jordan. Even as the kingdom today is dealing with serious economic, regional, and political challenges, Hussein bin Abdullah—the twenty-seven-year-old crown prince—faces no challenges and has steadily assumed more public responsibilities. Jordan has navigated tricky successions in the past, and many of the elements that allowed it to do so remain in place today. This monograph analyzes the current political tensions between the United States and Turkey and suggests ways to manage them. The two countries have been strategic allies since at least the end of World War II—Turkey became a North Atlantic Treaty Organization member and participated with its military forces in the Korea War, and during the Cold War protected NATO’s southern flank against Soviet communism, and Turkey’s military and intelligence services maintained close relationships with their Western and Israeli counterparts. These relationships were not without problems, due mostly to differences over minority and civil rights in Turkey and over Turkey’s invasion of Cyprus in 1973 and continued tensions with Greece. The special relationship with the United States was put to the final test after the Islamic conservative populist political party, Justice and Development, and its current leader, Recep Tayyip Erdogan, came to power in 2002. Turkey opposed the US invasion of Iraq in 2003 and the NATO-backed regime change in Libya in 2011. Most recently, Turkey has had strained relations with Cyprus, Greece, and Israel—all key US allies—and has alienated the US Congress and select NATO members further by its October 2019 invasion of Syria against Kurdish forces aligned with the US military against the Islamic State in Iraq and Syria, all against a background of a military rapprochement with Russia. This monograph highlights differences between US agencies concerning Turkey and ways to reconcile them, and offers several policy recommendations for new directions.

The Chinese Communist Party (CCP) promotes its worldview and political and economic model overseas, particularly in the developing world, albeit in a very different manner than it did in the era of Mao Zedong. Under Mao, who fashioned himself the champion of Third World revolutionary movements, China exported a comprehensive, proactive, and universal ideology. Today the party’s theorists are struggling to develop a message of similar caliber. What they have produced so far has not translated into a particularly coherent or compelling “Xi Jinpingism” that appeals across cultures and societies. But this has not stopped the PRC from pursuing an ideologically grounded foreign policy. President Xi speaks frequently of a “Community of Common Destiny,” a still-vague vision for a Sinocentric world order in which the CCP’s model is lauded as a contribution to human civilization, liberal democracy is widely discredited, and the developing world looks to China above all others for inspiration.

The rise of populism in Europe and the United States is well documented. Although studies may disagree about the relative importance of populism’s drivers, there is broad consensus that rising inequality, declining bonds to established traditional parties, increasing salience of identity politics, and economic grievance have played a role in fueling populism’s rise. Although populism is a symptom of democracy’s larger problems, the strategies and tactics populist parties and leaders use also provide their own, direct threat to liberal democracy. Many of the tactics that populist leaders use weaken democratic institutions and constraints on executive power. Populism is also detrimental to democracy because it exacerbates political polarization, which makes it hard for democracy to effectively function. As societies grow more polarized, people become willing to tolerate abuses of power and sacrifice democratic principles if doing so advances their side’s interests and keeps the other side out of power.1 The polarization that populism fuels, in other words, increases the risk of democratic decline. This report offers recommendations for combating populism. It translates key findings from cutting-edge academic research in the political science, political psychology, sociology, and communications disciplines into practical, evidence-based recommendations. The first set of recommendations is intended to equip political parties, politicians, and candidates to create a political context more conducive to the success of liberal democratic actors. Research shows that context matters—although many people may hold populist attitudes, these attitudes must be activated by the political context to translate into votes for populist leaders.
