Released quarterly, the UK in a Changing Europe UK-EU Relations Tracker assesses relations between the UK and EU as well as relationships between the UK and EU member states. This edition of the tracker covers developments from July to September 2023. On 1 October, the UK government introduced the green-lane/red-lane system to ease the flow of goods between Great Britain and Northern Ireland as part of the Windsor Framework. In the context of thawing relations post Windsor Framework, the UK and EU have reiterated their commitment to making the most of the Trade and Cooperation Agreement (TCA). The political agreement on the UK’s association to the Horizon and Copernicus programmes was an important milestone. In other areas, the tracker notes that discussions are ongoing. On the future of the relationship, the tracker highlights a growing mismatch between debates on the two sides. Within the UK, the Labour Party have set out plans for building on the TCA in pursuit of a closer trading relationship. The EU, on the other hand, shows little appetite for revisiting the terms of UK-EU trade. Bilaterally, the UK has now signed general statements or declarations with most EU member states. The focus is therefore shifting from formalising relations to maintaining and implementing them. This requires continued engagement, which the tracker indicates can be difficult to sustain at the highest political level.

2. Using Risk Analysis to Shape Border Management: A Review of Approaches during the COVID-19 Pandemic

The near universal adoption of travel measures by governments to control the spread of COVID-19 has proved controversial during the pandemic. National responses have been highly varied and frequently changing, and the use of travel measures—ranging from advisories and screening to quarantine, testing, immunity certification, and restrictions on entry—has been poorly coordinated across jurisdictions. Particularly in the early stages of the crisis, this created chaos for travelers and the travel sector, and caused significant economic and social harms. Many governments also failed to clearly communicate the rationale for using travel measures, the evidence underpinning them, and the measures’ role within overall pandemic response strategies. There is now substantial evidence that these measures’ early and stringent use by some governments during the initial stages of the pandemic slowed the importation of the virus and reduced its onward transmission. Yet, there is also growing recognition of weaknesses in the quality of evidence available to inform policy decisions. Evaluating the appropriateness of travel measures and applying them effectively during future public-health emergencies will depend on international consensus on methodologies that lead to a more harmonized and coordinated approach and to greater public trust in policy decisions. This report presents a comparative analysis of 11 publicly available methodologies used to assess travel-related risks during the pandemic—those of Hong Kong, New Zealand, South Korea, Taiwan, United Kingdom, United States, International Civil Aviation Organization, International Air Transport Association, World Health Organization, Organization for Economic Cooperation and Development, and European Union. It offers a set of lessons learned and recommendations, including a proposed decision instrument that could improve the use of risk analysis for border management during future public-health emergencies.

Abstract:
Access to territorial asylum is under significant pressure in many corners of the world. Pushbacks at borders as well as pandemic-era mobility restrictions have prevented many asylum seekers from reaching their destinations. And new and ongoing crises, including those in Afghanistan and Ukraine, have highlighted the need to offer protection closer to where vulnerable populations live, and for high-income countries to find ways to share responsibilities with the low- and middle-income countries that host the overwhelming majority of people in need of international protection. This has led to renewed interest in external processing, which involves conducting part or all of the asylum procedure outside a destination country’s territory. Notably, even as countries such as Australia and the United Kingdom have adopted policies to offshore asylum processing to countries such as Papua New Guinea and Rwanda in hopes of deterring spontaneous arrivals, there is growing interest in using external processing in ways that complement existing territorial asylum and expand, rather than restrict, protection opportunities. This report—part of the Beyond Territorial Asylum: Making Protection Work in a Bordered World initiative led by MPI and the Robert Bosch Stiftung—highlights the opportunities that external processing offers as well as the challenges to its implementation and the risks it could pose to territorial asylum. It explores three categories of external processing policies implemented or proposed to date: humanitarian visas, emergency evacuations, and external processing centers. The report also identifies key conditions that must be present for external processing to occur in a protection-sensitive manner.

Abstract:
There is a growing acceptance among countries in the Indo-Pacific region that strategic competition between the United States and China is changing perceptions about security and the adequacy of the existing security architecture. While some have characterized the competition between the two as a new Cold War, it is clear that what is happening in the region is far more complex than the competition that characterized the original Cold War between the United States and the Soviet Union. First, the economic integration that has taken place since the early 1990s makes it much more difficult to draw bright ideological lines between the two sides. Further, the Asian context of the emerging competition is one where the two competitors have grown to share power. As the dominant military power, the United States has been the primary security guarantor in Asia and beyond. China, on the other hand, has emerged over the past decades as the primary economic catalyst in Asia and beyond. Currently, each side seems increasingly unwilling to accept that arrangement.

With its temperatures rising four times faster than the global average, the Arctic is facing dramatic environmental consequences. This report analyzes the global state of play of SDG16+ while identifying tangible, cross-cutting solutions to advance its targets of peace, justice, equality, and inclusion universally. With both an eye to the SDG Summit and set against a context of SDGs backsliding and a polycrisis, it lays out six strategic approaches by which SDG16+ can and has been advanced, drawing upon regional, national, and subnational examples. These approaches highlight efforts to rebuild trust and reduce polarization, with people-centered policies speaking lived daily realities; demonstrate the need to build evidence on SDG16+ interlinkages and their application in practice, with better data as a driver for innovative change; unpack participatory approaches, including the meaningful inclusion of civil society and subnational actors, and make clear the need for smarter SDG16+ financing. It concludes with opportunities for urgently needed advocacy, policy development, and collaboration on SDG16+ in the immediate and medium terms within UN and IFI contexts. This publication is designed to complement other recent SDG16+ community partner reports, with key messages reflecting both an HLPF Pathfinders Member States Statement (with Colombia and Switzerland), as well as the statement prepared by the Global SDG16+ Coalition, co-drafted by the Pathfinders Secretariat with other members of the Coalition.

It is now widely recognized that emigrants and their descendants contribute greatly to the development of their countries of origin or ancestry, not only with remittances but also by starting businesses, through exchanges of knowledge, and more. And many migrant-origin countries have invested in connecting with their diaspora and leveraging its contributions. Far less attention has gone, though, to how countries of destination with substantial official development assistance programs are supporting—or could support—their resident diasporas’ engagement in the development of countries of origin. This report explores the diaspora engagement actions and policies of Western donor governments—including France, Germany, the Netherlands, Norway, and the United States—highlighting distinctive features. It considers a variety of modes of engagement, such as assistance with forming or strengthening diaspora organizations, grants for diaspora-led development projects, consultations, skills circulation initiatives, and support for entrepreneurship. The report also explores why more destination countries have not (consistently) operated diaspora-for-development programs, and offers lessons about effectiveness and sustainability.

This CCP Inc. case study explores how Chinese diplomatic, regulatory, financial, and commercial actors work in concert to secure critical minerals in the West African nation of Guinea. Efforts in Guinea to mine bauxite and iron ore, the primary inputs for aluminum and steel, illuminate Beijing’s conduits for influencing and supporting its geo-economic objectives. Examining one key Chinese player in Guinea’s mining sector, this study highlights state actors’ connections with nominally private Chinese companies and the importance of partnerships with state-owned enterprises for building costly infrastructure. Across multiple bauxite and iron ore mining ventures, Chinese diplomatic support and state financing provided conduits to help further favored projects and increase Chinese companies’ access to Guinea’s mining industries.

Japan and the United States have introduced strategies to maintain regional stability and prosperity by realizing a Free and Open Indo-Pacific region, and enhancing cooperation with Southeast Asian partners such as the Philippines is critically important to those efforts. Japan has a long history of engagement with the Philippines rooted in economic cooperation, but gradually expanding the agenda to include defense cooperation and capacity building is critical to managing an increasingly complex regional security environment. Japan should further develop its security partnership with the Philippines to reflect its geopolitical importance and address its security vulnerabilities in coordination with the United States and other regional partners. This report details ways to sustain momentum for bilateral security cooperation between Japan and the Philippines as a step toward multilateral security cooperation with the United States and other partners in the future, all aimed at contributing to the stability and prosperity of the Indo-Pacific region.

12. Addressing the Continuing Phenomenon of Enforced Disappearances

An enforced disappearance is the “arrest, detention, abduction or any other form of deprivation of liberty” by state agents or their proxies, followed by a refusal to acknowledge or disclose the fate of a seized individual. Unlike arbitrary detention, which may also involve arrest and inhumane treatment, enforced disappearances frequently leave families with no information as to the victim’s whereabouts or status. In many cases, it is ultimately revealed that the victim was killed rather than detained. Enforced disappearances violate multiple human rights, including the right to security and dignity of person; the right not to be subjected to torture or other cruel, inhuman, or degrading treatment or punishment; the right to liberty; the right to humane conditions of detention; the right to a legal personality; the right to a fair trial; the right to a family life; and the right to life. The phenomenon of enforced disappearances first emerged as a state practice during the Nazi era but became widespread under the military regimes in Latin America during the 1960s. The Commission for Historical Clarification in Guatemala found that from the mid-1960s until the 1996 peace agreement, security forces and “death squads” carried out approximately 45,000 enforced disappearances against anti-government forces and suspected opponents, including members of Mayan communities. The governments of Argentina, Chile, Uruguay, Paraguay, Bolivia, Brazil, Ecuador, and Peru developed a transnational cooperation mechanism called “Operation Condor” to share intelligence about political dissidents for the purposes of carrying out transnational enforced disappearances. The practice of enforced disappearances was soon taken up by governments in other parts of the world, as well. In Sri Lanka, for example, Amnesty International estimates that there have been “at least 60,000 and as many as 100,000 cases of enforced disappearance” since the 1980s. The problem persists today, occurring at a large scale in many countries in the context of both armed conflicts and repressive, unaccountable regimes. The Syrian Network for Human Rights reported that from 2011 to 2021, the Syrian regime carried out 102,000 disappearances to suppress dissent during the civil war. Meanwhile, China’s Residential Surveillance at a Designated Location (RSDL) decree empowers authorities to detain foreign or Chinese nationals for a period of six months without disclosing their location. A Spain-based rights group, Safeguard Defenders, claims that between 27,000 and 57,000 people have gone through China’s RSDL system since 2013, citing data from the Supreme People’s Court and the testimony of survivors and lawyers. Altogether, the United Nations Working Group on Enforced or Involuntary Disappearances (UN Working Group) has recorded more than 59,000 cases of enforced disappearances across 110 countries since 1980, including 651 new cases originating in 30 countries in its most recent annual report. More than 46,000 cases remain unresolved. The international community was slow to respond to the growing problem of enforced disappearances, initially addressing the problem only as part of broader “ad hoc working groups” on human rights issues in countries like Chile and Cyprus. It was not until 1992 that the United Nations General Assembly adopted the Declaration on the Protection of All Persons from Enforced Disappearance, which condemned acts of enforced disappearance as violations of the Universal Declaration of Human Rights and called on states to prevent, eradicate, and punish acts of enforced disappearance under criminal law. The international legal regime has since expanded: in 1996, the Inter-American Convention on Forced Disappearance of Persons (Inter-American Convention) entered into force, and in December 2010, the International Convention for the Protection of All Persons from Enforced Disappearance (Enforced Disappearance Convention) came into force. Enforced disappearances can also now be prosecuted as a crime against humanity under the Rome Statute of the International Criminal Court.

There is every reason for the U.S. to focus on the dangers of climate change and the need to change the sources of its energy supplies to reduce carbon emissions. The new Inflation Reduction Act that President Biden signed on August 16, 2022, is an important step toward achieving these goals. At the same time, the U.S. needs to work with its European strategic partners to permanently reduce their dependence on Russian oil and gas exports and work with Asian partners like Japan and South Korea to ensure that they will not confront a similar threat in the future from China.

14. Colombia’s Relationship with the PRC

From October 6 to 16, the author traveled throughout Colombia to speak with businesspeople, academics, and other professionals about the country’s security panorama, its commercial and other relationships with the People’s Republic of China (PRC), and prospects for evolving those relationships under the new government of Gustavo Petro. This white paper, the first of two on those interactions, addresses the country’s important and deepening relationship with the PRC and its companies. In recent years, Colombia’s political and security relationship with the PRC has been limited. This arguably reflects Bogotá’s perception that deepening political and security ties with the PRC might damage its close and important relationship with the United States. Nonetheless, despite perceptions that the PRC is more of a threat than an opportunity in the commercial arena, the presence of Chinese companies and their representatives in the country has expanded remarkably. Under the Petro government, all dimensions of Colombia’s relationship with the PRC, from political and security affairs to economic ones, are poised to expand and shift in ways that may cause unease in Washington.

The Baltics are a key strategic region where the North Atlantic Treaty Organization (NATO) and Russian military and economic interests overlap. Sabotage of the Nordstream 2 pipeline, regardless of who executed the attack, has signaled that conflict in the region is no longer left of bang. Gray zone operations are underway, and the United States, NATO, and their partners need to be ready to act in unity against an increasingly hostile Russia that is now trying to distract attention from its military shortcomings in Ukraine. In this effort, Russia’s playbook will test the limits and try to exploit the seams of the alliance. An exacting response is needed to deny Russia control and ensure full conflict is avoided. The NATO summit in Vilnius will be critical to strengthening resolve and a path forward to a combined strategy to deter further Russian aggression.

As the effects of climate change continue to worsen, mining projects, the communities surrounding them, and their host states are increasingly at risk of being affected by environmental disasters, with devastating social and economic consequences. Risk allocation provisions included in investor–state mining contracts, often considered boilerplate and replicated in agreements without careful consideration or negotiation, could potentially help the parties assign responsibilities between themselves and limit their losses in those cases. However, traditional risk allocation clauses within existing mining contracts, formulated before the world acknowledged the severity of climate change, do not adequately allocate climate-related risks and impacts between states and companies.

18. China's Security Management Towards Central Asia

In the early years of diplomatic relations between the People’s Republic of China and Central Asian countries (roughly 1992-1999), bilateral security discussions strictly focused on the then-looming influence of a Uyghur-led independence movement in Xinjiang. Chinese officials directly asked Central Asian states to not support the East Turkestan Movement, orienting the issue as a regional mutual security interest. While concerns for stability in Xinjiang continue as the foundational drive towards deepening security relations with Central Asian states, new security interests have entered discussions since the late 2010s as expanded bilateral trade brought new issues, such as investment security and corruption-fuelled anti-China sentiment. Also, domestic issues in Central Asia, concerning leadership transition, economic decline, and nationalism, expanded the Chinese discussion of the role of Islam in politics and implications on Xinjiang’s stability. To address these interests, Chinese security engagement in Central Asia has steadily expanded. Within and beyond the Shanghai Cooperation Organization (SCO), multilateral dialogue on security issues have been regularized among all ranks of Central Asian security officers. The SCO has conducted annual security exercises since 2010, though the size of deployment, focus, and scope have changed. Between 2010 and 2019, the SCO created five expert groups to coordinate regional law enforcement agencies in order to address specific security issues. However, in comparison, bilateral security engagement remains more diverse. The number of meetings is increasing, and their formats are becoming more efficient. There are joint patrols and operation, regular military exercises pre-pandemic, short-term training and long-term military degree programs in China, transfer of security equipment, construction of security infrastructure, and the presence of Chinese private security companies. Kyrgyzstan and Tajikistan are the two most responsive countries towards welcoming these initiatives. In addition to multilateral and bilateral security engagement, the PRC has increased its military capacity in its western region. More emphasis has been placed on increased combat readiness, as well on the condition and human capacity on the border. While some areas of existing security cooperation are productive in meeting security goals, such as consensus over non-tolerance of Uyghur independence supporters and tightening illegal cross-border activities, two problems persist. First, while the PRC to an extend desires a regional approach to security, deliverables are more visible as the outcome of bilateral cooperation in Central Asia. These regional efforts are meant to deter any Central Asian governments from making independent assessments and forming their own foreign policy on Xinjiang without PRC participation. Second, language remains the most difficult operational obstacle to overcome. The dominance of the Russian language cements a substantial cultural and operational gap between the armies. So far, Central Asia-PRC cooperation has been a pragmatic, opportunistic choice—a choice that Central Asian leaders made due to the absence of comparable committed engagement from other major powers. The May 2022 U.S.-ROK Summit between President Joe Biden and President Yoon Suk-yeol revitalized previous bilateral commitments to establish a joint cyber working group to address the growing issue of cyber-enabled financial crime with specific emphasis on cryptocurrency, blockchain technology, and illicit North Korean cyber activity.1 This report provides specific policy recommendations for Washington and Seoul to incorporate within the cyber working group to enhance cooperation on combating and deterring cyber-enabled financial crime, especially from state-sponsored actors. North Korea has become the greatest state-sponsored threat to the global financial services sector. From 2021 to June 2022 alone, North Korean cyber operatives and their facilitators stole more than $1 billion (in U.S. currency, as throughout this report unless otherwise indicated) in digital assets through hacking cryptocurrency exchanges and laundering the stolen funds using various financial technologies and obfuscation techniques, including cryptocurrency mixers and foreign over-the-counter brokers. Pyongyang will likely maintain this position as long as the potential gains of cyber operations against financial services are greater than the potential risks and resources needed to conduct these operations. Washington and Seoul must work together to change this reality. This report compiles the findings of a year-long research project to generate actionable policy recommendations for Washington and Seoul to incorporate within their joint cyber working group to strengthen joint deterrence against state-sponsored cyber-enabled financial crime that continues to target both U.S. and South Korean social, financial, and cyber infrastructure. Based on intensive field research and interviews with U.S. and ROK stakeholders, this report outlines current challenges to enhancing U.S.-ROK cyber coordination, details the evolution of North Korea’s cyber program and modern-day threats, provides policy recommendations for the joint cyber working group, and includes an appendix with all relevant U.S. and ROK agencies that can contribute valuable expertise to the group.

Rapid advances in digital and other emerging technologies have become a defining feature of international geopolitics and geoeconomics in the 21st century. This report explores how the United States and South Korea can broaden and deepen their alliance through expanded cooperation on issues related to technology and innovation. Despite the continued centrality of traditional security threats—especially those emanating from North Korea—both the United States and South Korea are seeking to deepen and broaden alliance cooperation to address a larger set of shared challenges and opportunities. To that end, both capitals have noted the increasing importance of key technologies for economic growth as well as for security and governance. The two countries are at the very beginning of defining how an augmented alliance will approach technology coordination, but they have decades of economic and trade ties on which to build. Technology issues are central to the policy platforms of both U.S. President Joe Biden’s and South Korean President Moon Jae-in’s administrations and will continue to be important under future administrations in both countries. In addition to examining general consultative frameworks, enhancing U.S.-South Korea technology cooperation requires assessing the state of bilateral interactions sector by sector and issue by issue. The two countries occupy leading roles in many foundational technology ecosystems within the evolving global economy, such as semiconductors, telecommunications, and advanced batteries. In emerging fields such as artificial intelligence and quantum computing, U.S.-Republic of Korea (ROK) collaboration harbors the potential not only to raise living standards through technological breakthroughs but also to promote governance norms in accordance with liberal democratic principles. Potential opportunities for Washington and Seoul to deepen cooperation extend beyond the bilateral context to regional and global affairs, through coordination of the U.S. Indo-Pacific Strategy and South Korea’s New Southern Policy or its successor under the new president-elect, Yoon Suk-yeol. Rapid technological growth and digitization in Indo-Pacific countries, particularly those of Southeast Asia, present both immense economic opportunity and a range of governance challenges. The United States and South Korea have an important opportunity to ensure that technological development promotes a free, open, secure, and prosperous region. Taken together, the strategic rationales for enhancing U.S.-South Korea cooperation on technology issues are strong. Meaningful efforts to that end are already underway, but more can and should be done to deepen alliance coordination. Policymakers in Washington and Seoul should consider recommendations spanning the areas of foreign policy and international organizations, coordination on key technologies, trade and investment, and digital governance and domestic policy. Doing so will enable the alliance to meet the challenges and seize the opportunities presented by the current regional and global landscape.

The United States and Israel have a long history of working together as close allies. Theirs is a relationship based on common values and security interests. In recent years, the alliance’s highlights have included close cooperation on counterterrorism and intelligence, as well as deepening economic ties, technological cooperation, and mutual knowledge transfer. The United States continues to provide Israel with significant security assistance based on a memorandum of understanding signed by both countries in 2016, which commits the United States to provide Israel with at least $3.8 billion per year in aid. The relationship is further strengthened by deep personal connections at the government and business levels as well as through collaboration between the two countries’ technology sectors. In recent years, however, the United States and Israel have differed regarding their threat perceptions and approaches to China. Whereas Israel sees China primarily as an economic partner and is increasing its ties with the country, the consensus view in Washington increasingly sees China as a global strategic rival—militarily, economically, and technologically—even while the Joe Biden administration preserves space for cooperation with Beijing in areas of common interest. In recent years, U.S. and Israeli officials have had public and private disagreements over several Chinese investments in Israeli infrastructure and technology. Although Chinese investments in Israel have declined since their peak in 2018, and even though these disagreements have yet to be aired publicly by the Biden administration and the Naftali Bennett–Yair Lapid government, this issue is likely to remain high on the agenda. The most critical challenges in the bilateral relationship are technology protection and collaborative innovation. Chinese investment in Israeli technology companies, including those that develop dual-use technologies, remains largely unregulated. Although Israel does not export defense technology to China and has placed stringent regulation on the export of dual-use technologies, the line between civilian and dual use is increasingly blurred, and Israel has yet to fully adapt to this reality. Washington, for its part, has not been entirely clear about how it expects American companies and allies to limit their roles. The United States has been slow to offer alternatives to allies such as Israel for forgoing cooperation with China and has yet to develop a collaborative technological innovation framework that builds on the cumulative strengths of the United States and its allies, benefits all, and helps to tip the balance in the technological competition with Beijing. To address the multidimensional challenge presented by China, the United States must enhance collaboration with its allies, including Israel, its closest partner in the Middle East. Fortunately, when the United States and Israel have had differing perspectives in the past, they have successfully engaged in deep bilateral consultations to work through these differences. These efforts have not always resulted in complete alignment, but they have significantly reduced disagreements and allowed for greater cooperation. This paper represents the most comprehensive public analysis to date of the challenges facing U.S.-Israeli cooperation on issues related to technology and China. It proposes an approach for the United States and Israel to align their policies and bridge differences by focusing on three central areas.

Among the huge range of pledges and agreements, one of the most extensive was capacity building through scholarships, targeted training and people-to-people exchanges. In this Occasional Paper, Kenneth King analyses China’s pledges not just in the sphere of formal education, but across the many different sectors of China’s collaboration with Africa for the next three years. While the impact of COVID-19 can be seen in the reduction of some face-to-face opportunities in China, the extent of what is agreed to be implemented in Africa remains significant. Though these ambitious promises are agreed multilaterally with the whole of Africa, they are delivered bilaterally across the continent in more than fifty different country settings, reflecting how the Africa-China relationship remains strong after two decades of growing engagement.

This new paper from the CSIS Scholl Chair in International Business assesses sectoral standards bodies, evaluates environmental provisions in trade agreements, and explores opportunities for addressing climate concerns in newer trade arrangements, such as the recent announcement to negotiate a deal on green steel and aluminum between the European Union and the United States. As this paper seeks to demonstrate, binding agreements with clear enforcement mechanisms are best suited for ensuring that parties meet their climate change obligations as outlined in various bilateral or multilateral agreements. Since concluding agreements that are both binding and have clear enforcement capabilities are not always possible or politically desirable, pursuing a mixed approach—one based on best practices from a diverse set of trade architectures—may be the most viable approach that produces the most tangible outcomes. This paper evaluates climate provisions in trade architectures and makes recommendations for including climate provisions, including sectoral standards, in trade arrangements in a way that encourages increased multilateral collaboration in a WTO-compliant manner.

28. Creating Accountability for Global Cyber Norms

The year 2021 saw all UN member states agree in the Open-Ended Working Group (OEWG) on a framework for responsible state behavior in cyberspace, based on norms developed in the United Nations Group of Governmental Experts (GGE) in 2015.1 The OEWG formalized global agreement on the 2015 norms. This consensus agreement means that the framework for responsible state behavior is now politically binding for all member states. Global agreement on the obligations for responsible state behavior is a substantial step forward in building international cybersecurity in a rules-based environment. Unfortunately, international experience since 2015 has shown that agreement on norms, even when politically binding, is by itself not enough to ensure their observation or create stability in cyberspace. This has shifted discussion from what norms are needed to how to build accountability and what to do when norms are ignored. While the norms agreed to by all member states will ultimately reinforce international stability, to make progress, it will be necessary to develop a collective diplomatic strategy to improve the observation of norms and increase accountability when they are ignored. A strategy of sustained engagement and the imposition of consequences is necessary for norms to have effect. Our assumption is that accountability for malicious cyber actions can only be strengthened if there are consequences for a state’s decision not to observe norms. If nothing else, a failure to take action in response to transgressions seems to only encourage opponents. An immediate task is to define the conditions for collective action. There has been an initial and informal agreement among like-minded democratic nations that accountability requires the imposition of consequences for a failure to observe norms, but several issues must be addressed. These include agreement on standards for attribution of the source of a malicious action and agreement on a proportional, lawful, and effective response. A collective approach is essential if efforts to create accountability are to succeed, and any response to a cyber incident will require political heft and sustained engagement.

After years of lower interest, France has signaled its ambition to re-engage in the Western Balkans. It is not starting from scratch. Historical affinities with the countries of the region abound, in culture, sciences, politics, and economy. But shifting priorities in the past decades have eroded French presence in the region. To regain a foothold in this important part of Europe, France has taken a series of initiatives aimed at boosting its engagement. In 2016, it hosted the Berlin Process summit; in 2017, it launched with Germany an initiative to coordinate the drive against firearms trafficking in the Western Balkans; in 2018, it expanded the intervention mandate of the French Development Agency (AFD) to all Western Balkans countries and adopted a national Strategy for the Western Balkans; in 2020, after a two-year stalemate, it withdrew its reservations against the opening of accession negotiations with Albania and North Macedonia, while sketching the contours of the revised enlargement methodology. Drawing from a series of consultations in the region and structured cooperation with partner think-tanks, this policy paper is conceived as an independent, expert contribution to French efforts at re-engaging with the Western Balkans. It explores perceptions of French re-engagement in the region and reflects the potential of the 2019 Strategy for the Western Balkans in light of the forthcoming French Presidency of the European Council and in the context of the grands débats on the future of Europe.

Covid-19 and the subsequent public-health responses have disrupted social and economic lives across the globe. Fiscal support measures may have alleviated the initial fallout in some places, but one of the bigger shocks has been the accelerated adoption and integration of and reliance on digital technologies. While this is a positive contribution towards digital development, it has also accentuated the already large gap between those able to adopt digital technologies and those without sufficient means to do so. For the many fragile democracies in the Indo-Pacific, this is creating conditions that could undermine democratic resilience. A central question for these democratic governments is how to drive accelerating digital transformation and ICT-enabled growth towards poverty reduction, sustainable economic growth and building social cohesion while maintaining resilience to cybersecurity threats. Southeast Asians are exceptional consumers of online goods and services. The region is also home to a growing number of technology start-ups, and governments are pushing this ‘drive for digital’ through ambitious national strategies. Despite those positives, digital growth within the region and within individual economies is uneven.

A safe and secure Indo-Pacific maritime domain is vital to the UK, Australia and Southeast Asian states for their national prosperity. While there are common objectives, the three parties have different priorities, capabilities and areas of expertis. There’s a long history of multilateral cooperation between Southeast Asia and Australia, among other key partners. In the post-Brexit context and in the light of the UK Government’s Indo-Pacific tilt, London would do well to harmonise its maritime engagements with allies such as Australia and align its activities with priorities of Southeast Asian partners. While maritime security cooperation at sea tends to be dominated by activities, programs and operations of navies, we recommend taking a comprehensive approach to maritime security cooperation that includes partnerships with non-military actors and considers civilian-related aspects of maritime security. In finding a value-added role in the crowded space of maritime security cooperation and capacity building, we suggest exploring UK–Australia–ASEAN cooperation on issues of technology, cybersecurity and maritime-based digital infrastructure. Those are transformational aspects that will define the future of maritime activities in the Indo-Pacific and affect Southeast Asia’s safety, security, livelihoods and regional economic competitiveness. This scoping report recommends UK–Australia–ASEAN cooperation to elevate and further explore the cyber–maritime security nexus.

In this follow-on report to 2021’s Europe's High-End Military Challenges: The Future of European Capabilities and Missions, the CSIS Europe, Russia, and Eurasia Program and International Security Program examine the other side of the coin of European military effectiveness: the political will of European countries to conduct military missions and operations. The report identifies the endogenous and exogenous factors constraining or increasing political will and maps them onto six country case studies. Four prototypes of political will emerged from the analysis: global partners, international activists, constrained partners, and minimalists. The report then assesses the political will of European allies and partners to conduct fifteen types of military missions and operations worldwide, from peacekeeping to large-scale combat. It concludes with a summary of key findings. First, it finds that internal and external factors—such as strategic culture and alliance dependence, respectively—will continue to constrain European political will in many cases, even after the Russian invasion of Ukraine. Second, European states are more likely to have the political will to engage in military missions at the lower end of the conflict spectrum (such as maritime patrol missions) and less likely at the higher ends of the spectrum, except in cases of significant collective or national defense.

In the summer of 2018, negotiations of the Global Compact for Safe, Orderly, and Regular Migration suddenly became front-page news, drawing far more attention than nonbinding UN agreements before it. The compact’s proponents argued it would help address transnational issues related to migration, while its opponents alleged it posed a threat to state sovereignty and would lead to an increase in migration to Western countries. Although the European Union was initially one of the driving forces behind the pact, as public demonstrations multiplied, these divisions culminated in the fall of the Belgian government and nine EU Member States voting against the compact or abstaining. This report from MPI's Transatlantic Council on Migration explores how the compact negotiations triggered a multilayered institutional and political crisis in the European Union. It charts how the pact became a proxy for broader debates about how external migration policy is decided within the European Union, especially when doing so touches on multiple policy areas, and about democratic accountability in handling nonbinding international agreements. This analysis, which draws in part on interviews with policymakers from EU institutions and Member States, offers lessons learned for public communications about migration policy and assesses the implications of these events for the European Union’s external migration policy, including its implementation of the compact and role in multilateral migration matters.

The global context for international cooperation on migration has shifted in unanticipated ways since the Global Compact for Safe, Orderly, and Regular Migration was adopted in December 2018. The COVID-19 pandemic, in particular, upended the migration status quo. Beginning in March 2020, countries introduced border closures or restrictions that essentially paused most forms of mobility, with significant consequences for migrants, their countries of origin, and destination countries—from stranded populations and reduced remittances, to labor shortages in key industries. While many governments’ responses to the pandemic have been unilateral and inward-looking, these challenges have underscored the importance of pursuing greater coordination on migration and mobility at the bilateral, regional, and multilateral levels. Drawing on three meetings of MPI’s Transatlantic Council on Migration, this Council Statement explores the rationale for deeper cooperation on migration, the obstacles impeding it, and ways forward. It reflects on the trajectory of the Global Compact and its implementation to date, and strategies for reinvigorating international cooperation.

Over the last 25 years, the European Union and its Member States have increasingly partnered with and relied on neighboring countries to mitigate cross-border challenges, ranging from irregular migration to drug trafficking and terrorism. Within this transnational architecture, the states of the Maghreb—Algeria, Morocco, and Tunisia—have come to play a critical role. Cultivating cooperation with these countries and building their border security capacity have become vital concerns for European policymakers. This Transatlantic Council on Migration report examines the border security situation within the Maghreb, including Maghrebi states’ cross-border priorities and the structural factors impeding the development of better border security. It then takes stock of efforts by the European Union and its Member States to work with partners in the region to address border security challenges and offers lessons learned from experiences to date. “While they have little choice but to engage,” the report’s author writes, “European states have great latitude in deciding how they engage with Maghrebi states.” To be effective, this cooperation must be shaped not only around European policy aims but also the needs and interests of governments and citizens in Morocco, Algeria, and Tunisia.

These partnerships are central to Australian efforts to deter irregular maritime migration, tackle people smuggling, provide access to humanitarian protection while minimizing abuse of the asylum process, and return people without grounds to remain. International cooperation has not been without challenges, however. While effective in curbing irregular maritime arrivals, Australian policies—including boat turnbacks and offshore processing of asylum claims in other countries—have raised serious concerns about asylum seekers’ access to effective refugee status determination processes, human-rights violations, and the substantial costs of such policies. This report from MPI's Transatlantic Council on Migration examines the role cooperation plays within Australian immigration enforcement. It looks at bilateral cooperation with countries such as Indonesia, Nauru, Papua New Guinea, Cambodia, and the United States, as well as regional cooperation through the Bali Process. Among the questions it asks: What should Australia prioritize for future cooperation? How can partnerships be made more sustainable? Across the Middle East and North Africa, sizable proportions of citizens are considering leaving their home countries. Desire to emigrate is high across the region and has largely remained at the pre-COVID19 levels. In most countries surveyed, at least a fifth of the population reports considering emigrating. The percentage is highest in Jordan where nearly half (48 percent) say they want to leave the kingdom, and lowest in Egypt where only 13 percent share this desire. Those who want to emigrate are more likely to be male, young, well-educated segments of the population, respectively. Youth across the region are significantly more likely to say they consider leaving their countries compared to their older counterparts. The gap between those ages 18-29 and those who are 30 years or older ranges from 32 points in Lebanon to six points in Mauritania. Similarly, those with college degrees or higher are more likely to want to emigrate compared to those with only a secondary education or less in all countries surveyed. The gap between the two groups is significant in several countries, especially in Sudan where it reaches the 26-point mark. Furthermore, men are more eager to leave than women in all countries except Lebanon, where both are equally interested in emigrating. People across MENA name a number of reasons for wanting to emigrate. The most commonly cited reason is for economic issues. The majority of potential migrants in all countries surveyed mention economic factors as the primary reason why they want to leave. These levels range from virtually all potential migrants in Egypt (97 percent) and Jordan (93 percent) to more than half in Libya (53 percent). While other reasons, including security factors, political reasons, and educational opportunities, are mentioned by minorities across the region; these reasons seem to correlate with each country’s political atmosphere, rather than being recurring themes across MENA. Potential migrants in MENA do not seem to agree on a destination. In no country is there a majority choosing one country as a preferred destination. Several factors contribute to people’s preferences. These factors include historical trends of migration, language, proximity, and perceived opportunities. While Jordanians, Lebanese, and Mauritanians prefer a move to North America, Egyptians and Sudanese prefer a Gulf country. North Africans tend to choose France or another European country as their preferred destinations.

Against the backdrop of the COVID-19 crisis and Russia’s aggression in Ukraine, crisis preparedness and security of supply have taken on a new urgency. The recent events have demonstrated the fragility of many of the international flows of critical goods, products and services on which the Nordics also depend. As one of the most interconnected regions in the world, it is only through cooperation that the Nordics can avoid supply disturbances and crises that cascade throughout the region. The Nordics are well placed to enhance such cooperation. Based on extensive comparative analysis, the report shows how the Nordics share key characteristics in their approach to crisis preparedness and security of supply. What this report calls the Nordic resilience approach thus also forms a solid basis for joint action at the regional level. Finland’s and Sweden’s pending NATO accession will further strengthen the potential for Nordic cooperation. It is with this potential in mind that the present report investigates Nordic crisis preparedness and security of supply models, reviews existing cooperation and provides practical recommendations on how to jointly strengthen Nordic resilience.

In 2021, Estonia and Norway served as elected members of the United Nations Security Council (UNSC). Both being relatively small states, defending multilateral cooperation and rules-based international order were important common goals. In the last decade, great power tensions have returned to the Security Council, and multilateralism has again come under pressure. The opportunities of elected members to substantially influence the UNSC agenda are arguably limited by power struggles, complex subject matter and inefficient working methods. In spite of these limitations, both Estonia and Norway achieved some important outcomes as members of the Security Council. Their experiences confirm above all the value of diplomatic experience and reputation-building for elected members. To some extent, the two states have also been able to assume ownership of matters on the UNSC agenda. As in any diplomatic setting, knowing how to “play the game” is key to the ability of small states to punch above their weight. Specific methods through which elected members work to influence the UNSC agenda include coalition-building, actively using the presidency function, organising special events, and assuming the penholder role in a specific country or thematic issue. Common priority areas of Estonia and Norway in the UNSC include conflict resolution and peacebuilding, protection of human rights and especially women’s rights, and addressing new security challenges in the fields of cyber and climate. The most significant experience of cooperation during 2021 was the Estonian-Norwegian joint penholdership of the Afghanistan file which brought the two countries to the centre stage of global diplomacy and reinforced their international profile as small states that make an active and professional contribution to multilateral cooperation. Looking at Estonia’s and Norway’s performance in 2021, some interesting differences can be identified. First, the two states assess the relative importance of the UN differently. In Norway’s foreign policy, there is a strong tradition of prioritising the UN and seeing an active role in multilateral cooperation as an important contribution to national interests and security. By contrast, for Estonia, the UN has not been a foreign policy priority in the past, and its contribution to national security continues to be seen as secondary to membership in Western organisations, notably NATO and the EU. Furthermore, Norway has generally worked a bit more behind the scenes, relying on its long experience and reputation as a constructive contributor to peace diplomacy. It has been active on issues such as the UNSC’s normative protection agenda and climate security, but also the Afghanistan, Syria and North Korea files. Meanwhile, Estonia has taken a rather bold approach as a newcomer visibly promoting its priorities, most notably the cybersecurity agenda. It has also focused on controversial issues of regional security, including the situations in Ukraine and Belarus, trying to use the UN to the advantage of national security through promoting its positions and strengthening coalitions with like-minded countries. Coordination between like-minded states is an integral part of the work of the Council. With Estonia and Norway both present, 2021 saw two Nordic-Baltic states concurrently represented in the Council for the first time. In the future, there may be scope for further strengthening Nordic-Baltic cooperation in the framework of the UN structures.

For this reason, the United States should not write off Russia-China relations as just an uncomfortable or unnatural partnership. But nor should Washington seek to counter their cooperation in every dimension of their partnership or compete intensely in every region.1 The alignment between Russia and China presents a comprehensive challenge; addressing it will require policymakers to prioritize and address their cooperation in the areas likely to pose the greatest threats to U.S. interests, and conversely, avoid focusing on areas of lesser concern. The Mediterranean is a region where U.S. policymakers should not overstate the potential for Russia-China cooperation, nor the significance of the implications of their partnership. As Russia and China have increased their activities in the Mediterranean, they have done so largely through parallel and complementary efforts, rather than explicit cooperation. Russia and China share an interest in dividing the European Union and NATO and increasing their own image and influence in the region, especially at the expense of the United States’ influence. However, the Mediterranean is not a priority for Russia or China; the two countries have divergent priorities in the region, and they pursue these priorities differently, limiting the common ground for active engagement between them. Russia has prioritized its security presence and relationships, while Beijing is focused on advancing its economic interests.

The relationship between the Russian Federation and Republic of Turkey is one of the most important bilateral relationships in Eurasia today. The North Atlantic Treaty Organization’s (NATO) original adversary and one of its earliest members have in recent times veered sharply between cooperation—often against NATO’s interests—and competition so intense that it seemed war between them was possible. Politically, their leaders and their systems of government share a basic compatibility predicated on authoritarianism and resistance to what they claim is Western meddling in internal affairs. Militarily, Moscow and Ankara have at times cooperated closely. For instance, the two have worked to marginalize the U.S. military’s influence in Syria, and Turkey has purchased and deployed Russian S-400 air defense systems, putting its defense relationship with the United States in jeopardy. At other times, such as in the military escalation in Idlib (Syria), the Libyan Civil War, and the Armenia-Azerbaijan Conflict, the two have found themselves backing different sides and had to work assiduously to prevent a direct military clash. Economically, the relationship has been historically unbalanced in Russia’s favor, but Turkey’s increasing trade in services and emergence as an important energy storage and transport hub may change this. The two economies share a basic complementarity, with few areas where they compete in the production of goods and services. This dynamic may increase the ability of their economic relationship to act as a “shock absorber” and minimize the impact of disruptions in other facets of their ties. Overall, Moscow and Ankara have worked to emphasize areas of cooperation and “compartmentalize” areas of difference. Policymakers in Western capitals will need to develop an understanding of the drivers of the Russian-Turkish relationship and their effects on Western interests.

From January 11-15,2021, the George C. Marshall European Center for Security Studies conducted for the first time a European Security Seminar (ESS) on EU-NATO cooperation. Due to COVID-19 restrictions, the seminar took place virtually. Fifty-eight participants from twenty-seven countries attended the event via online seminars. The participants represented EU and NATO member states, countries that are solely NATO or EU members, non-aligned states, as well as befriended countries, and countries along Europe’s southeast and eastern flanks. A little more than two-thirds of the attendees were civilian officials; approximately one-third of the participants were female. The major goals of the ESS were to understand the new impetus and substance of EU-NATO strategic partnership, to explore selected areas where cooperation between EU and NATO organizations should be enhanced, and to identify how NATO, the EU, Germany, and U.S. can strengthen the capacity and capability of its neighbors, potential EU and NATO partners, while being mindful of constant hostile interferences by revisionist powers and the multi-faceted challenges that the COVID-19 pandemic presents to societies. To this end, the Marshall Center organized seven units of panels and lectures with experts and senior officials from the Brussels-based institutions as well as national governments, followed by outcome-oriented seminars for smaller groups. The Chatham House Rule (i.e. non-attribution of any statements made) was respected throughout the course.

This report assesses the impact of Turkish-Qatari cooperation between 2002 and 2020 on conflict and geopolitical competition across the Middle East, North Africa, and the Horn of Africa based on close examination of its drivers. The report notes that neither ideological nor economic drivers adequately explain the recent blossoming of Turkish-Qatari relations. Converging political interests and pragmatism offer a more compelling explanation. On the one hand, Turkey aspires to play a regional leadership role and uses its cooperation with Qatar to strengthen its soft power claim to leadership of the Sunni world. On the other hand, Qatar seeks to ensure its territorial and dynastical safety from Saudi Arabia and its allies – the United Arab Emirates, Egypt, and Bahrain (the Quartet) – by working with Turkey, the recent thaw of the Al-Ula declaration notwithstanding. Turkish-Qatari collaboration is therefore best seen as a pragmatic partnership enabled by compatible geopolitical perspectives, particularly regarding the Muslim Brotherhood.

At the 2015 Paris Climate Change Conference, the world’s governments set an ambitious goal of limiting global temperature rise to 1.5 °C over pre-industrial levels. To meet this goal, global anthropogenic CO2 emissions must decline steadily and reach net zero by about 2050.2 The pathway to a low-carbon future requires a fundamental shift away from fossil fuels and toward clean energy technologies. This transition will be mineral-intensive: the World Bank estimates that the production of minerals could increase by more than 450% by 2050 to meet the growing demand for clean energy technologies.3 How these minerals are produced will have a lasting effect on the clean energy transition. The mining and metal sector contributes 4–7% of greenhouse gas (GHG) emissions globally.4 Without adequate regulation to incentivize climate- friendly sustainable operations, increases in mineral extraction risk increasing the sector’s carbon footprint.5 In addition, climate change acts as a risk multiplier by increasing the risk of flooding, drought, and landslides and, as such, exacerbates the negative externalities caused by poor mining practices. First and foremost, climate change considerations should be incorporated into the climate, environmental, water, forestry, energy, or mining laws of mineral-rich countries. For example, in 2016, Kenya passed a climate law that requires climate mainstreaming in all sectors.6 Guinea’s 2019 Environmental Code encourages the use of renewable energy wherever possible and mandates the environment minister to implement the National Strategy for Climate Change Adaptation.7 But the pace of legislative processes is often slow—and in countries where the legislation does not include climate change mitigation and adaptation requirements,8 countries may turn to contractual provi- sions to compel the mining sector to shift to climate- sensitive practices. This paper assesses the extent to which this is being done through an analysis of all publicly available mining contracts signed by fragile states in Africa9 after the adoption of the Paris Agreement in December 2015 that appear on ResourceContracts.org (21 contracts).10 Though the magnitude of African fragile states’ contri- bution to global GHG emissions is minimal, these states have a comparatively high degree of vulnerability to the impacts of climate change.11 In this context, governments can and should mobilize the mining sector to play a meaningful role in meeting their climate mitigation and adaptation needs and those of project-affected communities. In addition, the increased demand for critical minerals to produce renewable energy and battery solutions tends to increase investment flows into the mining sector of several of those fragile states,12 making it all the more crucial for their governments to ensure that new mining investments support each country’s sustainable development goals. Doing so, with respect to climate action, furthers both a country’s competitiveness in international markets13 and minimize the mining sector’s footprint on the country’s environment and communities. Though our analysis focuses on contracts concluded by fragile states in Africa, the policy recommendations that we draw from their analysis apply to all host governments that do not already have robust laws that operationalize mitigation and adaptation goals and are eager to leverage and strengthen the role of their mining sectors in achieving sustainable development. Our recommendations envision generating long-term savings over the life of the mines, even if some of those recommendations may in practice represent higher upfront costs for mining companies. For example, adopting renewable energy sources, though possibly more expensive at the outset, is more cost-effective than fossil fuels considering the life of a mine.14 Avoiding deforestation early on also generates savings for mining companies when the time comes to fulfill their mine closure and rehabilitation obligations. Furthermore, by supporting community efforts to build resilience to climate change, mining companies have the opportunity to meaningfully contribute to project-affected communities. Attention to climate change considerations that entail higher expenditures by mining investors at the initial stages of the operation of a mine also tend to reduce the tax revenues from mining for host governments in the short term. However, for governments, too, the long-term benefits outweigh the initial revenue reductions. As long as governments put strong progressive fiscal regimes in place,15 they will be able to reap the upside from a climate- aware, low-carbon mining sector that will be more profitable than a business-as-usual, carbon-intensive mining sector in the medium to long term.

82. Comparison Between the IPCC Reporting Framework and Country Practice

The 2006 Intergovernmental Panel on Climate Change (IPCC) Guidelines (IPCC 2008) for National Greenhouse Gas Inventories (IPCC Guidelines) provide a recommend- ed (but not mandatory) methodology for preparing Na- tional Inventory Reports (NIR), which all Annex I Parties2 to the United Nations Framework Convention on Climate Change (UNFCCC) must submit every year (Romijn et al. 2019). In practice, however, many countries apply modi- fied methodologies in their NIRs to reflect country-specif- ic situations better. While helpful in addressing country specificities, those modified methodologies may result in emission data that is less standardized and therefore harder to compare and consolidate. Also, the IPCC recom- mends that countries adopt higher tier methods and use more granular data. Since different emissions categorized by the IPCC3 can be calculated by multiple methods, and the granularity and quality of country emissions databas- es vary, different countries adopt different granularity lev- els and tier methods (IPCC 2008). The 160 Non-Annex I Parties to the UNFCCC (most of them developing countries) are not required to submit NIRs every year, but must submit Biennial Update Re- ports (BURs), including a national inventory report and information on mitigation actions, needs, and support re- ceived (Kainou 2016). Following the same IPCC Guidelines as NIRs, BURs are different from NIRs mainly in terms of reporting scope. The IPCC Guidelines require countries to report greenhouse gas (GHG) emissions in NIRs from 1980 to the latest reporting period, while for BURs they merely encourage countries to submit summary informa- tion tables of inventories for previous submission years.4 Besides the required BURs, more Non-Annex I Parties have been submitting NIRs and Technical Annexes on REDD+ in recent years (Romijn et al. 2019). In 2020, 23 Non-Annex I Parties submitted NIRs (UNFCCC 2020). We recommend that the IPCC adopt, based on a man- date from the Conference of the Parties to the UNFCCC, a consolidated framework to indicate best practice for each emissions category. A consolidated framework would help unify the granularity levels and standards across all coun- tries’ NIRs. It could also be extended to countries that have not adopted the IPCC Guidelines or published NIRs. Since an increasing number of Non-Annex I Parties are submit- ting NIRs to the UNFCCC, it is crucial to have a widely appli- cable framework that developing countries can also use. A consolidated framework would also make it easier for countries to communicate their emissions reductions goals in their Nationally Determined Contributions (NDCs) under the Paris Agreement on Climate Change. With the Paris Agreement, countries established an enhanced transparency framework (ETF): starting in 2024, countries will report transparently on actions taken and progress in climate change mitigation, adaptation measures, and support provided or received. It also provides for interna- tional procedures for the review of the submitted NIRs. A standardized reporting framework for NIRs would comply with the requirement of transparency framework under Paris Agreement (Winkler et al. 2017). To exemplify how a consolidated framework would work, after a background note on scopes and approaches in greenhouse gas reporting (section 1), we present the re- sults of our empirical research on the NIRs of Australia, Germany, Japan, and the United States, focusing on the differences in the choice of methodology (section 2) and emission factors (section 3). Then we conduct a case study on the German iron and steel industry, exploring the dif- ferences in emission reporting under different methods (section 4). Finally, we study the case of China, which has submitted BURs but not yet published annual NIRs, to understand how the IPCC Guidelines could be applied to more countries (section 5). We outline our findings and recommendations in section 6.

Anthropogenic climate change due to the emission of greenhouse gases into the atmosphere is the greatest threat facing society this century. The Intergovernmental Panel on Climate Change (IPCC) highlights the urgency of ambitious climate action and the devastation that may be caused if this action is not realized.2 As such, decarboniz- ing the economy is a pressing challenge, and funding the zero-carbon transition will require large-scale finance. To achieve the scale and rate of change required for global carbon net neutrality by mid-century, both public and pri- vate finance must be mobilized to fund mitigation efforts across industries. In addition to directing capital toward mitigation projects, funding to carbon-intensive projects must be evaluated and ended if not aligned with decar- bonization targets. As stated in a 2019 feature in Nature, “[f]inanciers will have to step away from approaching cli- mate change on a project-by-project basis—a wind farm here, a solar plant there—and start thinking about the car- bon impact of every dollar spent. That means an end to projects that lock in unsustainable futures.”3

The COVID-19 pandemic has had an undeniable and wide-ranging impact on human mobility of all kinds—from travel for work or study to family reunification to refugee resettlement. More than 18 months since the first round of travel restrictions were introduced, it remains to be seen when and how fully these different forms of mobility will recover. This report explores possible scenarios for what international mobility could look like in two to three years as an exercise to help national governments and international organizations think through the potential impacts of different policy choices and approaches to pandemic management. It also identifies critical questions to address in the coming months and years, such as: What tools should be used in conjunction with vaccines to safely reopen travel, given concerns that the uneven vaccine rollout will deepen existing inequalities in access to mobility? And how can countries better coordinate health screening requirements to minimize unnecessary duplication and costs to travelers? Returning to the pre-pandemic status quo for travel and migration seems highly unlikely, and the structures that are being built now will shape mobility systems and responses to future disease outbreaks for years to come. A key priority, the author writes, should be to outgrow the current picture of fragmented, frequently shifting policies in favor of transparent, equitable, and risk-proportionate rules.

Nordic political cooperation, embodied by the Nordic Council and the Nordic Council of Ministers, encompasses the five Nordic countries and the Faroe Islands, Greenland and Åland. This long-standing regional cooperation functions as a model of inclusiveness and democratic sustainability as it strengthens the cooperation networks between all the jurisdictions with legislative competences and enables the participation of the three islands that do not enjoy formal statehood. The Faroe Islands, Greenland and Åland have for decades participated in the Nordic institutions, and their contribution to Nordic cooperation extends beyond niceties. The participation of the Faroe Islands, Greenland and Åland in Nordic cooperation increases knowledge about different governance arrangements, peoples and rights. In addition, their substantive knowledge and expertise have played a decisive role in areas such as Arctic affairs and sustainability, with the protection of the environment high up on their agendas. Their participation is an incremental process, however, where the status of the Faroe Islands, Greenland and Åland in Nordic cooperation is entangled with national and international political and legal considerations. While all three seek parity, the Faroe Islands have appeared as the driving force for further integration into Nordic cooperation.

87. The Trade Effects of the Economic Partnership Agreements between the European Union and the African, Caribbean and Pacific Group of States: Early Empirical Insights from Panel Data

This study provides early ex-post empirical evidence on the effects of provisionally applied Economic Partnership Agreements (EPAs) on two-way trade flows between the European Union (EU) and the African, Caribbean and Pacific Group of States (ACP). Employing the gravity model of trade, we do not find a general EPA effect on total exports from ACP countries to the EU nor on total exports from the EU to ACP countries. We do, however, find heterogeneous effects when focusing on specific agreements and economic sectors. While the agreement between the EU and the Caribbean Forum (CARIFORUM), which concluded several years ahead of the other EPAs in 2008, if anything, reduced imports from the EU overall, the provisional application of the other EPAs seems to have at least partly led to increased imports from the EU to some partner countries. More specifically, the estimation results suggest an increase in the total imports from the EU only in the Southern Africa Development Community (SADC) EPA partner countries. On the sectoral level, by comparison, we find increases in the EU’s agricultural exports to SADC, Eastern and Southern Africa (ESA) and the Pacific. Lastly, in the area of manufactures trade, we find decreases of exports of the ESA and SADC countries to the EU, but increases in imports from the EU into SADC countries. While this early assessment of the EPA effects merits attention given the importance of monitoring future implications of these agreements, it is still too early for a final verdict on the EPAs’ effects and future research is needed to investigate the mid- and long-term consequences of these agreements.

Mounting competition between China and liberal democracies will shape the course of the 21st century. The gravity and scope of the challenges that China poses have permeated the transatlantic policy agenda and become a focal point in U.S.-Europe relations. Whereas China has long been a source of disagreement and even tension between the transatlantic partners, in the past two years views have converged. The Chinese Communist Party’s (CCP) assertive actions—its “Wolf Warrior” diplomacy, aggressive influence operations, human rights violations at home, and elimination of fundamental freedoms in Hong Kong—have increased concerns in both the United States and Europe. There is now fertile ground for transatlantic cooperation on everything from reducing dependency on Chinese trade and investment to setting global norms and standards for the future. Yet, despite this convergence of views and interests, there is still no roadmap for how such cooperation should progress. This report outlines such an approach. It is based on the premise that the time is ripe for greater transatlantic cooperation on China. It also recognizes the comprehensive nature of the task at hand. Today’s controversies with China over trade, investment, technology, and global governance are all part of a larger competition between political systems and worldviews. The breadth of the challenge means that the United States and Europe must compete with China across multiple domains. This report lays out a roadmap for doing so, outlining concrete recommendations across the four sectors of technology, investment, trade, and global governance. By working together, the United States and Europe can pool the resources and leverage needed to push back against the CCP in these areas and develop preferred alternatives that advance strategic priorities for both sides of the Atlantic. Moreover, the strategies outlined in this report will also serve a second purpose: re-energizing the ailing relationship between Europe and the United States.

91. Desert Drift, Declining Deadliness: Understanding the Evolution of AQIM’s Suicide Bombings

For the past several years, jihadi violence perpetrated by al-Qa`ida in the Islamic Maghreb (AQIM) and its affiliated groups like Jama’at Nusrat al-Islam wal Muslimin (JNIM) has contributed to renewed insecurity in the Sahara and Sahel. Despite the widespread violence that has emerged, few studies have focused on AQIM and its affiliates’ broader profiles of violence generally, or their use of specific tactics more acutely. This report examines how AQIM and its affiliated groups have deployed suicide bombers over the past 13 years. Using a unique dataset compiled by the CTC detailing the breadth of AQIM and its sundry affiliated groups’ use of suicide bombers from March 2007 to September 2020, this report offers the most comprehensive view to date of the groups’ use of the tactic. Among other findings, it underlines the existence of AQIM’s “desert drift:” the very clear shift in theaters of operation of AQIM’s suicide bombers from North Africa between 2007 and 2012 (focused primarily in Algeria, where it focused on police and domestic military targets) to the Sahel from 2013 to 2020 (focused primarily in Mali, where it targeted international peacekeepers). Using AQIM’s “desert drift” as a dividing point between two distinct suicide bombing campaigns, the report then compares various dimensions of AQIM and its affiliates’ suicide bombing efforts across these two campaigns, including comparative metrics on lethality, injuriousness, geographies, demographics of bombers’ age and gender, targeting tendencies, use of “teams” of bombers, and patterns of failure. In the main, it shows that despite being a long-used tactic by an increasingly pernicious group, AQIM’s use of suicide bombing has declined in prevalence, deadliness, and efficacy in the aftermath of its “desert drift.” Given these findings, the authors seek to provide new insight into how policymakers and academics understand the historical and contemporary threats posed by AQIM and its affiliates. In tracking one tactical choice of the group—suicide bombings—the authors also seek to provide a detailed analysis of how al-Qa`ida has manifested in the Sahel in a distinct form, tailoring its attacks profile to meet its evolving goals. Through these new insights, the report endeavors to provide new perspectives that will inform any response to insecurity in these regions and beyond.

In 2016, the Islamic State acknowledged a series of pledges from Southeast Asian militant groups by declaring Isnilon Hapilon of the Abu Sayyaf Group to be the regional emir and encouraging local supporters to travel to the Philippines to wage jihad. Since 2016, a wave of Islamic State-linked attacks, including attempted and successful suicide attacks across the region, as well as the Marawi siege in 2017 by Islamic State-linked groups, has raised significant regional security concerns. Critical questions about the growing influence of the Islamic State in Southeast Asia, the interconnectedness of Islamic State affiliates, and the risks associated with returning fighters from Iraq and Syria remain unanswered. In the first of a four-part series on the Islamic State in Southeast Asia, this report sheds light on the overarching characteristics of Islamic State-linked operations across Indonesia, Malaysia, and the Philippines between 2014 and 2019, highlighting how the Islamic State’s arrival has affected regional militancy. Drawing on open-source materials, the report maps the characteristics and regional dispersion of Islamic State-linked activity in the region, providing regional and country-level context for the nature of the threat. Additionally, the report identifies six regional militant groups as the Islamic State’s operational affiliates, defined as groups that have claimed attacks concurrently with the Islamic State. The findings of the report draw attention to a marked increase in the use of Islamic State-linked suicide attacks and lethality in 2019, and significant numbers of failed and foiled attacks by Islamic State-affiliated or -inspired individuals in Indonesia and Malaysia. While the most important dimension of the Islamic State threat may be the existing militant infrastructure offered by its operational alliances in the Philippines and Indonesia, the threat in Malaysia exists in the form of independent plotters and radicalized individuals who present a pool of potential recruits for existing networks of militants in the region.

China is a relative newcomer to the Middle East and North Africa (MENA) region. Indeed, as it is not in China’s immediate neighbourhood, for a long time its importance to Beijing remained low. This began to change in the early 2000s. Due to its impressive economic expansion, marked by joining the World Trade Organization in 2001, China’s energy consumption growth rate accelerated, making the energy-rich region increasingly crucial to China’s energy security. Thus, the destabilization that came to the MENA with the Global War on Terror declared by the United States as a result of the 9/11 terrorist attack, endangered its interests. At the same time, however, having significant Muslim minorities of its own, China was keen to maintain the security of its Muslim-majority provinces and used the GWOT as justification for curbing the threat of its internal, separatist “Islamic terrorism”. Eventually, then, to accommodate its growing interest in the region, China expanded its “greater neighbourhood” to include the MENA as well (currently, a good part of Europe has also been declared a part of it). Presently, while still not a key partner for Beijing, the region is one of the main suppliers of China’s gas and oil, an increasingly important export destination, a territory of continuous construction activity of Chinese companies under the Belt and Road Initiative (BRI), and an object of a large-scale Chinese charm offensive. Slowly, it is becoming an object of Beijing’s security interests as well.

Representatives of the Office of the UN Secretary-General’s Special Envoy Youth, UN Department of Peace Operations, UNDP, UNFPA and UN Women also participated at the Zoom meeting on June 10, 2020. In 2017, the five-month “Battle of Marawi” waged by Islamic State-affiliated groups in the southern Philippines highlighted the gravity of the Islamic State threat within the country. Moreover, it highlighted the likelihood that the Philippines would remain the epicenter of the Islamic State threat in the region. Since the recovery of Marawi, it has become even more critical to understand the evolving nature of Islamic State-linked activity in the country, and its regional implications. As the second of a four-part series on the Islamic State in Southeast Asia, this report provides an overview of the characteristics of Islamic State-linked operations in the Philippines between 2014 and 2019, highlighting the instrumental value of the Islamic State brand for local groups. Drawing on open-source materials, the report examines the factors that contributed to the rise of the Islamic State’s influence and activity, specifically within the context of the Philippines, and analyzes its impact on local militancy during and after the Battle of Marawi. The losses experienced by Islamic State affiliates during the Battle of Marawi deeply changed the structure of Islamic State-linked militancy in the Philippines, moving from the united front of the Maute Group and ASG-Basilan led coalition during the battle to an increasingly decentralized structure. The findings of this report underline the Islamic State’s evolving nature and the appeal of allegiance for local groups in an environment that is marked by numerous other challenges such as poverty, clan rivalries, criminal violence, as well as a long-running communist insurgency. The change in the nature of the Islamic State’s presence in the country indicates fewer Marawi-style sieges and more targeted attacks, and an increase in the use of suicide attacks. This report is the second in a series of four reports that map the Islamic State’s presence in Southeast Asia between 2015 and 2019.

The United States and Fiji continue to strengthen security cooperation in the Indo-Pacific region. Ties between the regional partners endured throughout Fiji’s 2006 military takeover and resultant domestic political challenges. During this period Washington’s engagement with Suva included humanitarian assistance/disaster response, maritime security, law enforcement cooperation, counter-narcotics, and anti-trafficking of vulnerable populations. The United States also supported Fiji’s participation in existing United Nations Peacekeeping Operations. In turn Fiji continued to support U.S. initiatives regarding United Nations General Assembly resolutions and kept doors open for development aid and private sector investment opportunities. The recent defense security cooperation assistance agreement with Fiji supports substantial funding for training and equipment for the Royal Fijian Military forces (RFMF) for future peacekeeping opportunities as well as an immediate boost for its navy including patrol boats to support fisheries protection as well as search and rescue efforts.

We are living in an era of unprecedented changes. Mature democracies, emerging polities and the least electorally competitive countries are now facing new challenges in a globalized world. They are all dealing with technological breakthroughs, changes in global economic power, ageing populations and urbanization of their territories. Today’s picture shows that social inclusion seems to be an unfulfilled promise, and social cohesion is weakening. Some citizens are disenchanted, and political systems are having trouble adapting and responding to new demands. According to Edelman’s Trust Barometer (2017), one in every two countries does not have faith in the system, and we still do not know how this picture is going to evolve. In democracies, pro-democracy attitudes coexist with openness to nondemocratic forms of governance, such as rule by experts (49 per cent), strong leaders (26 per cent) or the military (24 per cent). This picture might be part of a transition period or indicating that polities are not being able to cope with some of the new challenges. It is why we need to think about the future of politics and how these trends will shape global governance in the next 10 to 20 years. Are political systems ready to govern a digital economy? How should political leaders evolve to address radical changes in an automated world? What will the consequences be for global governance and for the role of G20? This paper analyzes current global trends in domestic politics and the prospective scenarios on the future of politics. To do so, the paper presents a brief description on three forces we know will forge the future: technological breakthroughs, demographic changes and shifts in global economic power. Later, it turns to the uncertainty of the future. We live in nation states, so we first attempt to devise how these forces will shape domestic politics. We then look at global governance and the way these trends will impact upon it. The final stop of this journey is an analysis of the implications of these scenarios for the role of the G20.

100. Securing the Sonobuoy Supply Chain: How Australia Can Help Underwrite Anti-Submarine Warfare Cooperation in the Indo-Pacific

This paper highlights the challenges afflicting the sonobuoy supply chain, a key item in the prosecution of anti-submarine warfare (ASW) operations by the United States and many of its key allies. It argues that Australia is well-placed to address these issues, and that doing so would better underwrite collective ASW operations in the Indo-Pacific. After a brief post-Cold War hiatus, significant improvements in the submarine fleets of China and Russia have seen ASW revived as a core mission for the United States Navy. However, growing demand for ASW operations has exposed shortcomings in the maintenance, procurement and readiness of US maritime aircraft fleets essential to prosecuting those missions. This paper argues that, as a result, US allies and partners in the Indo-Pacific—many operating US-made maritime aircraft—will likely be required to step-up their own contributions to regional ASW operations. However, serious vulnerabilities in the sonobuoy supply chain accessed by all of these states threatened to undermine collective efforts, challenges which predate the global COVID-19 pandemic. A single US-based supplier presently provides sonobuoys to the US and many of its key partners, but its long-term capacity to meet soaring demands is in question. In its current form, any disruption to the sonobuoy supply chain would disproportionately impact allies and partners in the Indo-Pacific at the same time they are being asked to step-up their contributions to collective ASW. Securing the long-term future of the sonobuoy supply chain should therefore be an urgent priority. This paper argues that Australia is well-positioned to address these challenges, given its history of innovation and manufacturing in advanced sonar technologies; recent investments in sovereign defense industry capabilities and military infrastructure; deep alliance relationship with the US; and growing network of ASW-oriented regional security partnerships. To this end, Australia should pursue several interrelated lines of effort: 1) increase interim sonobuoy stockpiles while rebuilding its independent manufacturing capacity; 2) deepen defense industry cooperation with the US and Five Eyes partners on defense industry and supply chain issues; 3) strengthen cooperation in the defense industry, especially research and development within key regional security partnerships already predisposed towards ASW, such as with South Korea. Addressing the vulnerabilities in the sonobuoy supply chain would not only improve Australia’s independent ASW capacity, but would help underwrite collective ASW in the Indo-Pacific for years to come.
