1. Decentralising the Just Energy Transition: The role of the private sector in supporting municipalities

With nearly 86% of its carbon dioxide (CO2) coming from coal, South Africa is one of the world’s most coaldependent countries.1 Additionally, it produces nearly a quarter of the continent’s total carbon emissions.2 Its economy is highly dependent on agriculture and mineral extraction, which are energy-intensive. Importantly, South Africa is subject to climate variability and change.3 The effects are exacerbated by dysfunctional municipalities’ limited ability to build climate resilience systems and ensure robust disaster risk management. With local government administrative instability, service delivery failures, and financial mismanagement highlighted by Good Governance Africa’s (GGA) Governance Performance Index (GPI), societal stakeholders bear the brunt of dysfunction, particularly amidst escalating climate-induced natural disasters, which further strain government resources. As such, the fight against climate change requires a coordinated response from government, the private sector, and citizens. Presently, citizens do not identify the private sector as a key stakeholder in mitigating climate change. This suggests that the private sector does not have a visible presence in the fight against climate change, thereby presenting the private sector with an opportunity to support the decentralisation of the just energy transition. These efforts can also form part of attempts by the private sector to mainstream Environmental, Social, and Corporate Governance (ESG) best practices.

2. Economic Priorities in Post-war Ukraine

Abstract:
Ukraine has been a stellar example of a little reform going a long way. First invaded by Russia in 2014, the Ukraine of 2022 was a different country, with more resilience, more ability, and more depth. As it pushes to repel the Russian aggressor, it is never too early to think about how Ukraine can continue its reform process and become a state that is free of Russia, economically strong, and a model for policy reform. The ways in which Ukraine can attain this goal are contained in the economic roadmap, “Economic Priorities in Post-war Ukraine,” produced by Ukrainian experts and world-class policy advisors under CASE-Center for Social Research and CASE Ukraine and funded by agencies from around Europe and the United States. This report focuses on the essential reforms that will help Ukraine with the post-war reconstruction, as well as enable progress in its efforts on the way to EU membership. Over 30 years of independence, Ukraine has launched almost all of the necessary reforms to build and develop a market economy. In 2014, Ukraine signed the EU-Ukraine Association Agreement, and substantial progress has been demonstrated since then. However, the country fought against a legacy of start-stop reforms and inattention to major objectives such as building the rule of law and encouraging private sector competition. Before the full-scale Russian invasion, it had been making progress in institutional reforms but still had far to go. This report addresses many of the complex tasks that Ukraine needs to complete, with the main challenge being the rule of law, a problem lasting for three decades. Our team of experts propose specific mechanisms to make the transition to a country which respects the rule of law, including ways to improve the judiciary, respect property rights, and encourage private sector competition. The report also examines the question on how the Ukrainian government can attract funding and rebuild the country after the war is over, discussing ways in which the EU and the donor community can be involved. The eventual end of the war also provides Ukraine with a unique opportunity to leap ahead in the European integration process and to finish its institutional reforms. With Ukraine now a candidate for EU membership, the prospects of the integration process, the unprecedented support for integration with the EU in Ukrainian society and the continued support of the West, present Ukraine with a way forward and overcoming the obstacles that have delayed, stalled, or even caused the abandonment of reforms in the past.

5. China and the new globalization

The unitary globalized economy no longer exists. Driven in significant part by security considerations, a new and more diverse globalization is both required and being built. The transition is ongoing, and its final form is yet to be determined. Many of the causal factors for this very significant change revolve around China and the consequent responses to its actions by the United States, other democracies of the transatlantic alliance, and the advanced democratic economies of the Indo-Pacific. There are other important factors generating this new globalization including the impact of the Russia-Ukraine war both on energy markets and on trade and investment with Russia generally, as well as the global requirements for mitigating and adapting to climate change. However, China has been a critical element in what might be described as the “maximum trade-centered globalization,” which has dominated trade and investment policy in the three decades since the end of the Cold War. This issue brief describes the still-developing new globalization focusing on the issues surrounding China. A fundamental challenge that China presents arises because its actions have generated significant security and economic challenges, yet it nonetheless is a massive trade and investment partner for the “advanced democratic economies” (ADEs),1 which for purposes of this analysis include the Group of Seven (G7) countries,2 plus Australia, Norway, the Republic of Korea, and the European Union. Adapting to a new globalization requires establishing a strategic approach that resolves the inherent contradictions between those conflicting considerations.

6. Authoritarian kleptocrats are thriving on the West’s failures. Can they be stopped?

A hidden web of power revealed itself to Internet users in early 2022. Following a brutal government crackdown in Kazakhstan in January, anyone using open-source flight-tracking websites could watch kleptocratic elites flee the country on private jets. A little more than a month later, Russia’s invasion of Ukraine brought a new spectacle: social media users were able to track various oligarchs’ superyachts as they jumped from port to port to evade Western sanctions. These feeds captured a national security problem in near real time: In Eurasia and beyond, kleptocratic elites with deep ties to the West were able to move themselves and their assets freely despite a host of speeches by senior officials, sanctions, and structures designed to stop them. Kleptocratic regimes—kleptocracy means “rule by thieves”—have exploited the lax and uneven regulatory environments of the global financial system to hide their ill-gotten gains and interfere in politics abroad, especially in the United States, the United Kingdom, and the European Union. They are aided in this task by a large cast of professional enablers within these jurisdictions. The stronger these forces get, the more they erode the principles of democracy and the rule of law. Furthermore, the international sanctions regime imposed on Russia in response to its invasion of Ukraine has little hope of long-term success if the global financial system itself continues to weaken. The West still has a long way to go to rein in the authoritarian kleptocrats who have thrived on the institutional dysfunction, regulatory failure, and bureaucratic weakness of the transatlantic community for far too long. We need to rethink not just how we combat kleptocracy, but also how we define it. Policy makers need to understand that authoritarian regimes that threaten transatlantic security are closely linked to illicit financial systems. As it stands, our thinking about how foreign corruption spreads is too constrained by stereotypes about kleptocratic goals and actions.

China introduced the world's largest emissions trading system in 2021 which is intended to help cost-effectively achieve its pledges of reaching a peak in CO2 emissions before 2030 and carbon neutrality before 2060. The system is a tradable performance standard (TPS) with a bottom-up intensity-based emissions cap, unlike a top-down absolute cap approach commonly used globally. General Equilibrium Analysis of Cost-Effectiveness and Distributional Impacts of China’s Nationwide CO2 Emissions Trading System developed and applied a multi-sector, multi-period general equilibrium model to assess the emissions, energy mix, and economic impacts of a series of options for the future development of this policy. These included cap-setting, benchmark design, auction design, and sectoral expansion, with valuable insights provided on the potential future evolution of this policy.

12. Getting Indonesia to Net Zero

As one of the world’s fastest growing economies, Indonesia has committed to using its sustainable transition to drive green and inclusive growth. Recent steps taken by President Joko Widodo in the lead-up to Indonesia hosting the G20 summit in November 2022 underscore the country’s ambition to mitigate its emissions – including releasing a plan to achieve net zero emissions by 2060 or sooner, endorsing the Global Coal to Clean Power Transition Statement at COP26, and enhancing Indonesia’s Nationally Determined Contribution ahead of COP27. The Getting Indonesia to Net Zero report from the High-level Policy Commission on Getting Asia to Net Zero explores how Indonesia can further accelerate its transition to a resilient, net zero emissions economy while benefitting its people and its place in the world. The report is based on new modeling commissioned from Cambridge Econometrics that shows the opportunities and trade-offs associated with different pathways for Indonesia to meet its current and more ambitious emissions reduction targets. As the report’s analysis illustrates, implementing Indonesia’s current net zero strategy could boost Indonesia’s mid-term GDP by as much as 5% by 2032, create up to two million new jobs by 2039, and ultimately improve Indonesia’s trade balance by $48 billion. Moreover, by aiming for net zero emissions by 2050 instead of 2060 while prioritizing low-cost renewable energy sources like solar and wind, Indonesia could reduce its net zero investment needs by $3.8 trillion and peak its carbon emissions as early as 2027. In this latter scenario, the adverse impact of the net zero transition on household spending could also be cut by half. The report also outlines a roadmap for how Indonesia could realize these and other benefits by prioritizing climate policies that concurrently address development challenges, reforming the energy market structure to favor solar and wind, and leveraging green industries to advance a just transition.

13. Chinese foreign policy in 2023: Stepping back from the brink

When it comes to Chinese foreign policy in 2023, decision-makers in Austria and Europe have to most importantly consider three partly interrelated and highly topical questions that are and should be preoccupying China researchers. Will China escalate its support for Russia during the war in Ukraine? Will China invade Taiwan? How will China’s protest movement and exit from Zero-COVID impact foreign policy? Further trends in China research will address the need to employ digital methods due to a lack of access for fieldwork (COVID or political restrictions) (BCCN 2022), the importance of protests more broadly (labour issues or Hong Kong democracy) (Wei and Chan 2022; Cheng et al 2022), and the fragility of a centralized system around Xi Jinping with no succession plan as Xi enters his third term as president in March 2023 (Tsang and Cheung 2021). Following Russia’s full invasion of Ukraine, Beijing has supported Moscow in the informational and diplomatic domain, but has remained self-interested in the economic domain, and has not shifted from previous policies in the military domain (Chestnut Greitens 2022, 751). China needs Russia as a partner in mounting a (normative) challenge to US power and the liberal international order (Johnston 2022, 1307), gaining influence in multilateral institutions (Wang and Sampson 2022, 374), and preserving the Communist Party regime (Pavel, Kirchberger and Sinjen 2022, 295). The Chinese leadership would like to see a Russian victory, and dreads a defeatinduced regime collapse in Moscow (Lo 2022). Beijing has condemned the West for provoking the war and for imposing sanctions. In the UN, China abstained or voted for Russia. At the same time, since the beginning of the war, bilateral trade has grown significantly. Yet, Chinese companies and banks have partly withdrawn or broken off ties with Russian counterparts to steer clear of secondary sanctions. Moreover, while joint military exercises continue, there is no clear evidence for arms or equipment deliveries.

14. Protests in Iran in comparative perspective: A revolutionary state in trouble

Successive protests in 2009, 2019 and 2022 have poignantly laid bare the much reduced social and political legitimacy of Iran’s ruling elites. Reform-from-within is no longer viewed as credible. Even former pro-reform leaders like Mousavi have abandoned hope and call for regime change. While further protests are inevitable, it is nevertheless unlikely that they will produce a revolution that overthrows the regime in the short-term, as long as their national organisation and leadership remain weak, Iran’s ruling elites cohesive, security forces loyal, and the administration continues to function. The country has witnessed hundreds of protests every year for the past few years, in addition to those of 2009, 2019 and 2022, but calls for fundamental change continue to go unheeded. The hope of the ruling elite is that the mix of repression and Iran’s dire economic situation will prevent protests from recurring. At best, quasi-reforms will provide some band-aids. In both scenarios, the Islamic Republic of Iran is no more in the sense that it lacks legitimacy among large segments of the population. It has also shed the elements of republican governance it used to have. And yet it lives on because it remains a capable state with a fairly cohesive ruling elite and ample coercive power. Iran is on course to become a classic one-party authoritarian regime, which may shed some of its religious orientations once its Supreme Leader leaves office for reasons of age. It remains to be seen how sustainable this will be given the crescendo of protests.

16. The World’s Humanitarian, Economic, and Political Engagement with Afghanistan

The August 2021 fall of the Islamic Republic of Afghanistan and its replacement by the Taliban ended a two decade chapter of economic and social development. On top of an already weak economy reeling from COVID-19 and a multi-year drought, the overnight cutoff of most Western aid, freezing of foreign reserve funds, and effective severing of Afghanistan’s links with the global financial system plunged Afghanistan into multiple and overlapping humanitarian, economic, financial, and political crises of almost incomprehensible proportions. As of December 2021, 98 percent of the population lacked sufficient food and 90 percent were projected to be living in poverty. By summer 2022, the economy had shrunk by 20-30 percent. Afghanistan faces a daunting array of immediate security, humanitarian, and long-term development challenges. The Taliban’s restrictive social policies and refusal to move towards an inclusive government and the charged political environment dictates much of what can or cannot be done by the international community. The West’s central challenge is at once both moral and political: trying to walk a fine line between delivering humanitarian and economic assistance to relieve some of the effects of sanctions and isolation and help the Afghan people, while avoiding even the appearance of endorsing or legitimizing the Taliban. Workarounds so far have included re-purposing the World Bank-administered Afghanistan Reconstruction Trust Fund, previously the main vehicle for funding Afghan government operations, to channel funding through United Nations (UN) agencies to non-governmental organizations (NGOs) to provide feeding, health, education, and other services. This paper highlights the significant challenges for the international community, among them: Relationship management Working with or alongside the Taliban Who performs the functions of the state? Channeling support away from the DFA and directly through the UN and NGOs can be effective for certain types of services (e.g., health, education), but this has its limits. International community cohesion, coherence, and capacity Finally, the authors highlight a number of recommendations, divided roughly into policy and operational considerations, for how, if not to resolve the impasse, to at least mitigate or get around it. These 14 recommendations assume that regardless of the Taliban’s distasteful policies and moral and technical shortcomings, the collapse of their rule would not be in anyone’s interest. There is no one to replace them, and the chaos and fragmentation that would follow would be far worse.

Abstract:
This is the tenth edition of the Mexico Peace Index (MPI), produced by the Institute for Economics and Peace (IEP). It provides a comprehensive measure of peacefulness in Mexico, including trends, analysis and estimates of the economic impact of violence in the country. The MPI is based on the Global Peace Index, the world’s leading measure of global peacefulness, produced by IEP every year since 2007. The MPI consists of 12 sub-indicators aggregated into five broader indicators. Mexico’s peacefulness improved by 0.9 percent in 2022. This was the third straight year of improvement following four consecutive years of deteriorations. Seventeen states improved, while 15 deteriorated.

The UK in a Changing Europe trade tracker is now being produced quarterly and in a new format. The new format trade tracker will focus on three key areas: UK trade and its performance relative to historical data; UK trade in a global context and how it compares to the G7; and finally, newsworthy developments which have occurred within trade in the last quarter. In this quarter’s edition, the trade tracker looks at how UK trade measures compare to 2019 as well as the proportion of total UK trade made up of trade with the EU. In addition, it looks at the UK’s trade balance and trade openness compared to the G7. As Parliament returns from its summer recess, Full Fact and UK in a Changing Europe have partnered to produce a series of evidence led, research-based assessments of the key issues that politicians will confront. To do this, we brought together a group of leading experts from respected institutions including the Health Foundation, the Institute for Fiscal Studies, and the Royal United Services Institute. We asked each of them to consider, based on the findings of their own research, the challenges the country faces in their area of expertise, the immediate and longer-term issues politicians will need to address, and the potential implications of any choices they might make. We selected the issues based on the Ipsos issues index, and added security, defence and foreign affairs, which did not figure amongst the public’s priorities in July of this year. Six and a half years since the Brexit referendum, UK relations with the EU have still not settled into a coherent and consistent pattern. Partly, this is because the process of leaving itself took so long. Partly, too, because there is much still to resolve, not least whether the treaties signed will be fully applied. This report examines the contours of that relationship. It assesses both where we have got to and how the relationship might evolve. The reports sets out the state of play on trade, migration, public opinion, as well as the various party positions on the relationship. It also highlights the deadlines and decisions on the horizon in a number of areas, such as financial services, electric vehicles and fisheries. Finally, it examines the ways in which the TCA could be deepened, and steps that might be taken beyond the TCA – both unilaterally and through increased cooperation with the EU – concluding that changes to the relationship are likely to be slow and incremental.

Refugees and asylum seekers are alternatively depicted as heroes or security threats, victims or exceptional workers, exemplary neighbors or opportunists. And though public narratives are sometimes described as a binary, in reality, people can hold multiple, competing beliefs and opinions about forced migration and its impacts on society. They may, for example, experience pride in their country’s humanitarian response and compassion for refugees alongside anxiety over changing cultural norms or fear of competition for scarce jobs, each of which can become more or less salient under different circumstances. These public attitudes can create or constrain the space needed for sensible and creative policy responses, as well as community cohesion. As a result, governments, international organizations, and advocates have invested in myriad programs and campaigns to bolster solidarity and defuse negative reactions to forced migrants. Yet, as this study discusses, changing people’s minds is far from straightforward. This report—the first in the Beyond Territorial Asylum: Making Protection Work in a Bordered World initiative led by MPI and the Robert Bosch Stiftung—examines the different narratives that tend to emerge in communities welcoming forced migrants, looking at a variety of geographic, socioeconomic, and historical contexts. It also explores two categories of interventions that aim to address negative narratives about refugees and asylum seekers: information campaigns that aim to defuse threat narratives and “contact-building” initiatives that seek to build connections between refugees and host communities. The report concludes by offering strategies to promote solidarity and mitigate tensions.

Open source plays a central role in software development, both in parallel with proprietary software and increasingly intertwined with it. It has become a major factor for companies’ innovation processes and for the success and popularity of their products. For users, using open source software can alleviate risks stemming from proprietary solutions, including data privacy concerns or trade restrictions. Beyond that, open source is the foundation of critical software bricks and Internet languages and protocols. However, open source is a victim of its own success. It suffers of a lack of resources dedicated to the maintenance of open source components, even though vulnerabilities in open source code can have serious consequences, as illustrated by the Log4Shell vulnerability in December 2021. For these reasons, private companies are investing ever more money and human resources in the development and maintenance of open source software, and acquiring structuring roles in the governance of the ecosystem. This support, however, is not without risk for the open source ecosystem, which is increasingly shaped by the private interests of Big Tech companies. Meanwhile, governments are getting increasingly concerned with the cybersecurity implications of open source software, and with risks not only of accidental vulnerabilities, but also manipulation of codes by criminals and foreign agents. The interest of governments in open source is not new, but it is evolving: governments are no longer only seeking to adopt open source or to develop software solutions, but also to contribute to the financing or even the governance of open source ecosystems, at the national and/or global level. An analysis of the United States, Chinese and European cases show that government involvement in open source is not only pragmatic; it is increasingly politicized, and serves to uphold governments’ ambitions for national security, international influence, or digital sovereignty. The study highlights the dilemmas that emerge, for public authorities, from the tensions between the desire to secure universally used, critical open source components, the desire to develop “sovereign” technologies, and the risk of encroaching on the horizontal and decentralized functioning of open source.

After the 2017 Chinese waste import ban, the international and European Union (EU) legislative framework on waste exports has been revised. • The amendment to the Basel Convention is stricter on the possibility to export plastic waste outside the EU, which has integrated the amendment in the waste shipment regulation (WSR) and is considering further export restrictions. Moreover, a Directive to reduce the use of single-use plastics and stimulate local demand for recycled plastics has been adopted. • The recycling rate of plastic packaging has been deteriorating since 2016 in view of the growing quantities of plastic packaging waste and limited export outlets, despite an increase in the tonnage recycled. Exports of plastic waste from the European Union have been reduced and partly redirected, with some negative environmental impacts reported. The EU demand for certain recycled plastics has boomed, encouraged by the new regulation, yet overall, EU plastic packaging consumption keeps increasing. • The debate on the export ban opposes a view of responsibility for the treatment of waste with the promotion of international waste trade as a means to achieve a global circular economy (for plastics). However, there is no evidence that the waste trade enables to increase the global recycling rate, reduces the use of virgin plastic, and reinforces sustainability. • The European Commission (EC) has released a new legislative proposal that tightens up waste export possibilities but does not ban it.

26. How Will China Respond to the Russia-Ukraine Crisis?

How will China respond to a potential Russian military escalation against Ukraine? Relations between Russia and China have intensified in recent years, with Vladimir Putin and Xi Jinping holding regular summits and the two countries’ militaries participating in joint exercises and cooperating in some defense industrial efforts. Ties between Moscow and Beijing are now closer than any time since the days of Stalin and Mao, driven by a shared perception that the United States is each country’s primary foreign policy challenge. One top Russian official told media in December 2021 that the relationship now “exceeds an alliance.”[1] Chinese state media, meanwhile, have vocally backed Russia in arguing that the current crisis stems from the US “using NATO as a tool to cannibalize and squeeze Russia’s strategic space.”[2] The 2014 war in Ukraine and annexation of Crimea was an important factor driving Russia and China closer to each other, as Russia sought to reduce post-Crimea international isolation and as Beijing realized it could drive a hard bargain in its bilateral relationship with Russia on issues like energy. China’s response to the 2014 war, however, was generally to avoid taking sides. China accepted a narrative that placed blame on the West for causing the crisis, with top diplomats citing Western “foreign interference for causing the crisis,” but didn’t approve of Russia’s seizure of Crimea or its military actions in the Donbas.[3] China abstained from voting on the key United Nations resolutions regarding Crimea, for example, and it still declines to recognize Crimea as Russian territory. Similarly, it verbally rejected US and European sanctions on Russia though it let Chinese firms, including the country’s big state-owned banks, abide by these sanctions to avoid being cut off from US financial markets and the international banking system. Compared to 2014, however, China may find it more difficult to avoid involvement in an escalating crisis. Leaders in Beijing and around the world will see the US response to any military escalation against Ukraine as sending signals about whether the US could effectively respond to future crises in the Taiwan Strait or East or South China Seas. The success or failure of US efforts to impose meaningful costs on Russia if it escalates will be seen as a test of whether the US could do something similar in Asia. Moreover, after repeated summits between Chinese President Xi Jinping and Russian President Vladimir Putin, including Xi’s description of Putin as his “best friend,” China’s approach to Russia amid a crisis will also be interpreted as sending signals about China’s own capabilities and influence. Because of this, China will not see a new phase of war between Russia and Ukraine as a peripheral issue in its foreign policy, even though China has no core issues at stake in Ukraine itself. China is most likely to be implicated in the crisis by potential Western sanctions on Russia, which in contrast to 2014 will impose substantially more pressure on Beijing to take sides. China’s decision either to adhere to new Western sanctions or to help Russia avoid them will shape escalation pathways and determine the magnitude of economic and political isolation that sanctions impose.

On May 2–3 2022, the Konrad-Adenauer-Stiftung Syria/Iraq Office and the Foreign Policy Research Institute convened a panel of foreign policy experts for a dialogue on security challenges present in the Eastern Mediterranean. The first day addressed state fragility in the region and how this phenomenon intersects with systemic security issues, including climate change, maritime issues, and migration. The second day of dialogue addressed military issues, including Russian naval modernization, US-Russian regional retrenchment, and how each country views the other’s long-term regional ambitions. Additionally, the conversations in the second day covered European regional security views and how the broader US-Russia rivalry impacts thinking on the continent amidst the current crisis landscape. In each panel, two guest speakers shared their subject matter expertise on the focus topic and a dialogue followed brief presentations. The entirety of the event was conducted under Chatham House Rule, wherein the participants could share views and opinions freely. As a result, findings from these conversations can be more transparent than traditional formal dialogues in traditional diplomatic channels. In this report, we share the consensus highlights and points of contention which came from the discussions. As the nature of Chatham House Rule protects the identity of our participants, below are a few areas of expertise found among those involved in the dialogue.

28. 'Win Without Fighting': The Chinese Communist Party's Political and Institutional Warfare Against the West

When compared to Western forms of diplomatic conversation and strategic discussion, phrases emanating from Beijing and the Chinese Communist Party (CCP) can appear peculiar, platitudinous, and so ambiguous as to be devoid of practical content. China’s paramount leader Xi Jinping speaks frequently about a ‘community of shared future,’ a ‘common destiny for mankind’ as part of his ‘China dream,’ or of his country’s ‘rejuvenation.’ He promises to pursue and achieve a ‘new type of great-power relations’ with the United States that will ‘expand the converging interests of all and build a big global family of harmony and cooperation.’ Yielding to the temptation to dismiss these phrases as glib and meaningless or as empty promises to the world would be a serious mistake. Emerging as the victorious side after the world was reshaped in the aftermath of the Second World War, and, more recently, the formal end of the Cold War, the United States and its allies have generally enjoyed dominance in all forms of power. The challenge and threat of China is largely understood in the context of its increase in material power, which is relatively easy to understand and quantify. In contrast, far less attention is being paid to non-material power, which is, admittedly, more nebulous and difficult to assess. However, China’s focus has been on relentlessly building its ‘comprehensive national power’ (CNP), that is, the sum-total of its powers and strengths—economic, military affair, science and technology, education, and resource—and influence. Thus, CNP encompasses both material and non-material power, and China’s buildup of both of these forms of power best explains its strategic and diplomatic successes. Chinese ‘rejuvenation’ is also not just about building GDP or having the world’s largest naval fleet. Rather, the CCP’s vision of a ‘community of shared future for mankind’ is very much about displacing the dominance enjoyed by the US and other advanced democracies in shaping global discourse and conversations, norms and standards, and influence within and through institutions. The advanced democracies have taken these less obvious forms of power for granted, a complacency that Beijing has exploited. As the CCP recognizes, “In the final analysis, the rise of a great power is a cultural phenomenon. It (that power) must be accepted by the international community. Be accommodated by the international system, rely on the international system, and be recognised by international norms.” To be sure, there is a rich and growing literature on the CCP’s various information, influence, and institutional resources and activities, and this report does not seek to reproduce the excellent work already in the public domain. Rather, it begins from the uncomfortable but growing realization that the CCP believes it has long been at war with the US and its allies, even though kinetic force has been used in only a few instances. It looks at why this war is being waged, what the hallmarks of success for Beijing look like, and how the use of non-material strategies in the form of political and institutional warfare complements and augments China’s better known material approaches in the CCP’s determined attempts to win this ongoing war or struggle. The report seeks to emphasize that, in understanding the challenge and threat of China, political and institutional warfare should not be treated as optional or interesting adjuncts to traditional notions of warfare or that their effects are peripheral to core strategic and even military objectives. On the contrary, non-material approaches are essential to the Chinese strategy and have real-world outcomes that are often the same ones that the use of force or economic coercion is intended to achieve. Just as the CCP views comprehensive power as encompassing material and non-material elements, its notion of waging and winning a war may or may not include a military element. We need to do the same when countering, deterring, and, if necessary, defeating Chinese strategies and actions. Moreover, the CCP’s approach is not just about putting its views forward in overt or veiled ways in the hope that it will change our minds about various issues. Instead, Beijing’s strategy is much more proactive and profound than that. The CCP’s political and institutional approaches are about fundamentally changing and shaping even the way we begin to think about or analyze an issue or what we perceive to be its ‘first principles.’ It is designed to shape the way we talk (or do not talk) about an issue, the presumptive and analytical frameworks we employ to do so, and the discourse regarding it that is accepted and deemed acceptable. At first glance, such a deeply cognitive approach might seem fanciful and impossible to implement. However, this report offers two recent case studies of instances where the CCP enjoyed considerable success in melding the material and the cognitive—with tangible and real-world results. This report then offers a summary of the real-world strategic effects and their impacts on the tactical decision-making of countries and their elites that should concern those in charge of our political, economic, military, and diplomatic policies and activities. In conclusion, it suggests some general responses to the CCP’s strategy, approach, and actions in these contexts.

For all the discussion there has been about ‘levelling up’ and the problem of regional inequality in the UK, little energy has been expended in finding out how people feel about their areas, what could and should be done to improve them, and who they trust to actually do it. The following report aims to fill this gap. UK in a Changing Europe partnered with YouGov to carry out a survey of over 20,000 people from across England. This was the first survey of its kind on levelling up and regional inequality, and the first to assess the impact of changes to how England is governed, including the effect of the introduction of Metro Mayors. This survey was accompanied by a series of focus groups conducted by NatCen and King’s College London’s Policy Institute in Barking and Dagenham, Blackpool, Nottingham, Blyth and Barnsley – designed to capture the views of metropolitan boroughs, rural towns and coastal communities. The aim was to find out how people in England feel about their local communities, what policies they feel would be most effective when it comes to ‘levelling up’ the country, how they would like these policies to be delivered, and who they trust to deliver them.

34. Manufacturing after Brexit

In mid-2020, UK in a Changing Europe published its report on the effects of Brexit on UK manufacturing, and the likely effects after the end of the transition period. The present report is an updated view of where UK manufacturing stands after Brexit. The report finds: The Trade and Cooperation Agreement (TCA) helped avoid tariff barriers. However, non-tariff barriers have returned, and the end of the transition period has brought adverse impacts for UK manufacturing. The TCA does not fully replace the frictionless trade and market integration that existed before it. The main adverse effects have been: administrative barriers to trade (e.g. customs formalities, proving rules-of-origin requirements) disruptions to labour flows, both affecting certain manufacturing sectors directly (e.g. food and drinks) and indirectly harming manufacturing by damaging service sectors (e.g. logistics) that support it. The adverse impacts are for now mainly showing through reduced exports and imports to and from the EU (around 15% less for both, as compared to a no-Brexit scenario), and through some production disruptions. The ongoing conflicts around Northern Ireland probably represent the biggest risk to UK-EU relations, with the potential to affect the entire TCA in case they escalate. Potential benefits from Brexit have yet to be felt: – There has been some redirection of exports towards non-EU countries, but this has not compensated for the reduction in trade with the EU. The UK has signed only two truly new trade agreements, with New Zealand and Australia, the former still only ‘in principle’. Both countries account for a small fraction of total UK trade, and the expected benefits of the trade agreements with them are minor. Trade negotiations with the US are currently stalled. Whether there is more progress on the trade front in the future remains to be seen. If there is more regulatory divergence from the EU going forward, it will become possible to see whether it will bring benefits or disruptions to UK manufacturers. Any benefits that may potentially arise out of Brexit will not happen automatically. The UK needs an active, integrated, and well-funded industrial policy, within a stronger devolution framework, if UK manufacturing is to benefit from future growth opportunities. This is especially the case in the context of net zero, industry 4.0 and levelling up. The impact of Brexit on manufacturing is likely to be most profound in regions in the north and midlands. That in turn will make levelling up more challenging.

A new report, Iraq: Implementing a Way Forward, authored by Atlantic Council staff and fellows C. Anthony Pfaff, Ben Connable, and Masoud Mostajabi lays out findings and recommendations to assist the Iraqi government and its international partners in improving political, social, economic, and security conditions to enhance national stability, stabilize Iraq’s democratic processes, and promote broad-based, Iraqi-generated economic growth. The report draws on two years of engagement with experts from Iraq, the United States, and Europe through a US-Europe-Iraq Track II Dialogue convened from March 2020 through December 2021. Convened by the Atlantic Council’s Iraq Initiative and the Konrad-Adenauer-Stiftung with support from DT Institute, the Dialogue consisted of a series of workshops to identify policies to help address Iraq’s political, socioeconomic, and security challenges. Dialogue participants included former and current high-level officials and experts, all of whom are committed to a better future for Iraq.

One of the world’s most serious humanitarian crises is taking place in Afghanistan and it is largely the result of flawed assumptions of Western policy following the Taliban’s seizure of power. The West’s suspension of development aid has led to the collapse of the economy and to hunger for millions of Afghans. Instead of forcing the Taliban to respect human rights, the actions will have the opposite effect—a humanitarian catastrophe, mass migration, and a failed state. The European Union may soon face these effects directly, so it should take steps to resume development cooperation and avert the worst-case scenario.

Despite the regime's crackdown, Iranian protestors are showing unprecedented resilience and unity in their demands, making the international community's next steps even more crucial. Once again, Iranians have come out into the streets to protest against their government, its policies, and its leaders. Once again they face a regime that has proved itself tone-deaf to widespread public discontent—responding instead with brutality, arrests, mass trials, and executions. But this recent wave of protests has proved different. The regime is being confronted by its own children—a generation of young women and men who seek not just reform, not just an easing of controls, but a regime change. The protest movement was triggered when 22-year old Mahsa Amini died while in police custody, beaten to death by the morality police on September 16 because the form of her hijab was not to their liking. Protests quickly erupted immediately after her death, and they are now in their third month.

In line with previous Agenda for Change publications from 2016 and 2019, this piece is being released in anticipation of a federal election as a guide for the next government within its first months and over the full term. Our 2022 agenda acknowledges that an economically prosperous and socially cohesive Australia is a secure and resilient Australia. ASPI’s Agenda for change 2019: strategic choices for the next government did, to a great extent, imagine a number of those challenges, including in Peter Jennings’ chapter on ‘The big strategic issues’. But a lot has changed since 2019. It was hard to imagine the dislocating impacts of the Black Summer fires, Covid-19 in 2020 and then the Delta and Omicron strains in 2021, trade coercion from an increasingly hostile China, or the increasingly uncertain security environment. Fast forward to today and that also applies to the policies and programs we need to position us in a more uncertain and increasingly dangerous world. Our Agenda for change 2022 acknowledges that what might have served us well in the past won’t serve us well in this world of disruption. In response, our authors propose a smaller number of big ideas to address the big challenges of today and the future. Under the themes of getting our house in order and Australia looking outward, Agenda for change 2022 focuses on addressing the strategic issues from 2021 and beyond.

Between 2016 and 2020, nations of the Quadrilateral Security Dialogue (Quad) became patently aware of the risks posed by an authoritarian state such as China controlling much of global value chains. This realization among leaders of the Quad nations can be attributed to a general rise in populism around the globe—which ignited a debate on globalization—to the COVID-19 pandemic, China’s acts of economic coercion against Australia and aggression against India in the Galwan Valley. To prevent China from weaponizing interdependence, nations of the grouping have launched several supply chain diversification and economic security initiatives such as the Supply Chain Resilience Initiative (SCRI) and Economic Prosperity Network (EPN). While these initiatives are a step in the right direction, a larger reformatory initiative is needed to prevent diversification projects from becoming a flash in the pan. Shifting supply chains out of China and into India has the potential to be that much needed reformative initiative. This exploratory study of the challenges and opportunities associated with shifting supply chains into India tests this hypothesis by examining the domestic political economy in India and the complexities of the US-India relationship. This study observes major impediments to a supply chain diversification project. One, trade protectionism is a common feature among Indian administrations. India’s diverse political landscape has warranted coalition governments, which has prevented administrations from taking reformative action on liberalizing the economy. Two, the US-India relationship historically had ups and downs. The two democracies even came to the brink of war in 1971, and 20 years later, the US unleashed economic sanctions on India for their nuclear tests. A concerted recalibration of the US-India relationship is required to solidify any form of economic partnership, short of an alliance. To summarize, the Indian government should continue liberalizing its economy through the land, labor, and corporate governance reforms. The US should adopt a more conciliatory approach to India’s domestic issues to avoid fissures in the relationship. Subsequently, the US, Australia, and Japan will be able to capitalize on the opportunities the Indian economy and the Indo-Pacific economy at large present for supply chain diversification. These opportunities can be capitalized through creating a trade bloc exclusive for the Quad and establishing a wealth fund to fund investments in the wider region.

Geographically dispersed production networks have allowed countries to specialise in different functions of the value chain. By making use of two methodologies for quantifying the magnitude of functional specialisation – one based on trade flows and one based on FDI flows – detailed profiles of the functional specialisations of EU member states are identified. The analyses are conducted at the country, industry and regional level. In line with the existing literature, they reveal that EU-CEE countries are predominantly specialised in the fabrication stage, that is, they serve as ‘factory economies’, while the Western EU countries are mainly performing knowledge-intensive pre-fabrication activities – a characteristic of ‘headquarter economies’. This dualism within the EU is confirmed by a cluster analysis. While functional specialisation patterns tend to be persistent, especially in the fabrication stage, there are also some signs of functional diversification in EU-CEE countries in more recent years. Still, these functional changes remain limited to a few industries. The dichotomy of factory and headquarter economies is also clearly discernible at the regional level. However, the fact that in most EU countries – mainly in the capital regions – there are some headquarter-type regions implies that a complete functional ‘lock-in’ in fabrication is less likely than suggested by the country-level patterns. Hence, while the results point towards major difficulties of functional diversification beyond the fabrication stage in the EU-CEE countries and regions, there are also several promising elements and trends discernible, in particular at the industry and the regional level.

In the last few years, there have been a number of articles written about the revitalization of relations between Japan and the EU following the signing of the Strategic and Economic Partnership. However, Japan’s rapprochement with the EU does not end in Brussels. On the contrary, Japan has drawn increasing attention to another European platform, the Visegrad Four. The V4+Japan regional cooperative framework started in 2004 by a series of meetings between the countries’ representatives, who discussed several domains of cooperation such as strengthening economic relations, political dialogue, promoting research and development in science and technology or providing development assistance to third countries. However, despite the noticeable expansion of relations, it remains far from becoming an institutionalized framework and is currently facing many challenges including Chinese rising global influence and strategic geo-economic shifts.

Czechia is in many respects similar to Japan in its limited ability to rely fully on renewables. It is therefore in the interest of Czechia to increase hydrogen imports and its use in the energy mix. In order to ensure a steady supply of hydrogen the gas system operators of Czechia, Slovakia, Ukraine, and Germany launched in 2021 joined initiative to create a Central European Hydrogen corridor in an effort to create a supply of hydrogen from Ukraine. Unfortunately, given the Russian aggression on Ukraine, this project must be stopped, until Ukraine will be free of war again.

51. U.S.-China Technological “Decoupling”: A Strategy and Policy Framework

A partial “decoupling”2 of U.S. and Chinese technology ecosystems is well underway. Beijing plays an active role in this process, as do other governments and private actors around the world. But the U.S. government has been a primary driver in recent years with its increased use of technology restrictions: export controls, divestment orders, licensing denials, visa bans, sanctions, tariffs, and the like. There is bipartisan support for at least some bolstering of U.S. tech controls, particularly for so-called strategic technologies, where Chinese advancement or influence could most threaten America’s national security and economic interests. But what exactly are these strategic technologies, and how hard should the U.S. government push to control them? Where is the responsible stopping point—the line beyond which technology restrictions aimed at China do more harm than good to America? These are vexing questions with few, if any, clear answers. Yet the United States cannot afford simply to muddle through technological decoupling, one of the most consequential global trends of the early twenty-first century. The U.S. technology base—foundational to national well-being and power—is thoroughly enmeshed with China in a larger, globe-spanning technological web. Cutting many strands of this web to reweave them into new patterns will be daunting and dangerous. Without a clear strategy, the U.S. government risks doing too little or—more likely—too much to curb technological interdependence with China. In particular, Washington may accidentally set in motion a chaotic, runaway decoupling that it cannot predict or control. Sharper thinking and more informed debates are needed to develop a coherent, durable strategy. Today, disparate U.S. objectives are frequently lumped together into amorphous constructs like “technology competition.” Familiar terms like “supply chain security” often fail to clarify such basic matters as which U.S. interests must be secured and why. Important decisions are siloed within opaque forums (like the Committee on Foreign Investment in the United States [CFIUS]), narrow specialties (like export control law), or individual industries (like semiconductors), concealing the bigger picture. The traditional concerns of “tech policy” and “China policy” receive outsized attention, while second-order implications in other areas (such as climate policy) get short shrift. And as China discourse in the United States becomes more politically charged, arguments for preserving technology ties are increasingly muted or not voiced at all. This report aims to address these gaps and show how American leaders can navigate the vast, perilous, largely unmapped terrain of technological decoupling. First, it gives an overview of U.S. thinking and policy—describing how U.S. views on Chinese technology have evolved in recent years and explaining the many tools that Washington uses to curb U.S.- China technological interdependence. Second, it frames the major strategic choices facing U.S. leaders—summarizing three proposed strategies for technological decoupling and advocating a middle path that preserves and expands America’s options. Third, it translates this strategy into implementable policies and processes—proposing specific objectives for U.S. federal agencies and identifying the technology areas where government controls are (or are not) warranted. The report also highlights many domestic investments and other self-improvement measures that must go hand in hand with restrictive action.

52. Four Years of Profound Change: Immigration Policy during the Trump Presidency

Over the course of four years, the Trump administration set an unprecedented pace for executive action on immigration, enacting 472 administrative changes that dismantled and reconstructed many elements of the U.S. immigration system. Humanitarian protections were severely diminished. The U.S.-Mexico border became more closed off. Immigration enforcement appeared more random. And legal immigration became out of reach for many. All of this was accomplished nearly exclusively by the executive branch, with sweeping presidential proclamations and executive orders, departmental policy guidance, and hundreds of small, technical adjustments. This report, which concludes a series of MPI reports providing an overview of policies at different points during the Trump administration, chronicles the immigration actions, large and small, that President Donald Trump and his administration took from January 20, 2017, through January 20, 2021. After an overview of the transformation of the U.S. immigration system during this historic period, the report breaks these hundreds of changes down by issue area: the administration’s response to the COVID-19 pandemic; border and interior enforcement; actions involving the Department of Justice and the immigration court system; the admission of refugees, asylum seekers, and other humanitarian migrants; changes to vetting and visa processes, which involve the State Department, U.S. Citizenship and Immigration Services, and the Department of Labor; and actions involving agencies usually less central to immigration policy discussions. As the authors write, “While it may be possible for subsequent administrations to rescind many of these changes, others cannot simply be unwound.” Many are likely to remain on the books for years to come, with a lasting impact on the U.S. immigration system.

Decades of sustained immigration have transformed many European cities into mosaics of different cultures. Yet this diversity is not always mirrored in the art celebrated in museums, the plays produced in major theaters, and the music heard in concert halls. In addition, well-intended efforts to celebrate ethnic and cultural diversity through art and culture run the risk of overemphasizing differences, exoticizing minority groups rather than contributing to the normalization of diversity within society. But this status quo may be changing. Widespread anti-racism protests have prompted long-overdue conversations about mis- and under-representation of minorities as well as discrimination in the cultural scene. At the same time, pandemic-related restrictions have placed further financial strains on the already fragile cultural sector, challenging organizations to reach new audiences in new ways. This MPI Europe report, which draws on interviews with cultural professionals from 11 European countries, explores approaches to strengthening the participation of migrant and minority communities in arts and culture, with potential benefits for immigrant integration outcomes, social cohesion, and the vibrancy and sustainability of cultural institutions. It examines migrants’ and minorities’ inclusion on three levels: as visitors of cultural venues and consumers of art, as featured artists and performers, and as leaders and staff within cultural institutions. The research was conducted within the framework of the Urban Agenda Partnership on the Inclusion of Migrants and Refugees, co-led by the City of Amsterdam and the European Commission and funded by the European Commission's Directorate-General for Migration and Home Affairs.

Given the depth and breadth of the pandemic-induced recession in Europe, private companies in need of capital and governments looking to shed state-owned enterprises may be tempted to sell shares, assets, or outright ownership to investors with liquidity to spare. Of greatest concern is the role that China might play in Europe, building Beijing’s soft power, weakening allied geopolitical solidarity, and potentially reprising the role it played in the 2010s, when its investments in Europe expanded dramatically. More specifically, there is concern over China’s investments in infrastructure and sensitive technologies relevant to American and allied military operations and capabilities. Whether Europe is prepared and able to parry Beijing’s economic statecraft is somewhat unclear, given varied attitudes toward China and the patchwork of investment screening mechanisms across the continent. Regardless, the outcomes will have significant implications for US security and for the Defense Department specifically. In support of US European Command (EUCOM) and the Department of Homeland Security (DHS), the U.S. Army War College’s Strategic Studies Institute (SSI) assembled an interdisciplinary team to examine these issues and offer actionable policy recommendations for military leaders and decisionmakers on both sides of the Atlantic.

Some of the crises facing Afghans predate the Taliban’s seizure of power in August 2021, such as unemployment, migration and displacement, natural disasters, weak governance, and infrastructural challenges. At the World Leaders Summit at COP26 in Glasgow in November 2021, India’s Prime Minister Narendra Modi surprised the world by announcing that India will achieve net zero emissions by 2070. PM Modi also announced a series of updates to India’s 2030 targets in his five-part panchamrit on climate while offering a vision of sustainable lifestyles. Together, these updated pledges — which India has recently moved toward formalizing under the UN process — reflect India’s political will to seek a cleaner development pathway in the face of projected rapid economic growth. India’s decision to step up on climate comes ahead of a pivotal moment for Asian and Indian leadership, especially with India assuming the G20 presidency in 2023 and the Asia Pacific Group hosting COP28. The new Getting India to Net Zero report from the High-level Policy Commission on Getting Asia to Net Zero explores how India can achieve net zero emissions in a manner that is beneficial to its economy, society, and place in the world. The Commission was launched in May 2022 under Asia Society Policy Institute and Asia Society President Kevin Rudd’s leadership to advance a powerful, coherent, and Paris-aligned regional vision for net zero emissions in Asia. Through research, analysis, and engagement, the Commission’s diverse set of recognized Asian and global leaders aim to provide recommendations for how Asia and key countries can realize net zero emissions, including how climate action can boost the region’s economy, trade, interconnectedness, and livelihoods. The report’s insights are informed by new modeling commissioned by the High-level Policy Commission to show the opportunities and tradeoffs associated with India’s options to meet its existing emissions reduction targets and increase its medium- and long-term ambition. As the report’s modeling illustrates, India’s decision to step up on climate is consistent with its long-term economic ambitions and interests. Achieving net zero emissions by 2070 could boost India’s economy by as much as 4.7 percent above projected baseline growth in GDP terms by 2036 — worth a total of US$371 billion — with long-run effects still maintaining 3.5 percent growth above baseline by 2060. Further policies could make net zero possible by mid-century and lead to even greater benefits. The Commission’s foreword translates these insights into actionable advice for India’s climate policy stakeholders to capitalize on the opportunities of net zero action while constructively addressing related challenges.

Since the United States withdrew from the Trans-Pacific Partnership (TPP) in 2017, countries in the Asia-Pacific have actively concluded trade deals without the U.S. This includes China, which is a member of the Regional Comprehensive Economic Partnership (RCEP) and has recently applied to join the TPP, now known as the CPTPP. These developments have increased the urgency for the United States to step up its economic engagement in the world’s fastest-growing region. The Indo-Pacific Economic Framework for Prosperity (IPEF) is a useful step in this direction, but countries in the region are clamoring for more. A return to CPTPP would provide an immediate boost to U.S. economic competitiveness and geopolitical influence. However, many concerns about the original TPP are legitimate and U.S. trade policy views have shifted since the agreement was concluded. A new report by the Asia Society Policy Institute titled Reimagining the TPP: Revisions that Could Facilitate U.S. Reentry aims to start a meaningful conversation about potential U.S re-entry into the CPTPP based on extensive consultations and important input from a broad range of trade experts, domestic stakeholders, and CPTPP members. It offers recommendations for improvements and updates to the agreement in 12 areas needed to meet U.S. economic interests and facilitate U.S. re-entry.

Over the last seventy years, global trade flows have grown to an unprecedented level, facilitated by the lowering of tariffs and the creation of a shared set of rules. The Asia Pacific region has been central to this remarkable growth, with trade volumes nearly quadrupling in the last twenty years. Asian countries view trade as a critical tool to grow their economies, strengthen supply chain resiliency, create jobs, foster development, attract foreign direct investment, and promote innovation. As a result, they have been on the forefront of concluding trade agreements, and in the process tackling emerging issues through innovative approaches. In the meantime, many of the existing institutions, groupings, and approaches that have supported a strong rules-based trading system have not sufficiently stepped up to address emerging challenges. In particular, negotiating efforts at the World Trade Organization (WTO) have largely stalled with WTO members to date unable to forge consensus on pressing trade matters affecting climate, health, and digital, to name just a few. Additionally, as the scope of trade agreements has expanded over time, concluding comprehensive agreements has become more difficult. Finally, increased geopolitical tensions have impacted the multilateral trading system’s ability to function and thus respond effectively to new challenges. The aim of this report is to inform government decision-makers and the public on the ability of Project LAND 400 Phase 3—the infantry fighting vehicle (IFV) acquisition—to meet the needs of Australia. I examine a number of factors that provide context for the government’s upcoming decision, whenever that may take place. Those include how IFVs fit into the Australian strategic environment, the ease with which the ADF can deploy them, their vulnerability to threats, and the ongoing utility of armour in the light of lessons unfolding from the ongoing Russian–Ukrainian War. To set the information into a useful context, this report explains the nature of contemporary land warfare and speculates how the Australian Army is likely to fight in a future conflict. To further assist those making the IFV decision, this report offers a number of scenarios that outline potential operations that the government may direct the ADF to undertake. It also identifies current gaps in ADF capability that will need remediation if the IFV is to achieve its potential, as well as the other opportunities that might not be taken up because of the focus on this investment. The report’s analysis results in some key questions for decision-makers to consider as they decide on the infantry fighting vehicle acquisition: Does the government believe that its IFV investment will deliver an appropriate balance of protection, lethality and mobility (both tactical and operational)? Does the government agree with the requirement for an infantry vehicle with STANAG 4569 Level 6 force protection and equipped with an active protection system? Is the government confident that the number of the IFVs obtained will generate a deployable and sustainable force that represents a sufficient return on the investment? Does the government accept that the IFV options under consideration will enable the ADF to offset existing gaps in capability and allow it to conduct operations in a contested maritime environment, including sea and airlift, long-range fires and logistics? Is the government confident that the Army’s combined arms system is deployable in contested environments, particularly in a maritime scenario? Does the government believe that the IFV will provide utility in the range of contingencies that the government envisages the ADF will need to meet? Does the government agree that the IFV will contribute to the requirement that the ADF be able to shape, deter and respond to threats as mandated in the 2020 Defence Strategic Update (DSU)?

As part of a multi-year capacity building project supporting governments in the Indo-Pacific with defending their economic against the risk of cyber-enabled theft of intellectual property, ASPI analysed public records to determine the effects, the actual scale, severity and spread of current incidents of cyberespionage affecting and targeting commercial entities. In 2015, the leaders agreed that ‘no country should conduct or support ICT-enabled theft of intellectual property, including trade secrets or other confidential business information, with the intent of providing competitive advantages to companies or commercial sectors.’ Our analyses suggests that the threat of state-sponsored economic cyberespionage is more significant than ever, with countries industrialising their cyberespionage efforts to target commercial firms and universities at a grander scale; and more of these targeted industries and universities are based in emerging economies.

For the last quarter century, Asia has been seeking greater autonomy within the existing international monetary system. While the region has had the resources to go its own way, intraregional rivalries and a reluctance to damage ties to the US and the International Monetary Fund have put a damper on regional initiatives. Now the ascendency of China offers a path toward greater regional autonomy in monetary affairs. Asia, led by China, has been playing a two-track strategy pushing for greater influence within the existing global institutions, while developing its own parallel institutions such as the Chiang Mai Initiative Multilateralization, the Belt and Road Initiative, and the Asian Infrastructure Investment Bank. Use of the Chinese renminbi will likely grow as a trade invoicing currency but expanded use of the renminbi as a reserve currency is more uncertain. It is possible that the dollar-centered international financial system could evolve into a multipolar system with multiple currencies playing key roles.

67. Economic Cracks in the Great Wall of China: Is China's Current Economic Model Sustainable?

Since Deng Xiaoping changed the trajectory of Chinese economic policy in 1978, the People’s Republic of China (PRC) has amassed an impressive record of economic growth. Many economists and political analysts, however, have come to question whether the top-down, mercantilist economic system in the PRC is sustainable in the medium to long term. This report explores the long-term structural and short-term economic problems in contemporary China, and in particular considers whether the Xi Jinping regime can avoid a financial crisis and effectively manage a transition to a stable new equilibrium. Structural issues include a looming downturn in the population and in the workforce; associated problems with an underdeveloped and underfinanced social safety and welfare net; income and regional inequality; environmental degradation; and domestic shortages of raw materials, agricultural production, and energy resources. The acute economic problems analyzed in the paper are a real estate bubble, the accumulation of dangerous levels of debt, dependence on external markets and financing, a difficult transition to a more consumer-oriented and less investment-driven economy, a crackdown on dynamic digital and financial sectors, a return to dominance of low-productivity state-owned enterprises and manufacturing firms, and weak governance from an increasingly authoritarian and unaccountable regime. Many of these acute issues result from Xi’s changes in policy since 2013. Xi’s turn toward greater economic self-reliance while maintaining mercantilist trade relations signals an effective decoupling from the US and allied economies. Some historical examples of bubble economies and financial crises are discussed as possible analogies to the current situation in China. One conclusion is that the Middle Kingdom will see a much slower-growing economy, which makes addressing the structural issues much more difficult. Inability or lack of determination to address the large array of issues may also undermine the political legitimacy of the current regime, which has been buttressed since 1978 by a rapid growth model based on debt, real estate, and investment, including infrastructure. The concluding section of this report offers policy tools that the United States and its allies could deploy to induce China to be a more responsible stakeholder in the world economy and a more reliable contributor to global sustainability. The tools considered in the study include trade policy and export controls, expanded oversight of foreign investment (both direct and portfolio investment), cooperation with allies on China policy, and defense-related sanctions. The paper also suggests that deployment of these tools could be a factor in weakening China’s economy as well as a means to convince its leadership to pursue less mercantilist and authoritarian global strategies, which are harmful to the US economy and to global stability.

With a renewed focus on multilateralism, President Joe Biden, in his first one hundred days, has actively been reengaging with traditional US allies and partners repeatedly sidelined by the Trump administration. African countries have been included in this effort. When addressing the African Union Summit of African presidents in February, he reaffirmed the United States’ commitment to partnering with African nations to address challenges including climate change and erosion of democratic institutions. Biden has gained widespread praise for supporting the appointment of Dr. Ngozi Okonjo-Iweala as the first African head of the World Trade Organization (WTO), nominating officials who have deep experience in African markets to Cabinet positions, such as Linda Thomas-Greenfield as ambassador to the United Nations, and putting together a historically diverse government, including many senior members of the African diaspora. Building on this early progress, Biden has an opportunity to reset US-Africa policy by not only prioritizing it at a level unseen during the last four years, but also changing the long history of siloing Africa policy. The Biden administration should look to further integrate African nations into broader US foreign policy, acknowledging Africa’s increasing importance to US priorities and enhanced standing on the global stage. Doing so will allow the new administration to deepen commercial and people-to-people ties with African nations, benefiting US businesses, furthering US interests, and working to address global challenges, such as public health and climate change. This more multifaceted and nuanced engagement with African states will set a foundation for stronger US-Africa partnerships, support mutual economic growth, and contribute to strengthening US global leadership. While cooperation with African states is critical to regional stability and global security, this issue brief sets aside security policy and focuses on ways the Biden administration can strengthen its commercial policy and public diplomacy with African nations. This effort includes building on commercial policies started under the Trump administration, facilitating green growth, and deepening people-to-people ties. In doing so, Biden’s domestic priorities of promoting diversity and climate responsibility will be reflected in Africa policy and ensure US businesses can take advantage of increasing opportunity in African markets and remain competitive globally.

With new administrations in both the United States and Japan, the two countries have an opportunity to consider these questions and rethink coordination of their efforts to establish secure and resilient supply chains. This issue brief analyzes recent developments in US and Japanese supply-chain policy, explores the importance of closer coordination through case studies of the semiconductor and rare-earth minerals industries, and provides a set of recommendations for the Joseph R. Biden Jr. and Yoshihide Suga administrations to enhance US-Japan cooperation in the years ahead. These recommendations include actions to operationalize the April 2021 US-Japan Joint Leaders’ Statement by creating a bilateral interagency Supply Chain Steering Committee that includes sector-specific working groups to enhance public-private-partnerships in high-technology industries, and by expanding bilateral supply-chain cooperation into multilateral efforts through flexible and informal frameworks.

A confluence of anachronistic governance, economic mismanagement, and disruptive technology, which has changed the dynamics of both the supply and demand for hydrocarbon fuels and raw materials, is pushing the region to a tipping point. Over the past two decades, China’s economy has grown impressively, while its patented innovations have grown at an even higher rate. But this patent application trend should not simply be accepted at face value. The Chinese government has subsidized patent applications as part of its overall domestic industrial policy agenda, which underlies China’s claim to have “won” the global innovation race, especially in next-generation technologies like 5G or AI. Our study shows that high rates of patenting do not necessarily mean dominance, or even leadership, among the world’s innovation economies. China’s recent announcement that it plans to end subsidies for patent applications by 2025 perhaps acknowledges that its policy is no longer necessary or desirable. In any case, uncritical reports of China’s innovation dominance, overall or in prominent high-tech sectors, should be viewed skeptically, especially by policymakers.

Until recently, the Arctic was largely immune to the geopolitical tensions that play out between Russia and the transatlantic partners in other regions and on other issues. Indeed, the Arctic is one area where the United States and Russia, together with the other Arctic states, have engaged in quiet cooperation on issues including search and rescue, scientific research, and the environment. Such pragmatic cooperation has been possible in part because bilateral irritants are diffused by shared and cross-cutting interests among all eight Arctic states, as well as the region’s multilayered governance regime.1 However, climate change and the Arctic’s melting sea ice have opened access and allowed for increased human activity, which, in turn, has amplified competition in the region. At stake are core national interests for the Arctic states, ranging from economic opportunities to security and stability. The region’s growing importance and level of activity, alongside the lack of trust and limited dialogue on military issues between Russia and the United States, raise the risk of conflict and instability in the region. For Russia, its part of the Arctic, including an increasingly accessible Northern Sea Route, is central to core national security concerns and an important pillar of the economy and future development. To secure its interests, the Kremlin has taken numerous actions, many of them military, in the Arctic that are of shared concern to the other Arctic nations and NATO.

The United States faces a challenge like no other in its history: a strategic competition with a highly capable and increasingly resourceful opponent whose worldview and economic and political models are at odds with the interests and values of the world’s democratic states. A rising China poses a fundamental challenge to the economic vitality and national security of the United States and its allies and the currency of liberal democratic values around the world. Technology—a key enabler for economic, political, and military power—is front and center in this competition. Technological leadership—how a country invents, innovates, and deploys technologies to compete economically and to secure its interests—will shape the coming years to a remarkable degree. The United States has maintained such leadership for decades. Today, that leadership is at risk. The United States is failing to rise to the occasion—its policies inadequate and disconnected and its response reactive and disjointed. The country needs a new approach to regain the initiative. The stakes are high and the window for action is closing. The U.S. government must craft a national technology strategy for an era of sustained competition with a highly capable contender: a comprehensive framework to plan, execute, and update its technology policies. The strategy is a whole-of-nation approach—including human capital, infrastructure, investments, tax and regulatory policies, and institutional and bureaucratic processes—to preserve its current advantages and to create new ones. To be effective, creating and executing the strategy must involve stakeholders from federal and state governments, private industry, academia, and civil society. The overarching goal is to maintain the United States’ standing as the world’s premier technology power so that it can empower its citizens, compete economically, and secure its national interests without having to compromise its values or sovereignty. The purpose of this report is to provide the intellectual framing for what a national technology strategy is and why the United States needs one. It does not offer a list of prioritized technology areas. Rather, it provides guidelines for how to think about such prioritization and what qualities should inform the resulting policy decisions.

In virtually every dimension of their relationship—from the diplomatic to defense and economic to informational realms—cooperation between Beijing and Moscow has increased. Political observers in Washington and beyond have noted their alignment, yet they remain divided over what these growing ties portend. Perhaps the most concerning—and least understood—aspect of the Russia-China partnership is the synergy their actions will generate. Analysts understand well the challenges that Russia and China each pose to the United States. But little thought has been given to how their actions will combine, amplifying the impact of both actors. As this report highlights, the impact of Russia-China alignment is likely to be far greater than the sum of its parts, putting U.S. interests at risk globally. The synergy between Russia and China will be most problematic in the way that it increases the challenge that China poses to the United States. Already, Beijing is working with Moscow to fill gaps in its military capabilities, accelerate its technological innovation, and complement its efforts to undermine U.S. global leadership. The United States was losing ground to China in the Indo-Pacific when the COVID-19 crisis began. China’s growing economic might, military modernization, and aggressive diplomatic efforts were already eroding America’s competitive advantage and shifting the regional balance of power. A year after the virus first spread, it is possible to identify where the pandemic is affecting diplomatic, economic, and defense trends in ways that could accelerate declines for the United States, but also might create opportunities to reverse or mitigate some of them. Restoring U.S. alliances and partnerships in the Indo-Pacific is critical to competing effectively against China, and President Joe Biden has made this a top foreign policy priority. In particular, his administration is making the Quadrilateral Security Dialogue—a strategic forum commonly known as the Quad, which is comprised of the United States, Japan, Australia, and India—a core component of its approach to the Indo-Pacific. Chinese post-outbreak behavior has driven increased cooperation among these four countries in the diplomatic, economic, and defense domains to address shared challenges from China. Seizing the opportunities this cooperation creates is critical for the United States. While expanding U.S. cooperation with Quad countries, the United States cannot neglect Southeast Asia, where competition with China for influence is fiercest. Southeast Asia is at the heart of U.S. and Japanese efforts to promote a free and open Indo-Pacific, and is a region where Australia has played a traditional leadership role. Competing effectively with China requires offering Southeast Asian countries a positive alternative vision to the one Beijing promotes. Whether the United States and its fellow Quad democracies can help Southeast Asian countries recover from the COVID-19 crisis will be a key litmus test of their ability to deliver on such an agenda. This report offers recommendations for the United States to take unilaterally and in close cooperation—bilaterally, trilaterally, and through the Quad—with Japan, Australia, and India to address challenges and seize opportunities created by the COVID-19 crisis along three lines of effort: diplomatic, economic, and defense.

The Bay of Bengal, the world’s largest Bay, is strategically located in the Indian Ocean. On its western rim, lies the coastline of the Indian Peninsula and to its south, the island nation of Sri Lanka. To the east the bay connects key parts of Southeast Asia including Myanmar, Indonesia, Thailand as well as the Andaman Sea and the Malacca straits. At its very northern cusp lies Bangladesh, which is also the delta of the great rivers of Ganges, Brahmaputra, and Meghna. These rivers connect the Bay in a unique “mountain to sea” ecosystem with natural connectivity to the Bay for the landlocked states of North Eastern India and the Himalayan nations of Nepal and Bhutan. In turn, the monsoon currents which regulate the climate of the Bay of Bengal gather moisture from the bay and dictate precipitation patterns in the mountains and plains in the hinterland. The hills of Meghalaya in North Eastern India record the highest rainfall in the world as they are first hit by the monsoon clouds that gather moisture from the Bay. An interlace of snow and rain fed rivers, their basins, and their estuaries at the Bay nurture a large diversity of aquatic and terrestrial wildlife flora and fauna (e.g., the Sunderban mangroves spanning parts of Myanmar, India and Bangladesh) and offer a great diversity of agricultural produce. The Bay and the countries along and connected by its littoral are a compact maritime sub region connected at the level of economy and ecology, having an enormous impact on the hundreds of its inhabitant who live on its coasts and in its hinterlands.

The core Bay of Bengal countries today account for a population of almost 1.78 billion, while adjacent states with interest account for an additional 490 million. The “core states” (X, Y, Z) have a combined GDP of approximately $7.5 trillion, while adjacent states with interest add another $811 billion. While SAARC countries’ total intra-regional trade accounts for only 5% of their total global trade, ASEAN has a more respectable 25% intra trade while EU and North America boast 40-50%. One may reasonably imagine an economically and ecologically integrated Bay of Bengal community to increase SAARC’s current comparatively low figure, given their advantage in population, demography, and entrepreneurial vigor. The Bay of Bengal countries do not have a cohesive community identity, yet. If the Bay of Bengal littorals could evolve toward comprising a Bay of Bengal Community, replicating EEC and ASEAN, possibilities for prosperity for all the littorals would be almost limitless, while hitherto so-called land-locked entities (northeast Indian states, Bhutan, and Nepal) would get a much-needed outlet to the seas. However, the peoples of this region need to “rediscover each other”, revive memories of old civilizational, cultural, and commercial ties that had linked them historically in the past until the post-War new order rent them all asunder. They need to reinvent their regional identity, in a manner of speaking.

Facilitating cross-border movement by road is the most critical element of any strategy for greater economic integration among BIMSTEC countries. Cross-border road freight can facilitate even a small consignment to be delivered directly across the border with cost-effectiveness; unlike a full railway rake or even a coastal short-sea feeder vessel which require some level of aggregation of consignments into a larger parcel of goods. Direct road services also reduce multiple handling and trans-shipment requirements. Multi-modal solutions that support optimal use of international connectivity from different air and marine hubs in the region can only be facilitated by an existing efficient road freight feeder network. For example, a Bangladeshi exporter can exploit the cheaper and faster shipping connectivity to Europe via India’s Jawaharlal Nehru Port with the help of an efficient cross-border road feeder service that directly connects the exporter’s factory in Bangladesh to this port in western India. As feeder services for ocean and especially air transport? reduce frequency or become more expensive in the post-Covid ‘normal’, access to cheaper and faster connectivity to global markets from large regional hubs will be critical for the region’s entrepreneurs.

86. India’s Networking Response to the Chinese Threat

India has experienced rising tensions with China in recent years, as demonstrated by two border crises in 2017 and 2020-21. The second event saw the death of some 20 Indian troops, and at least 4 Chinese soldiers, in hand-to-hand combat – the first fatalities in nearly half a century of periodic border face-offs. New Delhi’s policy response has spanned both internal and external balancing. The former has involved augmenting India’s capacity to engage in limited combat of the type that nuclear-armed states have occasionally fought, as did the Soviet Union and China in 1969 and India and Pakistan in 1999. The Indian military has bolstered its border by deploying combat troops, cruise missiles, and advanced combat aircraft. However, China has done much the same, putting pressure on India to upscale its military capabilities. Simultaneously, India has tried to reduce its dependence on the Chinese economy, a more complicated task. Despite a 10 percent decline in bilateral trade owing to the Covid-19 pandemic and border tensions, China was India’s largest trading partner ($77.7 billion) in 2020. The Narendra Modi government sharply cut Chinese investment when the 2020 border confrontation in Ladakh broke out, expelling major Chinese companies like TikTok, WeChat, and UC Browser. Despite these measures, India’s ability to shut China out of its economy is limited. The Indian market depends heavily on Chinese electronic components (70 percent in value terms), pharmaceutical ingredients (70 percent), and consumer durables (45 percent).

Early in the millennium, Vladimir Putin resurrected the Russian economy and reasserted state power, but the methods that he employed have more recently led to economic stagnation. In response, the Kremlin regime proposed several economic reforms. It has not, however, implemented these reforms for fear of undermining its control, which is exercised largely by applying the law selectively to advance the regime’s interests, instead of impartially on behalf of the country at large. This arrangement is a profitable one for the elite. Without legal security, however, even the elite cannot know whether the regime will someday come for their property. The resultant fear of expropriation has led to massive capital flight from the Russian Federation to jurisdictions where, in contrast to Russia, the law will protect private property. Collectively, these jurisdictions comprise what could be called a vast, virtual “Anti-Russia.” The Kremlin has acknowledged the problem of capital flight, but is loath to stop it for fear of provoking Russia’s moneyed classes to press for reform should they be forced to keep their wealth in Russia. The result is a regime that has expanded at the expense of the wellbeing of the country at large, which is shrinking, a good part of its wealth having fled across the border to a flourishing Anti-Russia

This report offers a number of policy recommendations to protect Indo-Pacific island states from economic coercion, including: Island states must be better invested in the rules-based international economic order; Establishing codes of conduct to limit economic duress, limit undue economic influence and strengthen the rules-based international system; Strengthening government institutions so they can resist economic coercion; International partners should work with Indo-Pacific island states to help strengthen the ability of local businesses to take collective action against economic coercion.

Major advances in technology have always been disruptive. But when they occur against a backdrop of great power competition, the stable development and deployment of these technologies becomes fraught. Few have grasped the enormity of the disruption coming our way as more and more new technologies – from increasingly sophisticated surveillance to quantum and biotechnologies – are deployed across the world. While governments grapple with foreseeing the full impacts and setting policy direction, there’s a growing realisation that emerging and critical technologies will be extraordinarily important for societies, economies and national security. We launched The Sydney Dialogue to support a more stable roll-out of the next wave of transformational technologies. It is a forum allowing for frank debate about the rapidly changing strategic landscape, and a space for governments, business and civil society to come together to focus on solutions, cooperation and policy options. The Sydney Dialogue came about because we saw big gaps in forums on technology, especially in the Indo-Pacific. There were industry events that showcased the latest technical advances and products, but they tended to eschew policy debates, and did not encompass government and civil society. There were important government multilateral discussion and policymaking forums, but these usually lagged well behind technological advances, and because they were primarily for governments, key global players – including those making the technology – weren’t part of the discussion. And there were excellent civil society initiatives, but these often focused on individual topics that were only one piece of a larger puzzle. Few of these initiatives focused on or resonated in the Indo-Pacific – the region that incubates much of the world’s technological innovation and has become a hotbed of strategic technological competition. These gaps drove us towards a dynamic where all the key actors were speaking past one another, while rarely all being in the same room. Tech companies are developing and deploying products that are revolutionary and hugely disruptive. A decade later, governments are scrambling to retrospectively legislate to address issues they did not foresee, and civil society is critiquing from the sidelines. Right now, three major problems must be addressed to ensure the stable development of advanced technologies. First, there’s the large lag between the deployment of new technologies and regulation governing them. With social media, this lag was about a decade. As we’ve seen, this doesn’t lead to good outcomes for individuals, or for societies. Second, there’s a delay between states’ use of new technologies and their consideration of the ethical questions raised by its use. Examples of this can be seen in the global surveillance industry, which has allowed its products to support some of the most egregious human rights abuses of our times. Third, a tense relationship between governments and technology companies is playing out around the world. The negative dynamic that has taken hold is hindering progress and genuine cooperation, leaving democracies at risk of being left behind. The Sydney Dialogue seeks to fill a gap and contribute towards these big challenges. By bringing world leaders, tech company CEOs and the world’s top civil society voices together for an annual dialogue, we hope the roll-out of the next wave of revolutionary technologies over the coming decade can be better managed. This collection of striking essays from some of the world’s top strategic thinkers from across business, government and civil society is a fitting way to start this dialogue. It explores timely debates at the forefront of technology and examines points of crisis and tension in the nexus of society, government and technology. Crucially, it offers innovative ideas to solve these challenges and bring about a brighter, fairer Indo-Pacific. The following pieces bring us all a much-needed dose of optimism and show that in many cases, the solutions already exist – we just need to work together to bring them to life.

In 2017 South Korean Moon Jae-in, in response to North Korean ballistics testing, adopted a resolution to implement the THAAD missile interceptor system. Beijing had long been opposed to the system and as a result initiated a series of unofficial, punitive economic sanctions against South Korea which covered a range of industries. However, Beijing’s actions did little to alter Seoul’s decisions and have instead damaged China-South Korea relations. A similar paradigm has since appeared within China-Australia relations. How nations respond and adapt to such tactics in the future is a question of critical importance.

This paper offers concrete policy recommendations and institutional tools for the incoming Biden administration and Congress to revise policy toward the Korean Peninsula. Deterring North Korea will remain a focus of the alliance, but prioritizing denuclearization must no longer monopolize the alliance’s political capital nor paralyze its global potential. The US and South Korea must clarify how shared values translate into policy convergence in security, economy, and technology domains to rediscover relevance in an era of multidimensional structural competition with China. Even without a comprehensive nuclear agreement with North Korea, the near-term priority must be to revitalize the regional security architecture to uphold extended deterrence to South Korea and Japan while institutionalizing a process of managing tensions and capping North Korea’s most destabilizing capabilities. Lastly, Congress must deliberate a viable path toward risk reduction and peace with Pyongyang while advocating for transformational change through advocacy for human rights and freedom of information.

Officially, relations between the Republic of Korea and the People’s Republic of China remain cordial. Because of China’s economic heft and South Korea’s reliance on unmolested trade with the former for its continued economic development, South Korea takes great pains to be as neutral as possible between the United States and China despite its formal alliance with the US. As such, many pejoratively refer to South Korea as “the weak link” in America’s Northeast Asia alliance system. However, on a civil society level, an overwhelming majority of the South Korean public has a negative view of China—a view that has steadily gotten worse over time. Being a democracy that reflects voters’ popular will, growing anti-Chinese sentiment among voters means South Korea’s current policy of placating China will not be sustainable indefinitely. Meanwhile, the Trump administration largely neglected the alliance between South Korea and the United States. That neglect notwithstanding, an overwhelming majority of South Koreans either strongly or somewhat support the alliance with the United States. Conditions are perfect for the Biden administration to seek to repair and strengthen relations with South Korea to empower the alliance to serve as a credible bulwark against Chinese expansionism—this paper offers solutions on how to do so.

South Korea has the lowest birth rate in the world, its population—especially its working-age population—has declined, and the pronatalist polices of the past 20 years have not been successful at reversing this trend. Over time, this threatens the country’s economic and fiscal position, as well as its military position as the number of conscripts declines. While more advanced technology can help, over the long term it is no substitute for people, especially in the security realm. Overcoming this will require Korea to either shift to a new economic paradigm or else achieve a second Miracle on the Han River—this time demographic rather than economic.

Abstract:
We compare the economic growth performance of Belarus and Lithuania since the collapse of the Soviet Union in 1991. Our interest in this country pair is driven by the two countries´ interwoven histories as well as by the fact that Belarus remains autocratic and strongly tied to Russia, while Lithuania has reinvented itself as a democratic market economy fully integrated into the EU. Our aim is to better understand the extent to which the growth differential between the two countries can be traced to increased efficiency, i.e., total factor productivity, in the use of capital and other resources via, inter alia, better institutions (intensive growth) as opposed to sheer accumulation of capital (extensive growth), the hallmark of Soviet economic growth. To this end, we compare the development of some key determinants of growth in the two countries since the 1990s. A simple growth accounting model suggests that advances in education at all levels, good governance, and institutional reforms have played a more significant role in raising economic output and efficiency in Lithuania than in Belarus, which remains marred by problems related to weak governance as well as autocratic rule. Further, as in Estonia and Latvia, the EU perspective has made a significant contribution to growth in Lithuania. The Russian connection has done less for Belarus. Finally, we touch upon the impact of the corona virus on the economies of the two countries.
